BANGKOK — In a decisive move against financial cybercrime, Thailand’s top law enforcement officials and banking regulators met to address the growing threat of “mule accounts” that have facilitated the theft of over 100 billion baht ($2.9 million) from Thai citizens since 2022.

“We will no longer allow call center gangs to deceive our citizens,” declared Police General Thatchai, highlighting the operation’s alignment with Prime Minister Paetongtarn Shinawatra’s policy directives. “Shutting down mule accounts is a targeted, decisive action that will be carried out swiftly.”

The scale of the problem is staggering, with authorities identifying over 500,000 mule accounts currently active in Thailand. More concerning is the revelation that approximately 200,000 individuals, mostly of working age, have been recruited to open these accounts, creating an unexpected drain on the nation’s workforce.

Bank of Thailand Deputy Governor Rung Mallikamas pledged swift action, announcing plans to work closely with the PCT to implement new policies preventing criminals from exploiting the banking system. “These measures are crucial for protecting Thai citizens from international organized crime groups,” she stated during the meeting.

The joint task force includes senior officials from multiple agencies, including Police Major General Attasit Sutsanguan of the Cyber Crime Investigation Bureau, Police Major General Phongsiam Meekhantong of the Tourist Police, and Police Major General Chusak Khananit of the Anti-Money Laundering Bureau.

According to investigators, these mule accounts serve as crucial links in a sophisticated criminal operation, where stolen funds are channeled through Thailand’s financial system before being converted to cryptocurrency and moved offshore by international crime syndicates.

The initiative represents one of Thailand’s most comprehensive efforts to date in combating cybercrime and protecting its financial infrastructure from international criminal networks.

Missing Chinese Woman, 21, Rescued and Returns Home from Thailand

BANGKOK — A Chinese man who was searching for his 21-year-old daughter after she mysteriously disappeared in Thailand, informed the media on January 13 that his daughter has been rescued and has returned to China. He thanked Thai officials for helping track her down and ensuring her safe rescue.

“I am deeply grateful to the police officers and military personnel who helped trace [my daughter] since the news broke, as well as to the Thai government and all Thai people who showed concern and helped search for my daughter. I am truly touched,” said Mr. W. Weidong, the Chinese father.

Earlier, Mr. Weidong, fearing that his daughter might have fallen victim to traffickers like Wang Xing, submitted a formal request for help to national police chief Pol. Gen. Kittirat Phanpet at the Royal Thai Police headquarters on January 8.

Thai police investigation revealed that Ms. Jiaqi, a recent college graduate making her first trip abroad, had come with a friend she had recently met on social media – someone her family had never met. She was lured in a similar manner to Chinese actress Wang Xing, whom police had previously rescued from Myanmar.

The timeline of her disappearance raised serious concerns. After landing in Thailand around 4:00 a.m. on January 6, she contacted her mother via WeChat, sharing her location and plans to stay in the Don Mueang area.

When her mother warned about travel to Burma (Myanmar), Ms. Jiaqi responded, “I’m not stupid,” and assured her, “I wouldn’t dare to go to Burma.” She continued communicating throughout the morning, but contact abruptly ceased at 4:00 p.m. After 24 hours of silence, her father flew to Thailand.

Investigation of CCTV footage revealed that a white Toyota Alphard picked up Ms. Jiaqi at Suvarnabhumi Airport and transported her to a hotel – not in Don Mueang as she had told her mother, but in the Lat Krabang area. Hotel records show she checked in at 5:00 a.m. and checked out just four hours later at 9:00 a.m.

Police reviewed CCTV footage from the Lat Krabang hotel to track her movements after checkout. Finally, they found her in the same location as Wang Xing and rescued her from there.

BANGKOK (AP) — Thailand’s Cabinet approved on Monday a draft bill legalizing casinos with the aim of boosting tourism and a sluggish economy

Some forms of gambling, such as betting on boxing and horse racing, are allowed but casinos remain illegal in the Southeast Asian country.

Prime Minister Paetongtarn Shinawatra told reporters following the cabinet meeting the bill would also help attract more investments and solve issues of illegal gambling

“It will benefit society as a whole in the future,” Paetongtarn said. “This is part of the government’s policy to support sustainable tourism, or man-made destinations, which was addressed in Parliament.”

