Overstayed Visa Leads to Downfall of Korean Drug Smuggler in Pattaya

Thai immigration police officers arrest Choi Jin Tae, 40, in Pattaya on July 31. South Korean authorities had described him as a high-priority target.

PATTAYA — Following a tip from the Office of Narcotics Control Board (ONCB) about a Korean national involved in drug-related activities hiding in Pattaya, Police Colonel Naphatphong Khositsuriyanamani, Superintendent of Chonburi Immigration, ordered his investigative team to locate and arrest the suspect.

The suspect was identified as Choi Jin Tae, 40, whom South Korean authorities described as a high-priority target. Immigration officials discovered he had overstayed his visa in Thailand and planned to arrest him on this charge.

On July 31, undercover police spotted Choi near a Korean restaurant on Pattaya 3 Road. He was arrested for overstaying his visa by 286 days and then questioned about drug-related activities.

Choi confessed to being the deputy leader of a drug gang, responsible for sourcing drugs in Thailand and sending them to Korea. He admitted to smuggling ketamine about four times previously.

Choi Jin Tae is arrested in Pattaya for overstaying his visa by 286 days.

Information from South Korean police indicated that Choi used women to smuggle drugs from Thailand to Korea by concealing them on their bodies. These women were caught at airports in South Korea and implicated Choi as the mastermind.

The value of the drugs, if successfully sold in Korea, would be significantly higher: ice (methamphetamine) at 13 million baht (about $370,000) per kilogram, and ketamine at 5,200,000 baht (about $140,000) per kilogram.

Of the four smuggling attempts this year (2024), all couriers were caught at Incheon Airport and testified that Choi was behind the operations:

  1. May 31: One suspect arrested with 500 grams of ketamine, received at a hotel in Pattaya.
  2. June 10: Two suspects arrested with 500 grams of ketamine, also received in Pattaya.
  3. July 17: One suspect arrested with 1.1 kg of Crystal meth (methamphetamine), received in Pattaya.
  4. July 19: One suspect arrested with 1.25 kg of Crystal meth, received in Pattaya and Samut Prakan.

Initially, Choi is being charged with overstaying his visa. The Korean embassy will be contacted to take him into custody for further legal proceedings. Thai police will continue investigating to identify Choi’s drug source and make additional arrests.

Digital Wallet Moves Forward; MFP Faces Potential Dissolution

digital wallet

BANGKOK — Key political events in the first week of August include the launch of the government’s digital wallet project on August 1, followed by the court’s decision on whether to dissolve the Move Forward Party over its campaign to amend Section 112, which allegedly seeks to undermine the democratic system with the king as head of state.

The digital wallet project seems to be moving forward, while the fate of the Move Forward Party, to be decided on August 4, remains uncertain.

On July 31, the House of Representatives voted in favor of the draft supplementary budget for the 2024 financial year, amounting to 122 billion baht (approximately 3.4 billion US dollars), in the third reading with 292 votes in favor, 161 against, one abstention, and one vote invalid.

Chulphan Amornwiwat, Deputy Minister of Finance and Vice Chairman of the Supplementary Budget Committee, thanked MPs for their approval and confirmed that this budget will be a crucial tool to advance the government’s urgent measures to boost the economy, improve the quality of life and create jobs for the public and corporate sectors.

digital2 vote
The House of Representatives voted in favor of the draft supplementary budget for the 2024 financial year, amounting to 122 billion baht (approximately 3.4 billion US dollars).

The Government has considered all comments, suggestions and concerns and will take them into account in improving processes and ensuring transparent and effective budget spending to achieve the best results.

The Department for Digital Economy and Society has reported that while monitoring social media it has identified suspicious activity related to online crime, such as the creation of Facebook groups or fan pages falsely purporting to provide information about the Digital Wallet project using anonymous accounts to evade scrutiny, the sharing and dissemination of fake news links related to the project and the posting of fraudulent messages offering help with project registration.

The government warns the public not to fall for scammers pretending to help with project registration. It emphasizes that those who have a smartphone and are interested in participating must register exclusively through the “Tang Rat” app and can call 1111 for information 24 hours a day.

