Stray Bullet Kills Myanmar Teen in Phuket Road Rage Incident

PHUKETPolice officers from Kathu Police Station in Phuket are investigating a case where a Thai teenager on a motorcycle used a gun to shoot at a pickup truck driver with whom he was in dispute on the road. However, the bullet hit and killed a 15-year-old Myanmar girl.

The incident occurred at 1:30 AM on August 18. Kittipong, 27, was driving a white Toyota pickup truck with Nattawut, 21, sitting on the left side next to the driver. Ms. Namphueng, a 15-year-old Myanmar national described as a “tomboy,” was sitting on Nattawut’s lap. Namphueng’s girlfriend was lying in the back seat. They were all traveling from Patong sub-district towards Phuket City.

About 50 meters before reaching the Si Ko intersection on Phra Phuket Kaeo Road in Kathu district, a motorcycle with a driver and a passenger pulled up next to the pickup truck. The motorcycle rider then shot at the pickup truck passengers, with the bullet hitting  Namphueng in the left side of her head. She died while rescue workers were transporting her to the hospital.

Mr. Lo, the owner of a nearby food stall and a witness, said he heard a sound like firecrackers. When he looked, he saw the pickup truck stopped at a red light, with someone on a motorcycle firing about two shots. The shooter then got into another pickup truck and turned back towards Patong.

Later, the police investigation identified a 19-year-old suspect named Danusorn. He was arrested at his rented house in Soi Ton Pho, Talat Yai sub-district, Phuket. He confessed to having an argument with the pickup truck driver who almost hit him near a gas station on the way down from Patong hill.

He then chased the pickup on his motorcycle. When he caught up, the pickup reversed into him and opened the window, so he fired his gun. He then had a friend throw the gun into the sea at Khao Khad viewpoint in Wichit sub-district, Phuket City.

The police searched the suspect’s room and found the clothes he wore during the incident, which were seized as evidence. They then sent a team to search for the gun used in the crime, requiring them to rappel down a 10-meter cliff at the Khao Khad viewpoint.

Mr. Suchart, 55, who had raised Ms. Namphueng since she was 4-5 years old, revealed that her father was Thai and her mother was from Myanmar. She had stopped studying to work, helping with dishwashing and selling goods. She enjoyed going out like a typical teenager but wasn’t involved with drugs.

On the night of the incident, she had initially planned to ride a motorcycle with her girlfriend, but due to a flat tire, they left it at home and got a ride in their friend’s pickup truck. She became a victim of the stray bullet in this incident.

Commerce Ministry Accelerates Thai-EFTA FTA Talks: 10th Round in Geneva

BANGKOK — Chotima Iamsawatigul, Director-General of the Department of Trade Negotiations, announced that she had been assigned by acting Deputy Prime Minister and Minister of Commerce Phumtham Wechayachai on behalf of the Prime Minister to lead Thai representatives to attend the 10th round of negotiations for the Free Trade Agreement (FTA) with the European Free Trade Association (EFTA) in Geneva, Switzerland, from August 19–23, 2024.

The negotiations on the FTA with EFTA are a central concern of the government and the Ministry of Trade. The aim is to conclude the agreement before the end of this year in order to expand trade and investment opportunities and improve the country’s competitiveness. The Ministry and the relevant authorities will work swiftly to clarify all outstanding issues in order to achieve this goal.

The meeting will be divided into 10 sub-groups dealing with the following topics: 1) Trade in Goods, 2) Rules of Origin, 3) Remedies, 4) Trade in Services, 5) Investment, 6) Electronic Commerce, 7) Intellectual Property, 8) Government Procurement, 9) General, Final, Institutional and Dispute Settlement Provisions, and 10) Technical Cooperation and Capacity Building. 

Representatives from Thai agencies, including those from the Ministry of Commerce and external agencies such as the Ministry of Finance, the Ministry of Agriculture and Cooperatives, the Ministry of Industry, the Ministry of Foreign Affairs, the Ministry of Public Health, the Customs Department, the Comptroller General’s Department, the Board of Investment and the Office of the Council of State will participate in the negotiations on the relevant issues.

In 2023, EFTA was Thailand’s 16th largest trading partner. Trade between Thailand and EFTA was worth USD 9,882.75 million, accounting for 1.72 percent of Thailand’s total global trade.

