Spain Searches for Bodies After Flooding Claims At Least 158 Lives

BARRIO DE LA TORRE, Spain (AP) — Crews searched for bodies in stranded cars and sodden buildings Thursday as residents salvaged what they could from their ruined homes following monstrous flash floods in Spain that claimed at least 158 lives, with 155 deaths confirmed in the eastern Valencia region alone.

More horrors emerged Thursday from the debris and ubiquitous layers of mud left by the walls of water that produced Spain’s deadliest natural disaster in living memory. The damage recalled the aftermath of a tsunami, with survivors left to pick up the pieces as they mourn their loved ones.

Cars were piled on one another like fallen dominoes, uprooted trees, downed power lines and household items all mired in mud that covered streets in dozens of communities in Valencia, a region south of Barcelona on the Mediterranean coast.

An unknown number of people are still missing and more victims could be found.

“Unfortunately, there are dead people inside some vehicles,” Spain’s Transport Minister Óscar Puente said early Thursday before the death toll spiked from 95 on Wednesday night.

Rushing water turned narrow streets into death traps and spawned rivers that tore through homes and businesses, sweeping away cars, people and everything else in its path. The floods demolished bridges and left roads unrecognizable.

Luís Sánchez, a welder, said he saved several people who were trapped in their cars on the flooded V-31 highway south of Valencia city. The road rapidly became a floating graveyard strewn with hundreds of vehicles.

“I saw bodies floating past. I called out, but nothing,” Sánchez said. “The firefighters took the elderly first, when they could get in. I am from nearby so I tried to help and rescue people. People were crying all over, they were trapped.”

Regional authorities said late Wednesday that rescuers in helicopters saved some 70 people stranded on rooftops and in cars, but ground crews were far from done.

“Our priority is to find the victims and the missing so we can help end the suffering of their families,” Spanish Prime Minister Pedro Sánchez said after meeting with officials and emergency services in Valencia on Thursday, the first of three official days of mourning.

An ‘extraordinary’ deluge

Spain’s Mediterranean coast is used to autumn storms that can cause flooding, but this was the most powerful flash flood event in recent memory. Scientists link it to climate change, which is also behind increasingly high temperatures and droughts in Spain and the heating up of the Mediterranean Sea.

Human-caused climate change has doubled the likelihood of a storm like this week’s deluge in Valencia, according to a rapid but partial analysis Thursday by World Weather Attribution, comprising dozens of international scientists who study global warming’s role in extreme weather.

Spain has been suffering from an almost two-year drought, meaning that when the deluge happened late Tuesday and early Wednesday, the ground was so hard that it could not absorb the rain, leading to flash floods.

The violent weather event surprised regional government officials. Spain’s national weather service said it rained more in eight hours in the Valencian town of Chiva than it had in the preceding 20 months, calling the deluge “extraordinary.”

In Paiporta, a community of 25,000 next to Valencia city where mayor Maribel Albalat said Thursday that not fewer than 62 people had perished.

“(Paiporta) never has floods, we never have this kind of problem. And we found a lot of elderly people in the town center,” Albalat told national broadcaster RTVE. “There were also a lot of people who came to get their cars out of their garages … it was a real trap.’

Farms damaged

While the most suffering was inflicted on municipalities near the city of Valencia, the storms unleashed their fury over huge swaths of the south and eastern coast of the Iberian peninsula. Two fatalities were confirmed in the neighboring Castilla La Mancha region and one in southern Andalusia.

Greenhouses and farms across southern Spain, known as Europe’s garden for its exported produce, were also ruined by heavy rains and flooding. The storms spawned a freak tornado in Valencia and a hail storm that punched holes in cars in Andalusia. Homes were left without water as far southwest as Malaga in Andalusia.

Heavy rains continued Thursday farther north as the Spanish weather agency issued alerts for several counties in Castellón, in the eastern Valencia region, and for Tarragona in Catalonia, as well as southwest Cadiz.

“This storm front is still with us,” the prime minister said. “Stay home and heed the official recommendation and you will help save lives.”

The search goes on amid the destruction

Over 1,000 soldiers from Spain’s emergency rescue units joined regional and local emergency workers in the search for bodies and survivors.

“We are searching house by house,” Ángel Martínez, with a military emergency unit, told Spain’s national radio RNE from the town of Utiel, where at least six people died.

An Associated Press journalist saw rescuers remove seven body bags from an underground garage in Barrio de la Torre on Thursday.

