G7 Warns Russia of ‘Massive’ Consequences if Ukraine Invaded

LIVERPOOL, England (AP) — The Group of Seven economic powers told Russia on Sunday to “de-escalate” its military buildup near the Ukrainian border, warning that an invasion would have “massive consequences” and inflict severe economic pain on Moscow.

Foreign ministers from the United States, Britain and the rest of the G-7, joined by the European Union’s foreign affairs chief, issued a joint statement declaring themselves “united in our condemnation of Russia’s military buildup and aggressive rhetoric towards Ukraine.”

The G-7 called on Russia to “de-escalate, pursue diplomatic channels, and abide by its international commitments on transparency of military activities,” and praised Ukraine’s “restraint.”

“Any use of force to change borders is strictly prohibited under international law. Russia should be in no doubt that further military aggression against Ukraine would have massive consequences and severe cost in response,” the statement said.

Russia’s movement of weapons and troops to the border region dominated weekend talks among foreign ministers from the G-7 wealthy democracies in the English city of Liverpool.

The U.S. and it allies worry that the buildup could be precursor to an invasion, and have vowed to inflict heavy sanctions on Russia’s economy if that happens.

Moscow denies having any plans to attack Ukraine and accuses Kyiv of its own allegedly aggressive designs.

British Foreign Secretary Liz Truss, the conference host, said the G-7 was sending a “powerful signal to our adversaries and our allies.”

The statement promised a “common and comprehensive response” but contained no details. Truss said the G-7 was “considering all options” when it came to economic sanctions. U.S. Secretary of State Antony Blinken said on NBC’s “Meet the Press” that “we are prepared to take the kinds of steps we’ve refrained from taking in the past” if Russia didn’t step back.

The U.S. and its allies have played down talk of a military response to defend Ukraine, with efforts focusing on tough sanctions that would hit the Russian economy, rather than just individuals.

In the U.S., reporters asked President Joe Biden on Saturday about the possibility of sending combat troops to Ukraine, and he said that idea was never considered. “Are you ready to send American troops into war and go into Ukraine to fight Russians on the battlefield?” he said.

Biden, who spoke to Russian President Vladimir Putin on a video call last week, said he had made clear that in the event of an invasion, “the economic consequences for his economy are going to be devastating. Devastating.”

Truss said Biden had made clear to Putin that the U.S. stance “carries the support of the G-7 countries as a whole. And that should be very concerning for Vladimir Putin.”

China’s muscle-flexing in the Indo-Pacific region and the ailing Iran nuclear deal were also on the agenda for the meeting of top diplomats from the U.K., the United States, Canada, France, Germany, Italy and Japan at the dockside Museum of Liverpool.

Getting a unified response to global crises from the G-7, a group of countries with disparate interests, has often proved tough.

Germany plans on getting gas from Russia soon through the contentious Nord Stream 2 pipeline, which bypasses Ukraine — though Blinken said it was hard to see the pipeline becoming operational “if Russia has renewed its aggression on Ukraine, if it takes renewed action.”

“So I think President Putin has to factor that in, too, as he’s thinking about what he’s going to do next,” he said.

Britain, which isn’t dependent on Russian gas, also has criticized the pipeline — but faces tricky questions about London’s financial district and property market, both hubs for Russian money.

U.K. bank and financial authorities have long been criticized for allegedly turning a blind eye to ill-gotten gains.

Truss insisted Britain has “very strong anti-corruption and anti-money laundering rules,” but also suggested that Russian money and Russian gas came at a high price.

“We cannot have short term economic gain at the expense of our long term freedom and democracy,” she said.

G-7 nations are also increasingly concerned about China’s growing economic and technological dominance, especially in developing countries. The G-7 has launched a “Build Back Better World” initiative to offer developing nations funding for big infrastructure projects as an alternative to money from China that, the West argues, often comes with strings attached.

