Wage Crisis Hits Thousands of Thai and Vietnamese Workers in Chonburi

CHONBURI — Over 8,000 Thai and Vietnamese workers are affected by subcontract companies that have been unable to pay their wages due to liquidity problems. Many endure the situation in the hope of being paid back wages, while some borrow money from illegal moneylenders to support their families.

Groups of Thai and Vietnamese workers from three subcontractors of a clean energy company have gathered in front of Thaioil Refinery Plant, along Sukhumvit Road in Sriracha, Chonburi, to protest as they have not received their wages as scheduled.

Mr. Pranomphorn, an employee of a Samsung subcontractor, said he was originally from Sakon Nakhon and had come to Chonburi to work, but had not been paid for two months. His Vietnamese colleagues have not been paid for six months. The situation has hit them hard as they have to support their families. He had to call his parents and ask for money because he thought the company would pay.

The problems with wage payments began in March of this year, and since then payments have been irregular. The workers have persevered due to financial obligations and in the hope of receiving back pay.

Recently, the company stopped payments altogether. When they asked, the answer was that there were no funds available. This led to the protests as they are demanding the wages they are owed. They have done the work, so they should be paid, especially as the company is large and reputable. They are calling on all relevant authorities to help them.

Ms. Chitlada Mornthong, an employee of another subcontractor, explained that the company has owed her wages for two months. Payments have been delayed since April and when asked, the company claimed it had no funds.

The last unpaid wages are for June and July. The great hardship caused her to demand her rights and wages, which are crucial to her monthly expenses, including rent, utilities and childcare. She has had to pawn gold to cover her expenses while she waits for back wages. She plans to keep protesting until she gets her money.

Ms. Daranee Thammanu, 27, another employee of a subcontractor, said she has been working for 2-3 years and has not been paid for two months, even though she earns 450 baht a day. The reason for her protest is extreme hardship as she cannot pay her monthly rent of 2,500 baht, utilities and food.

“My child is sick and I have no money for medical bills or household expenses. It’s heartbreaking to work and not get paid. Recently I had to borrow money from illegal lenders at 20% interest, which is expensive, but I had no choice. I hope the employer has compassion for the struggling workers,” she said.

Mr. Prasit Patankaro, Welfare and Labor Protection Officer of Chonburi Province, pointed out that in cases of unpaid wages or wrongful dismissal without fault, a TR 7 complaint is filed with the relevant province to resolve the problem, which is then investigated and action is taken.

If the officials decide that the employer must pay and the employer disagrees, it can appeal to the labor court. If the employer accepts the order but does not pay, the labor inspectors will take criminal action, and the employees can file a civil suit for judicially enforced payment. This process can be lengthy and undesirable. Affected workers can sign complaints at the office to assert their rights.

On July 29, the Kasikorn Research Center published a report predicting an increase in industrial plant closures in Thailand, with Chonburi seeing the most closures in the first half of 2024 with a total of 118 factories. This is followed by Samut Prakan with 45, Bangkok with 44, Pathum Thani with 36 and Ayutthaya with 28. Most closures are in the stone crushing and grinding, mining, food and beverage, primary rubber production/rubber products, metal and steel and metal sectors.

The sectors with the most layoffs are wood processing/paper products, electrical appliances and equipment, textiles and garments, primary rubber and plastics, and steeland metal.

BEIRUT (AP) — Hamas leader Ismail Haniyeh was killed by an airstrike in the Iranian capital, Iran and the militant group said early Wednesday, blaming Israel for a shock assassination that risks escalating the conflict even as the U.S. and other nations were scrambling to prevent an all-out regional war.

There was no immediate comment from Israel, which has vowed to kill Haniyeh and other Hamas leaders over the group’s Oct. 7 attack on southern Israel. The strike came just after Haniyeh had attended the inauguration of Iran’s new president in Tehran, Iran said.