She said the Finance Ministry, which sponsored the bill, would later provide more details about the plans, which are being promoted as “entertainment complexes.”

The current government, which took office in September, has pledged to make the country’s economic woes their top agenda.

The draft of the law, which was published online for public viewing, says a casino would be allowed to operate within a complex that also houses other businesses such as a hotel, convention hall, mall or theme park. Those younger than 20 years old will not be able to access the casinos, which will be open to foreigners for free but Thai citizens must pay 5,000 baht ($148) for an entrance fee, according to the draft.

The bill will be submitted to the Office of the Council State for review and then to Parliament to be discussed and voted on by members of the House of Representatives and the Senate, said government spokesperson Jirayu Hoangsub.

“Isn’t it time for Thailand to acknowledge that there are gambling places, both legal and illegal, in the country and also the neighboring countries? This project aims to generate revenue for the country’s tourism sector,” he said in a statement.

Tourism is the main drive of the Thai economy and has always been the focus of the different administrations to improve the economy.

PHUKET — Safety measures and swift emergency response prevented potential tragedy on Monday when a luxury catamaran sank off the coast of Phuket, leading to the successful rescue of all 38 people aboard, including 33 Chinese tourists.

The 16 million baht ($460K) vessel, Amy Ray 888, began taking on water during a day trip to Racha Island when a starboard window failure allowed waves to flood the boat. According to the ship’s manager, the incident unfolded around 12:30 p.m., with the vessel taking approximately 20 minutes to sink completely.

“The mandatory life jacket policy proved crucial,” said Nachapong Pranit, director of the Phuket Regional Harbor Office. “All passengers were wearing their life jackets when the emergency occurred, allowing them to stay safely afloat until rescue arrived.”

The emergency response demonstrated effective coordination between nearby vessels and authorities. Tourist boats in the vicinity, including the Rhapsody and Pla Maliwun, immediately responded to the distress call, retrieving passengers from the water and distributing them between Racha Yai Island, Coral Island, and the rescue vessels.

Seven people sustained minor injuries, mostly scrapes and bruises, and were later transported to Chalong Pier where Tourist Police had assembled a response team including translators to assist the affected tourists. Officials also notified the Chinese consulate about the incident.

The Amy Ray 888, a 44.39-gross-ton catamaran registered in October 2014, was operating with a valid license set to expire in April 2025. Among those rescued were 33 Chinese tourists, one tour guide, one intern, and three crew members.

Maritime authorities have launched an investigation into the cause of the window failure that led to the sinking. The incident serves as a reminder of the importance of maintaining strict safety protocols in marine tourism operations.

BOI: Over 3,100 New Investment Projects Make 2024 Thailand’s Golden Year

BANGKOK — Thailand’s Board of Investment (BOI) has achieved unprecedented success in attracting investment applications in 2024, marking what officials call a “golden year” for foreign investment in the country. The total value of investment applications reached 1.13 trillion baht ($32.5 billion), the highest in a decade, while the number of projects hit a historic high of 3,137.

BOI Secretary-General Narit Therdsteerasukdi announced that investment applications increased by 40% compared to the previous year, with the total investment value rising by 35%. This surge represents a significant opportunity for Thailand to establish new industrial bases and transform its economic structure in the long term.

The investment promotion certificates, which indicate projects closer to actual implementation, also showed remarkable growth. In 2024, BOI issued 2,678 certificates, up 47% from the previous year, with a total investment value of 846.4 billion baht, representing a 72% increase. This suggests substantial actual investment will flow into Thailand’s economy over the next 1-2 years.

“Despite global challenges from trade wars and geopolitical tensions, Thailand has proven itself as a neutral and reliable investment destination in the region,” Therdsteerasukdi stated.

He highlighted continued investment growth from major powers including China and the United States, as well as traditional investors like Japan, Hong Kong, Taiwan, and European nations, particularly in high-technology industries such as semiconductors, advanced electronics, smart appliances, AI-supported data centers, electric vehicles, and biotechnology.

