Tragedy Sparks Reassessment of School Trip Policies in Thailand

BANGKOK  — The tragic Wat Khaophrayasangkaram school bus fire in Lan Sak, Uthai Thani, which claimed the lives of 23 teachers and students, has sparked a public debate about whether school trips or excursion should continue. In addition to the ongoing police investigation, the incident has raised questions about the necessity and safety of school trips.

On October 2, Education Minister Pol. Gen. Permpoon Chidchob instructed the Office of the Basic Education Commission (OBEC) to suspend all school field trips. He emphasized that while such activities provide valuable life experiences and learning opportunities outside the classroom, the safety of students during the trip must take priority.

He pointed out that excursions in the future must be carefully considered, including safety inspections of routes, destinations and means of transportation before the trip. In addition, excursions should take into account the age of participants by separating younger and older children to ensure safety.

Pol. Gen. Permpoon was visibly moved and expressed his deep regret over the incident, as did Prime Minister Paetongtarn Shinawatra, who wept at the news. As a mother of two young children, the Prime Minister emphasized the importance of addressing the mental health needs of the affected families and called on the Ministry of Public Health and the Ministry of Social Development to provide immediate support.

The Prime Minister said on Wednesday that she has discussed this matter with the Ministry of Transport, and they need to plan together. She emphasized that excursion or field trips are meant to broaden children’s horizons, and they don’t want to address the problem at its end result.

School trips themselves don’t harm children, but poorly maintained or uninspected vehicles are what cause accidents on the roads. The solution must come from the Transport sector in terms of how they will set rules and frameworks. They will use this opportunity to establish a clearer system, including vehicle inspections before departure, especially for long-distance trips.

At the Parliament, the House of Representatives considered an urgent motion to study approaches, provide opinions, and elevate standards for preventing such a incident. Most of the debate focused on the deficiencies in public safety inspections and the consideration of which student levels should be allowed to go on field trips, based on their ability to take care of themselves in emergency situations

Meanwhile, the online community is also debating the causes of the tragedy and whether school trips should be canceled altogether. One side argues that such trips carry too many risks, while the other sees them as important learning opportunities, especially for students from disadvantaged backgrounds.

In the tragic bus fire, 137 students aged 6 to 15 and 15 teachers were on a trip to Wat Phra Si Sanphet in Ayutthaya in three busses. The incident occurred on the way to an exhibition organized by the Provincial Electricity Authority in Nonthaburi. The distance from Uthai Thani to Pathum Thani is 264 km.

Preliminary investigation results show that the bus involved in the incident was registered with a license plate dating back to 1970. Although it has since been modified and looks relatively new from the outside, records also show that the authorities were not notified that it had been adapted to run on CNG, despite this change being noted with the insurance company.

The Sing Buri Provincial Transport Office provided information that the gas tanks have been in use for 15 years and will expire in 2026. The emergency door was last inspected on May 23, 2024, and was found to be in good condition and functioning normally. At the time of the incident, at 12:07 p.m., the vehicle was traveling at a speed of 81 km/h.

Key issues under discussion include the appropriateness of taking young children on long-haul journeys and the need for stricter safety measures.

Former Primary Education Commission chairman Ekachai Kisukphan explained that the purpose of field trips is to enhance students’ life experiences, not to take them far away from home.

He questioned the decision to send young students on a trip across the province, especially during the rainy season, and suggested that the field trips be conducted during regular school hours and not during breaks.

In conclusion, Ekachai spoke out against the elimination of excursions, but emphasized that younger children should not travel long distances. He recommended limiting field trips for young children to short trips that should take no longer than half an hour by bus and conducting thorough safety checks before each trip. Schools must also have an emergency plan in place to respond to emergencies while traveling.

He concluded that the Ministry of Education and OBEC should establish clear guidelines for organizing field trips, including taking into account the age of the children and implementing stricter safety protocols.