Many residents in both towns had to walk long distances in sticky mud to find food and water. Many of their cars had been destroyed and the mud, destruction and debris left by the storm made some roads unpassable. Some pushed shopping carts along sodden streets while others carried their children to keep them out of the muck.

Valencia regional President Carlos Mazón on Thursday asked if Spain’s army could assist with distributing basic goods to the population.

The National Police arrest 39 people for looting on Wednesday. The Civil Guard deployed officers to stop further thefts from homes, cars and shopping malls.

Some 150,000 people in Valencia were without electricity on Wednesday, but roughly half had power by Thursday, Spanish news agency EFE reported. An unknown number did not have running water and were relying on whatever bottled water they could find.

The region remained partly isolated with several roads cut off and train lines interrupted, including the high-speed service to Madrid. Officials said it will take two to three weeks to repair that damaged line.

A man wept as he showed a reporter from national broadcaster RTVE the shell of what was once the ground floor of his home in Catarroja, south of Valencia. It looked as though a bomb had detonated inside, obliterating furniture and belongings, and stripping the paint off some walls.

BANGKOK — On the occasion of Halloween, AP News reported a collection of ghost stories from around the world to welcome the spooky season.

Stories of spiritual entities, paranormal activity and creepy cryptids are passed through generations the world over, becoming local legends that only sometimes reach across borders and cultures.

For example, China has the story of the corpse walkers, Mongolia has the death worm beneath the vast dunes of the Gobi Desert, while Britain has a storied oak staircase at The Talbot Hotel in Oundle with royal connections.

For Thailand, the most famous ghost is Mae Nak, or the Lady Nak of Phra Khanong. The tragic love story of Mae Nak, who was separated from her loved one due to her death during childbirth, has been adapted into many versions of films and dramas since 1936, with the latest being a 2024 drama version currently airing on Channel 3.

The young and pregnant Nak was waiting for her husband, Mak, to return from war at their home on the banks of the Phra Khanong canal. Nak and her baby died during childbirth, but when Mak came home, he found them waiting for him. With his unwavering love, Mak rejected warnings that Nak was a ghost until he saw her stretching her arm from the upper-floor porch to the ground to pick up a lime. He fled, and Nak, in grief and fury, began terrorizing the town.

In one variation of the story’s ending, Nak was stopped either by a shaman who captured her in a clay jar, or a powerful Buddhist monk who performed a rite to rest her spirit in peace.

The story has been reinterpreted into dozens of movies, with the critically acclaimed 1999 version becoming the first Thai movie to gross over 100 million baht — about $2.7 million at the time.

The shrine dedicated to Nak at Wat Mahabut, the temple where her body is believed to be buried, is famous for worshippers seeing their prayers about love and children being answered.

German Tourist’s Lucky Escape: Bystanders Catch Thief in Pattaya

PATTAYA — A German man was fortunate when a good Samaritan and a Pattaya journalist helped catch a transgender pickpocket who dropped the stolen wallet and tried to flee. The suspect later confessed to stealing to pay for rent.

Pattaya City Police investigated the incident after receiving a report at 6:30 a.m. on October 31 from Pratin Saengsuwardee, a 33-year-old motorcycle taxi driver, and a Pattaya journalist who had detained the suspect.

When officers arrived at the scene near Soi Pattaya 10 on Pattaya Second Road in Nongprue, Bang Lamung District, Chonburi Province, they found Mr. Phillipe, a 36-year-old German national, noticeably anxious while waiting at the scene.

Pratin recounted that while riding his motorcycle past the location, he witnessed Thawatchai hugging and attempting to pickpocket Mr. Phillipe’s pants pocket. The tourist noticed and struggled to recover his wallet, which fell to the ground. Thawatchai then fled into Soi Pattaya 10, but Pratin and the reporter who witnessed the incident managed to catch and detain the suspect.

Initially, Thawatchai denied the pickpocketing attempt, but after Mr. Phillipe identified him, he confessed this was his first time stealing and said he needed money for rent.
Mr. Phillipe checked his wallet and found all 4,000 baht intact. He decided not to press charges.

Police took the suspect to the Pattaya City Police investigation room to record his criminal profile before releasing him.

Thai Artist Blends Coffee and Watercolors to International Acclaim

RATCHABURI — A Thai artist recently won first place in a watercolor painting competition among ASEAN artists held as part of a collaboration between Thailand and China. The award-winning work, which used “coffee” as a painting medium, was presented by Thotsaphon Chandrasuk, a 61-year-old former art teacher at Photharam Technical College in Ratchaburi.