The dramatic predawn killing of Hamas’s top political leader threatened to reverberate on multiple fronts. The blow of striking Haniyeh in Tehran could trigger direct retaliation against Israel by Iran.

The two bitter regional rivals had an unprecedented exchange of strikes on each other’s soil in April after Israel it Iran’s embassy in Damascus, but international efforts succeeded in containing that cycle of retaliation before it spun out of control. An influential Iranian parliamentary committee on national security and foreign policy was to hold an emergency meeting on the strike later Wednesday.

Hamas could pull out of negotiations for a cease-fire and hostage release deal in the 10-month-old war in Gaza, which U.S. mediators had said were making progress.

And the killing could enflame already heightening tensions between Israel and Iran’s powerful Lebanese ally Hezbollah — which international diplomats were trying to contain after a weekend rocket attack that killed 12 young people in the Israeli-controlled Golan Heights.

Hours before the Tehran strike, Israel carried out a rare strike in the Lebanese capital on Tuesday that it said killed a top Hezbollah commander allegedly behind the rocket strike. Hezbollah, which denied any role in the Golan strike, said Wednesday that it was still searching for the body of Fouad Shukur in the rubble of the building that was hit in a Beirut suburb that is the group’s stronghold.

There was no immediate reaction from the White House to the killing of Haniyeh.

Asked by reporters in Manila about the Tehran strike, U.S. Secretary of Defense Lloyd Austin said he had no “additional information to provide.” But he expressed hope for a diplomatic solution on the Israeli-Lebanon border.

“I don’t think that war is inevitable,” he said. “I maintain that. I think there’s always room and opportunity for diplomacy, and I’d like to see parties pursue those opportunities.”

An Israeli military spokesman declined to comment. Israel often doesn’t comment on assassinations carried out by its Mossad intelligence agency or strikes on other countries. It has repeatedly vowed to eliminate Hamas leaders wherever they are for the Oct. 7 attack in which Hamas-led militants killed 1,200 people and took some 250 others hostage.

The strike killed Haniyeh in a residence he uses in Tehran, Hamas said in a statement, after he attended the swearing-in of Iran’s President Masoud Pezeshkian on Tuesday, along with other Hamas officials and officials from Hezbollah and allied groups.

It quoted a past speech by Haniyeh in which he said the Palestinian cause has “costs” and “we are ready for these costs: martyrdom for the sake of Palestine, and for the sake of God Almighty, and for the sake of the dignity of this nation.”

Sami Abu Zuhri, a spokesman for Hamas, said Haniyeh’s killing won’t impact the group, saying Israel was “spreading chaos and evil” in the region.

“The occupation will not succeed in achieving its goals,” he told The Associated Press, adding that Hamas emerged stronger after past crises and assassination of its leaders.

Haniyeh left the Gaza Strip in 2019 and had lived in exile in Qatar. The top Hamas leader in Gaza is Yehya Sinwar, who masterminded the Oct. 7 attack.

Taher al-Nounou, Haniyeh’s press adviser, told Al-Jazeera TV, “This is a turning point for the conflict.” He said Israel and “those who stand with it — and by this we mean the United States” will bear responsibility.

In the West Bank, the internationally backed Palestinian President Mahmoud Abbas condemned Haniyeh’s killing, calling it a “cowardly act and dangerous development.” Political factions in the occupied territory called for strikes in protest at the killing.

In April, an Israeli airstrike in Gaza killed three of Haniyeh’s sons and four of his grandchildren.

In an interview with the Al Jazeera satellite channel at the time, Haniyeh said the killings would not pressure Hamas into softening its positions amid ongoing cease-fire negotiations with Israel.

Meanwhile, Iraq’s Popular Mobilization Forces, a coalition of Iranian-backed militias, said that a strike Tuesday night on a base southwest of Baghdad killed four members of the Kataib Hezbollah militia.