What to Know About Iran’s Missile Barrage and Israel’s Ground Operations in Lebanon

JERUSALEM (AP) — Iran launched at least 180 missiles at Israel on Tuesday evening, causing scattered damage and fires from falling shrapnel, but Israeli authorities said there were no injuries. An Israeli security official said most of the missiles were intercepted, though some managed to land.

Israeli officials said Iran would pay a price for the strike.

The missile attack came after Israel said ground troops crossed into Lebanon in what the military described as a limited operation to root out Hezbollah fighters and infrastructure.

Hezbollah, meanwhile, said it saw no sign of Israeli forces and that its troops were ready to confront them.

Israel said its incursion would be focused on the narrow strip of land just across the border. But it also issued evacuation warnings covering a wider swath of Lebanon, raising fears that a large-scale ground invasion was soon to come.

In recent days, a wave of Israeli airstrikes has killed Hezbollah leader Hassan Nasrallah and several of his top commanders, while driving hundreds of thousands of Lebanese from their homes. Israel says a ground operation is now necessary to return tens of thousands of displaced Israelis to their homes in the north, pummeled by continuous rocket fire from Hezbollah since Oct. 8.

Here’s what we know:

Why did Iran launch missiles toward Israel?

Israel’s military said it identified 180 missiles launched from Iran shortly after 7:30 p.m. Sirens blared across the country, and Israelis were ordered to stay in protected areas. An Israeli security official said that in cooperation with the United States, the Israeli Air Force intercepted many of the missiles, though there some direct hits damaging buildings and igniting some fires.

U.S. and British officials later said approximately 200 missiles had been launched by Iran.

Iran said the missiles were in response to the killing of Hezbollah leader Hassan Nasrallah and Revolutionary Guard Gen. Abbas Nilforushan, both killed in an Israeli airstrike last week in Beirut. It also mentioned Ismail Haniyeh, a top leader in Hamas who was assassinated in Tehran in a suspected Israeli attack in July. It warned this attack represented only a “first wave,” without elaborating.

In April, Iran launched more than 300 drones, ballistic missiles and cruise missiles at Israel. Most were intercepted outside of Israel. One girl was injured from falling shrapnel.

Israel vowed to respond, pushing the two archenemies closer toward direct confrontation and the region closer toward a broader war.

Did Israeli troops enter Lebanon?

The military says that Israeli troops entered Lebanon late Monday, though it was not clear whether they remained inside or were moving in and out of the country.

In a surprise announcement, Israel said Tuesday that its ground forces have been operating covertly in Lebanon for the last year, carrying out dozens of small ground operations. Rear Adm. Daniel Hagari, the army’s spokesman, said the current raid is an expansion of these activities.

The Lebanese army and UNIFIL, a U.N. peacekeeping force stationed in southern Lebanon, have not confirmed that Israeli troops crossed the border, although UNIFIL said it was notified that they were going to.

How far into Lebanon are Israeli ground troops?

A military official, speaking on condition of anonymity under briefing guidelines, said Israeli ground troops were “within walking distance” of the border, targeting the small Lebanese villages hundreds of meters (yards) from Israeli territory.

The military says Hezbollah militants remain in the area, despite heavy Israeli bombardment over the past few weeks. It says they are using the areas to launch attacks on Israel and to store weapons.

Have there been clashes between Hezbollah and Israeli troops?

There were no signs of ground combat in southern Lebanon, and the Israeli official said there had been no clashes with Hezbollah.

Meanwhile, cross-border fire continued. Hezbollah said it had targeted groups of soldiers in several Israeli border areas with artillery shelling and rockets. Israel said no soldiers were injured. At the same time, Israeli artillery units pummeled targets in southern Lebanon and the sounds of airstrikes were heard throughout Beirut.

Hezbollah fired a rare volley of rockets toward central Israel on Tuesday, injuring one man, Israeli paramedics said.

How extensive is the planned operation?

