PM Paetongtarn Launches Economic Recovery, Targeting $3 Billion Boost

BANGKOK — Continuing from a major initiative injecting 145.552 billion baht ($4.4 billion) into the system, with 10,000 baht ($300) in cash distributed directly to the public, the Thai government has launched more projects to boost the economy.

On October 16, Prime Minister Paetongtarn Shinawatra presided over the press conference for the Kick-Off event of the “Economic Recovery Program” at the Government House.

She stated that the 10,000-baht cash transfer program for 14.5 million vulnerable groups and disabled people has received overwhelmingly positive feedback. Some households received more than 10,000 baht due to having multiple members, with some receiving 20,000 to 30,000 baht. People combined their funds to start small businesses, and some new enterprises have emerged, which the government takes pride in.

The government is aware that economic recovery is crucial and builds on the success of the first cash distribution. Therefore, it aims to further stimulate the economy through various measures and support programs for the public.

The latest stimulus program focuses on small business owners, who make up 95 percent of all businesses and form the backbone of Thailand’s economy. The program aims to reduce spending and expand opportunities over a five-month period starting in September 2024 and ending in January 2025.

The program consists of three main parts. The first is the reduction of costs for small businesses. Reducing costs is crucial as it allows businesses to breathe a sigh of relief as lower expenses lead to higher profits. Rental discounts are granted for market stalls and spaces owned by both the government and private entities.

In Bangkok, Governor Chadchart Sittipunt has worked with the government to reduce rents for 12 large markets by 50%, which will benefit around 11,000 traders by the end of the year. In addition, the Ministry of Commerce and other government agencies have waived rental fees for over 3,000 businesses. The rental costs are a considerable burden for retailers, while the rental discounts, shipping fees will also be reduced.

Thailand Post will work with government agencies to offer discounted shipping rates to businesses affiliated with the National Farmers Council, the Thai Chamber of Commerce and the Office of Small and Medium Enterprises Promotion.

The second part of the program is to improve sales opportunities for small businesses by giving them access to government and private sector spaces. For example, the Ministry of Defense has offered military camps as market locations and the Ministry of Interior has provided space in front of provincial halls. In addition, more than 1,300 markets are organized across the country.

The third part focuses on reducing the cost of living for the general public. This will be achieved through partnerships with major manufacturers and wholesalers to reduce the prices of essential goods.

A series of price reduction events will take place involving private sector companies, major manufacturers, department stores, petrol stations and online sales platforms. In total, 130 organizations with over 100,000 stores will participate in the initiative.

The government expects this program to boost the economy by up to 110 billion baht ($3.315 billion) thanks to close cooperation between the public and private sectors. The government aims to achieve tangible results through greater involvement of the private sector.

After the press conference, the Prime Minister took part in a video conference with various provinces where events were held simultaneously. The first province she greeted was Khon Kaen, where she spoke in the local Isaan dialect.

The province introduced its famous products, including Khao Suan Kwang grilled chicken, which the prime minister fondly remembered eating with sticky rice while traveling with her father during her childhood. She gave it a thumbs up and described it as a perfect meal.

The Prime Minister also spoke with representatives from Lopburi, Udon Thani, Phuket and Chiang Rai. The entrepreneurs expressed confidence that the program will be effective in boosting the local economy. During the meeting, the Prime Minister addressed words of encouragement to all and wished them prosperity.

Govt Offers “Half-Price Travel” to Boost Flood-Hit Northern Thailand

BANGKOK — After the northern region was hit by severe flooding in September and beginning of October, the government not only urgently needs to restore and provide aid to the affected residents, but also to boost the economy quickly.

The Tourism Authority of Thailand (TAT) has responded to the private sector’s proposals by announcing the “Travel to the North at Half Price” program. Businesses are preparing to recover and return to normal business operations, taking their cue from major tourism festivals in the north such as the Loy Krathong Festival and Winter Festivals. The program will begin on November 1, 2024.

Suwong Thienthong, Minister of Tourism and Sports, said on October 15 that the TAT is currently collecting tourism-related products and packages to be included in the TAT’s application-based system. Businesses, hotels and accommodations can participate in the program through this app, while the public can enjoy the benefits by scanning a QR code through the app.

