New Thai ESGX Fund Aims to Stabilize SET Despite $1.4B Revenue Loss

BANGKOK — Finance Ministry reveals that Thailand’s ESGX measures will cost the state about 40-50 billion baht ($1.18-1.47 billion) in lost revenue but will stabilize Thailand’s capital market – SET confident it will curb LTF sell-offs

Mr. Pornchai Teerawet, Director of the Tax Policy Office and Spokesperson of the Ministry of Finance, announced that the Cabinet approved the establishment of the Thai ESG Extra Fund (Thai ESGX) on March 11, 2025.

This initiative proposed by the Ministry of Finance aims to create tax incentives to encourage investment in sustainability-focused stocks (ESG) while improving the stability of Thailand’s capital market. According to the proposed ministerial regulations, the scheme is expected to result in tax losses of around 40-50 billion baht (1.18-1.47 billion US dollars) over the life of the program.

This measure allows holders of Long-Term Equity Funds (LTF) to switch their entire investment into the Thai ESG Extra Fund (Thai ESGX) while retaining their tax benefits. The switch must be made within a two-month window, from May 1 to June 30, 2025, and investors must then hold the Thai ESGX shares for at least five years from the date of the switch.

“This measure will result in a government revenue loss of no more than 50 billion baht ($5.3 billion), which is about 75% of the estimated investment value of 180 billion baht. It is expected that about 135 billion baht ($3.9 billion) of this amount will be reinvested by investors willing to continue investing in the Thai ESGX, while the remaining investors may choose to sell their holdings and invest their funds elsewhere,” Mr. Pornchai explained.

SET index 2025 Has Plunged 17.9%

Mr. Assadej Kongsiri, President of the Stock Exchange of Thailand (SET), stated that the measure will undoubtedly help slow down the sell-off of LTF. Thai stock market index has fallen by about 14%, resulting in a market value loss of nearly 200 billion baht.

This initiative is in line with the SET’s Jump Plus project, which aims to encourage listed companies to increase their value. Detailed plans for this initiative will be announced soon, with the aim of promoting sustainable growth of the Thai stock market.

Sorapon Tulayasathien, Deputy Manager and Head of Corporate Strategy Planning at SET, added that at the end of February 2025, the Thai stock index was in a correction phase, dropping 17.9% from its recent peak. The dividend yield is currently at an attractive level compared to historical trends. The market’s P/E ratio stands at 12.5-16.6 times and P/BV ratio at only 1.2-1.4 times, significantly lower than average values during previous correction periods.

During this market correction, stocks with high P/E ratios experienced the largest declines, indicating market concerns about risk and overvaluation. Capital market authorities are implementing measures to support index recovery, focusing on strong economic growth, limiting trade policy risks, and driving the market by attracting new investment and enhancing the value of Thai listed companies.

He noted that the Thai stock market is not experiencing volatility alone—other markets are affected too, largely due to U.S. President Donald Trump’s 2.0 trade war. He compared Thai stocks to small boats facing large waves, inevitably fluctuating with the changing tides. However, he believes the index has already fallen lower than it should have, suggesting the decline is primarily driven by emotional trading and investor sensitivity, making the Thai stock market even more vulnerable.

Positive Factor for LTF Unitholders

Meanwhile, the Secretary-General of the Securities and Exchange Commission (SEC) of Thailand, Pornanong Budsaratragoon, explained that the measure aims to promote long-term investment saving and encourage capital mobilization. She emphasized that it will also help alleviate pressure from the sell-off of long-term bonds.

This measure is a positive factor that will give LTF unitholders options. Having choices is certainly better than having no choices. As for whether this measure will affect all stocks in the market, the establishment of ESG is for stocks that must meet ESG criteria, which currently includes more than 240 stocks,” Mrs. Pornanong said.