Registration for the 10,000 baht in this project begins on 1 August at 8:00 a.m. and runs until 15 September 2024. The government recommends downloading the “Tang Rat” app directly from the App Store for iOS or Google Play for Android.

For those who do not own a smartphone, the government has set up walk-in centers for information and registration at 1,722 digital community centers, 1,200 post offices (excluding private postal services), 1,047 branches of the State Savings Bank and 1,238 branches of the Bank for Agriculture and Agricultural Cooperatives (BAAC), a total of 5,207 service points nationwide.

While the project seems to be taking concrete steps, there is public expectation and skepticism about its feasibility and criticism from the opposition, which doubts the economic impact.

Sirikan Tansakul, Deputy Party Leader of the Move Forward Party who serves as shadow finance minister, argued in the recent meeting that the government should not take on more debt.

She argued that the country’s fiscal position is close to the limit and that despite the numerical manipulation of the national debt, interest payments cannot fool anyone. The budget for interest payments for 2023-2024 is already insufficient, and for 2026, the projected interest alone amounts to 370 billion baht, or 12 percent of government revenue, rising to nearly 500 billion baht by 2028.

“We don’t have to do anything else, because all the revenue and taxes we collect are used for interest payments. Including the capital, they will rise to 20 percent and bind us for the future,” she said.

Sirikan is expected to become the new party leader when the Move Forward Party is dissolved by the Constitutional Court and its executive members are barred from running for 10 years on August 7.

She said that she is ready to become the party leader if the party is dissolved, and she believes it would be a new dimension in politics for a woman to be a party leader alongside Ms. Paetongtarn Shinawatra, the leader of the Pheu Thai Party.

Prior to the verdict, the Move Forward Party solicited public support by posting at least two “Citizen Verdict” clips on social media highlighting the party’s political work to transform the country. On 2 August, Chaitawat Tulathon, the party chairman, and Pita Limjaroenrat, the party chairman’s senior adviser, will make a final public statement on the case.

The Move Forward Party has released at least two “Citizen Verdict” VDO clips on social media highlighting the party’s political work to transform the country.

The Constitutional Court has also announced measures to maintain security and order around the court on August 7 from 00:01 to 23:59 and on August 14 when it will rule on the status of Srettha Thavisin as prime minister in relation to the appointment of Pichit Chuenban, whose qualifications are disputed.

Both cases add to the political tensions in Thailand. Nevertheless, there is no movement against the digital wallet project, unlike the fierce opposition to rice pledging and the 2 trillion baht infrastructure project during the Yingluck government, which culminated in the 2014 coup.

Rescuers Search Through Mud and Debris As Deaths Rise to 151 in Southern India’s Landslides

NEW DELHI (AP) — Hundreds of rescue workers searched through mud and debris Wednesday from multiple landslides that have killed at least 151 people in southern India, police said.

The multiple landslides occurred after torrential rains triggered torrents of mud and water that swept through tea estates and villages.

Another 186 people were injured by the landslides that hit hilly areas in Kerala state’s Wayanad district early Tuesday, flattening houses, uprooting trees and destroying bridges, said police officer Aijaz, who uses one name.

P.M Manoj, a spokesman for the state’s top elected official, said that 187 people were unaccounted for. Seventy-seven bodies have been identified so far and mostly handed to their relatives, he added,

More than a dozen bodies were found overnight, Aijaz said, as over 300 rescuers worked to pull out people stuck under mud and debris, but blocked roads and unstable terrain hampered their efforts.

The first landslide occurred at 2 a.m. on Tuesday, followed by another two hours later. Several areas, including Meppadi, Mundakkai and Chooralmala, were isolated, and roads were washed away causing immense damage to homes, said Kerala’s top elected official, Pinarayi Vijayan.

“Efforts to locate missing persons continue with all available resources,” their statement said.

Mundakka is in an area highly prone to disasters. However, the gushing soil, gravel, and rock reached the town of Chooralmala, 6 kilometers (3.7 miles) away.

Manoj said more than 8,300 people have been moved to 82 government-run relief camps. The government is ensuring food delivery and essential items to the relief camps.

Authorities sent vehicles carrying 20,000 liters of drinking water to the disaster area. Temporary hospitals are being set up, the statement said on Tuesday night.

