South Korea’s Parliament Votes to Impeach President Yoon Suk Yeol Over His Martial Law Order

SEOUL, South Korea (AP) — Impeached South Korean President Yoon Suk Yeol said Saturday will “never give up” and called for officials to maintain stability in government functions during what he described as a “temporary” pause of his presidency.

Yoon released the comments through his office after the National Assembly passed a motion to impeach him over his short-lived martial law decree this month that harkened back to an era of authoritarian leaders the country has not seen since the 1980s.

Yoon had previously defended his step as an act of necessary governance and vowed to “fight to the end” in the face of opposition-led efforts to remove him from office. The parliamentary vote suspends his powers while he awaits a decision by the Constitutional Court whether to formally remove him from office.

The National Assembly passed the motion 204-85 in a floor vote. Yoon’s presidential powers and duties will be suspended after the copies of a document on the impeachment are delivered to him and to the Constitutional Court.

The court has up to 180 days to determine whether to dismiss Yoon as president or restore his powers. If he’s thrown out of office, a national election to choose his successor must be held within 60 days.

It was the second National Assembly vote on Yoon’s impeachment motion. Last Saturday, Yoon survived an impeachment vote after most ruling party lawmakers boycotted the floor vote. Some People Power Party lawmakers had since announced their intentions to vote for Yoon’s impeachment in a second vote, as public protests against Yoon intensified and his approval rating plummeted.

Tens of thousands of people have braved the bitter cold and poured onto the streets of the capital, Seoul, every night for the past two weeks, calling for Yoon’s ouster and arrest. They shouted slogans, sang, danced and waved K-pop light sticks. Smaller groups of Yoon’s conservative supporters — still in the thousands — have also been rallying in Seoul, denouncing attempts to impeach the president. Both rallies have largely been peaceful.

Yoon’s martial law imposition, the first of its kind in more than four decades in South Korea, lasted only six hours, but has caused massive political tumult, halted diplomatic activities and rattled financial markets. Yoon was forced to lift his decree after parliament unanimously voted to overturn it.

After declaring martial law, Yoon sent hundreds of troops and police officers to the parliament to try to impede its vote on the decree before they withdrew after the parliament rejected it. No major violence occurred.

Opposition parties and many experts accuse Yoon of rebellion, citing a law clause that categorizes as rebellion the staging of a riot against established state authorities to undermine the constitution. They also say that by law a president in South Korea is allowed to declare martial law only during wartime or similar emergencies and has no rights to suspend parliament’s operations even under martial law.

The impeachment motion alleged that Yoon “committed rebellion that hurts peace on the Republic of Korea by staging a series of riots.” It said Yoon’s mobilization of military and police forces threatened the National Assembly and the public and that his martial law decree was aimed at disturbing the Constitution.

In a fiery speech on Thursday, Yoon rejected the rebellion charges, calling his martial law order an act of governance. The conservative Yoon said he aimed to issue a warning to the main liberal opposition Democratic Party, calling it “a monster” and “anti-state forces” that he argued has flexed its legislative muscle to impeach top officials and undermined the government’s budget bill for next year.

“I will fight to the end to prevent the forces and criminal groups that have been responsible for paralyzing the country’s government and disrupting the nation’s constitutional order from threatening the future of the Republic of Korea,” Yoon said.

Democratic Party leader Lee Jae-myung called Yoon’s speech a “mad declaration of war” against his own people.

The Democratic Party and five other opposition parties control the 300-member unicameral parliament with a combined 192 seats, but they were eight seats shy of the two-thirds majority needed to pass Yoon’s impeachment motion and needed support from ruling party lawmakers.

Yoon has been banned from leaving South Korea, as law enforcement authorities are investigating whether he and others involved in the martial law declaration committed rebellion, abuse of power and other crimes. If convicted, the leader of a rebellion plot can face the death penalty or life imprisonment.

