Croatian Man Running Unauthorized Tours Caught in Chiang Mai

CHIANG MAI — A Croatian national has been arrested in Chiang Mai for illegally operating an unlicensed tour business catering to foreign tourists. The suspect faces serious charges that could result in imprisonment and fines of up to $15,100.

Following tips from local residents about a foreigner selling tours to other tourists in downtown Chiang Mai, Police Lieutenant General Saksira Phueak-am, commander of the Tourist Police Bureau, ordered an investigation on May 20. Officers from the Tourist Police Division 2 collaborated with relevant agencies to inspect the reported location.

Officials from the Northern Region Tourism Business and Guide Registration Office discovered the illegal operation on the ground floor of an condominium on Chang Klan Road. The business was operating from a rented room without proper licensing. Evidence of tour package sales to tourists was found on the premises.

Authorities identified the operator as Mr. Andrej, a Croatian citizen who presented himself as the business owner and whose name appeared as the seller of tour programs. Officials charged him with operating a tourism business without a license and working as a foreigner without a work permit.

These offenses carry penalties of up to 2 years imprisonment, fines up to 500,000 baht (approximately $15,100), or both. The suspect was taken to Chiang Mai City Police Station for further legal proceedings.

This operation is part of a broader crackdown on 10 prohibited activities that negatively impact Thailand’s tourism industry. The initiative aims to build tourist confidence and restore Thailand’s reputation as a safe destination with high standards.

Jaturon Phakdeewanich, Director-General of the Department of Tourism, stated that the department has clear guidelines for regulating tour businesses under the Tourism Business and Guide Act. These regulations ensure fairness for legal operators and build confidence among both Thai and foreign tourists. He emphasized the department’s ongoing concrete efforts to address nominee tour companies and illegal guides.

Phakdeewanich urged all tour operators to conduct their businesses legally and encouraged the public to report suspicious activities to the Department of Tourism or the Joint Operations Center for Solving Problems of Tourism Businesses Using Thai Nominees (JOCST) at 0-2141-3119 or 0-2141-3264.

Israeli Tourist Witnesses Violent Attack on Grab Taxi Driver in Pai

MAE HONG SON — An Israeli tourist was left frightened after witnessing her Grab driver being assaulted by local transportation operators in the popular tourist town of Pai, Mae Hong Son province.

Theerachai Boonmapieng, a Grab driver, filed a police report with Police Lieutenant Atthapon Boonthawee at Pai Police Station late on May 19, stating he was attacked by a group of local pickup taxi drivers while he was waiting for his passenger outside a popular venue in Pai.

“I was parked across the street from Moonbeach Pai in Mae Hee sub-district when about four men standing by the road shouted at me, “Didn’t we already talk about not picking up customers here?” Theerachai recounted. “Then a large man opened my car door while another, thinner man began punching me.”

The Israeli female tourist, who Theerachai had brought from Chiang Mai to attend a party in Pai, was reportedly terrified and urged the driver to flee. Another assailant damaged Theerachai’s vehicle during the confrontation.

Prior to the violent incident, Theerachai had reported to the Pai Police Station Superintendent around 9 a.m. upon arriving in Pai with his foreign passenger, informing authorities about their planned itinerary and also meeting with tourist police. Around 10 AM, he encountered the group of local taxi drivers near the Walking Street in front of Pai District Court, where they argued about transportation services for tourists.

The local drivers reportedly claimed that providing services in Pai was exclusively their territory and livelihood, not for outsiders to profit from.

After taking Theerachai’s statement, police officers accompanied him to Pai Hospital for a medical examination and treatment, gathering evidence for the case. Authorities have since apprehended the suspects and brought them in for questioning at Pai Police Station.

Beyond this specific assault case, officials are under pressure to address the ongoing conflict between local transportation operators – including modified pickup trucks and songthaews (shared taxis) – and visiting drivers from other areas. The Mae Hong Son Provincial Transport Office has previously held meetings to establish legal guidelines for operations.

Officials note that the practice of modifying pickup trucks with metal barriers is illegal and puts tourists at risk, as these vehicles lack proper insurance coverage for passengers. Despite these warnings, local drivers have reportedly ignored regulations.

Leicester City Wins Appeal Against Premier League Financial Charge

LEICESTER – Leicester City Football Club has successfully defended itself against the Premier League’s challenge regarding financial compliance for the 2023 fiscal year, according to a tribunal decision published today.

In a statement on May 20, 2025, the club expressed satisfaction with the outcome of the main proceedings, which centered on the Premier League’s Profitability and Sustainability Rules (PSR) assessment for the period ending FY23.

“The Club is pleased that it successfully defended the Premier League’s challenge to the Appeal Board decision in relation to the PSR assessment period ending FY23, which was the main focus of these proceedings,” Leicester City officials stated.

