Question on ASEAN Stumped Hegseth at Senate Hearing. Why Is It Important?

BANGKOK (AP) — Sen. Tammy Duckworth, grilling President-elect Donald Trump’s choice for defense secretary over whether he had the “breadth and depth of knowledge” needed to lead international negotiations, asked Pete Hegseth if could name one member of the Association of Southeast Asian Nations, describe what type of agreement the U.S. had with the countries and how many nations were in the bloc.

Hegseth responded at the heated Senate confirmation hearing that he couldn’t tell Duckworth the exact number of ASEAN nations, but that “I know we have allies in South Korea and Japan in AUKUS (a pact between Australia, the United Kingdom and the U.S.) with Australia.”

“None of those three countries are in ASEAN,” responded Duckworth, a Democrat from Illinois. “I suggest you do a little homework.”

What is ASEAN and why is it relevant to the US?

ASEAN is made up of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. An 11th country, East Timor, is set to join soon.

Established in 1967, its goal is to promote regional economic and security cooperation, leveraging a combined population of more than 650 million people with a GDP of more than $3 trillion.

Duckworth’s question came after Hegseth had noted the strategic importance of the Indo-Pacific, a region where China’s influence has been rapidly growing and Beijing has become increasingly assertive in pressing territorial claims.

ASEAN members Vietnam, the Philippines, Malaysia and Brunei are locked in maritime disputes with China over its claims of sovereignty over virtually all of the South China Sea, one of the world’s most crucial waterways for shipping. Indonesia has also expressed concern about what it sees as Beijing’s encroachment on its exclusive economic zone.

What does ASEAN have to do with the US secretary of defense?

The U.S. is treaty partners with ASEAN members Thailand and the Philippines, and Washington has sought to harness ASEAN’s regional influence as it seeks to counter Chinese influence and promote what the White House has called “a free and open region that is connected, prosperous, secure and resilient.”

President Joe Biden said ASEAN was “at the heart of my administration’s Indo-Pacific strategy” and hosted a meeting of ASEAN leaders in Washington in 2022.

ASEAN also holds top-level meetings annually, this year in Malaysia, which holds the rotating chair of the group.

Its defense meetings are typically attended by the U.S. defense secretary, and its foreign minister meetings by the U.S. secretary of state. The meetings culminate with an annual summit, which is regularly attended by the sitting U.S. president. Both Biden and Donald Trump have participated.

Why else is ASEAN important?

Despite some members’ territorial conflicts with China, many in the bloc have close relations with Beijing as well, and top-level Chinese officials also attend ASEAN meetings.

The U.S. in 2022 was elevated to the top-level “comprehensive strategic partnership” with ASEAN — a largely symbolic status that put Washington on the same level with China, which was granted the distinction the year before.

ASEAN emphasizes noninterference and personal diplomacy, and its breadth of membership and partnerships makes it uniquely positioned as a forum to address major geopolitical issues.

Beyond China and the U.S., ASEAN has formal relationships with Russia, India, Australia, the European Union, Britain, Japan, South Korea and many others.

It hosts annual “ASEAN Plus Three” meetings with the leaders of China, South Korea and Japan, “ASEAN Plus Six” talks that add in the leaders of Australia, India and New Zealand, and the East Asia summit, which includes the six plus Russia and the United States.

The ASEAN nations are also central to the Regional Comprehensive Economic Partnership, or RCEP, a free trade agreement that was signed in 2020, creating the largest trade bloc in history.

The 10 nations plus China, Japan, South Korea, Australia and New Zealand account for more than 30% of the world’s population and about 30% of global GDP. Conceived at ASEAN’s 2011 summit, the agreement includes commitments on trade in goods and services, investments and other areas.

Several ASEAN countries are also part of the Pacific rim trade pact known as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, or CPTPP, whose members also include Mexico, Canada, Australia, Britain, Chile, Peru and Japan, and whose economies make up more than 14% of global GDP.

Bangkok Police Arrest Polish Man Who Claimed Harassment Was ‘Just Minor’

The Metropolitan Police arrest Mr. Piotr, a 31-year-old Polish national, at a condominium on Narathiwat Ratchanakarin Road on Jan. 14, 2025.

BANGKOK — Metropolitan police have arrested a Polish national who allegedly sexually harassed a Thai woman at a convenience store in the Sathorn area. The suspect refused to apologize, claiming it was “just a minor incident.”

The victim, identified only as Ms. A, reported to Thung Mahamek Police Station that while shopping at a convenience store, an unknown foreign man suddenly and forcefully slapped her bottom. Initially thinking it was a friend playing a prank, she turned around to find an unfamiliar foreign man. The incident left her feeling humiliated, especially as other customers and store staff witnessed the assault.