Yoon has the presidential privilege of immunity from criminal prosecution but that doesn’t extend to allegations of rebellion or treason. Subsequently, Yoon could be investigated, detained, arrested or indicted over his martial law decree, but many observers doubt that authorities will forcefully detain him because of the potential for clashes with his presidential security service.

Yoon’s defense minister, police chief and the head of Seoul’s metropolitan police agency have been arrested over their roles in the martial law case. Other senior military and government officials also face investigations.

Thai Police Detain 2 Suspects After a Bomb in a Border Province Killed 3 and Injured Scores

BANGKOK (AP) — Thai police on Saturday said two suspects were in custody as authorities investigated a bombing in the north that killed at least three people and injured dozens of others.

An explosive device was thrown into a crowd during an outdoor performance at an annual festival in Umphang town in Tak province, which borders Myanmar, on Friday just before midnight, according to the Association of the Umphang Rescue Groups.

Local police said at least 48 people were injured and that police have not yet pressed charges against the suspects as the investigation is ongoing.

Thanathip Sawangsang, a spokesperson for the Defense Ministry, told The Associated Press that local police said there was a fight between rival groups of men before the explosion and that there was no wider security threat. He said the forensic evidence showed that the explosive device was a homemade bomb.

Tak province has a heavy military presence in its border areas, including in Umphang.

Prime Minister Paetongtarn Shinawatra expressed her condolences to the victims and their families, and ordered security personnel and relevant agencies in the area to investigate and help those who have been affected, said government spokesperson Jirayu Houngsap.

Add more from Khaosod English: National Police spokesman Pol Lt Gen Archayont Kraithong revealed the investigation later that one of two suspects in the Umphang Red Cross Fair bombing in Tak Province is Thai, while the other is a member of the Karen National Union (KNU) who has a previous drug arrest record from February 2024.

Initial investigation showed that the KNU member admitted to carrying a bag containing explosives into the event. The motive stemmed from both suspects’ anger towards a group of teenagers following a dispute during the Loy Krathong festival (November 15), leading to this act of revenge.

Three Exotic Wildlife Are Enough to Charge Ratchaburi Man, Say Police

RATCHABURI — A luxury homeowner in Ratchaburi province faces criminal charges after authorities discovered three illegally possessed exotic animals among his collection of 50 wildlife pets.

Police and wildlife officials executed a search warrant at his riverside mansion in Khung Krathon sub-district on December 12. During the raid, authorities found Chaiwat (surname withheld) in possession of two Cotton-top tamarins and one African Grey Parrot without proper permits. The Cotton-top Tamarin, native to Colombia and listed under CITES Appendix I as critically endangered, is valued at approximately 150,000 baht ($4,400) per animal.

 

The search revealed a extensive collection of exotic animals, including 10 squirrel monkeys from South America (valued at 75,000 baht, or $2,200 each), two De Brazza’s monkeys (300,000 baht, or $8,800 each), two Guenon monkeys (30,000 baht, or $880 each), and two Marmoset monkeys (50,000, or $8,800 baht each).

Chaiwat admitted to purchasing the animals through Facebook groups. While most of his collection had proper documentation and microchips, acquired before the 2022 regulation changes, the three animals in question were illegally possessed.

The suspect faces charges of possessing protected wildlife without permission, which carries penalties of up to one year in prison and a 100,000 baht fine.

Narupon Thipmonta, Director of the Forest Fire Prevention and Wildlife Crime Suppression Office, announced on December 14 that all animals have been transferred to the Wildlife Conservation Center 3 (Pratap Chang) for care pending the case’s conclusion.

Thailand Praised on LGBTQ+ Rights, UN Calls for Sex Worker Reform

BANGKOK — United Nations representatives praised Thailand’s progress on gender equality while highlighting key areas for improvement, particularly regarding sex worker rights and protection.

Haina Lu and Ivana Krstić, members of the UN Working Group on Discrimination against Women and Girls (WGDAWG), presented their preliminary findings following their first-ever official visit to Thailand from December 2-13. The visit, conducted at the invitation of the Thai government, included extensive field research across Bangkok, Chiang Mai, Mae Sot, and Hat Yai.

