CCTV Reveals Details of Christmas Attack on Belgian Man in Pattaya

PATTAYA  — In a disturbing incident that occurred just minutes into Christmas Day, CCTV footage has revealed how an 80-year-old Belgian tourist was violently attacked and robbed near his residence in Pattaya.

The incident took place shortly after midnight, ironically following a police ceremony deploying officers for holiday security.

According to surveillance footage reviewed by investigators, at 00:28 a.m., four teenagers on two motorcycles were seen entering The Village Pattaya housing complex. The group strategically positioned themselves to intercept Mr. Richard, a former electrician, who was returning home from Christmas celebrations at local entertainment venues.

 

The footage shows one of the teenagers attempting to engage the elderly tourist in conversation at the entrance of The Village Pattaya in Nong Prue Subdistrict. When Mr. Richard tried to walk away from the confrontation, the situation turned violent.

The assailants struck him on the head with a weapon, causing him to fall to the ground. They then robbed him of his wallet containing approximately 7,000 baht before fleeing the scene.

Despite sustaining serious injuries, including severe head wounds, Mr. Richard managed to get up and make his way to his caretaker’s house. His caretaker, Ms. Porntip, 38, immediately alerted the authorities after finding him covered in blood. Emergency responders provided immediate first aid before rushing him to the hospital.

Police Colonel Nawin Theerawit, Superintendent of Pattaya City Police Station, has ordered a comprehensive investigation, including radio broadcasts to intercept the suspects and deployment of investigative teams to gather additional evidence from the area.

The project, the first of its kind in southern Thailand, demonstrates a sustainable approach to nighttime road illumination.

Led by Associate Professor Dr. Thanongsak Imjai from the School of Engineering and Technology, an international research team comprising experts from Thailand, Indonesia, and the United Kingdom developed the innovative road markers.

Testing has revealed impressive performance metrics, with the studs maintaining brightness levels of 150 mcd/m² after eight hours in darkness—surpassing conventional reflective materials. The innovation brings significant cost benefits, reducing production expenses by up to 30% through the incorporation of recycled glass powder.

Field trials within the university grounds have demonstrated remarkable durability, with the studs withstanding pressure from vehicles weighing over 30 tons while maintaining consistent luminosity across various weather conditions. The energy-independent design eliminates the need for electrical power or battery systems.

“Our goal is to expand this technology across Thailand, particularly in rural areas lacking proper street lighting,” Dr. Thanongsak said. The research team has already extended the application of their innovation to create luminescent benches and gravel from recycled materials.

The technology shows promise for international adoption, offering a sustainable solution to reduce road accidents globally. This development represents a significant step forward in combining environmental responsibility with public safety infrastructure.

CHIANG MAI —  Thai police have arrested a vendor for selling psilocybin mushrooms that led to the death of a 25-year-old British tourist in Chiang Mai Province.

Police Major General Worapong Khamlue led a joint operation with tourist police and health officials, deploying an undercover foreign agent on December 23 to purchase mushrooms from a shop near Tha Pae Gate, a popular tourist landmark.

The operation resulted in the arrest of the shop owner, identified only as Ms. Ploy, and the seizure of several kilograms of psilocybin mushrooms.

Investigation revealed that the deceased tourist, identified as Mr. V, purchased the mushrooms after photographing the landmark with his girlfriend on December 20. The man collapsed and died at a luxury resort in Mae Rim district approximately 40 minutes after consuming the illegal substance.

The Thailand Food and Drug Administration classifies psilocybin mushrooms as a Category 5 narcotic substance, known for causing severe neurological effects including hallucinations, disorientation, and in this case, fatal reactions.

The raid occurred on December 23, following reports from the victim’s family questioning the cause of death. Each bag of mushrooms was being sold for 500 baht, highlighting ongoing concerns about illegal drug sales in tourist areas.

TOYKO/BANGKOK – Toyota Motor Corporation unveiled plans to establish a new EV facility in Shanghai by 2027 to compete in China’s premium electric vehicle segment, while investing 55 billion baht to transform its long-standing Thai operations from conventional engines to hybrid vehicle production.

According to Kyodo News, citing sources familiar with the matter, the facility will focus on producing electric vehicle models under the luxury Lexus brand, though plans may be adjusted based on EV market demand.

Thai Government Adopts Singapore-Inspired Anti-Scammer Laws

BANGKOK  — Pol. Lt. Gen. Trirong Phiewpan, commissioner of the Cyber Crime Investigation Bureau (CCIB), has commented on public calls for Thailand to revise its laws to align with Singapore’s approach of holding banks and mobile network operators accountable when customers are defrauded online.

He explained that Thailand is implementing similar measures. While the framework is comparable to Singapore’s, Thailand wants to define the penalties and responsibilities more explicitly.

Pol. Lt. Gen. Trirong explained that Thailand already has several laws that can crack down on online fraud similar to Singapore, except for the area where banks and telecom operators are held jointly responsible. Thailand’s Emergency Ordinance on Measures to Prevent and Combat Technological Crimes specifies the responsibilities of banks and telecom operators, but does not provide for penalties.