Important tax incentives for Thai ESGX investors

1. New investors in Thai ESGX

Tax advantages:

  • Investments in Thai ESGX can be deducted from income tax at a rate of up to 30% of taxable income, subject to a cap of 300,000 baht.
  • Investors must purchase Thai ESGX shares within the two-month period from May 1 to June 30, 2025.
  • Any income or benefit from the sale of Thai ESGX shares is exempt from income tax.
    Eligibility requirements:
  • Investors must hold their Thai ESGX shares for at least five years from the date of purchase to qualify for the tax benefits.

2. LTF Investors Switching to Thai ESGX

Tax advantages:

  • The full value of LTF units switched to Thai ESGX can be deducted from personal income tax, with a maximum cap of 500,000 baht. This deduction is structured as follows:
  • For the 2025 tax year: a maximum of 300,000 baht.
  • For the 2026–2030 tax years: a maximum of 50,000 baht per year.
  • Any income or benefits derived from the sale of Thai ESGX units will be exempt from personal income tax.

Eligibility requirements:

LTF investors must exchange their entire LTF holdings into Thai ESGX within two months of the first available exchange date, but no later than June 30, 2025.

Investors must hold their Thai ESGX shares for at least five years from the date of conversion to qualify for the tax benefits.

The calculation of the tax deduction is based on the number of shares held at the time of Cabinet approval, with share prices determined at the time of the exchange request.

For general investors in 2025, the tax deduction limit for Thai ESGX will be in addition to the current tax deduction limit for Thai ESG investments. However, from 2026, the deduction for Thai ESGX will be merged with the existing Thai ESG tax deduction limit.

25 Chinese and Myanmar Nationals Nabbed at Pattaya Villa Construction Sites

PATTAYA — Tourist police in Pattaya have arrested 25 foreign nationals working illegally at pool villa construction sites. The operation follows orders from Police Colonel Man Rotthong to monitor foreign activities, particularly Chinese investors developing villa rental properties that operate as illegal hotels in the Pattaya area.

Acting on a tip-off about approximately 40 Chinese and Myanmar workers at pool villa construction sites, tourist police officers conducted inspections at four locations with around 20 buildings under construction in Huay Yai subdistrict, Bang Lamung district on March 11. The raid revealed several foreign men supervising Myanmar workers.

The operation resulted in the arrest of nine Chinese nationals and 16 Myanmar workers who were unable to produce proper documentation. All were detained and charged with being foreigners temporarily permitted to stay in the kingdom while engaging in unauthorized employment and working without proper work permits.

The arrests come under the directive of Police Lieutenant General Saksira Phueak-am, commander of the Tourist Police, who ordered increased scrutiny of illegal immigrants, foreign criminal gangs operating illegal businesses, and transnational crime.

Authorities note a surge in foreign investors entering Thailand’s business sectors without following legal procedures, spanning industries from cheap merchandise and restaurants to transportation, construction contracting, and real estate.

According to data from the AREA real estate research center, Chonburi province shows the second highest growth in the housing market after Bangkok, due to its status as a major province in the Eastern Economic Corridor (EEC). As of 2024, the market is valued at approximately 4.72 billion US dollars.

Drift and Drugs: Three Nigerian Men Arrested in Phuket in Two Separate Cases

PHUKET — Local police have arrested three Nigerian nationals in two separate cases involving reckless driving and drug-related offenses, authorities announced Wednesday.

In the first incident on the night of March 11, Phuket City Police received reports of a Mazda car being driven recklessly, spinning in circles at traffic lights from Koh Kaew to Darasamut intersection. Thalang traffic officers pursued the vehicle but were initially unable to apprehend it as it sped along Chaloem Phra Kiat Rama 9 Bypass Road toward Central Junction.

Police eventually located the car in a dead-end alley near an ancient house in Nanachat Soi 2. Two shirtless men wearing only shorts fled into dense undergrowth but were captured after a physical struggle that left both suspects and officers with minor injuries.

