Iran Fires at Apparent Israeli Attack Drones Near Isfahan Air Base and Nuclear Site

DUBAI, United Arab Emirates (AP) — An apparent Israeli drone attack on Iran saw troops fire air defenses at a major air base and a nuclear site early Friday morning near the central city of Isfahan, an assault coming in retaliation for Tehran’s unprecedented drone-and-missile assault on Israel.

No Iranian official directly acknowledged the possibility that Israel had attacked, and the Israeli military did not respond to a request for comment. However, tensions have been high since the Saturday assault on Israel amid its war on Hamas in the Gaza Strip and its own strikes targeting Iran in Syria.

Speaking at the G7 meeting in Capri, Italian Foreign Minister Antonio Tajani said the U.S. received “last-minute” information from Israel about the attack on Isfahan. U.S. Secretary of State Antony Blinken did not dispute that, but said: “We were not involved in any offensive operations.”

The apparent attack came on Iranian Supreme Leader Ayatollah Ali Khamenei’s 85th birthday. Israeli politicians also made comments hinting that the country had launched an attack.

Air defense batteries fired in several provinces over reports of drones being in the air, state television reported. Iranian army commander Gen. Abdolrahim Mousavi said crews targeted several flying objects.

“The explosion this morning in the sky of Isfahan was related to the shooting of air defense systems at a suspicious object that did not cause any damage,” Mousavi said. Others suggested the drones may be so-called quadcopters — four-rotor, small drones that are commercially available.

Authorities said air defenses fired at a major air base in Isfahan, which long has been home to Iran’s fleet of American-made F-14 Tomcats — purchased before the 1979 Islamic Revolution.

The Tasnim news agency published a video from one of its reporters, who said he was in the southeastern Zerdenjan area of Isfahan, near its “nuclear energy mountain.” The footage showed two different anti-aircraft gun positions, and details of the video corresponded with known features of the site of Iran’s Uranium Conversion Facility at Isfahan.

“At 4:45, we heard gunshots. There was nothing going on,” he said. “It was the air defense, these guys that you’re watching, and over there too.”

The facility at Isfahan operates three small Chinese-supplied research reactors, as well as handling fuel production and other activities for Iran’s civilian nuclear program.

Isfahan also is home to sites associated with Iran’s nuclear program, including its underground Natanz enrichment site, which has been repeatedly targeted by suspected Israeli sabotage attacks.

State television described all atomic sites in the area as “fully safe.” The United Nations’ nuclear watchdog, the International Atomic Energy Agency, also said “there is no damage to Iran’s nuclear sites” after the incident.

The IAEA “continues to call for extreme restraint from everybody and reiterates that nuclear facilities should never be a target in military conflicts,” the agency said.

Iran’s nuclear program has rapidly advanced to producing enriched uranium at nearly weapons-grade levels since the collapse of its atomic deal with world powers after then-President Donald Trump withdrew America from the accord in 2018.

While Iran insists its program is for peaceful purposes, Western nations and the IAEA say Tehran operated a secret military weapons program until 2003. The IAEA has warned that Iran now holds enough enriched uranium to build several nuclear weapons if it chose to do so — though the U.S. intelligence community maintains Tehran is not actively seeking the bomb.

Dubai-based carriers Emirates and FlyDubai began diverting around western Iran about 4:30 a.m. local time. They offered no explanation, though local warnings to aviators suggested the airspace may have been closed.

Iran then grounded commercial flights in Tehran and across areas of its western and central regions. Iran later restored normal flight service, authorities said.

Around the time of the incident in Iran, Syria’s state-run SANA news agency quoted a military statement saying Israel carried out a missile strike targeting an air defense unit in its south and causing material damage. The Britain-based Syrian Observatory for Human Rights, an opposition war monitor, said the strike hit a military radar for government forces. It was not clear if there were casualties, the Observatory said.

That area of Syria is directly west of Isfahan, some 1,500 kilometers (930 miles) away, and east of Israel.

Meanwhile in Iraq, where a number of Iranian-backed militias are based, residents of Baghdad reported hearing sounds of explosions, but the source of the noise was not immediately clear.

The incident Friday in Iran also sparked concerns about the conflict again escalating across the seas of the Middle East, which have been seeing attacks by the Iranian-backed Houthi rebels of Yemen on shipping over the war in Gaza.

The British military’s United Kingdom Maritime Trade Operations center warned ships in the region that they could see increased drone activity in the skies.

“There are currently no indications commercial vessels are the intended target,” it wrote.

The Houthis have launched at least 53 attacks on shipping, seized one vessel and sank another since November, according to the U.S. Maritime Administration.

