37 Companies Probed Following Bangkok Building Collapse

BANGKOK — Thai authorities launched a sweeping investigation into 37 companies with suspected connections to the catastrophic collapse of the 33-story State Audit Office building in Bangkok.

The probe, now designated as a special case by the Department of Special Investigation (DSI), centers on two Chinese-linked firms—China Railway Number 10 and Xin Ke Yuan Steel—which investigators believe operated through an extensive network of nominee companies.

Progress was reported on April 3 when officials from the Regional Revenue Office 3 filed criminal charges against Xin Ke Yuan Company Limited, a major steel producer whose materials were used in the building’s construction.

Tax Fraud: 7,426 Illegal Tax Invoices

A Revenue Department representative stated that tax officials found evidence of illegal tax invoices. They have filed complaints against Xin Ke Yuan for using 7,426 fraudulent tax invoices worth over 200 million baht ($5.8 million) between July 2015 and March 2017 for tax credits, constituting criminal offenses under the Revenue Code within DSI’s investigative authority.

The Revenue Department noted that although the evidence predates the State Audit Office building construction, it resulted from joint operations between DSI and the Revenue Department investigating the building collapse case. The damage value meets the criteria for a special case.

Two main Chinese Firms at Center of Probe

According to information from the Ministry of Commerce announced by Commerce Minister Pichai Naripatanapan on the same day, construction material experts who collected samples from the site found that some materials came from Xin Ke Yuan Steel, raising questions about whether the entity was operating legally and possibly using nominee arrangements.

Pichai added that an in-depth investigation revealed China Railway Number 10, a construction contractor, has Chinese shareholders holding 49% of shares, with shareholders connected to 13 other companies. Xin Ke Yuan Steel has Chinese shareholders holding 80% and is connected to a network of 24 companies, which requires further investigation for potential nominee arrangements.

“This matter has gained significant public interest, and the Prime Minister has instructed us to pursue it thoroughly. We expedited meetings and ordered nominee investigations of China Railway Number 10 (Thailand) Co., Ltd. and Xin Ke Yuan Steel Co., Ltd. Preliminary findings show both companies are connected to a total of 37 companies, all of which we will investigate and forward information to DSI,” Pichai stated.

26 Gov’t Projects by China Railway

Meanwhile, the Comptroller General’s Department reported that among the 26 projects contracted to China Railway, some faced abandonment issues. The department is investigating government procurement processes, which could result in blacklisting the companies involved if abandonment is confirmed.

Deputy Commerce Minister Napintorn Srisunphang added that all ministry departments must submit information to DSI and relevant agencies for investigation:

  • The Department of Business Development is investigating China Railway Number 10 (Thailand) and its connections to 13 companies
  • The Anti-Money Laundering Office (AMLO) will investigate financial trails of companies, shareholders, and related parties
  • The Revenue Department will audit tax payments of all companies and shareholders
  • The Thai Industrial Standards Institute will examine steel and construction equipment quality
  • The Department of Employment will verify work permits for foreign workers
  • The Department of Industrial Works will inspect steel production facilities
  • The Land Department will examine land holdings by Thai and foreign nationals
  • The Comptroller General’s Department will audit procurement processes

Large Project Concerns

Regarding the 26 projects undertaken by China Railway, most are government building construction projects currently underway or already accepted, located throughout the country. One project with a budget of 11.387 billion baht ($332.6 million) was awarded for 9.348 billion baht ($273 million), prompting a recommendation for DSI to propose urgent inspections by the Ministry of Interior, Department of Public Works, and Ministry of Industry.

Napintorn stated that DSI has been continuously investigating, with the Director-General approving the investigation of these companies due to reasonable suspicion of procurement fraud. There are two areas of potential violations: government procurement fraud and nominee arrangements under the Foreign Business Act. Regarding nominees, there is already credible evidence not only against China Railway but also the 13 related companies, with DSI expanding the investigation.

Penalties under the Foreign Business Act include:

  • For Thai nationals holding shares on behalf of foreigners (nominees): imprisonment up to 3 years or fines of 100,000-1,000,000 baht, or both
  • For foreigners operating businesses without permission: imprisonment up to 3 years or fines of 100,000-1,000,000 baht, or both
  • For foreigners conducting prohibited businesses without permission: courts can order business termination or revocation of shareholdings

BANGKOK (AP) — The head of Myanmar’s military government arrived in Thailand on Thursday for a regional summit, making a rare international trip as his country recovers from a devastating earthquake that killed thousands.