 

The suspects appeared intoxicated and were uncooperative, unable to communicate in English despite police using translation applications. Due to the late hour, interpreters could not be found immediately. The men were taken to Phuket City Police Station for processing, where they continued singing throughout the procedure.

One suspect was later identified as Mr. George, a Nigerian national wanted on an arrest warrant issued by the Phuket Provincial Court on August 21, 2023, for overstaying his visa and possession of Category 2 narcotics (cocaine). The second suspect remains unidentified as he had no passport documentation.

In a separate case, police apprehended a Nigerian man following an investigation that began after the viral arrest of a Swiss tourist caught using drugs in public on March 9. The tourist, identified only as Mr. Sascha, voluntarily entered drug rehabilitation and provided information to Kamala Police about his drug supplier.

Sascha implicated a 32-year-old Nigerian national named Mbanaso, claiming he had purchased cocaine from him multiple times through WhatsApp, with payments made via bank transfers.

On March 10, police conducted a sting operation and arrested Mbanaso at the entrance of Kamala Police Station at 9:40 p.m. with 0.82 grams of cocaine. He faces charges of distributing Category 2 narcotics, which carries penalties of up to two years imprisonment, a fine not exceeding 40,000 baht, or both.

NESDC, UNFPA Host Global Seminar to Address Thailand’s Ageing Society Challenges

Bangkok Thailand – 10 March 2025 – The Office of the National Economic and Social Development Council (NESDC), in partnership with United Nations Population Fund (UNFPA) Thailand, the Global NTA Network, the Institute for Population and Social Research at Mahidol University, and the College of Population Studies at Chulalongkorn University, organizes the “Policy and the Generational Economy: The 15th Global Meeting of the NTA Network” conference. Mr. Suriya Jungrungreangkit, Deputy Prime Minister of Thailand and Minister of Transport, delivers keynote remarks at the event. The opening remarks are presented by Mr. Danucha Pichayanan, Secretary-General of the Office of the National Economic and Social Development Council (NESDC), Mr. Pio Smith, Asia-Pacific Regional Director for UNFPA, and Professor Concepció Patxot, Chair of the NTA Executive Council and Professor of Economics at Universitat de Barcelona. This international academic conference brings together scholars, policymakers, and those interested in National Transfer Accounts (NTA), demography, and generational economy to share and discuss research findings and insights. The aim is to enhance innovative tools for shaping economic and social policies in line with current and future demographic trends. In Thailand, National Transfer Accounts (NTA) play a particularly vital role as the country faces the challenges of becoming an ageing society.

Megatrends: ageing population – rapid technological advancement – climate change: data-driven policy is critical.

In his keynote remarks, Deputy Prime Minister and Minister of Transport Mr. Suriya Juangroongruangkit explains that the conference theme, “Policy and the Generational Economy,” resonates deeply with Thailand’s priorities. The country stands at a demographic crossroads, experiencing a significant shift in our population structure with a rapidly ageing population and declining birth rates. Specifically, Thailand entered a completed aged society in 2023, with over 20 percent of our population aged 60 and above. This demographic trend is expected to continue, with the country rapidly transitioning to a super-aged society in 2033 and nearly one-third of the population being elderly by 2040. Meanwhile, the fertility rate has declined sharply from approximately 6 in the 1970s to about 1 today, accompanied by a rise in life expectancy.

Mr. Suriya notes that demographic changes will reduce the proportion of working-age populations in almost every country. This will pose challenges but also opportunities, especially with the emergence of the “silver economy,” which recognizes senior citizens as valuable consumers and contributors in an evolving economic landscape. Moreover, rapid technological advancement significantly enhances human quality of life and boosts economic productivity. However, it also poses risks such as skill shortages and job displacement. Furthermore, climate change is among the most urgent challenges, potentially driving migration and disproportionately affecting those already facing social and economic disadvantages. In an era of disruptive megatrends and an increased emphasis on data-driven policy, NTA takes on heightened importance.