His award-winning artwork depicts the serene and lush cityscape of Xiamen in Fujian Province, China. Although his original painting now remains with the committee in China, he has kept a photograph as a memento.

Thotsaphon had previously taken part in a worldwide watercolor competition organized by the International Watercolor Society (IWS) in Kosovo and won first place. The prize-winning painting, which shows an elderly man smoking a pipe, was also painted using coffee as the main medium.

Thotsaphon said that after his retirement, he turned to art, painting portraits, landscapes and cultural icons such as Ganesha and the deity Vessavana with watercolors and coffee, a technique that gives his works a unique depth and texture.

He describes the process as both meditative and enjoyable. He often sips his coffee while painting to enhance the emotional depth of the art through the sensory experience.

“Each painting tells a story,” he said, “bringing the subjects to life with a technique that is more sophisticated than watercolor.”

Thotsaphon’s passion for using coffee as a painting medium dates back to his professional training, where he learned the basics of natural pigments from materials such as wood bark, flowers and coffee. His renewed focus on coffee as a medium began during a trip to the countryside when he forgot his paints and improvised with coffee, reigniting his love for this unique medium.

As a member of the International Watercolor Society (IWS) in Thailand, Thotsaphon took part in the competition in Kosovo, initially with the aim of introducing his coffee-based artwork to a wider audience.

His work was awarded first prize out of 585 entries from over 300 countries. The subject of the painting, an elderly man smoking a pipe, enveloped in a warm, smoky atmosphere, demonstrates Thotsaphon’s skill in creating an atmospheric depth that embodies a delicate balance of light and shadow, breathing life into the figure.

Among the visitors was Kunlalee Noppomrobdi, a deputy for the 1st district of Ratchaburi, who praised the province’s rich artistic heritage. She compared coffee painting to the traditional pottery of the region and expressed the hope that this art could be included in future cultural events. Thai Treasury To Present Economic Stimulus and New Year Gift Measures

BANGKOK — The Treasury will present economic stimulus and New Year gift measures to Prime Minister Paetongtarn Shinawatra on November 4, hoping monetary policy will help boost the economy after fiscal policy has reached its limitations.

Pornchai Thiraveja, Director of the Fiscal Policy Office and Ministry of Finance spokesperson, announced that on November 4, Prime Minister Paetongtarn Shinawatra will meet with Ministry of Finance executives to discuss policies. The Ministry will present economic stimulus measures to the PM.

Lavaron Sangsnit, Permanent Secretary of Finance, will propose economic measures for the remaining two months of 2024 and New Year’s gift measures for 2025 to be launched in December as gifts to the public.

After discussions with the Bank of Thailand (BOT), there is mutual understanding that the Ministry of Finance will reduce its aggressive fiscal policy role due to its impact on public debt and future fiscal burden management. The BOT will need to consider how monetary policy can support economic growth and promote private sector investment, as fiscal policy space is now limited.

To support economic growth beyond 3%, monetary tools must help at appropriate levels. According to the Bank of Thailand Act Section 28/7, the Monetary Policy Committee (MPC) is responsible for setting inflation targets while considering state policies and various stability factors.

Regarding fiscal policy, the medium-term fiscal plan sets decreasing budget deficits, with the 2025 fiscal year budget set at 3.752 trillion baht, a deficit of 4.5% of GDP. Current public debt is at 65-66% of GDP. This will be reviewed after the National Economic and Social Development Council reports Q3 economic conditions in November, for cabinet consideration. For 2026, the target deficit is set at 3.5% of GDP.

“The economic effects of monetary and fiscal policies have different speeds. Fiscal policy effects are faster but temporary, while monetary policy takes about 6-8 quarters to transmit through various tools to the economic system. For example, the October interest rate reduction is expected to take about 1.5 years to fully impact the economy, with effects gradually permeating the system and reaching full potential in Q1 2026,” said the Ministry spokesperson.

Regarding Thailand’s economic situation in September 2024, tourism and exports continued to expand. However, durable goods consumption and private investment haven’t fully recovered. The situation requires continued monitoring of both domestic and international economic factors affecting economic recovery, domestic consumer purchasing power, and industrial production volume.

Private consumption indicators showed signs of slowdown from the previous month, particularly in new car and motorcycle registrations in September 2024, which decreased by 25.7% and 15.5% year-over-year, and declined 9.1% and 1.4% respectively from the previous month after seasonal adjustment.

At Least 95 People Die in Devastating Flash Floods in Eastern Spain

BARCELONA, Spain (AP) — At least 95 people have died in eastern Spain after flash floods swept away cars, turned village streets into rivers and disrupted rail lines and highways in the worst natural disaster to hit the European nation in recent memory.