Thailand exported goods worth USD 4.38 billion to EFTA and imported goods worth USD 5.49 billion from EFTA. Major exports include gems and jewelry, watches and watch components, steel and steel products, air conditioning equipment and parts, and travel goods. The most important imports include precious stones, jewelry, silver and gold bars, watches and watch components, meat for human consumption and pharmaceutical products.

The European free trade association (EFTA) Is a regional trade organization and free trade area consisting of four European states: Iceland, Liechtenstein, Norway and Switzerland.

The organization operates in parallel with the European union (EU), and all four member states participate in the european single market and are partof the Schengen area. They are not, however, party to the European Union Customs Union.

In June 2022, the EFTA States and Thailand met in Borgarnes, Iceland, to relaunch free trade negotiations. Since then, nine rounds of negotiations have been held, the latest from April  23 to 26, 2024 in Bangkok. The public report of the last round is available here.

The negotiations towards a Free Trade Agreement with Thailand were originally launched in October 2005. Two rounds of negotiations were held between 2005 and 2006. The negotiations were on hold from 2006 to 2022 after military coups occurred twice in Thailand in 2006 and 2014.

French Actor and Heartthrob Alain Delon Dies at 88

PARIS (AP) — Alain Delon, the internationally acclaimed French actor who embodied both the bad guy and the policeman and made hearts throb around the world, died at age 88, French media reported.

With his handsome looks and tender manner, the prolific actor was able to combine toughness with an appealing, vulnerable quality that made him one of France’s memorable leading men.

Delon was also a producer, appeared in plays and, in later years, in television movies.

French president Emmanuel Macron paid tribute on X to “a French monument.”

“Alain Delon has played legendary roles and made the world dream,” he wrote. “Melancholic, popular, secretive, he was more than a star.”

Delon’s children announced the death on Sunday in a statement to French national news agency Agence France-Presse, a common practice in France. Tributes to Delon immediately started pouring in on social platforms, and all leading French media switched to full-fledged coverage of his rich career.

Earlier this year, his son Anthony had said his father had been been diagnosed with B-cell lymphoma, a type of cancer.

Over the past year, Delon’s fragile health condition had been at the heart of a family dispute over his care that gave rise to bitter exchanges through the media among his three children.

At the prime of his career, in the 1960s and 1970s, Delon was sought out by some of the world’s top directors, from Luchino Visconti to Joseph Losey.

In his later years, Delon grew disillusioned with the movie industry, saying that money had killed the dream. “Money, commerce and television have wrecked the dream machine,” he wrote in a 2003 edition of newsweekly Le Nouvel Observateur. “My cinema is dead. And me, too.”

But he continued to work frequently, appearing in several TV movies in his 70s.

Delon’s presence was unforgettable, whether playing morally depraved heroes or romantic leading men. He first drew acclaim in 1960 with “Plein Soleil,” directed by Réne Clément, in which he played a murderer trying to take on the identity of his victims.

He made several Italian movies, working, most notably with Visconti in the 1961 film “Rocco and His Brothers,” in which Delon portrays a self-sacrificing brother intent on helping his sibling. The movie won the Special Jury Prize at the Venice Film Festival.

The 1963 Visconti film “Le Guepard” (The Leopard) starring Delon won the Palme d’Or, the highest honor at the Cannes Film Festival. His other films included Clément’s “Is Paris Burning,” with a screenplay by Gore Vidal and Francis Ford Coppola among others; “La Piscine” (The Sinners), directed by Jacques Deray; and, in a departure, Losey’s “The Assassination of Trotsky” in 1972.

In 1968, Delon began producing movies — 26 of them by 1990 — part of a frenzied and self-assured momentum that he maintained throughout his life.

Delon’s confidence was palpable in his statement to Femme in 1996, ‘I like to be loved the way I love myself!’ This echoed his charismatic screen persona.

Delon continued to captivate audiences for years — on the way courting criticism for comments deemed outdated. In 2010, he appeared in “Un mari de trop” (“One Husband Too Many”) and returned to the stage in 2011 with “An Ordinary Day,” alongside his daughter Anouchka.

He briefly presided over the Miss France jury but stepped down in 2013 after a disagreement over some controversial statements, which included critiques on women, LGBTQIA+ rights, and migrants. Despite these controversies, he received a Palme d’Honneur at the 2019 Cannes Film Festival, a decision that sparked further debate.