“This brings us to the important work of the NTA Network, including advancing research, promoting collaboration, and fostering a global understanding of the generational economy. It has also been instrumental in advancing our understanding of these complex issues as well as being valuable in shaping policy discussions around the world, and Thailand has greatly benefited from the knowledge and expertise shared by its members,” Mr. Suriya addresses.

National Transfer Accounts provide critical data for policy.

Mr. Danucha Pichayanan, Secretary-General of the Office of the National Economic and Social Development Council (NESDC), states during his opening remark that Thailand has been part of the NTA project in Asia since its inception. The NESDC has led the preparation and development of Thailand’s NTA data since 2012, in continuing collaboration with UNFPA.

Mr. Danucha also says that the NESDC has integrated the NTA framework into policy analyses, utilizing it to assess the multifaceted impact of demographic shifts, economic transfers, and the financial challenges faced by different age groups. NTA data, for example, provided empirical evidence that directly influenced the government’s decision to introduce the Child Support Grant. Furthermore, NTA projections through 2040 were incorporated into the draft of 15-Year Population Development Plan. This integration has been pivotal in showcasing the tangible value of NTA in shaping public policy.

“The theme of this year’s conference, Policy and the Generational Economy, is particularly pertinent as we are experiencing profound shifts in population structures, with far-reaching consequences for labor markets, social protection systems, and overall economic growth. The NTA framework provides invaluable insights to support evidence-based policymaking, ensuring both sustainability and intergenerational equity. Over the next four days, we will explore a broad spectrum of critical topics, from the technical aspects of creating NTA to the implications of demographic change for social welfare systems, as well as effective strategies for communicating NTA findings to policymakers. We are incredibly fortunate to have with us the founder of NTA, along with a distinguished group of experts, who will share their invaluable research and extensive experience,” Mr. Danucha states.

UNFPA emphasizes inclusive solutions to population challenges.

 Mr. Pio Smith, Asia-Pacific Regional Director for UNFPA, stated that UNFPA’s approach to addressing population ageing is rooted in a rights-based, life-cycle approach. This means investing at every stage of life—from infancy to old age—ensuring that older adults live with dignity, have access to essential services, and remain active participants in society. 

Central to this is promoting policies that empower women, including older women, to protect them from gender-based violence, such as elder abuse. It is by promoting active ageing, intergenerational solidarity, and age-inclusive policies, that the full potential of ageing populations can be unlocked. To support governments in this process, UNFPA utilizes tools like the National Transfer Accounts framework, which helps analyze how resources and labor income are distributed across different age groups. 

“The 15th Global National Transfer Accounts Global Conference underscores the importance of leveraging the intersection of demographic change and economic policy, and this gathering could not be more timely. Across the globe and in Asia and the Pacific, countries are undergoing rapid demographic transitions – including declining fertility rates and a rise in longevity. UNFPA partners with governments to help them develop and implement forward-thinking strategies to navigate these demographic shifts that harness the potential of all people, regardless of age, while embracing the diversity within their populations. Only together, can we create a future where everyone has the opportunity to thrive.”

Understanding Thailand’s National Transfer Accounts (NTA) 

National Transfer Accounts (NTA) serve as a crucial tool offering empirical evidence that illuminates the complex relationship between a country’s economic structure and its demographic makeup. Countries around the world have been using NTA for over 20 years. For instance, Thailand’s 2021 NTA demonstrate the economic and social impacts of the COVID-19 pandemic on various age groups. They present labor income, consumption expenditure, and the gap between income and expenditure of the population in each age group. They also show ways to bridge the gap among people in each age group through intergenerational transfers and asset allocations.

NTA data can be utilized for a variety of purposes. Clearly presented NTA data provides the public with a comprehensive understanding of labor income, expenses, savings, and intergenerational transfers. Policymakers can leverage NTA data to identify critical issues, formulate effective policies, and evaluate their impact. NTA data also serve as a cornerstone for further analysis and in-depth studies by academic institutions.

