Protégés of Martha Argerich to collaborate in Mozart Concert by  Royal Bangkok Symphony Orchestra to Perform on Friday, August 26, 2022

Under the patronage of Her Royal Highness Princess Sirivannavari Nariratana Rajakanya, the Royal Bangkok Symphony Orchestra Foundation – in collaboration with B. Grimm and the Tourist Authority of Thailand – presents two exceptionally gifted protégés of legendary concert pianist Martha Argerich on 26th August at 7:30pm in the Main Hall of the Thailand Cultural Centre. Sylvia Thereza (born in Rio de Janeiro, Brazil) and Theodosia Ntokou (born in Rhodes, Greece) will give a duo performance of Mozart’s delightful Concerto for Two Piano No. 10 in E-flat major K.365. 

Sylvia Thereza initially caught the attention of the musical métier in Brazil, and continued studies with two great figures of the South American tradition, Maria da Penha and Myrian Dauelsberg, a disciple of Villa-Lobos. Her rare ability was soon also noticed in the USA, where she received sponsorship to study with the Russian pianist Bella Davidovich in New York, and later in Belgium with Alan Weiss at the Masters Program of Leuven University.

Theodosia Ntokou studied at Athens National Conservatory with Aris Garufalis, who she refers to as “The Professor who built her character…” She then continued studies at the Universität der Künste in Berlin, simultaneously receiving her Postgraduate Degree from the Franz Liszt Academy of Budapest. Theodosia liewise relocated to the USA, where she completed her Master’s degree with Russian pianist Oxana Yablonskaya, and attended the prestigious University of Hartford in Connecticut. 

Conducted by RBSO Music Director Michel Tilkin, this concert also features two original works by highly respected living Thai composers – Suriya from Devas Suite by Vanich Potavanich, and The Glorious Kingdom Symphony by Narongrit Dhamabutra.

Gays Hail Singapore Sex-Ban Repeal, See Long Way to Equality

SINGAPORE (AP) — Singapore’s gay community Monday hailed a plan to decriminalize sex between men as “a triumph of love over fear” but warned there is still a long way to equality and new bans on same-sex unions could entrench discrimination against them.

Prime Minister Lee Hsien Loong caught many by surprise when he announced in his National Day Rally speech Sunday that the government would repeal Section 377A of the Penal Code, a colonial-era law that made sex between men punishable by up to two years in jail.

Since 2007, when Parliament last debated whether to repeal Section 377A, its position was to keep the law but not enforce it. But Lee said societal norms have shifted considerably and many Singaporeans will now accept decriminalization.

Lee, however, vowed the repeal will be limited and not shake Singapore’s traditional family and societal norms including how marriage is defined, what children are taught in schools, what is shown on television and general public conduct.

He said the government will amend the constitution to “safeguard the institution of marriage” and prevent any constitutional challenge to allow same-sex unions.

The timing of the repeal or the constitutional change was not disclosed.

More than 20 lesbian, gay, bisexual and transgender groups — including Pink Dot SG that organizes an annual rally that attracts thousands of supporters — said the repeal was long overdue to show that “state-sanctioned discrimination has no place in Singapore.”

They called it a “hard-won victory, a triumph of love over fear” that will finally enable victims of bullying, rejection and harassment to heal. However, the groups said the repeal was merely “the first step on a long road towards full equality for LGBTQ people” amid other areas of discrimination they face at home, in schools, workplaces, and in housing and health systems.

They expressed disappointment with the government’s plan to introduce further legislation or constitutional amendments to ban same-sex unions that signal LGBTQ people as unequal citizens.

Such a decision will “undermine the secular character of our constitution, codify further discrimination into supreme law and tie the hands of future Parliaments,” they warned.

Religious groups were guarded in their reaction to Lee’s comments, saying the changes mustn’t hinder their religious freedom to articulate views on public morality nor cause any “reverse discrimination” on those who doesn’t support homosexuality.

Christian and Muslim groups said heterosexual marriage must be protected in the constitution before Section 377A is repealed and that there should be no further liberalization of policies.

“We seek the government’s assurance that the religious freedom of churches will be protected as we continue to teach against same-sex sexual acts and highlight such acts,” the National Council of Churches said in a statement. Pastors and church workers must be protected from charges of “hate speech” and not be compelled to adopt solely “LGBTQ-affirming” strategies in their counselling, it said.

The council expressed concerns the repeal could lead to LGBTQ culture expanding and called for redress for Christians who face “reverse discrimination.”

The Alliance of Pentecostal and Charismatic Churches of Singapore, which represents over 80 local churches, was more blunt, calling it a “an extremely regrettable decision.”

“The decision to remove a moral marker as weighty as S377A signals a rewriting of acceptable sexual relationships, and celebrates homosexuality as being characteristic of a mainstream social environment,” it said.

