CP Foods demonstrates the success of its biogas system in combating climate change.

Charoen Pokphand Foods Public Company Limited or CP Foods is promoting environmentally friendly and sustainable food production in line with the Bio-Circular-Green economy model (BCG) by producing biogas at animal farms and food manufacturing plants across Thailand producing biogas system. This year marks the company’s second decade use of biogas at all farm operations including hog, poultry, and layers, to convert animal manure and wastewater to energy allowing it to reduce greenhouse gas emissions and to achieve net-zero emissions by 2050.

Somporn Jermpong, executive vice president for swine business of CP Foods said the Company prioritizes environmentally friendly and sustainable food production system. The company promotes energy efficiency and increases the use of renewable energy. The company has treated animal manure and wastewater in the farm-processing and food businesses though biogas system which convert to power generation to use in its operations in a bid to reduce greenhouse gas emissions. 

CP Foods’ swine business has been a pilot business for using biogas system for 21 years and has transferred knowledge to small-scale swine farmers to install the system and help combat global climate change. The biogas system is an important role of the Green Farm system, which was initiated by the swine business unit to make hog farms more environmentally friendly. The company’s 98 hog farms have been producing biogas for conversion into farm electricity, allowing the farm to save electricity cost by 50-80% as well as    reduce odors, and reduce greenhouse gas emissions

Somkid Wannalukkhee, senior vice president for Egg Business said the company’s 7 layer complexes in Thailand produce biogas from chicken manure and convert it to electricity for use in operations, allowing the complexes to save 70-80% on total power costs. 

Treated water from biogas system is recycled and reused in biogas system for mixing with manure. Furthermore, the operations provide residual and treated water to nearby farmers who want to increase their plant yield and save fertilizer cost.  

Biogas production at hog farms and layer complexes is part of the company’s strategy for combating climate change as well as reducing waste to landfill and incineration. Biogas systems developed by the company have the potential to replace 69 million units of electricity while reducing greenhouse gas emissions by 490,000 tons of CO2 equivalent per year. In addition to biogas, CP Foods continues to transition toward greener energy sources such as solar panels including solar farm, solar floating, and solar rooftop in its operations across Thailand.

Police Raid More EU Parliament Offices in Corruption Probe

BRUSSELS (AP) — Belgian police conducted more raids at European Parliament offices Monday as the legislature’s president pledged to launch an internal investigation into corruption allegations and the bloc’s top official called for the creation of an EU-wide independent ethics body.

Prosecutors investigating alleged influence peddling by a Gulf country at the European Parliament charged four people over the weekend with corruption, participation in a criminal group and money laundering. Parliament Vice President Eva Kaili of Greece was relieved of her duties.

The prosecutors declined to identify the country suspected of offering cash or gifts to parliament officials in exchange for political favors. Several members of the assembly and some Belgian media linked the investigation to Qatar, which is currently hosting soccer’s gala event, the World Cup.

Qatar’s Ministry of Foreign Affairs has denied any wrongdoing.

Police conducted Monday’s raids at European Parliament offices in Brussels to seize computer data belonging to 10 parliamentary assistants, prosecutors said. Officers have conducted 20 raids in total as part of an investigation launched four months ago.

“Several hundred thousand euros have been seized in three different places: 600,000 euros at the home of one of the suspects, several hundred thousand euros in a suitcase seized in a room of a Brussels hotel, and about 150,000 euros in an apartment belonging to an MEP,” prosecutors said.

Kaili, who was relieved of her duties over the weekend, was expelled Monday from the legislature’s Socialists and Democrats group with immediate effect.

European Commission President Ursula von der Leyen, the head of the EU’s executive arm, said the accusations against Kaili threatened the confidence EU citizens have put in the 27-nation bloc’s institutions.

She said the independent ethics body she proposed establishing would cover lobbying activities at the European Commission, the European Council and European Parliament, as well as at the European Central Bank, the European Court of Justice and the European Court of Auditors.

The EU does not already have comprehensive lobbying regulations.

“The principles of having such an ethics body where there are very clear rules on what has to be checked, how and when and what has to be published, how and when would be a big step forward,” she said.