Looking ahead to 2025, BOI maintains an optimistic outlook, targeting investment applications worth over 1 trillion baht. The agency plans to focus on attracting investments in future industries and positioning Thailand as a regional hub for advanced technology. This strategy appears well-timed, as growing global trade tensions and technology restrictions are prompting investors to seek stable investment destinations, with Thailand emerging as an attractive option in the region.

14 Chinese Found Cramped in Thai Hotel Room: Nine Face Charges

SAMUT PRAKAN — Immigration police arrested 14 Chinese nationals who were found sharing a single room at a hotel in Samut Prakan province, following a tip-off from a concerned citizen. The group was discovered in Room 114 of a hotel located in Soi King Kaew, Racha Thewa sub-district, Bang Phli district.

Police Colonel Sumet Chenwongpitak, Chief of Samut Prakan Immigration, ordered the investigation after receiving reports of suspicious activity involving multiple Chinese nationals staying together at the hotel.

Of the 14 individuals detained, nine men were found to be in violation of immigration laws. Six were charged with illegal entry into the kingdom: Mr. Xia (30), Mr. Hua (28), Mr. Liu (24), Mr. He (29), Mr. Zheng (27), and Mr. Wang (26).

Three others – Mr. Ding (34), Mr. Zhou (40), and Mr. Lai (19) – were charged with overstaying their visas. The remaining five individuals, including four men aged 23-30 and one woman aged 34, were found to be legally present in the country.

During questioning, the group revealed they had previously worked for scammer operations or call center gangs in Myanmar. They claimed to have fled to Thailand due to increased pressure from Myanmar authorities cracking down on such operations.

The intensified scrutiny of illegal immigrants comes in the wake of a high-profile case involving Chinese celebrity Wang Xing, who was lured into becoming a scammer in Myanmar before being rescued by Thai authorities. While Wang was successfully rescued, the incident has affected Thailand’s reputation.

Police Lieutenant General Panumas Boonyalak, Commander of the Immigration Bureau, has ordered all immigration units to strengthen their investigations and suppression of illegal foreign activities. The public is encouraged to report any suspicious activities involving foreign nationals through the immigration hotline 1178.

Appeals Court Hands Down 16-Month Sentence in Chiang Mai University Dog Case

CHIANG MAI — The Region 5 Appeals Court has sentenced the defendant to 16 months in prison without parole for causing the death of Tia Mor Chor (meaning Tia CMU), a beloved community dog at Chiang Mai University (CMU).

The case, which concluded a nearly five-year legal battle, found Police Lance Corporal Parinya guilty of nighttime theft using a vehicle and animal cruelty. The verdict combines the original animal cruelty charges from the lower court’s July 25, 2023 ruling with additional theft charges.

According to the court documents posted by the “Tia Mor Chor” Facebook page, the defendant received:

  • 4 months imprisonment for animal cruelty (reduced from 6 months due to useful testimony)
  • 12 months imprisonment for theft using a vehicle (reduced from 18 months)

The court also ordered the defendant to pay 100,000 baht in damages to Chiang Mai University, citing Tia’s significant contributions to the community and his role as a model for community dog care.

Tia Mor Chor, originally named “Chang,” became a fixture at CMU’s Faculty of Science in 2014 after regularly wandering there from his original home near Jed Yod area, approximately 5 kilometers away. His previous owners eventually allowed him to stay at the university, where he became deeply integrated into campus life, regularly participating in student activities including freshman orientations and hill runs.

The incident occurred on May 3, 2020, when Tia disappeared. After days of searching by students, public volunteers, and Watch Dog Thailand, his body was found in an abandoned lot behind Rajamangala University of Technology Chiang Mai on May 7, 2020. The identity was confirmed through microchip verification.

Investigation revealed that Police Lance Corporal Parinya, a university shuttle driver, had taken Tia on his motorcycle at 8:34 p.m. He later confessed to removing the dog from campus, claiming Tia jumped off the motorcycle and was run over. Fearing professional consequences, he disposed of the body in the abandoned lot.

This case is considered a landmark ruling for Thailand’s Prevention of Animal Cruelty and Animal Welfare Provision Act (2014), which carries maximum penalties of two years imprisonment and/or a 40,000 baht fine for animal cruelty. The verdict sets a significant precedent for protecting community animals without clear ownership status.