Houthi attacks have dropped in recent weeks as the rebels have been targeted by a U.S.-led airstrike campaign in Yemen and as shipping through the Red Sea and Gulf of Aden has declined over the threat.

The apparent attack also briefly spooked energy markets, sending benchmark Brent crude above $90 before it fell again in trading Friday.

However, Iranian state-run media sought to downplay the incident after the fact, airing footage of an otherwise-peaceful Isfahan morning. That could be intentional, particularly after Iranian officials for days have been threatening to retaliate for any Israeli retaliatory attack on the nation.

“As long as Iran continues to deny the attack and deflect attention from it and no further hits are seen, there is space for both sides to climb down the escalation ladder for now,” said Sanam Vakil, the director of the Middle East and North Africa program at Chatham House.

A Polish Man Climbs Surat Thani Telecom Tower and Falls 62 Metres

SURAT THANI – Officials attempted to persuade a foreign man who had climbed a telecommunication tower to come down for about two hours, but were unsuccessful. He plunged from 62 metres and died.

The incident occurred at 10 a.m. on April 19 at the DTAC telecommunications tower in Village No. 2, Wiang Subdistrict, Chaiya District, Surat Thani Province. Villagers there alerted the Chaiya Police Station in Chaiya District to rush to assist a foreign guy who had climbed a very high tower, roughly 62 metres above ground.

The officers then went to the scene, accompanied by rescue workers from the Chaiya District Charity Foundation. The telecom tower was roughly 100 metres from the intersection in Chaiya District. Villagers gathered to see the foreigner, hoping that the officials could assist him.

Throughout the negotiations, the police officers attempted to persuade the man, who was known later as Mr. Robert, a 49-year-old Polish man. He was sitting on a tower in a meditative position, taking off his shirt, and without responding to any questions. The rescue workers then prepared safety air cushions at the bottom.

Later, monks and language teachers from Suan Mokkh International Temple sought to persuade the man but were unsuccessful. After more than two hours, his man jumped to the ground 20 metres from the tower, dying instantly.

According to the early investigation, Mr. Robert spent roughly three days practicing Dhamma at Suan Mokkh International. Before climbing the tower, he carried a stick and destroyed a villager’s fence. He then climbed a telecom tower and plummeted to his death.

Officials sent the deceased to Surat Thani Hospital for an autopsy. They continued their investigation to determine the cause of the fatal incident and contacted the Polish embassy to notify relatives.

French Woman Arrested for Kidnap Plot Targeting Thai Business Mogul’s Daughter

BANGKOK – Thai police announced on April 19 the arrest of Miss Sandra Christina Marie Diersten, a 45-year-old French woman, on suspicion of leading a group of foreigners in a plot to rob and kidnap the 7-year-old daughter of a wealthy Thai businesswoman.

The arrest came after Ms. IIssaree Suwunnavid, CEO of Knightsbridge Bloodstock and KXCO, a blockchain technology company, filed a police report alleging that a gang of foreigners was planning to kidnap her daughter and demand a ransom of over 200 million baht.

According to police, one of the plotters had a change of heart and alerted Ms. Suwunnavid, allowing police to intervene before the plan could be carried out.

Police identified Miss Diersten as the leader of the group and obtained an arrest warrant for her. She was apprehended at a hotel in Bangkok’s Silom district on April 18, 2024.

During her arrest, Miss Diersten reportedly tried to stall police by speaking only French. However, police officer Pol. Lt. Lertvaris Lertworapreecha was able to communicate with her in English, and she eventually surrendered.

Miss Diersten denied the allegations against her, claiming that she was a legitimate businesswoman who had been defrauded into investing in a deal with Ms. Suwunnavid’s husband, an Australian citizen. She claimed she lost 185 million baht on the said investment. She claimed that she was framed in order to have her arrested and prevent the repayment of her investment.

Despite her claims, police have charged Miss Diersten with being a member of a secret society, a crime punishable by up to seven years in prison and a fine of up to 140,000 baht. If convicted as the leader of the group, she could face up to ten years in prison and a fine of up to 200,000 baht.

DUBAI, United Arab Emirates — Commercial planes began diverting their routes early Friday morning over western Iran without explanation as one semiofficial news agency in the Islamic Republic said “explosions” had been heard over the city of Isfahan. State television acknowledged the sound.

The incident comes as tensions remain high in the wider Middle East after Iran’s unprecedented missile-and-drone attack on Israel.

Dubai-based carriers Emirates and FlyDubai offered no explanation for diverting around western Iran, though local warnings to aviators suggested the airspace might have been closed.