Emergency services in the eastern region of Valencia confirmed a death toll of 62 people on Wednesday. The central government office for Castilla La Mancha region added that an 88-year-old woman was found dead in the city of Cuenca.

Rainstorms on Tuesday caused flooding in a wide swath of southern and eastern Spain, stretching from Malaga to Valencia. Floods of mud-colored water tumbled vehicles down streets at high speeds, while pieces of wood swirled in the water with household items. Police and rescue services used helicopters to lift people from their homes and rubber boats to reach drivers trapped on the roofs of cars.

Spanish Prime Minister Pedro Sánchez said dozens of towns had been flooded and warned that the danger is not over.

“For those who are looking for their loved ones, all of Spain feels your pain,” Sánchez said in a televised address. “Our priority is to help you. We are putting all the resources necessary so that we can recover from this tragedy.”

Spain’s government later declared three days of mourning starting Thursday.

Authorities reported several missing people late Tuesday, but the following morning brought the shocking announcement of dozens found dead.

“Yesterday was the worst day of my life,” Ricardo Gabaldón, the mayor of Utiel, a town in Valencia, told national broadcaster RTVE. He said several people were still missing in his town.

“We were trapped like rats. Cars and trash containers were flowing down the streets. The water was rising to three meters,” he said.

Over 1,000 soldiers from Spain’s emergency response units were deployed to the devastated areas. Rescue services were also rushing eastwards from other parts of Spain. Spain’s central government set up a crisis committee to help coordinate rescue efforts.

One elderly couple was rescued from the upper story of their house by a military unit using a bulldozer, with three soldiers accompanying them in the huge shovel.

Television reports showed videos shot by panicked residents documenting waters flooding the ground floors of apartments, streams bursting their banks and bridges giving way.

Spain has experienced similar autumn storms in recent years. Nothing, however, compared to the devastation over the last two days, which recalls floods in Germany and Belgium in 2021 that saw 230 people killed.

The death toll will likely rise with other regions yet to report victims and search efforts continuing in areas with difficult access.

In the village of Letur in the neighboring Castilla La Mancha region, Mayor Sergio Marín Sánchez said six people were missing.

Spain is still recovering from a severe drought and continues to register record high temperatures in recent years. Scientists say increased episodes of extreme weather are likely linked to climate change.

The storms unleashed a freak hailstorm which punched holes in car windows and greenhouses as well as a rarely seen tornado.

Transport was also impacted. A high-speed train with nearly 300 people on board derailed near Malaga, although rail authorities said no one was hurt. High-speed train service between Valencia city and Madrid was interrupted, as were commuter lines.

Valencian regional President Carlos Mazón urged people to stay at home, with travel by road already difficult due to fallen trees and wrecked vehicles.

As the waters fell, thick layers of mud mixed with refuse made streets unrecognizable.

“The neighborhood is destroyed, all the cars are on top of each other, it’s literally smashed up,” Christian Viena, a bar owner in the Valencian village of Barrio de la Torre, said by phone. “Everything is a total wreck, everything is ready to be thrown away. The mud is almost 30 centimeters deep.”

Outside Viena’s bar, people were venturing out to see what they could salvage. Cars were piled up and the streets were filled with clumps of water-logged branches.

Relatives of the missing filled social media and local television and radio outlets with appeals to find their loved ones.

Leonardo Enrique told RTVE that his family had been searching for hours for his son, Leonardo Enrique Rivera, 40, who was driving a delivery van when it began to rain. His son had sent a message saying his van was flooding and that he had been hit by another vehicle when he was near Ribarroja, an industrial town which is one of the worst affected, Enrique said.

Located south of Barcelona down the Mediterranean coast, Valencia is a tourist destination known for its beaches, citrus orchards, and as the home of Spain’s paella rice dish.

Like some other areas of Spain, Valencia has gorges and small riverbeds that spend much of the year completely dry but quickly fill with water when it rains. Many of them pass through populated areas.

The rain had subsided in Valencia by late Wednesday morning as the storm headed north, prompting authorities in the Barcelona region to issue weather alerts.

BANGKOK — UNICEF, the Swedish Embassy, and Global Compact Network Thailand recently hosted a conference urging Thai authorities to extend paid parental leave policies. The initiative aims to support child development during crucial early years, when infant brains form up to 1,000 new connections per second.