Chinese actor Wang Xing was lured to Thailand by a scammer gang and taken across the border to Myanmar. Although Thai police later managed to rescue him, the incident has created a wave of fear among Chinese people, including Hong Kong superstar Eason Chan, who cancelled his concert due to concerns about the safety of his fans traveling to Thailand.

Thianprasith Chaipattaranan, president of the Thai Hotels Association (THA), said that the case of Chinese actor Wang Xing, who went missing near the Thai-Myanmar border and was later found safe and sound, has raised concerns among foreign tourists, especially Chinese visitors, about the perception of safety in Thailand.

He emphasized that the incident could have long-term consequences if not addressed immediately. The Thai government needs to crack down on criminal groups entering through land and air borders to prevent incidents rather than reacting after they occur. As the Chinese market is very sensitive to security issues, widespread negative news on online platforms could deter Chinese tourists from visiting Thailand.

Booking Declines Begin

Thianprasith pointed out that hotels in regions such as eastern Thailand have already seen bookings canceled following the incident. The cancelation of Hong Kong artist Eason Chan’s FEAR and DREAMS World Tour concert in Bangkok in February on the grounds that the safety of the artist, crew and fans was at risk has also led to a short-term drop in bookings from Chinese tourists.

There are concerns that the Chinese market could continue to suffer from this negative safety perception in 2025. Hotels in the south that cater to individual Chinese travelers (FIT) have seen minimal impact, while hotels for group travel in destinations such as Phuket have struggled with significant cancellations. However, as the Chinese group travel market has not yet fully recovered, the impact for some hotels remains limited.

Bangkok Hit Hardest

“When unexpected incidents occur, the authorities must act quickly to show that the government takes such matters seriously. This has a clear impact on tourism,” explained Thianprasith.

Data from Trip.com shows a high number of hotel cancellations in Bangkok following the cancelation of Eason Chan’s concert in February, although tickets have been sold out since December 2024.

Chinese Tourist Growth Uncertain

Sitthiwat Cheewaratanaporn, president of the Thai Travel Agents Association (ATTA), said that although the Chinese market is slowly recovering, it is not booming. The situation around the Chinese New Year on January 29 will be crucial to assess the impact of the recent negative news. The disappearance of XingXing near the Thai-Myanmar border could deter Chinese tourists from visiting Thailand, despite his safe return.

He emphasized the need for close monitoring, especially for potential first-time tourists or those who are influenced by friends or family to visit Thailand in group tours. Individual travelers (FIT) tend to be more confident and less influenced by negative news. While group travel has not yet fully recovered, the spread of negative news could still affect the market as positive news travels slower than negative news.

Sitthiwat also highlighted the Tourism Authority of Thailand’s (TAT) ambitious target of attracting 9 million Chinese tourists by 2025, describing it as very optimistic under the current conditions. The Chinese government has been promoting domestic tourism and attracting foreign visitors, including a significant increase in Thai tourists traveling to China after the visa waiver.

In addition, China continues to develop new man-made attractions to boost the domestic economy, further complicating Thailand’s efforts to achieve this goal. To achieve the goal, Thailand needs to focus on restoring confidence in security and improving safety measures for tourists.

In addition, the university has collaborated with Google Cloud to develop an innovative Generative AI platform named ChulaGENIE, similar to ChatGPT. This platform aims to support the university’s staff and faculty, with an initial trial launched on January 6.

Dr. Wilert highlighted that ChulaGENIE stands out from other AI platforms as it not only answers questions but also provides relevant recommendations. Currently, the platform is available exclusively to Chulalongkorn’s community. However, in the next 2-3 months, the university plans to expand access to a broader group while prioritizing user authentication and data security.

Looking ahead, the university aims to make ChulaGENIE accessible to the general public and envisions launching it as a public service by 2025. The initiative underscores the potential for further development of the platform to contribute to sustainable technological advancements.

“Thailand must go beyond merely adopting AI as users. We need to become owners and developers of our own technologies to achieve holistic sustainability and align with global trends in the future,” Professor Dr. Wilert concluded.
