“No Enemies” Claims French Widow of Slain Cambodian MP

The wife of Lim Kim Ya arrives to provide information to investigators at Chana Songkhram Police Station on January 9, 2025.

BANGKOK — The Thai Criminal Court heard testimony today from the French wife of Lim Kimya, a former Cambodian opposition party member who was gunned down in Bangkok’s historic district. His wife confirmed that her husband had no known conflicts with anyone prior to his assassination, while revealing that a spotter was seen on a public bus during the incident.

At Criminal Court Room 811 on Ratchadaphisek Road, the judge presided over evidence examination where Lim’s French wife provided her testimony on January 10. She stated that her husband worked as a financial engineer and was a member of Cambodia’s opposition party. She emphasized that he had never been involved in any conflicts or disputes.

According to her testimony, she traveled to Thailand with Lim and her brother-in-law on January 7, following a four-day vacation in Hong Kong. The group had entered Thailand through the Poipet border crossing after visiting Cambodia.

The incident occurred near Wat Bowonniwet temple during heavy traffic around 5:30-5:45 PM. As they were unloading their luggage from the bus to cross the street, she heard what sounded like two firecrackers. Upon turning around, she saw a tall man in a t-shirt facing her direction. Initially dismissing him as a passerby, she only realized something was wrong when her brother-in-law shouted that Lim had been shot.

She recounted that while her husband didn’t die immediately, he was unconscious after being shot twice in the back. Despite her attempts at CPR, he was bleeding heavily. She sought help from nearby pedestrians, but no one responded until police and medical personnel arrived. By then, she could no longer detect his pulse.

Police Colonel Sanong Saengmanee, superintendent of Chana Songkhram Police Station, revealed that investigators have questioned Sergeant M’s sister and brother-in-law regarding their involvement in receiving the murder weapon after the incident. Both provided useful information, though no charges have been filed against them yet.

Sergeant M, a former naval officer, was arrested in Battambang Province on January 8, one day after fleeing Thailand through a natural border crossing in Sa Kaeo Province. Record £2.15bn Lawsuit Over Leicester City Chairman’s Death

Leicester City
Credit: Leicester City Football Club

LONDON — The largest fatal accident claim in English legal history has been filed today at the High Court against helicopter manufacturer Leonardo S.p.A., following the death of Leicester City Football Club’s former Chairman, Vichai Srivaddhanaprabha, in a 2018 crash.

The claim alleges Leonardo S.p.A.’s liability in the accident that claimed five lives when the helicopter crashed shortly after takeoff from Leicester City’s King Power Stadium in October 2018.

A comprehensive Air Accident Investigation Branch (AAIB) report, published in September 2023, highlighted critical safety concerns about the aircraft. The 209-page document revealed that the crash resulted from the seizure of a crucial tail rotor component, which Leonardo had previously identified as critical during the design phase.

The legal action contends that Leonardo failed to implement a key design modification in the accident helicopter – one that was present in other variants and could have potentially prevented the fatal crash. Additionally, the claim states that the manufacturer neglected to warn customers and regulators about the known risks.

According to the AAIB findings, the pilot had no control over preventing the accident, which led to an uncontrollable spin before the helicopter crashed and burst into flames.

AAIB

The £2.15 billion claim seeks compensation for lost earnings and other damages resulting from Vichai’s death. His son and current Leicester City Chairman, Aiyawatt Srivaddhanaprabha, emphasized the family’s ongoing grief and their decision to pursue legal action based on the AAIB’s conclusions.

The Srivaddhanaprabha family has engaged Stewarts, a leading aviation law firm, along with specialist King’s Counsel Philip Shepherd and Harry Steinberg to represent their interests.

Peter Neenan, a partner at Stewarts, who is representing the family said:
“The foundation of the claim brought against Leonardo is the independent AAIB report released in September 2023.

Considering the purview of the AAIB’s mission is to report on safety and not to blame, the report was as damning a report as I have ever read. The claim takes that safety-driven analysis to its eventual implication in allegations of defects and negligence throughout the design process.

“Leonardo’s customers include national militaries, air ambulances and other first responders across the globe. It is critical that all operators of these helicopters have faith and confidence in the machines.”

