China’s Xi and Thailand’s Leader Vow to Crack Down on Scam Networks that Plague Southeast Asia

Huizhong Wu, BANGKOK — China’s leader Xi Jinping and visiting Thai Prime Minister Paetongtarn Shinawatra vowed to crack down on the scam networks that plague Southeast Asia as the two leaders met on Thursday in Beijing.

Myanmar, Cambodia and Laos, which are south of China and share borders with Thailand, have became major centers of online scam operations where people lured by false advertising of well-paid jobs are trafficked to secretive compounds where they are forced to work by criminal groups that run online scams targeting people all over the world.

That has impacted Thailand’s reputation, as multiple high-profile stories of Chinese people being lured to work in Bangkok only to be trafficked into a scam compound in Myanmar have surfaced, with Chinese actor Wang Xing being the latest such victim.

Thai and Chinese officials have taken public steps to address the scam issue, including a reported visit to the border region by Liu Zhongyi, China’s vice minister of public security.

“China appreciates Thailand’s strong measures to combat online gambling fraud. Both sides should continue to strengthen law enforcement, security, and judicial cooperation,” Xi said, according to state broadcaster CCTV.

Paetongtarn echoed that, saying “Thailand is willing to strengthen law enforcement cooperation with China and other neighboring countries and take resolute and effective measures to combat cross-border crimes such as online gambling and fraud.”

Ahead of her visit, Thailand cut off electricity to some areas in Myanmar by its border to try to disrupt the operations of the scam compounds. The effect of that is unclear as the compounds often have their own generators.

The visit to China was Paetongtarn’s first as prime minister and comes as the two countries celebrate 50 years of establishing diplomatic relations.

On other bilateral issues, Xi said China was willing to work on a new railway project between the countries. On Tuesday, Thailand approved a $10 billion railway project that will eventually connect Bangkok to the Laos-China high speed railway. He also said they hoped to deepen cooperation in electric vehicles, with Thailand being an emerging market for Chinese automakers.

China was once a significant part of Thailand’s tourism segment but was down to 6.7 million visitors in 2024, less than the 11 million visitors in 2019 before the coronavirus pandemic when Chinese visitors were nearly a third of all arrivals.

Paetongtarn has shown Thailand is willing to accommodate Chinese interests on key issues.

In January, a group of Chinese Uyghur detainees in Thailand pleaded for help before they were deported to China. Thailand’s decision to deport the Uyghurs, a largely Muslim ethnic group that faces persecution, came ahead of the two countries 50th anniversary of relations.

After the meeting in beijing, Paetongtarn said that Thailand “firmly” abides by the one-China principle, Beijing’s position that the island of Taiwan is part of China.

In a dramatic predawn operation, Thai police stormed a luxury Bangkok villa to capture two Chinese nationals accused of running a sophisticated cross-border scam operation. The raid, led by Police Lieutenant General Thatchai Pitaneelaboot, turned into a physical confrontation as the suspects desperately tried to destroy digital evidence.

The first arrest came as suspect Li Weijie, 30, arrived at Patio Ratchayothin Village in Bangkok’s Chatuchak district. Li refused to surrender his phone, leading to a struggle with officers. Minutes later, the operation escalated when his associate, Ye Wanyou, 29, barricaded himself inside the villa. Police were forced to break down the door, only to find Ye frantically attempting to delete data from his devices.

“These are not low-level operators,” explained Lt. Gen. Thatchai. “The evidence in their phones revealed they are ‘big bosses’ controlling multiple call centers and money laundering operations in neighboring countries.”

The raid yielded significant assets: a Mercedes Benz Maybach S580e worth 11 million baht, luxury brand goods valued at 4.3 million baht, cash in multiple currencies totaling over 400,000 baht, and crucially, five mobile phones containing extensive evidence of their operations.

