Asia-Pacific Leaders Seek Unity on War, Economic Ills, Virus

BANGKOK (AP) — Pacific Rim leaders were striving to find common ground on the war in Ukraine and other dire threats to humankind in an annual meeting that began Friday at a heavily guarded venue in Thailand’s capital.

The annual summit of the 21-member Asia-Pacific Economic Cooperation forum is the last of three back-to-back meetings of world leaders in the region.

On Thursday, foreign and commerce ministers were completing their yearlong effort to form a consensus on an array of often-divisive issues.

U.S. Secretary of State Antony Blinken said he saw signs of a “convergence” in views about how to move forward in solving the world’s problems.

Whether that might enable Thailand as host of the meetings to produce a final joint statement remained to be seen: consensus generally is required among the 21 APEC members, including Russia. None of the earlier APEC preparatory meetings this year issued statements due to disagreements over whether to mention the conflict.

But leaders of the Group of 20 did manage a show of unity when China and India, after months of refusing to condemn Russia’s war in Ukraine, did not stand in the way of the release of a statement by the world’s leading economies that harshly criticized Moscow.

“At G-20, we really welcomed that we could have a joint statement,” said Yasuhiro Tsukamoto, a Japanese Foreign Ministry spokesperson.

Asked about the prospects for a show of unity, U.S. Secretary of State Antony Blinken said he did not want to “get ahead” of the talks.

But, “on issue after issue we’re seeing, as I said, a growing convergence among the major countries in the world,” he told reporters after Thursday’s meetings.

The APEC meetings and earlier summits of the Group of 20 major economies on the Indonesian island resort of Bali and the Association of Southeast Asian Nations in Cambodia have brought together leaders who have had little opportunity to meet face-to-face since the pandemic began in 2020.

“It is such a relief for us to be able to go back to the conduct of business in the way that we know is most efficient and most productive,” Philippine President Ferdinand Marcos Jr, told a business conference held ahead of the APEC summit meetings. But he noted, “Dark clouds loom large if we are not to be prepared.”

The war in Ukraine has pushed food and energy prices sharply higher, disrupting supply chains and hindering the world’s recovery from the pandemic.

“The global economy faces mounting downward pressure and growing risks of recession,” Chinese President Xi Jinping said in written remarks distributed to the business conference.

The Chinese economy has slowed sharply under restrictions meant to quash COVID-19 outbreaks. Xi warned against a “new Cold War” and attempts to dismantle supply chains built over decades, and called for strengthened cooperation and progress in achieving APEC’s vision of an open Asia-Pacific economy.

The threat of a coronavirus resurgence remains, with China reporting 23,276 new COVID-19 cases across the country on Thursday despite its costly and stringent “zero-COVID” policy. The southern metropolis of Guangzhou plans to build quarantine facilities with almost 250,000 beds to cope with outbreaks.

Xi stayed close to home throughout the pandemic, making his first trip outside China since it began only in September. But he has had a busy roster of meetings both in Bali and Bangkok, where much of the activity is on the sidelines of the summits.

Xi and Japanese Prime Minister Fumio Kishida met Thursday for what Kishida told reporters was a “candid and detailed discussion.”

“Because we are neighbors, there are various problems between Japan and China,” he said. But he added that “I think our talks today were a good start for us to pursue dialogue toward building constructive and stable Japan-China relations.”

Before the summit, Thai officials said they were hoping to steer APEC toward long-term solutions in various areas, including climate change, economic disruptions and faltering recoveries from the pandemic.

The APEC leaders meet formally in closed-door sessions on Friday and Saturday. For some, it will be at least the third such opportunity for face-to-face talks in the past two weeks. U.S. Vice President Kamala Harris is attending instead of President Joe Biden, who will be hosting his granddaughter’s wedding at the White House.

With both Biden and Russian President Vladimir Putin absent, Xi is the star attendee in Bangkok.

Thailand hoped to have all members agree on a set of targets for meeting the challenges of climate change, promoting sustainable trade and investment and environmental goals,

The wording of any statement on Ukraine would be the “most challenging element of our negotiations,” said Cherdchai Chaivaivid, director-general of Thailand’s Department of International Economic Affairs.

“I am cautiously optimistic that we should be able to reach a good level of consensus. The thing is, are we going to reach consensus on every single issue in the draft or not? That remains to be answered by all senior officials working around the clock during the next few days,” Cherdchai said.

