
LEICESTER – Leicester City Football Club has successfully defended itself against the Premier League’s challenge regarding financial compliance for the 2023 fiscal year, according to a tribunal decision published today.
In a statement on May 20, 2025, the club expressed satisfaction with the outcome of the main proceedings, which centered on the Premier League’s Profitability and Sustainability Rules (PSR) assessment for the period ending FY23.
“The Club is pleased that it successfully defended the Premier League’s challenge to the Appeal Board decision in relation to the PSR assessment period ending FY23, which was the main focus of these proceedings,” Leicester City officials stated.
The tribunal dismissed the Premier League’s challenge, ruling that the original Appeal Board decision “could not sensibly be seen as resulting from a perverse interpretation of the law.” This judgment aligns with Leicester’s consistent position throughout the dispute.
The club highlighted that Premier League regulations establish a deliberately high threshold for overturning Appeal Board decisions, requiring proof of a “perverse interpretation of the law” or a ruling “which could not reasonably have been reached.”
Leicester emphasized that the Appeal Board’s original decision was made by “a highly experienced panel including two former Court of Appeal judges.”
However, the tribunal did grant the Premier League jurisdiction on one of two grounds regarding the assessment period ending FY24, which has now been referred to an independent Commission.
“Consistent with its previous commitments, the Club intends to engage cooperatively in this matter now that the Premier League’s jurisdiction has been established for the period ending FY24,” Leicester City confirmed, while noting they cannot comment further due to confidentiality requirements surrounding the ongoing proceedings.
The case represents the latest development in the Premier League’s enforcement of its financial regulations, which have increasingly become a point of contention between clubs and league authorities.
