AIS, Singtel, Maxis Launch API to Fight Cyber Fraud

AIS has signed a memorandum of understanding with Singtel and Maxis, leading telecommunications companies in ASEAN, marking the first international telecommunications collaboration on APIs. This initiative aims to enhance real-time data sharing, strengthen identity verification, and prevent fraud. By expanding the AIS Open API services, this collaboration ensures increased security for applications in user verification and fraud prevention, extending its reach across the region. 

AIS Open API is a suite of certified connectivity services (Application Programming Interfaces – APIs) by GSMA. It is available for application developers from various businesses to access telecommunications network capabilities, fostering innovation and enhancing user security. Current services include digital user authentication registered with telecom companies and checking if transactions are being conducted from devices with recently changed SIM cards. This is aimed at fraud detection and prevention, addressing the high incidence of online transaction fraud in ASEAN, primarily driven by automated bots targeting e-commerce payments.

AIS Open API is applicable across industries such as banking, financial services, e-commerce, and online gaming, enabling enhanced multi-factor authentication for safer transactions through Number Verification API. Additionally, the SIM Swap API helps prevent fraud by verifying conditions when SIM cards are changed, mitigating the risk of account takeovers. Telecom providers can further enhance security measures to protect against cyber threats, minimizing the impact on digital usage for the public.

VIENTIANE, Laos (AP) — Top diplomats from Southeast Asia met Friday morning in Vientiane with China’s Foreign Minister for talks that come as friction continues to escalate over Beijing’s growing effort to press its sweeping maritime claims in the South China Sea.

Several members of the Association of Southeast Asian Nation have disputes with China, which has led to direct confrontations that many worry could lead to broader conflict.

“One wrong step in the South China Sea will turn a small fire into a terrible firestorm,” said Indonesian Foreign Minister Retno Marsudi ahead of the talks with Chinese Foreign Minister Wang Yi.

ASEAN members Vietnam, the Philippines, Malaysia and Brunei all have conflicts with China over its claims of sovereignty over virtually all of the South China Sea, one of the world’s most crucial waterways for shipping. Indonesia has also expressed concern about what it sees as Beijing’s encroachment on its exclusive economic zone.

The United States and its allies, meanwhile, have been regularly conducting military exercises and patrols in the area to assert their “free and open Indo-Pacific” policy, including the right to navigate international waters — drawing criticism from China.

U.S. Secretary of State Antony Blinken was to arrive Saturday to attend the ASEAN meetings and was expected to meet with Wang on the sidelines for bilateral talks.

Russian Foreign Minister Sergey Lavrov is also attending the meetings, and already held direct talks with Wang.

China is a key ally of Russia’s in its war against Ukraine, and Wang emphasized the “deepening strategic coordination” between the two nations, China’s Xinhua news agency reported.

This year, tensions between the Philippines — an American treaty ally —- and China have escalated. In June, a Chinese vessel and a Philippine supply ship collided near the disputed Spratly Islands in the South China Sea, sparking alarm.

The ASEAN countries — Indonesia, Thailand, Singapore, Philippines, Vietnam, Malaysia, Myanmar, Cambodia, Brunei and Laos — emphasized in their opening meetings Thursday that it’s important they don’t get drawn in as both China and the U.S. look to expand their influence.

Following the talks, Marsudi said the group stressed that the ten-member regional bloc should not be a proxy for any power, otherwise “it will be difficult for ASEAN to become an anchor for regional stability and peace.”

There were no immediate details available about Friday morning’s talks between Wang and the ASEAN foreign ministers.

After Thursday night’s talks, however, Thai foreign minister Maris Sangiampongsa said the group had discussed the importance of producing the South China Sea code of conduct that it has been working on for some time with China, and planned further talks with China on the matter.

He said that the Philippines informed in the meeting that they have been trying to engage with China, which is considered a good sign.

China and the Philippines said Sunday they had reached a deal that they hope will end the confrontations, aiming to establish a mutually acceptable arrangement for the disputed area without conceding either side’s territorial claims.

There are divisions within ASEAN on how to deal with China’s maritime claims and the Philippines has been critical over a perceived lack of support from the bloc.