The Brigitte Bardot Foundation, dedicated to animal protection, paid tribute to “an exceptional man, an unforgettable artist and a great friend of animals,” in a statement released on social media. Delon was “a close friend” of French film legend Brigitte Bardot “who is deeply saddened by his passing,” the statement said. “We lose a precious friend and a man with a big heart.”

French film producer Alain Terzian said Delon was “the last of the giants.”

“It’s a page being turned in the history of French cinema,” he told France Inter radio. Terzian, who produced several films directed by Delon, recalled that “every time he arrived somewhere … there was a kind of almost mystical, quasi-religious respect. He was fascinating.”

Born on Nov. 8, 1935, in Sceaux, just south of Paris, Delon was placed with a foster family after his parents’ separation when he was 4. He then attended a Roman Catholic boarding school.

At 17, Delon joined the navy and was sent to Indochina. Back in France in 1956, he held various odd jobs from waiter to a carrier in the Paris meat market before turning to acting.

Delon had son Anthony in 1964 with his then-wife Nathalie Canovas, who played alongside him in Jean-Pierre Melville’s “The Samurai” in 1967. He had two more children, Anouchka and Alain-Fabien, with a later companion, Rosalie van Breemen, with whom he produced a song and video clip in 1987. He was also widely believed to have been the father of Ari Boulogne, the son of German model and singer Nico, although he never publicly acknowledged paternity.

“I am very good at three things: my job, foolishness and children,” he said in a 1995 L’Express interview.

Delon juggled diverse activities throughout his life, from setting up a stable of trotting horses to developing cologne for men and women, followed by watches, glasses and other accessories. He also collected paintings and sculptures.

Delon announced an end to his acting career in 1999, only to continue, appearing in Bertrand Blier’s “Les Acteurs” (The Actors) the same year. Later he appeared in several television police shows.

His good looks sustained him. In August 2002, Delon told a weekly magazine, L’Humanite Hebdo, that he wouldn’t still be in the business if that weren’t so.

“You’ll never see me old and ugly,” he said when he was already nearing 70, “because I’ll leave before, or I’ll die.”

However, it was in 2019 that Delon encapsulated his feelings about his life’s meaning during a gala event honoring him at the Cannes Film Festival. “One thing I’m sure about is that if there’s something I’m proud of, really, the only thing, it’s my career.”

From Behind to Front: Paetongtarn Becomes Thai Prime Minister, 23 years After Thaksin

BANGKOK“Nothing special. 23 years ago, I stood in front, she stood behind. Today, she stands in front, I stand behind,” Thaksin Shinawatra said in an interview after his daughter Paetongtarn Shinawatra received a royal letter of endorsement at a ceremony appointing her as the new prime minister.

Paetongtarn Shinawatra, 37, officially became Thailand’s 31st prime minister with royal assent on Sunday, August 18, 2024. A royal appointment order ceremony in front of the King’s portrait took place at Voice Space, the new headquarters of the Pheu Thai Party.

Her family, including former Prime Minister Thaksin; former Prime Minister Srettha Thavisin; acting ministers from both the Pheu Thai Party and coalition parties; MPs; and members of the Pheu Thai Party all attended this ceremony.

After the ceremony, Paetongtarn hugged her family members, including her parents Thaksin and Khunying Potjaman, her older brother and sister, and her husband Pidok. Thaksin had a big smile, while Khunying Potjaman, who is known to be caring and proud of her daughter, was moved to tears.

Paetongtarn, widely known by her nickname “Ung Ing,” is chosen to carry on her father’s legacy. She is now the youngest Prime Minister of Thailand and Thailand’s second woman PM after her aunt, Yingluck Shinawatra.

Her official assumption of the position occurred one day after the royal decree was announced, granting pardons to convicts nationwide on the occasion of His Majesty the King’s birthday. Thaksin was one of the 7,500 parolees who completed their parole and became “innocent” persons.

Paetongtarn said, “It is the highest honor that father has received a pardon, regardless of the day. My family and I are profoundly grateful for His Majesty’s utmost grace.”

On the day she received 319 votes from parliament members to become the new premier, she disclosed: “Father joked that he’s glad he might see his daughter take office before he gets Alzheimer’s, as he’s getting old. It was just playful talk, and he’s always supportive.”

