Crush Kills at Least 151 at Halloween Festivities in Seoul

SEOUL, South Korea (AP) — A mass of mostly young people among tens of thousands who gathered to celebrate Halloween in Seoul became trapped and crushed as the crowd surged into a narrow alley, killing at least 151 people and injuring 82 others in South Korea’s worst disaster in years.

Emergency workers and pedestrians desperately performed CPR on people lying in the streets after the crush in the capital’s nightlife district of Itaewon on Saturday night.

Those killed or hurt were mostly teens and people in their 20s, according to Choi Seong-beom, chief of Seoul’s Yongsan fire department. The dead included 19 foreigners, he said, whose nationalities weren’t immediately released. The death toll could rise further as 19 of those injured were in critical condition.

An estimated 100,000 people had gathered in Itaewon for the country’s biggest outdoor Halloween festivities since the pandemic began and strict rules on gatherings were enforced. The South Korean government eased COVID-19 restrictions in recent months and this was the first big chance to get out and party for many young people.

While Halloween isn’t a traditional holiday in South Korea, where children rarely go trick-or-treating, it’s still a major attraction for young adults, and costume parties at bars and clubs have become hugely popular in recent years.

Itaewon, near where the former headquarters of U.S. military forces in South Korea operated before moving out of the capital in 2018, is an expat-friendly district known for its trendy bars, clubs and restaurants and it’s the city’s marquee Halloween destination.

Witnesses say Itaewon’s streets were so densely clogged with people and slow-moving vehicles that it was practically impossible for emergency workers and ambulances to reach the alley in time to treat the injured.

Seoul’s city government said more than 1,000 people have called a city office in nearby Hannam-dong as of midday Saturday, reporting their relatives as out of contact and asking officials to confirm whether they were among those injured or dead after the crush in Itaewon.

Officials initially said 150 people were injured as of Sunday morning before later lowering their tally.

National Fire Agency officials didn’t immediately explain why the tally was reduced but said emergency workers would have had a more accurate idea of the casualties as rescue operations proceeded and that some of the injured would have been converted to deaths. It was also possible that some of those who were lightly injured had returned home overnight and were no longer counted.

South Korean President Yoon Suk Yeol declared a national mourning period on Sunday and ordered flags at government buildings and public offices to fly at half-staff. During a televised speech, Yoon said supporting the families of the victims, including their funeral preparations, and the treatment of the injured would be a top priority for his government.

He also called for officials to thoroughly investigate the cause of the accident and review the safety of other large cultural and entertainment events, including regional festivals, to ensure that they proceed safely.

“This is really devastating. The tragedy and disaster that need not have happened took place in the heart of Seoul amid Halloween (celebrations),” Yoon said during the speech. “I feel heavy hearted and cannot contain my sadness as a president responsible for the people’s lives and safety.”

After the speech, Yoon visited the Itaewon alley where the disaster occurred. Local TV footage showed Yoon inspecting the alley filled with trash and being briefed by emergency officials.

It was not immediately clear what led the crowd to surge into the narrow downhill alley near the Hamilton Hotel, a major party spot in Seoul. One survivor said many people fell and toppled one another “like dominos” after they were pushed by others. The survivor, surnamed Kim, said they were trapped for about an hour and a half before being rescued, as some people shouted “Help me!” and others were short of breath, according to the Seoul-based Hankyoreh newspaper.

Another survivor, Lee Chang-kyu, said he saw about five to six men push others before one or two began falling, according to the newspaper.

In an interview with news channel YTN, Hwang Min-hyeok, a visitor to Itaewon, said it was shocking to see rows of bodies near the hotel. He said emergency workers were initially overwhelmed, leaving pedestrians struggling to administer CPR to the injured lying on the streets. People wailed beside the bodies of their friends, he said.

Another survivor in his 20s said he avoided being trampled by managing to get into a bar whose door was open in the alley, Yonhap news agency reported. A woman in her 20s surnamed Park told Yonhap that she and others were standing along the side of the alley while others caught in the middle of the alley had no escape.

Choi, the fire department chief, said that bodies were being sent to hospitals or a gym, where bereaved family members could identify them. He said most of the dead and injured are in their 20s.

“Horrific news from Seoul tonight,” British Prime Minister Rishi Sunak tweeted. “All our thoughts are with those currently responding and all South Koreans at this very distressing time.”

Jake Sullivan, the U.S. national security adviser, tweeted that reports of the disaster were “heartbreaking” and said Washington “stands ready to provide the Republic of Korea with any support it needs.”