The group accused the United States of being behind the strike. Kataib Hezbollah, along with some of the other militias, has in recent months carried out attacks against bases housing U.S. troops in Iraq and Syria in retaliation for Washington’s support for Israel in the war in Gaza. U.S. officials did not immediately comment.

Israel is suspected of running a yearslong assassination campaign targeting Iranian nuclear scientists and others associated with its atomic program. In 2020, a top Iranian military nuclear scientist, Mohsen Fakhrizadeh, was killed by a remote-controlled machine gun while traveling in a car outside Tehran.

In Israel’s war against Hamas since the October attack, more than 39,360 Palestinians have been killed and more than 90,900 wounded, according to the Gaza Health Ministry, whose count does not differentiate between civilians and combatants.

Thailand Cuts Tax to Attract Skilled Workers in 15 Industries

BANGKOK —  Thai Cabinet approves tax measures to attract skilled workers in 15 target industries to Thailand by lowering income tax to 17 percent and allowing employers to deduct 1.5 times wages for five years

On July, 30, 2024, the Cabinet approved a draft ministerial regulation to revise tax measures aimed at promoting sustainable investment in Thailand. This tax measure is designed to support high-potential Thai individuals working abroad and in 15 target industries, encouraging them to return to work in Thailand. Both the employees and employers will receive tax benefits.

The 15 target industries are:

1. Automotive

2. Electronics

3. High-quality tourism

4. Agriculture, food, and biotechnology

5. Transportation and logistics

6. Automation and robotics

7. Aviation, aerospace, and space

8. Biofuels and biochemical

9. Petrochemical and chemical products

10. Digital

11. Medical

12. Defense

13. Circular economy support

14. International business centers

15. Other industries requiring specific expertise, such as technology research and financial consulting

Paophum Rojanasakul, deputy finance minister, said the government is prioritizing the recruitment of skilled workers for the country, whether they are students working abroad or workers currently abroad. These people are talented but are currently contributing to foreign economies. Their return would contribute to the development of the Thai economy and target industries and generate tax revenue that Thailand has not received so far.

In order to create incentives to work, the personal income tax for qualified employees with a withholding tax rate of more than 17 percent is reduced to 17 percent of taxable income. This applies to income from employment with companies or legal partnerships in the target sectors from the date the law comes into force until December 31, 2029.

For corporate income tax purposes, employers — companies or legal partnerships in the target sectors — can deduct 1.5 times the wage costs for qualified employees from the date the law comes into force until December 31, 2029.

Qualifications:

  • Thai nationality with at least a Bachelor’s degree, worked abroad for at least two years.
  • Must return to Thailand from the effective date of the Act until December 31, 2025.
  • Must be an employee under an employment contract with a company or legal partnership in the targeted industries and earn taxable income under Section 40(1) of the Revenue Code.
  • Must not have worked in Thailand in the tax year in which the tax reduction is first claimed and must not have resided in Thailand for at least two years prior to that tax year or, if they have resided there, must have resided there for a total of less than 180 days in that tax year.
  • Must have stayed in Thailand for a total of at least 180 days, except in the first and last tax year of claiming the benefits, where a stay of less than 180 days is permitted.

Muay Thai Set for Global Push with 275 Million Baht Budget in 2024

BANGKOKPrime Minister Srettha Thavisin announced on Tuesday that the Cabinet has approved the Ministry of Tourism and Sports’ proposal to allocate a budget of 275 million baht (approximately 7.6 million US dollars) for the Muay Thai Soft Power Project for the year 2024.

The project aims to elevate Muay Thai from a national self-defense martial art to a global level. This includes establishing Muay Thai curricula, training referees and coaches, setting up centers to verify standards for Muay Thai trainers, and certifying Muay Thai camps abroad.

“We must prioritize this because Muay Thai is globally recognized, and it has ‘Thai’ in its name. No one can dispute its origin. However, there are similar sports to Muay Thai, so we must show that we are the originators and help elevate Muay Thai to an international standard,” he said.

