MANILA, Philippines (AP) — Typhoon Kalmaegi has left at least 66 people dead with 26 others missing in the central Philippines, many in widespread flooding that trapped people on their roofs and swept away cars in a hard-hit province still recovering from a deadly earthquake, officials said Wednesday.
Among the dead were six people who were killed when a Philippine air force helicopter crashed in the southern province of Agusan del Sur on Tuesday. The crew was on its way to provide humanitarian help to provinces battered by Kalmaegi, the military said. It did not give the cause of the crash.
Kalmaegi blew away from western Palawan province into the South China Sea before noon Wednesday with sustained winds of up to 130 kph (81 mph) and gusts of up to 180 kph (112 mph), according to forecasters.
Central province hit hardest by the storm
Bernardo Rafaelito Alejandro IV, deputy administrator of the Office of Civil Defense, and provincial officials said most of the deaths were reported in the central province of Cebu, which was pummeled by Kalmaegi on Tuesday, setting off flash floods and causing a river and other waterways to swell.
The resulting flooding engulfed residential communities, forcing startled residents to climb on their roofs, where they desperately pleaded to be rescued as the floodwaters rose, officials said.
The Philippine Red Cross received many calls from people needing rescue in Cebu from their roofs, its secretary-general Gwendolyn Pang said Tuesday.

At least 49 drowned in floods and others died as a result of landslides and falling debris in Cebu, where 13 of the 26 missing were reported, the Office of Civil Defense said on Wednesday.
“We did everything we can for the typhoon but, you know, there are really some unexpected things like flash floods,” Cebu Gov. Pamela Baricuatro told The Associated Press by telephone.
Caloy Ramirez, a volunteer rescuer, said the massive flooding set off by the typhoon turned an upscale riverside residential community in Cebu city on Tuesday into an unrecognizable scene of tumbled SUVs and houses in disarray.
Residents said floodwater engulfing the first floors of their houses in just a few minutes, sending them scrambling to upper floors or roofs in panic.
“We always expect the worst and what I saw yesterday was the worst,” Ramirez told The AP. She described how the faces of desperate residents would light up when they realized they were being rescued.
Concerns grow over flood control projects
The problems may have been made worse by years of quarrying that caused clogging of nearby rivers, which overflowed, and substandard flood control projects in Cebu province, Baricuatro said.
Cebu, a bustling province of more than 2.4 million people, declared a state of calamity to allow authorities to disburse emergency funds more rapidly.
Cebu was still recovering from a 6.9 magnitude earthquake on Sept. 30 that left at least 79 people dead and displaced thousands when houses collapsed or were severely damaged.
Thousands of northern Cebu residents who were displaced by the earthquake were moved to sturdier evacuation shelters from flimsy tents before the typhoon struck, Baricuatro said. Northern towns devastated by the earthquake were mostly not hit by floods generated by Kalmaegi, she added.

Kalmaegi heads toward Vietnam and Thailand
Before Kalmaegi’s landfall, officials said more than 387,000 people had evacuated to safer ground in eastern and central Philippine provinces.
Ferries and fishing boats were prohibited from venturing out to increasingly rough seas, stranding more than 3,500 passengers and cargo truck drivers in nearly 100 seaports, the coast guard said. At least 186 domestic flights were canceled.
The Philippines is battered by about 20 typhoons and storms each year. The country also is often hit by earthquakes and has more than a dozen active volcanoes, making it one of the world’s most disaster-prone countries.
Central Vietnam, still reeling from days of record rain that triggered flash floods and landslides, was bracing for more pounding rain as Kalmaegi nears.
Fishing boats returned to shore while local authorities readied evacuation plans, secured shelters and stockpiled food, state media reported.
Forecasters estimate the storm will reach Vietnam’s coast Friday morning.
Meanwhile, Thailand’s weather agency issued an advisory for the northern, eastern and central parts of the country, warning that Kalmaegi would bring heavy rain Friday and into the weekend that could cause flash floods, landslides and river overflows.