Truss, who also invited ministers from the Association of Southeast Asian Nations to the Liverpool meeting, said the G-7 was “concerned about the coercive economic policies of China.”

“What we’ve set out is a positive agenda about making sure that countries have alternative sources of investment, alternative sources of trade,” she said. “And that we’re making sure that we abide by — and ensure others are abiding by — the rules based international system” for trade.

A unified stance towards China continues to prove elusive, however, with the U.S. and Britain generally more hawkish than other G-7 members.

South African Doctors See Signs Omicron is Milder Than Delta

JOHANNESBURG (AP) — As the omicron variant sweeps through South Africa, Dr. Unben Pillay is seeing dozens of sick patients a day. Yet he hasn’t had to send anyone to the hospital.

That’s one of the reasons why he, along with other doctors and medical experts, suspect that the omicron version really is causing milder COVID-19 than delta, even if it seems to be spreading faster.

“They are able to manage the disease at home,” Pillay said of his patients. “Most have recovered within the 10 to 14-day isolation period.” said Pillay.

And that includes older patients and those with health problems that can make them more vulnerable to becoming severely ill from a coronavirus infection, he said.

In the two weeks since omicron first was reported in Southern Africa, other doctors have shared similar stories. All caution that it will take many more weeks to collect enough data to be sure, their observations and the early evidence offer some clues.

According to South Africa’s National Institute for Communicable Diseases:

— Only about 30% of those hospitalized with COVID-19 in recent weeks have been seriously ill, less than half the rate as during the first weeks of previous pandemic waves.

— Average hospital stays for COVID-19 have been shorter this time – about 2.8 days compared to eight days.

— Just 3% of patients hospitalized recently with COVID-19 have died, versus about 20% in the country’s earlier outbreaks.

“At the moment, virtually everything points toward it being milder disease,” Willem Hanekom, director of the Africa Health Research Institute, said, citing the national institute’s figures and other reports. “It’s early days, and we need to get the final data. Often hospitalizations and deaths happen later, and we are only two weeks into this wave.”

In the meantime, scientists around the world are watching case counts and hospitalization rates, while testing to see how well current vaccines and treatments hold up. While delta is still the dominant coronavirus strain worldwide, omicron cases are popping up in dozens of countries, with South Africa the epicenter.

Pillay practices in the country’s Gauteng province, where the omicron version has taken hold. With 16 million residents, It’s South Africa’s most populous province and includes the largest city, Johannesburg, and the capital, Pretoria. Gauteng saw a 400% rise in new cases in the first week of December, and testing shows omicron is responsible for more than 90% of them, according to health officials.

Pillay says his COVID-19 patients during the last delta wave “had trouble breathing and lower oxygen levels. Many needed hospitalization within days,” he said. The patients he’s treating now have milder, flu-like symptoms, such as body aches and a cough, he said.

Pillay is a director of an association representing some 5,000 general practitioners across South Africa, and his colleagues have documented similar observations about omicron. Netcare, the largest private healthcare provider, is also reporting less severe cases of COVID-19.

But the number of cases is climbing. South Africa confirmed 22,400 new cases on Thursday and 19,000 on Friday, up from about 200 per day a few weeks ago. The new surge has infected 90,000 people in the past month, Minister of Health Joe Phaahla said Friday.

“Omicron has driven the resurgence,” Phaahla said, citing studies that say 70% of the new cases nationwide are from omicron.

The coronavirus reproduction rate in the current wave – indicating the number of people likely to be infected by one person — is 2.5, the highest that South Africa has recorded during the pandemic, he said.

“Because this is such a transmissible variant, we’re seeing increases like we never saw before,” said Waasila Jassat, who tracks hospital data for the National Institute for Communicable Diseases.

Of the patients hospitalized in the current wave, 86% weren’t vaccinated against the coronavirus, Jassat said. The COVID-patients in South Africa’s hospitals now also are younger than at other periods of the pandemic: about two-thirds are under 40.