The Prime Minister added that as Thailand is the rightful owner of Muay Thai, he proposed to the Minister of Tourism and Sports that, just as football has FIFA to govern it, Muay Thai should have its own international governing body like FIFA.

Deputy Government Spokesperson Kanika Oonjit revealed on July 30 the details of the allocation of 275.65 million baht from the central budget for emergency or necessary expenditures in the 2024 annual budget.

Budget Divided into Six Key Projects

This funding will support the MUAYTHAI SOFT POWER Project 2024, which is divided into six projects as follows:

  • Development of Muay Thai Knowledge: 4,925,400 baht
  • Increasing the number and efficiency of personnel in the Muay Thai sports industry: 46,602,400 baht
  • Organizing Muay Thai competitions to generate enthusiasm and stimulate the economy: 143,716,800 baht
  • Promoting and publicizing Muay Thai sports domestically and internationally: 23,641,800 baht
  • Certifying Muay Thai standards to generate national revenue: 51,042,600 baht
  • Supervising, monitoring, evaluating, and reporting results: 5,717,800 baht

“The MUAYTHAI SOFT POWER project aims to promote Muay Thai as a global martial art, creating opportunities for Thai boxers, trainers, and industry operators to compete internationally and share their expertise, showcasing Thai cultural heritage,” Oonjit explained.

“This initiative seeks to generate revenue and uphold world-class standards for sustainable success. It is expected to contribute 2,234 million baht (approximately 62 million US dollars) in economic value and raise awareness of Muay Thai in 190 countries, attracting tourists to Thailand and boosting the country’s revenue.

Recently, Chulalongkorn University premiered the documentary “MUAYTHAI: POWER & SPIRIT,” based on the research project “The Story of Muaythai,” on Friday, July 26, at Samyan Mitrtown. The film, featuring subtitles in seven languages, aims to promote Thai boxing as a conscious soft power for Thailand.

Professor Dr. Sunetra Chutinthranon, Director of The Multicultural Studies and Social Innovation Center (MSSIC) at the Institute of Asian Studies, Chulalongkorn University, led the event. The project received primary support from the Management Unit for Competitiveness (PMUC) and involved both public and private sectors, including TV Burapa Co., Ltd., Banchamek Co., Ltd., the Asia Research Center of the Institute of Asian Studies at Chulalongkorn University, the Ministry of Culture, and the Ministry of Foreign Affairs.

The 45-minute documentary includes subtitles in seven languages: English, Chinese, Japanese, Korean, Spanish, Russian, and Arabic, to support its international dissemination. This distribution is facilitated through collaboration with governmental bodies, private entities, and the International Federation of Muaythai Associations (IFMA).

The project showcases Thai cultural research on a global scale and aims to contribute to cultural appreciation and economic value within Thai society. Furthermore, it aligns with current governmental strategies that focus on soft power as a crucial aspect of contemporary international relations.

Japan and Thailand Strengthen Media Ties in Bangkok Meeting

BANGKOK —  On July 30, the Embassy of Japan in Thailand, in collaboration with the Thai Journalists Association, organized an event aimed at fostering stronger connections between Thai and Japanese media.

The event included meetings with representatives from Japanese government organizations in Thailand, such as the Japan International Cooperation Agency (JICA) and the Japan-Bangkok Chamber of Commerce (JCC). Key topics of discussion included Japan’s foreign policy and the relationship between Japan and Thailand.

Japan has been a leading investor in Thailand, with foreign direct investment (FDI) totaling around 4 trillion baht (111 billion US dollars) between 1985 and 2023. In 2023, Japan’s exports to Thailand amounted to approximately 1.1 trillion baht (27.8 billion US dollars). These exports were primarily composed of mechanical parts (15.8%), iron and steel products (15.7%), and electrical machinery and parts (10.1%).

Conversely, Thailand’s exports to Japan were valued at 0.8 trillion baht (22.2  billion US dollars) in 2023. The main export categories included electronic equipment (15.2%), motor cars and motor vehicle parts (12.1%), and electronic machines (11.9%).