Senior General Min Aung Hlaing has been shunned by much of the West for overthrowing the democratically elected government of Aung Saan Suu Kyi and subsequent brutal repression. He has not been allowed to participate in meetings of another regional organization, the Association of Southeast Asian Nations, since the army seized of power in February 2021 and began violently suppressing opposition.

He is one of several regional leaders visiting Bangkok for a three-day summit of nations in the Bay of Bengal region.

It was Min Aung Hlaing’s first to a country other than his government’s main supporters and backers — China, Russia and Russian ally Belarus — since he attended a regional meeting in Indonesia in 2021.

He was greeted upon arrival at the airport by Thai Labor Minister Phiphat Ratchakitprakarn.

He was expected to attend an official dinner for leaders of the seven-member Bay of Bengal Initiative for Multi Sectoral Technical and Economic Cooperation, or BIMSTEC, which includes Thailand, Myanmar, Bangladesh, Bhutan, India, Nepal and Sri Lanka.

The meeting comes as Myanmar is still searching for survivors in the rubble left by a massive earthquake last week. The magnitude 7.7 quake toppled thousands of buildings, collapsed bridges and buckled roads. The death toll rose to 3,085 on Thursday, with more than 4,700 people injured and over 300 missing, the military said in a statement.

It worsened an already dire humanitarian crisis due to Myanmar’s civil war. More than 3 million people had been displaced from their homes and nearly 20 million were in need even before it hit, according to the United Nations.

The Thai Ministry of Foreign Affairs said BIMSTEC members discussed disaster management during ministerial meetings on Thursday. Thailand postponed the meeting from last year after then-prime minister Srettha Thavisin was suddenly removed from his post by a court.

The earthquake killed at least 22 people in Bangkok, mostly due to the collapse of a high-rise building under construction.

The general’s visit drew condemnation and criticisms from his opponents. The shadow National Unity Government, or NUG, established by elected lawmakers who were barred from taking their seats, said it strongly condemed the inclusion of Min Aung Hlaing at the summit. It said he doesn’t have the legitimacy to represent Myanmar.

The NUG said it urges BIMSTEC to “immediately revoke the military junta’s participation in the summit and related meetings.”

Activist group Justice for Myanmar said in a statement that the invitation for Min Aung Hlaing to attend the meeting “legitimises and emboldens a military junta that the people of Myanmar have been resisting for over four years, and tarnishes BIMSTEC’s reputation as a regional body.”

The Ministry of Foreign Affairs denied Thursday that the invitation had tarnished Thailand’s reputation.

“I think the inverse would occur if we don’t adhere to what the charter says and enshrined in the charter it says that Thailand has the responsibility to invite the leaders of all BIMSTEC leaders,” said ministry spokesperson Nikorndej Balankura.

Among other leaders attending the summit are Muhammad Yunus, chief advisor to the Bangladesh government, and Indian Prime Minister Narendra Modi.

French Tourist Killed in Pedestrian Crossing Accident in Kanchanaburi

KANCHANABURI — CCTV footage captured the moment a sedan struck a French tourist while he was using a pedestrian crossing, sending him flying and resulting in his death. Local residents point out that accidents occur frequently in the area due to excessive speeding.

Officials investigating the incident in downtown Kanchanaburi reviewed video footage from security cameras near JJ Market, which showed that at 10:50 p.m. on April 2, the tourist was crossing the road at a zebra crossing when he was violently hit.

The footage shows the man initially stopping at the median strip while looking at passing vehicles. As he stepped onto the road to cross to the opposite side, the tourist appeared startled and attempted to run away when he saw a black sedan approaching at high speed. He couldn’t escape in time and was thrown to the roadside upon impact.

 

Staff from the Pitak Kan Foundation arrived at the scene and administered first aid to the severely injured tourist, who had large lacerations on his right arm and left shoulder, as well as abrasions throughout his body. He was rushed to Paholpolpayuhasena Hospital but later succumbed to his injuries.

The deceased was identified as Mr. Clement, a 40-year-old French national. The sedan driver, a young man accompanied by a woman around 30 years old, remained at the scene and provided statements to police officers.