In Thursday’s talks, the Philippines pushed for the inclusion of June’s collision in the joint communique to be issued at the end of the meetings. Cambodia and Laos, which are close to China, opposed the wording, according to a senior Southeast Asian diplomat who was involved in closed-door negotiations and spoke on condition of anonymity to discuss the matter freely.

Manila’s proposal stating that a recent incident in the South China Sea caused “damage to properties” and “caused injuries” without mentioning specific details like the name of the shoal and the contending state forces, the diplomat said.

The increasingly violent civil war in ASEAN member state Myanmar is also one of the main issues being taken up, the group supported Thailand taking a broader role, Thailand’s Maris said.

Thailand, which shares a long border with Myanmar, has already been involved in providing humanitarian assistance.

The country initiated its first delivery of aid to Myanmar in March from the northern province of Tak. It was said to be distributed in Kayin state to approximately 20,000 out of millions of people displaced by fighting.

Maris announced that another $250,000 will be donated to the ASEAN Coordinating Center for Humanitarian Assistance on Disaster Management that is overseeing a plan to deliver aid into Myanmar.

The army in Myanmar ousted the elected government of Aung San Suu Kyi in February 2021 and suppressed widespread nonviolent protests that sought a return to democratic rule, leading to increasing violence and a humanitarian crisis.

The ASEAN group has been pushing its so-called “five-point consensus” for peace, but the military leadership in Myanmar has so far ignored the plan, raising questions about the bloc’s efficiency and credibility.

It calls for the immediate cessation of violence in Myanmar, a dialogue among all concerned parties, mediation by an ASEAN special envoy, provision of humanitarian aid through ASEAN channels, and a visit to Myanmar by the special envoy to meet all concerned parties.

Myanmar has been blocked from sending political representatives to the ASEAN meetings and is instead represented by Aung Kyaw Moe, the permanent secretary of Myanmar’s Foreign Ministry.

China, which also shares a long border with Myanmar, also plays an important role in that it that it supports the military regime while also maintaining close contacts with several of the powerful ethnic armed groups that are currently fighting against it.

In his opening statement ahead of talks between ASEAN and China, Aung Kyaw Moe had effusive praise for Beijing, pledging that the bloc would continue to work to deepen cooperation with China in all areas.

National Symphony Youth Orchestra, NSYO

Since beginning his term as Music Director of the National Symphony Orchestra (NSO) in January 2022, Jun Märkl has drawn experience from international youth music initiatives and incorporated the merits of young musicians training systems from various countries and orchestras to establish a National Symphony Youth Orchestra (NSYO) tailored to the characteristics of Taiwan.

During winter and summer vacations each year, the NSYO recruits exceptional young musicians from Taiwan and abroad to participate in intensive training courses and rehearsals. The orchestra also invites internationally renowned musicians to join the NSYO on tour and in concert. The NSYO is formed for the first time in July 2023, with Music Director Jun Märkl as conductor. Märkl will guide more than one hundred young musicians through rehearsals at the Miaobei Art Center before they showcase their accomplishments in performances at the Miaobei Art Center, Nantou Cultural Center, Taitung Art and Culture Center, National Kaohsiung Center for the Arts (Weiwuying), and National Concert Hall in Taipei.

NSYO shall serve as a cultural ambassador for Taiwan, focusing on Taiwan but also looking to the world. It is our aim to solidify Taiwan’s place in the global network of classical music, and to open up future possibilities for young musicians in Taiwan to explore the international music scene.

Thai Police Seek Interpol’s Help in 400K Bangkok Jewel Theft

Three gemstones which a Bangkok gem merchant reported to the police as having been stolen by a 10-year acquaintance.

BANGKOK  — Police have obtained an arrest warrant for a suspect who allegedly embezzled $400,000 worth of gems from a longtime friend and are now seeking Interpol’s assistance for his arrest.

On July 25, police investigators revealed that the court had approved an arrest warrant for a male suspect in a case where an Indian gem merchant was robbed of three precious stones worth 14.5 million baht by a trusted friend of ten years, who subsequently fled Thailand.

Pol. Lt. Phurivat Jira-akkarathat, Deputy Inspector (Investigation) of Yannawa Police Station, disclosed that Mr. Rajesh filed a complaint on July 17, reporting that an acquaintance of ten years had stolen three gems from him—two blue stones and one yellow stone—worth 14.5 million baht (approximately $400,000) before fleeing the country.