Israel has not given a timetable for how long the incursion will last and has declined to specify how far troops will go.

The military official said that marching to Beirut, as Israel did in its 1982 invasion of Lebanon, is “not on the table.” At the time, the Israeli invasion was also pitched as a limited incursion to push the Palestine Liberation Organization back.

He added that the operation in its current stages does not mirror Israel’s ground incursions in Gaza, where the military entered cities with heavy manpower, artillery and tanks.

That could change, depending on whether Israel’s government decides to launch a more extensive ground operation. Large numbers of forces, including scores of tanks, have massed along the border in recent days.

Troops that entered Lebanon are from the 98th division, the military said. The division is responsible for some of the heaviest fighting inside Gaza and includes elite units specializing in attacks behind enemy lines.

Meanwhile, Israel is expanding its evacuation warnings in southern Lebanon, sending hundreds of thousands of Lebanese fleeing from the south.

On Tuesday, the Israeli military’s Arabic-language spokesperson asked residents living in villages north of a U.N.-declared buffer zone to flee. Under a U.N. resolution that ended the 2006 war, the zone was supposed to be controlled by a U.N. peacekeeping force and the Lebanese military.

Thai Police Probe Deadly Bus Fire; Young Students Wipe Tears for Friends

BANGKOK — The young students from Khao Phra Ya Sangkharam School who were on a field trip have returned to Uthai Thani province on the evening of Tuesday. This follows the shocking and tragic accident where 20 students aged 7-15 and 3 teachers lost their lives in a fire that engulfed the second of three buses.

As the buses passed the accident site, some students were seen wiping tears and waving goodbye to their friends who would never return home, deeply moved by the tragedy. Meanwhile, relatives and families in Uthai Thani were crying, stressed, and worried about the children.

The fatal bus fire was reportedly caused by a tire explosion which created sparks at 12:08 p.m. on October 1. The presence of gas tanks used as fuel in the bus caused the fire to spread rapidly into the passenger compartment.

Police General Kittirat Panpetch, acting National Police Chief, confirmed that the bus door could be opened, as some teachers and students managed to escape. There were also children who jumped out through the window. It is presumed that the remaining victims were in a state of panic, and with the fire spreading rapidly and intensely, they were unable to escape in time.

Regarding the driver who fled the scene immediately after the incident, Police General Kittirat stated that it was extremely irresponsible and inhumane behavior, as there were many children on the bus who needed help. Currently, officials are verifying personal information to support the investigation and issue an arrest warrant.

Later, around 7 p.m., Saman Chanput, a 48-year-old bus driver, turned himself in at Wiset Chai Chan Police Station in Ang Thong Province. Police have taken him into custody and transferred him to Khlong Luang Police Station in Pathum Thani for questioning.

CCTV footage from the accident site showed that Saman had opened the driver’s side door and run out of the burning vehicle. He then grabbed a fire extinguisher provided by a bystander and attempted to spray it on the burning bus. However, he was unable to control the fire and subsequently fled the scene.

Pol. Gen. Kittirat said that the investigation will determine if the accident was caused by negligence of the driver or the bus company. If there was no safety equipment, it shows a lack of preparedness for such emergencies. The condition of the bus will also be examined.

The next step is victim identification at the Institute of Forensic Medicine, Police General Hospital. The Forensic Science Commander has been instructed to work with forensic doctors to collect DNA samples from the deceased and coordinate with blood relatives for DNA comparison. This process is expected to be completed within two days, after which the relatives can claim the bodies for funeral rites.

Suriya Juangroongruangkit, Deputy Prime Minister and Minister of Transport, revealed that for compensation, the Department of Land Transport requires all public buses to have insurance. The deceased will receive 1 million baht each, and the injured will receive 160,000 baht for medical expenses.

Additional compensation from the Prime Minister’s Office’s Public Disaster Fund will be determined in a committee meeting this week, as urgently requested by Prime Minister Paetongtarn Shinawatra.

