Survey Shows Disaster-Prone Southeast Asia Is Also Best Prepared

BANGKOK (AP) — Southeast Asia is among the regions most prone to natural disasters, but a new analysis released Thursday shows its people also feel the best equipped to deal with them.

It seems logical that the countries in and around the Pacific Ring of Fire, vulnerable to earthquakes, typhoons, storm surges and other dangers, are also the best prepared, but the survey by Gallup for the Lloyd’s Register Foundation shows that’s not always the case in other regions.

“Frequent exposure to hazard isn’t the only factor that determines how prepared people feel,” Benedict Vigers, a research consultant with Gallup, told The Associated Press.

The report found the Association of Southeast Asian Nations has played a key role in disaster risk reduction, and Vigers said the region’s wider approach includes widespread and effective early-warning systems, scaled-up community approaches and regional cooperation, and good access to disaster finance.

“Southeast Asia’ success in feelings of disaster preparedness can be linked to its high exposure to disasters, its relatively high levels of resilience – from individual people to overall society, and the region’s approach to — and investment into — disaster risk management more broadly,” he said.

Forty percent of people surveyed in Southeast Asia said they had experienced a natural disaster in the past five years, while a similar number — 36% — in Southern Asia said the same. But 67% of Southeast Asians felt among the best prepared to protect their families and 62% had emergency plans, while Southern Asians felt less ready, with 49% and 29% respectively.

Respondents from North America, which is significantly less disaster-prone than Southeast Asia, said they only felt slightly less prepared, while those in Northern and Western Europe were in the middle of the pack.

The results from Southeast Asia, primarily made up of lower-middle-income countries, suggest wealth is not a deciding factor in disaster response and preparation, said Ed Morrow, senior campaigns manager for Lloyd’s Register Foundation, a British-based global safety charity.

Southeast Asia is “a region that clearly has much to teach the world in terms of preparing for disasters,” he said.

Globally, no country ranked higher than the Philippines for having experienced a natural disaster in the past five years, with 87% of respondents saying they had.

It was also among the top four countries where the highest proportion of households have a disaster plan. All were in Southeast Asia: the Philippines (84%), Vietnam (83%), Cambodia (82%) and Thailand (67%), followed by the United States (62%).

Those with the the lowest proportion were Egypt, Kosovo and Tunisia, all with 7%.

The data were drawn from the World Risk Poll, conducted every two years, with the main results from the 2023 survey published in June. Questions on disasters focused on natural hazards instead of conflicts or financial disasters, and excluded the coronavirus pandemic.

Surveys were conducted of people aged 15 and above in 142 countries and based on telephone or face-to-face conversations with approximately 1,000 or more respondents in each country with the exception of China, where some 2,200 people were contacted online.

Margin of error ranged from plus or minus 2.2 to 4.9 percentage points, for an overall 95% confidence level.

“It is our intention that this freely available data should be used by governments, regulators, businesses, NGOs and international bodies to inform and target policies and interventions that make people safer,” Morrow said.

Hong Kong Orchestra Competition Fosters New Gen Talent

HONG KONG — The Fourth International Conducting Competition for Chinese Music concluded on July 27, 2024, after a four-year hiatus due to the pandemic. Huang Wei-cheih, a master’s student at the Shanghai Conservatory of Music, emerged as the winner, also claiming the “Audience’s Favorite” and “Media’s Choice” awards.

Initiated by the Hong Kong Chinese Orchestra in 2011, this competition, originally triennial, saw its fourth edition delayed. The initial round in late 2019 drew 59 participants from diverse countries, including China, Hong Kong, Taiwan, Japan, Canada, France, the United States, Malaysia, Vietnam, and South Korea.

Huang expressed surprise and gratitude for his win, acknowledging the high caliber of his fellow contestants and the support from judges and orchestra members.

Yan Huichang, Artistic Director and Principal Conductor for Life of the Hong Kong Chinese Orchestra, explained the competition’s origins. He noted a shortage of talented Chinese music conductors a decade ago, which inspired the creation of this platform to discover and promote young conducting talent.