Jassat said that even though the early signs are that omicron cases are less severe, the volume of new COVID-19 cases may still overwhelm South Africa’s hospitals and result in a higher number of severe symptoms and deaths.

“That is the danger always with the waves,” she said.

Opinion: Thailand’s Short Shelf Life Constitutions

December 10 is the Thai Constitution Day but there’s little celebrations in a country that saw 19 constitutions come and go and the current 20th grapple with an attempt to be rewritten.

In the first two decades following the 1932 revolt and the first charter promulgated in the same year, the day was celebrated with great pageantries and national pride. Not that I have seen it since I was not yet born but one can read about it in some history texts or gauge at some of the old black and white photos that still survive.

Those visiting vintage flea markets will occasionally chance upon framed mirrors with images of the late king, Rama IX, printed with his head below an image of the constitution and Thai flags and a reminder of the place charter once occupied. There are also some vintage memorabilias with images of Thai constitution on a traditional tray proudly used by a number of companies in the past as their trademark. Those who fought against and defeated the royalist Bovoradej counter revolutions in 1933 were also awarded a medal by the Thai state back then and the copper medal featuring the image of the constitution on one side is now rarely seen.

And eventually, just a few years ago, the memorial marking the defense of the charter against the Bovoradej rebellion in a failed attempt to restore absolute monarchy in Bangkhaen district of Bangkok was ‘mysteriously’ removed in the dead of the night.

Those were the days and not today. Today, for the vast majority of Thais, Dec 10 is simply just another public holiday. Here in Thailand, unlike the United States, you will not hear any Thai passionately cite any article of the Thai constitution. Unlike military leaders in the United States and other democratic societies and their leaders who swore to defend the constitution, some Thai generals with dictatorial inclinations, including junta leader Gen Prayut Chan-o-cha in 2014, played a leading role in annulling the constitutions through successive military coups.

Thus we are now settled with the 20th constitution of Thailand in less than nine decades since the first. That means the average shelf life of each Thai constitution is less than five years, less than the warranty offered by some Swiss watch makers – which is five. Thailand is among the top nations when it comes to the disposable nature it treats its charter.

The Dominican Republic has had 39 charters and the most in the world since its independence in 1844. To be pedantic, it means each Domonican charter’s average shelve life is even slightly longer than Thailand’s at four and a half years versus four and just less and a half year for Thailand.

Realists, and there is at least one within the rank of those appointed by the now-defunct junta to draft the current 2017 charter, admits to me in private that he doesn’t think the 20th charter would be the last. Well, the current charter is nearly four years old now since it was promulgated on April 6, 2017. So I guess it’s a countdown now if you believe in statistics.

Nevertheless, no matter how unhappy one may be about the current junta-selected senators that could vote for a new PM and hope for a new charter ASAP, it’s unrealistic to expect a ‘permanent’ constitution to be promulgated anytime soon. That’s chiefly because Thai society has yet to strike a consensus on whether to strictly keep soldiers in the barracks. Coup supporters will say a military coup functions like a political-crisis cut-out fuse – to switch off corrupt politicians, real or imagined, or for the elites to get rid of governments that do not conform to their agenda.

Another key disagreement is the relationship between the monarchy and its people, should the monarchy be above criticism as basically ensured by the lese majeste law? Article 6 of the charter states: “The king is held in a position of reverence. No one shall violate, accuse or take legal action against the king through any means.” This is in contrast with the demands made by the youth-led monarchy-reform movement which includes the abolishment of the lese majeste law.

With no social contract of these two issues, it will be a while before we get to a point of consensus. Until then, any charter is ephemeral and fragile.

To make the matter more controversial, the memories of the role of the Promoters who ended absolute monarchy and brought about the first constitution has been downplayed for decades now with Dec 10 turning into a day where government leaders only pay respect to the Rama VII who bestowed the first charter after the 1932 revolt.

For the meantime, those unpassionate about the state of the Thai constitution, or constitutions, can still relish in the fact that at least Dec 10 is still a public holiday.