 

Officers interviewed witnesses and examined CCTV footage before submitting a request for an arrest warrant. The court approved the warrant on July 23 for Mr. A (alias), a 40-year-old dual Canadian-Pakistani national, on charges of embezzlement. Police are currently gathering related documents for translation before submitting a request for an Interpol Red Notice.

According to Mr. Rajesh, Mr. A claimed he had a customer interested in purchasing gems and needed to take the stones to show the potential buyer. The victim had previously entrusted gems to Mr. A for customer viewings, trusting him due to their decade-long relationship. In previous instances when customers showed no interest, Mr. A had always returned the gems.

However, after handing over the gems at a luxury hotel on Charoen Krung Road on July 17, Mr. Rajesh was unable to contact Mr. A again.

CCTV footage revealed that immediately after receiving the gems, Mr. A took a Grab taxi to Suvarnabhumi Airport. Immigration records show he departed Thailand on July 17 bound for Switzerland.

100 Wanted: Thai-Cambodian Extradition Plan Targets Call Center Gangs

BANGKOK — After being ordered by their two leaders to suppress call center scamming networks, Thai and Cambodian police have joined forces to crack down on call center gangs, with a plan to extradite 100 suspects.

On July 25, Pol. Gen. Torsak Sukwimol, Commissioner-General of the Royal Thai Police, along with Pol. Gen.l Kittirat Phanphet, Deputy Commissioner-General and Director of the National Drug Control and Suppression Center (NDCSC), and other relevant officials, held a meeting to discuss measures to crack down on call center gangs that have been defrauding the public.

The teleconference meeting was attended by Police General Sao Sokha, National Police Commissioner of Cambodia, while Thai representatives from related agencies were present at the Royal Thai Police Headquarters in Bangkok.

This meeting followed an agreement between Thai Prime Minister Srettha Thavisin and Cambodian Prime Minister Hun Manet to take serious action against fraudsters. They tasked the national police commissioners of both countries with finding solutions and achieving results within 60 days.

After the meeting, Pol. Gen. Kittirat said that the heads of state of both countries had discussed measures to suppress call center gangs, which posed a serious threat to the public in both countries. Therefore, the national police commissioners of Thailand and Cambodia were instructed to hold urgent talks.

Today’s meeting was about sharing information about recent events and the changing context of the threat posed by call center gangs. They discussed specific locations in Cambodia where these gangs are believed to operate, as well as information on foreign nationals involved in call center activities.

This information is intended to facilitate joint investigations and operations, and Cambodia has expressed its willingness to cooperate.

In addition, there were discussions about Thai criminals who had fled to Cambodia and used it as a base to defraud Thai citizens. Thailand requested Cambodia’s cooperation in extraditing more than 100 Thai nationals who had arrest warrants related to call center gangs to Thailand to face trial.

 

Following this, a joint working group will be set up between the two countries to share information and cooperate in the investigation and suppression of call center gangs. The next meeting, which will focus on call center gangs, will take place next week in Cambodia.

Both countries are in the process of nominating police officers for the working group. Thai officials are ready to accept Cambodia’s cooperation proposals on trafficking suppression and other matters to be forwarded to the relevant authorities in Thailand.

On 24 July 2024, Prime Minister Srettha mentioned during a visit to Chiang Saen district in Chiang Rai Province that he had ordered the cutting of telephone signals and the destruction of “poles, lines and SIM cards” along border areas used by criminals to deceive the public. The first measures began in the King’s Romans area of Laos.

Security officials then launched Operation “Bridge Destruction” to disrupt the King’s Romans’ scammers’ network. They reported that telecommunication signals would be checked weekly and the drop in fraud cases in the Chiang Saen area would be assessed.

The Immigration Department is also working on a database of Thai nationals at risk of working in call center gangs, as well as foreign nationals, to expand arrests.

“Importantly, the military’s Border Coordination Committee will negotiate to bring Thai nationals working in call center gangs back to Thailand for prosecution. Our goal is to ensure that there are no more call center gangs cheating Thai citizens in neighboring countries,” the Prime Minister said.