The Press Trust of India news agency said more than 300 houses were destroyed in Mundakkai and Chooralmala areas.

Local media reported that most of the victims were tea estate workers. Television footage showed rescue workers making their way through mud and uprooted trees to reach those who had been stranded. Vehicles swept off the roads were seen stuck in a swollen river. Local TV news channels also aired phone calls from stranded people asking for help.

Authorities mobilized helicopters to help with rescue efforts and the Indian army was roped in to build a temporary bridge.

“We are trying every way to rescue our people,” state Health Minister Veena George said.

In a post on social media platform X, Indian Prime Minister Narendra Modi said he was “distressed by the landslides in parts of Wayanad,” a hilly district which is part of the Western Ghats mountain range.

“My thoughts are with all those who have lost their loved ones and prayers with those injured,” Modi wrote. He announced compensation of 200,000 rupees ($2,388) to the victims’ families.

India’s weather department has put Kerala on alert as the state has been lashed by incessant rains. Downpours have disrupted life for many, and authorities closed schools in some parts Tuesday.

Kerala, one of India’s most popular tourist destinations, is prone to heavy rains, flooding and landslides. Nearly 500 people were killed in the state in 2018 in one of the worst floods.

The Indian Meteorological Department said the state has had heavy rainfall over its northern and central regions, with Wayanad district recording up to 28 centimeters (11 inches) of rain on Monday and Tuesday.

“Monsoon patterns are increasingly erratic and the quantum of rainfall that we receive in a short spell of time has increased. As a result, we see frequent instances of landslides and floods along the Western Ghats,” said Roxy Mathew Koll, a climate scientist at the Pune-based Indian Institute of Tropical Meteorology.

Koll also said authorities must check on rapid construction activities happening over landslide areas.

Wage Crisis Hits Thousands of Thai and Vietnamese Workers in Chonburi

workers
Groups of Thai and Vietnamese workers from three subcontractor companies gathered along Sukhumvit Road in Sriracha, Chonburi, to protest as they had not received their wages as scheduled on July 31, 2024.

CHONBURI — Over 8,000 Thai and Vietnamese workers are affected by subcontract companies that have been unable to pay their wages due to liquidity problems. Many endure the situation in the hope of being paid back wages, while some borrow money from illegal moneylenders to support their families.

Groups of Thai and Vietnamese workers from three subcontractors of a clean energy company have gathered in front of Thaioil Refinery Plant, along Sukhumvit Road in Sriracha, Chonburi, to protest as they have not received their wages as scheduled.

Mr. Pranomphorn, an employee of a Samsung subcontractor, said he was originally from Sakon Nakhon and had come to Chonburi to work, but had not been paid for two months. His Vietnamese colleagues have not been paid for six months. The situation has hit them hard as they have to support their families. He had to call his parents and ask for money because he thought the company would pay.

The problems with wage payments began in March of this year, and since then payments have been irregular. The workers have persevered due to financial obligations and in the hope of receiving back pay.

worker protest chonburi2
Groups of Thai and Vietnamese workers from three subcontractor companies gathered along Sukhumvit Road in Sriracha, Chonburi, to protest as they had not received their wages as scheduled on July 31, 2024.

Recently, the company stopped payments altogether. When they asked, the answer was that there were no funds available. This led to the protests as they are demanding the wages they are owed. They have done the work, so they should be paid, especially as the company is large and reputable. They are calling on all relevant authorities to help them.

Ms. Chitlada Mornthong, an employee of another subcontractor, explained that the company has owed her wages for two months. Payments have been delayed since April and when asked, the company claimed it had no funds.

The last unpaid wages are for June and July. The great hardship caused her to demand her rights and wages, which are crucial to her monthly expenses, including rent, utilities and childcare. She has had to pawn gold to cover her expenses while she waits for back wages. She plans to keep protesting until she gets her money.

Ms. Daranee Thammanu, 27, another employee of a subcontractor, said she has been working for 2-3 years and has not been paid for two months, even though she earns 450 baht a day. The reason for her protest is extreme hardship as she cannot pay her monthly rent of 2,500 baht, utilities and food.