As the European Parliament began its last plenary session of the year in Strasbourg, France, European Parliament President Roberta Metsola promised “there will be no sweeping under the carpet.”

She said the Parliament and European democracies were “under attack” by “malign actors, linked to autocratic third countries.”

“We will launch a reform process to see who has access to our premises, how these organizations, NGOs and people are funded, what links with third countries they have,” Metsola added. “We will ask for more transparency on meetings with foreign actors and those linked to them. We will shake up this Parliament and this town, and I need your help to do it.”

On Friday, police in Belgium’s capital carried out multiple raids as part of the investigation and reported seizing cash, computer equipment and mobile telephones.

The federal prosecutor’s office, without identifying any individual, said four of six people detained that day were subsequently charged, and two were released.

Raids also took place in Italy on Sunday.

Prosecutors have confirmed that a parliament member was arrested but declined to confirm it was Kaili, 44, a former TV news anchor. They said they suspect “the payment of large sums of money, or the offer of significant gifts” to people holding with influential positions at the European Parliament.

Metsola relieved Kaili of her duties over the weekend. Kaili’s party in Greece also suspended her and publicly distanced itself from remarks she made in the EU parliament last month praising Qatar,

Qatar came under heavy international pressure to introduce labor reforms in recent years as it sought to build new World Cup stadiums in record time, often using migrant workers who toiled for long hours under harsh conditions.

The EU and Qatar have strengthened their economic relationships since the start of Russia’s war in Ukraine. Moscow slashed supplies of natural gas used to heat homes, generate electricity and power industry in Europe in response to EU sanctions, worsening an energy crisis that is fueling inflation.

The EU has looked for alternatives to buy liquefied natural gas on a long-term basis, notably in Qatar.

In April, the European Commission proposed lifting visa requirements for short EU stays by Qatari nationals. Metsola said negotiations with the Parliament on the proposal would be postponed.

“I was scheduled today to announce the opening of the negotiating mandate for the visa waiver report with Qatar and Kuwait,” she said. “In light of the investigations, this report must be sent back to committee.”

Asked whether Belgian authorities were in touch with the European Commission as part of their investigation, von der Leyen said she had no clue. She added that rhe commission was reviewing its own political transparency register.

“If any kind of new information occurs, we will have to act and react to that,” she said.

Several Socialists and Democrats lawmakers fell on their swords after the group said that any member being investigated should be suspended, or should give up certain of their duties if any of their staff members were under investigation.

Belgian EU lawmaker Marc Tarabella suspended himself outright. His compatriot, Maria Arena, stepped down as chair of the assembly’s Human Rights Committee

“Following the revelations of suspicion of corruption linked to Qatar and the European Parliament, and the search of one of my assistants in the framework of this affair, I have decided that temporarily I will no longer preside over meetings of the Human Rights Committee,” Arena tweeted.

Italian S&D lawmaker Pietro Bartolo also temporarily stepped down as shadow rapporteur for the Civil Liberties, Justice and Home Affairs Committee. Another Italian member of the European Parliament, Andrea Cozzolino, stopped performing certain tasks temporarily.

Ghent University Professor Hendrik Vos, an EU expert, told The Associated Press the case could have lingering repercussions on the generally positive image of the European Parliament.

“There has never been such a massive corruption scandal hitting the Parliament,” he said. “It is so profound because it jars so fundamentally with what Parliament pretends to stand for. The Parliament pretends to stand for transparency, unable to be bribed, to defend fundamental values. And then, you get something like this.”

Former FTX CEO Sam Bankman-Fried Arrested in the Bahamas

NEW YORK (AP) — The former CEO of failed cryptocurrency firm FTX, Sam Bankman-Fried, has been arrested in the Bahamas at the request of the U.S. government, U.S. and Bahamian authorities said Monday.

The arrest was made Monday after the U.S. filed criminal charges that are expected to be unsealed Tuesday, according to U.S. Attorney Damian Williams. Bankman-Fried had been under criminal investigation by U.S. and Bahamian authorities following the collapse last month of FTX. The firm filed for bankruptcy on Nov. 11, when it ran out of money after the cryptocurrency equivalent of a bank run.