Thailand Emphasizes Feb 13 Deadline for Migrant Work Permits

Immigration officers inspect work permit documents and residency permits of foreign workers at the Central Shrimp Market in Muang District, Samut Sakhon Province, on December 24, 2025.

PHUKET — The Ministry of Labor has issued a notice to companies employing migrant workers from four countries including Cambodia, Laos, Myanmar and Vietnam whose work permits will expire on February 13, 2025. Employers must renew these work permits to ensure the workers’ right to stay and work in Thailand until February 13, 2027.

Minister of Labor Phiphat Ratchakitprakarn stressed that the ministry has continuously improved its management of migrant workers, focusing on ethical employment practices and the protection of workers’ legal rights. Employers are encouraged to comply with the law and ensure that their migrant workers are covered by Section 33 of the Social Security Act.

There are currently 3,342,990 legally employed migrant workers across Thailand, of which 2,422,004 are from Cambodia, Laos, Myanmar and Vietnam. As their work permits expire on February 13, 2025, the ministry urges employers to renew them immediately.

Labor Minister Pipat Ratchakitprakarn inspects the implementation of migrant labor management policies and listens to regional feedback during a visit to a construction site in Saku Subdistrict, Thalang District, Phuket Province, on January 9, 2025.

“If employers hire migrant workers without valid work permits or assign them tasks that are not within the scope of their permits, they will face penalties, including fines, imprisonment, deportation or a ban on hiring foreign workers in the future,” Phiphat warned.

Minister Phiphat also visited Phuket on January 9 to review the implementation of labor policies in the provinces. He visited the Sea Heaven project in Sakhu Subdistrict, Thalang District, accompanied by Phuchong Warasri, an official from the Prime Minister’s Secretariat who works with the Ministry of Labor, and Somchai Morakotsriwan, director general of the Ministry of Labor.

He explained that the visit was aimed at sensitizing employers on the Cabinet’s policy on dealing with migrant workers and to ensure proper enforcement. The visit was also to gather feedback from employers, migrant workers and government agencies in the region and address their issues.

Fishing is another occupation that employs a large number of migrant workers in Thailand.

In addition, the Minister wanted to advance the measures related to social welfare, social security and protection of migrant workers as per the Cabinet decision.

During the inspection of a construction site in Thalang district, a seven-storey housing project, 85 Myanmar workers were employed. At another construction site in Phuket City, 307 Myanmar workers and 392 workers of other nationalities were employed.

All workers had valid work permits and had complied with the Cabinet Decision dated September 24, 2024. The documents had already been submitted electronically and health checks, biometric data collection and the creation of worker files were underway.

Somchai Morakotsriwan added that the Department of Employment (DOE) allows employers to submit work permit renewal applications for their foreign workers online through the following platforms:

Cambodian workers: https://cam.doe.go.th/
Myanmar workers: https://mou2024.doe.go.th/

Laotian and Vietnamese workers must return to their home countries by February 13, 2025. If they wish to return to Thailand, they must comply with the Memorandum of Understanding (MOU).

If employers have any questions, they can contact the labor office in each province, the labor office in Bangkok (areas 1-10), the Department of Employment hotline at 1506 (button 2) for the Department of Employment, or the DOE’s 24-hour hotline at 1694.

Japan Imposes New Sanctions on Russia

TOKYO (AP) — Japan on Friday approved additional sanctions against Russia over its war on Ukraine, including freezing the assets of dozens of individuals and groups and banning exports to dozens of organizations in Russia and several other countries that have allegedly helped it evade sanctions.

Chief Cabinet Secretary Yoshimasa Hayashi said Friday’s Cabinet the additional sanctions shows Japan’s commitment to the Group of Seven ‘s effort to strengthen sanctions against Russia over its invasion of Ukraine.

Japan has imposed several previous rounds of sanctions, and the latest step comes a month after Prime Minister Shigeru Ishiba reaffirmed the country’s policy at an online G7 summit in mid-December.

“It is Japan’s contribution as part of the international effort toward achieving global peace and resolving the problems surrounding Ukraine because of Russian invasion,” Hayashi said.