BANGKOK — The Miss Universe Organization (MUO) said the 74th Miss Universe competition in Bangkok will proceed as planned following a walkout and escalating tensions between contestants and Nawat Itsaragrisil, chairman of the Miss Universe Thailand Host Committee and CEO of the Miss Grand International Organization (MGI).
In a statement issued hours after Miss Universe Mexico Fatima Bosch and several contestants left the Sashing Ceremony on Nov. 4, MUO reaffirmed its commitment to “work closely with the host community, MGI, and all local partners” to ensure the show continues.

By Tuesday evening, tensions appeared to have eased. No contestants had withdrawn, and all joined a dinner cruise on the Chao Phraya River. Nawat later announced a new “let everyone do as they please” policy, giving contestants freedom to choose their participation in sponsor-related activities to avoid further conflict.

MUO Restricts Nawat’s Role
Tensions reignited Wednesday when MUO President Raul Rocha Cantu released a video statement announcing that Nawat’s role in overseeing the pageant would be “restricted or eliminated entirely.”
“The decision came after he became the center of attention instead of the contestants, humiliating and insulting a defenseless woman,” Rocha said. “No one has the right to harm or intimidate a woman, much less one representing her nation on our stage.”
Rocha said the organization had taken legal and corporate measures in response to Nawat’s “malicious acts” and reiterated that MUO would not tolerate behavior undermining respect and dignity toward women.
The Mexican Embassy in Thailand also confirmed it is in contact with Bosch and her family and will continue to monitor the situation.

Nawat Dismisses MUO’s “Impossible” Move
In a local media interview, Nawat dismissed Rocha’s comments as impractical, saying MUO has no authority to limit his work. “We are the license holder. Everything must run according to business operations,” he said. “He posts first and asks questions later — that causes confusion among contestants.”
He suggested Thailand’s strong showing as host may have caused “jealousy” and insisted he would continue performing his duties. “Sometimes I lose control,” he said. “If I made mistakes, I apologize to Miss Mexico. I may have been too angry, but I had no intention to diminish her.”
Tense Exchange Sparks Walkout
Footage circulating online showed Nawat arguing with Bosch in front of contestants before she walked out, followed by Miss Universe 2024 Victoria Kjær Thelvåg and others. Bosch later posted that Nawat had called her “dumb,” writing, “If something costs you your dignity, you need to walk away.”
The Miss Universe Mexico organization condemned the incident as “unacceptable,” saying “no woman, under any circumstance, deserves to be insulted or humiliated.”
The 74th Miss Universe competition runs from Nov. 2–21 across Bangkok, Phuket, and Pattaya, with the final coronation scheduled for Nov. 21 at Impact Muang Thong Thani.

A Proposal to Khun Nawat Itsaragrisil, organiser of Miss Universe 2025 Competition in light of the disrespectful remark to Miss Universe Mexico Fatima Bosch and other issues
Given the severity of the issuing, it is best that Mr Nawat hold a formal press conference to sincerely apologize for using inappropriate language and methods with Miss Universe Mexico 2025 Fatima Bosch, especially for using the English word “dumb” and for threatening the contestants by ordering your subordinates to close the meeting room door and threatening that anyone who walked out of the room would be considered as no longer competing in the pageant.
Evaluate his own role and decide whether to continue or step down, because even though Mr Nawat has made immense contributions to promoting Thai tourism and culture (in addition to the pageant business), this incident has inevitably led to a significant loss of reputation for Thailand.
If he does not resign, Mr Nawat must adjust his language, especially his English, as it is understood that his English proficiency and vocabulary are limited. For example, instead of using the word “dumb,” what Nawat should have said was to indicate that “It would be unwise if you would only listen to the Mexican National Director,” and so on.
However, what is harder to adjust than the use of English language—because if Nawat wants to fix the English language deficiency, he could simply hire a skilled interpreter to stand beside him for important speeches—is adjusting Khun Nawat’s bossy attitude, which some people view as dictatorial and disrespectful, or even toxic, toward those who hold different opinions.