APEC members account for nearly four of every 10 people and almost half of world trade. Much of APEC’s work is technical and incremental, carried out by senior officials and ministers, covering areas such as trade, tourism, forestry, health, food, security, small and medium-size enterprises and women’s empowerment.

Members also include Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Singapore, South Korea, Taiwan, Thailand and Vietnam.

As host, Thailand invited three special guests to the meeting: French President Emmanuel Macron; Crown Prince Mohammed bin Salman, the prime minister of Saudi Arabia; and Cambodian Prime Minister Hun Sen, who was to represent ASEAN but will not attend after getting COVID-19.

The APEC summit venue, at downtown Bangkok’s main convention center, was cordoned off with some streets in the area completely closed to traffic. Rows of riot police stood guard behind barricades at a major intersection nearby, underscoring Thailand’s determination to ensure no disruptions.

In recent years, Bangkok has seen a wave of large-scale protests aimed both at the government and the powerful monarchy, though they have faded under the pressures of the pandemic and targeted arrests of key figures.

A small but noisy group of protesters scuffled briefly with police Thursday demanding to deliver a letter to leaders attending the summit. The demonstrators back various causes including the removal of Prime Minister Prayuth and the abolition of Thailand’s strict anti-royal defamation laws.

From Siam Piwat’s game-changing success towards a new “Above the Ocean” strategy, rising above all changes and moving forward with stability and sustainability

Throughout over 63 years of business in Thailand, Siam Piwat has overcome all sorts of crises especially at Siam – the fiercest battlefield of commerce and much more. Siam Piwat has been able to lead its partners and retailers out of each plight through the years. Even during the COVID-19 pandemic, in which it was no less impacted than any other business, the Company parlayed the extensive experience it had amassed over the years into a toolset that enabled it to triumph over the crisis with grace.

While steering a business through hardships is already in a challenge for an executive in and of itself, changing the game to future-proof the business is an even bigger challenge. Yet, Siam Piwat Group’s chief Chadatip Chutrakul has proven herself as a leader time and again, having helped the business swiftly regain profitability when hit by a crisis, including the recent COVID-19 pandemic.

image3 11

Ms. Chadatip Chutrakul, Chief Executive Officer of Siam Piwat Group, a leading real estate and retail developer, the owner and operator of world-renowned properties, such as Siam Paragon, Siam Center, and Siam Discovery, and a joint venture partner of ICONSIAM and Siam Premium Outlets Bangkok, said that the COVID crisis has been a great learning experience. Thanks to the experience it has gained from previous crises, coupled with a decisive move to quickly restructure the organization, Siam Piwat has been able not only to cope with the challenge but also generate more revenue in the first nine months of 2022 than in the same period of 2019, pre-COVID level despite the absence of foreign tourists.

Through the years, Siam Piwat’s mission is not to be  the number one in terms of the number of shopping centers or the largest market share in terms of area. Rather, Siam Piwat adopts a four-pronged Top-of-Mind strategy to ensure its resilience. The strategy consists of the following:

  1. Top-of-mind among people: Siam Piwat seeks to establish top-of-mind awareness not only among Thai people but across the world. This goal is well within reach as Siam Paragon is the sixth most checked-in place in the world on Facebook and the world’s most checked-in location on Instagram, not to mention that all Siam Piwat’s shopping centers have been voted by tourists in various countries as their favorite destinations.
  2. Top-of-mind among retailers: Siam Piwat is committed to its duty of ensuring the continuous success of ten thousand retailers across its shopping centers. As a testament, Siam Piwat has successfully generated astounding foot traffic, bringing in over 100 million visitors per year, more than 25 million of whom are tourists. Thanks to this, many brands with branches in Siam Piwat’s properties have achieved the country’s top sales, while international brands have similarly been able to push their sales into the world’s top 10.
  3. Top-of-mind among business partners: Siam Piwat’s shopping centers not only sell products but also serve as a branding platform. Through the years, Siam Piwat has fostered relationships with various partners and joined hand with both government agencies and private sector to develop new business models to co-create and deliver to customers experiences beyond expectations.
  4. Top-of-mind in the world: As shopping centers serve as magnets that strengthen Thailand’s position as a shopping paradise and its ability to attract visitors from across the globe, Siam Piwat strives to build properties that can rival other major projects around the world in order to earn acceptance across the global shopping mall business and curate a positive reputation for Thailand. Siam Piwat’s shopping centers have won over 40 top awards across various categories from world-class organizations – a phenomenal achievement thus far unattained by any other shopping center in Thailand or Asia.