Zhao Jiping, renowned composer and former Chairman of the Chinese Musicians Association, hailed the competition as “a milestone in Chinese music development.”

Bian Zushan, co-head of the judging panel, highlighted the growing international interest in Chinese music, crediting the Chinese Orchestra’s efforts in promoting it globally.

Other notable winners included Feng Tianyou (second place), Guo Pan (third place and “Best Interpretation of Works of Hong Kong”), and Cui Yuanyuan (“Musicians’ Choice”).

This competition continues to play a crucial role in nurturing leadership talent in the Chinese music industry and promoting Chinese musical culture worldwide.

Mass Production Won’t Work for Thai Ceramics, Uniqueness is Crucial, Expert says

LAMPANG — There has been widely discussion online following Mr. Preecha Srimala, President of the Lampang Pottery Association, recently stated that the situation for Lampang ceramic manufacturers is worse than ever before due to Chinese products being delivered to customers at very low prices.

The main issue stems from online orders of  This has caused over 200 of the more than 300 medium and small ceramic factories to shut down.

On August 15, Adhipoom Kamthornvorarin, Honorary Chairman of Lampang Chamber of Commerce, shared a clip showing the production of Chinese rice bowls using machine. The video demonstrated how this production method differs from the Thai production style. He noted that this type of production has been in use for a long time.

He also posted his comment on the discussions about Lampang ceramics being severely affected by Chinese dumping, as Chinese-made Hahn brand bowls are being sold for 5 baht each. He pointed out that there are several inaccuracies in these details and provided the following clarifications on Lampang ceramics, especially Hahn brand bowls, and the current problems:

1. The original design of the rooster did not originate in Lampang, but was brought from China by Chinese immigrants who settled in Lampang. They started making these bowls in Lampang because of the availability of kaolin, a clay that enabled ceramic production similar to that in China.

2. Traditionally, both the Chinese and Lampang Hahn bowls were hand-painted. Nowadays, however, Chinese manufacturers use ceramic decals instead of hand painting, resulting in identical Hahn motifs on each bowl. In contrast, the Lampang Hahn brand bowls are still hand-painted, making each bowl unique.

3. The idea that Chinese bowls with rooster motifs are sold for 5 baht is a misconception. The bowls sold for 5 baht are often defective pieces that are sold cheaply and have no special design. If the defects are minimal, the price is higher. Advertising 5 baht bowls is primarily a tactic to attract customers, not a serious selling price.

 

4. I have been involved with Lampang ceramics for almost 30 years and have observed the constant changes and problems. The more Lampang pottery is sold, the cheaper it becomes and the poorer the quality. There are two main reasons for this: raw material and production costs in Thailand cannot compete with those in China and the Lampang producers compete with each other, both in terms of pricing and cost reduction, despite the high production costs in Thailand.

5. There are concerns that some Chinese products may contain harmful substances due to the use of low temperature decals, but this does not apply to all items and requires product testing.

6. From January to May 2024, over 3,000 tons of ceramics were imported from China at an average price of 8.96 baht per kilogram (see table opposite). Note: The quoted price of 8.96 baht per kilogram is the import price, but the actual price is likely to be higher.

7. “What comes by road cannot compete with what comes over the mountains and forests.” This means that more Chinese ceramics are imported than is officially recorded. It is estimated that actual imports could be 2-3 times higher than declared, suggesting that Chinese ceramics are flooding the market and providing stiff competition to domestic producers.

However, he advised that Thai producers need to create products with specific characteristics and fill niche markets in China.

He suggested that it would be impossible to penetrate the Chinese market with mass-produced items. However, if Lampang ceramics were to participate in the “Jingdezhen Ceramic Fair,” in Jiangxi, China, it could be possible, but the products would need to be truly distinct from the common offerings. They should have special features that are very difficult to imitate, such as unique Thai characteristics or designs related to Thai culture.

“We need to find gaps between the elephant’s footprints,” he said. “We won’t get stepped on because these are tiny spaces that we can fit into. In fact, some Lampang ceramic factories, like Wuttichai Ceramic, have the potential to develop into a soft power for Thailand. I really would like people to see the products from this factory.”