The last South Korean disaster this deadly also hit young people the hardest. In April 2014, 304 people, mostly high school students, died in a ferry sinking. The sinking exposed lax safety rules and regulatory failures; it was partially blamed on excessive and poorly fastened cargo and a crew poorly trained for emergency situations. Saturday’s deaths will likely draw public scrutiny of what government officials have done to improve public safety standards since the ferry disaster.

It was also Asia’s second major crushing disaster in a month. On Oct. 1, police in Indonesia fired tear gas at a soccer match, causing a crush that killed 132 people as spectators attempted to flee.

More than 1,700 response personnel from across the country were deployed to the streets to help the wounded, including about 520 firefighters, 1,100 police officers and 70 government workers. The National Fire Agency separately said in a statement that officials were still trying to determine the exact number of emergency patients.

South Korean President Yoon Suk Yeol issued a statement calling for officials to ensure swift treatment for those injured and review the safety of the festivity sites.

This was the deadliest crushing disaster in South Korean history. In 2005, 11 people were killed and around 60 others were injured at a pop concert in the southern city of Sangju.

In 1960, 31 people died after being crushed on the stairs of a train station as large crowds rushed to board a train during the Lunar New Year holidays.

CP Foods makes food donation to save Thai elephants amid economic uncertainty 

Charoen Pokphand Foods Public Company Limited (CP Foods) donated 60 tons of “Erawan Elephant” foods to the Thai Elephant Alliance Association as a part of “Thais Love Elephants Project”. The effort aims at saving Thai elephants from starvation and undernutrition during the COVID-19 crisis. 

Rewat Hathaisattayapong, Executive Vice President of CP Foods, said that the company has donated 60 tons of Erawan E3, elephant food with the internationally-recognized standard, to the Thai Elephant Alliance Association. These food supplies will be distributed to elephant sanctuaries and agencies under the Department of Livestock. The purpose is to help sanctuaries and mahouts who have lost income and unable to sufficiently feed their elephants due to the Covid-19 crisis,

ASEAN Foreign Ministers Urge More Progress in Myanmar Crisis

JAKARTA, Indonesia (AP) — Southeast Asian foreign ministers acknowledged Thursday that their efforts to bring peace to Myanmar haven’t succeeded and agreed to increase their determination to end violence in the country, where a military takeover last year set off a crisis that threatens to destabilize the region.

Recent events in Myanmar, including a military air strike on Sunday that reportedly killed as many as 80 members of the Kachin ethnic minority and the execution of political prisoners in July, have heightened worries among members of the Association of Southeast Asian Nations.

At a special meeting on Myanmar in Jakarta, Indonesia, ASEAN foreign ministers said their efforts haven’t achieved significant progress and called for “concrete, practical and time-bound actions” to strengthen the implementation of a five-point consensus the group reached in April last year on ways to seek peace.

ASEAN, which includes Myanmar, has tried to play a peacemaking role since shortly after the country’s military seized power in February last year, ousting the elected government of Aung San Suu Kyi.

The five-point consensus calls for the immediate cessation of violence, a dialogue among concerned parties, mediation by an ASEAN special envoy, provision of humanitarian aid and a visit to Myanmar by the special envoy to meet all concerned parties.

Myanmar’s government initially agreed to the consensus but has made little effort to implement it, aside from seeking humanitarian aid and allowing ASEAN’s envoy, Cambodian Foreign Minister Prak Sokhonn, to visit. But it refused to allow him to meet with Suu Kyi, who was arrested and is being tried on a variety of charges that critics say are contrived to sideline her from politics.

In response, ASEAN has not allowed Myanmar’s leaders to participate in its official meetings, though working-level officials have joined some.

“The meeting agreed that ASEAN should not be discouraged, but even more determined to help Myanmar to bring about a peaceful solution the soonest possible,” Prak Sokhonn, who chaired the meeting, said in a statement.

Indonesian Foreign Minister Retno Marsudi said the ministers expressed their concern and disappointment, and in some cases frustration, with the lack of significant progress in the implementation of the consensus. “Instead of progressing, the situation was even said to be deteriorating and worsening,” she said.

“The acts of violence once again must stop immediately,” Marsudi said. “Without a cessation of violence, there will be no conducive conditions for the resolution of this political crisis.”

A statement issued late Thursday night by Myanmar’s Foreign Ministry said it “will not be bound by the outcomes of the meeting” because it was held by the other nine ASEAN countries without Myanmar’s attendance.

