Outgoing Defence Minister Signs Chinese Submarine Deal

Phumtham Wechayachai arrives to bid farewell to his position as Defence Minister at the Ministry of Defence, Bangkok, July 2, 2025.

BANGKOK — Former Defence Minister Phumtham Wechayachai confirmed Wednesday that he signed Thailand’s submarine deal with China as one of his final acts in office, though he was unable to complete the Gripen aircraft procurement before his departure.

Speaking during a farewell visit to sacred sites at the Defence Ministry, Phumtham said the submarine agreement was finalized before the June deadline and had already been processed through his office as Deputy Prime Minister for Security Affairs.

“The submarine deal must go through the Deputy Prime Minister for Security Affairs, which is me, because I signed it before the end of June,” Phumtham explained.

The Deal Can Not Be Cancelled

The submarine deal he signed involves changing the engine specifications from the originally planned German engines to Chinese engines.

Phumtham’s decision to sign the agreement came after his trip to Germany in May, where he met with the German Defence Minister and received confirmation that Germany cannot sell submarine engines to Thailand due to European Union restrictions on arms exports to China.

Thailand’s attempts to purchase German submarine engines have been stalled for several years, dating back to the military government of Prayut Chan-o-cha, which approved the first of three planned submarine purchases from China worth $393 million in 2017.

After careful consideration and review, Thai authorities determined that the submarine contract could not be cancelled. The previous government had already paid 10 installments out of 18, representing 60% of the total cost or ($237 million), with 40% still outstanding. Construction of the submarine for the Royal Thai Navy is currently 64% complete.

Southern Border Framework Proposed

Addressing ongoing security concerns in Thailand’s southern border provinces, Phumtham said the unrest aligns with periods of national uncertainty. He has developed a new framework to address the situation and plans to present it to the Deputy Prime Minister for Security Affairs.

“This solution will introduce new approaches that have not been tried before and should improve the situation as quickly as possible,” he stated.

Defence Minister Position Remains Vacant

When questioned about the currently vacant Defence Minister position, Phumtham declined to comment on the government’s timeline, calling it “a matter of appropriateness.” He dismissed speculation about the role being reserved for the Pheu Thai Party, emphasizing that the priority is finding someone with “potential, capability, good connections with various armed forces” who can protect national sovereignty.

Regarding rumors of a new appointment within three months, Phumtham said he wouldn’t comment on “unconfirmed rumours” but stressed the importance of selecting “the most suitable person.”

Transition to Interior Ministry

Phumtham will begin his new role at the Ministry of Interior on Friday, July 4, at 10 a.m., starting with visits to the ministry’s sacred sites and meetings with senior officials. He emphasized that he will retain responsibility for all security matters while taking on additional interior ministry duties.

The transition comes amid ongoing questions about the government’s cabinet reshuffling and defence procurement priorities.

A graduate of Indiana University’s Jacobs School of Music, Wisaijorn has captivated audiences across Thailand, Europe, and the United States.

Nattawut Sungkasaro, Principal Double Bass of the RBSO since 2018, will perform Concerto for Double Bass by Serge Koussevitzky. This concerto begins with a Tchaikovsky style motif by the orchestra; the double bass mostly plays in the higher range allowing more cantabile expressions.

The second movement emphasizes lyrical-like melodies, recalling Dvorak’s Cello Concerto. Nattawut is a graduate of Princess Galyani Vadhana Institute of Music and an alumnus of The Royal Thai Army School of Music.

Bangkok Minimum Wage Rises to 400 Baht, Benefiting 700,000 Workers

BANGKOK — The Cabinet has approved a minimum wage increase to 400 baht ($12.35) per day for all businesses in Bangkok and tourism sectors across Thailand, effective July 1, 2025, benefiting an estimated 700,000 workers.

The new rate represents a 28-baht increase from the previous 372-baht minimum wage. The Cabinet meeting on July 1 formally acknowledged the wage adjustment that took immediate effect.