PM Srettha’s Removal After MFP Dissolution Highlights Need for New Constitution

BANGKOK — The People’s Party, formerly known as the Move Forward Party that was dissolved last week, made a statement through party-list MP Parit Wacharasindhu at the Parliament building regarding the Constitutional Court’s ruling to remove Prime Minister Srettha Thavisin from office.

The People’s Party expressed concern and disagreement with today’s events on August 14.

‘While the People’s Party affirms that those holding political positions should have ethics and integrity, ethics is a matter that can be interpreted differently by different people. Therefore, ethics should be a matter of political responsibility decided by the people,’ he said.

The People’s Party disagrees with the 2017 Constitution giving the Constitutional Court and independent organizations the monopoly to interpret ethical standards at their own discretion, risking being used as a tool to remove elected political office holders, as in the case of Prime Minister Srettha Thavisin today.

Srettha himself stated that he respected the court’s ruling, but regretted being branded as a Prime Minister lacking in ethics. ‘That’s not who I am,’ he said.

Parit continued that the People’s Party believes today’s events will make all sectors of society more clearly see the urgent need to draft a new constitution, review the scope of powers of the Constitutional Court and independent organizations, and determine that ethical standards should be a matter of political responsibility. The People’s Party MPs will continue to work as members of the House of Representatives to push for changes beneficial to the people.

When asked about today’s ruling compared to the ruling to dissolve the Move Forward Party on August 7, Parit stated that although the two events are different cases, they further raise societal questions about the necessity to review the powers of the Constitutional Court.

He questioned how to make the Constitutional Court and independent organizations have appropriate powers, how to have a process for appointing Constitutional Court judges and independent organization officials that is more connected to the people, and how to have rules for checks and balances. This requires further constitutional amendments.

He hoped that the drafting of a new constitution would come from a Constitution Drafting Assembly elected by the people.

Piyabutr Saengkanokkul, Secretary-General of the Progressive Movement, posted a message saying: At this time, Thailand has neither a Prime Minister nor an Opposition Leader. In a normal situation, this would be the time for the Prime Minister to dissolve parliament and wait for new elections. But the abnormal condition that allows this to happen is a coup.

‘We must not forget that General Prayuth Chan-o-cha’s name is still on the list of Prime Minister nominees for the United Thai Nation Party. If political parties in the House of Representatives ‘collude’ to nominate and vote for General Prayuth to become Prime Minister, with him resigning from the Privy Council, it would be no different from a Constitutional Coup.

Thai PM Srettha Ousted, Saddened by Charter Court’s Ethics Ruling

BANGKOK — Srettha Thavisin was unable to complete one year as Prime Minister when the Constitutional Court ruled 5:4 to terminate his premiership, following a severe ethical violation.

The case involved appointing Pichit Chuenbaan as a Minister in the Prime Minister’s Office, despite knowing he was disqualified. Pichit had been charged in the past for attempted bribery of a court official. This action demonstrated a lack of integrity, which is a required qualification for the position.

Srettha later stated that he respects the court’s ruling, but regretted being branded as a Prime Minister lacking in ethics. ‘That’s not who I am,’ he said.

“Throughout my time working in this position, I did my best. I had no conflicts with anyone,” said Srettha, who held the position of 30th Prime Minister for 358 days.

He revealed that First Deputy Prime Minister Phumtham Wechayachai is trying to find a flight back from Kazakhstan. If necessary, there’s also the Second Deputy Prime Minister, Suriya Juangroongruangkit. He also stated that from now on, whether it’s the Digital Wallet project, the Land Bridge, or Soft Power, the work will be the responsibility of the acting Prime Minister or the new Prime Minister.

“I’ll say frankly that there’s no hidden meaning here. I accept the parliamentary process. I no longer wish to comment on politics. I can’t leave a message for the new Prime Minister because I shouldn’t pressure the next Prime Minister. I think all those on the list of Prime Minister candidates have their own strengths, notable points, and weaknesses. As for myself, I would like to help the country in other roles,” he said.