The tribunal dismissed the Premier League’s challenge, ruling that the original Appeal Board decision “could not sensibly be seen as resulting from a perverse interpretation of the law.” This judgment aligns with Leicester’s consistent position throughout the dispute.

The club highlighted that Premier League regulations establish a deliberately high threshold for overturning Appeal Board decisions, requiring proof of a “perverse interpretation of the law” or a ruling “which could not reasonably have been reached.”

Leicester emphasized that the Appeal Board’s original decision was made by “a highly experienced panel including two former Court of Appeal judges.”

However, the tribunal did grant the Premier League jurisdiction on one of two grounds regarding the assessment period ending FY24, which has now been referred to an independent Commission.

“Consistent with its previous commitments, the Club intends to engage cooperatively in this matter now that the Premier League’s jurisdiction has been established for the period ending FY24,” Leicester City confirmed, while noting they cannot comment further due to confidentiality requirements surrounding the ongoing proceedings.

The case represents the latest development in the Premier League’s enforcement of its financial regulations, which have increasingly become a point of contention between clubs and league authorities.

Giant Snakes Unleashed Against Dog owner in Bangkok Condo

BANGKOK — A bizarre dispute between condominium residents in Bangkok’s Ratchada area has escalated dramatically, with one resident releasing two large snakes in a common area as revenge against a neighbor who kept a dog in the pet-free building.

The incident came to light after social media user Akarapon shared video footage showing two massive snakes, each approximately 3 meters long, slithering in front of a condominium unit. According to Akarapon, the building has previously housed Chinese businesspeople connected to gray businesses, scammers, illegal gambling operators, and even experienced a suicide case.

Another social media user named Nuii explained that the snake owner had previously complained to management about a neighboring unit keeping a dog that barked, created odors, and allegedly caused flea infestations. After management reportedly failed to resolve the issue, the frustrated resident acquired snakes as retaliation and released them in the corridor outside their unit.

The snake owner boldly posted in the condominium’s resident chat group: “Bring your cats and dogs out to play! My pets want to show their love by hugging your dogs so tightly they won’t be able to bark. Since management can’t handle this, I’ll keep pets too. Let’s turn this place into Safari World.”

In response to the tension, the condominium management posted in the residents’ LINE chat group on May 19, stating they received reports about large reptiles in common areas. Upon investigation, building staff discovered two large snakes on the 34th floor of Building A.

“We have issued warnings to the snake owner and ordered immediate removal of the animals, with a 1,000 baht ($30) fine. We’ve also fined the dog owner 10,000 baht ($302) from the date we confirmed they were keeping pets illegally. We apologize for this incident and request all residents to refrain from keeping pets,” said the management statement.

The building manager revealed that the condominium houses approximately 2,000 residents across 1,393 units. The management company only took over operations in late 2024 and was aware of complaints about the dog dating back to 2023, but previous inspections had found no evidence. After negotiations with authorities present, the snake owner eventually agreed to remove the reptiles and pay the fine.

Management acknowledged that part of the enforcement problem stems from their office being located on the 4th floor, making it difficult to monitor residents bringing pets through the lobby. The company has pledged stricter enforcement of the no-pets policy going forward.

Foreign Workers Arrested in Nonthaburi Karaoke Bar Raid

NONTHABURI — Immigration authorities conducted a raid on Tuesday at a karaoke establishment in Bang Kraso, resulting in multiple arrests for illegal employment.

Seven foreign nationals were taken into custody following an operation at “Nong Baifern Karaoke,” a venue that had reportedly gained popularity among foreign clientele through social media channels. The establishment was located in a standalone building within a small alley.

According to Pol.Maj.Gen.Chairit Anurit, Commander of Immigration Division 3, the raid followed intelligence reports suggesting that undocumented workers were employed at the premises.

“Our undercover officers confirmed that foreign nationals were working at the venue, engaging with customers in various capacities,” said Pol.Maj.Gen. Anurit. “These activities clearly violated Thai labor regulations.”

Investigators discovered that payments were processed through mobile transfers, with staff using QR codes connected to a bank account registered to a Myanmar national.

A Thai woman identified only as Ms. K, who claimed ownership of the business, faces charges of employing unauthorized foreign workers and harboring illegal immigrants.

Officials said the typical penalty for labor violations includes fines, but foreign offenders also face immigration consequences such as stay revocation, blacklisting, and deportation.

The investigation has uncovered evidence of foreign bank accounts being used in business operations, prompting authorities to pursue additional action under commercial and financial regulations.

Immigration officials encourage the public to report suspicious activity through the 1178 hotline or via the immigration website.

British Man to Remove Pit Bulls After Fatal Dog Attack in Chonburi

CHONBURIIn a distressing incident that has shocked dog lovers, a British man has agreed to relocate his two pit bulls after they attacked and killed a 12-year-old Thai-Labrador mixed breed dog in a residential community in Chonburi province. Following police intervention, the man has committed to moving the dogs to another location by May 21.