image1 17

“We do not have shopping centers in different provinces or nationwide; we have only four shopping malls and one luxury outlet mall, but all of them have been named winners at a global level by various world-class organizations and associations for, among others, innovation and design, revolutionizing the retail industry, marketing and generating world-class experiences, best support for SMEs, green leadership, sustainable development, and developing the world’s most desired destinations. All of these awards underline Thai people’s capacity, and today, many shopping center developers from different countries are seeking to come and learn from us.”

“Our business goal is not just profit. We seek to build relationships with retailers and partners that transcend time. A life reward for our employees is getting to create a second home for our customers and fulfilling their wishes and experiences to the best of our ability in every situation as well as creating a platform that fosters success for our retailers and partners. Thanks to these strategies and missions, we have been able to grow our sales by five times over the past seven years and increased the number of our subsidiaries from 32 to 48. Even amid the COVID-19 pandemic, we were able to launch Siam Premium Outlets Bangkok, Thailand’s first-ever luxury outlet mall, in mid-2021 and successfully developed a new digital platform ONESIAM SuperApp in only 13 months,” said Ms. Chadatip Chutrakul.

While many organizations are still grappling with post-covid challenges, Siam Piwat has already drawn up new strategies.

image5

Siam Piwat’s CEO added that 10 years ago, the company foresaw a possible disruption from digital evolution and thus began to shift its strategies for every shopping center towards creating value, developing fresh experiences that would speak to people, and fostering emotional engagement through emotional marketing. Siam Piwat also initiated a digital transformation internally as well as completed its data bank development in early 2022. Thanks to these efforts, the company was well-equipped to handle the COVID-19 pandemic and able to quickly develop a digital platform to serve its customers. Moving forward, Siam Piwat is looking to change the game with the concept Rise Above and Beyond, where it creates new strategies that will enable it to rise beyond all of its previous achievements, rise above all changes in the world, positive or otherwise, and ultimately rise above all challenges.

Siam Piwat’s next step is to shift from the Blue Ocean Strategy to the Above the Ocean Strategy, where it rises above all changes, takes a step back and views the business in a new context, tears down all old limitations, and innovates new things from its existing value without any limitations. Under this new strategy, Siam Piwat will operate without competitors and work hand in hand with partners to build an ecosystem to amplify its success and sustainability and create a world without frontiers filled with opportunities in every dimension.

Siam Piwat’s next move under the Above the Ocean Strategy is to expand its value creation initiatives into a universe of value by:

  1. Creating a sharing economy through ONESIAM SuperApp and VIZ COINS
  2. Co-creating experiences beyond expectations both through physical and digital platforms to expand the offerings and cater to global citizens
  3. Collaborating to win by creating an ecosystem of success in collaboration with existing 50 partners across 13 industries
  4. Fostering sustainable value in every process to create mutual growth for all involved, as well as the public, the environment, and economy; redefining and pioneering new businesses whether in the form of products, services, or platforms to create access to a better quality of life without leaving anyone behind; as well as contributing to restoring the environment and passing on a better world to posterity.

image4 13

“Siam Piwat’s Above the Ocean Strategy will enable us to foster mutual growth sustainable with every sector, create a positive net impact for the public and the environment, and play a part in helping Thailand achieve greatness on the global stage, concluded Chadatip.”

US and Russia Clash Over Responsibility for Missile Strike

UNITED NATIONS (AP) — The U.S. and its Western allies clashed with Russia at the U.N. Security Council on Wednesday over responsibility for a deadly missile strike in Poland near the Ukrainian border, an event the U.N. political chief called “a frightening reminder of the absolute need to prevent any further escalation” of the nine-month war in Ukraine.

U.S. Ambassador Linda Thomas-Greenfield told the council: “This tragedy would never have happened but for Russia’s needless invasion of Ukraine and its recent missile assaults against Ukraine’s civilian infrastructure.” Russia’s U.N. Ambassador Vassily Nebenzia countered, accusing Ukraine and Poland of trying “to provoke a direct clash between Russia and NATO.”