CDC Chief Says Omicron Symptoms Mostly Mild So Far

ATLANTA (AP) — More than 40 people in the U.S. have been found to be infected with the omicron variant so far, and more than three-quarters of them had been vaccinated, the chief of the CDC said Wednesday. But she said nearly all of them were only mildly ill.

In an interview with The Associated Press, Dr. Rochelle Walensky, director of the Centers for Disease Control and Prevention, said the data is very limited and the agency is working on a more detailed analysis of what the new mutant form of the coronavirus might hold for the U.S.

“What we generally know is the more mutations a variant has, the higher level you need your immunity to be. … We want to make sure we bolster everybody’s immunity. And that’s really what motivated the decision to expand our guidance,” Walensky said, referencing the recent approval of boosters for all adults.

She said “the disease is mild” in almost all of the cases seen so far, with reported symptoms mainly cough, congestion and fatigue. One person was hospitalized, but no deaths have been reported, CDC officials said.

Some cases can become increasingly severe as days and weeks pass, and Walensky noted that the data is a very early, first glimpse of U.S. omicron infections. The earliest onset of symptoms of any of the first 40 or so cases was Nov. 15, according to the CDC.

The omicron variant was first identified in South Africa last month and has since been reported in 57 countries, according to the World Health Organization.

The first U.S. case was reported on Dec. 1. As of Wednesday afternoon, the CDC had recorded 43 cases in 19 states. Most were young adults. About a third of those patients had traveled internationally.

More than three-quarters of those patients had been vaccinated, and a third had boosters, Walensky said. Boosters take about two weeks to reach full effect, and some of the patients had received their most recent shot within that period, CDC officials said.

Fewer than 1% of the U.S. COVID-19 cases genetically sequenced last week were the omicron variant; the delta variant accounted for more than 99%.

Scientists are trying to better understand how easily it spreads. British officials said Wednesday that they think the omicron variant could become the dominant version of the coronavirus in the United Kingdom in as soon as a month.

The CDC has yet to make any projections on how the variant could affect the course of the pandemic in the U.S. Walensky said officials are gathering data but many factors could influence how the pandemic evolves.

“When I look to what the future holds, so much of that is definitely about the science, but it’s also about coming together as a community to do things that prevent disease in yourself and one another. And I think a lot of what our future holds depends on how we come together to do that,” she said.

The CDC is also trying to establish whether the omicron variant causes milder — or more severe — illness than other coronavirus types. The finding that nearly all of the cases so far are mild may be a reflection that this first look at U.S. omicron cases captured mainly vaccinated people, who are expected to have milder illnesses, CDC officials said.

Another key question is whether it is better at evading vaccines or the immunity people build from a bout with COVID-19.

This week, scientists in South Africa reported a small laboratory study that found antibodies created by vaccines were not as effective at preventing omicron infections as they were at stopping other versions of the coronavirus.

On Wednesday, vaccine manufacturer Pfizer said that while two doses may not be protective enough to prevent infection, lab tests showed a booster increased levels of virus-fighting antibodies by 25-fold.

Blood samples taken a month after a booster showed people harbored levels of omicron-neutralizing antibodies that were similar to amounts proven protective against earlier variants after two doses, the company said.

‘Mother Sansanee,’ Champion of Women in Buddhism, Dies at 68

BANGKOK — Venerable Sansanee Sthirasuta, the nun who pioneered meditation as a spiritual and mental getaway from the burdens of modern life, as well as encouraging more women’s visibility in the Buddhist faith, passed away on Tuesday evening.

Sansanee Sthirasuta, or Mae Chee Sansanee as she is popularly known by her followers, died of advanced stage cancer, her organization said. She was 68.

For more than three decades, particularly after the establishment of the Sathira-Dhammasathan Center in 1987, Mae Chee Sansanee has become a leading Buddhist guru for thousands of Thai women seeking the path of the Lord Buddha. Thai Buddhism remains closed minded to women being ordained as a monk, with only a handful Thai women being ordained in Sri Lanka where women can don saffron robe.