Thaksin said that his daughter has seen his work all along. Therefore, she knows that she will have to work hard, be dedicated, and need to bring all sectors to participate. The country’s problems are what require hard work. But her advantage is that she is young and can approach every unit to ask for help and cooperation. She is not arrogant but humble. As for him, he won’t be able to help much because at 75 years old, he’s already old.

When asked if he was worried that his daughter would repeat the past like when Thaksin was Prime Minister, Thaksin firmly said, “No way.”

In her first press conference with the media, when asked how she would handle predictions or criticisms that she might face the same fate as her father, Paetongtarn replied, “No one wants to experience what my father or my aunt did. I want to perform my duties well and correctly. If we worry about everything, we won’t be able to achieve our goals. I will do my best to avoid any legal cases.”

When asked about criticisms regarding former PM Thaksin, she insisted that it’s not about domination. She and everyone in her family have their own thoughts; they consult each other and respect each other’s ideas. In the end, whoever is in whatever role must act on their own thoughts. She will seek opinions from her father, just as she would from other former PMs and all parties, to make the PM position meaningful.

In her first statement accepting the position, Paetongtarn said that the Prime Minister’s position is the greatest honor and pride of her life. The person holding the Prime Minister’s position has a great responsibility to lead Thailand forward, overcome obstacles, and solve the economic problems and hardships of the people.

“In the remaining 3 years of the parliamentary term, I, as the head of the executive branch, will work together with the legislative branch with an open heart, open to listening to all opinions, to jointly develop the country and move forward together steadily.”

She continued that this mission is a great one that cannot be accomplished by the Prime Minister alone. She aimed to coordinate the power of people of all generations, to coordinate the power of capable individuals in all sectors, including the cabinet, coalition parties, government officials, private sector, and fellow citizens.

She later spoke in both Thai and English at a news conference, thanking former PM Srettha for his dedicated work throughout the past year. Although she hadn’t prepared for this beforehand, she’s ready to fully perform her duties as PM for all Thai people, both those who chose her and those who didn’t. The government will continue to push economic policies, including a major economic stimulus, the 30-baht universal healthcare system, and Thailand Soft Power. She will announce policies in September.

Although she didn’t use the term “digital wallet” when referring to the initial economic stimulus, PM Paetongtarn denied the rumors that her father ordered the scheme to be scrapped. She said the scheme will be considered by the new Cabinet. As it’s a project from the previous government, it needs to be carefully examined to ensure legal compliance.

The next political steps will involve forming a new government consisting of 35 people, where the new Prime Minister will submit the list of names to the King and have an audience to officially receive royal appointment to the position.

A source within the Pheu Thai Party earlier revealed that Thaksin had spoken with Thammanat Prompao, the secretary-general of the Palang Pracharath Party, saying that he did not want Pol. Gen. Patcharawat Wongsuwan, the younger brother of Gen. Prawit Wongsuwan (leader of the Palang Pracharath Party), to join the new government.

This comes after Gen. Prawit has consistently shown unfriendliness towards the Pheu Thai Party, and recently faced calls from media organizations to take responsibility for hitting a reporter on the head twice.

It was noted that at Paetongtarn’s prime ministerial appointment ceremony, Pol. Gen. Patcharawat, the acting deputy prime minister and minister of Natural Resources and Environment, did not attend, unlike ministers from other coalition parties.

As for Thammanat, who also didn’t attend, it was reported that he was hosting a birthday party in Phayao Province, his hometown. However, it is expected that he will come to wish Prime Minister Paetongtarn a happy 38th birthday on August 21.

What to Know as India’s Medics and Women Protest the Rape and Killing of a Doctor

NEW DELHI (AP) — India’s medical workers began a countrywide strike Saturday to protest the rape and killing of a trainee doctor at a state-run hospital in the eastern West Bengal state.

Saturday’s strike was called by the country’s largest group of doctors, the Indian Medical Association, saying all non-essential services at hospitals would be shut down across the country for 24 hours.

The suspension of work has affected thousands of patients across India. The protests — mostly led by women — have intensified in recent days, demanding a safer working environment.

Here’s what to know.

A trainee doctor has been killed

On Aug. 9, police discovered the bloodied body of the 31-year-old trainee doctor at the state-run R.G. Kar Medical College and Hospital’s seminar hall in eastern Kolkata city.

A police volunteer working at the hospital has been detained in connection with the crime, but the family of the victim alleges it was a gang rape and more people were involved. An autopsy has confirmed sexual assault.