Investigators uncovered that the pair had recently expanded into SMS scams, purchasing databases with hundreds of thousands of phone numbers. Their sophisticated “double-tap” scheme involved creating fake police and anti-money laundering social media pages to target previous fraud victims, promising to help recover their losses while actually luring them into further scams.

Both suspects deny all charges as police continue their investigation into what appears to be a extensive cross-border criminal network.

Thai Police Arrest African Nationals in Two Major Fraud Cases

BANGKOK — Thai Immigration Police have successfully apprehended suspects in two separate fraud cases involving African nationals, Police Major General Phantana Nuchanat, Deputy Commissioner of the Immigration Bureau, announced at a press conference.

In the first case, authorities arrested a 53-year-old Cameroonian national, Mr. Tenkeu, for operating a fraudulent U.S. dollar selling scheme. The suspect allegedly advertised authentic $100 bills for sale at just $20 each through a website, requiring potential buyers to make a 20% deposit before disappearing with the money.

Immigration Police Division 1 conducted a sting operation, arranging to purchase $500,000 in U.S. currency for $100,000. The undercover agent insisted on seeing the currency before making any payment, leading to a meeting at a hotel in Soi Ramkhamhaeng 22, Bangkok, where the suspect was arrested.

During questioning, Mr. Tenkeu admitted that he intended to deceive the buyer by showing a few genuine dollar bills as samples and then disappearing after receiving a 700,000 baht transfer. Thai authorities have revoked his permission to stay in the kingdom and blacklisted him from future entry. He will be deported to Cameroon.

In a separate case, authorities arrested the alleged ringleader of a African gold scam following a complaint filed on January 16, 2024. The victims reported being defrauded of 1.1 million baht by three African nationals who switched genuine currency with counterfeit U.S. dollars during a gold trading scheme.

Police initially arrested two suspects: Jason (alias Kanu), a Sierra Leone national, and Cisse, a Liberian national. Both were processed at Lumpini Police Station and had their visas revoked before being transferred to the Immigration Detention Center.

In a recent development in 2025, investigators identified and arrested the third suspect, previously known only as Kevin, in Chonburi province. The suspect, using the alias Bobby, is a 30-year-old Liberian national who allegedly played a crucial role in the scam by arranging meetings, taking victims to gold smelting facilities for verification, and participating in the currency switch scheme.

The victims positively identified Bobby as Kevin, the third member of the fraud operation. He has been transferred to Lumpini Police Station for legal proceedings.

Human Trafficking Case Leads to Major Cannabis Bust in Bangkok

Immigration police officers and officials from the Department of Thai Traditional and Alternative Medicine, Ministry of Public Health, examine 300.25 kilograms of cannabis flowers seized from a house in Soi Ladprao 107, Bangkok, where seven Vietnamese nationals were arrested.

BANGKOK — Immigration Police Investigation Division Deputy Commander Pol. Col. Ratachot Chotikun announced the arrest of several Vietnamese nationals involved in two connected cases – a human trafficking scheme and an illegal cannabis operation. Authorities seized over 300 kilograms of cannabis flower from a house in Bangkok.

The case began on January 22 when a Vietnamese woman sought help at an Immigration checkpoint at Suvarnabhumi Airport by showing officers a message on her phone stating she was deceived into entering Thailand and was being forced to travel to Myanmar.

Further investigation revealed she was initially lured by someone named “Sam” on Facebook who promised her work in Manila, Philippines. Upon arrival in the Philippines, she discovered it was a scam involving online gambling operations. The Chinese scammer had also deceived about five other Vietnamese nationals using the same fake Facebook account.

At the Thai airport, the woman noticed two Chinese nationals coordinating travel arrangements to Mae Sot district in Tak province, planning to cross the border into Myanmar. She alerted airport officials by showing them a typed message requesting assistance.

Police detained four Vietnamese nationals while one had already entered the kingdom. The suspect did not travel to Mae Sot as expected, likely due to heightened border security measures. The two Chinese coordinators had already departed for China. Continued surveillance of the remaining Vietnamese suspect led authorities to a house in Soi Ladprao 107.