“Thailand is at a crucial juncture to become a regional leader in gender equality,” Lu stated, highlighting the country’s recent legislative achievements, particularly the passage of the Marriage Equality Act. However, she emphasized the need for comprehensive training of government officials to ensure effective implementation of the new law.

The working group also praised Thailand’s cabinet for recently approving an expedited naturalization system that could benefit over one million displaced persons. The investigation revealed a strong connection between women’s rights issues and statelessness, prompting recommendations for further acceleration of the citizenship process.

Despite these positive developments, the UN representatives identified significant policy implementation gaps. They recommended increased financial and personnel support for national women’s rights mechanisms, noting that gender-responsive budgeting remains a constitutional commitment yet to be fully realized.

Addressing modern challenges, Krstić highlighted the role of technology in gender-based violence, particularly cyberbullying and harmful information disclosure. However, the most striking recommendation came regarding sex work.

“We strongly recommend that Thailand decriminalize sex work,” Krstić stated. “This would ensure fair access to health services for sex workers. Additionally, the government should implement integrated victim support services, though we’ve observed current centers are understaffed.”

The full report of their findings will be presented to the UN Human Rights Council in June 2025, following additional data collection through February 2025.

This official visit marks a significant step in evaluating Thailand’s progress on women’s rights and gender equality, while highlighting crucial areas requiring immediate attention and reform.

British Man Arrested for Snatching Tourists’ Jewelry in Pattaya

PATTAYA — A 31-year-old British man was arrested in Pattaya after being caught on surveillance cameras snatching jewelry from two foreign tourists. The man, known for his muscular build and distinctive tattoos, was identified as Jordan.

On December 13, Police Lieutenant Colonel Thananon Athipansee, Deputy Commander of Pattaya City Police Station, along with investigators from the Crime Suppression Division and the Immigration Police in Chonburi, arrested Jordan at his room in Bang Saray, Sattahip, Chonburi. He was wanted for two separate thefts involving foreign tourists in Pattaya.

According to police, Jordan committed the first theft on the night of December 8, targeting an Iranian tourist in Soi Buakhao, Pattaya. CCTV footage from the area captured the incident. He struck again shortly after, stealing a gold necklace worth over 200,000 baht from an Indian tourist near Soi Yen Sabai, in the Nong Prue area of Pattaya. CCTV also recorded the second theft.

The surveillance footage revealed that Jordan was riding a motorcycle with a friend and wore a face mask to conceal his identity. At around 10:02 p.m., the Iranian tourist was walking along Soi Buakhao when Jordan jumped off the motorcycle, snatched the necklace, and fled on the bike that his accomplice had parked nearby.

In the second incident involving Mr. Merlin, an Indian tourist, Jordan and his accomplice followed Mr. Merlin and his friend on a motorcycle before pulling off another snatching operation near Soi Yen Sabai. The CCTV once again captured the theft in progress.

When arrested, Jordan remained silent and refused to provide any statement. However, police are confident in their evidence, including the clothes he wore during the incidents. Jordan was charged with robbery at night, using a vehicle to facilitate the crime, which carries a penalty of up to 5 years in prison, a fine of up to 100,000 baht, or both.

Police are also continuing their efforts to locate and apprehend Jordan’s accomplice who took part in the thefts.

Chonburi Police Arrest 4 More Scammers, Seize Mansions and Luxury Cars

CHONBURI — Thai police continue their crackdown on scammers and call center gangs, particularly in Chonburi, where foreign scammers often rent luxury villas. Recently, authorities arrested four more members of a money-laundering network, seizing assets including mansions and luxury cars worth a total of 152 million baht ($4.5 million).

On December 13, Police Lieutenant General Yingyoth Thepjamnong, Acting Commissioner of Provincial Police Region 2, announced the latest operation targeting the “Gray Dragon” call center gang. The group had been operating out of a townhouse in Sriracha, Chonburi, and was first dismantled on August 5.