The semiofficial Fars news agency reported the sound of explosions over Isfahan near its international airport. It offered no explanation for the blast. Isfahan, some 350 kilometers (215 miles) south of Tehran. is home to a major airbase for the Iranian military as well as sites associated with its nuclear program.

Iranian state television began a scrolling, on-screen alert acknowledging a “loud noise” near Isfahan, without immediately elaborating.

UNITED NATIONS – Iran’s foreign minister is again warning Israel that any use of force in response to his country’s recent drone and missile attacks will be “decisive” and “make the regime regret its actions.”

Hossein Amirabdollahian told a ministerial meeting of the U.N. Security Council on Thursday that Iran’s attack over the weekend was a legitimate response to a suspected Israeli missile strike on its embassy compound in Syria on April 1 has concluded. BANGKOK – When a YouTuber named ANNDAY posted a photo while traveling in Hong Kong, showing a mysterious woman in a dark red shirt clutching her back, it has become viral on the internet, making the hashtag #HongKongGhost the number one trend on social media X.

“You just have to adjust the light to be brighter. A ghost becomes a human, haha,” wrote Dr. Jessada Denduangboripant.

The caption suggests that it could be a ghost picture, as she did not see the woman at all when the picture was taken, which sparked a lot of criticism, both from believers and non-believers.

This includes a comment by Assoc. Prof. Dr. Jessada Denduangboripant, lecturer at the Department of Biology, Faculty of Science, Chulalongkorn University, who frequently publishes messages explaining various beliefs as scientific findings rather than supernatural phenomena: “You just have to the light to be brighter. A ghost becomes a human, haha”

On April 18, he said in an interview with Matichon Online that the woman in the red shirt in the picture is clearly a person from the beginning. And when the light is adjusted and the image is enlarged, it can be clearly seen that it is a person and not a ghost.

“It is possible that people focus on the screen when taking pictures or selfies and do not pay attention to what is happening behind them, such as whether someone is walking by or something is passing by. This needs to be verified through the store’s security cameras,” he added.

When asked how he sees this story going viral, Assoc. Prof. Dr. Jessada said that he sees it as a normal thing that happens in other countries as well. Because the story immediately becomes interesting when there is an image of something mysterious, and the more opinions are divided into two sides, both believers and non-believers, the more likely it becomes a trend and goes viral.

“I’m not talking about this case, but I think what is worrying is that society is starting to create more and more content that could cause panic. Some countries, like China, have even passed laws banning the creation of content that misleads the public. For example, reporting that a wallet has been found and the owner is being sought. It later turns out that the story is not true, but just a hoax. This will be punished immediately,” he stated.

Netizens noticed that “the Hong Kong Ghost” wears designer brands totaling over 30,000 baht from head to toe, making her a modern ghost.

Rachapol Sirisakorn, a lawyer, agrees that the “Hong Kong ghost” story could land people in jail if a camera check reveals it is a person and not a ghost, but tells others it is a ghost. Causing public panic can be punishable under Article 384 of the Penal Code with up to one month’s imprisonment or a fine of up to 10,000 baht, or both imprisonment and a fine.

In addition to serious legal opinions, netizens have also taken issue with the Hong Kong ghost’s fashion look, poking fun at the fact that she wears designer brands totaling over 30,000 baht from head to toe, making her a modern ghost.

“Be it a famous shirt from the British brand Turnbull & Asser worth around 21,330 baht, pants from ZARA worth 1,290 baht or shoes from the American sneaker brand AUTRY worth around 6,800 baht,” it stated.

Prominent Baptist Pastor in Military-Ruled Myanmar Detained Again Hours After Release From Prison

BANGKOK (AP) — A prominent Christian church leader and human rights advocate from Myanmar’s Kachin ethnic minority was detained by the authorities just hours after he was released from prison under an amnesty by the military government, a relative, a colleague and local media said Thursday.

The Rev. Hkalam Samson, former head of the Kachin Baptist Convention and chairman of the Kachin National Consultative Assembly, was among the 3,300 prisoners released nationwide on Wednesday to mark the traditional Thingyan New Year holiday. The assembly is an umbrella organization uniting religious and civil society groups with political organizations promoting Kachin rights, including autonomy from Myanmar’s central government.

Kachin state, in northern Myanmar, has been the scene of intermittent warfare for decades between the army and well-organized and -armed Kachin guerrillas.

Samson had been warmly welcomed by family and friends outside the gate of the prison in the Kachin state capital, Myitkyina, when he was released early Wednesday afternoon.