A reporter investigating the area found that the pedestrian crossing where the accident occurred was poorly lit, with faded zebra crossing lines that were barely visible. There were no flashing warning lights or signs that could alert drivers to pedestrians crossing. A 14-year-old local teenager mentioned that this area is very quiet at night, and vehicles often drive at high speeds. He urged drivers to be cautious and reduce their speed when passing through this area to prevent future accidents.

This incident serves as a reminder of the importance of safety measures at pedestrian crossings, including proper lighting, warning signs, and flashing signals to ensure the safety of all road users.

Time Running Out for State Audit Building Rescue, Says Israeli Mission Chief

BANGKOK — The rescue mission is running after time as six days have passed since the deadly collapse of the State Audit Office building, warns chief of the Israeli Search and Rescue mission on Thursday, April 3.

The head of the search and rescue delegation, who asked not to be named of taken a photo due to the fact that Israel is in a state of war against Hamas, spoke to a group of Thai journalists in Bangkok at the Embassy of Israel on Thursday that from his extensive experience in many countries, only a few survived and were rescued after more than 7 days.

“We have not given up hope yet. We’re doing our best to find some signs of living people,” said the chief, who holds the rank of an army colonel in Israel Defence Force (IDF) and was dispatched to Bangkok at the weekend by the direct order of Israeli Prime Minister Benjamin Netanyahu after Friday’s 7.7 quake in Myanmar led to the collapsed on the building.

The man, known as Colonel Y, said it’s not his decision to make when the Thai government should cease the search and rescue and shift to the mere recovery of the dead bodies, however. He praised Bangkok governor Chadchart Sittipant for demonstrating “real leadership” and added the rescue teams of different nations work as one under his leadership. “We’re like a small tight family,” Colonel Y said, adding that oftentimes, language is not a barrier.

He added that his team of 22 people, who work in two shifts, and often no shift, will remain at the site in Bangkok as long as they are useful. “We will stay.”
Colonel Y admits what Thailand faced is unprecedented, however, as skyscrapers were not supposed to collapse due to the earthquake, while all floors were identical. “Skyscrapers were not meant to fall.”

“It’s a unique event. Thirty four floors of the building collapsed with dozens of missing people. [It’s] 75,000 tonnes of concrete and iron. Now just imagine. It’s a mountain of concrete and iron. It’s not like you go to the shelf and take a book [out].”

Although the team was unable to rescue anyone alive since they arrived, they came with a hi-tech method of handling the disaster. It includes making a 3-D model of the building and simulating the collapse, and interviewing survivors, in order to better predict where the survivors and bodies may be located.

There is also a huge back office in Israel analyzing the information collected in Bangkok in order to build a big picture from thousands of pieces of photos and information. “It’s a crumble trail.”

All this is to help the Thai leadership make the right decision, Colonel Y explains.
Israeli Ambassador Orna Sagiv, who sat next to Colonel Y, added that some civilian passengers had to be told to wait for the next flight to Bangkok in order to allow the search and rescue team to arrive as quickly as possible.

“People have to be taken off the flight. According to the Jewish values, we reach out to friends in need. Thailand is a good friend,” said Sagiv, adding that Colonel Y and his deputy, Major B, probably didn’t have a full-night sleep since they arrived.

Colonel Y said he knew right after he heard the news about the earthquake and the building’s collapsing that he would likely be called to help in Thailand. “But before we got the phone call, we made some preparations.”

Colonel Y and his Deputy, Major M, both wear green fatigue uniforms. They still have a lot of grey concrete covering his booth. Colonel Y said his son, who will finish the compulsory military service in a few months, wishes to visit Thailand as a tourist. As they were about to excuse themselves to go back to work, he said he hoped that we meet again but only on good occasions instead.

BANGKOKPrime Minister Paetongtarn Shinawatra addressed concerns following US President Donald Trump’s announcement to impose a 36% import tariff on Thai goods, one of the highest rates compared to other countries. The tariff is part of Trump’s broader “Reciprocal Trade and Tariffs” policy, which includes a minimum 10% tariff on imports from all countries, set to take effect on April 9, 2025.

“The 36% figure is quite high, and so we have prepared both short-term and long-term plans,” the Prime Minister explained in a recent interview. “In the short term, we need to look at what we can negotiate to help exporters and find ways to support or relieve them.”

The Thai government formally acknowledged the US need to rebalance trade relationships but emphasized that the tariff increase will inevitably impact all trading partners and affect US consumer purchasing power. Prime Minister Paetongtarn advised Thai exporters to diversify and seek new potential markets to reduce dependency on the US market.

