Thailand Files Complaints to ASEAN, US, China After Cambodia Breaks Ceasefire

BANGKOK — Thailand has filed formal protests with international observers after Cambodian forces violated a ceasefire agreement just hours after it took effect, escalating a border conflict that has now claimed 30 lives since July 24.

Acting Prime Minister Phumtham Wechayachai announced Tuesday that Thailand has lodged complaints with the ASEAN Chair, United States, and China — all witnesses to Monday’s ceasefire negotiations in Malaysia — after Cambodian forces continued firing on Thai positions despite the midnight truce.

“Cambodia’s dishonesty and insincerity” prompted the government to inform international observers of the agreement violations, Phumtham stated at Government House.

Suspended Prime Minister Paetongtarn Shinawatra, now serving as Culture Minister, expressed little surprise at Cambodia’s actions, referencing her recent constitutional court suspension related to leaked private conversations with Cambodian leader Hun Sen during earlier border negotiations.

“Honestly, I’m not surprised by their ungentlemanly behavior,” Paetongtarn said, alluding to how private diplomatic conversations were recorded and publicized, ultimately contributing to her constitutional court suspension from the prime minister’s role.

Military Reach Seven-Point Agreement

Despite reported violations, a ceasefire between Thailand and Cambodia appeared to largely hold. Thai and Cambodian military commanders held emergency talks Tuesday morning. Lieutenant General Boonsin Padklang of Thailand’s 2nd Army Area met with General Pov Heng of Cambodia’s Military Region 4, reaching consensus on seven key points:

  1. Complete ceasefire in all conflict areas
  2. Protection of civilians from military operations
  3. No troop reinforcements in disputed zones
  4. No troop movements that could increase tensions
  5. Facilitating casualty returns through humanitarian cooperation
  6. Joint coordination team with four representatives from each side
  7. Awaiting formal endorsement at the August 4 General Border Committee meeting

Rising Death Toll and Territorial Control

The conflict has now killed at least 15 civilians and 15 soldiers on the Thai side, with 14 civilians still hospitalized. Four additional soldiers died on July 28 alone.

The Interior Ministry reported that 188,734 people have been evacuated across seven border provinces and are housed in 770 shelters. Provincial governors told residents to stay away from affected areas until security agencies complete their situation assessment.

Thailand’s ad hoc Center for Thai-Cambodian Border Management (CTBM) reported controlling 11 strategic areas, including Phu Makheua, Chong An Ma, Prasat Ta Muean Thom, and Preah Vihear temple complex.

UNESCO Violations Alleged

Thai authorities accused Cambodia of using ancient archaeological sites as military shields, violating UNESCO cultural protection conventions. The CTBM condemned these actions as clear breaches of international obligations.

Earlier, Army spokesperson Major General Winthai Suvaree rejected Cambodian allegations on July 25 that Thai forces damaged Preah Vihear Temple, calling the claims “a clear distortion of facts.” He emphasized that Preah Vihear Temple was never within Thai weapons’ line of fire.

Government Stance

Acting PM Phumtham emphasized Thailand’s commitment to international law while vowing to protect national sovereignty. “Thai sovereignty will not be infringed upon under any circumstances,” he declared, while expressing readiness for higher-level negotiations to end the violence.

The government has instructed the Interior Ministry to expedite care for affected border populations, particularly evacuation assistance, while maintaining that Thailand’s adherence to international principles and humanitarian law will be evident to all nations.

Both countries remain committed to the August 4 General Border Committee meeting, where army-level agreements will seek formal policy endorsement to prevent future escalation.

In a world increasingly calling for collective responsibility, fine dining may seem far removed from the idea of sustainability. However, Tatler Off Menu 2025 challenged this perception. Through the partnership between ICONSIAM and Tatler Thailand, the event brought together leading chefs from Thailand and beyond to craft off-menu creations—not only groundbreaking in taste but also mindful of the planet. These menus reduced carbon footprints by using seasonal ingredients, adopting low-waste cooking methods, and incorporating innovation to design dining experiences with environmental consciousness at their core.

Thailand on Edge as Trump Tariffs Loom After Cambodia Ceasefire

BANGKOK —  The “unconditional” ceasefire agreement between Thailand and Cambodia, which took effect at midnight on July 28, has raised Thailand’s hopes for securing a timely trade deal before the looming August 1 tariff implementation date.