The case is being probed by federal investigators after state government officers were accused of mishandling the investigation.

On Wednesday night, thousands of women across the country protested on the streets, demanding justice for the victim as they participated in “Reclaim The Night” marches. Some protesters called for the perpetrators of the crime to be given the death penalty.

Protesters want justice and safety

Thousands of medical workers across India are demanding justice for the victim and a guarantee of safety for doctors and paramedics inside hospitals and medical campuses. Many of them have suspended all but emergency treatment, with more such strikes planned over the weekend.

Doctors say the assault highlights the vulnerability of medics who work without proper safety facilities in hospitals and medical campuses across India.

The Indian Medical Association asked public support in its “struggle for justice” and called the killing a “crime of barbaric scale due to the lack of safe spaces for women.”

The doctors are also demanding more stringent laws to protect them from violence, including making any attack on on-duty medics an offense without the possibility of bail.

India has a history of sexual violence against women

Sexual violence against women is a widespread problem in India.

Many cases of crimes against women go unreported in India due to the stigma surrounding sexual violence, as well as a lack of faith in the police. Women’s rights activists say the problem is particularly acute in rural areas, where the community sometimes shames victims of sexual assault and families worry about their social standing.

Still, the number of recorded rape cases in the country has increased. In 2022, police recorded 31,516 reports of rape — a 20% jump from 2021, according to the National Crime Records Bureau.

In 2012, the gang rape and killing of a 23-year-old student on a New Delhi bus galvanized massive protests across India. It inspired lawmakers to order harsher penalties for such crimes, as well as the creation of fast-track courts dedicated to rape cases. The government also introduced the death penalty for repeat offenders.

The rape law amended in 2013 also criminalized stalking and voyeurism and lowered the age at which a person can be tried as an adult from 18 to 16.

Prawit’s Political Journey Under Scrutiny After Striking Thai PBS Reporter

The footage shows Gen. Prawit Wongsuwan displaying what appeared to be an angry reaction and using his hand to hit the head of a Thai PBS television reporter twice.

BANGKOK — The highlight of the political events on Friday, August 16, should have been solely about Ms. Paetongtarn Shinawatra, age 37, receiving an overwhelming 319 votes of approval from the MPs to become the 31st Prime Minister. However, the spotlight also turned to Gen. Prawit Wongsuwan, aka “Big Pom,” leader of the Palang Pracharath Party.

It wasn’t because he was one of the two people, along with Chalerm Yubamrung, an old politician with internal issues with the Pheu Thai Party, who didn’t participate in the vote. Rather, it was because he displayed what appeared to be an angry reaction and used his hand to hit the head of a Thai PBS television reporter twice and loudly said, “What are you asking!” when asked, “How have you been following the Prime Minister election voting?”

As he was limping to get into his car, he lowered the window and asked the reporter what they wanted to ask. The reporter inquired about his view on Ms. Paetongtarn being elected as the Prime Minister. He responded, ‘Oh! I don’t know what you’re asking about,’ before the car drove away.

 

That evening, Thai PBS, the media organization of this female reporter, and the Thai Journalists Association (TJA) issued statements defending the professional ethics of journalism and calling for Gen. Prawit to take responsibility for his intimidating actions towards the reporter.

Subsequently, a team from the Palang Pracharath Party leader’s office came out to explain that Gen. Prawit Wongsuwan had called a female TV reporter whom he had hit on the head earlier in the day to explain that he didn’t mean to do it and had no ill intentions. He said that he usually jokes around and teases reporters he’s familiar with.

On August 17, the National Broadcasting and Telecommunications Commission of Thailand and the Thai Broadcast Journalists Association issued a follow-up statement. They stated that after careful consideration, it was clear from the video clip that this was an angry and threatening gesture towards the reporter asking interview questions at that time, which goes beyond normal playful interaction as claimed, and they are trying to put an end to this incident.

If society lets such incidents pass, as has happened before with cases of disparaging remarks about journalists’ educational backgrounds, it will result in devaluing the role of the media.

“Therefore, the National Broadcasting and Telecommunications Commission of Thailand and the Thai Broadcast Journalists Association will file for an ethical investigation, as such actions may be a serious violation of ethical standards according to at least two clauses of the Code of Ethics for Members of the House of Representatives and Committees B.E. 2563 (2020):

Clause 12: Must respect the rights and personal freedoms of others, not display inappropriate gestures or use impolite language. Clause 13: Must not show threatening behavior, harbor grudges, or use physical force against others.