It insisted that Myanmar’s military government has been implementing the five-point roadmap by cooperating with ASEAN’s special envoy, holding peace talks with ethnic rebel groups and providing humanitarian assistance.

Thursday’s meeting came ahead of ASEAN’s annual summit on Nov. 11-13, where a top focus of the leaders will be the Myanmar crisis, which has threatened the group’s unity. ASEAN members traditionally avoid criticizing each other, and the violence unleashed by Myanmar’s military is widely seen as exposing the group’s powerlessness in dealing with a geopolitical and humanitarian emergency that could affect all of them.

Growing numbers of refugees are fleeing Myanmar and seeking asylum throughout the region.

The U.S.-based group Human Rights Watch said an estimated 70,000 have fled to neighboring countries since the military took power and urged Southeast Asian leaders to ensure their governments don’t force people back to Myanmar.

“Rather than protecting asylum seekers from the junta’s violence and persecution, regional actors are forcing Myanmar refugees and other nationals back into harm’s way,” said Shayna Bauchner, a researcher for the group.

Malaysian authorities reportedly have accelerated deportations to Myanmar, returning over 2,000 people since April without allowing the United Nations refugee agency to assess their asylum claims, while Thai authorities have pushed asylum seekers back across the Myanmar border without verifying their protection needs, Human Rights Watch said.

ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

Musk in Control of Twitter, Ousts Top Executives, Report Says

Elon Musk has taken control of Twitter and ousted the CEO, chief financial officer and the company’s general counsel, two people familiar with the deal said Thursday night.

The people wouldn’t say if all the paperwork for the deal, originally valued at $44 billion, had been signed or if the deal has closed. But they said Musk is in charge of the social media platform and has fired CEO Parag Agrawal, CFO Ned Segal and General Counsel Vijaya Gadde. Neither person wanted to be identified because of the sensitive nature of the deal.

The departures come just hours before a deadline set by a Delaware judge to finalize the deal on Friday. She threatened to schedule a trial if no agreement was reached.

The major personnel moves are expected to be the first of many changes made by Musk, who says he can increase Twitter’s subscriber base and and revenue.

Earlier in the day, Musk tried to soothe leery Twitter advertisers saying that he is buying the platform to help humanity and doesn’t want it to become a “free-for-all hellscape.”

The message appeared to be aimed at addressing concerns among advertisers — Twitter’s chief source of revenue — that Musk’s plans to promote free speech by cutting back on moderating content will open the floodgates to more online toxicity and drive away users.

“The reason I acquired Twitter is because it is important to the future of civilization to have a common digital town square, where a wide range of beliefs can be debated in a healthy manner, without resorting to violence,” Musk wrote in an uncharacteristically long message for the Tesla CEO, who typically projects his thoughts in one-line tweets.

He continued: “There is currently great danger that social media will splinter into far right wing and far left wing echo chambers that generate more hate and divide our society.”

Musk has previously expressed distaste for advertising and Twitter’s dependence on it, suggesting more emphasis on other business models such as paid subscriptions that won’t allow big corporations to dictate policy on how social media operates. But on Thursday, he assured advertisers he wants Twitter to be “the most respected advertising platform in the world.”

The note is a shift from Musk’s position that Twitter is unfairly infringing on free speech rights by blocking misinformation or graphic content, said Pinar Yildirim, associate professor of marketing at the University of Pennsylvania’s Wharton School.

But it’s also a realization that having no content moderation is bad for business, putting Twitter at risk of losing advertisers and subscribers, she said.

“You do not want a place where consumers just simply are bombarded with things they do not want to hear about, and the platform takes no responsibility,” Yildirim said.

Musk said Twitter should be “warm and welcoming to all” and enable users to choose the experience they want to have.

“I didn’t do it to make money,” he said of the pending acquisition. “I did it to try to help humanity, whom I love. And I do so with humility, recognizing that failure in pursuing this goal, despite our best efforts, is a very real possibility.”

Friday’s deadline to close the deal was ordered by the Delaware Chancery Court in early October. It is the latest step in a battle that began in April with Musk signing a deal to acquire Twitter, then tried to back out of it, leading Twitter to sue the Tesla CEO to force him to go through with the acquisition. If the two sides don’t meet Friday’s deadline, the next step could be a November trial that could lead to a judge forcing Musk to complete the deal.

But Musk has been signaling that the deal is going through. He strolled into the company’s San Francisco headquarters Wednesday carrying a porcelain sink, changed his Twitter profile to “Chief Twit,” and tweeted “Entering Twitter HQ — let that sink in!”