U.S. President Donald Trump announced Monday that he had instructed his trade team to resume negotiations with Thailand and Cambodia following the two nations’ ceasefire agreement.

“Just spoke to the Acting Prime Minister of Thailand and Prime Minister of Cambodia,” Trump posted on Truth Social. “I have instructed my trade team to restart negotiations on trade.”

Both Thailand and Cambodia currently face punitive US import tariffs of 36% — among the highest in ASEAN and surpassed only by Myanmar’s 40% rate.

Deputy Prime Minister and Finance Minister Pichai Chunhavajira revealed Tuesday that the US President has tasked the United States Trade Representative (USTR) with continuing the negotiation process, ensuring ongoing bilateral discussions.

“There will be continuous talks, but Thailand will not submit new proposals,” Pichai stated, expressing confidence in the country’s current position. Thai officials maintain that their submitted proposal addresses 99.99% of US demands and are awaiting Washington’s response. Pichai expected the tariff for Thailand to be no higher than 36 percent.

Preparing for Economic Impact

With the outcome of Trump’s tariff policy still uncertain, Thai authorities are preparing for potentially severe economic repercussions through multiple strategies.

Phunphong Naiyanapakorn, director of the Trade Policy and Strategy Office and Commerce Ministry spokesman, said the ministry is preparing countermeasures including monitoring false product origin claims. The International Trade Promotion Department is developing plans to expand into promising export markets in the Middle East, Latin America, and Europe.

Medium-term efforts include pushing forward major free trade agreements — the Thailand-EU FTA, Thailand-South Korea FTA, and Thailand-UAE FTA — expected to improve the country’s trade prospects. The government is also planning a 200-billion-baht package of soft loans at an ultra-low 0.01% interest rate to support Thai businesses and exporters.

Phunphong noted that Thai exports are expected to weaken in July 2025 and throughout the second half of the year. Nevertheless, the government remains confident it can achieve its annual export growth target of 2-3% for 2025.

Meeting this goal requires exports to average $23-23.8 billion monthly for the remaining six months. Securing a tariff rate comparable to neighboring countries is crucial — otherwise, the 36% rate would severely damage Thai trade competitiveness.

Industry’s Five-Point Strategy

Kriangkrai Thiennukul, chairman of the Federation of Thai Industries (FTI), said the industrial sector stands ready to support government and Commerce Ministry efforts. He proposed five key areas for coordinated action under a “Team Thailand” approach:

  • Urging the government to provide legal and technical assistance to SMEs affected by US retaliatory tariffs and reduce business costs, such as certificate of origin fees
  • Pushing for negotiations on high-tariff items under Section 232, including steel, aluminum, automobiles, and auto parts
  • Recommending use of trade defense instruments such as anti-dumping duties, safeguard measures, and countervailing duties, plus controlling abnormally high import volumes under Thailand’s Import-Export Act of 1979
  • Proposing new FTAs like the Thailand-Eurasian Economic Union agreement while supporting SME initiatives and trade missions, plus increased government procurement of Thai-made goods under the “Made in Thailand” initiative
  • Calling for joint development of cross-border trade infrastructure, streamlined customs processes, and comprehensive border trade systems

Kriangkrai expressed hope that Thailand can conclude a tariff agreement with the US at rates comparable to neighboring countries. An 18% rate would be “good news,” while even 19-20% would allow Thailand to compete regionally.

Six Products at Risk

Nava Chantanasurakon, vice chairman of the Rubber Thai Industry Association, warned that six Thai products will lose their competitive edge and US market share if Thailand’s tariff rate remains at 36% or exceeds neighboring countries’ rates: rubber gloves, canned fish, medical instruments, air conditioners, furniture and parts, and apparel.

To protect domestic industry, Thailand is preparing safeguard measures — a WTO-approved trade defense mechanism that can be invoked when imports surge and cause or threaten serious damage to domestic producers.

Authorities expect that goods unable to enter the US market will instead flood Thailand’s domestic market, potentially overwhelming local producers.

Beyond Ceasefire: Thailand Plans for Bilateral Talks with Cambodia

PUTRAJAYAWith a ceasefire now in place, Thailand and Cambodia are pivoting toward sustained diplomatic engagement through a three-tier bilateral framework, as both nations commit to resolving their border dispute through established committee mechanisms rather than continued military confrontation.