 

After consulting with acquaintances about her legal rights, Ms. A filed a police report. She initially only wanted an apology from the perpetrator. However, when summoned by police through his accommodation agent, the suspect refused to appear, stating, “I didn’t hit hard, and I’ve done this many times at entertainment venues without any complaints. I didn’t do anything wrong.” He further claimed that such actions weren’t legally punishable and mentioned his plans to leave the country soon.

This response prompted Ms. A to pursue legal action. The Metropolitan Police subsequently arrested Mr. Piotr, a 31-year-old Polish national, at his condominium on Narathiwat Ratchanakarin Road. He was charged with “committing an indecent act against a person over fifteen years of age by force in public.”

During his arrest, Mr. Piotr acknowledged being the person in the CCTV footage but maintained that he didn’t respond to the police summons because he considered it a minor issue and believed it wasn’t illegal.

Police Major General Theeradej Thammasuthee, Commander of the Investigation Division, emphasized that while Thailand welcomes tourists from around the world, visitors must respect Thai laws, customs, and culture. He noted that such acts of indecency carry a maximum penalty of 10 years imprisonment under Thai law, regardless of the perpetrator’s nationality.

The police have urged any other potential victims of the suspect to come forward through the Metropolitan Police Investigation Division’s IDMB page, assuring that all cases will be thoroughly investigated, regardless of their severity.

BANGKOK — The Thailand Institute of Justice (TIJ) has appointed Professor Dr. Kittipong Kittayarak, a prominent legal expert and former Justice Ministry executive, as its new Board Chairman.

Dr. Kittipong brings extensive experience to the role, having previously served as TIJ’s Executive Director from 2015 to 2021, during which he successfully elevated the institute’s international standing in supporting UN missions and regional government initiatives.

His distinguished career includes serving as Permanent Secretary of the Ministry of Justice (2008-2014) and Advisor to the Prime Minister (2014-2015). Since 2017, he has directed the Rule of Law and Development Program (RoLD), which recently launched its successful RoLD Xcelerate initiative in 2024.

Beyond his judicial system work, Dr. Kittipong holds several prestigious positions, including Chancellor of King Mongkut’s Institute of Technology Ladkrabang and President of Bangkok University’s Board of Trustees. He also serves on the boards of the Stock Exchange of Thailand (SET) and Krungthai Bank Public Company Limited.

Additionally, he contributes to humanitarian causes as Vice Chairman of the Friends in Need Volunteers Foundation under the Thai Red Cross Society and serves on the Executive Committee of the Bajrakitiyabha Fund for Legal Education.

South Korea’s Impeached President Yoon Detained in Massive Law-Enforcement Effort

SEOUL, South Korea (AP) — South Korea’s impeached President Yoon Suk Yeol was detained in a massive law enforcement operation at the presidential compound Wednesday morning, saying he complied with the warrant after weeks of defiance over attempts to question him in the investigation over his imposition of martial law last month.

In a video message recorded before he was escorted to the headquarters of the anti-corruption agency, Yoon lamented that the “rule of law has completely collapsed in this country.” Yoon’s lawyers tried to persuade investigators not to execute the detention warrant, saying the president would voluntarily appear for questioning, but the agency declined.

The Corruption Investigation Office for High-Ranking Officials said Yoon was brought into custody about three hours after hundreds of law enforcement officers entered the residential compound in the agency’s second attempt to detain him, this time without encountering meaningful resistance. A series of black SUVs, some equipped with sirens, were seen leaving the presidential compound with police escorts. A vehicle apparently carrying Yoon later arrived at the agency’s office in the nearby city of Gwacheon.

Yoon had been holed up in the Hannam-dong residence in the capital, Seoul, for weeks while vowing to “fight to the end” against the efforts to oust him. He has justified his declaration of martial law Dec. 3 as a legitimate act of governance against an “anti-state” opposition employing its legislative majority to thwart his agenda.

The anti-corruption agency is leading a joint investigation with police and the military over whether Yoon’s martial law declaration amounted to an attempted rebellion and sought to bring him into custody after he ignored several summons for questioning. They have pledged more forceful measures to detain him after the presidential security service blocked their initial efforts on Jan. 3.

The scene at the compound

Following an hourslong standoff at the compound’s gate, anti-corruption investigators and police officers were seen moving up the hilly compound. Police officers were earlier seen using ladders to climb over rows of buses placed by the presidential security service near the compound’s entrance.

Anti-corruption investigators and police later arrived in front of a metal gate with a gold presidential mark that’s near Yoon’s residential building. Some officers were seen entering a security door on the side of the metal gate, joined by one of Yoon’s lawyers and his chief of staff. The presidential security service later removed a bus and other vehicles that had been parked tightly inside the gate as a barricade.

Despite a court warrant for Yoon’s detention, the presidential security service has insisted it’s obligated to protect the impeached president and has fortified the compound with barbed wire and rows of buses blocking paths.