According to a joint statement by Japan’s foreign, trade and finance ministries, 11 individuals, 29 organizations and three banks from Russia, as well as a North Korean and a Georgian bank that allegedly helped evade sanctions, were added to an asset freeze list.

The Cabinet approved imposing total export bans on 22 Russian military-related organizations, including technology and machinery makers.

It also approved a list of 335 items that cannot be exported to Russia, effective Jan. 23. That list includes construction vehicle engines and parts, motorized bicycles, communication and acoustic devices, mechanical tools and valves, according to the trade and industry ministry.

Export restrictions will also be applied to 31 non-Russian groups that the government says helped Russia to divert restricted goods and evade sanctions — 11 based in Hong Kong, seven in mainland China, eight in Turkey, two in Kyrgyzstan and one each in Thailand, the UAE and Kazakhstan.

Japan’s additional sanctions and export restrictions are in line with the G7 attempt to prevent Russia from evading sanctions with help from third countries and include a ban on exporting materials that could help strengthen Russia’s industrial base, Hayashi said.

Japan has closely cooperated with the G7 in sanctioning against Russia and supporting Ukraine amid growing concern about the war’s impact Asia, where China has threatened to use force to exert its control over Taiwan.

BANGKOKThai Prime Minister Paetongtarn Shinawatra has directed the Royal Thai Consulate-General in Los Angeles to provide full assistance to Thai nationals affected by the ongoing wildfires in Los Angeles and surrounding areas. The Consulate-General has established an emergency operations center to support affected Thai residents.

The Consulate-General can be reached through their regular number at 323-962-9574 or their 24-hour emergency hotline at 323-580-4222.

Among those affected by the Palisades Fire is former Miss Universe 1988, Porntip Nakhirunkanok Simon. Thai media outlet SiamTownUS reported that her Malibu home, located opposite Cholada Thai Cuisine restaurant, has been destroyed by the fire.

Porntip confirmed the loss on social media, stating, “We lost our beloved home in Malibu yesterday. My first home and sacred nest for 25 years has now been reduced to ashes, erasing all the belongings, photos and mementos of the last few decades.” She added that her family is safe and encouraged continued support for others affected by the disaster.

The Associated Press reported today that the two biggest wildfires ravaging the Los Angeles area have burned at least 10,000 homes, buildings and other structures, officials said Thursday as they urged more people to heed evacuation orders after a new blaze ignited and quickly grew.

The fast-moving Kenneth Fire started in the late afternoon in the San Fernando Valley just 2 miles (3.2 kilometers) from a school serving as a shelter for fire evacuees and moved into neighboring Ventura County by the evening.

Only hours earlier officials expressed encouragement after firefighters aided by calmer winds and help from crews from outside the state saw the first signs of successfully beating back the region’s devastating wildfires that have killed seven people so far.

“We are expecting this fire to rapidly spread due to high winds,” Los Angeles Mayor Karen Bass said, echoing the forecast that called for winds to strengthen Thursday evening through Friday morning.

The orders came as Los Angeles County officials announced the Eaton Fire near Pasadena that started Tuesday night has burned more than 5,000 structures, a term that includes homes, apartment buildings, businesses, outbuildings and vehicles. To the west in Pacific Palisades, the largest of the fires burning in the LA area has destroyed over 5,300 structures.

All of the large fires that have broken out this week in the Los Angeles area are located in a roughly 25-mile band north of downtown, spreading a sense of fear and sadness across the nation’s second-largest city.

Dozens of blocks were flattened to smoldering rubble in scenic Pacific Palisades. Only the outlines of homes and their chimneys remained. In Malibu, blackened palm strands were all that was left above debris where oceanfront homes once stood.

Locals in Pai Demand Action Against Illegal Foreign Workers

Pai
The district of Pai is known for its beautiful nature and the peaceful, harmonious coexistence of the locals.

MAE HONG SON — A group of businessmen and residents of Pai district in Mae Hong Son province have had enough and have sent a formal letter to the Superintendent of Pai Police Station and Mae Hong Son Tourist Police demanding action after discovering that some foreign tourists living and traveling in Pai have violated various laws.