Details of the incentives for tourism spending under the “Travel to the North at Half Price” program include:

  • 10,000 participants
  • A spending limit of 800 baht
  • The government will cover “half” of the cost from the TAT budget, 400 baht per person/trip
    Tourists pay the remaining 400 baht per person/trip
  • Eligible expense categories include hotels, accommodation, restaurants, cafes and activities at tourist attractions
  • If the program is well received, it will be proposed to the Cabinet for further expansion to boost the economy as much as possible

This initiative will be implemented in all 17 northern provinces, including Chiang Rai, Nan, Phayao, Chiang Mai, Mae Hong Son, Phrae, Lampang, Lamphun, Tak, Uttaradit, Phitsanulok, Sukhothai, Phetchabun, Phichit, Kamphaeng Phet, Nakhon Sawan and Uthai Thani.

Chiang Mai, an important tourist destination, suffered considerable losses in September and October. According to an estimate by Assistant Professor Dr. Phairach Phiboonrungroj, Vice President and Head of the Faculty of Economics at Chiang Mai College, the total revenue from tourism in Chiang Mai is about 200 billion baht ($6 billion) per year, with an average of 50 billion baht ($1.5 billion) per quarter. The period from October to December usually sees the highest revenues.

This October, however, Chiang Mai has already lost an entire month’s revenue as the city is being restored and buildings repaired. It is estimated that tourism revenue could fall by about 10 percent, or around 5 billion baht ($150 million), in the last quarter of this year, depending on how quickly the city can recover and restore confidence, Dr. Phairach said.

Phakphum Phonpisit, President of the Chiang Rai Chamber of Commerce, revealed to “Prachachat Business” that the Chiang Rai Chamber of Commerce has assessed the damage to Chiang Rai province affected by flooding to be approximately 20 billion baht. Of this amount, the damage to the economy and tourism sector accounts for another 10 billion baht.

Chamnan Srisawat, president of the Tourism Council of Thailand (TCT), said that while they had never asked the government for such a campaign during the peak season, this year’s peak season was not normal and was considered a crisis.

If the government does not act quickly to restore destinations and revitalize tourism, especially in the domestic market which is not performing well, tourism revenue targets may not be met. Normally, Chiang Mai and Chiang Rai alone generate around 10 billion baht ($300 million) per month.

Phallop Sae Chiu, acting president of the Chiang Mai Tourism Council, said the economic impact of the first flood (Sept. 25-28) is estimated at about 70 million baht per day, totaling about 280 million baht over four days, as daily tourism revenue averages about 200 million baht.

The second flood, which began on 3 October and affected a larger area, reduced tourism revenue by around 100 million baht per day. The city and businesses will recover during October. Losses from the second flood are expected to amount to 2 billion baht, bringing the total damage from both floods to about 2.28 billion baht.

Previously, the TCT had proposed that the government support a “half-price travel” program” of 2,000 baht per person per trip to promote tourism in 55 attractive provinces (secondary cities) and flood-affected areas during the high season. The aim was to encourage tourists to visit lesser-known destinations, as most tourists usually focus on the big cities.

If this program helps boost travel to these cities, it would increase spending and help reach the target of 900 billion baht in domestic tourism revenue. This would also offset the low season, when business confidence indices indicate a decline in tourist numbers and tourism products and services are sold less.

Minister Suwong stated that if the Half-Price Northern Travel program is successful in boosting the economy and restoring confidence, the government will consider additional measures to stimulate tourism, such as expanding the “Half-Price Travel” program to the whole country, if the program receives a positive response in the north and cooperation from relevant agencies.

US Warns Israel to Boost Humanitarian Aid into Gaza or Risk Losing Weapons Funding

WASHINGTON (AP) — The Biden administration has warned Israel that it must increase the amount of humanitarian aid it is allowing into Gaza within the next 30 days or it could risk losing access to U.S. weapons funding.

Secretary of State Antony Blinken and Defense Secretary Lloyd Austin warned their Israeli counterparts in a letter dated Sunday that the changes must occur. The letter, which restates U.S. policy toward humanitarian aid and arms transfers, was sent amid deteriorating conditions in northern Gaza and an Israeli airstrike on a hospital tent site in central Gaza that killed at least four people and burned others.