Reciprocal Trade and Tariffs

Negotiation Strategy

The Prime Minister revealed that Thailand needs to restructure its own import tariffs from the US and has already established a negotiating team. “Once we have these figures, we need to negotiate and adjust our tax structures sensibly,” she added. “Nowadays, negotiations follow the ‘more for less, less for more’ approach and not simply unilateral demands.”

The Finance and Commerce ministries are currently working to find solutions as the announcement is still fresh. Various measures have been prepared, both provisional and those under discussion.

When asked about the negotiation process, the Prime Minister explained that Pansak Vinyaratn, Chief Advisor on Policy to the Prime Minister, has been overseeing trade matters with the United States, reviewing all imported and exported products. Meanwhile, negotiations will be handled by the Permanent Secretaries of the Commerce and Finance ministries.

“We must also consider who we will negotiate with, and at what level, because there are several stages. At the working level, the Permanent Secretaries will lead discussions with their U.S. counterparts, including ministers. We expect new measures to be announced shortly,” she stated.

Clarifying the Numbers

The Prime Minister clarified confusion regarding the tariff percentages: “The 72% figure quoted by the US is calculated from the total limited tariffs, half of which is 36%. Our actual average is 9%, but their method of calculation is different from ours.”

She also addressed concerns about Chinese goods being relabeled as Thai exports, saying controls were being tightened. “This problem has occurred even before China raised tariffs, so it needs to be closely monitored,” she emphasized.

When questioned if the increase in tariffs would cause Thailand’s GDP to miss government targets, she replied firmly: “We must not allow the situation to get to that point. This morning I spoke to the deputy finance minister about this. He will take care of this matter within the Ministry of Finance and provide detailed explanations to the public as soon as possible.”

Proactive Preparation

The Thai government has been proactive in preparing for changes in US trade policy. A working group on US trade policy was established on January 6, 2025, before President Trump officially took office. This group has been monitoring developments for three months to prepare proposals for trade rebalancing.

In her official statement, the Prime Minister emphasized Thailand’s commitment to creating long-term trade stability with the US and highlighted Thailand’s potential as an investment partner. Thailand hopes the Trump administration will consider the goal of creating joint long-term economic security and affirmed Thailand’s intention to remain an ally and economic partner to the United States.

“In fact, we’ve been discussing this for some time, particularly about establishing a negotiating team. So there’s no need to worry,” reassured the Prime Minister.

Opposition Proposals

Weerayut Kanchoochat, Deputy Leader of the People’s Party, announced proposals to the government for handling Trump’s tariffs:

  1. Use existing measures that the United States considers obstacles as bargaining chips. Don’t abandon everything at once, but gradually phase them out with strategic planning.
  2. Avoid secretive negotiations, unlike what happened with the Chinese free trade agreement where those who lost benefits were unaware and didn’t receive help to prepare. Information about who will gain and lose from our bargaining points should be disclosed to the public.

Additionally, the government should be ready to provide remedies for those who will be disadvantaged, who are often small businesses and individuals. He also suggested imagining a world without America and China, considering how Thailand could adjust supply chains for each product to cope with the increasingly severe trade war.

WASHINGTON (AP) — President Donald Trump on Wednesday announced far-reaching new tariffs on nearly all U.S. trading partners — a 34% tax on imports from China and 20% on the European Union, among others — that threaten to dismantle much of the architecture of the global economy and trigger broader trade wars.

Trump, in a Rose Garden announcement, said he was placing elevated tariff rates on dozens of nations that run meaningful trade surpluses with the United States, while imposing a 10% baseline tax on imports from all countries in response to what he called an economic emergency.

The president, who said the tariffs were designed to boost domestic manufacturing, used aggressive rhetoric to describe a global trade system that the United States helped to build after World War II, saying “our country has been looted, pillaged, raped and plundered” by other nations.

The action amounts to a historic tax hike that could push the global order to a breaking point. It kickstarts what could be a painful transition for many Americans as middle-class essentials such as housing, autos and clothing are expected to become more costly, while disrupting the alliances built to ensure peace and economic stability.

Trump said he was acting to bring in hundreds of billions in new revenue to the U.S. government and restore fairness to global trade.

“Taxpayers have been ripped off for more than 50 years,” he said. “But it is not going to happen anymore.”