Thai Buddhist nuns wear white robes instead and mostly played a secondary if not almost invisible role within the male-dominated Buddhist temples.

Sansanee’s achievement was to find her own voice and thus enabled tens of thousands more female Thais to discover Buddhism with her as the religious matriarch. Her Buddhist teaching is also mostly without Buddhist jargons based in the ancient language of Pali and short, thus making it more accessible to the wider public.

Her lush retreat filled with matured plumerias, is located in Bangkok’s Bang Khen district. It offers short as well as long-term retreat for both women and men, but especially for women who are interested in learning more about dhamma, either because their life was met with great loss and sufferings due to the transitory nature of life or merely wanted to find meaning in life in the Buddhist world.

A daughter for a middle-ranking bureaucrat and a former beauty queen. Sansanee left the life of a lay person for the life of a Buddhist nun at the age of 27 after she said she felt something was missing.

Unlike some female Buddhist monks who rattled the Buddhist ecclesiastical order by fighting for the same right to be a monk, Sansanee settled for a status as a nun.

Sansanee is media-savvy and telegenic. The venerable often appears on television. This made her to eventually become a household name beyond the thousands of devout followers in Thailand and beyond. Her life was even made into a foreign film.

Hours after her passing, many tributes poured, including on social media where some cited her memorable teachings.

“When you have a chance to ‘give’, do give. Do not hesitate or have doubt where you will ‘gain’ or ‘lose’ from it,” was another shared wisdom attributed to the nun hours after her passing.

“What is ‘too much’ often leads to ‘sufferings’,” was one of her quotable quotes shared on social media on Tuesday night upon learning about her death.

After learning that she has cancer, Venerable Sansanee told the press she doesn’t think of it as an enemy but an occasion to learn to become a better person.

The gap left behind by Sansanee will be hard to fill. It will take many years or another generation to see a Buddhist nun as influential and impactful as Mae Chee Sunsanee emerging in Thailand.

Rohingya Sue Facebook for $150B, Alleging Role in Violence

LONDON (AP) — Rohingya refugees sued social network powerhouse Facebook for more than $150 billion, accusing it of failing to stop hate speech that incited violence against the Muslim ethnic group by military rulers and their supporters in Myanmar.

Years after coming under scrutiny for contributing to ethnic and religious violence in Myanmar, recently revealed internal Facebook documents show the company still has problems defining and moderating hate speech and misinformation on its platform in the country. The breaches have even been exploited by hostile actors since the Feb. 1 military takeover this year that resulted in human rights abuses across the country.

The Rohingyas’ claims were fortified by the revelations in internal company documents that former Facebook employee and whistleblower Frances Haugen provided this fall to Congress and U.S. securities regulators. The documents could also serve to buttress potential legal action by other groups around the world harmed by hate speech and misinformation on Facebook’s platform.

Lawyers filed a class-action lawsuit Monday in California against Facebook parent Meta Platforms, saying Facebook’s arrival in Myanmar helped spread hate speech, misinformation and incitement to violence that “amounted to a substantial cause, and eventual perpetuation of, the Rohingya genocide.”

Lawyers in the United Kingdom have issued notice of their intention to file a similar legal action. Facebook, which was recently renamed Meta, said in a statement Tuesday that it is “appalled by the crimes committed against the Rohingya people in Myanmar” and has built a team of Burmese speakers and invested in technology to take action against harmful misinformation there.

The Rohingya are a Muslim ethnic group forced to flee persecution and violence in Myanmar starting in 2017, with an estimated 1 million living in refugee camps in neighboring Bangladesh. Some 10,000 have ended up in the United States.

In 2018, United Nations human rights experts investigating attacks against the Rohingya said Facebook had played a role in spreading hate speech.

More than 10,000 Rohingya have been killed and more than 150,000 were subject to physical violence, according to the law firms organizing the cases.