Chinese Couple Deported After Illegal Passport Advertisement in Bangkok

BANGKOK — A billboard in Chinese advertising passport sales at the Huai Khwang intersection on Ratchadaphisek Road was investigated and turned into a criminal case when police discovered that the husband of the Chinese woman who coordinated the billboard was wanted in China. Both individuals were blacklisted by the Thai authorities and deported.

On July 25, officers from the Immigration Department and the Metropolitan Police Bureau’s investigation team expanded their investigation into the billboard at Huai Khwang intersection in Bangkok.

Police questioned Ms. Xu Na, a 35-year-old Chinese national and coordinator of the billboard, who said she had been contacted by a Hong Kong company to carry out the task. However, when the police called the phone number on the billboard selling passports, it turned out to be the number of Mr. Qin Lin, a 33-year-old Chinese national and husband of Ms. Xu Na.

Ms. Xu Na admitted that she has been using her husband’s phone to prepare contact with potential customers interested in the advertised passport services, but no customer has contacted her yet.

Further investigation revealed that Mr. Qin Lin was wanted in China for the offense of trafficking in identity cards and was a fugitive wanted by the Chinese authorities. The Immigration Bureau’s investigation team then added his name to the Immigration Bureau’s watch list and applied for approval for his temporary removal from the Kingdom.

Around 7:00 a.m. on Thursday, investigators were informed that Mr. Qin Lin was about to leave the country via Don Muang Airport. He was detained and handed over to the Immigration Division 3, Bureau of Immigration Investigation, and prepared for deportation to China.

Meanwhile, immigration investigators brought Ms. Xu Na to the North Bangkok District Court to charge her with “working without a work permit” The defendant pleaded guilty and the court sentenced her to four months in prison and a fine of 5,000 baht. The prison sentence was suspended for one year. Her name was then placed on a blacklist, which prohibits her from re-entering the Kingdom before she is deported to China.

Apart from the Chinese-language billboard in Huai Khwang, this case prompted local residents in Prachinburi province to post photos of similar Chinese-only advertisements and question their legality, leading to an investigation by the authorities.

The billboard in question, located on Road 304 in Rojana Industrial Park in Prachinburi Province, advertised the recruitment of migrant workers from four nationalities: Myanmar, Cambodia, Laos and Vietnam.

Mr. Pairoj Chotikasathien, Permanent Secretary of the Ministry of Labor, explained that according to the law, companies wishing to place job advertisements must obtain permission from the Ministry of Labor and apply to the local registrar who will verify the suitability of the advertisement content. Without this approval, it is not permitted to advertise.

“The law does not prescribe the language for the advertisements, but permission must be obtained first. The application must be translated into Thai, especially if it is a foreign language. In this case, using Chinese is risky because of the business implications,” said Pairoj.

Somchai Morakotsriwan, director-general of the Employment Department at the Labor Ministry, said that Labor Minister Pipat Ratchakitprakarn has ordered an urgent investigation into the billboard problem. The law does not prohibit companies from advertising the recruitment of foreign workers in Thailand.

However, the Ministry of Labor summoned the contracted company for questioning and stressed that in the advertisement, the company’s name, license number and contact phone number must clearly match the information registered with the Ministry of Labor. They also emphasized the importance of using realistic ad content.

The case of Chinese-language billboards has made politicians and government officials more alert due to public criticism that Chinese investors are being allowed to gain influence in Thailand. Meanwhile, Prime Minister Srettha Thavisin has instructed government officials to strictly control and suppress illegal Chinese investments to maintain a balance with the policy of attracting foreign tourists and investors to the country.

Myanmar Violence, South China Sea Tensions Are Top Issues as Southeast Asian Diplomats Meet in Laos

U.S. Secretary of State Antony Blinken and Chinese Foreign Minister Wang Yi are expected to hold one-on-one talks on the sidelines of the meetings of the Association of Southeast Asian Nations in Vientiane, which come as both Beijing and Washington are looking to expand their influence in the region.

Lao Foreign Minister Saleumxay Kommasith thanked ASEAN members and partners for their “unwavering collective effort” that has led to its past achievements and emphasized the importance of the bloc’s continuous work to promote peace and stability.

“In light of the rapid and complex geopolitical and geoeconomic changes, we need to further enhance ASEAN centrality and unity so as to promote the relevance and resilience of ASEAN, aiming at addressing emerging challenges and seizing opportunity in the future,” he said in the opening statement.