This is to uphold the dignity of the duties of members of the House of Representatives of the Thai people and to continue protecting the duties of the media,” the statement said.

Gen. Prawit, age 79, the former commander-in-chief of the Royal Thai Army during 2004-2005, was a deputy junta leader who helped Gen Prayut Chan-o-cha oust the Yingluck Shinawatra government in 2014. “The Big Brother Pom” then held the position of Deputy Prime Minister.

He became widely noticed for wearing luxury watches while posing for cabinet photos, raising his hand to shield his eyes from the sun, which allowed people to clearly see the watch brand. This led to questions about whether he had declared this asset to the National Anti-Corruption Commission. At that time, his explanation, which was widely mocked, was that this watch was ‘borrowed from a friend.’

The NACC gave Gen. Prawit until 8 January 2018 to clarify why some Prawit assets, such as the 18 luxury watches that had been identified at the time, were not listed on his mandatory asset declarations when he took office after the 2014 coup d’état. However, no investigation results were disclosed after that.

In 2022, he briefly became Acting Prime Minister of Thailand for 37 days after Prayut was briefly suspended from carrying out his duties as Prime Minister of Thailand by the Constitutional Court of Thailand.

It is believed that from his position as acting Prime Minister, he separated his political party from Gen. Prayut’s in the 2023 election, with his name as a Prime Minister candidate for the Palang Pracharath Party. However, this resulted in the support for the two parties being divided, leading to fewer MP seats (Palang Pracharath Party with 40 seats and United Thai Nation Party with 36 seats), and they became coalition parties in the Pheu Thai Party’s government.

This defeat led him to not appear or participate in any way with the new government, instead letting his younger brother, Pol. Gen. Patcharawat Wongsuwan, deputy party leader, and Col. Thammanat Prompao, party secretary-general, lead the party in joining the government.

Since Srettha Thavisin became Prime Minister on August 22, 2023, Gen. Prawit has never attended a meeting to vote in support of the government in parliament or attended any party with the Pheu Thai Party even once.

In the case where Srettha was petitioned by 40 senators to the Constitutional Court for disqualification from his position, he was accused by many, including Thaksin Shinawatra, of being behind this movement, as he was still a Prime Minister candidate in the coalition party.

However, when the coalition parties voted to approve Ms. Paetongtarn Shinawatra as the youngest Prime Minister in Thai history on August 16, Gen. Prawit instead hosted a celebration party for athletes who had participated in the Paris Olympics 2024, in his capacity as the President of the National Olympic Committee of Thailand.

After the party, when reporters asked about the results of the vote supporting Ms. Paetongtarn, he showed displeasure, raised his hand, and struck and harmed the female reporter.

Plodprasop Suraswadi, former Deputy Prime Minister during the Yingluck Shinawatra government, posted on Facebook on August 17 saying, “Mr. Pom, please consider resigning as an MP.”

He said that he is the same age as Gen. Prawit, just a month older, so he understands Gen. Prawit’s emotions well. When people are very old, they become easily irritated, quick to anger, sensitive, and don’t like to be pestered. When the reporter asked a question that hit a sore spot, he exploded emotionally, which, judging from the image, was excessively aggressive.

“As a friend and with good intentions, along with requests from some friends from your old high school, they asked me, who was also a former Deputy Prime Minister like you, to suggest that you step away from politics. Resign as an MP. Just overseeing the Five Provinces Forest Charity is honorable enough. If you want someone to help, I’ll volunteer because you know that I’m very knowledgeable about this work,” Plodprasop said.

Business Leaders Expect Policy Continuity Under New PM Paetongtarn

BANGKOK — The Thai stock market closed on Friday at 1,330 points, up 13.16 points or 1.2%, after the process of selecting a new Prime Minister in parliament proceeded smoothly. As the only nominee, Paetongtarn Shinawatra, leader of the Pheu Thai Party, received 319 votes in favor, with 145 against and 27 abstentions.

Among the votes in favor, there were 6 additional votes from members of the opposition Thai Sang Thai Party and 2 more votes from smaller parties.

According to Thai media, Prime Minister elect Paetongtarn will likely be formally appointed by HM the King in a ceremony in front of the King’s portrait at Pheu Thai headquarters, Voice Space, around 8.30 a.m. on Sunday, August 18, 2024.