The Roman Catholic Archdiocese of Singapore said the church is not seeking to criminalize the LGBQT community but to protect the family and marriage and its rights to teach and practice on such topics unhindered.

Singapore’s top Islamic leader, Mufti Nazirudin Mohd Nasir, said the repeal was a “tough balancing act” and steps to preserve traditional values were crucial.

“Even as we hold on to different values, aspirations and orientations, I don’t think we should let hate and contempt for differences to win,” he told Channel News Asia.

Section 377A was introduced under British colonial rule in the 1930s. Version of the law remain in other former British colonies, including neighboring Malaysia.

But laws have liberalized in recent years in Asia. India’s top court decriminalized gay sex in a 2018 ruling. Taiwan became the first Asian government to legalize gay marriage in 2019, and Thailand recently approved plans allowing same-sex unions.

National University of Singapore sociologist Tan Ern Ser said the repeal could set the scene for future challenges to the constitution.

“On the surface, it does look like one step forward, two steps backward, but my sense is that the repeal could be seen as a foot in the door, which could pave the way to future challenges to the constitution on the current definition of family and marriage,” Tan said.

Constitutional Court Asked To Rule If Prayut Must Step Down

BANGKOK (AP) — Thailand’s Constitutional Court on Monday received a petition from opposition lawmakers seeking a ruling on whether Prime Minister Prayuth Chan-ocha has reached the legal limit on how long he can remain in office.

The petition, signed by 171 members of the House of Representatives, asks the nine-member court to rule on an article in the constitution limiting prime ministers to eight years in office.

The court is widely expected to announce on Wednesday whether it will rule on the petition. It is uncertain whether the court, if it accepts the case, would temporarily suspend Prayuth from his duties until it issues a ruling.

At issue is the date that should be used in determining how long he has been in office. Prayuth, then army commander, seized power in May 2014 after toppling an elected government in a military coup. He led a ruling junta and was installed as prime minister on Aug. 24, 2014, under a provisional post-coup constitution.

His critics and several legal experts contend this means he will complete eight years in office on Tuesday.

His supporters say the country’s current constitution, which contains the provision limiting prime ministers to eight years, came into effect on April 6, 2017, and that should be used as the starting date. An even more generous interpretation is that the countdown began on June 9, 2019, when Prayuth took office under the new constitution following a 2019 general election.

The move to oust Prayuth has raised political tensions. Polls show the prime minister’s popularity is at a low ebb and his critics have been seeking his exit for more then two years, saying he came to power illegitimately. He has also been accused of mishandling the economy and botching Thailand’s response to the COVID-19 pandemic.

Prayuth and his coalition government, however, have survived four no-confidence votes since the 2019 election, most recently last month.

Several street protests urging the court to rule against Prayuth have been held in the past few days, and some critics have also suggested he take the initiative in stepping down.

If he is not forced out of office, he must call a new election by March next year, though he has the option of calling one before that.

The eight-year limit was meant to target former Prime Minister Thaksin Shinawatra, a populist billionaire who was ousted by a 2006 military coup but whose political machine remains powerful. The army in 2014 also ousted the government of Thaksin’s sister, Yingluck Shinawatra, who was forced from office shortly before the takeover by a controversial court decision.

Thailand’s traditional conservative ruling class, including the military, felt that Thaksin’s popularity posed a threat to the country’s monarchy as well as their own influence. The courts have been stalwart defenders of the established order and ruled consistently against Thaksin and other challengers.

Thailand’s MNRE joins forces with GIZ to boost concrete policies into actions for combating climate change

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Office of Natural Resources and Environmental Policy and Planning (ONEP) organized the “Glocal Climate Change: Act Locally, Change Globally” event, to announce the success of implementing the Climate Policy Project (TGCP Policy)

19th August 2022, Mr. Jatuporn Buruspat, Permanent Secretary, Ministry of Natural Resources and Environment presided over the closing ceremony and public awareness activities for the Climate Policy Project under the Thai-German Climate Programme (TGCP-Policy). The participants included: Mr. Chaiwat Chuenkosoom, Deputy Permanent Secretary, Ministry of Interior; Dr. Phirun Saiyasitpanich, Secretary General, Office of Natural Resources and Environmental Policy and Planning (ONEP); Mr. Reinhold Elges, Country Director  of GIZ Thailand and Malaysia; Dr. Johannes Kerner, Economic and Commercial Counsellor of the German Embassy in Thailand; Dr. Angkana Chalermpong, Director of the Climate Policy Project, Thai-German Climate Programme; as well as Thai and international environmental experts and media professionals, who also attended the event at Samyan Mitrtown Hall 1, Bangkok.