From this point forward, the House of Representatives will convene to vote on approving a new Prime Minister candidate. Those who are in the current government coalition include: Paetongtarn Shinawatra from the Pheu Thai Party, Chaikasem Nitisiri from the Pheu Thai Party, Anutin Charnvirakul from the Bhumjaithai Party, General Prawit Wongsuwan from the Palang Pracharath Party, and Pirapan Salirathavibhaga from the United Thai Nation Party.

As for General Prayuth Chan-o-cha, although he is also a candidate of the United Thai Nation Party, he currently holds the position of Privy Councillor.

Timeline of the Case

On April 28, 2024 PM Srettha appointed Pichit Chuenban as Minister to the Prime Minister’s Office in the cabinet reshuffle.

On May 15, 40 senators appointed by the military government jointly petitioned the Constitutional Court to rule on the termination of Srettha’s and Pichit’s positions.

On May 21, Pichit submitted his resignation as Minister to the Prime Minister’s Office, citing the reason as not wanting to affect the Prime Minister’s administration that needs to move forward continuously.

On May 23, the Constitutional Court voted 6 to 3 to accept the petition from the 40 senators for consideration regarding Srettha’s premiership. However, he was not required to suspend his duties and was given 15 days to submit a clarification to the court. As for Pichit’s case, since he had already resigned, the court ordered not to accept the petition.

Two days later, former PM Thaksin Shinawatra criticized the movement of the 40 senators, suggesting it was backed by the “Baan Pa person,” which people understood to refer to Gen. Prawit Wongsuwan, owner of the Baan Pa Roi Tor Foundation. However, PM Srettha said in an interview that there should be no implication of Gen. Prawit because the Palang Pracharath Party is part of the government coalition.

On May 30, PM Srettha signed an order appointing Wissanu Krea-ngam, an important legal expert for many prime ministers, as chief government legal advisor on law and bureaucratic regulations. He then submitted additional evidence to the Constitutional Court on July 4. The court considered the case again on July 24 and scheduled the ruling for 3:00 p.m. on August 14.

On August 14, the Constitutional Court ruled 5 versus 4 that PM Srettha was dishonest in having appointed Pichit as PM Office Minister despite Pichit having been charged in the past for attempted bribery of a court official.

The Court stated that the appointment of Mr. Pichit demonstrates prioritizing personal interests over public interests.

The Associated Press, a U.S. news agency, reports that Thailand’s courts, especially the Constitutional Court, are considered a bulwark of the country’s royalist establishment. This establishment has used the courts and nominally independent state agencies, such as the Election Commission, to issue rulings that cripple or sink political opponents.

Srettha became prime minister in August last year, despite his Pheu Thai party finishing second in the general election. After Move Forward was denied power by the Senate whose term ended in May, Pheu Thai — then the biggest partner of Move Forward — excluded it from the coalition and joined hands with parties affiliated with the previous military-controlled government to gather enough support from other parties and the Senate to approve a new prime minister.

The Constitutional Court last week ordered the dissolution of the progressive Move Forward Party — which won the most seats in the 2023 election but failed to take power — over an accusation that the party violated the constitution by proposing an amendment to a law against defaming the country’s royal family. The party has already regrouped as the People’s Party.

Thailand Gains New Waterway Route for Fruit Exports to China

BANGKOK — Guanlei Port, the first designated fruit import inspection site along the water transport route in Yunnan Province, has opened a new waterway channel for importing fruits from South and Southeast Asian countries into China.

On August 14, the Commercial Attaché at the Office of Commercial Affairs in Kunming reported that on August 5, Guanlei Port officially inaugurated its designated fruit import inspection site.

This route is a shipping lane from Chiang Saen Port to Guanlei Port, which will serve as a new trade route directly connecting Chiang Rai to Kunming. It adds a channel for exporting fruits to China, helping to distribute produce during peak harvest seasons, benefiting Thai agricultural products.