A similar letter that Blinken sent to Israeli officials in April led to more humanitarian assistance getting to the Palestinian territory, State Department spokesman Matthew Miller said Tuesday. But that has not lasted.

“In fact, it’s fallen by over 50% from where it was at its peak,” Miller said at a briefing. Blinken and Austin “thought it was appropriate to make clear to the government of Israel that there are changes that they need to make again, to see that the level of assistance making it into Gaza comes back up from the very, very low levels that it is at today.”

For Israel to continue qualifying for foreign military financing, the level of aid getting into Gaza must increase to at least 350 trucks a day, Israel must institute additional humanitarian pauses and provide increased security for humanitarian sites, Austin and Blinken said in their letter. They said Israel had 30 days to respond to the requirements.

“The letter was not meant as a threat,” White House national security spokesman John Kirby told reporters. “The letter was simply meant to reiterate the sense of urgency we feel and the seriousness with which we feel it, about the need for an increase, a dramatic increase in humanitarian assistance.”

An Israeli official confirmed a letter had been delivered but did not discuss the contents. That official, speaking on condition of anonymity to discuss a diplomatic matter, confirmed the U.S. had raised “humanitarian concerns” and was putting pressure on Israel to speed up the flow of aid into Gaza.

The letter, which an Axios reporter posted a copy of online, was sent during a period of growing frustration in the administration that despite repeated and increasingly vocal requests to scale back offensive operations against Hamas, Israel’s bombardment has led to unnecessary civilian deaths and risks plunging the region into a much wider war.

“We are particularly concerned that recent actions by the Israeli government, including halting commercial imports, denying or impeding 90 percent of humanitarian movements” and other restrictions have kept aid from flowing, Blinken and Austin said.

The Biden administration is increasing its calls for its ally and biggest recipient of U.S. military aid to ease the humanitarian crisis in Gaza while assuring that America’s support for Israel is unwavering just before the U.S. presidential election in three weeks.

Funding for Israel has long carried weight in U.S. politics, and Biden said this month that “no administration has helped Israel more than I have.”

Humanitarian aid groups fear that Israeli leaders may approve a plan to seal off humanitarian aid to northern Gaza in an attempt to starve out Hamas, which could trap hundreds of thousands of Palestinians who are unwilling or unable to leave their homes without food, water, medicine and fuel.

U.N. humanitarian officials said last week that aid entering Gaza is at its lowest level in months. The three hospitals operating minimally in northern Gaza are facing “dire shortages” of fuel, trauma supplies, medications and blood, and while meals are being delivered each day, food is dwindling, U.N. spokesman Stephane Dujarric said.

“There is barely any food left to distribute, and most bakeries will be forced to shut down again in just days without any additional fuel,” he said.

The U.N. humanitarian office reported that Israeli authorities facilitated just one of its 54 efforts to get to the north this month, Dujarric said. He said 85% of the requests were denied, with the rest impeded or canceled for logistical or security reasons.

COGAT, the Israeli body facilitating aid crossings into Gaza, denied that crossings to the north have been closed.

U.S. officials said the letter was sent to remind Israel of both its obligations under international humanitarian law and of the Biden administration’s legal obligation to ensure that the delivery of American humanitarian assistance should not be hindered, diverted or held up by a recipient of U.S. military aid.

Israel’s retaliatory offensive since the Oct. 7, 2023, attacks by Hamas has killed over 42,000 people in Gaza, according to the territory’s Health Ministry. It does not differentiate between fighters and civilians but has said a little more than half the dead are women and children. The Hamas attacks killed some 1,200 people in Israel, mostly civilians, and militants abducted another 250.

The United States has spent a record of at least $17.9 billion on military aid to Israel since the war in Gaza began and led to escalating conflict around the Middle East, according to a report for Brown University’s Costs of War project.

That aid has enabled Israel to purchase billions of dollars worth of munitions it has used in its operations against Hamas in Gaza and Hezbollah in Lebanon. However, many of those strikes also have killed civilians in both areas.

The “Timeless Crafting with Batik” fashion show by ICONCRAFT at ELLE Fashion Week 2024 revealed the charm of Thai batik through collaboration with local artisans from the South of Thailand and three renowned Thai brands—HOME Studio SHOP, WISHARAWISH, and KANAPOT. Each brand created a special collection reflecting its distinct identity, marking a groundbreaking moment in Thai batik fashion.