Before awarding honorary plaques to ten pilot provinces to recognize their efforts to develop climate-sensitive Provincial Development Plans, namely, Yasothon, Maha Sarakham, Tak, Suphan Buri, Kanchanaburi, Chon Buri, Chanthaburi, Chumphon, Ranong, and Bangkok, Mr. Jatuporn expressed that it is crucial to analyse how to take the pilot provinces as model to implement in all provinces of Thailand, taking into account different context. MNRE is ready to work on this task with the Ministry of Interior. MNRE receives support from the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) through the International Climate Initiative (IKI) to implement the Climate Policy Project under the Thai-German Climate Programme (TGCP Policy). TGCP Policy is one of the programme’s five components (energy, waste management, agriculture, water management and climate policy) with five years of implementation (2018-2022) and a budget of 650 million THB. TGCP Policy is jointly implemented by the Office of Natural Resources and Environmental Policy and Planning (ONEP) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The project supports Thailand in formulating a long-term low greenhouse gas development strategy (Thailand’s 2050 Carbon Neutrality and 2065 Net Zero GHG Emission Pathways), Thailand’s Climate Change Act, guidelines for quality control of greenhouse gas inventory data, as well as climate-sensitive Provincial Development Plans through participatory approaches.

Mr. Reinhold Elges, Country Director of GIZ Thailand and Malaysia, expressed appreciation towards Thailand’s announcement on climate goals, establishing clear policies, and intention to drive policy forward to implementation.  GIZ is delighted to support many sectors in Thailand to achieve these challenging goals. Mr. Elges also congratulated MNRE on the success of the Thailand Climate Action Conference (TCAC) on 5-6 August 2022, which clearly showed that MNRE is ready to build networks with all sectors, including the private sector, to combat climate change. 

The closing ceremony and public awareness activities for TGCP Policy was part of the “Glocal Climate Change: Act Locally, Change Globally” event organized by GIZ and ONEP at Samyan Mitrtown Hall 1 throughout the day. At the event, honor plaques were awarded to ten pilot provinces. Mr. Chaiwat Chuenkosoom, Deputy Permanent Secretary, Ministry of Interior, gave a speech which demonstrated the roles of the Ministry of Interior, in cooperation with MNRE, in disaster management and in supporting the Thai population to address climate change. In addition, “Climate Action Talk: From Science to Policy to Action on the Ground” was joined by environmental gurus including Assoc. Prof. Dr. Bundit Limmeechokchai from Thammasat University, Dr. Kannika Thampanichvong from Thailand Development Research Institute (TDRI), Dr. Phirun Saiyasitpanich from the Office of Natural Resources and Environmental Policy and Planning (ONEP), Mr. Sira Lipipattanawit, operator of the electric boat charter “Suk Samran”, and Dr. Soranrat Kanchanavanich, former chairperson of the Green World Foundation.

Furthermore, a Movie & Talk was held by screening the movie “Breaking Boundaries” followed by an exchange session between Yod-Ball from the Nang Pha Pai Program and Dr. Petch Manopawitr from the Green World Foundation. Then a Youth Climate Ready Workshop was organized together with more than 40 youth leaders. The workshop provided opportunities for young leaders to design climate change communication tailored to different target groups in the fight against climate change. Additionally, there were exhibits displaying project achievements as well as activities for event attendees and online participants to share their thoughts in tackling climate challenges as part of the global citizens.

In continuation of TGCP-Policy, MNRE has also received support from the Federal Republic of Germany to implement the Climate, Coastal, and Marine Biodiversity (CCMB) Project jointly between ONEP and GIZ. The project is set for a period of 5 years (2022-2027), with a budget of approximately 360 million THB, to enhance implementation towards achieving Thailand’s net zero greenhouse gas emissions goal in 2065, and to expand the scope of cooperation to address the climate-biodiversity synergy, particularly marine and coastal biodiversity. In addition, Thailand has received support from Germany for approximately 1,290 million THB in other projects on energy, transport, and climate adaptation in urban areas.

The Federal Republic of Germany is a role model for goal setting and driving for climate action. It has provided financial support, knowledge, and technical support for developing countries as it has pledged to do under the Paris Agreement. Thailand has been in partnership with Germany on climate cooperation for 13 years, in the fields of energy, transport, industry, water resource  management, agriculture, tourism, and waste management, amounting to more than 3,810 million THB of support. MNRE will expand international climate change cooperation, in the form of bilateral and multilateral cooperation, in order to further support Thailand’s contributions to the global climate challenges.

Opinion: Prayut Can Spare Thailand from Further Pain and Political Impasse by Calling for Snap Election

The biggest question in Thai politics today is whether Gen. Prayut Chan-o-cha will continue to be Prime Minister after completing eight years in office on Tuesday, Aug. 23.

On Friday, Prayut evaded answering the question from reporters, but it is expected that the Constitutional Court will say something about the matter on Monday or Tuesday as Article 60 of the current 2017 junta-sponsored constitution forbids anyone from being a PM beyond eight years.