The Central Bank of Thailand and the National Broadcasting and Telecommunications Commission (NBTC) are authorized to issue additional regulations, while the Ministry of Digital Economy and Society is working on an amendment to the Emergency Decree to include stricter provisions.

He further explained that Thailand currently has 19 criteria to identify suspicious activity in financial accounts and phone usage. These include accounts with frequent small transactions within a short period of time, followed by a large withdrawal, and accounts with high-frequency transfers in a short period of time.

During a committee meeting last week, the financial institutions proposed adding another criterion, while the police suggested another related to suspicious behavior involving cryptocurrencies. The financial institutions are now considering these proposals.

“Financial institutions and banks will use their power under Section 6 of the Emergency Decree on Measures to Prevent and Combat Technological Crimes to suspend transactions for seven days to conduct further investigations. This is similar to the measures taken in Singapore,” said Pol. Lt. Gen.Trirong Phiewpan.

He cited cases where courts ordered financial institutions to compensate victims of call center and online scams. Courts assess whether banks followed the prescribed 19 measures. Non-compliance can lead to liability for damages. While current laws impose civil liabilities, introducing criminal penalties akin to Singapore’s system would require new regulations from the Bank of Thailand or NBTC.

The Ministry of Digital Economy and Society and related authorities are also working on amendments to the Emergency Decree, which include the following:

  • Shared responsibility: banks and telecom operators to jointly pay for financial losses when non-compliance leads to fraud.
  • Reimbursement guidelines
  • Stricter penalties

The changes are aimed at closing loopholes exploited by criminals through banking and telecommunications systems. Both telecommunications providers and banks support these measures.

From January 1, 2025, a new measure will require SMS messages containing registration links to include a sender identifier. If the identity of the sender cannot be verified, telecommunications providers will block the messages.

The revisions are aligned with recently enacted laws in Singapore and aim to address any vulnerabilities exploited by fraudsters, including fraudulent messages and unauthorized money transfers.

PHUKET — A CPR-skilled restaurant owner in Phuket performed life-saving CPR on an Italian tourist during lunch service after the visitor collapsed while dining at his famous chicken rice restaurant.

The incident occurred at 2 p.m. on December 24 at Ko Ta Chicken Rice restaurant in Soi Surin, Mueang Phuket district. CCTV footage shared on social media shows the dramatic 23-second rescue, where the Thai restaurant owner performed CPR on the unconscious foreign tourist.

Somkiat Jira-amornrat, the restaurant owner and a former military officer, recounted the morning’s events: “Two Italian tourists were having their meal when suddenly one of them lost consciousness. I wasn’t at the restaurant at the time, but my wife called me immediately. When I arrived, I tried shaking him and checking his chest, but there was no response. I quickly laid him flat on the ground and began performing CPR based on my previous training.”

During the rescue, staff called for emergency services. Fortunately, volunteers from the Kusoldharm Phuket Foundation arrived promptly, followed by emergency medical technicians from Vachira Phuket Hospital. A nurse who happened to be nearby also stepped in to assist.

“The tourist’s friend later returned to the restaurant with tears in his eyes to thank me,” Somkiat shared. “I didn’t expect anything in return – it was just instinct to help save his life. I’m proud that I could help. We want tourists to feel welcome and safe in Thailand, not leave with tragedy.”

The incident has sparked discussions on social media about the importance of basic life-saving skills, with many praising the restaurant owner’s quick action and knowledge of CPR. The Italian tourist is now reported to be safe and receiving medical care.

Thailand Extends Nightlife Tax Cut, Unveils Easy E-Receipt

BANGKOK — The Thai government has announced two major economic stimulus measures, extending its nightlife tax reduction and launching a new digital receipt program aimed at boosting consumer spending and tourism in 2025.

The Thai Cabinet has approved a one-year extension of the reduced excise tax rate for entertainment venues, maintaining the rate at 5% instead of 10% of revenue. The extension will be effective from January 1 to December 31, 2025, as part of ongoing efforts to stimulate the country’s economy and tourism industry.

Deputy Finance Minister Phaopoom Rojanasakul announced that this decision aligns with the government’s tourism stimulus initiatives, including the upcoming “Amazing Thailand Grand Tourism Year 2025” campaign. The campaign aims to distribute income to local communities and attract more tourists to Thailand, with entertainment venues playing a crucial role in the tourism ecosystem.

The tax reduction applies to various entertainment establishments, including nightclubs, discotheques, pubs, bars, and cocktail lounges. This extension of the current rate, which was set to expire on December 31, 2024, is expected to boost the tourism and service sectors while providing improved liquidity and reduced operational costs for business operators.

The measure has already shown promising results in 2024, with the number of registered entertainment venues increasing by 60.92% (1,511 new registrations). Business operational capability has risen by 52.06%, and the Excise Department has reported a 31.24% increase in tax revenue from entertainment venues despite the lower rate.

This tax reduction is part of the government’s broader strategy to stimulate employment, enhance tourism spending, and contribute to the overall economic growth of Thailand through its nightlife and entertainment sector.