Trump declared a national economic emergency to levy the tariffs. He has promised that factory jobs will return to the United States as a result of the taxes, but his policies risk a sudden economic slowdown as consumers and businesses could face sharp price hikes.

Trump was fulfilling a key campaign promise as he imposed what he called “reciprocal” tariffs on trade partners, acting without Congress under the 1977 International Emergency Powers Act. But his action Wednesday could jeopardize Trump’s voter mandate in last year’s election to combat inflation. Several Republican senators, particularly from farm and border states, have questioned the wisdom of the tariffs. U.S. stock market futures sold off sharply overnight in anticipation of the economy weakening, after having already dropped since the start of this year.

“With today’s announcement, U.S. tariffs will approach levels not seen since the Smoot-Hawley Tariff Act of 1930, which incited a global trade war and deepened the Great Depression,” said Scott Lincicome and Colin Grabow of the Cato Institute, a libertarian think tank.

The president’s higher rates would hit foreign entities that sell more goods to the United States than they buy, meaning the tariffs could stay in place for some time as the administration expects other nations to lower their tariffs and other barriers to trade that it says led to a $1.2 trillion trade imbalance last year.

The new tariffs will come on top of recent announcements of 25% taxes on auto imports; levies against China, Canada and Mexico; and expanded trade penalties on steel and aluminum. Trump has also imposed tariffs on countries that import oil from Venezuela and he plans separate import taxes on pharmaceutical drugs, lumber, copper and computer chips.

Canada and Mexico would not face higher rates on what they’re already being charged by Trump in what he says is an effort to stop illegal immigration and drug smuggling. As of now, goods that comply with the USMCA North American trade pact would be excluded from those tariffs.

But the 20% charged on imports from China due its role in fentanyl production would largely be added to the 34% announced by Trump. The specific products that Trump is tariffing, such as autos, would be exempt from the tariffs unveiled Wednesday, as would products such as pharmaceutical drugs that he plans to tariff at a later date.

Threats of backlash

None of the warning signs about a falling stock market or consumer sentiment turning morose have caused the administration to publicly second-guess its strategy, despite the risk of political backlash.

Senior administration officials, who insisted on anonymity to preview the new tariffs with reporters ahead of Trump’s speech, said the taxes would raise hundreds of billions of dollars annually in revenues. They said the 10% baseline rate existed to help ensure compliance, while the higher rates were based on the trade deficits run with other nations and then halved to reach the numbers that Trump presented in the Rose Garden.

The 10% rate would be collected starting Saturday and the higher rates would be collected beginning April 9.

Trump removed the tariff exemptions on imports from China worth $800 or less. He plans to remove the exemptions other nations have on imports worth $800 or less once the federal government certifies that is has the staffing and resources in place.

Based on the possibility of broad tariffs that have been floated by some White House aides, most outside analyses by banks and think tanks see an economy tarnished by higher prices and stagnating growth.

Trump would be applying these tariffs on his own; he has ways of doing so without congressional approval. That makes it easy for Democratic lawmakers and policymakers to criticize the administration if the uncertainty expressed by businesses and declining consumer sentiment are signs of trouble to come.

Rep. Suzan DelBene, D-Wash., said the tariffs are “part of the chaos and dysfunction” being generated across the Trump administration. The chair of the Democratic Congressional Campaign Committee stressed that Trump should not have the sole authority to raise taxes as he intends without getting lawmakers’ approval, saying that Republicans so far have been “blindly loyal.”

“The president shouldn’t be able to do that,” DelBene said. “This is a massive tax increase on American families, and it’s without a vote in Congress. … President Trump promised on the campaign trail that he would lower costs on day one. Now he says he doesn’t care if prices go up — he’s broken his promise.”

Even Republicans who trust Trump’s instincts have acknowledged that the tariffs could disrupt an economy with an otherwise healthy 4.1 % unemployment rate.

“We’ll see how it all develops,” said House Speaker Mike Johnson, R-La. “It may be rocky in the beginning. But I think that this will make sense for Americans and help all Americans.”

Allies brace themselves

Longtime trading partners are preparing their own countermeasures. Canada has imposed some in response to the tariffs that Trump tied to the trafficking of fentanyl. The European Union, in response to the steel and aluminum tariffs, put taxes on 26 billion euros ($28 billion) worth of U.S. goods, including on bourbon, which prompted Trump to threaten a 200% tariff on European alcohol.