CHIANG MAI — Etihad Airways has launched direct flights connecting Abu Dhabi with Chiang Mai, marking the first-ever route between the northern Thai city and the United Arab Emirates. The move is part of Thailand’s effort to draw more high-spending tourists from the Middle East under the Tourism Authority of Thailand’s (TAT) Airline Focus strategy.
The inaugural flight, EY426, departed Abu Dhabi at 9:30 p.m. on November 3 and landed at Chiang Mai International Airport at 6:05 a.m. on November 4. The service uses an Airbus A321LR aircraft with a capacity of 160 passengers.

Veerapong Rittharod, deputy governor of Chiang Mai province, joined executives from TAT and Chiang Mai International Airport in welcoming passengers arriving on the maiden flight.
Etihad will operate four flights per week — on Mondays, Wednesdays, Fridays and Sundays. The Abu Dhabi–Chiang Mai route spans 4,612 kilometers, making it the longest direct service to Chiang Mai Airport. It surpasses the previous record held by VietJet’s Chiang Mai–Kansai route, which covers about 3,979 kilometers.
The new connection follows Etihad’s successful launch of its Abu Dhabi–Krabi route in October. Together, the two routes give Middle Eastern travelers greater access to Thailand’s major tourist destinations and enable convenient multi-city itineraries such as Krabi–Bangkok–Chiang Mai or Chiang Mai–Phuket–Dubai.

TAT said the new service also strengthens access for long-haul travelers from Europe and the Americas, who can now reach northern Thailand more easily during the peak tourism season.
The initiative aligns with TAT’s strategy to attract “quality over quantity” visitors by extending their length of stay and boosting average spending, especially during the year-end travel period.

BANGKOK — Thailand received 26.89 million international visitors during the first 10 months of 2025 (January 1 – November 2), generating approximately 1.24 trillion baht ($38 billion) in tourism revenue, according to the Ministry of Tourism.
Malaysia led source markets with 3.88 million visitors, followed by China (3.80 million), India (2.00 million), Russia (1.43 million), and South Korea (1.28 million).
Current trends suggest Thailand will exceed 30 million foreign arrivals by year-end, though falling short of the former government’s ambitious 40 million target set earlier this year.

Chinese Market Slump Derails Targets
The Paetongtarn Shinawatra administration had aimed to surpass pre-pandemic 2019 levels of 39.91 million visitors. However, a February incident involving Chinese actress Wang Xing—allegedly lured to Thailand before being trafficked to Myanmar for scam operations—severely damaged confidence among Chinese travelers, causing arrivals from China to plummet.
By comparison, 2024 saw 35.54 million tourists generate 1.67 trillion baht ($51.3 billion), representing 26.27% growth from 2023.
Long-Haul Markets Surge in High Season
Nattariya Thaweewong, Permanent Secretary of the Ministry of Tourism and Sports, reported encouraging signs during October 27 – November 2, with long-haul arrivals surging over 25% as high season began.
American tourists jumped 33.20%, propelling the U.S. from seventh to fifth place among source markets. Indian arrivals topped 2 million and have held third position for ten consecutive weeks.

Salween River communities urge authorities to urgently inspect water quality after reports reveal arsenic contamination five times above safety standards.
MAE HONG SON — Thai authorities have launched urgent measures following the detection of arsenic contamination in the Salween River at levels five times higher than safety standards, according to researchers from Chiang Mai University who made the discovery last week.
Assistant Professor Dr. Wan Wiriya, Assistant Director of the Environmental Science Research Center at Chiang Mai University, reported on October 28 the results of water samples collected from the Salween River as it flows through Mae Sariang District, Mae Hong Son Province, in early September 2025. Three locations were tested for water quality.
Dr. Wan noted that prior to this study, someone had submitted water samples from the Salween River for testing, which also revealed arsenic levels exceeding safety standards.

Beyond arsenic, other heavy metals were found at concentrations approaching dangerous thresholds, creating significant health risks. He urged relevant agencies to conduct immediate investigations and issue public warnings.