“My child is sick and I have no money for medical bills or household expenses. It’s heartbreaking to work and not get paid. Recently I had to borrow money from illegal lenders at 20% interest, which is expensive, but I had no choice. I hope the employer has compassion for the struggling workers,” she said.

worker protest chonburi3
Groups of Thai and Vietnamese workers from three subcontractor companies gathered along Sukhumvit Road in Sriracha, Chonburi, to protest as they had not received their wages as scheduled on July 31, 2024.

Mr. Prasit Patankaro, Welfare and Labor Protection Officer of Chonburi Province, pointed out that in cases of unpaid wages or wrongful dismissal without fault, a TR 7 complaint is filed with the relevant province to resolve the problem, which is then investigated and action is taken.

If the officials decide that the employer must pay and the employer disagrees, it can appeal to the labor court. If the employer accepts the order but does not pay, the labor inspectors will take criminal action, and the employees can file a civil suit for judicially enforced payment. This process can be lengthy and undesirable. Affected workers can sign complaints at the office to assert their rights.

On July 29, the Kasikorn Research Center published a report predicting an increase in industrial plant closures in Thailand, with Chonburi seeing the most closures in the first half of 2024 with a total of 118 factories. This is followed by Samut Prakan with 45, Bangkok with 44, Pathum Thani with 36 and Ayutthaya with 28. Most closures are in the stone crushing and grinding, mining, food and beverage, primary rubber production/rubber products, metal and steel and metal sectors.

The sectors with the most layoffs are wood processing/paper products, electrical appliances and equipment, textiles and garments, primary rubber and plastics, and steeland metal.

Hamas Leader Ismail Haniyeh Is Killed in Iran by An Alleged Israeli Strike

Palestinian Hamas chief Ismail Haniyeh, center, flashes a victory sign as he is surrounded by a group of Iranian lawmakers after the conclusion of the swearing-in ceremony of newly-elected Iranian President Masoud Pezeshkian at the parliament in Tehran, Iran, Tuesday, 30, 2024. (AP Photo/Vahid Salemi)

BEIRUT (AP) — Hamas leader Ismail Haniyeh was killed by an airstrike in the Iranian capital, Iran and the militant group said early Wednesday, blaming Israel for a shock assassination that risks escalating the conflict even as the U.S. and other nations were scrambling to prevent an all-out regional war.

There was no immediate comment from Israel, which has vowed to kill Haniyeh and other Hamas leaders over the group’s Oct. 7 attack on southern Israel. The strike came just after Haniyeh had attended the inauguration of Iran’s new president in Tehran, Iran said.

The dramatic predawn killing of Hamas’s top political leader threatened to reverberate on multiple fronts. The blow of striking Haniyeh in Tehran could trigger direct retaliation against Israel by Iran.

The two bitter regional rivals had an unprecedented exchange of strikes on each other’s soil in April after Israel it Iran’s embassy in Damascus, but international efforts succeeded in containing that cycle of retaliation before it spun out of control. An influential Iranian parliamentary committee on national security and foreign policy was to hold an emergency meeting on the strike later Wednesday.

(Office of the Iranian Supreme Leader via AP)

Hamas could pull out of negotiations for a cease-fire and hostage release deal in the 10-month-old war in Gaza, which U.S. mediators had said were making progress.

And the killing could enflame already heightening tensions between Israel and Iran’s powerful Lebanese ally Hezbollah — which international diplomats were trying to contain after a weekend rocket attack that killed 12 young people in the Israeli-controlled Golan Heights.

Hours before the Tehran strike, Israel carried out a rare strike in the Lebanese capital on Tuesday that it said killed a top Hezbollah commander allegedly behind the rocket strike. Hezbollah, which denied any role in the Golan strike, said Wednesday that it was still searching for the body of Fouad Shukur in the rubble of the building that was hit in a Beirut suburb that is the group’s stronghold.

There was no immediate reaction from the White House to the killing of Haniyeh.

Asked by reporters in Manila about the Tehran strike, U.S. Secretary of Defense Lloyd Austin said he had no “additional information to provide.” But he expressed hope for a diplomatic solution on the Israeli-Lebanon border.

“I don’t think that war is inevitable,” he said. “I maintain that. I think there’s always room and opportunity for diplomacy, and I’d like to see parties pursue those opportunities.”