“We expect to move to unseal the indictment in the morning and will have more to say at that time,” Williams said.

Bahamian Attorney General Ryan Pinder said the Bahamas would “promptly” extradite Bankman-Fried to the U.S. once the indictment is unsealed and U.S. authorities make a formal request. FTX is headquartered in the Bahamas and Bankman-Fried has largely remained in his Bahamian luxury compound in Nassau since the company’s failure.

A spokesman for Bankman-Fried had no comment Monday evening. Bankman-Fried has a right to contest his extradition, which could delay but not likely stop his transfer to the U.S.

Bankman-Fried’s arrest comes just a day before he was due to testify in front of the House Financial Services Committee. Rep. Maxine Waters, D-Calif., chairwoman of the committee, said she was “disappointed” that the American public, and FTX’s customers, would not get to see Bankman-Fried testify under oath.

Bankman-Fried was one of the world’s wealthiest people on paper, with an estimated net worth of $32 billion. He was a prominent personality in Washington, donating millions of dollars toward mostly left-leaning political causes and Democratic political campaigns. FTX grew to become the second-largest cryptocurrency exchange in the world.

That all unraveled quickly last month, when reports called into question the strength of FTX’s balance sheet. Customers moved to withdraw billions of dollars, but FTX could not meet all the requests because it apparently used its customers deposits to cover bad bets at Bankman-Fried’s investment arm, Alameda Research.

Bankman-Fried said recently that he did not “knowingly” misuse customers’ funds, and said he believes his millions of angry customers will eventually be made whole.

The House Financial Services Committee will still hear testimony Tuesday from current CEO, John Ray III. Ray, who took over FTX on Nov. 11 and is a long-time restructuring specialist, has said in court filings that the financial conditions at FTX were worse than at Enron.

Bahamian authorities plan to continue their own investigation into Bankman-Fried.

“The Bahamas and the United States have a shared interest in holding accountable all individuals associated with FTX who may have betrayed the public trust and broken the law,” said Bahamian Prime Minister Philip Davis, in a statement.

Ms. Armida Salsiah Alisjahbana, said that she was delighted to see today’s event taken place under the theme “77 Provinces, 77 Commitments to the Sustainable Development Goals”. The Sustainable Development Goals are a process that is in the mainstream of the world and requires leadership and a sense of ownership in order to bring changes and to be able to be passed on to the next generation. The United Nations Economic and Social Committee for Asia and the Pacific (ESCAP) stands ready to cooperate and support Thailand in cooperation with the Ministry of Interior in all aspects.

Mr. Suttipong added that to enable Thailand to achieve the Sustainable Development Goals, Ministry of Interior has introduced the philosophy of sufficiency economy of His Majesty King Bhumibol Adulyadej and His Majesty’s aspirations that aim to make “the country is stable, the people are happy”, and fix the wrongs by inheriting the philosophy of sufficiency economy and the principle of “civilized agriculture” as a guideline for rational self-reliance through various projects, such as the pilot district project, integrated health care, The New Theory, the Quality of Life Development Project (Khok Nong Na), the National Food Waste Management Campaign, which helps reduce greenhouse gas emissions along with efficient waste management.

Dr. Wandee, added that today’s workshop consists of various discussions on the Sustainable Development Goals. The context of Thailand’s balances between social, economic and environmental dimensions, and urgent action from all stakeholders to jointly create a sustainable future. The workshop consists of 6 activities:

1) “Sustainable Food Systems” by the Food and Agriculture Organization of the United Nations (FAO) and the Ministry of Agriculture; and Kasetsart University, which is an exchange of learning about smart agriculture and food security.

2) “Provincial circular economy” – the key to achieving sustainable development by the United Nations Industrial Development Organization (UNIDO) and the United Nations Human Settlements Program (UN-Habitat), which brings discussion and exchange of circular economy principles;

3) “Eco-Tourism” by the United Nations Development Program (UNDP) that will exchange experiences based on the concept of social innovation and social partnerships (4Ps) towards sustainable tourism that focuses on building a city with resilience and ready to cope with all types of disasters.