The U.S. and Albania had called for a council update on the situation in Ukraine last week, and the meeting was dominated by Tuesday’s missile strike in Poland that killed two farm workers.

Nebenzia pointed to statements by Ukraine’s president and Polish officials initially indicating Russia was responsible. NATO’s chief and Poland’s president said Wednesday there is no indication it was a deliberate attack, and was likely a Soviet-era projectile launched by Ukraine as it was fending off Russian missiles and drones that savaged its power grid and hit residential buildings.

U.N. Undersecretary-General for political affairs Rosemary DiCarlo told the council that it was Russia’s “most intense bombardments” since its Feb. 24 invasion of Ukraine, and the impact “can only worsen during the coming winter months.”

She reiterated that attacks targeting civilians and civilian infrastructure are prohibited under international law, noted that “heavy battles” are continuing in eastern Donetsk and Luhansk and told council members “there is no end in sight to the war.” She also warned that “as long as it continues, the risks of potentially catastrophic spillover remain all too real.”

Thomas-Greenfield, the U.S. envoy, called the barrage of more than 90 missiles that rained down on Kyiv and other cities and targets devastating civilian infrastructure “a deliberate tactic” by Russian President Vladimir Putin.

“He seems to have decided that if he can’t seize Ukraine by force, he will try to freeze the country into submission,” she said.

Poland’s U.N. Ambassador Krzysztof Szczerski told the council “those innocent people would not have been killed if there had been no Russian war against Ukraine.” And Britain’s U.N. Ambassador Barbara Woodward said: “We should be clear that this is a tragedy that indisputably stems from Russia’s illegal and unjustified invasion. And it’s inhumane assault on civilians across Ukraine.

But Russia’s Nebenzia said he wanted to remind those blaming Russia that what Moscow calls its “special military operation” wouldn’t have been needed if the Minsk agreements after the upheaval in Ukraine in 2014 that called for a degree of self-rule for the Russian-backed separatist regions of Donetsk and Luhansk in the east had been fulfilled, and hadn’t led to an eight-year war.

Addressing the West, Nebenzia also said there would be no military action “if you had not interfered and did not supply Ukraine with weapons and ammunition” and encouraged Ukraine “to strive for peace on realistic terms rather than fuel its feverish fantasies about the possibility of victory over Russia, for the sake of which the Zelenskyy regime is senselessly throwing tens of thousands of its soldiers into the meat grinder.”

As for the missile attacks, Nebenzia said, “If you reacted to the terrorist actions of the Ukrainian special forces against Russia, we would not be forced to conduct precision strikes on infrastructure.”

“But since you’re acting as you’re acting, while the Kyiv regime is taking credit for non-existent military prowess, we are forced to achieve the goals set for the special military operation by weakening the military potential of Ukraine,” he said.

Britain’s Woodward strongly disagreed, telling the council, “We are in no doubt that Ukraine will prevail in the face of Russia’s aggression.”

Pointing to the Russian withdrawal from the southern Ukrainian city of Kherson, she said, “The liberation of Kherson shows the strength, courage and determination of the Ukrainian people to defend their right to sovereign equality and territorial integrity guaranteed under the U.N. Charter.”

Asia-Pacific Leaders Tackle Trade, Sustainability in Bangkok

BANGKOK (AP) — The war in Ukraine, great power rivalry Asia, inflation and food and energy shortages are on the agenda as leaders prepare for the third back-to-back gathering this week, a Pacific-Rim summit taking place in a heavily guarded venue in Thailand’s capital.

Leaders from the 21-member Asia-Pacific Economic Cooperation forum will meet formally in closed-door sessions Friday and Saturday. For some, it will be at least the third such opportunity for face-to-face talks in the past two weeks, though the U.S. is represented in Bangkok by Vice President Kamala Harris, who is attending instead of President Joe Biden.

APEC’s official mission is to promote regional economic integration. Most of the business conducted happens on the summit’s sidelines in meetings such as a planned meeting between Chinese President Xi Jinping and Japanese Prime Minister Fumio Kishida.

The two Asian powers have a history of tense relations, a legacy of Japan’s World War II aggression compounded by territorial disputes and China’s growing military might. A Chinese Foreign Ministry spokesperson, Mao Ning, said the encounter would “carry great importance.”

Xi, Harris and French President Emmanuel Macron will also speak at a business conference held just ahead of the summit meetings that is mostly closed to media apart from outlets sponsoring the event.