This additional export channel results from discussions led by Phumtham Wechayachai, Deputy Prime Minister and Minister of Commerce, with Mr. Wang Yubo, Deputy Secretary of the Chinese Communist Party in Yunnan Province, Governor of Yunnan Province, and Secretary of the Chinese Communist Party of Yunnan Provincial Government, along with local government agencies in April. They discussed expanding trade cooperation with China, addressing fruit and agricultural export issues from Thailand, and negotiating to open this new trade route.

On May 24, 2024, Guanlei Port received approval for its designated fruit import inspection site from China’s National Customs Administration, passing the inspection on July 29.

Mr. Ma Jun, Deputy Director-General of Yunnan’s Department of Commerce and Director of Yunnan’s Port Management Office, presided over the official opening of the designated fruit import inspection site at Guanlei Port. The first batch of imported fruit has already cleared customs inspection and procedures.

The inaugural shipment was Thai durian imported by Xishuangbanna Jinggu Agricultural Development Co., Ltd., consisting of one container weighing 16.8 tons. This marks the first international fruit import through Guanlei Port, transported from Chiang Saen Port and arriving at Guanlei Port on August 5, 2024, at 12:30 PM (China time), with a transit time of one and a half days.

China Daily reports that in recent days, several companies have applied for fruit quarantine inspections, including durian, mangosteen, watermelon, and bananas, totaling about 20,000 tons. It’s projected that fruit imports through Guanlei Port will reach 150,000 tons in 2025 and increase to 300,000 tons by 2030.

Yunnan Province borders three ASEAN countries: Vietnam, Laos, and Myanmar, and is closest to Thailand. It serves as a distribution center for Thai goods to various northern and eastern Chinese provinces, acting as a gateway and logistics hub with transport links to Thailand via land, water, and air.

“Previously, most Thai fruit imports into Yunnan Province came through Mohan Border Crossing. The opening of operations at Guanlei Port will greatly expand channels and add a new transport route for Thai fruit imports into China,” said the Commercial Attaché.

Japan PM Kishida Announces Not To Run in LDP Leadership Race

TOKYO — Japanese Prime Minister Fumio Kishida said Wednesday he will not run in the ruling Liberal Democratic Party’s presidential election next month and pledged to take responsibility for a political fundraising scandal.

At a press conference at the prime minister’s office, Kishida said his decision not to join the race, a decision that will lead to him stepping down as premier, is “the first step to show that the LDP will change.”

Kishida has been under scrutiny within the party for his handling of a political fundraising scandal involving some of its factions.

The approval ratings for Kishida’s Cabinet, launched in October 2021, have plunged to the 20 percent range in the wake of the scandal.

Despite his unpopularity, Kishida had been keen to secure reelection in the leadership race. But calls have been growing within the LDP for him to resign amid fears over how the LDP would fare in the next general election under his leadership, political pundits said.

So far, former Defense Minister Shigeru Ishiba, who is popular with the public, has expressed his intention to run in the LDP presidential election. Ishiba previously served as LDP secretary general, the No. 2 figure within the ruling party.

Digital Minister Taro Kono, a reform-minded maverick and social media-savvy lawmaker, has informed LDP Vice President Taro Aso, a former prime minister, that he intends to run in the race, according to a source familiar with the matter.

LDP Secretary General Toshimitu Motegi, Economic Security Minister Sanae Takaichi, former Environment Minister Shinjiro Koizumi and former Economic Security Minister Takayuki Kobayashi are also among those who may join the race.

Associated Press reports that Local election losses earlier in the year eroded Kishida’s clout, and LDP lawmakers have voiced the need for a fresh face ahead of the next general election.

Since the corruption scandal broke, Kishida has removed a number of Cabinet ministers and others from party executive posts, dissolved party factions that were criticized as the source of money-for-favor politics, and passed a law tightening political funds control law. But support for his government has dwindled.

The scandal centers on unreported political funds raised through tickets sold for party events. It involved more than 80 LDP lawmakers, mostly belonging to a major party faction previously led by assassinated former Prime Minister Shinzo Abe. Ten people — lawmakers and their aides — were indicted in January.