Deputy Prime Minister and Minister of Natural Resources and Environment Suchart Chomklin on November 4 ordered immediate action from key agencies, including the Pollution Control Department and the Department of Groundwater Resources, to address the water quality crisis.
The findings have sparked alarm among communities along the riverbanks in Mae Hong Son province, prompting swift government intervention.
Officials Issue Warnings
The Department of Water Resources has been directed to deploy teams to distribute clean drinking water to affected residents immediately. Officials are working to ensure communities stop drawing water directly from the contaminated source.
Authorities are also conducting public education campaigns to inform residents about health and hygiene safety measures during the crisis.
Beyond arsenic, other heavy metals were found in Salween River.
Khamphan Mokthaisong, District Chief of Sob Moei District in Mae Hong Son, has instructed riverside communities to avoid direct contact with the river water and refrain from consuming fish caught from the Salween.
Mining Activities Under Scrutiny
According to information from the Stimson Center, a foreign affairs think tank, there is extensive mining of various minerals and rare earth elements in the upper reaches of the Salween River.
The situation mirrors pollution problems that occurred in the Kok River and Sai River in Chiang Rai Province, which faced contamination from mining operations in Myanmar and required international cooperation to resolve.
However, since the mining sites are located very far from where the water samples were collected, it remains uncertain whether mining activities are the direct cause of the contamination. Investigations into the source of the pollution are ongoing.

BANGKOK — Thailand’s Cabinet on Tuesday approved a 3.99 billion baht (US$123 million) budget to host the MotoGP World Motorcycle Championship from 2027 to 2031, despite criticism from the opposition Pheu Thai Party over the rush to renew the contract.
The decision, proposed by the Ministry of Tourism and Sports, authorizes Thailand to bid for a new five-year hosting deal for the premier motorcycle racing series. The budget cap is set at 3,997.86 million baht, adjustable for currency fluctuations.
Deputy Government Spokesperson Ayrin Phanthurit said the event is expected to generate up to 24.9 billion baht in economic value, citing tourism, hospitality, and local business benefits. Surveys from previous events between 2018 and 2025 found that each race drew an average of 206,000 spectators, both local and foreign, contributing to spending across accommodation, transport, and restaurants.

Ayrin added that MotoGP attracts nearly 800 million viewers across 207 countries, boosting Thailand’s profile in the global sports industry and reinforcing its appeal as a major tourism destination.
However, Pheu Thai Party spokesperson Suksit Srijomkhwan questioned the government’s urgency, alleging the renewal primarily benefits vested interests. He noted that event costs have risen yearly while sponsorships have declined, forcing greater reliance on public funds.

Suksit contrasted the move with the former Pheu Thai-led government’s negotiations to bring Formula 1 (F1) to Thailand, citing F1’s larger audience and higher potential economic returns. Both F1 and MotoGP are owned by Liberty Media, but he said the current administration appeared focused solely on MotoGP, which is held at the Chang International Circuit in Buriram province—a facility linked to Newin Chidchob, an influential figure in the ruling Bhumjaithai Party.
The Chang circuit has been at the center of a long-running land dispute involving the State Railway of Thailand over the Khao Kradong area, where the track was built.
Globally, MotoGP drew around 677 million cumulative viewers in 2024, averaging 33.9 million per race. Formula 1, meanwhile, recorded a fanbase of 826 million and roughly 1.6 billion total viewers, maintaining its position as the world’s most-watched motorsport.

BANGKOK — The Bank of Thailand (BOT) has launched a cross-border QR payment linkage with China, making it the ninth country to join Thailand’s regional real-time payment network.
The new system aims to boost tourism, trade, and investment between the two nations by allowing Chinese visitors to make payments directly through Alipay, UnionPay, and WeChat Pay at Thai merchants displaying local QR codes.
The initiative connects the instant retail payment systems of Thailand and China through private-sector collaboration under the BOT’s supervision. It allows Chinese visitors to make purchases in Thailand by scanning Thai QR codes issued by local banks including Bangkok Bank, Krungthai Bank, Kasikornbank, Industrial and Commercial Bank of China (Thai), Siam Commercial Bank, and the Bank for Agriculture and Agricultural Cooperatives.
Additional banks, such as Krungsri, GSB, HSBC, and TTB, will join the system soon.
The Bank of Thailand (BOT) has launched a cross-border QR payment linkage with China.
The BOT said the linkage will facilitate economic activities, particularly in the tourism sector. More than 8.8 million Thai and Chinese tourists traveled between the two countries in 2024.
National ITMX (NITMX), the three Chinese service providers, and the Thai settlement banks — Bangkok Bank and Krungthai Bank — jointly developed the system to enable real-time settlements between the two countries.
The BOT emphasized that cross-border, real-time payment linkages enhance convenience for consumers and open new trade opportunities for businesses through a secure, efficient, and low-cost payment system.
Thailand currently has similar payment collaborations with nine jurisdictions — China, Cambodia, Hong Kong, Indonesia, Japan, Laos, Malaysia, Singapore, and Vietnam — supporting regional economic integration and the transition toward a digital economy.