Mr. Kanit Phianphisuth, a representative of the business community and residents of Pai district in Mae Hong Son province, handed over the petition for justice to Pol. Col. Samret Samsrithong, Superintendent of Pai Police Station, and Pol. Lt. Col. Suwit Boonyapen, Inspector of Mae Hong Son Tourist Police, at the Pai Police Station. The petition called for investigations and enforcement action against foreign nationals working illegally in Pai district without a permit.

The district of Pai is known for its beautiful nature and the peaceful, harmonious coexistence of the locals, including Christians, Buddhists and Muslims. The friendly hospitality of the locals has warmly welcomed tourists over the years. However, the influx of certain groups of tourists has also had a negative impact.

pai foreign3 0
Mr. Kanit Phianphisuth, a representative of the business community and residents of Pai district in Mae Hong Son province, handed over the petition for justice to police officers at the Pai Police Station on Jan. 8, 2025.

The representative pointed out that in recent years, the number of foreign tourists staying in Pai for longer periods has increased significantly and some of them are engaged in unauthorized activities that violate Thai law.

The various illegal activities of foreign tourists include opening restaurants, cafes, homestay, performing music, teaching yoga, cutting hair, selling goods at local markets and stores, operating car rental agencies and tattoo parlors – all without proper permits. Some even register businesses under the name of Thai nationals without paying taxes.

This issue has been discussed extensively in the Pai community online, with calls for support and suggestions for solutions. On December 8, the group met with Pai district representatives and concluded that these problems are already affecting the city in the following ways:

pai foreign2 0
Foreign tourists conduct businesses including cafes, homestays, and car rental operations – all without proper permits in Pai, Mae Hong Son Province.

Economic impact: Illegal foreign labor has created unfair competition with local small businesses. In addition, some foreigners use Thai agents to open businesses without complying with the law, leading to market dominance and unfair competition. Some have also organized illegal events, such as late night parties that exceed permitted hours and drug use.

Social and cultural effects: Such behavior may contribute to crime or inappropriate activity in the area, including theft and physical altercations. The presence of foreigners working illegally could change the local culture and way of life, especially if they do not respect local traditions.

The representative emphasized the need for public awareness and urged residents to document evidence, collect photos and videos, and report incidents involving their families or the community to the authorities so that they are officially recorded.

The group has already sent their letter to the Superintendent of Pai Police Station and the Inspector of Mae Hong Son Tourist Police. Copies have also been sent to the following authorities: Pai District Office, Mae Hong Son Immigration Office, Bangkok Immigration Office, Damrong Tham Center of Pai District, Damrong Tham Center of Mae Hong Son Province, Pai Police Station, Mae Hong Son Tourism Authority of Thailand Office, Pai District Cultural Council, Pai Tourism Association and the Ombudsman’s Office.

The Chinese victim in the first case, who was robbed of 5 million baht, filed a police report at Huai Khwang Police Station on January 9, 2025.

BANGKOK — Two separate cryptocurrency exchange meetings involving Chinese nationals in Bangkok’s Huai Khwang district ended in losses totaling 13 million baht on January 9. Police are investigating both cases, which occurred within hours of each other.

At approximately 3:55 p.m., three suspects fled with 5 million baht ($144K) in a white Toyota Alphard after a failed crypto exchange at a parcel shop in Pracharatbamphen Soi 12. The victim, who brought cash in a black bag, reported that the suspects claimed to have transferred cryptocurrency but no funds were received. Police later tracked a mobile phone left in the stolen bag to Suan Sukkhaphap Taechiu in Yan Nawa district.

In a separate incident at G Tower on Rama 9 Road, four Chinese suspects absconded with 8 million baht ($230K) during another cryptocurrency exchange attempt. Two victims reported that the suspects, working through a Chinese middleman who arranged the meeting, claimed to have transferred cryptocurrency before fleeing with the cash.

Police Colonel Prasopchok Iampinitj, Superintendent of Huai Khwang Police Station, stated that while the two cases don’t appear to be connected, investigators are working to identify the suspects and prevent them from leaving the country. In the second case, police have identified the middleman who arranged the meeting as a key suspect and are determining whether they reside in Thailand.