4) “Building capacity for disaster risk management and management at the local level” by the United Nations Office on International Strategies for Disaster Reduction (UN-DRR) with a focus on building resilient cities (Resilience) ready to support all types of disasters.

Opinion: Where Do You Stand on 600 Baht Minimum Wage by 2027?

The pledge by the main opposition Pheu Thai Party to raise the minimum wage from around 350 baht per day to 600 baht within five years, or by 2027, if elected to run the next government, has raised a lot of eyebrows and ignited a fierce debate as to whether it is appropriate or even realistic and whether it will do more harm than good to the Thai economy or not.

My reaction is one of cautious support.

I support the move in principle because the minimum wage of 350 baht per day clearly is not enough for a person to lead a humane life with dignity given the current costs of living.

At present, the cheapest street food meal will cost around 50 baht – times that by three meals and that is already nearly half the daily minimum wage. Those relying on a minimum wage cannot really afford to use the BTS or MRT to commute on a daily basis as it can easily cost over 60 baht per day, roundtrip.

The cheapest and smallest condominium now costs just south of a million baht, making it virtually out of reach of workers relying on minimum daily wage. Many minimum daily-wage workers also have little or no hope of getting a higher wage as a good number of them are working on short-term or even daily contractual basis.

This is a life of little or no hope for a better future for tens of millions of these Thai (and migrant workers from neighboring countries). Debt has become widespread. On Monday, a 29-year-old male factory worker hang himself to death from a roadside tree in Rayong province. The man’s mother said her son took a loan from an online app which snowballed from two thousand baht to nearly 100,000. She said she was trying to sell her car to assist her son, but it was too late.

Humans deserve better than this and a roughly 12 percent annual wage increase per annum for the next five years is not something astronomical or insanely populist.

The last thing poor people living on a minimum wage, working hard overtime, want to hear is the rich or upper middle-class Thais telling them to be content with what they have – and do not have.

Nevertheless, one must be cautious to consider various factors, domestic and foreign, in deciding on the amount of annual wage increase. Just like no central bank can keep printing more monetary notes in a limitless manner before the currency collapses and not worth anything, any minimum wage increase must take issues like export competitiveness, foreign investment attractiveness, inflation, and more into consideration.

Basically, you cannot just come up with any figure you like without considering whether factory owners, Thai and foreign, will end up deciding that it might be more economical to relocate their plants elsewhere outside Thailand or not – thus potentially having less minimum-wage jobs available in the kingdom.

What about the competitiveness of Thai agricultural goods? This will also be another factor to consider.

To get through the minimum-wage trap (and not just middle-income trap), both the government and the private sector will have to invest more in R&D. Thailand needs better quality fruits and agricultural produce to earn more and have a higher profit margin. The tourism industry must be upgraded and make it less reliant on cheap tourism and offer itself as a medium and upper-market tourist destination. Business owners must also ask themselves if they can profit a little less so their employees can lead a marginally decent and humane life as a result of a higher minimum wage.

We have no other options because trying to raise the minimum wage without upgrading Thai economic performance and competency will lead Thailand nowhere. On the other hand, keeping millions of the threshold of poverty will eventually teardown the social fabric of Thailand.

Emphasizing the continuous driving of Thailand towards the Sustainable Development Goals.

The Workshop attendees are: Deputy Permanent Secretaries, Director-General of all departments, Heads of state enterprises under the Ministry of Interior, Vice President of the Ministry of Interior’s Ladies Association, Advisor to the Permanent Secretary for Interior, Governors and participants from agencies under the Ministry of Interior, including the Office of the Permanent Secretary for Interior, Department of Provincial Administration, Department of Land, Department of Public Works and Town & Country Planning, Community Development  Department, Department of Local Administration, Department of Disaster Prevention and Mitigation, Metropolitan Electricity Authority, Provincial Electricity Authority, Metropolitan Waterworks Authority, Provincial Waterworks Authority, Wastewater Management Organization  and every province Including Bangkok, a total of 315 people attended the ceremony at the ESCAP Hall, 2nd floor, United Nations Convention Center, Bangkok.