Many allies feel they have been reluctantly drawn into a confrontation by Trump, who routinely says America’s friends and foes have essentially ripped off the United States with a mix of tariffs and other trade barriers.

The flip side is that Americans also have the incomes to choose to buy designer gowns by French fashion houses and autos from German manufacturers, whereas World Bank data show the EU has lower incomes per capita than the U.S.

The Chinese government delivered a measured response to the new tariffs, saying in a statement: “China believes that protectionism leads nowhere, and trade and tariff wars have no winners. This has been widely recognized in the international community.”

Canadian Prime Minister Mark Carney said Trump’s new tariffs would “fundamentally change the international trading system.” He noted that the tariffs already in place against his country and those Trump says he plans to add will be fought with countermeasures.

“In a crisis, it’s important to come together and it’s essential to act with purpose and with force and that’s what we will do,” Carney said.

Italy’s conservative Premier Giorgia Meloni said Trump’s new tariffs against the EU were “wrong” and Italy would work toward an agreement with the United States to avoid a trade war that would weaken all involved.

Basic Fun CEO Jay Foreman, whose company is behind such classic toys as Tonka trucks, Lincoln Logs and Care Bears, has been working hard to come up with new ways to cut tariff-related costs like reduce packaging and eliminate batteries with the products.

But Trump’s announcement that he plans a 34% increase in tariffs on Chinese imports has solidified his decision to hike prices. Most of the company’s toys are made in China. He said the Tonka Mighty Dump Truck will go from $29.99 to $39.99 this holiday season, possibly even $45.

“There is no other way,” he said.

Myanmar’s Military Declares a Ceasefire To Ease Quake Relief as the Death Toll Tops 3,000

BANGKOK (AP) — Myanmar’s ruling military declared a temporary ceasefire in the country’s civil war Wednesday to facilitate relief efforts following a 7.7 magnitude earthquake that has killed more than 3,000 people.

The announcement by the military’s high command was reported late Wednesday on state television MRTV, which said the truce would run until April 22 and was aimed at showing compassion for people affected by Friday’s quake.

The announcement followed unilateral temporary ceasefires announced by armed resistance groups opposed to military rule. Those groups must refrain from attacking the state, or regrouping, or else the military will take “necessary” measures, the army’s statement said.

Earlier Wednesday, rescuers pulled two men alive from the ruins of a hotel in Myanmar’s capital and a third from a guesthouse in another city, five days after the quake. But most teams were finding only bodies.

The quake hit midday Friday, toppling thousands of buildings, collapsing bridges and buckling roads. The death toll rose to 3,003 on Wednesday, with more than 4,500 people injured, MRTV reported. Local reports suggest much higher figures.

The earthquake came amid civil war in Myanmar, making a dire humanitarian crisis even worse. More than 3 million people had been displaced from their homes and nearly 20 million were in need even before it hit, according to the United Nations.

Two of the major armed resistance forces fighting the military, which seized power in 2021 from the democratically elected government of Aung San Suu Kyi, had announced ceasefires to facilitate the humanitarian response to the earthquake, though the military initially did not relent in its attacks.

Dramatic rescue in Myanmar capital

In the capital, Naypyitaw, a team of Turkish and local rescue workers used an endoscopic camera to locate Naing Lin Tun on a lower floor of the damaged hotel where he worked. They pulled him gingerly through a hole jackhammered through a floor and loaded him on to a gurney nearly 108 hours after he was first trapped.

Shirtless and covered in dust, he appeared weak but conscious in a video released by the local fire department, as he was fitted with an IV drip and taken away. State-run MRTV reported later in the day that another man was saved from the same building, more than 121 hours after the quake struck. Both were age 26.

Another man was rescued by a team of Malaysian and local crews from a collapsed guesthouse in the Sagaing township, near the epicenter of the earthquake close to Myanmar’s second-largest city, Mandalay.

The earthquake also rocked neighboring Thailand, causing the collapse of a high-rise building under construction in Bangkok. One body was removed from the rubble early Wednesday, raising the death total in Bangkok to 22 with 35 injured, primarily at the construction site.

Resistance groups have announced ceasefires

The Three Brotherhood Alliance, one of a powerful group of militias that has taken a large swath of the country from the military, announced a unilateral one-month ceasefire on Tuesday to facilitate the humanitarian response.

The shadow opposition National Unity Government founded by lawmakers ousted in 2021 had already called a ceasefire for its forces.