Starting with the brand HOME Studio SHOP, led by designer Vitchukorn Chokedeetaweeanan, is known for working with Thai fabrics, using upcycled materials to create unique collections. For this show, the brand combined batik, designed with southern artisans, with upcycled silk to create the “Relief” collection, which explores the connection between nature and fashion.

The collection features beautiful pieces with Block Stripe and Minimal Grid patterns created using brass block batik techniques from “Dahla Batik” in Krabi Province, and Seascape patterns representing the complexity and beauty of the sea, created with hand-drawn batik and wax techniques from “Batik De Nara” in Narathiwat Province, and Ying Batik Paint in Phuket Province. 

“HOME Studio SHOP sees batik as a southern craft, so we drew inspiration from nature, seascapes, and rubber plantations of the South. The highlight is the combination of batik and upcycled silk from leftover fabric, which we believe has never been done before. We paid great attention to the development of the patterns and worked closely with local artisans, and we hope this collection will impress everyone at ELLE Fashion Week 2024,” said Vichukorn, the brand’s designer.  

Following this, WISHARAWISH, led by designer Wisharawish Akarasantisook, known for bringing local textiles into contemporary fashion, presented the collection “Senses.” This collection draws inspiration from pottery patterns, architecture, and Orientalism art, blending these influences with contemporary craft batik techniques. The fabrics were designed in collaboration with four batik producers— “Batik De Nara” in Pattani Province, “Saloma Batik” in Narathiwat Province, “Thai Batik”, and “Cholathee Kae Batik” in Krabi Province. The designs are aimed at being easily wearable for modern urban lifestyles.

“This collection aims to offer a fresh, contemporary take on batik, with the key focus on menswear that is versatile. The main items include various trench coats and other standout pieces. It’s a collection we put a lot of effort into after being away from the fashion scene for a while,” said Wisharawish, the brand’s founder and designer.  

Lastly, KANAPOT, led by Kanapot Aunsorn, celebrated the brand’s 10th anniversary with the collection “Instinct.” Known for its distinctive design, patterns, colors, and volume, this collection features animal print batik patterns, including leopard, military, and floral prints, along with innovative techniques applied to traditional batik fabrics from “Panya Batik” in Satun Province, and “Batik De Nara” in Pattani Province. The brand also experimented with batik on denim, something that had never been done before. 

“This collection is special because we worked with artists to develop new patterns and colors, focusing on Big & Bold vibrant designs that reflect the fun and playful spirit of the brand. The designs include both evening gowns and ready-to-wear outfits that are easy to wear. It was a challenge to create new and interesting fabric patterns and transform them into designs that are different from anything seen before,” Kanapot explained.

The iCon Group case Spreads to Politics After Leaked ‘Deity’ Audio Clips

BANGKOK — Public interest in The iCon Group case has shifted from celebrity actors to politicians and government officials. Nearly 1,100 victims have registered, with total damages amounting to no less than 400 million baht.

The case expanded when at least three audio clips were circulated on social media, allegedly featuring a conversation between “Boss Paul” Waratthapon Waratthawarakul, founder and CEO of The iCon Group, and another person believed to be a politician.

The content of the clip references a “deity,” a high-ranking official of the Office of the Consumer Protection Board (OCPB), and a parliamentary Consumer Protection Committee with which this politician could allegedly deal to secure Boss Paul’s business.

Even though Boss Paul had admitted earlier that it was his voice in the clip, on October 15, he posted a message on Facebook demanding that media outlets and social media platforms remove all three audio clips, claiming they caused damage to others. He set a deadline of 11:59 p.m. on October 18 for the removal, threatening legal action for wiretapping and dissemination of information, which carries a penalty of up to 5 years’ imprisonment and a fine not exceeding 100,000 baht.

“I feel very guilty that people have implicated politician ‘S’. I feel terrible and apologize for causing trouble. I want to state clearly that I have never given any money to politician ‘S’ as reported, not even a single baht. That clip is very old, from several years ago, at least 2-3 years. The mention of monthly payments was merely an idea to have them as a company consultant,” Boss Paul stated.

However, a few hours after posting, Boss Paul’s page deleted this post.