Prayut supporters said since the charter came into effect after Prayut first came to power after a coup in 2014, the counting should begin in 2017 when the current charter was promulgated, not 2014 when he first became a PM after a putsch.

His opponents expected the Constitutional Court to say Prayut’s term is ending on Tuesday, however.

Many have called for him to resign on Tuesday. But even if the court ruled that Prayut’s term ends on Aug. 23, Prayut’s chief legal advisor-cum-deputy-PM Wissanu Krea-ngam insisted on Friday that Prayut could stay on in power as the caretaker PM and retain the power to dissolve the House.

This is a clear signal from the regime that Prayut is unlikely to relinquish his power, which he originally obtained through illegitimate means back in 2014 to begin with, and later through the general election in 2019 with election rules designed to favor him and those supporting the military regime.

If Prayut insists on not resigning, we can expect legal challenges being lodged to the Constitutional Court after Aug. 23. Prayut could spare the public and Thailand further pain and political impasse by dissolving the House and call for a snap election. Returning the mandate to the people will allow Thailand to have a clear direction after many wasted years. By doing so, Prayut will for once be doing Thailand a service.

If he chose to stay on, either as a caretaker PM or as PM (in case the Constitutional Court ruled that the counting of his 8 years limit should begin in 2019), then he would increasingly become a sitting duck leader. What’s more, his future actions starting Wednesday, Aug. 24, could be regarded as illegitimate and subject to lengthy legal challenges.

While this writer think Prayut is an illegitimate leader from the day he staged the coup in May 2014, Prayut now has the chance to spare Thailand from further crisis and uncertainty.

Already, Thailand’s economic growth has been close to the bottom of ASEAN for years now. We would be fortunate if the GDP could grow more than 2 percent this year. A foreign friend who has a business in Thailand told me a few days ago that he feels sorry for Thailand’s lost opportunity over the past years and it seems there is no clarity or end on the horizon.

This is what Prayut can at least do for us after all these years in power. You have been in power for far too long, illegitimate from the very beginning, some will argue.

Once upon a time, there was an army chief by the name of Prayut Chan-o-cha who staged a coup in 2014 and soon after penned a song asking the public for “a little more time” to sort things out.

It’s been eight years now and probably Prayut of 2022 does not even remember the song now. So much for a little more time.

Stars Coffee, Anyone? Starbucks Successor Opening in Russia

MOSCOW (AP) — People in Moscow who were disappointed when Starbucks closed its coffee shops after Russia sent troops into Ukraine may now feel a caffeine jolt of hope: A nearly identical operation is opening in the capital.

The name’s almost the same: Stars Coffee. The logo could be the separated-at-birth twin of the Starbucks mermaid, with flowing hair, a small enigmatic smile and a star atop her head — though instead of a Starbucks crown she wears a Russian headdress called a kokoshnik.

The menu, judging by the company app introduced a day before the store’s formal opening Friday, would look familiar to any Starbucks customer.

Starbucks said Thursday it had no comment on the new stores.

Seattle-based Starbucks was one of the most visible of the wave of foreign companies that pulled out of Russia or suspended their operations in response to Russia’s military operation in Ukraine. Others include McDonald’s, IKEA and fast-fashion giant H&M.

The departure of these companies was a psychological blow to Russians who had become used to the comforts of Western-style consumer culture. But Russian entrepreneurs saw opportunity in suddenly unoccupied stores.

Former McDonald’s outlets are reopening and attracting sizable crowds under the name Vkusno — i Tochka. Though the name doesn’t roll off the tongue easily and is a little awkward to translate (roughly: It’s Tasty — Period), the menu is a testament to imitation being the sincerest form of flattery.

Yunus Yusupov, a popular rap artist who uses the stage name Timati, and restaurateur Anton Pinsky partnered to buy the Starbucks assets, then took the imitation strategy a step further by giving the operation an English-language name.

At a news conference Thursday, they vowed to reopen all the former Starbucks under their new identity and even expand the business. The U.S. company had built its Russian operation to about 130 stores since entering the country in 2007. The stores were owned and operated by a franchisee, Alshaya Group of Kuwait.

While the close resemblance of the new operations to their predecessors could be seen as riding someone else’s inspiration and effort, the Starbucks and McDonald’s successors also fit a national-pride concept. Since Russia was walloped by sanctions and foreign pullouts, officials frequently assert that Russia will overcome by relying on its own resources and energies.

“Now the economic situation is difficult, but this is a time of opportunity,” Oleg Eskindarov, president of the holding company that partnered in the Starbucks deal, told the state news agency Tass. “For the past four months, we have been very actively looking at exiting companies following the example of Starbucks. There are several more similar examples, but we cannot talk about them yet.”