The announcements had put pressure on the military government to follow suit.

Claims of an attack on a Chinese Red Cross convoy

Before Wednesday’s ceasefire announcement, an opposition militia belonging to the Brotherhood Alliance reported that the military fired on a relief convoy of nine Chinese Red Cross vehicles late Tuesday in the northern part of Shan state near Ohn Ma Tee village.

The Ta’ang National Liberation Army said that the Chinese Red Cross was bringing supplies to Mandalay and had reported its route to the military.

But Maj. Gen. Zaw Min Tun, spokesman for the military government, said that the convoy hadn’t notified authorities of its route ahead of time, MRTV reported. While not mentioning the Red Cross, he said that security forces had fired into the air to deter a convoy that refused to stop near Ohn Ma Tee village, the site of recent fighting with the TNLA.

Chinese Foreign Ministry spokesperson Guo Jiakun didn’t comment on the attack.

Neighboring China is economically important to Myanmar, and also one of the military’s largest suppliers of weapons, along with Russia.

The International Federation of Red Cross and Red Crescent Societies said it was looking into the matter.

More international aid heads to Myanmar

Countries have pledged millions in assistance to help Myanmar and humanitarian aid organizations with the monumental task ahead.

Australia on Wednesday said it was providing another $4.5 million, in addition to $1.25 million it had already committed, and had a rapid response team on the ground.

India has flown in aid and sent two navy ships with supplies as well as providing around 200 rescue workers. Multiple other countries have sent teams, including 270 people from China, 212 from Russia and 122 from the United Arab Emirates.

A three-person team from the U.S. Agency for International Development arrived Tuesday to determine how best to respond given limited U.S. resources due to the slashing of the foreign aid budget and dismantling of the agency as an independent operation. Washington has said it would provide $2 million in emergency assistance.

Extent of devastation beyond major cities is still unclear

Most of the details so far have come from Mandalay, which was near the epicenter of the earthquake, and Naypyitaw, about 270 kilometers (165 miles) north of Mandalay.

Many areas are without power, telephone or cellphone connections, and difficult to reach by road, but more reports are beginning to trickle in.

In Singu township, about 65 kilometers (40 miles) north of Mandalay, 27 gold miners were killed in a cave-in, the independent Democratic Voice of Burma reported.

In the area of Inle Lake, northeast of the capital, many people died when homes built on wooden stilts in the water collapsed in the earthquake, the Global New Light of Myanmar reported without providing specific figures.

HUA HIN — The survey by BeWell and Hua Hin Today reveals that while expatriates are generally satisfied with their quality of life in Hua Hin, Prachuap Khiri Khan Province, several areas need improvement, including high medical insurance costs, road safety, and environmental issues.

The survey was presented at Belvedere Estate Hua Hin, with Mr. Giovanni van Dam, Digital Business Development Director of Siska Design, Mr. Heiko Emanuel, co-founder of “BeWell,” and Mr. Jonathan Fairfield, Executive Editor of “Hua Hin Today.” More than 50 foreigners attended, alongside the President of Hua Hin Lions Club, a consultant to the Hua Hin/Cha-am Tourism Business Association, and tourist police.

Mr. van Dam revealed that the study was supported by faculty from Assumption University’s International Business Management Department in Bangkok and is one of the most comprehensive surveys of foreign retirees in Thailand.

The research collected data from over 500 foreign retirees and semi-retirees living in Hua Hin, aged 55 and above, who stay in Hua Hin at least six months per year. The sample included foreigners from 76 countries, primarily from Western Europe and North America. The average respondent had lived in Thailand for 12.5 years, with nearly one-third having lived in Hua Hin for at least ten years.

Primary reasons for choosing Hua Hin included its peaceful atmosphere, proximity to beaches, reasonable cost of living, good climate, and convenient travel to Bangkok. One respondent stated, “Hua Hin isn’t a big city, but it has everything you need, and if you must go to Bangkok, travel is convenient.”

Mr. Emanuel noted that despite overall satisfaction, some factors cause expatriates to consider relocating, particularly high healthcare and insurance costs, which primarily affect those aged 55-60 years when considering long-term residence.

Key issues identified for improvement include:

The survey confirms Hua Hin remains a popular destination for foreign retirees, though improvements in safety, environment, and healthcare systems would help ensure the city remains an attractive and sustainable destination in the future.