The popularity of Japanese cuisine in Thailand has also seen a significant rise. As of 2023, there were approximately 5,751 Japanese restaurants in the country. A senior Japanese government official noted that while the number of Japanese restaurants in Bangkok has remained relatively stable, there has been considerable growth in the provinces. This increase is partly attributed to the expansion of shopping malls in these areas.

Thai Visa-Free Is Still Uncertain

The future of the visa exemption for Thai tourists, which is set to expire in June 2025, is currently under discussion, following reports of numerous Thais overstaying their 15-day visas.

A senior official from the Japanese Embassy emphasized the importance of the visa-free measure, noting that it has significantly increased the number of Thai tourists visiting Japan. “We would like to see more Thais visiting Japan,” the official stated.

The visa-free measure is reviewed for renewal every three years. Japan is currently evaluating the situation, particularly the rising number of visa overstays. Coordination with the Thai government is ongoing to address this issue. “We need to see what both sides can do about this,” the official noted.

As of now, no official decision has been made regarding the renewal of the visa-free status. “We will have to wait and see next year. Personally, I think we should do our best to maintain the visa-free measure, and Japan would also like to continue providing visas to Thais. But the issue of overstaying is also important, so we must make good efforts to reduce the number of overstayers,” the official added.

There have been discussions about extending the visa-free period beyond 15 days. However, the focus remains on addressing the problem of overstaying. “It is too early to answer this question,” an embassy official remarked.

Japan is also considering other visa options, such as working vacation visas, to address its labor shortage and manage tourist numbers. “Japan already has a system for issuing visas for specific skills. The working vacation visa is also interesting, but we still cannot give a clear answer. Many Japanese companies are short of labor, and many foreigners want to work in Japan, which is something we will consider in the future,” a senior official said.

According to the Japanese Embassy, there are approximately 72,308 Japanese residents in Thailand (as of October 2023), while around 59,271 Thais reside in Japan (as of June 2023). From January to June 2024, approximately 620,000 Thai tourists visited Japan, compared to about 470,000 Japanese tourists visiting Thailand during the same period.

Thai EVs Trends

Regarding the trends of Chinese electric vehicles (EVs), a high-ranking source at the Japanese Embassy remarked on the notable expansion of Chinese brands in Thailand, especially in the automotive and restaurant sectors. While Chinese EVs are rapidly gaining popularity in Thailand, Japanese car manufacturers have a distinct perspective on the future of automotive technology.

Japanese brands view hybrid and hydrogen-powered vehicles as the long-term solution for sustainable transportation. Many Japanese car companies are investing heavily in these areas. However, they have not completely disregarded the rise of electric cars in Thailand.

“Japanese car manufacturers generally do not believe that electric cars will be the sole answer for the future of transportation,” the source explained. “They see EVs as just one of several options. Japanese manufacturers think hybrid cars still have room potential, even if it’s slower compared to EVs, but they consider hybrids more stable. Additionally, hydrogen and fuel cell technologies might present more viable possibilities in the future.”

The source also highlighted the deep-rooted partnership between the automotive industries of Thailand and Japan.

“We hope the Thai government will continue to support Japanese car manufacturers, the automotive relationship between Thailand and Japan has been a close alliance at many levels for a long time,” he remarked.

Scammer Hits Jackpot: Bangkok Top Cop Target Leads to Their Arrest

BANGKOK — A high-ranking police officer became the target of a scammer’s phone call. As a result, he didn’t miss the opportunity to order an investigation, leading to the arrest of three Chinese suspects.

On July 30, Metropolitan Police officers arrested Mr. Xue Jiajun, 34; Mr. Mao Tianqi, 33; and Ms. Lin Melling, 35. All are Chinese nationals. Evidence seized included a SIMBOX or GSM GATEWAY device with 32 SIM card slots and 37 other items.