With a court-issued search warrant, officers raided the property and found seven foreign nationals along with over 300 kilograms of cannabis flowers valued at 10,000 baht ($300) per kilogram, totaling more than 3 million baht.

Seven Vietnamese nationals were arrested in the operation: Mr. Anh Vu (26), Mr. Manh Dung (27), Mr. Tien Duy (21), Mr. Lam Nhat (25), Mrs. Thi Linh (20), Mr. Minh Hieu (26), and Mr. Thanh Hung (28).

All suspects were charged with unauthorized commercial distribution and processing of controlled herbs under the Protection and Promotion of Traditional Thai Medicine Wisdom Act, as well as working in Thailand without proper permits. The case has been transferred to Ladprao Police Station investigators.

PUTRAJAYA —  Uzbekistan President Shavkat Mirziyoyev made his first official visit to Malaysia on February 5, 2025, meeting Prime Minister Anwar Ibrahim in Putrajaya. The visit follows Ibrahim’s trip to Uzbekistan in May 2024.

The leaders agreed to elevate bilateral relations to a Strategic Partnership level, focusing on:

  • Economic cooperation in renewable energy, Halal industry, and AI
  • Development of an Uzbek-Malaysian industrial zone
  • Tourism promotion through direct Kuala Lumpur-Tashkent flights
  • Educational and anti-corruption collaboration

Educational exchanges form a cornerstone of bilateral relations, with over 500 Uzbek students attending Malaysian universities. Since 1994, more than 900 Uzbek specialists have received training through Malaysia’s Technical Cooperation Program.

Tourism continues to grow, supported by visa-free entry for Malaysians and direct flights between the capitals. In 2024, nearly 10,000 Malaysian tourists visited Uzbekistan, exploring its rich Islamic heritage and historical sites.

A significant milestone was reached in May 2024 when both nations signed investment agreements worth $3 billion, marking a new chapter in economic cooperation. The partnership extends to international forums, with both countries actively supporting each other’s initiatives in the UN and OIC.

Thailand Cuts Power Supplies to Myanmar Border Towns in Effort to Curb Scam Rings

Parts of Myanmar bordering Thailand, including Myawaddy and Tachilek, are known as havens for criminal syndicates who have forced hundreds of thousands of people in Southeast Asia and elsewhere into helping run online scams including false romantic ploys, bogus investment pitches and illegal gambling schemes.

Such scams have stolen tens of billions of dollars from victims around the world, while the people recruited to carry them out are often tricked into taking the jobs under false pretense and trapped in virtual slavery.

Thailand’s National Security Council and other government agencies met on Tuesday and agreed to cut off electricity, internet and gas supplies to five towns in Myanmar along the border with northern Thailand, citing national security and severe damage that the country has suffered from scam operations.

Interior Minister Anutin Charnvirakul, who oversaw the process at the Bangkok headquarters of the Provincial Electricity Authority, said the annual revenue from the electricity sold in these areas was about 600 million baht ($17.8 million). Deputy Prime Minister Phumtham Wechayachai said Tuesday that scams have caused an estimated damage of 80 million baht ($2.3 million) to Thailand a day.

Anutin, who also serves as a deputy prime minister, said a clause in the supply contract allows Thailand to cut off the supply on the grounds of national security. “Today, the government said we must stop, because you supply our electricity to those who cause damage to our country,” he said.

Myanmar, Cambodia and Laos have became known as the major centers of online scam operations, while Thailand has recently received attention as an area of transit for victims of false recruitment for scams.

Public scrutiny heightened recently when a senior Chinese offiical visited Thailand last week to discuss cooperation in cracking down on scam operations, many of which are believed to be run by Chinese nationals. The Royal Thai Police said the meeting with Liu Zhongyi, China’s Vice Minister of Public Security and Commissioner of the Criminal Investigation Bureau, addressed rescue missions, law enforcement and cutting off utilities to the areas where scam networks operated.