At around 10 p.m. Wednesday night, however, security forces and officials came to his home in the city and took him away, said one of his relatives, who spoke on condition of anonymity because she feared arrest by the authorities.

She said members of his family were told by the authorities that they were taking him temporarily for his safety. She added that his family, friends and members of other local Christian communities were seeking updated information and to get him released.

A member of the Kachin Baptist Convention told The Associated Press that Samson’s wife, Zung Nyaw, and a member of the Kachin-based Peace-talk Creation Group were taken together with him to Myitkyina prison, where Samson had been held for 16 months.

The Baptist Convention member, who also spoke on condition of anonymity for safety reasons, said that the three were taken after being told they needed to answer a few questions. No further explanation was given.

Samson is a prominent advocate of the human rights of the ethnic and religious minorities in Myanmar and in 2019 was part of a delegation that met the U.S. President Trump at the White House to discuss the military’s abuse of ethnic minorities. He was detained in December 2022 while preparing to fly to Thailand for a health checkup, and in April last year was handed a six-year prison term after being convicted of violating laws on unlawful association, incitement and counter-terrorism.

Christians make up about 6% of Myanmar’s overwhelmingly Buddhist population, but about 34% of Kachin’s estimated 1.7 million population.

Human rights groups said minority religions including Christians have been significantly persecuted in Myanmar since an army takeover in 2021, when the military ousted the elected government of Aung San Suu Kyi and suppressed nonviolent protests, triggering armed resistance that has led to civil war.

Kachin guerrillas have played a large role in the resistance movemen t uniting armed ethnic minority groups with pro-democracy fighters who organized against military rule.

In March, another Baptist pastor was shot dead at the computer shop where he worked in Mogaung township, in Kachin, U.S. Government funded Radio Free Asia reported last month.

Its report said 47-year-old Nammye Hkun Jaw Li, also from the Kachin Baptist Convention, had been active in protests against the military, and as a local community religious leader.

A former township executive of the KBC, he was also active with a grassroots anti-drug organization called Pat Jasan, which is controversial for allegedly employing violence as part of its drug eradication activities.

Frontier areas in Myanmar have historically been major areas for drug production, especially the region where its borders meet with those of Laos and Thailand, known as the Golden Triangle. Opium, used to make heroin, used to be the major illicit product. In recent decades it has been supplanted by methamphetamine, trafficked all over Asia and beyond, but as war in Myanmar has disrupted law enforcement and farmers’ abilities to grow food crops, opium and heroin production have rebounded.

The military government also announced this week that Myanmar’s jailed former leader Aung San Suu Kyi has been moved from prison to house arrest as a health measure due to a heat wave, Suu Kyi, 78, and Win Myint, the 72-year-old former president of her ousted government, were among the elderly and infirm prisoners moved to house arrest because of the severe heat, military spokesperson Maj. Gen. Zaw Min Tun told foreign media representatives.

BANGKOK – On April 18, 2024, the Ministry of Foreign Affairs shared a statement of ASEAN foreign ministers on the escalation of conflicts in Myanmar as follows:

We, the Member States of the Association of Southeast Asian Nations (ASEAN), are deeply concerned over the recent escalation of conflicts, including in the area of Myawaddy, Kayin State, along the border area between Myanmar and Thailand and in Rakhine State of Myanmar, which have caused displacement of civilians.

To avoid further humanitarian impacts of such escalation of all forms of conflicts, we urge all parties for an immediate cessation of violence and to exercise utmost restraint, to uphold international humanitarian law, and to take all the necessary measures to defuse tensions and to ensure the protection and safety of all civilians, including foreign nationals and citizens of ASEAN Member States.

We support the continued efforts of the AHA Centre, as well as Thailand’s humanitarian cross-border initiative, which are in line with the Five-Point Consensus and coordinated with the ASEAN Chair through the Special Envoy of the ASEAN Chair on Myanmar.

We call for the mobilisation of support on efforts towards humanitarian talks in addressing the humanitarian consequences in Myanmar and for an inclusive national dialogue toward a durable and comprehensive political solution in Myanmar.

We reaffirm our commitment to assisting Myanmar in finding a solution by helping to create a conducive environment through the full and swift implementation of the Five-Point Consensus in its entirety, as it remains critical in helping the people of Myanmar to achieve an inclusive and durable peaceful resolution to the crisis that is Myanmar- owned and led, for peace, security, and stability in the region.

We also reaffirm that a peaceful and unified Myanmar is in the interest of ASEAN. In this regard, we reiterate our support to 2024 ASEAN Chair and its Special Envoy on Myanmar, including its continued engagements with all stakeholders in Myanmar.