Following that, the police expanded their investigation, leading to the arrest of an additional four suspects between December 12-13. Three of the suspects are Thai nationals, and one is Chinese.

The police seized significant assets, including:

  • A luxury house in Nong Prue, Bang Lamung, Chonburi, valued at 65 million baht.
  • Another luxury house in Nong Ruea, Bang Lamung, Chonburi, valued at 75 million baht.
  • A white Lexus car, valued at around 8 million baht.
  • A white Mercedes-Benz sedan, valued at 3.5 million baht.
  • A black Mazda 2 sedan, valued at 400,000 baht, along with other assets totaling over 152 million baht.

Lt. Gen. Yingyoth explained that warrants had been issued for three groups of suspects: 1) 11 office staff, 2) 15 “money mule” accountants (who manage accounts and run online ads), and 3) 9 bosses and money laundering operatives. So far, 20 individuals have been arrested, and 15 remain at large, some of whom have fled abroad.

Investigations revealed that the scam network was converting money obtained through fraud into cryptocurrency and transferring it to anonymous digital wallets. The ringleaders, including Chinese nationals, were using the ill-gotten funds to live a lavish lifestyle in Thailand, purchasing luxury homes, cars, and other assets, while also running businesses under nominee names.

In collaboration with the Anti-Money Laundering Office (AMLO), police have launched further investigations and are continuing efforts to seize assets and prosecute the criminals involved.

Lt. Gen. Yingyoth warned Thai citizens against participating in call center scams, such as opening accounts, procuring “ghost SIM cards,” or engaging in nominee businesses or asset holdings. These activities could lead to criminal charges under both the Land Code and the Foreign Business Act.

He encouraged the public to report any suspicious foreign nationals or Thai individuals linked to call center scams to the Provincial Police Region 2 Facebook page.

Thai Doctors, Nurses, Broker Arrested for Illegal Surrogacy for Chinese Couple

DSI officers apprehend three suspects in the illegal surrogacy case, at a hospital in the Khlong Chan area, Bang Kapi District, Bangkok.

BANGKOK — Officials from the Department of Special Investigation (DSI) have organized a task force to track down and apprehend suspects involved in the surrogacy-for-hire scheme who are still evading arrest warrants, especially those whose warrants are nearing expiration, in order to bring the accused into the justice system.

On December 13, Mr. Witthawat Sukhantharos, Director of the Investigation and Intelligence Center, arrested Ms. Amolaya (surname withheld) at a condominium on Ladprao Road, Chatuchak District, Bangkok. She was handed over to the Special Case Investigation Officer, Human Trafficking Division, for legal proceedings.

An investigation into a group of individuals operating an illegal surrogacy ring has revealed that they were hired by Chinese nationals. Evidence shows that Ms. Amolaya acted as a broker to arrange illegal surrogacies.

She was charged with jointly facilitating surrogacy for commercial benefit, jointly facilitating surrogacy for commercial benefit, and acting as intermediaries or agents by demanding or accepting property in exchange for facilitating surrogacy.

Last week, the Investigation and Intelligence Center apprehended Ms. Wanakarn and Ms. Wararat, who are suspects in the same case, at a hospital in the Khlong Chan area, Bang Kapi District, Bangkok. They also arrested Ms. Karnika in front of the Special Case Investigation Department.

All three are doctors and nurses involved in implanting embryos in the womb of a surrogate mother. The special investigation team has therefore charged them with providing medical reproductive technology services to facilitate surrogacy for a husband and wife without the committee’s approval, facilitating surrogacy for a Chinese couple, and jointly facilitating surrogacy for commercial purposes.

According to a report by the Associated Press, developing countries have been popular for surrogacy because costs are much lower compared to the United States and Australia, where surrogate services could cost around $150,000.

Earlier this month, thirteen women from the Philippines were convicted on human trafficking-related charges for acting as surrogates in Cambodia for a ring selling babies to foreigners for cash.