An Israeli military spokesman declined to comment. Israel often doesn’t comment on assassinations carried out by its Mossad intelligence agency or strikes on other countries. It has repeatedly vowed to eliminate Hamas leaders wherever they are for the Oct. 7 attack in which Hamas-led militants killed 1,200 people and took some 250 others hostage.

The strike killed Haniyeh in a residence he uses in Tehran, Hamas said in a statement, after he attended the swearing-in of Iran’s President Masoud Pezeshkian on Tuesday, along with other Hamas officials and officials from Hezbollah and allied groups.

It quoted a past speech by Haniyeh in which he said the Palestinian cause has “costs” and “we are ready for these costs: martyrdom for the sake of Palestine, and for the sake of God Almighty, and for the sake of the dignity of this nation.”

Sami Abu Zuhri, a spokesman for Hamas, said Haniyeh’s killing won’t impact the group, saying Israel was “spreading chaos and evil” in the region.

“The occupation will not succeed in achieving its goals,” he told The Associated Press, adding that Hamas emerged stronger after past crises and assassination of its leaders.

Haniyeh left the Gaza Strip in 2019 and had lived in exile in Qatar. The top Hamas leader in Gaza is Yehya Sinwar, who masterminded the Oct. 7 attack.

Taher al-Nounou, Haniyeh’s press adviser, told Al-Jazeera TV, “This is a turning point for the conflict.” He said Israel and “those who stand with it — and by this we mean the United States” will bear responsibility.

In the West Bank, the internationally backed Palestinian President Mahmoud Abbas condemned Haniyeh’s killing, calling it a “cowardly act and dangerous development.” Political factions in the occupied territory called for strikes in protest at the killing.

In April, an Israeli airstrike in Gaza killed three of Haniyeh’s sons and four of his grandchildren.

In an interview with the Al Jazeera satellite channel at the time, Haniyeh said the killings would not pressure Hamas into softening its positions amid ongoing cease-fire negotiations with Israel.

Meanwhile, Iraq’s Popular Mobilization Forces, a coalition of Iranian-backed militias, said that a strike Tuesday night on a base southwest of Baghdad killed four members of the Kataib Hezbollah militia.

The group accused the United States of being behind the strike. Kataib Hezbollah, along with some of the other militias, has in recent months carried out attacks against bases housing U.S. troops in Iraq and Syria in retaliation for Washington’s support for Israel in the war in Gaza. U.S. officials did not immediately comment.

Israel is suspected of running a yearslong assassination campaign targeting Iranian nuclear scientists and others associated with its atomic program. In 2020, a top Iranian military nuclear scientist, Mohsen Fakhrizadeh, was killed by a remote-controlled machine gun while traveling in a car outside Tehran.

In Israel’s war against Hamas since the October attack, more than 39,360 Palestinians have been killed and more than 90,900 wounded, according to the Gaza Health Ministry, whose count does not differentiate between civilians and combatants.

How to Invest in Property in Pattaya: Top Locations and Tips for Foreign Buyers

Property Market Overview

Pattaya’s property market is thriving, driven by a mix of expats, retirees, and investors. Property values have been steadily increasing, with new developments like luxury condos, beachfront villas, and commercial spaces catering to diverse tastes and budgets. Attractive locations such as Jomtien Beach and Naklua offer options ranging from quiet suburban homes to upscale ocean-view condos. The rental market is lucrative, especially near tourist spots, supported by Thailand’s infrastructure projects like the Eastern Economic Corridor. While foreigners can’t own land outright, they can own condos and lease land long-term, with many developers offering foreign-friendly terms.

image3 20

For those looking to navigate this bustling market, Pattaya Prestige Properties offers comprehensive services to help you find the perfect property in Pattaya. Now let’s check out this quick overview of the current market trends:

image2 4

Types of Properties Available

Condominiums

Looking for a place with modern amenities and a stunning view? Condominiums in Pattaya are your answer. They range from compact studios to sprawling penthouses. Most high-rise complexes offer sea views, swimming pools, gyms, and 24-hour security, making them a favorite among expats and investors.