Meanwhile, Police Colonel Tawee Sodsong, Minister of Justice, stated that the Ministry of Justice will provide 200,000 baht for each deceased victim and up to 40,000 baht per treatment for the injured.

According to the Pathum Thani Social Development and Human Security Office, three children are still receiving treatment at Rangsit Medical Center:

A 14-year-old girl in 9th grade, with 20% body burns

His Majesty the King will take all those injured and hospitalised under HM’s care, said Deputy Permanent Secretary of the Public Health Ministry Veerawut Imsamran.

Police Lieutenant General Taweesil Wechwaruttanan, Medical Doctor (SB.8) at Police General Hospital, announced that tomorrow a mental health support team will be available to help relatives and families of the victims recover psychologically.

The Institute of Forensic Medicine at Police General Hospital confirmed that there will be no charges for returning the bodies to their hometowns, as the Ruamkatanyu Foundation will transport all deceased victims back to their hometowns free of charge to prevent scams.

Thailand Mourns as School Bus Fire Claims Multiple Young Lives

PATHUM THANI — A bus carrying 38 young students and their 6 teachers caught fire on Vibhavadi-Rangsit Road in Pathum Thani Province, near Bangkok, around noon Tuesday, October 1. More than 10 bodies of students were found near the back door of the bus.

The bus was carrying 44 passengers from Wat Phraya Sangkharam School, central Uthai Thani Province to Ayutthaya for a school trip. There was also 1 driver and 1 bus attendant, bringing the total number of people on the bus to 46.

At the time of the incident, the bus was heading to the Electricity Generating Authority of Thailand Learning Center, Central Office, in Nonthaburi Province. The driver, Mr. Saman Chanphut, 48 years old, disappeared from the scene and could not be contacted by phone.

A rescuer at the scene stated that the fire likely started after one of the tires exploded and the vehicle scraped against a road barrier. At the time of the incident, the teachers couldn’t open the bus door, causing the students to choke on smoke and be burned by the fire.

However, subsequent police investigation confirmed that the door could be opened, as some teachers and students managed to escape. There were also children who jumped out through the window. It is presumed that the remaining victims were in a state of panic, and with the fire spreading rapidly and intensely, they were unable to escape in time.

Mr. Krailert Isawat, an eyewitness, recounted that he was driving alongside this bus, which was one of three buses traveling together. He saw smoke billowing from the roof of the bus, so he stopped his car to find a fire extinguisher. At that moment, a public bus was passing by, so he waved it down to stop and get a fire extinguisher. Everyone tried to help the children inside, but the fire was too strong, so they had to retreat.

 

“After that, I saw that the fire was getting stronger. I couldn’t see how many children there were, and I didn’t hear any children screaming. But I saw two children running out with their bodies engulfed in flames, along with a teacher,” he said.

Prime Minister Paetongtarn Shinawatra broke down in tears after learning about the incident. She said that children of this age are unable to help themselves, which makes her feel deeply saddened by this incident.

She has sent two deputy prime ministers – Anutin Charnvirakul, Minister of Interior, and Suriya Jungrungreangkit, Minister of Transport – along with Ms. Sabeeda Thaised, Deputy Minister of Interior who is from Uthai Thani, to the scene of the accident.

Later, she offered her condolences in a post on social media platform X, saying the government would take care of medical expenses and compensate the victims’ families.

According to the forensic team’s investigation at the scene, this vehicle had a modified body from an Isuzu bus body but had Mercedes-Benz logos on the front and back. The bus was insured by Viriyah Insurance Company, which specifies a payment of 500,000 baht per deceased person.

Transport Minister Suriya Juangroongruangkit said the deadly bus that caught fire is not a double-decker bus but a tall single-deck bus powered by CNG, which made it very susceptible to fire. He added that the ministry will review the use of gas-powered buses due to safety concerns.