Ms. Gita Sabharwal, said that today’s workshop will be an important turning point for Sustainable Development. Since the first time she had the opportunity to meet Mr. Suttipong Juljarern, and Dr. Wandee Khunchornyakong Juljarern, she is confident that the Change for Good concept can really happen. This makes it possible to change the social structure in a variety of contexts to achieve a wide range of sustainability.  It also helps to combine the power of thought, increase inspiration for work, and it has already spread to all regions of Thailand. As on June 6, 2022, the Ministry of Interior signed a Statement of Commitment to Sustainable Thailand to promote cooperation in driving the Sustainable Development Goals through collaboration with the United Nations Country Team (UNCT) under the theme: “77 provinces, 77 commitments towards the Sustainable Development Goals” and to reinforce the intention to drive Thailand toward the Sustainable Development Goals in various dimensions concretely. The workshop organized today aimed to reinforce and raise awareness of the Sustainable Development Goals through the working networks of the Ministry of Interior across the country (878 districts, 76 provinces), and all 7 affiliate networks, including government sector, academic sector, religious leaders, the people, private sector, civil society sector, and the media sector.

“After the signing ceremony on June 6, 2022, the Ministry of Interior is shifting its priority to driving human resource development to create changes to new and better things according to the Change for Good guideline, through the creation of a leadership team of drivers leading the change in 878 districts in the pilot district project, treatment of “Healing Suffering, Nourishing Happiness” scheme which surveys problematic issues to be able to understand and solve problems according to the social landscape of each areas toward the Sustainable Development Goals. The Sustainable Development Goals are a process that is in the mainstream of the world and requires leadership and a sense of ownership in order to bring changes and to be able to be passed on to the next generation. The Ministry stands ready to create a culture of 3Rs: Reduce, Reuse, and Recycle by growing your own vegetables, which reduces household expenditures and creating food security. The preservation of local wisdom, supporting small entrepreneurs, promote the use of Thai fabrics which is also a continuation of the royal aspirations of Her Majesty Queen Sirikit, and on the occasion of World Soil Day on December 5th of every year, the Ministry of Interior joins a campaign to raise public awareness of the value of soil resources. China Begins Implementing Relaxed Anti-COVID-19 Measures

BEIJING (AP) — China began implementing a more relaxed version of its strict “zero COVID” policy on Thursday amid steps to restore normal life, but also trepidation over a possible broader outbreak once controls are eased.

The country reported 21,165 new coronavirus cases on Thursday, though it was unclear whether the lower number reflected fewer infections or a reduction in testing.

The National Health Commission issued relaxed anti-pandemic regulations on Wednesday, including a loosening of lockdowns and the elimination of a requirement that a recent negative COVID-19 test be shown to enter most public places.

The commission said it was due to “positive results” in fighting the virus and because of a recognition that the current omicron variant is less dangerous than earlier versions of the virus — a fact long embraced by other countries that have reopened their societies.

“Our country’s epidemic prevention and control work is facing new situations and new tasks,” commission spokesperson Mi Feng said. Neither Mi nor other experts appearing with him at a briefing Thursday addressed the possibility of a new outbreak once restrictions are eased.

The relaxation also follows street protests — the largest in decades — by people fed up with the draconian controls, which have been blamed for hobbling the economy, upending millions of lives and causing the deaths of some people refused hospital treatment because they lacked proper test results.

“This is an inevitable trend. We must let go sooner or later, and we can’t always stick to previous measures,” said Xin Guijun, a 70-year-old Beijing resident.

“However, one thing is that we are on our own to protect ourselves, and we must cultivate our own awareness of personal protection,” Xin told The Associated Press.

While the relaxation sent a wave of relief through Chinese society, much uncertainty remains and the move was not met with universal acclaim.

Dr. Anthony Fauci, the top U.S. infectious disease expert and a critic of China’s reliance on lockdowns, said China risked unleashing a new wave of virus mutations on the world if it doesn’t “mount and implement a proactive vaccination campaign.”