The process of selecting a new Prime Minister to quickly lead to the formation of a cabinet comes after a situation that shook Thai politics. On Wednesday, August 14, Srettha Thavisin was removed from his position by a Constitutional Court decision.

This helped restore confidence in the business sector, which had been disheartened for two days. There is now increased belief that the new government, coming from the same coalition parties, will be able to continue working immediately.

Urges to Continue Srettha’s Key Policies

On August 16, Sanan Angubolkul, chairman of the Thai Chamber of Commerce and the Board of Trade of Thailand, noted that the government is likely to retain most of its coalition partners and the distribution of ministerial posts is expected to remain similar. As a result, economic policies are expected to continue without significant changes, boosting the confidence of the Thai and international community.

He stated that the private sector wants to see more teamwork with the coalition parties, which would lead to unity and stability in the new cabinet’s work. Many measures of the former Prime Minister Srettha, especially opening trade doors and attracting foreign investment, are things that the new government needs to continue. They should designate a ministry or responsible person to closely monitor the progress.

At the same time, advancing projects related to Soft Power is an area where the Chamber of Commerce sees Thailand as having an advantage and can already build on to create added value for the Thai economy. The private sector agrees that this issue should be continuously driven forward.

The Chamber of Commerce emphasizes the following: 1. cabinet formation should be completed expeditiously, with ministers who can work effectively and are accepted by the public, 2. policy measures, especially additional stimulus measures, should be implemented promptly, and the 2024 budget should be accelerated while strengthening Thailand’s competitiveness, including pursuing new market expansions (FTA) to promote Thai trade and exports.

The Thai Chamber of Commerce continues to forecast Thailand’s economic growth for this year within the range of 2.2-2.7 percent previously estimated by the Joint Standing Committee on Commerce, Industry, and Banking (JSCCIB).

More Measures to Boost the Economy

Mr. Kriengkrai Thiennukul, President of the Federation of Thai Industries, said that the private sector was not surprised that Ms. Paetongtarn has been elected as Thailand’s 31st Prime Minister. He believes that she will be able to work with all sectors and contribute to greater political stability.

“However, it is important that the new government is formed within a month to move the country’s policies forward, especially to restore investor confidence. Many foreign investors are seeking clarity on the situation in Thailand after Srettha Thavisin was removed. Most of them are still interested in investing, but they need continuity in politics,” he said.

Mr. Kriengkrai added that the private sector hopes that beyond the plan to distribute 10,000 baht of digital money, more measures will be taken to boost the economy. The urgency is on the government to decide the next steps as the 6-7 month delay in disbursing the budget means an economic stimulus is needed. Now that the budget is in place, it remains to be seen whether the government will proceed with the plan to distribute the digital wallets.

“Therefore, in addition to distributing the 10,000-baht digital wallet, the government should also implement other measures to stimulate the economy because the main challenges facing Thailand today are people’s livelihood and the competitiveness of SMEs. If possible, the private sector would like the government to reconsider raising the minimum wage to 400 baht per day to ensure that it is reasonable and does not put undue burden on the private sector,” he emphasized.

In addition, it is suggested that the government take measures to regulate foreign e-commerce platforms to prevent the influx of cheap and inferior products from abroad. The government should also set conditions for the purchase of domestically produced goods (Made in Thailand) under the digital wallet program to create opportunities and circulate money within the Thai economic sector.

Industrial Confidence Index Increased

Meanwhile, the Federation of Thai Industries (FTI) released the results of its Industrial Confidence Index survey for July 2024, which stood at 89.3, up from 87.2 in the previous month. This marks the first increase in four months, driven by rising domestic demand for consumer goods, particularly in the food, pharmaceutical, and cosmetic industries.

Additionally, the acceleration of budget disbursement and government spending has injected more funds into the economy, benefiting industrial goods, especially construction materials.

Applications for investment funding have also continued to increase. In the first six months of 2024 (January-June), the total value of investment amounted to 458.359 billion baht, an increase of 35 percent compared to the same period last year. In addition, the expansion of the tourism sector, supported by the government’s visa-free measures for foreign tourists and the promotion of domestic tourism during the low season, has also played a positive role.