The Thai owner of the deceased dog filed a police complaint with Nong Pruei police in Chonburi against the foreign man for animal cruelty. According to her report, the man’s pit bulls were unleashed and killed her dog just outside her house. She also claimed he made threatening gestures toward her and her family who watched the attack helplessly.

“The foreigner just stood there watching my dog get bitten, even laughing at me like a psychopath and didn’t try to stop his dogs,” she stated in her social media post. “The foreign pit bull owner even made a throat-slitting gesture at me, threatening me. He then petted his dogs and went back inside his house to sleep comfortably. The police and security guards of the housing estate went to his house and saw him lying down and mocking us in his room.”

The devastated owner added, “My dog was very kind and friendly and never caused trouble for anyone. I cried so much seeing the incident happen right before my eyes, but I couldn’t help my dog. I couldn’t sleep all night and couldn’t eat. Rest in peace, Gogo.”

Reporters visited the housing estate located in Moo 7, Nong Pruei sub-district, Bang Lamung district, Chonburi province, where they met “Auntie Chaem,” the 60-year-old dog owner. She mentioned that similar incidents had occurred before, but no concrete measures had been implemented.

Another resident, 70-year-old Mrs. Kantong, recounted that her grandchild, who is transgender, had previously been threatened by the same foreigner with aggressive language and intimidating behavior, particularly when walking their dog. This has created an atmosphere of fear among residents.

Supachai Wongmuangkham, 48, added that the foreigner frequently causes disturbances in the community, including drunk behavior, arguments with security personnel, and setting off fireworks. These incidents have changed the previously peaceful atmosphere of the village, with many residents now afraid to take walks or let their children play outside due to fear of the uncontrolled dogs.

On May 19, officers from Nong Pruei Police Station and Nong Pruei Municipality summoned the British man to the police station. After discussions, he agreed to remove the dogs from the housing estate soon, requesting time to find a suitable place for them. He has committed to relocating the dogs by May 21, which has somewhat relieved the concerns of the local residents.

On May 19, Prime Minister Paetongtarn Shinawatra stated before the second 2025 meeting of the National Economic Stimulus Policy Committee at Government House that the current global economic situation is volatile due to trade wars and the announcement of Reciprocal Tariff policies by major powers. The government therefore needs to review its plans and projects, including accelerating economic structural improvements.

She emphasized the importance of fostering long-term economic growth, strengthening the grassroots economy and SME entrepreneurs, in order to drive the economy in line with the current economic situation.

After the meeting, Deputy Prime Minister and Finance Minister Pichai Chunhavajira announced that the government will postpone Phase 3 of the digital wallet program until conditions are better.

The National Economic and Social Development Council (NESDC) and the Bank of Thailand have urged a rethink of the digital wallet program, suggesting that funds be redirected to tackle structural challenges such as access to water for consumption and agriculture.

Other priorities include transport infrastructure such as high-speed and double-track railroad lines and road networks and tourism. Priority is given to projects that are classified as urgent. This also includes projects aimed at solving short-term problems for SMEs and promoting competitiveness and employment.

“The board has today approved a framework, with a sub-committee to scrutinize the proposed projects and a team to oversee the budget disbursement,” the finance minister said.

When asked whether the delay was due to insufficient funds, Pichai replied in the negative: “No, the budget has already been allocated. But the situation has changed and there are more restrictions now, so we have to adjust the spending plan. It’s not that we don’t have enough money or that we want to gain time.”

Changes of the Digital Wallet Project

The Pheu Thai Party’s flagship digital wallet project, a key promise from the 2023 election, aimed to stimulate the economy by distributing 10,000 baht to individuals aged 16 and older, injecting 450 billion baht ($13.6 billion).

While it became official policy, the initial one-time handout was divided into phases, prompting criticism from opposition parties who questioned its reduced economic impact and fiscal prudence. The government defends the initiative as crucial for revitalizing an economy struggling after a decade of military and authoritarian rule.

Phases 1 and 2 involved direct cash transfers to groups with limited access to digital technology. Phase 1 targeted approximately 14.4 million state welfare or disability card holders who received 10,000 baht each between September 25 and December 19, 2024, at a total cost of 144.5 billion baht.

In phase 2, funds were paid out to around 3 million elderly citizens (aged 60 and over) who had registered via the government app “Tang Rat” (State Platform). The transfers were made between January 27 and April 28, 2025 with a budget of 30 billion baht.

Phase 3 was intended for young people aged 16–20, with an estimated 2.7 million recipients eligible. The original plan was to pay out by June 2025 at the latest. It was to be the first fully digital phase, with funds being transferred via banking apps. The government reasoned that younger people are more tech-savvy and adaptable.

However, following the announcement of tariff increases by US President Donald Trump, which will affect key trading partners including Thailand, the Thai government has signaled that it may have to suspend the project.