Studios and one-bedroom units attract singles and couples due to their affordable pricing and low maintenance. Larger units, like two or three-bedroom condos, cater to families needing more space. Then there’s the luxury penthouses which boast panoramic views, private terraces, and sometimes even personal pools. These opulent spaces provide ultimate comfort and sophistication.

Whether you’re buying for personal use or renting out, condos offer a smart investment. Typical locations include Wong Amat Beach, Pratumnak Hill, and central Pattaya, all popular for their convenience and lifestyle options.

Villas and Houses

Maybe you’re after a bit more privacy and space. Enter villas and houses. These properties suit those craving a tranquil, home-like atmosphere. They range from modest two-bedroom homes to luxurious multi-bedroom villas with private pools and lush gardens.

You’ll find plenty of single-story houses that are perfect for retirees needing easy access. For families, multi-story villas can offer separate living quarters for privacy and ample outdoor space for kids. Then there are the high-end villas featuring modern architecture, premium finishes, and state-of-the-art security systems.

Popular areas for houses and villas include East Pattaya and Jomtien Beach. These areas provide a suburban feel with close proximity to schools, international hospitals, and shopping centers.

Lands

Thinking about building your dream property or starting a business? Pattaya offers diverse land options. Residential lands range from small plots for single homes to larger estates for villas. Located primarily in the suburbs, these offer the peace of countryside living with city amenities close by.

Then there’s commercial land. Ideal for retail stores, hotels, or other businesses, these plots are often situated on main roads for maximum visibility. You’ll see these more in central Pattaya and major beach areas.

Finally, agricultural lands are also available. Though not as common, they suit those interested in farming or eco-friendly projects. Areas on the outskirts of Pattaya are prime spots for such purchases.

All these options come with differing price points and zoning laws, making it essential to understand what you’re buying and its potential uses.

Where is the best place to live in Pattaya?

Looking for the best place to live in Pattaya? This city on Thailand’s eastern Gulf coast has plenty of options, each with its own charm.

Central Pattaya

Right in the middle of everything, Central Pattaya buzzes with energy. You’ve got shopping malls, restaurants, and nightlife spots within walking distance. No car? No problem! You can walk, bike, or take a songthaew (local taxi). Plus, you’re near Pattaya Beach. Expats and tourists love the convenience. But, it’s not the quietest place. Expect lively streets and busy vibes.

Housing options here mostly include high-rise condos. Many offer sea views and have top-notch amenities. Prices start around $80,000 for a small studio, but luxury units can reach $500,000. Think modern, sleek spaces. If you want to experience Pattaya’s heart, Central Pattaya’s your spot.

Pratamnak

Nestled between Pattaya and Jomtien, Pratamnak offers peace without being too far from the action. It’s an upscale area known for its hilltop views and quieter streets. You’ve got Pratamnak Hill, offering panoramic views and a peaceful park. The Royal Varuna Yacht Club adds a touch of exclusivity.

Here, you’ll find luxury villas and mid-rise condos. These homes provide more privacy and space than central locations. Villas start around $300,000, whereas condos can be as affordable as $100,000. If tranquility with easy access to both Pattaya and Jomtien sounds good, Pratamnak fits the bill.

Jomtien Beach

Jomtien Beach serves up a relaxed, beachy vibe. It’s just south of Central Pattaya, with fewer crowds and more family-friendly activities. Water sports like windsurfing and paddleboarding are popular. Also, the Night Market keeps evenings interesting. Got a pet? Jomtien’s pet-friendly zones make it easier for pet owners.

Housing options are diverse. From beachfront condos starting at $70,000 to sprawling homes worth $600,000, there’s something for every budget. Jomtien is perfect if you want quieter beach living but still crave proximity to Pattaya’s buzz.

Can foreigners buy property in Pattaya?

Yes, they can! But here’s the kicker – you can’t buy land directly. Thai law allows foreigners to own condos outright, as long as foreign ownership in the building doesn’t surpass 49%. So, if you’re eyeing a snazzy condo overlooking Jomtien Beach, you’re in luck.

Condominium Ownership

To participate in condominium ownership, identify a project where the foreign ownership quota has not been reached. Review property listings and consult with real estate agents to find a suitable property. Once a property is secured, you will need to provide proof of funds transferred from your home country to Thailand.