If investigators manage to detain Yoon Suk Yeol, they will likely ask a court for permission to make a formal arrest. Otherwise, he will be released after 48 hours.

The preparations and the concerns

As tensions escalated, South Korea’s acting leader, Deputy Prime Minister Choi Sang-mok, issued a statement early Wednesday urging law enforcement and the presidential security service to ensure there are no “physical clashes.”

The liberal opposition Democratic Party, which drove a legislative campaign that led to Yoon’s impeachment on Dec. 14, issued a statement calling for the presidential security service to stand down and cooperate with Yoon’s detention. Lawmakers from Yoon’s People Power Party held a rally near the presidential residence, decrying the efforts to detain him as unlawful.

The National Police Agency has convened multiple meetings of field commanders in Seoul and nearby Gyeonggi province in recent days to plan their detainment efforts, and the size of those forces fueled speculation that more than a thousand officers could be deployed in a possible multiday operation. The agency and police have openly warned that presidential bodyguards obstructing the execution of the warrant could be arrested.

Yoon’s lawyers have claimed that the detainment warrant issued by the Seoul Western District Court was invalid. They cited a law that protects locations potentially linked to military secrets from search without the consent of the person in charge — which would be Yoon. The court warrant for Yoon’s detainment is valid through Jan. 21.

Yoon’s supporters and critics have held competing protests near the residence — one side vowing to protect him, the other calling for his imprisonment — while thousands of police officers in yellow jackets closely monitored the tense situation.

What led to this

Yoon declared martial law and deployed troops around the National Assembly on Dec. 3. It lasted only hours before lawmakers managed to get through the blockade and vote to lift the measure.

Yoon’s presidential powers were suspended when the opposition-dominated assembly voted to impeach him on Dec. 14, accusing him of rebellion. His fate now rests with the Constitutional Court, which has begun deliberating on whether to formally remove Yoon from office or reject the charges and reinstate him.

The Constitutional Court held its first formal hearing in the case on Tuesday, but the session lasted less than five minutes because Yoon refused to attend. The next hearing is set for Thursday, and the court will then proceed with the trial whether or not Yoon is there.

Britain’s Princess of Wales says Her Cancer Is in Remission

LONDON (AP) — The Princess of Wales revealed Tuesday that her cancer is in remission after an emotional visit to the hospital where she received treatment last year.

In a statement on social media, the princess offered her heartfelt thanks to those who helped her and husband Prince William navigate the treatment. She described her time as a patient as being “exceptional.”

“It is a relief to now be in remission and I remain focused on recovery,” she wrote. ”As anyone who has experienced a cancer diagnosis will know, it takes time to adjust to a new normal.”

It was the first time the princess had offered any detail on her diagnosis. Earlier, she had simply said she had completed her chemotherapy, without offering any information on her prognosis for the future.

Kate, as she is commonly known, conducted the solo engagement at the Royal Marsden Hospital in London, a world-leading state-of-the art cancer center known for its pioneering research. She expressed her gratitude to the medical team for their support even as she spoke with other patients receiving chemotherapy and immunotherapy.

“It’s really tough,” she said of chemotherapy. ”It’s such a shock.”

During the visit, the princess shared her experiences with Katherine Field, 45. Gesturing to her arm and chest, she discussed the port mechanism used to deliver the drugs.

“I got so attached to it,” Kate said, joking that she had been almost reluctant when told that she “you can have it taken out” now.

Her Kensington Palace office stressed that she would continue to return to public-facing engagements, albeit gradually. The palace described the visit as reflecting her “own personal cancer journey.’’

The royal family was hard hit by health concerns last year, beginning with the announcement in January 2024 that the king would receive treatment for an enlarged prostate and Kate would undergo abdominal surgery.

In February, Buckingham Palace announced that Charles was receiving treatment for an undisclosed type of cancer. Six weeks later, Kate said she, too, was undergoing treatment for cancer, quieting the relentless speculation about her condition that had circulated on social media since her surgery.

She announced in September that she had completed chemotherapy.

Turkish Crypto Trader Robbed by Countrymen in Pattaya

PATTAYAThree Turkish nationals are being sought by Pattaya police after allegedly kidnapping and extorting $285,000 in cryptocurrency from a fellow Turkish citizen in a brazen robbery.

The victim, identified as Mr. Masis, 36, reported that the incident occurred in the early hours of January 14 at his condominium in Soi Wat Boon Kanjanaram, Nongprue, Banglamung, Chonburi. The assailants allegedly broke into his room, bound his hands with handcuffs and tied his feet with cable ties before forcing him to transfer cryptocurrency worth approximately 9.9 million baht. The perpetrators also stole his laptop before fleeing the scene.