Minimum wage rates in other districts and provinces remain at previous levels according to Wage Committee Board Announcement No. 13, issued December 23, 2024.

Labor Ministry Permanent Secretary Bunsong Thapchaiyuth outlined that the 400-baht daily minimum wage covers three specific categories:

  • Bangkok Metropolitan Area: All business types throughout the capital
  • Hotels Nationwide: Category 2, 3, and 4 hotels under hotel law across the country, excluding Category 1 hotels which provide only accommodation services with no more than 50 rooms
  • Entertainment Venues Nationwide: Service establishments under entertainment venue law that sell food, alcohol, or beverages, including nightclubs, pubs, bars, massage parlors, and karaoke venues.

Bunsong emphasized that the wage increase resulted from collaborative efforts between government, employers, and employees based on equality principles and input from all parties. The adjustment aims to ensure business continuity while providing workers with adequate and appropriate income.

“This wage increase will improve workers’ quality of life in line with current living costs while maintaining business balance for employers and driving sustainable economic growth,” he said.

B.Grimm Power Acquires Apulia Green Energy in Italy

B.Grimm Power Public Company Limited (BGRIM) has officially announced on 27 June 2025 that its subsidiary, RES Company Sicilia S.r.l., has acquired 100% of the shares in Apulia Green Energy 01 S.r.l. an Italian-registered company, from LT Service S.r.l. for a total value of EUR 10,000. The acquisition marks a strategic move into Italy’s battery energy storage market.

Dr. Harald Link, Group President of B.Grimm Power Public Company Limited, revealed that Apulia Green Energy 01 S.r.l.  is currently developing a Battery Energy Storage System (BESS) project with a total planned capacity of 218 megawatts, located in southern Italy. In addition, RES Company Si cilia S.r.l. has partnered with LT Service S.r.l. to establish a new subsidiary, Cerignola BESS S.r.l., with a registered capital of EUR 10,000 and an equity structure of 51% and 49%, respectively. The new company will develop another BESS project with a capacity of 378 megawatts, also situated in southern Italy.

These initiatives mark BGRIM’s first foray into battery energy storage, forming part of its broader strategy to expand its renewable energy portfolio and enhance energy resilience. With the Apulia Green Energy 01 S.r.l. acquisition and the establishment of a new subsidiary in the Republic of Italy, BGRIM now has additional 600 megawatts of energy storage capacity under development.

Thai Police Smash Chinese Fraud Ring Worth $15M at Chiang Mai Villa

CHIANG MAI — Thai police have arrested 15 Chinese nationals and 2 Myanmar citizens in a major raid on a luxury house in Chiang Mai province, uncovering a sophisticated scamming operation that allegedly defrauded over 100,000 Chinese victims out of more than $15 million.

Police Region 5 Commander Pol. Lt. Gen. Krittapon Yisakorn led a multi-agency task force including officers from the PCT (Police Cyber Taskforce), intelligence analysts, and specialized equipment units in the operation. The team surrounded and searched the upscale residence in a housing development in Ban Waen subdistrict, Hang Dong district.

Authorities had identified the property as a suspected base for Chinese scammers, with Thai nationals allegedly serving as nominees in the house purchase to provide cover for the illegal operation targeting mainland Chinese citizens.

The raid resulted in the confiscation of 10 computers and 26 mobile phones as evidence. All 17 suspects were arrested and charged with conspiracy to defraud the public and participation in organized crime.

The operation followed investigations revealing that Chinese scammers had spread their network across Thailand, purchasing or renting houses, hotels, and condominiums. These properties served as bases for phone networks used to lure overseas Chinese into online gambling or to visit casinos established by Chinese investors in neighboring countries.

The scammers used Thailand as a central hub for social media and telephone coordination to deceive Chinese targets. Beyond gambling schemes, the operation also functioned as a call center for various other fraudulent activities.

According to police estimates, the network victimized more than 100,000 Chinese citizens, with total damages exceeding 100 million yuan (approximately $15 million USD).

Authorities continue investigating to identify additional co-conspirators and related networks involved in the operation.