Leasehold Options

If you prefer a villa with a garden, leasing the land is an option. A common lease term is 30 years, with the possibility of renewal up to 90 years. This method allows for long-term use of the land, making it a viable option for those seeking more space and greenery.

Establishing a Thai Company

Some individuals establish a Thai company to own land. This process can be complex but is feasible. The company holds the land title, with the foreign shareholder owning up to 49% of the company. The remaining shares must be owned by Thai partners. It is advisable to seek legal counsel to navigate this process.

Rules & Regulations

Stay sharp on the legalities. Thailand’s property laws are specific. Ensure all documentation is accurate and complete to avoid any complications. Consulting with property lawyers is advisable, as they can provide guidance on local regulations, contracts, and other pertinent matters.

  1. Research – Jump into properties. Know the market.
  2. Finance – Transfer funds from abroad.
  3. Legal Help – Get a reliable lawyer.
  4. Ownership – Opt for condo, lease, or company setup.
  5. Complete – Sign contracts, make payments, own your slice of Pattaya.

Investment Potential

Investing in property in Pattaya offers promising returns. This vibrant city attracts a steady influx of tourists, expats, and retirees, creating a constant demand for rentals. High rental yields in hotspots like Jomtien Beach and Naklua make it even more attractive.

High Rental Yields

Rental yields in Pattaya stand out. Apartments close to the beach or in bustling areas can achieve yields of 7-10%. Holiday rentals, popular among tourists, often bring in higher returns during peak seasons. Keep an eye on local trends to maximize profitability.

Steady Property Value Growth

Property values in Pattaya experience consistent growth. Data shows an average annual increase of 5-7% over the past decade. This trend points to robust demand, driven by the city’s appeal and ongoing infrastructure development.

Diverse Real Estate Options

Pattaya offers a wide range of real estate choices. Condos, villas, and townhouses cater to different investment strategies. Condos are favored for their ease of ownership and management, while villas attract long-term tenants seeking more space and privacy.

Favorable Legal Framework

Thailand’s legal framework for property investments in Pattaya provides several options for foreign buyers. You can own condos outright within the 49% foreign ownership limit. Leasing land for up to 30 years and the possibility of lease renewals add flexibility. Setting up a Thai company to own land presents another viable option, though seeking legal advice is recommended.

Strategic Location

Pattaya’s strategic location near Bangkok and excellent transport links enhance its investment appeal. The planned expansion of U-Tapao International Airport and improvements in road and rail connectivity are set to boost property values further.

Growing Expat Community

Pattaya’s growing expat community adds to property demand. Many expats choose to retire here, attracted by the affordable cost of living, modern amenities, and vibrant lifestyle. Meeting diverse housing needs ensures steady rental income and high occupancy rates.

Investing in Pattaya’s property market, with its high yields, value growth, and diverse options, presents a lucrative opportunity. The favorable legal framework and strategic location further enhance its appeal.

Conclusion

Pattaya’s property market offers a wealth of opportunities for expats, retirees, and investors alike. With high rental yields and steady property value growth, it’s a promising destination for investment. The diverse real estate options cater to various preferences, whether you’re looking for a condo by the beach or a villa in a quieter neighborhood.

Exploring the legal world is straightforward for foreign buyers, making it easier to secure your dream property. Pattaya’s strategic location near Bangkok and its growing expat community further enhance its appeal. By conducting thorough research and seeking legal assistance, you can successfully invest in Pattaya’s dynamic real estate market.

Thailand Cuts Tax to Attract Skilled Workers in 15 Industries

Martin Schwenk, Chief Executive Officer and President of Mercedes-Benz Thailand Limited, visits the Thonburi Automotive Assembly Plant in Samut Prakan.

BANGKOK —  Thai Cabinet approves tax measures to attract skilled workers in 15 target industries to Thailand by lowering income tax to 17 percent and allowing employers to deduct 1.5 times wages for five years

On July, 30, 2024, the Cabinet approved a draft ministerial regulation to revise tax measures aimed at promoting sustainable investment in Thailand. This tax measure is designed to support high-potential Thai individuals working abroad and in 15 target industries, encouraging them to return to work in Thailand. Both the employees and employers will receive tax benefits.