After the suspects left, Mr. Masis, who was locked inside his fifth-floor apartment in Building 3, desperately crawled and struggled his way down to the ground floor with his hands and feet still bound.

The 34-year-old security guard, known as “Pok,” reported that Mr. Masis appeared extremely distressed and paranoid when he approached for assistance. The guard immediately contacted the police.

Patrol officers and investigators from Pattaya City Police Station responded to the scene. Initial investigations suggest the perpetrators may have been acquaintances of the victim, as the condominium complex maintains strict security measures. Police are currently gathering evidence to pursue legal action against the suspects.

Authorities are reviewing security camera footage from the condominium to identify the suspects. Police have confirmed that all three perpetrators are Turkish nationals and were likely known to Mr. Masis, given the condominium’s strict security protocols. A manhunt is currently underway to locate them.

Thailand to Sign Historic First European Trade Pact at WEF

BANGKOK — Thailand will make history at this month’s World Economic Forum (WEF) in Davos, Switzerland, as it signs its first-ever free trade agreement with European nations. The Thailand-EFTA Free Trade Agreement, scheduled for January 23, 2025, will connect Thai businesses with four wealthy European markets – Switzerland, Norway, Iceland, and Liechtenstein – while potentially paving the way for broader European Union trade talks.

The landmark deal, which brings Thailand’s total free trade agreements to 16, comes at a time of growing economic ties between the partners. Trade between Thailand and EFTA nations reached 11.46 billion dollars in the first eleven months of 2024, marking a significant 24.94 percent increase from the previous year.

“This modern free trade agreement is comprehensive and goes beyond traditional trade and investment frameworks,” says Poonpong Naiyanapakorn, Director of the Trade Policy and Strategy Office. The agreement incorporates high environmental and sustainability standards, positioning Thailand as a key manufacturing hub in the region.

The pact opens new opportunities for Thai exporters, particularly in gems and jewelry, watches and components, steel products, processed seafood, and travel accessories – the country’s top five exports to EFTA nations. In return, Thailand gains better access to crucial imports including precious metals, pharmaceutical products, and advanced industrial goods.

In the first 11 months of 2024 (January to November), Thailand and EFTA recorded a total trade value of 11.46 billion dollars, accounting for 2.05 percent of Thailand’s global trade. This represents an increase of 24.94 percent compared to the same period last year.

Thailand exported 4.1 billion dollars to EFTA and imported 7.34 billion dollars from EFTA. The top five exports were (1) gems and jewelry, (2) watches and components, (3) steel, iron and allied products, (4) canned and processed seafood, and (5) travel accessories. The top five imports were (1) gems, silver bullion and gold, (2) watches and components, (3) meat for human consumption, (4) pharmaceutical products and (5) fertilizers and pesticides.

The FTA negotiations aim to expand Thailand’s trade partnerships, reduce trade barriers, boost confidence and attract foreign trade and investment. This will improve standards, create competitive advantages and strengthen the global competitiveness of Thai businesses. The agreement is expected to strengthen Thailand’s role in global supply chains, support Thailand as a major manufacturing center in the region, and promote beneficial cooperation and stronger diplomatic relations.

Commerce Minister Pichai Naripthaphan’s office has signaled that this agreement is just the beginning, with plans to accelerate similar deals with the European Union, South Korea, Bhutan, and the United Arab Emirates throughout 2025.

Thai Food Goes Global: 120 New Thai SELECT Certifications to Add in 2025

BANGKOK  —  The Department of Business Development (DBD) under Thailand’s Ministry of Commerce has unveiled ambitious plans to expand its Thai SELECT restaurant certification program in 2025, according to DBD Director-General Oramon Sapthaweethum.

The Ministry has directed the DBD to revamp the Thai SELECT brand image both domestically and internationally to ensure consistent global recognition. This initiative aims to strengthen consumer confidence in the quality and standards of Thai restaurants worldwide while attracting food enthusiasts from across the globe to experience authentic Thai cuisine.

During March-April 2025, a committee of food experts from both public and private sectors will select 120 new restaurants to receive the Thai SELECT certification. The department also plans to enhance market opportunities for Thai restaurant operators by connecting them with local tourism initiatives through cooperation with provincial commerce offices and partner networks nationwide.

“In 2024, we generated an economic value of approximately 200 million baht (USD 5.7 million) through Thai SELECT restaurants across the country. This year, we’re targeting a 15% increase to reach 230 million baht (USD 6.6 million),” Sapthaweethum stated.

The department will promote Thai cuisine and the Thai SELECT brand through various online and offline media channels. Additionally, it will organize training seminars to enhance restaurant operators’ knowledge and skills, aligning with the government’s policy to promote Thai food as a key national soft power element.

Currently, 496 restaurants across all 77 Thai provinces have received the Thai SELECT certification.