Special Probe Launched into Bangkok’s Auditor Building Collapse

BANGKOK — Thailand has elevated the investigation into the collapse of a single high-rise building of the State Audit Office in Bangkok, which was affected by the tremors of an earthquake in Myanmar, has now been officially declared a special case.

On April 2, the Minister of Justice Pol. Col. Thawee Sodsong announced that the Department of Special Investigation (DSI) has recognized the case of the collapse of the SAI office building, which was damaged in the March 28 earthquake, as a special case. The Director-General of the DSI has exercised his authority under the Special Case Investigation Act to classify the case accordingly.

Concerns about bid rigging and the quality of construction, possible key factors in the building’s collapse, will also be addressed. The DSI plans to invite external authorities such as the tax office and the Ministry of Industry to participate in a committee of inquiry due to their technical expertise.

In addition, the investigation will cover 10 other government projects previously awarded to this contractor. The involvement of foreign engineers, some of whom are believed to have entered Thailand on student visas, will also be investigated. Not only China Railway No. 10, but also other companies with joint ventures involving foreign investors are being scrutinized nationwide to determine whether they have characteristics of a nominee.

Thai Shareholders Under Scrutiny

DSI Director-General Police Lt. Col. Yutthana Praedam revealed preliminary findings showing Thai nationals with questionable financial capacity holding shares in major companies involved in the collapsed State Audit Office building.

Evidence suggests foreign nationals may have dominant control over operations through joint venture agreements. The Thai shareholders are also connected to at least three of 13 affiliated companies. Normally, foreign companies investing in Thailand must have a shareholding structure of 51 percent Thai and 49 percent foreign ownership.

Investigations will now examine business registrations, shareholder structures, and past government contract awards for possible bid rigging. The Royal Thai Police is coordinating with DSI on the special investigation.

Investigation Focus on 3 Main Issues

Pol. Lt. Col. Woranan Srilam, spokesman for the DSI, added that the investigation will focus on three main issues:

  1. Whether there has been a violation of the 1999 Foreign Companies Act through nominee agreements that give foreigners management control;
  2. Whether the construction materials used did not meet the required Thai Industrial Standards (TIS);
  3. Whether the procurement practices violated the Act on Offenses Related to the Submission of Bids to Government Agencies, B.E. 2542 (1999), commonly known as bid rigging.

Pol. Lt. Col. Woranan further explained that since joint ventures involve two or more legal entities, the initial investigation will involve the summoning of witnesses and relevant persons. It is therefore necessary to interview all parties involved.

This phase will focus on investigating how the construction contract came about. The purpose of the investigation is to uncover facts in order to determine whether the case meets the legal criteria to be formally classified as a special case under the jurisdiction of the DSI. It does not yet mean that misconduct has been confirmed, nor has it reached the stage where specific perpetrators can be identified.

Chinese Embassy Issues Statement

Earlier, the Chinese Embassy in Bangkok and the construction joint venture responsible for the building have issued statements expressing condolences and addressing their response to the disaster.

The Chinese Embassy stated on April 1 that China has dispatched earthquake rescue expert teams and volunteer rescue teams to Thailand, while also coordinating with Chinese companies to provide heavy equipment for rescue operations. The Embassy emphasized that “the Chinese government has always instructed Chinese companies operating abroad to strictly comply with the laws and regulations of those countries.”

The Embassy pledged continued support based on Thailand’s needs and urged relevant Chinese companies to fully cooperate with the Thai government’s investigation, expressing confidence that the investigation “will lead to scientific and fair conclusions.”

ITD-CREC Asks Public to Await Probe Results

Separately, the ITD-CREC Number 10 Joint Venture—a partnership between Italian-Thai Development PLC and China Railway Number 10 CREC—issued its second statement on April 1, urging the public to await investigation results before making judgments.

The joint venture expressed its intention to provide humanitarian assistance to victims’ families and confirmed it has been actively participating in rescue efforts while cooperating with government agencies investigating the collapse.

“The Joint Venture confirms that the procurement of materials and the construction of the said office building were carried out in accordance with the project’s Terms of Reference, relevant laws, engineering standards, and best engineering practices,” the statement read, adding that all construction materials underwent “rigorous quality checks” before use.

The earthquake-induced collapse has resulted in multiple deaths and injuries. Fifteen deaths found at the site of the collapsed high-rise, according to the Bangkok city authorities. Around 70 workers remain missing.