BANGKOK – Noppadon Pattama, the chairman of the Foreign Affairs Commission of the House of Representatives, issued the committee statement on April 18, stating that the situation in Myanmar is gradually changing. The committee viewed the transfer of Daw Aung San Suu Kyi, the former State Counsellor of Myanmar, and Mr. Win Myint, the former President of Myanmar, from prison to housing as a positive steps. Consequently, they propose the following demands:

1. Allow the release of all political prisoners, including Mrs. Aung San Suu Kyi and Mr. Win Myint, in accordance with ASEAN Five-Point Consensus to promote reconciliation in Myanmar.

2. The Thai and ASEAN countries should provide more humanitarian assistance to Myanmar’s people and other ethnic groups affected by the conflict. To give equal and comprehensive help to all people, it is critical to strengthen the role of private organisations and local community networks. Furthermore, the government should transfer humanitarian aid from all sectors to those affected as soon as possible.

3. The government’s foreign labour policy should be adjusted to reflect the current circumstances in Myanmar. We expect an increase in refugee numbers due to the violence and military recruitment in Myanmar. It should consider new foreign worker registrations, etc.

4. Thailand, in collaboration with ASEAN, China, and India, should lead the way in promoting serious, ongoing, and systematic peace talks through the Troika Plus framework in order to achieve long-term peace, unity, and political stability in Myanmar.

PM Will Consider Whether Phuket Should Become A Special City

Can Phuket turn into a metropolis in the form of a special administrative region?

PHUKET – One of Thailand’s most important tourist cities, Phuket generates over 300 billion baht in tourism revenue and has set itself a target of 400 billion baht for this year. However, it is unable to address numerous issues in the city because of inconsistent regulations.

With more than 70 percent of tourists coming from abroad and 30 percent inside the country the large influx of people to Phuket, including more than 10 million tourists and a transient population, has put a strain on the province’s basic infrastructure.

Phuket Mayor Saroj Angkanapilas told Prachachat Business that Phuket Municipality has sent a letter to Prime Minister Srettha Thavisin requesting to become a special administrative organization or “special city”, initially only for the Phuket Municipality area, not for the entire province.

The reason is that the current administrative system applies the same regulations and laws nationwide, making Phuket inflexible, delaying the resolution of problems and lacking opportunities for urban development to compete with major tourist cities around the world.

“Tourist cities in many countries are far ahead in their development, so Phuket will lose its competitive edge if it continues to use the same administrative system,” Sarot said. “Decentralization is also one of the policies of this government that has been announced in Parliament,” he said.

On April 18, Prime Minister Srettha Thavisin indicated that he had not received that proposal yet. Once he receives it, he will consider it and take additional steps to gather opinions from all sectors. He currently believes that the government recognises Phuket’s importance as a significant province in terms of economic development.

According to Phuket Mayor Saroj, the government currently allocates funds based on the number of people registered in the house register, which is over 70,000 people, or about 50 million baht per year. There is also an additional subsidy of about 9-10 million baht, which is not enough to solve the various problems in the province.

In addition, Phuket Municipality has a transient population of 2-3 times the registered population, and there are also a large number of tourists, which leads to various problems such as waste, wastewater treatment, traffic congestion, and flooding.

The new draft law, the Phuket City Administration Act B.E. …, consists of 156 articles and outlines the key points of establishing Phuket City as follows:vChange Phuket Municipality to a special administrative organization called “Phuket City” with a mayor elected directly by the people.

It also calls for additional duties and powers by enacting 17 more laws to manage the city in an integrated manner. Phuket City will not be under any authority of the ministry, similar to the Eastern Special Economic Zone Act B.E. 2561 (EEC Act 2018), which gives the EEC Committee the power to manage the three provinces of Chonburi, Rayong and Chachoengsao without the constraints of other authorities.

The 17 additional laws cover:

  3. Foreign companies
  4. Immigration
  5. Tourism and travel guides
  6. Environmental promotion and quality
  7. Urban planning
  8. Factories
  9. Land transportation
  10. Land transportation (without vehicle registration)
  11. Water management
  12. Disaster management
  13. Management of the old city
  14. Public transportation system
  15. Traffic management
  16. Residential population management
  17. Land use management

The structure and administration of Phuket City will be under the supervision of the Phuket Special City Supervisory Committee, which reports directly to the Cabinet. The Mayor of Phuket City will be directly elected by the people for a term of 4 years.

If Phuket Special City has a budget and regulations that allow for easier and faster management in various areas, Phuket City will be a city that can compete with cities around the world. Phuket Municipality has already worked out various strategies and plans to support this.