And overnight the New York Stock Exchange notified investors that it will suspend trading in shares of Twitter before the opening bell Friday in anticipation of the company going private under Musk.

Musk is expected to speak to Twitter employees directly Friday if the deal is finalized, according to an internal memo cited in several media outlets. Despite internal confusion and low morale tied to fears of layoffs or a dismantling of the company’s culture and operations, Twitter leaders this week have at least outwardly welcomed Musk’s arrival and messaging.

Top sales executive Sarah Personette, the company’s chief customer officer, said she had a “great discussion” with Musk on Wednesday and appeared to endorse his Thursday message to advertisers.

“Our continued commitment to brand safety for advertisers remains unchanged,” Personette tweeted Thursday. “Looking forward to the future!”

Musk’s apparent enthusiasm about visiting Twitter headquarters this week stood in sharp contrast to one of his earlier suggestions: The building should be turned into a homeless shelter because so few employees actually worked there.

The Washington Post reported last week that Musk told prospective investors that he plans to cut three quarters of Twitter’s 7,500 workers when he becomes owner of the company. The newspaper cited documents and unnamed sources familiar with the deliberation.

Musk has spent months deriding Twitter’s “spam bots” and making sometimes contradictory pronouncements about Twitter’s problems and how to fix them. But he has shared few concrete details about his plans for the social media platform.

Thursday’s note to advertisers shows a newfound emphasis on advertising revenue, especially a need for Twitter to provide more “relevant ads” — which typically means targeted ads that rely on collecting and analyzing users’ personal information.

Yildirim said that, unlike Facebook, Twitter has not been good at targeting advertising to what users want to see. Musk’s message suggests he wants to fix that, she said.

Insider Intelligence principal analyst Jasmine Enberg said Musk has good reason to avoid a massive shakeup of Twitter’s ad business because Twitter’s revenues have taken a beating from the weakening economy, months of uncertainty surrounding Musk’s proposed takeover, changing consumer behaviors and the fact that “there’s no other revenue source waiting in the wings.”

“Even slightly loosening content moderation on the platform is sure to spook advertisers, many of whom already find Twitter’s brand safety tools to be lacking compared with other social platforms,” Enberg said.

Thai Media Tycoon Buys Miss Universe Org for $20M

BANGKOK (AP) — A Thai business tycoon and transgender activist has purchased the Miss Universe Organization for $20 million, her company announced Wednesday.

Chakrapong “Anne” Chakrajutathib, who controls JKN Global Group Public Co. Ltd., is a celebrity in Thailand who has starred in reality shows and is outspoken about being a transgender woman. She helped establish a nonprofit group, Life Inspired For Transsexual Foundation, to promote trans rights.

JKN said it acquired the rights to the Miss Universe pageant from IMG Worldwide LLC, a sports, talent and events marketing company which has held the Miss Universe Organization since 2015. Former U.S. President Donald Trump was part owner of the pageant rights from 1996 until IMG’s purchase.

JKN said it has established a subsidiary in the United States, JKN Metaverse Inc., to own the Miss Universe Organization. The Miss Universe pageant is broadcast in 165 countries, according to IMG.

In a statement, Chakrapong described the purchase as “a strong, strategic addition to our portfolio.” JKN, which is involved in content distribution, beverages, food supplements, beauty and consumer products, said the Miss Universe name will be used to promote its consumer products.

A profile of Chakrapong in the Bangkok Post newspaper earlier this year said in her youth, she studied at an all-male school where she was harassed for identifying as female. After attaining financial success, she spent 40 million baht ($1 million) on sex reassignment surgery and other procedures, the newspaper reported.

While Thailand enjoys a positive international reputation when it comes to the rights and lifestyles of LGBTQ communities, the absence of a procedure for transgender people to change their legal gender, coupled with insufficient legal protections and social stigma, limits transgender people’s access to services and exposes them to daily indignities, New York-based Human Rights Watch said in a report last year.

Europe’s Energy Crisis Raises Firewood Prices, Theft Fears

CHISINAU, Moldova (AP) — Tudor Popescu swings his ax down on a log, then feeds the split wood into a stove that heats his home in the capital of Moldova. As the nights turn chilly, the stack of firewood has been growing higher around him — his provisions for the coming winter.

In the past, Popescu relied on natural gas to keep warm in the mornings and firewood in the evenings. But gas is now in shorter supply, creating a crisis in his small Eastern European country.

“I won’t use gas anymore, so it’s going to only be wood,” Popescu said. “But what I have isn’t enough.”