The “Policy and the Generational Economy: The 15th Global Meeting of the NTA Network” conference runs from 10 to 13 March 2025 at the Centara Grand & Bangkok Convention Centre at CentralWorld. The event consists of two main parts: (1) an academic seminar held on Monday, 10 March (9:00 a.m.–5:00 p.m.), and (2) a workshop for the international NTA network from 11 to 13 March. Researchers and interested participants, both domestic and international, will present and discuss their studies. Key issues of this year’s conference include the significant disparities among countries using NTA regarding youth and elderly labor supply, gender disparities in labor income, and education, as well as new approaches to employing NTA to assess the prospective economic ramifications of future alterations in these four factors.

Driver Charged in Fatal Collision with Belgian Cyclist in Thailand

CHONBURI — A 68-year-old Belgian cyclist has become the latest foreign victim of Thailand’s dangerous roads following a fatal collision with a pickup truck in Sattahip district, Chonburi province.

Police Colonel Sinsamut Boonthasana of Sattahip Police Station has charged Ms. Thip-apa, 38, with reckless driving causing death and property damage. The incident occurred at 10:20 a.m. on March 9 at the J-Kasempol intersection on Highway 332, opposite a PTT gas station in Bang Saray sub-district.

The victim, identified as Jean Antoine, 68, was wearing cycling gear when the pickup truck with an attached cargo container struck him. The impact threw him into a grassy area beside the road. He sustained serious injuries and later died at the hospital.

According to the investigation, Ms. Thip-apa was driving along the road when she failed to notice the bicycle on her left before colliding with it. Her vehicle subsequently lost control and went off the road. She was also injured and taken to the hospital. Police filed charges against her the following day after her condition improved.

Police officers stated on March 11 that they will arrange a meeting between Ms. Thip-apa and the victim’s family to negotiate compensation.

This tragedy follows a series of similar incidents involving foreign cyclists in Thailand. Recently, a 78-year-old French national, Gulsen, was killed when a ten-wheeler truck hit him at an intersection in Rayong province on February 18. According to his friend, the French man had been cycling to a restaurant in the far-left lane and was slowing down when the turning truck crushed him. He had been planning to return to France soon.

In 2023, Thailand’s dangerous roads made headlines in the British media when a British couple, Peter and Mary, both 34, were killed by a pickup truck while on a round-the-world cycling tour in Phanom Sarakham district, Chachoengsao province on February 13, 2023.

A year earlier, in 2022, a 26-year-old French tourist, Camille, who was cycling with an American friend, died after being hit by a vehicle on Rojana Road near the Khlong Makham Riang intersection in Phra Nakhon Si Ayutthaya district at 9:00 PM on May 25.

Thailand Pursues Tourism Expansion From Songkran to ‘Hidden Gems’

BANGKOK — The Thai government is intensifying efforts to stimulate the economy through tourism this year. Beyond preparations for Songkran, Thailand’s highlight festival, Prime Minister Paetongtarn Shinawatra is also urging the promotion of “must-visit” cities across Thailand following her return from ITB Berlin, the world’s leading travel trade show.

Prime Minister Paetongtarn Shinawatra chaired a meeting at Government House on March 11 to prepare for the upcoming Songkran water festival, which will take place next month across Thailand.

The meeting included key officials: Tourism and Sports Minister Sorawong Thienthong, Culture Minister Sudawan Wangsuphakitkosol, Tourism Authority of Thailand (TAT) Governor Thapanee Kiatphaibool, Deputy Policy Advisor to the Prime Minister Dr. Surapong Suebwonglee, and other relevant working groups.

Songkran Festival to Remain “Grand”

The Prime Minister expressed her desire to make this year’s Songkran celebration as grand as last year’s and emphasized a strategy to spread festivities throughout the entire month across all five regions of the country.