The Outsiders Investigate the OCPB

Ms. Jiraporn Sinthuprai, Minister to the Prime Minister’s Office, stated that with additional information implicating the OCPB, the government has elevated the investigation by forming a 7-member committee of external individuals.

This includes representatives from the Attorney General’s Office, the Anti-Money Laundering Office (AMLO), the Royal Thai Police, and the Office of the Permanent Secretary to the Prime Minister’s Office. The committee is to complete its work within 30 days.

As the committee’s duty is to study the facts, they will examine everything, including the audio clips and other related cases.

Regarding the plaque previously awarded by the OCPB to The iCon Company, Minister Jiraporn stated that investigations revealed the company had misused the award. It was confirmed that this plaque was intended for public benefit, not for business operations. Consequently, the OCPB has sent a letter recalling the award plaque, and the committee will further investigate whether there are additional offenses.

Stricter Measures on House Committee

Mr. Wan Muhamadnor Matha, Speaker of the House of Representatives, addressed the audio clip case implicating parliamentary committees. He urged affected citizens to report to the parliament for further action. Regarding individuals who falsely claim committee membership and take photos in parliament to gain benefits from outsiders, causing damages, a police report has already been filed.

“I will issue a letter to the chairpersons of all 35 standing committees and special committees to review all individuals appointed as advisors or working group members. If any are found to be untrustworthy, they should be considered for removal from the committees. If any advisor or working group member misrepresents their position and causes damage, the committee chairperson who appointed them will be held responsible,” the House Speaker stated.

Mr. Wan Nor further explained that the ethical code for members of parliament extends totheir families and the families of committee members. If a serious incident occurs, it must be sent to the National Anti-Corruption Commission (NACC) for legal proceedings. For less severe cases, there are punitive measures within parliamentary procedures, without exception.

Police to Verify if Voice is Real or AI

Police Major General Charoongkiat Pankaew, Deputy Commander of the Central Investigation Bureau, stated that the audio clips have been sent to forensic officers for detailed examination to determine if they are genuine human conversations or AI-synthesized voices imitating others, and whether they have been edited.

The investigation division of the Economic Crime Suppression Division (ECD) is also gathering information to identify the owner of the voice clips, as they may be considered a victim due to the mention of monetary demands.

If the owner can be identified, they may be invited for questioning. However, at this time, he cannot confirm the ownership of the voice clips or whether they can be used as evidence. They must wait for the forensic results to determine if it’s a real human conversation or AI-synthesized.

Since Boss Paul has admitted in TV shows and interviews that the leaked voice clips are genuine, officials need to invite him to discuss with the ECD whether he intends to file charges. The voice clips mention a ‘deity organization’ that can assist business groups, requiring worship and offerings.

“This is likely just a metaphor used by corrupt individuals seeking illicit benefits. Regardless, if proven to be genuine, the police will make arrests and prosecute, even if it’s a ‘deity’ – we’re not afraid, and there will be no exceptions,” said Police Maj. Gen. Charoongkiat.

PM Orders All Units to Expedite the Case

Meanwhile, Prime Minister Paetongtarn Shinawatra has instructed all relevant agencies in the cabinet meeting to take action on this case. For instance, the Royal Thai Police is to provide channels for quick public reporting and to expedite investigations of wrongdoers, with direct reports to the PM at all times. The OCPB is to urgently establish measures to enforce laws or educate the public to prevent such fraud from recurring.

Additionally, the Food and Drug Administration (FDA) is instructed to strictly enforce laws to prevent the import of uncertified products for sale in direct sales or online systems. The Ministry of Finance is requested to investigate and implement measures to prevent the recurrence of pyramid scheme businesses.

Seize Assets of iCon Bosses

The Anti-Money Laundering Office (AMLO) later announced that after examining reports and information regarding The iCon Group’s transactions, there is reasonable cause to believe that there may have been transfers, relocations, concealment, or hiding of assets related to the alleged offenses.

Given the urgent nature of the case, the AMLO Secretary-General, using legal authority, has ordered the temporary seizure of assets belonging to The iCon Group Company Limited, Mr. Waratthapon Waratthawarakul (Boss Paul), Mr. Nichaphon Thongmee, Ms. Jittaya Hongupathumchoy, and Mr. Kan Kanta Thaworn (Boss Kan). This temporary seizure will last for a period not exceeding 90 days.