The women were each sentenced to four years in prison after being found guilty of selling, buying or exchanging a person for cross-border transfer, the Kandal Provincial Court said on December 2, 2024.

According to the verdict, two of the four years in prison were suspended, meaning they won’t have to be served unless they’re found guilty of another crime.

The women are held at a police hospital outside Phnom Penh, the Cambodian capital, and authorities have previously said they would not have to serve prison time until after giving birth.

The women can appeal the verdict, said court spokesperson So Sarin. He refused to comment on how many were still pregnant, or what would happen to the babies after they have given birth.

Huge and Rare Mekong Catfish Spotted in Cambodia, Raising Conservation Hopes

HANOI, Vietnam (AP) — Six critically endangered Mekong giant catfish — one of the largest and rarest freshwater fish in the world — were caught and released recently in Cambodia, reviving hopes for the survival of the species.

The underwater giants can grow up to 10 feet (3 meters) long and weigh up to 300 kilograms (661 pounds), or as heavy as a grand piano. They now are only found in Southeast Asia’s Mekong River but in the past inhabited the length of the 4,900-kilometer (3,044 mile)-long river, all the way from its outlet in Vietnam to its northern reaches in China’s Yunnan province.

The species’ population has plummeted by 80% in recent decades due to rising pressures from overfishing, dams that block the migratory path the fish follow to spawn and other disruptions.

Few of the millions of people who depend on the Mekong for their livelihoods have ever seen a giant catfish. To find six of the giants, which were caught and released within 5 days, is unprecedented.

The first two were on the Tonle Sap river, a tributary of the Mekong not far from Cambodian capital Phnom Penh. They were given identification tags and released. On Tuesday, fishermen caught four more giant catfish including two longer than 2 meters (6.5 feet) that weighed 120 kilograms and 131 kilograms (264 pounds and 288 pounds), respectively. The captured fish were apparently migrating from their floodplain habitats near Cambodia’s Tonle Sap Lake northward along the Mekong River, likely to spawning grounds in northern Cambodia, Laos or Thailand.

“It’s a hopeful sign that the species is not in imminent, like in the next few years, risk of extinction, which gives conservation activities time to be implemented and to continue to bend the curve away from decline and toward recovery,” said Dr. Zeb Hogan, a University of Nevada Reno research biologist who leads the U.S. Agency for International Development-funded Wonders of the Mekong project.

Much is still unknown about the giant fish, but over the past two decades a joint conservation program by the Wonders of the Mekong and the Cambodian Fisheries Administration has caught, tagged and released around 100 of them, gaining insights into how the catfish migrate, where they live and the health of the species.

“This information is used to establish migration corridors and protect habitats to try to help these fish survive in the future,” said Hogan.

The Mekong giant catfish is woven into the region’s cultural fabric, depicted in 3,000-year-old cave paintings, revered in folklore and considered a symbol of the river, whose fisheries feed millions and are valued at $10 billion annually.

Local communities play a crucial role in conservation. Fishermen now know about the importance of reporting accidental catches of rare and endangered species to officials, enabling researchers to reach places where fish have been captured and measure and tag them before releasing them.

“Their cooperation is essential for our research and conservation efforts,” Heng Kong, director of Cambodia’s Inland Fisheries Research and Development Institute, said in a statement.

Apart from the Mekong giant catfish, the river is also home to other large fish including the salmon carp, which was thought to be extinct until it was spotted earlier this year, and the giant sting ray.

That four of these fish were caught and tagged in a single day is likely the “big fish story of the century for the Mekong”, said Brian Eyler, director of the Washington-based Stimson Center’s Southeast Asia Program. He said that seeing them confirms that the annual fish migration was still robust despite all the pressures facing the environment along the Mekong.

“Hopefully what happened this week will show the Mekong countries and the world that the Mekong’s mighty fish population is uniquely special and needs to be conserved,” he said.