“Whenever you have a large wave of transmissions of a virus, you give it ample opportunity to mutate,” Fauci said Wednesday at an event organized by the Financial Times newspaper.

“And when you give a virus opportunity to mutate, that allows it to form potentially new variants. And once you get a brand-new variant, that could have an impact on the rest of the world,” Fauci said.

Fauci and other foreign health officials have urged Beijing to import Western COVID-19 vaccines based on mRNA technology, considered more effective than the inactivated vaccines developed by China. Chinese officials have so far ignored such calls.

The changes announced Wednesday include a renewed commitment to vaccinate vulnerable groups and the elderly, whose levels of immunization are far lower than the population as a whole. China has administered 3.4 billion doses to its 1.4 billion people, or about 2.4 doses per person, indicating that large numbers have not received the recommended three shots.

China’s difficulties are compounded by the fact that only a small number of people have been exposed to the virus under “zero COVID,” leaving most with no natural antibodies.

In an editorial on the Wednesday announcement, the official Xinhua News Agency said the changes were “introduced based on the latest epidemic situation and mutation of the virus to contain the epidemic in a more science-based and targeted manner.”

Xinhua emphasized the need to “rectify oversimplified or one-size-fits-all approaches and excessive policy steps, oppose and curb pointless formalities and bureaucratism.”

China has not formally abandoned “zero COVID,” which seeks to track and eliminate all infections, but its recent steps seem to indicate it is dropping it in all but name.

The ruling Communist Party credits the policy with sparing China the large numbers of cases and deaths seen in other countries.

China’s official death toll is 5,235 since the start of the pandemic, versus a U.S. count of 1.1 million.

WASHINGTON (AP) — American basketball star Brittney Griner headed home Thursday night, freed from Russian prison in exchange for the U.S. releasing notorious Russian arms dealer Viktor Bout in the culmination of an eight-month saga of high diplomacy and dashed hopes.

But the U.S. failed to win freedom for another American, Paul Whelan, jailed in Russia for nearly four years.

The deal, the second in eight months amid tensions over Russia’s invasion of Ukraine, secured the release of the most prominent American detained abroad and achieved a top goal for President Joe Biden. Yet it carried what U.S. officials conceded was a heavy price.

“She’s safe, she’s on a plane, she’s on her way home,” Biden said from the White House, where he was accompanied by Griner’s wife, Cherelle, and administration officials.

Biden’s authorization to release Bout, the Russian felon once nicknamed “the Merchant of Death,” underscored the heightened urgency that his administration faced to get Griner home, particularly after the recent resolution of her criminal case on drug charges and her subsequent transfer to a penal colony. Griner, who also played pro basketball in Russia, was arrested at an airport there after Russian authorities said she was carrying vape canisters with cannabis oil.

Griner is a two-time Olympic gold medalist, Baylor University All-American and Phoenix Mercury pro basketball star, whose arrest made her the most high-profile American jailed abroad. Her status as an openly gay Black woman, locked up in a country where authorities have been hostile to the LBGTQ community, injected racial, gender and social dynamics into her legal saga and brought unprecedented attention to the population of wrongful detainees.

The Russian Foreign Ministry confirmed the swap, saying in a statement carried by Russian news agencies that the exchange took place in Abu Dhabi and that Bout had been flown home. Russian media showed Griner walking off a Russian plane in Abu Dhabi where she was greeted by a U.S. official. Two Russians greeted Bout with a hug.

Later, Russian TV showed Bout walking off the plane on a snow-covered tarmac in Moscow, his mother and wife hugging him, giving him flowers.

Biden spoke by phone with Griner, and she was expected back in the U.S. within 24 hours, Biden said. U.S. officials said she would be offered specialized medical services and counseling.

Both Russian and U.S. officials had conveyed cautious optimism in recent weeks after months of strained negotiations, with Biden saying in November that he was hopeful that Russia would engage in a deal now that the midterm elections were completed. A top Russian official said last week that a deal was possible before year’s end.