The seized assets include money in securities trading accounts, current accounts, savings accounts, and digital asset trading accounts and digital assets. A total of 11 items have been seized, with an estimated total value of approximately 125,548,076.99 baht, including any accrued interest.

It’s worth noting that the offense of money laundering carries a penalty of imprisonment from one to ten years, or a fine of twenty thousand to two hundred thousand baht, or both imprisonment and fine.

TAT Unveils Five Regional Routes to Boost “Moo Deng” Tourism

BANGKOK — The rising popularity of the pygmy hippopotamus “Moo Deng” has prompted the Tourism Authority of Thailand (TAT) to organize five itineraries through five regions to visit Khao Kheow Open Zoo. The routes aim to highlight interesting tourist attractions along the way and promote inter-regional tourism.

During the recent long weekend, especially on October 13, 2024, there was a record-breaking number of 14,573 visitors to see the “Moo Deng” at Khao Kheow Open Zoo in Bang Phra Subdistrict, Si Racha District, Chonburi Province. This is the highest number of visitors in the zoo’s 46-year history.

Many people drove from other provinces, enduring traffic jams for several hours. On some days, the traffic congestion stretched 3-7 kilometers from the zoo’s entrance. International tourists who flew in from various countries also joined the crowd. Everyone remained determined to queue and wait to see her, despite the zoo limiting viewing sessions to only 5 minutes per group.

Meanwhile, in the nearby community within 250 meters of the zoo, a new business opportunity emerged: car parking services charging 50 baht per vehicle. Tuk-tuks and motorcycles were also available to shuttle visitors to and from the zoo.

Nithee Seeprae, deputy governor for marketing communications at TAT, said that nowadays travelers often plan their own trips and choose routes, sights, accommodations, and restaurants themselves. This leads to a real distribution of revenue to local communities, as tourists can choose where to spend their money.

The TAT, therefore, will focus on marketing and advertising through various channels such as print media, online platforms, and social media. Tourists will also have the opportunity to share their own travel experiences with others. The target groups are especially families and Generation Y (21-37 years old), who are expected to be interested in traveling to Chonburi and the surrounding areas.

This is expected to increase hotel occupancy, restaurant spending, and visits to various attractions in districts such as Si Racha, Bang Saen and Bang Phra by no less than 5-10 percent.

Nithee explained that the itineraries to visit Moo Deng cover five regions across the country:

  • Northern region: Singha Park in Chiang Rai, Chae Son National Park in Lampang, Dhanabadee Ceramic Museum and Doi Soi Malai Petrified Wood National Park in Tak.
  • Northeastern Region: Khon Kaen Zoo in Khon Kaen, Museum of Natural History in Khon Kaen, Nakhon Ratchasima Zoo and Khao Yai National Park.
  • Central region: Forest Learning Center in Bangkok, Bang Kachao Tourism Community in Samut Prakan and Abhaibhubejhr Hospital in Prachinburi.
  • Southern region: Ratchaprapha Dam in Surat Thani, Sirinart Rajini Mangrove Ecosystem Learning Center in Prachuap Khiri Khan and Sirindhorn International Environmental Park in Phetchaburi.
  • Eastern Region: Ban Nam Chiao Community-Based Tourism in Trat, Namtok Phlio National Park in Chanthaburi and Space Inspirium in Chonburi.

In addition to the adorable Moo Deng, there are other equally cute animals at Khao Kheow Open Zoo. The zoo’s attractions include the penguin parade, feeding tigers and lions and elephants swim in a specially designed large pool.

Besides Moo Deng, TAT is also capitalizing on the popularity of the horror film “Death Whisperer 2,” which has just released its second installment in theaters and has already grossed over 300 million baht ($9 million).

The first “Death Whisperer” film grossed 500 million baht ($15 million) and was screened in over 20 countries across Asia, ASEAN, and CIS regions. The return of “Death Whisperer 2” is now linked to tourism, showcasing Uttaradit province as an attractive destination and the film’s location.

TAT is promoting activities related to forest and environmental conservation, as well as donating necessary items to rural schools. This is coupled with the presentation of local culture, aiming to inspire film-location tourism and boost domestic market. The target audience is quality tourists, particularly Gen Y-Z and movie enthusiasts.