In July, however, negative factors such as the high level of household debt and non-performing loans (NPLs) continued to put pressure on domestic consumption. This is reflected in the 24.16 percent year-on-year decline in domestic car sales in the first six months of the year and a 1.85 percent drop in car exports.

The real estate sector has also slowed down due to weak domestic purchasing power, and exports of durable goods such as air conditioners, refrigerators, gems and jewelry, and electronic products have also declined. In addition, transportation costs have risen, including higher freight rates and additional expenses.

Foreign Man Luckily Survives after Jumping from Pattaya Condo

PATTAYA — A foreign man jumped from the 6th floor of a condominium in Soi Chaiyapruek 3, Moo 12, Nongprue Subdistrict, Banglamung District, Chonburi Province, despite police officers’ attempts to persuade him for over 3 hours.

The incident occurred before noon on August 16 at Building B of an 8-story condominium. The 40-year-old Caucasian man appeared agitated, pacing back and forth on the balcony of his room. The Land Disaster Prevention Unit had to place a giant air cushion on the ground to prevent an unforeseen accident.

Although the man seemed to calm down at one point, he suddenly became frantic again. When the officers were momentarily distracted, he climbed over the iron railing of the balcony and jumped, hitting the air cushion before falling into the swimming pool.

The rescue team quickly helped him out, finding injuries to his neck, a split lip, broken teeth, and abrasions all over his body. They also discovered deep cuts on both wrists and rushed him to Banglamung Hospital.

A condominium maid recounted that around 9 p.m. on August 15, Mr. Fedor, a 31-year-old Russian resident of the condo, found this man sitting in front of a convenience store about 500 meters from the condo with cut marks on his wrist. Concerned and sympathetic, he brought the man to his room and treated his wounds.

By 8:30 a.m., the foreign man became agitated, shouting loudly, “I want to die,” and walked out onto the balcony. Condo staff quickly called the police, who brought in tourist police, immigration police, and local Pattaya City Police Station officers. They tried to persuade him but were unsuccessful. They will wait for the injured man’s condition to improve before investigating the cause.

The police are also concerned about Mr. Fedor, as he was traumatized when his Russian girlfriend fell from a condo the previous year on August 13. Experiencing this recent incident has caused him significant stress, and he was under the care of officials for a period.

Vietnamese Witness in Hotel Poisoning Case Caught as Illegal Guide

A Vietnamese guide who came as a witness in the mass murder case of 6 people in a luxury hotel in central Bangkok is arrested by tourist police on August 16, 2024.

BANGKOK —  A Vietnamese guide who came as a witness in the mass murder case of 6 people in a luxury hotel in central Bangkok was arrested by tourist police. After observing his behavior for over a month, police were convinced he was an illegal guide leading Vietnamese tourists to various attractions. He was arrested at a hotel in the heart of Bangkok.

Guide is one of 27 occupations which are completely restricted for foreigners in Thailand.

The Department of Tourism, in collaboration with the Tourist Police, arrested Mr. Phan Ngoc Vu, aged 35, an illegal Vietnamese guide, while he was leading a tour for Vietnamese tourists in Thailand. The arrest took place at a hotel in Soi Rang Nam, Ratchathewi district, Bangkok, on the morning of August 16.

On July 17, Phan Ngoc Vu had come as a witness in the case of the death of 6 Vietnamese tourists inside a luxury hotel in the Ratchaprasong area of Bangkok, under the jurisdiction of Lumpini Police Station. Later, police found that the cause of death was cyanide poisoning in tea cups.

Initially, police charged him with operating a tour business without a license, working as a tour guide without a license, and being a foreigner working in Thailand without a work permit or working in a prohibited occupation (tour guide). He was then sent to Phaya Thai Police Station for further legal proceedings.

Regarding the case of poisoning 6 Vietnamese people on July 14, 2024, Mrs. Cherin Chong, an American-Vietnamese national aged 56 and one of the 6 deceased, is the suspect. Police identified the motive as her being in debt of 10 million baht ($278,000) to a couple who were on the same trip.

In this case, police questioned Phan Ngoc Vu as the person knew Ms. Thi Nguyen Phunng Lan, 47, one of the deceased. He said she had asked him to buy “snake medicine” for 11,000 baht. He then asked another person to procure it. Subsequent examination confirmed that the capsules containing this medicine were not cyanide.

In this case, the Lumpini Police Station is still waiting for the official forensic science results to conclude the investigation.