The children on the bus ranged from Grade 1 (6 years old) to Grade 9 (15 years old). Initially, there were reports of 23 fatalities, consisting of 20 students and 3 teachers. However, initially these individuals were still being officially classified as missing persons.

At 2:50 p.m., Prime Minister Paetongtarn visited the children and teachers injured in this incident. She then crossed a pedestrian bridge to offer encouragement to the children and teachers who had safely survived at the temporary incident command center, located at the Tupatemee Sports Field near the accident site.

After the visit, she met with Varawut Silpa-archa, Minister of Social Development and Human Security, inquiring whether there were sufficient psychiatrists to care for the children and teachers. Mr. Varawut said there were both doctors and multidisciplinary teams from Uthai Thani, Sing Buri, Suphan Buri, and Chai Nat.

The Prime Minister also instructed Mr. Somsak Thepsutin, Minister of Public Health, to arrange medical teams to provide psychological care for both children and teachers involved in the incident, not just from the affected bus but from all buses in the group. This is because some of the children are siblings. She requested separate care for children and adults, including families in Uthai Thani province.

Meanwhile, Ms. Sabeeda Thaised, Deputy Minister of Interior, and Mr. Chada Thaised, MP for Uthai Thani, facilitated the return of the surviving children and teachers to Uthai Thani.

Robinhood Delivery Uninterrupted Service After SCB X Sale to Yip In Tsoi

BANGKOK —  SCB stock rose slightly by +1 (0.92%) at the start of October, following the announcement of selling its delivery app “Robinhood” to Yip In Tsoi Company for 2,000 million baht ($61.6 million).

On September 30, SCB X Public Company Limited (SCB) notified the Stock Exchange of Thailand that the Board of Directors’ Meeting held on August 30, 2024, approved the sale of shares in Purple Ventures Company Limited (PPV), the provider of the Robinhood application, which is a wholly-owned subsidiary of the Company.

Subsequently, on September 30, 2024, the Company signed a share sale and purchase agreement with a group of investors led by Yip In Tsoi Company Limited to sell all the shares held by the Company in PPV.

The maximum total value is 2,000 million baht, consisting of an initial payment of 400 million baht and an additional performance-based payment of up to 1,600 million baht.

Arthid Nanthawithaya, Chief Executive Officer of SCB X Public Company Limited (SCBX), a leading Thai financial technology business group, revealed that SCBX has announced the signing of a share purchase agreement to sell all shares of Purple Ventures Company Limited, the provider of the Robinhood application, to a group of investors led by Yip In Tsoi Group.

Mr. Arthid said that Robinhood started its business with the commitment to provide Thailand with a Thai-owned food delivery platform to help restaurant operators continue their businesses and offer another option for consumers since the recent COVID crisis. This transaction is under the intention to keep the Robinhood application as a food delivery platform developed by Thais for Thais that can compete and continue to operate stably and sustainably.

Morakot Yip In Tsoi, Chief Executive Officer of Yip In Tsoi Company Limited, said that Robinhood has a strong and quality customer base, with outstanding service from polite and fast riders, and a variety of available shop types. Customers can continue to use the Robinhood application as usual.

The company viewed these factors, combined with being a Thai-owned platform with a good foundation, as a great opportunity for the Yip In Tsoi investor group to develop the business to strengthen Robinhood further, improve its competitiveness, and create inclusive growth in the related ecosystem while remaining a platform that connects people with shops and the country’s economy.

“Customers can continue to use the Robinhood application without disruption, maintaining the premium standards of service, courtesy, and efficiency to ensure an optimal experience,” said Morakot.

Robinhood launched in 2020 under Purple Ventures during the COVID-19 pandemic when  people had to adjust their lifestyles to use delivery services, causing similar app businesses to grow rapidly, such as Grab, LINE MAN, foodpanda, etc. SCB X announced Robinhood’s vision as “A sustainable app for small guys,” serving street food stalls, local shops, and small businesses.