“We want tourists to have options beyond just Bangkok or major cities,” the Prime Minister stated. “By staggering celebrations throughout the month, starting from early April through the main Songkran days and the subsequent ‘Wan Lai’ festivities, we can encourage visitors to extend their stay in Thailand.”

For Bangkok’s Sanam Luang, the Prime Minister confirmed that the central celebration will maintain its grand scale, aiming to cement Thailand’s Songkran as a world-class festival that increasingly attracts international tourists to experience authentic Thai traditions each year.

Government Pushes “Must-Visit” Cities

Meanwhile, the PM is urging promotion of “must-visit” cities in Thailand after returning from ITB Berlin, where strong European interest generated 70,000 business deals and an estimated turnover of 4.4 billion baht ($130 million).

The government has declared 2025 as the Amazing Thailand Grand Tourism and Sports Year. This year, Thailand reserved nearly the entire exhibition hall at ITB, providing extensive space to display the nation’s potential.

Cooperation came from both the private sector and citizens, as well as from 160 tourism-related representatives from various Thai provinces. The government has placed a strong emphasis on soft power as Thailand’s main selling point this year.

The PM further stated that the government has made a concerted effort to support tourism operators from 18 “must-visit” provinces in 2025: Chiang Rai, Chiang Mai, Mae Hong Son, Nan, Sukhothai, Phrae, Lampang, Satun, Trang, Nakhon Si Thammarat, Nong Khai, Udon Thani, Loei, Nakhon Phanom, Chanthaburi, Trat, Prachinburi, and Sa Kaeo.

These tour operators had the opportunity to conduct business negotiations with travel agents and present their special charms to travelers who are looking for new destinations and connect the big cities with these “must-visit” places.

Hidden Gems’ Strategy Gains Traction

The “Hidden Gems Cities” presentation in Thailand attracted top travel agents from countries and territories such as Germany, France, Switzerland, Finland, Spain, the United Kingdom, China, India, Taiwan, Vietnam, Japan, Australia and the United States.

All expressed excitement about Thailand’s promotion of these hidden gems and saw it as a great opportunity to strengthen the ability of Thai tour operators to effectively engage in international business conversations.

Reportedly, over 70,000 deals have already been concluded, with average spending at over 60,000 baht per person per trip, which means an initial revenue of about 4.4 billion baht for Thailand. In addition, there will certainly be further negotiations and contracts within three to six months after the event.

Tourism Stands as Key Economic Driver

The Prime Minister has instructed the Ministry of Tourism and Sports to follow up on the results and further promote Thailand’s wide range of tourist attractions and amenities to further boost the country’s economy.

The Tourism Authority of Thailand has reported that 35.54 million foreign tourists visited Thailand in 2024, generating a total revenue of 1.67 trillion baht (approximately $47.7 billion USD). Tourism revenue accounts for 20% of the country’s gross domestic product (GDP).

AI and automation technologies support the “Five Freedoms” by alleviating hunger and thirst through automated feeding and watering systems, ensuring comfort via automated environmental controls, real-time health monitoring, stress reduction through enrichment tools, and encouraging animals’ natural behaviors. Consequently, these technologies promote animal health, reduce illness, and minimize medication use.

“Healthy animals grow robustly, significantly reducing antibiotic use and ensuring high-quality, residue-free chicken meat. This builds consumer confidence and fosters comprehensive sustainability in economic, social, and environmental dimensions,” said Dr. Payungsak.

Furthermore, CP Foods’ contract farmers have adopted these technologies, significantly reducing disease outbreak risks. This enables farmers to produce high-quality chicken that meets stringent safety standards, ensuring safe products for Thai consumers, stable income for farmers, and supporting sustainable growth in Thai agriculture.

The International Poultry Forum 2025 is being held on March 11, 2025, at Jupiter Room 8, IMPACT Muang Thong Thani.