A Philippine air force helicopter with five personnel on board crashed in a separate incident in southern Agusan del Sur province while flying to help provide humanitarian assistance to provinces battered by Kalmaegi.
The Super Huey chopper crashed near Loreto town and efforts were underway to locate the air force personnel aboard, the military’s Eastern Mindanao Command said in a statement.
Military officials didn’t immediately provide other details about the crash, including the condition of the five air force personnel aboard and what could have caused the crash.
Kalmaegi was last spotted over the coastal waters of Jordan town in the central province of Guimaras with sustained winds of 130 kph (81 mph) and gusts of up to 180 kph (112 mph). It was forecast to blow away into the South China Sea late Tuesday or early Wednesday after hitting the western province of Palawan.

Gwendolyn Pang, secretary-general of the Philippine Red Cross, said an unspecified number of residents were trapped on their roofs by floodwaters in the coastal town of Liloan in central Cebu province. In the city of Mandaue, also in Cebu, floodwaters were “up to the level of heads of people,” she said, adding that several cars either were submerged in floods or floated in another Cebu community.
“We have received so many calls from people asking us to rescue them from roofs and from their houses, but it’s impossible,” Pang told The Associated Press. “There are so many debris, you see cars floating so we have to wait for the flood to subside.”
In Eastern Samar, one of the east-central provinces first lashed by Kalmaegi early Tuesday, fierce wind either ripped off roofs or damaged about 300 mostly rural shanties on the island community of Homonhon, which is part of the town of Guiuan, but there were no reported deaths or injuries, Mayor Annaliza Gonzales Kwan said.

“There was no flooding at all, but just strong wind,” Kwan told the AP by telephone. “We’re Ok. We’ll make this through. We’ve been through a lot, and bigger than this.”
In November 2013, Typhoon Haiyan, one of the most powerful tropical cyclones on record, slammed ashore into Guiuan then raked across the central Philippines, leaving more than 7,300 people dead or missing, flattening entire villages and sweeping scores of ships inland. Haiyan demolished about a million houses and displaced more than 4 million people in one of the country’s poorest regions.
Kalmaegi, the 20th tropical cyclone to batter the Philippines this year, was moving westward at 25 kph (16 mph) and was forecast to start shifting away from the western section of the archipelago into the South China Sea later Tuesday or early Wednesday, forecasters said.
Ahead of the typhoon’s landfall, disaster-response officials said more than 150,000 people had evacuated to safer ground in eastern Philippine provinces. Authorities warned of torrential rains, potentially destructive winds and storm surges of up to 3 meters (nearly 10 feet).

The typhoon, which has a broad wind band spanning about 600 kilometers (373 miles), was expected to batter central island provinces, including Cebu, which is still recovering from a 6.9-magnitude earthquake on Sept. 30 that left at least 79 people dead and displaced thousands when houses collapsed or were severely damaged.
On central Negros island, villagers were warned that heavy rains could cause volcanic mudflows on Mount Kanlaon, one of the country’s 24 most active volcanoes which has been emitting plumes of ash and steam in recent months, according to the Philippine Institute of Volcanology and Seismology.
Interisland ferries and fishing boats were prohibited from venturing into increasingly rough seas, stranding more than 3,500 passengers and cargo truck drivers in nearly 100 seaports, the coast guard said. At least 186 domestic flights were canceled.
The Philippines is battered by about 20 typhoons and storms each year. It is often hit by earthquakes and has more than a dozen active volcanoes, making it one of the world’s most disaster-prone countries.