Thailand currently trails regional neighbors like Vietnam, the Philippines, and China in parental leave benefits. Private sector mothers receive 98 days leave (only 45 days fully paid by employers), while public sector mothers get six months. Fathers get just 15 days in public sector and no paid leave in private sector – well below international standards.

Swedish Ambassador Anna Hammargren noted that 12 Swedish companies in Thailand have already committed to providing one month of parental leave, demonstrating the policy’s business benefits.

“Expanding paid parental leave in Thailand is not just a matter of employee benefits; it’s a strategic investment in the nation’s future, impacting child health, parental well-being, economic growth, gender equality, and overall social progress” said Thanyaporn Krichtitayawuth, Executive Director, UN Global Compact Network Thailand.

In addition to longer paid parental leave, UNICEF urges the Government and businesses to adopt a comprehensive and inclusive approach to family-friendly policies, aligned with the recent Marriage Equality Act and inclusive of adopted children.

Paid leave should be complemented by other measures such as breastfeeding support, flexible work arrangements, access to affordable and quality childcare, and child benefits or grants. All of these policies help children and families thrive, while also leading to substantial benefits such as much needed human capital development for businesses and society as a whole.

6 Thai Airports Begin Biometric Check-in Nov 1 for Domestic Passengers

SUVARNABHUMI — The Automated Biometric Identification System (ABIS) with facial recognition technology for passenger identification will be available for domestic passengers from November 1, 2024 and international passengers from December 1, 2024, in time for the Christmas and New Year holidays.

Mr. Keerati Kijmanawat, Chief Executive Officer of Airports of Thailand Public Company Limited (AOT), explained that the biometric system has been developed and tested to increase passenger convenience, speed up processes and reduce waiting times at key service points at six airports managed by AOT: Suvarnabhumi, Don Mueang, Chiang Mai, Mae Fah Luang, Phuket, and Hat Yai.

Passengers who wish to use the biometric system can register their identity at check-in in two ways:

  1. Check-in at airline counters: Passengers inform airline staff that they are registering their facial data using boarding pass scanners. The system stores facial recognition data and travel documents as tokens.
  2. Self-service kiosks: After checking in, passengers select their airline, scan the barcode on their boarding pass, insert their passport or ID card and complete the process by scanning their face. The system stores the same tokenized data.

Once registered, passengers can use the biometric system to check in their baggage, pass through security and board their flights without showing their passport or boarding pass. Consent to use biometric data is only valid for a single journey and the entire process takes just 1-2 minutes.

Keerati has provided air traffic data for fiscal year 2024 (October 2023 – September 2024) and reports 119.29 million passengers, an increase of 19.22 percent year-on-year. This includes 72.67 million international passengers, an increase of 34.82 percent, and 46.62 million domestic passengers, an increase of 1.01 percent. There were 732,690 flights, an increase of 14.5 percent. The top five passenger nationalities were China, India, South Korea, Russia and Japan.

For the winter flight schedule (2024-2025), 370,239 flights have been allocated to AOT airports, an increase of 22.1 percent compared to last winter. This includes 222,780 international flights (up 33.1 percent) and 147,459 domestic flights (up 8.5 percent).

AOT expects passenger numbers to increase by 23 percent, with the top five routes coming from China, Malaysia, India, Singapore and Hong Kong.

Looking ahead to fiscal year 2025 (October 2024 – September 2025), AOT forecasts 129.97 million passengers, a rise of 8.95 percent. This will include 78.61 million international passengers (up 8.17 percent) and 51.36 million domestic passengers (up 10.18 percent). AOT also expects 808,280 flights, a 10.32 percent increase, with 453,750 international flights (up 9.02 percent) and 354,530 domestic flights (up 12.02 percent).

At Suvarnabhumi Airport, 64.44 million passengers are expected, an increase of 7.4 percent, with 376,820 flights (up 8.69 percent). Meanwhile, Don Mueang Airport is expected to handle 33.2 million passengers (up 13.91 percent) with 223,200 flights (up 13 percent).

Deputy Transport Minister Monporn Charoensri emphasized the readiness of the Airports of Thailand and the Aeronautical Radio of Thailand (AEROTHAI) to support increased air traffic with the full opening of the third runway at Suvarnabhumi Airport. This expansion will allow Thailand to handle 94 flights per hour, up from 68 flights per hour previously.

In fiscal year 2024, the country is projected to handle 836,513 flights, a 16 percent increase from 2023. Suvarnabhumi Airport alone will see 348,980 flights, averaging 950 flights per day. The overall flight volume is approaching pre-pandemic levels and continues to rise, with a target of 1 million flights by 2025.