For the ASEAN nations — Indonesia, Thailand, Singapore, Philippines, Vietnam, Malaysia, Myanmar, Cambodia, Brunei and Laos — the violence in Myanmar is at the top of the agenda as the bloc struggles to implement its “five-point consensus” for peace.

The plan calls for the immediate cessation of violence in Myanmar, a dialogue among all concerned parties, mediation by an ASEAN special envoy, provision of humanitarian aid through ASEAN channels, and a visit to Myanmar by the special envoy to meet all concerned parties. The military leadership in Myanmar has so far ignored the plan and has raised questions about the bloc’s efficiency and credibility to mediate for peace.

Broader talks, including diplomats from elsewhere in the region including Japan, South Korea, India, Australia, are expected to focus on issues including the economy, security, climate and energy.

Regional issues, including Cambodia’s decision to build a canal off the Mekong River that Vietnam, which is downstream, worries could have ecological and security implications, as well as massive dam building projects in Laos further upstream could also feature in the meetings.

In Myanmar, the army ousted the elected government of Aung San Suu Kyi in February 2021 and suppressed widespread nonviolent protests that sought a return to democratic rule, leading to increasing violence and a humanitarian crisis.

In an effort to put pressure on Myanmar, ASEAN has prohibited it from sending any political representatives to top-level meetings, and it has sent bureaucrats instead. Aung Kyaw Moe, the permanent secretary of Myanmar’s Foreign Ministry, represents the country in this week’s meetings, which run through Saturday.

More than 5,400 people have been killed in the fighting in Myanmar and the military government has arrested more than 27,000 since the coup, according to the Assistance Association for Political Prisoners. In addition, there are now more than 3 million displaced people in the country, with the numbers growing daily as fighting intensifies between the military and Myanmar’s multiple ethnic militias as well as the so-called people’s defense forces of military opponents.

(AP Photo/Achmad Ibrahim)As the needs of civilians grow, discussions on humanitarian assistance to Myanmar will also be a focus of the ASEAN talks, Bolbongse Vangphaen, head of the Thai Foreign Ministry’s department for ASEAN, told reporters ahead of the meetings.

Thailand, which shares a long border with Myanmar, has already been heavily involved in providing humanitarian assistance, and Bolbongse said the country is ready to support the next phase of delivery being planned by the ASEAN Coordinating Center for Humanitarian Assistance on Disaster Management.

He did not say when or where the aid delivery would be.

Thailand initiated its first delivery of aid to Myanmar in March from the northern province of Tak. It was said to be distributed in Kayin state to approximately 20,000 out of millions of people displaced by fighting.

Landlocked Laos is the bloc’s poorest nation and one of its smallest, and many have expressed skepticism about how much it can accomplish while the crises mount. But it is also the first ASEAN chair that shares a border with Myanmar. Laos has already sent a special envoy to Myanmar for meetings with the head of the ruling military council and other top officials in an attempt to make progress on the peace plan.

ASEAN also has introduced a mechanism of trilateral informal consultation among its current, past, and future chairs, specifically for ensuring continuity in its response to the situation in Myanmar. The troika met for the first time on Wednesday, attended by Laos, Indonesia and Malaysia.

Indonesia Foreign Minister Retno Marsudi said Wednesday after the meeting that she raised concerns about increasing numbers of cross-border crimes and refugees that resulted from a crisis in Myanmar. She said she urged ASEAN to “promote trust and confidence building through a balanced and low-key approach” to foster an inclusive dialogue among all relevant stakeholders in Myanmar.

“The worsening conditions in Myanmar have a direct impact on efforts to maintain peace and stability in the region,” she said.

Dulyapak Preecharush, a professor of Southeast Asia Studies at Bangkok’s Thammasat University, said ASEAN is not the only stakeholder when it comes to Myanmar, with China and India also major players — and both attending the ASEAN meetings.

Progress on Myanmar “needs to start with countries that share borders with Myanmar, such as China, India and Thailand, to find a joint consensus to address the problems” before expanding to other countries, he said.