Europe’s energy crisis, triggered by Russia slashing natural gas flows amid its war against Ukraine, has forced some people to turn to cheaper heating sources like firewood as the weather gets colder. But as more people stock up and burn wood, prices have skyrocketed, shortages and thefts have been reported, and scams are emerging. Foresters are putting GPS devices into logs to track the valuable stocks, and fears are rising about the environmental impact of increased air pollution and tree-cutting.

In the former Soviet republic of Moldova, leaders worry that this winter could be devastating for many of its people because of the high cost of electricity and heat, with European natural gas prices roughly triple what they were in early 2021 despite falling from August’s record highs. Europe’s poorest country, with pro-Western aspirations but part of its territory controlled by Russian troops, has seen Russian energy giant Gazprom slash natural gas supplies by 30% recently and threaten more cuts.

The clamor for firewood is not limited to poorer nations like Moldova but has surged across richer regions of Europe, too. Germany, Poland and the Czech Republic’s state-owned forests are seeing much stronger demand for the limited amounts of firewood they sell as part of their sustainable forest management.

Often it’s coming from people who have never ordered firewood before and seem unaware that it needs to be purchased two years ahead so it can dry out enough to be burned in wood stoves, according to the forest service in southwest Germany’s state of Hesse.

German forest rangers also are seeing more people gathering fallen wood in forests, often not knowing it’s illegal.

Czech state forests, which sell wood only for household consumption, have had to limit the amount of firewood sold to individuals to prevent speculative purchases.

In Poland, demand for small firewood from state forests grew 46% and larger firewood was up 42% through the end of August from a year earlier. This was even before fall, when demand for firewood is highest.

“There is, of course, an increased interest in firewood in forest districts because today it is the cheapest fuel available,” said Michal Gzowski, spokesman for Poland’s State Forests. “Small firewood is probably the cheapest heating material in the EU countries.”

He said theft of firewood, which has always existed to some extent, is rising.

To deter theft, the forestry department in the German state of North Rhine-Westphalia is experimenting with hiding GPS tracking devices in logs, spokeswoman Nicole Fiegler said.

There hasn’t been a sudden rash of large-scale thefts, but the recent price increases have stirred fears from small forest plot holders, who could face major losses if a stack of logs gets swiped.

“It’s more a situation of anxiety and fears,” Fiegler said, noting the increased value of firewood.

Foresters in the neighboring Hesse region have been using GPS trackers since 2013 and say they have been able to solve several thefts that way.

Austrian police warned last week of a significant rise in fraudsters claiming to sell firewood and wood pellets online, while several companies across the country were raided on suspicion that they had engaged in price rigging.

The German Pellet Institute also is warning buyers to beware of fake sellers who demand payment in advance and then disappear.

Germany’s statistics agency says prices for firewood and wood pellets made from sawdust that can be used in central home heating rose over 85% in August from a year earlier.

Pellet prices per ton fell 2.6% in October but remain almost 200% higher than a year ago, the pellet institute says. Even so, heating with pellets is cheaper than natural gas for those equipped to burn them, it says. Gas costs 20.9 cents per kilowatt hour of heat, while pellets cost 14.88 cents.

In the United Kingdom, prices of firewood also are going up.

“We’ve seen a massive increase in demand” as energy costs rise, said Nic Snell, managing director of Certainly Wood, which bills itself as the biggest firewood supplier in the U.K. selling about 20,000 tons of wood a year.

Snell estimated that his company’s kiln-dried hardwood is 15% to 20% more expensive than last year and “could become more as the weather gets colder.”

He said demand for his domestically sourced firewood was boosted by pricier imported wood from countries like Latvia and Lithuania. Transport costs, mainly for fuel, have pushed up the price of imports, which used to be cheaper than British wood but are now more expensive.

In Denmark, the demand for wood-burning stoves is growing along with firewood itself. The Danish sales site DBA said searches for wood pellets have exploded by over 1,300% in the past year.

The government and environmentalists have warned Danes planning to burn firewood to consider the risks: fire can be a hazard to health, while smoke contributes to particle pollution.

There is also the damaging environmental impact of chopping down more trees.

Egzona Shala, head of an environmental organization in Kosovo, where electricity prices have spiked, says the cutting of forest trees there has significantly increased. Her group, EcoZ, has been monitoring forests in mountainous areas and has found people illegally cutting trees at 5 a.m. in some cases. The firewood is then sold around the capital.

Often those cut are young trees. The forests, she said, are being subjected to “vulgar deforestation without any criteria and control.”