Key Officials Confirm Ceasefire Terms

Deputy Prime Minister and Interior Minister Phumtham Wechayachai, who is serving as acting Prime Minister, confirmed that the negotiations focused specifically on establishing a ceasefire to reduce civilian casualties rather than discussing border checkpoint openings. The talks will now proceed through the General Border Committee (GBC) mechanism.

“We cannot accept any violation of our sovereignty, and we must fulfill our duties completely,” Phumtham stated. “I want to emphasize that we will not allow anyone to violate our country’s sovereignty.”

The first talks following ceasefire is set to take effect at 7:00 a.m. on July 29, with Thailand’s 1st and 2nd Army Corps scheduled to hold discussions with Cambodian forces. Military leaders from both sides will be responsible for finalizing the implementation details.

International Support and Mediation

Malaysian Prime Minister Anwar Ibrahim, serving as ASEAN Chair, facilitated the talks and will inform ASEAN members of the agreement. Both China and the United States have expressed satisfaction with the outcome, according to Thai officials.

Foreign Minister Maris Sangiampongsa highlighted that the agreement demonstrates Thailand’s commitment to peaceful conflict resolution. “This shows Thailand’s image in the eyes of the world – that we are a country that supports peace and does not wish to use force,” he said.

The Foreign Minister noted that Cambodia has agreed to resume bilateral dialogue through three established mechanisms:

  • Thai-Cambodia Joint Border Committee (JBC)
  • Regional Border Committee (RBC)
  • General Border Committee (GBC)

Military Assurances on Sovereignty

Deputy Defense Minister General Nathapol Nakpanich assured that Thai military forces have successfully maintained sovereignty with no territorial violations. The 1st and 2nd Army Corps continue to protect Thai territory while following the ceasefire agreement.

“I confirm to the Thai people that the military is ready to protect national sovereignty and interests to the fullest extent of our capabilities,” General Nathapol stated.

Civilian Impact and Next Steps

The conflict has severely impacted civilians, with approximately 160,000 people displaced and seeking shelter. Ministry of Public Health data shows at least 14 Thai civilians died and 38 were wounded (12 critically) during 5 days of Thai-Cambodia border clashes. Royal Thai Army reported at least 11 military deaths as of July 28 evening. 

Thai officials emphasized that the primary goal of the ceasefire is to prevent further civilian casualties and allow displaced residents to return to normal life.

The agreement establishes communication channels between the foreign ministries and defense ministries of both countries, which Thai officials view as a positive sign for future peaceful negotiations.

A Generation of Thais and Cambodians Lost to Ultranationalism

Y ounger generations might not know, and older generations might have even forgotten, that once upon a time, 35 years ago, the famous Thai band called Caravan held “For Peace” concerts at Angkor Wat and Phnom Penh, promoting good relations between Thailand and Cambodia.

Thirty-five years later, everything has crumbled. A significant number of people, both Thai and Cambodian, now view each other as enemies, filled with hatred and contempt.

From a Thai perspective, this is a failure of Thai soft power and a failure of both nations to peacefully resolve and prevent the escalation of border conflicts.

What will become of the various Thai businesses in Cambodia? Will Cambodian students in Thailand feel safe to continue their studies at Thai universities? And what will be the predicament of the approximately 500,000 Cambodian migrant workers?

I fear that the Thai-Cambodian relationship has regressed much further than 35 years, when the concerts were held, as I believe Caravan or other popular Thai bands wouldn’t dare hold concerts in Cambodia again for a long time. It’s almost unfathomable to remind ourselves that such goodwill concerts had taken place 35 years ago.

Regardless of whether tonight’s ceasefire agreement succeeds, Thai-Cambodian relations have regressed well beyond 35 years.

The historical relationship between two nations cannot always develop in a straight, upward line if the majority of people in both countries do not strive to be mindful of the troubled and bitter past, compromise, and reconcile to maintain neighbourly goodwill.

As a Thai, I am deeply saddened by the loss of lives and properties on both sides, and I fear that we have lost a generation of our peoples, Thais and Cambodians, to mutual hatred fueled by insatiable extreme ultranationalism.

Postscript: In a dark twist, Surachai Chantimatorn, a lead member of Caravan Band, who is now 77, posted the following statement on Facebook: “If you have to fight, then fight. And fight to the end. It’s easy to be good at talking but hard to follow it through.