The investigation began on July 14 at 11:37 a.m. when Police Major General Theerachai Chamnanmor, Commander of the Investigation Division, Region 2, received a phone call soliciting special income and attempting to deceive him into making additional investments.

He then ordered an investigation into the phone number, coordinating with Police Colonel Surapong Phutkhao, Superintendent of Prawet Police Station, as the signal was traced to this area of Bangkok.

The investigation revealed that the phone number was being used through a SIMBOX or GSM GATEWAY, which can convert phone signals using SIM cards and can be controlled from abroad. The device was located in a condominium in Prawet district, Bangkok.

On July 29, around 11:15 p.m., three individuals were observed arriving in a red Mazda car at the condominium. One man entered Building A. Police waited until he exited the elevator with a travel bag, with two accomplices waiting in the car.

Officers then identified themselves, searched the room, and found all the suspicious evidence mentioned earlier. Initially, the three individuals were charged with jointly making, possessing, using, importing, exporting, or trading radio communication devices without a license; jointly establishing a radio communication station without a license; and jointly using frequency in telecommunication business without permission, which is characteristic of a Type 3 telecommunication business.

The suspects and evidence were then handed over to the Technology Crime Suppression Division (TCSD) for further legal proceedings.

LONDON (AP) — A 9-year old girl wounded in a stabbing attack at a Taylor Swift-themed dance and yoga class in northwestern England died Tuesday, bringing the death toll to three, as police questioned a 17-year-old suspect arrested minutes after the rampage.

Merseyside Police said the other fatalities were girls aged 6 and 7.

Eight children and two adults remain hospitalized after the attack in Southport. Both adults and five of the children are in critical condition.

Swift said she was “completely in shock” and still taking in “the horror” of the event.

“These were just little kids at a dance class,” she wrote on Instagram. “I am at a complete loss for how to ever convey my sympathies to these families.”

A 17-year-old boy was arrested on suspicion of murder and attempted murder.

Local people left flowers and stuffed animals in tribute at a police cordon on the street lined with brick houses in the seaside resort near Liverpool — nicknamed “sunny Southport” — whose beach and pier attract vacationers from across northwest England.

Witnesses described scenes “from a horror movie” as bloodied children ran from the attack just before noon on Monday. The suspect was arrested soon after on suspicion of murder and attempted murder. Police said he was born in Cardiff, Wales, and had lived for years in a village about 3 miles (5 kilometers) from Southport. He has not yet been charged.

Police said detectives are not treating Monday’s attack as terror-related and they are not looking for any other suspects.

“We believe the adults who were injured were bravely trying to protect the children who were being attacked,” Merseyside Police Chief Constable Serena Kennedy said.

It is the latest shocking attack in a country where a recent rise in knife crime has stoked anxieties and led to calls for the government to do more to clamp down on bladed weapons.

Witnesses described hearing screams and seeing children covered in blood emerging from the Hart Space, a community center that hosts everything from pregnancy workshops and meditation sessions to women’s boot camps.

The attack happened during a Taylor Swift-themed yoga and dance workshop for children aged about 6 to 11.

“They were in the road, running from the nursery,” said Bare Varathan, who owns a shop nearby. “They had been stabbed, here, here, here, everywhere,” he said, indicating the neck, back and chest.

Prime Minister Keir Starmer called the attack “horrendous and deeply shocking.” King Charles III sent his “condolences, prayers and deepest sympathies” to those affected by the “utterly horrific incident.”

Prince William and his wife Catherine said that “as parents, we cannot begin to imagine what the families, friends and loved ones of those killed and injured in Southport today are going through.”

Colin Parry, who owns a nearby auto body shop, told The Guardian that the suspect arrived by taxi.

“He came down our driveway in a taxi and didn’t pay for the taxi, so I confronted him at that point,” Parry was quoted as saying. “He was quite aggressive, he said, ‘What are you gonna do about it?’”