However, as the COVID situation eased, the entire delivery business slowed down amid increased competition. Robinhood’s operating results over 4 years showed continuous losses totaling 5,500 million baht.

In February, Kasikorn Research Center released a market research report on Food Delivery for 2024, predicting that the volume of food orders through applications or Food Delivery is likely to decrease by approximately 3.7% from 2023. They estimate that in 2024, the Food Delivery market value will be around 86 billion baht ($2.64 billion), or a contraction of 1.0% from 2023.

Robinhood

On June 25, SCB X announced the termination of the Robinhood application service, effective July 31, 2024, citing that the business had passed through the COVID period. This led to criticism from many users.

Subsequently, on July 29, SCB X announced that they would postpone the app closure as they were considering purchase offers from interested parties. Eventually, negotiations with Yip In Tsoi were successful.

Yip In Tsoi has gained experience and expertise in developing information technology, certified with international standards. It was established in 1930, with its headquarters located in Amphoe Ban Tawai, Phra Nakhon province. The company has had the opportunity to engage in trade with leading international companies, expanding and diversifying its business continuously.

China Marks 75 years of Communist Party Rule As Economic Challenges and Security Threats Linger

BEIJING (AP) — China is marking the 75th year of Communist Party rule as economic challenges and security threats linger over the massive state.

No festivities have been announced for the occasion Tuesday, save for a flag-raising ceremony at Tiananmen Square, with an honor guard marching from the entrance of the sprawling palace that in past centuries was the home of Chinese emperors. The entirely state-controlled media ran constant reports on China’s economic progress and social stability, with no mention of challenges ranging from a declining birth rate to the disruption in supply chains that has harmed the largely export-driven economy.

Commemorations were also held in the former British colony of Hong Kong and Portugal’s former territory of Macao, both of which returned to Chinese sovereignty in the late 1990s in a key indication of Beijing’s determination to overcome what it has called a “Century of Humiliation.”

In recent decades, China has mounted military parades and displays of the country’s economic might only at the turn of decades, such as for the 60th and 70th anniversaries.

The world’s second largest economy has struggled to regain momentum after the COVID-19 pandemic.

A prolonged property slump led to a spillover effect on other parts of the economy, from construction to sales of home appliances. Last week, China announced a slew of measures to boost the economy, including lower interest rates and smaller down payment requirements for mortgages.

Party leader and head of state Xi Jinping has largely avoided overseas travel since the pandemic, while continuing with his purges at home of top officials considered insufficiently loyal or being suspected of corruption or personal indiscretions.

“The road ahead will not be smooth, there will definitely be difficulties and obstacles, and we may encounter major tests such as high winds and rough seas, or even stormy waves” Xi warned during a banquet on the eve of the anniversary.

“We must be vigilant in times of peace, plan ahead, and rely closely on the entire Party, the entire army, and people of all ethnic groups across the country” he said, “no difficulties can stop the Chinese people from moving forward.”

The anniversary also comes as China is facing growing frictions with neighbors including Japan, South Korea and the Philippines over territorial claims and their close relationships with Beijing’s chief rival, the United States.

The Communists under Mao Zedong seized power in 1949 amid a civil war with the Nationalists, also known as the KMT, led by Chiang Kai-shek, who shifted their political, economic and military power to the now self-governing island democracy of Taiwan.

Beijing continues to insist Taiwan must be annexed under Communist Party rule, by force if necessary, while the U.S. has provided arms to ensure its defense.

China, meanwhile, has involved itself in disputes over its claims to most of the South China Sea and uninhabited islands held by Japan, the Philippines, Vietnam and other neighboring nations.

China’s military buildup and its recent launch of a nuclear capable ballistic missile into the Pacific Ocean have raised concerns about a possible conflict.

At home, Xi has made himself effectively leader for life by ending term limits and extending his power over key government and party bodies. China allows no competitive elections and the party retains near total control over the media that informs its 1.4 billion people.