The APEC meetings are being held in downtown Bangkok’s main convention center, which is cordoned off with some streets in the area completely closed to all traffic. Rows of riot police stood guard behind the barricades at a major intersection nearby, underscoring host Thailand’s determination to ensure the summit suffers no disruptions.

“The APEC meeting this year takes place amidst a dual jeopardy. We need not be reminded of the severe security conflicts that know not what victory looks like. Meanwhile, the world is staring at the hyper inflation married to recession, a broken supply chain and scarcity and climate calamities,” Don Pramudwinai, Thailand’s foreign minister said in opening a meeting of foreign ministers and commerce ministers who were working on draft statements due to be issued after the summit.

Apparently alluding to Russia and recent condemnation of its war on Ukraine, he also said there was a growing “cancel mentality” that makes “any compromise appear impossible.”

Before the summit, Thai officials said they were hoping to steer APEC toward long-term solutions in various areas, including climate change, economic disruptions and faltering recoveries from the pandemic.

“What we are going to do is to have all economies agree on a set of targets … climate change mitigation, sustainable trade and investment, environment resources conservation and, of course, waste management,” said Cherdchai Chaivaivid, director-general of Thailand’s Department of International Economic Affairs. “This is the first time that APEC is going to talk about this. This is the first time that we are going to open a new chapter in how trade, business, investment should be done.”

APEC’s official mission is to promote regional economic integration, which means setting guidelines for long-term development of a free trade area. Most of its work is technical and incremental, carried out by senior officials and ministers, covering areas such as trade, tourism, forestry, health, food, security, small and medium-size enterprises and women’s empowerment.

Leaders from the 21 economies on both sides of the Pacific Ocean often take the opportunity to conduct bilateral talks and discuss side deals. The Latin American contingent comes from Chile, Mexico and Peru. Other members are Australia, Brunei, Canada, China, Hong Kong, Indonesia, Japan, Malaysia, New Zealand, Papua New Guinea, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, the United States and Vietnam.

Russian President Vladimir Putin and Biden are no-shows this year. Putin has been avoiding international forums where he would be showered with criticism over the invasion of Ukraine. Biden will be hosting his granddaughter’s wedding at the White House.

That leaves Chinese leader Xi as the star attendee in Bangkok, where he also is making an official visit to Thailand just after obtaining a rare third term as top leader at a once-in-five years Communist Party congress.

Biden is giving ground to China in the competition for friends and influence in Southeast Asia by skipping the APEC meetings. But U.S. officials say Washington has demonstrated its seriousness in relations with the region through frequent visits by Cabinet members including Secretary of Defense Lloyd J. Austin III and other key senior officials.

As host, Thailand invited three special guests to the meeting: the French president Macron; Crown Prince Mohammed bin Salman, the prime minister of Saudi Arabia, and Cambodian Prime Minister Hun Sen, who was to represent the Association of Southeast Asian Nations but will not attend after getting COVID-19.

For Thai Prime Minister Prayuth Chan-ocha, the most welcome visitor may well be the Saudi leader, who is making an official visit to help restore friendly relations with Thailand after decades of disruption due to a theft of Saudi royal jewelry and the unsolved murders of Saudi diplomats in Bangkok.

“This is a good opportunity, that Mohammed bin Salman is visiting Thailand and both countries will resume a good economic relationship after over 30 years,” the chairman of the Thai Chamber of Commerce, Sanan Angubolkul, told The Associated Press. “To have the French president join us also shows how important this region is.”

The war in Ukraine remains a likely thorn in APEC’s consensus-oriented efforts. None of the earlier APEC meetings this year issued statements due to disagreements over whether to mention the conflict.

Like Indonesia, which hosted the Group of 20 summit in Bali this week, and Cambodia, which hosted the ASEAN meetings, Thai officials have put the best possible face on the situation, contending that agreement on other points will allow APEC to move forward regardless.

Skeptics doubt the meeting will accomplish much.

“This APEC is only a photo opportunity for leaders. Its agenda has drawn much less attention than the ASEAN summit and G-20,” Virot Ali, a political scientist at Thailand’s Thammasat University, told The Associated Press.

“I don’t think we will see any progress from APEC. The current geopolitics, trade war, COVID-19, and Russia-Ukraine war are the issues that people are paying more attention to and feeling more impact from,” he said.