The 15 target industries are:

1. Automotive

2. Electronics

3. High-quality tourism

4. Agriculture, food, and biotechnology

5. Transportation and logistics

6. Automation and robotics

7. Aviation, aerospace, and space

8. Biofuels and biochemical

9. Petrochemical and chemical products

10. Digital

11. Medical

12. Defense

13. Circular economy support

14. International business centers

15. Other industries requiring specific expertise, such as technology research and financial consulting

Paophum Rojanasakul, deputy finance minister, said the government is prioritizing the recruitment of skilled workers for the country, whether they are students working abroad or workers currently abroad. These people are talented but are currently contributing to foreign economies. Their return would contribute to the development of the Thai economy and target industries and generate tax revenue that Thailand has not received so far.

In order to create incentives to work, the personal income tax for qualified employees with a withholding tax rate of more than 17 percent is reduced to 17 percent of taxable income. This applies to income from employment with companies or legal partnerships in the target sectors from the date the law comes into force until December 31, 2029.

For corporate income tax purposes, employers — companies or legal partnerships in the target sectors — can deduct 1.5 times the wage costs for qualified employees from the date the law comes into force until December 31, 2029.

Qualifications:

  • Thai nationality with at least a Bachelor’s degree, worked abroad for at least two years.
  • Must return to Thailand from the effective date of the Act until December 31, 2025.
  • Must be an employee under an employment contract with a company or legal partnership in the targeted industries and earn taxable income under Section 40(1) of the Revenue Code.
  • Must not have worked in Thailand in the tax year in which the tax reduction is first claimed and must not have resided in Thailand for at least two years prior to that tax year or, if they have resided there, must have resided there for a total of less than 180 days in that tax year.
  • Must have stayed in Thailand for a total of at least 180 days, except in the first and last tax year of claiming the benefits, where a stay of less than 180 days is permitted.

Chulalongkorn University premiers the documentary "MUAYTHAI: POWER & SPIRIT," on Friday, July 26, at Samyan Mitrtown.

BANGKOKPrime Minister Srettha Thavisin announced on Tuesday that the Cabinet has approved the Ministry of Tourism and Sports’ proposal to allocate a budget of 275 million baht (approximately 7.6 million US dollars) for the Muay Thai Soft Power Project for the year 2024.

The project aims to elevate Muay Thai from a national self-defense martial art to a global level. This includes establishing Muay Thai curricula, training referees and coaches, setting up centers to verify standards for Muay Thai trainers, and certifying Muay Thai camps abroad.

“We must prioritize this because Muay Thai is globally recognized, and it has ‘Thai’ in its name. No one can dispute its origin. However, there are similar sports to Muay Thai, so we must show that we are the originators and help elevate Muay Thai to an international standard,” he said.

Deputy Government Spokesperson Kanika Oonjit revealed on July 30 the details of the allocation of 275.65 million baht from the central budget for emergency or necessary expenditures in the 2024 annual budget.

Budget Divided into Six Key Projects

  • Development of Muay Thai Knowledge: 4,925,400 baht
  • Increasing the number and efficiency of personnel in the Muay Thai sports industry: 46,602,400 baht
  • Organizing Muay Thai competitions to generate enthusiasm and stimulate the economy: 143,716,800 baht
  • Promoting and publicizing Muay Thai sports domestically and internationally: 23,641,800 baht
  • Certifying Muay Thai standards to generate national revenue: 51,042,600 baht
  • Supervising, monitoring, evaluating, and reporting results: 5,717,800 baht

“The MUAYTHAI SOFT POWER project aims to promote Muay Thai as a global martial art, creating opportunities for Thai boxers, trainers, and industry operators to compete internationally and share their expertise, showcasing Thai cultural heritage,” Oonjit explained.

“This initiative seeks to generate revenue and uphold world-class standards for sustainable success. It is expected to contribute 2,234 million baht (approximately 62 million US dollars) in economic value and raise awareness of Muay Thai in 190 countries, attracting tourists to Thailand and boosting the country’s revenue.

The project showcases Thai cultural research on a global scale and aims to contribute to cultural appreciation and economic value within Thai society. Furthermore, it aligns with current governmental strategies that focus on soft power as a crucial aspect of contemporary international relations.