Parry said most of the victims appeared to be young girls.

“The mothers are coming here now and screaming,” Parry said. “It is like a scene from a horror movie. … It’s like something from America, not like sunny Southport.”

Britain’s worst attack on children occurred in 1996, when 43-year-old Thomas Hamilton shot 16 kindergarteners and their teacher dead in a school gymnasium in Dunblane, Scotland. The U.K. subsequently banned the private ownership of almost all handguns.

Mass shootings and killings with firearms are rare in Britain, where knives were used in about 40% of homicides in the year to March 2023.

BANGKOK — A family from Phrae Province has revealed that they were defrauded of 8.7 million baht, or around 240,000 dollars, by a fake modeling agency. The agency had convinced them that their 11-year-old daughter would shoot a commercial with Lisa from Blackpink, a Thai K-pop superstar.

On July 30, Mr. Tee, the father, traveled from Phrae, Northern Thailand to seek help from the social volunteer organization “Sai Mai Tong Rod” (Sai Mai Must Survive). He said the scam began when his wife met a woman named Ms. Namphueng through Facebook earlier this year. Ms. Namphueng’s profile seems credible, so they continued to communicate with each other.

Ms. Namphueng claimed to run a talent agency that recruits actors for commercials and TV dramas, and convinced the family that she could help her 11-year-old daughter enter the entertainment industry. On May 16, she told them they would have to pay 17,000 baht for acting lessons and promised that commercial appearances would follow.

Mr. Tee explained that after transferring the money, before her daughter could start acting classes, Ms. Namphueng contacted them again to say that her daughter had been selected to shoot a commercial for a well-known yogurt brand on May 25 at a studio in Bang Yai, Nonthaburi. They took their daughter to the shoot, which appeared legitimate and was attended by other participants.

A month later, they received a payment of 19,000 baht for their daughter’s participation, which reinforced their belief in the legitimacy of the program. This prompted them to pay for additional acting lessons for their younger, 10-year-old daughter.

Ms. Namphueng continued to offer various business opportunities, each requiring an upfront payment of a few thousand to hundreds of thousands of baht. Confident of the promised return, the family repeatedly transferred the required amounts.

Finally, Ms. Namphueng claimed that his daughter would shoot a commercial with Lisa Blackpink, with a payment of 150,000 baht, but demanded a deposit of 75,000 baht. She affirmed her close relationship with Lisa and assured that the whole family could participate.

The family then traveled from Phrae to Bangkok and stayed in a hotel from 11 July. But Mrs. Namphueng kept delaying the trip, so they realized that they had been cheated. Over time, they had transferred a total of 8,734,000 baht in 42 transactions and borrowed over 2 million baht from relatives.

In a final attempt to contact Ms. Namphueng promised to return the money on 28 July, but has been unreachable since.

Ekapop Luangprasert, the founder of the site “Sai Mai Tong Rod”, said he would accompany the victims to file a complaint with the Cyber Crime Investigation Bureau (CCIB). He believes there could be more victims as Ms. Namphueng’s Facebook page was still soliciting actors for ads on 26 July.

During a press conference, Ms. Namphueng contacted Mr. Tee and promised to begin refunding some of the money on August 1, but did not guarantee a full refund. She also claimed that the tickets for the girl to fly to Korea with Lisa for the commercial would be arranged and that she would keep him informed. However, the family no longer trust her and plan to take legal action.

US Boosts Alliance with the Philippines with $500 million Funding

MANILA, Philippines (AP) — Washington’s top diplomat and defense chief announced $500 million in military funding Tuesday to boost Philippine defenses and progress on a proposed military intelligence-sharing pact as both allies renewed their concerns over China’s continuing aggressive actions in the region.

U.S. Secretary of State Antony Blinken and Defense Secretary Lloyd Austin met with President Ferdinand Marcos Jr., who has fortified Manila’s decades-old treaty alliance with Washington as hostilities between Philippine and Chinese forces flared since last year in the disputed South China Sea.