Easy E-Receipt 2.0

Meanwhile, the Cabinet has approved a New Year’s stimulus package proposed by the Ministry of Finance, featuring the “Easy E-Receipt 2.0” program. The scheme allows taxpayers to claim deductions of up to 50,000 baht for eligible purchases made between January 15 and February 28, 2025.

Program Structure: The 50,000 baht allowance is divided into two categories:

  • 30,000 baht for general goods and services, including tourism-related expenses such as tour packages, hotel accommodations, and car rentals
  • 20,000 baht specifically for purchases from community enterprises, SMEs, and OTOP shops registered in the electronic tax system

Eligibility Requirements: Purchases must be made from VAT-registered businesses that issue electronic tax invoices through the e-Tax Invoice & e-Receipt system.

Excluded Items:

  • Alcoholic beverages (spirits, beer, and wine)
  • Tobacco products
  • Vehicles (cars, motorcycles, and boats)
  • Fuel and gas for vehicles
  • Utility bills (water, electricity, phone, and internet services)
  • Insurance premiums Long-term service contracts starting before January 1, 2025, or ending after February 15, 2025

The Ministry of Finance projects that this measure will generate 70 billion baht in economic circulation and result in approximately 10 billion baht in tax revenue reduction
Increase business participation in the tax system by about 20% compared to the previous year.

Additional details regarding rules, procedures, and conditions will be announced by the Revenue Department Director-General.

She’s Here for ‘A Kitchen Pep Talk’ During the Holiday Whirlwind

The only requirement, she writes, is “some kind of bread or bread-like substance in order to keep the filling bounty under control. But basically, that’s where it ends.”

What follows is a series of comical treatises on combinations ranging from straightforward, such as avocado and tomato paste, to what she admits sounds weird, like canned pineapple and mayo.

Throughout the book, pantry puns are mixed in with helpful tips on how to get dinner on the table when you’re overwhelmed with work or the holidays, or simply depressed.

“It’s meant to kind of be like a kitchen pep talk, as well as something that gives you ideas for when you’re in that moment and you’re like, ‘Oh my God, I have to make dinner again,’” said Reby, who went to culinary school and spent years behind the scenes at glossy food publications.

For when the average recipe feels too complicated

A few years ago, during a dark period of pandemic malaise, she realized she and her coworkers almost never cooked the kind of multistep recipes they were selling. In the test kitchen at work, slick video and images of high-minded dishes were often the goal. For lunch, they might eat a microwave burrito.

At home, she often opened a package of ramen and dressed it up with whatever happened to be in the fridge, if that.

The realization led to this illustrated book, which is more of a guide to better ways of raiding the cupboard than a traditional cookbook. Besides recipes, there are also “roll your own” sections intended to let dice make decisions about what ingredients to include in bean salads, canapés, smoothies and casseroles.

“Dice do not carry the force of law,” she said.

She also makes the most of the freezer aisle. Crispy gnocchi or fried dumplings can be basic or borderline elaborate. Bagged vegetables turn college-age comfort food into a relatively balanced meal for working adults.

Leftover greens and herbs become savory sauces to make a utilitarian meal feel like an indulgence. A two-ingredient “emergency cake” involves self-rising flour, ice cream and a microwave.

No showstoppers required

For “curry in a hurry,” Eby draws inspiration from khao soi, a Northern Thai recipe for a spicy curried noodle soup. It’s a good example of her flexible recipe templates, which offer a direction without any pressure to produce a showstopper.

“Omit the noodles and serve it over rice, substitute meat for the chickpeas, use fresh vegetables if you have them, simmer some garlic and ginger with the curry powder,” she writes. “Throw cilantro on top at the end. Whatever you want to do.”

Whatever that is, it’s still dinner, and it will still be tasty.

“What I’m pushing back on with the book is this idea that every meal has to be this gorgeous, Instagram-perfect event,” she said. “There’s not a correct way for you to cook.”

Sort-of Khao Soi from “You Gotta Eat,” by Margaret Reby

Serves 2-4

1 tablespoon neutral oil, like canola

2 tablespoons curry powder or curry paste (Thai red or massaman curry paste works great)

1 15.5-ounce can chickpeas, drained

1 12- or 16-ounce bag frozen vegetables

1 13.5-ounce can coconut milk

2 packets instant ramen noodles

Salt and pepper

1⁄2 teaspoon red pepper flakes (optional)

In a medium or large pot over medium heat, add the oil. Wait about a minute for it to get hot, and then add curry powder or paste and pepper flakes, if you’re using them. Stir the powder or paste into the oil and cook it until it starts smelling like curry, about 30 seconds to a minute. Stir the chickpeas and vegetables into the curry oil to distribute it a little bit.

Add the coconut milk, fill the can with water, and dump that in too. It’s fine if the vegetables aren’t totally submerged — they’ll still defrost and cook. Raise the heat to high until the mixture boils, then turn it down until it’s simmering. Add 1 1/2 bricks of ramen noodles, and bring it back up to a simmer. Cook for 2 minutes — take a vegetable out of the pot and carefully take a bite to make sure it’s cooked all the way through. Salt and pepper to taste.

Scoop the curry into bowls. Crumble some of it over the bowls, as a garnish. If you have it, add fresh cilantro.