Liu’s visit came shortly after the disappearance of a Chinese actor in Thailand, who was later found near the border of Myanmar, made global headlines. Thai police said he was trafficked to work in a scam operation.

Beijing has also put pressure on Myanmar’s military government to curb the scam centers, but they are often in areas under the control of ethnic rebel groups where laws are not enforced.

Last month, Thailand’s Cabinet approved a new law aiming to tackle scam problems, which is expected to take effect some time this month. The law says banks and telecoms providers would share liability for the victims’ losses. It also provides for victims to be compensated without waiting for court orders.

In 2023, power supplies from Thailand to Shwe Kokko and Lay Kay Kaw in Myawaddy township in Myanmar’s Kayin state were briefly cut after a contract with the Myanmar government expired. However, locals in Mae Sot, a Thai town across the border from Myawaddy, said business in the affected towns seemed to be carrying on with no disruption.

American Fugitive Wanted by FBI Arrested for Overstay in Thailand

BANGKOK — Immigration police arrested an American national who was found to be on an FBI wanted list during an overstay investigation in Thailand. Police Lieutenant General Phantana Nuchanat, Deputy Commissioner of the Immigration Bureau, announced the arrest at the Immigration Bureau headquarters on February 5.

The arrest came after Division 4 of the Immigration Investigation Division received a tip about a suspicious foreigner allegedly overstaying in Nakhon Ratchasima province. Officers located the individual matching the description and requested to see his passport. The suspect, who was unable to produce his travel documents, claimed his passport was being renewed at the U.S. Embassy.

Officers took him to the Nakhon Ratchasima Immigration Office for biometric fingerprint verification, which identified him as Mr. Negri (surname withheld), a 57-year-old American citizen whose permission to stay in Thailand had expired. He was subsequently charged with overstaying his visa.

Further investigation in coordination with the FBI and the U.S. Embassy in Thailand revealed that Negri was wanted by authorities in the state of Georgia and the FBI on charges related to child exploitation and distribution of child abuse materials through computer systems.

Thai authorities are now working with the Ministry of Foreign Affairs and the U.S. Embassy to process his extradition, as Thailand maintains an extradition treaty with the United States.

Patong Police Catch Tourist Thieves in Two-Hour Hunt

PHUKET — In a demonstration of swift law enforcement, Patong Police arrested three suspects early this morning for allegedly stealing valuables from an Uzbek tourist at Patong Beach, Phuket. The arrests were made at 5:45 a.m. on February 5, just two hours after the incident was reported.

The suspects were identified as Analus, 24, from Krabi province; Anuwat , 23, from Phuket; and Aung, 21, a Myanmar national. They were apprehended near a convenience store on Rat Patanusorn Road in Patong.

The victim, identified as Mr. Xhayrdinion, 21, an Uzbekistan national, reported to Patong Police Station that his belongings were stolen around 3:00 a.m. while he and his friend were at Patong Beach. The stolen items included a black waist bag containing two iPhones (models 16 Promax and 14 Pro), a passport, driver’s license, eight credit cards, motorcycle keys, and $1,000 in cash. The victim had left his belongings on a beach chair before the theft occurred.

Police recovered multiple items from the suspects, including various foreign currencies (14 US dollar bills, 15 Korean bills, 3 Indonesian notes, 3 Malaysian notes, 1 Thai note, and 1 Philippine note), a black waist bag, a black wallet, one Visa card, three SQB cards, one Shinhan card, motorcycle keys, a black waist bag, the two stolen iPhones, white Apple AirPods in a black case, and a red Honda PCX motorcycle with Phuket license plate 1GP 139.

The suspects confessed to the theft and have been charged with nighttime theft using a vehicle to facilitate the crime or escape arrest. They are currently in custody at Patong Police Station for further legal proceedings.