Marcos hailed “very open” communication lines between Washington and Manila, adding that the two countries’ treaty alliance and key issues in the South China Sea and the Indo-Pacific region “are continuously examined and reexamined so we are agile in terms of our responses.”

Marcos has underscored the need for a U.S. military presence for Asian stability and peace.

After meeting their Philippine counterparts later, Blinken and Austin announced the $500 million military funding to help in an ongoing modernization of the Philippine military and coast guard and boost security collaboration amid shared concerns over China’s assertive actions.

“Both of us share concerns and many other countries in the region share concerns, as well, about some of the actions that the People’s Republic of China has taken, escalatory actions in the South China Sea, the East China Sea,” including “coercive methods,” Blinken said in a joint news conference.

He renewed a warning that the U.S. would help defend the Philippines if Filipino forces, ships and aircraft come under attack in the Pacific, including in the South China Sea.

The U.S. officials also offered condolences over the dozens of deaths wrought by typhoon-worsened monsoon rains in recent weeks and announced an additional $1 million in aid for the victims and to help devastated communities recover.

The visit came the week after the Philippines and reached a temporary arrangement to prevent clashes around the Philippine-occupied Second Thomas Shoal like the violent faceoff between their forces on June 17.

Philippine forces transported food and other supplies and a fresh batch of navy personnel Saturday to Manila’s territorial outpost at the shoal without a confrontation were reported for the first time since last year.

But the Philippines would continue strengthening its territorial defense with the assistance of the U.S. and other friendly military powers and build new security alliances, Philippine Ambassador to the U.S. Jose Manuel Romualdez said.

“The non-confrontational resupply and rotation is purely temporary. The People’s Republic of China will not stop and we are determined just as well,” Romualdez told The Associated Press.

The $500 million in U.S. military financing would include funding for reinforcing the Philippine navy’s capability. About $125 million would be used for constructions and other improvements in parts of Philippine military bases to be occupied by U.S. forces under the 2014 Enhanced Defense Cooperation Agreement, Romualdez said.

With strong support in Congress, U.S. military funding may double next year “depending on our capacity to absorb it,” Romualdez said.

Progress in negotiations on a proposed military intelligence-sharing pact, the General Security of Military Information Agreement was announced by Austin, who said that the accord may be signed later this year.

The agreement, similar to ones Washington has forged with other allied countries, would allow the U.S. to provide high-level intelligence, more sophisticated weapons, including missile systems, and access to satellite and drone surveillance systems to the Philippines with an assurance that such intelligence and details about sophisticated weapons would be closely kept secret in a highly secured manner to prevent leaks, two Philippine officials told the AP, speaking on condition of anonymity because of a lack of authority to discuss the issue publicly.

Philippine efforts to obtain sophisticated weapons from the U.S. military in the past have been hampered by the lack of such an intelligence deal.

In his meeting with Blinken and Austin, Marcos alluded to the intense political divisions in the U.S. ahead of the presidential elections this year.

“I’m a bit surprised considering how interesting your political situation has become back in the States, but I’m glad that you found the time to come and visit with us,” Marcos said.

Meanwhile, Romualdez said that U.S. support to the Philippines would “absolutely” not change regardless of who becomes America’s next president. Numerous countries have expressed concerns about the implications of former President Donald Trump returning to the White House in January after President Joe Biden withdrew and threw his support to Vice President Kamala Harris.

“Both Republicans and Democrats are in full agreement for the Philippines,” he said, adding that both sides have given assurances of continued support to Manila.

Marcos approved last year an expansion of the U.S. military presence in four more Philippine military camps under the 2014 defense agreement, and the largest war drills between Filipino and U.S. forces have been staged under his administration, drawing opposition and alarm from China, which said that increased deployments of American forces would endanger regional peace and security.

The Philippines has responded that it has the right to move to safeguard its territorial interests and national security.