In other issues, ASEAN members Vietnam, the Philippines, Malaysia and Brunei are locked in maritime disputes with China over its claims of sovereignty over virtually all of the South China Sea, one of the world’s most crucial waterways for shipping. Indonesia has also expressed concern about what it sees as Beijing’s encroachment on its exclusive economic zone.

An estimated $5 trillion in international trade passes through the South China Sea each year. China has been increasingly involved in direct confrontations, most notably with the Philippines and Vietnam.

This year, tensions between the Philippines and China have escalated, with Chinese coast guard and other forces using powerful water cannons and dangerous blocking maneuvers to prevent food and other supplies from reaching Filipino navy personnel.

The Philippines, a treaty partner with the U.S., has been critical of other ASEAN countries for not doing more to get China to back away from its increasingly assertive approach.

China and the Philippines said Sunday they have reached a deal that they hope will end the confrontations, aiming to establish a mutually acceptable arrangement at the disputed area without conceding either side’s territorial claims.

The rare deal could spark hope that similar arrangements could be forged by Beijing with other countries to avoid clashes while thorny territorial issues remain unresolved.

ASEAN has been working with China to produce a South China Sea code of conduct, which is expected to be part of the talks in Vientiane.

Plane Crashes Just After Takeoff From Nepal’s Capital, Killing 18 People. Pilot Is Lone Survivor

KATHMANDU, Nepal (AP) — A plane crashed Wednesday just after taking off from Nepal’s capital, killing 18 people and injuring a pilot who was the lone survivor.

All the people aboard the Saurya Airlines flight including the co-pilot were Nepali except for one passenger, who was a Yemeni national, the Civil Aviation Authority of Nepal said. Authorities have pulled all 18 bodies from the wreckage, police official Basanta Rajauri said.

The Bombardier CRJ 200 plane was heading to Nepal’s second-most populous city of Pokhara for maintenance work and most of the passengers aboard were either mechanics or airline employees, airport officials said. They were speaking on condition of anonymity because they were not authorized to speak to reporters.

The pilot has injuries to his eyes but his life is not in any danger, said a doctor at Kathmandu Medical College Hospital, where the pilot is being treated. The doctor spoke on condition of anonymity because she was not authorized to speak to reporters.

The plane took off from the Kathmandu airport at 11:11 a.m. local time and turned right but crashed moments later in the eastern section of the airport, the Civil Aviation Authority said in a statement.

“I came out and saw a plane had crashed and there was huge smoke and fire coming out,” said Ram Kumar Khatri Chetri, who own a car parts store barely 100 meters (330 feet) from the crash site. “There was chaos and confusion.”

“It was just horrible and there was no way that anyone could just go near the plane and help out when there was so much fire and even explosions,” he said.

It is the monsoon rain season in Kathmandu but was not raining at the time of the crash. Visibility was low across the capital, however.

The Kathmandu airport, the main airport serving Nepal, is inside a valley surrounded by mountains that make takeoffs and landings challenging for pilots. The airport is right next to the city, and is surrounded by houses and neighborhoods.

The bodies have been taken to the T.U. Teaching Hospital in Kathmandu for autopsy. The airline manifest showed there were two pilots and 17 passengers on board.

Grieving relatives gathered at the hospital forensics department to collect the bodies of their loved ones, though they are not likely to be released for a day or two.

The co-pilot Sasant Katuwal had been flying only for the past three years after completing training in France, his uncle Dhyan Bahadur Khadka said at the hospital. He had just received a visa to go to Germany for further training and was excited about that, Khadka said.

Khadka said his nephew had a bright future in aviation. “His parents are grieving the loss of their only child,” Khadka said. “He was unmarried. He was not just tall and handsome, but he was well behaved,”

Tribhuvan International Airport, the main airport in Nepal for international and domestic flights, was closed for hours as emergency crew and investigators began their work.

Saurya Airlines operates the Bombardier CRJ 200 on domestic routes.

In 2019, a Bangladeshi airliner crashed at Tribhuvan airport, killing 51 people while 20 on board survived. An investigation confirmed the plane was misaligned with the runway and its pilot was disoriented and tried to land in “sheer desperation” when the plane crashed.

In 2015, a Turkish Airlines jet landing in dense fog skidded off a slippery runway at the airport. The plane was carrying 238 people but there were no serious injuries.