Even so, the fact that the deal was a one-for-one swap was a surprise given that U.S. officials had for months expressed their determination to bring home both Griner and Whelan, a Michigan corporate security executive jailed in Russia since December 2018 on espionage charges that his family and the U.S. government have said are baseless.

“We’ve not forgotten about Paul Whelan,” Biden said. “We will keep negotiating in good faith for Paul’s release.”

However, U.S. officials said they did not see an immediate path to bringing about Whelan’s release, saying Russia has treated his case differently because of the “sham espionage” charges against him. Still, they said they believe communication channels with the Russians remain open for negotiations for his freedom.

“We didn’t want to lose the opportunity today to secure the release of one of them,” said Secretary of State Antony Blinken.

Whelan’s brother David said in a statement he was “so glad” for Griner’s release but also disappointed for his family. He credited the White House with giving the Whelan family advance notice and said he did not fault officials for making the deal.

“The Biden administration made the right decision to bring Ms. Griner home, and to make the deal that was possible, rather than waiting for one that wasn’t going to happen,” he said.

In releasing Bout, the U.S. freed a former Soviet Army lieutenant colonel whom the Justice Department once described as one of the world’s most prolific arms dealers. He was arrested in Thailand in 2008 and extradited to the U.S. in 2010.

Bout was serving a 25-year sentence on charges that he conspired to sell tens of millions of dollars in weapons that U.S officials said were to be used against Americans. Biden issued an executive grant of clemency to free the arms dealer from a federal prison in Illinois to effect the prisoner swap.

The deal drew criticism from some prominent Republicans, including House Minority Leader Kevin McCarthy, his party’s nominee to become speaker once the GOP retakes control of the chamber in January.

“This is a gift to Vladimir Putin, and it endangers American lives,” he said of Bout’s release. “Leaving Paul Whelan behind for this is unconscionable.”

The U.S.-Russia exchange was carried out despite deteriorating relations between the powers prompted by Moscow’s war against Ukraine. The White House said that Kyiv was provided assurances that the terms were limited to the prisoner swap and would not impact U.S. support for Ukraine’s defense.

Over the summer, the imprisonment of Americans produced the highest-level known contact between Washington and Moscow — a phone call between Blinken and Russian Foreign Minister Sergey Lavrov — in more than five months.

In an extraordinary move during otherwise secret negotiations, Blinken revealed publicly in July that the U.S. had made a “substantial proposal” to Russia for Griner and Whelan. Though he did not specify the terms, people familiar with it said the U.S. had offered Bout.

The public overture drew a rebuke from the Russians, who said they preferred to resolve such cases in private, and carried the risk of weakening the U.S. government’s negotiating hand for this and future deals by making the administration appear desperate. But the announcement also communicated to the public that Biden was doing what he could and to ensure pressure on the Russians.

The release also followed months of back channel negotiations involving Bill Richardson, the former U.S. ambassador to the United Nations and a frequent emissary in hostage talks, and his top deputy, Mickey Bergman.

Following Griner’s arrest at Moscow’s Sheremetyevo Airport in February, she pleaded guilty in July but still faced trial because admitting guilt in Russia’s judicial system does not automatically end a case.

She acknowledged in court that she possessed the canisters with cannabis oil but said she had no criminal intent and their presence in her luggage was due to hasty packing.

Before being sentenced on Aug. 4 and receiving a punishment her lawyers said was out of line for the offense, an emotional Griner apologized “for my mistake that I made.” She added: “I hope in your ruling it does not end my life.”

Her supporters had largely stayed quiet for weeks after her arrest, but that approach changed in May once the State Department designated her as unlawfully detained. A separate trade, Marine veteran Trevor Reed for Konstantin Yaroshenko, a Russian pilot convicted in the U.S. in a cocaine trafficking conspiracy, spurred hope that additional exchanges could be in the works.

Whelan has been held in Russia since December 2018. The U.S. government also classified him as wrongfully detained. He was sentenced in 2020 to 16 years in prison.

Whelan was not included in the Reed prisoner swap, escalating pressure on the Biden administration to ensure that any deal that brought home Griner also included him.