The lawsuits say Facebook’s algorithms amplified hate speech against the Rohingya people and the company didn’t spend enough money to hire moderators and fact checkers who spoke the local languages or understood the political situation.

They also say Facebook failed to shut accounts and pages or remove posts inciting violence or using hate speech directed at the ethnic group.

Facebook arrived in Myanmar in 2011, arranging for millions of residents to access the internet for the first time, according to the lawsuit filed in California Superior Court for San Mateo County. But the lawsuit says the company did little to warn people about the dangers of online misinformation and fake accounts — tactics employed by the military in its campaign against the Rohingya.

Facebook noted in its statement Tuesday that it has banned the military, known as the Tatmadaw, from its platform while also working to disrupt networks trying to manipulate public behavior in the country.

The lawsuit says Facebook knew that rewarding users for posting dangerous content and allowing fake accounts created by autocrats to flourish would radicalize users.

“The resulting Facebook-fueled anti-Rohingya sentiment motivated and enabled the military government of Myanmar to engage in a campaign of ethnic cleansing against the Rohingya,” the lawsuit says.

Myanmar was among several places mentioned in documents brought to light by Haugen, and reviewed by The AP, that also detailed content-monitoring lapses in Afghanistan, the Gaza Strip, India, and Dubai and the United Arab Emirates.

In the U.S., extremist misinformation and inflammatory content on Facebook egged on supporters of then-President Donald Trump in the days and weeks leading up to the Jan. 6 assault on the Capitol, raising the question of whether injured Capitol and District of Columbia police officers might seek to hold the company responsible. The documents open a window into how Facebook’s conflicting impulses — to nurture its business and protect democracy — clashed in the run-up to the insurrection.

“Across the board, the Facebook papers give civil rights advocates and others a lot of ammunition for their advocacy work,” Washington attorney Peter Romer-Friedman said. He is a lead attorney for a lawsuit filed by the civil rights organization Muslim Advocates in April against Mark Zuckerberg and other top Facebook executives, accusing them of falsely claiming that the company removes anti-Muslim rhetoric and other hate speech from the platform. The suit has garnered support from consumer groups and the District of Columbia’s attorney general.

Romer-Friedman said their case was bolstered “100%” by the internal documents shared by Haugen. “The world has changed a lot since early September,” he said. The Wall Street Journal published a series of articles based on the documents obtained by Haugen in September, and she went public in early October in a television interview and testimony to a Senate panel.

Another youth-led group of Rohingya based at a refugee camp in Bangladesh says it is planning to file a separate complaint against Meta in Ireland on Thursday. It’s not a lawsuit but a formal complaint with the watchdog Organization for Economic Cooperation and Development calling for the company to provide some remediation programs in the camps.

Court Affirms Premchai’s Prison Sentence for Poaching

BANGKOK (AP) — Thailand’s Supreme Court on Wednesday affirmed a three-year, two-month prison sentence for a top construction tycoon in connection with a poaching incident in a wildlife sanctuary in which a black panther was shot and cooked over a campfire.

Premchai Karnasuta is president of Italian-Thai Development PLC, one of the country’s biggest and best-known construction companies, which has been involved in mega-projects such as the building of Suvarnabhumi international airport and Bangkok’s mass transit Skytrain system.

The jailing of Premchai is a rare case of a rich, influential Thai having to serve time for wrongdoing. The Thai public has grown weary of repeated examples of wealthy Thais apparently flouting the law with impunity.

The 66-year-old heard the verdict at a court in the western province of Kanchanaburi. He arrived wearing a bandage over one eye, though it wasn’t clear why. Court staff said that after the court appearance, he was taken directly to begin his sentence at a nearby prison.

The poaching incident in February 2018 caused widespread outrage. Premchai was arrested at night at a campsite deep within the Thung Yai Naresuan Wildlife Sanctuary, a UNESCO World Heritage Site that’s listed for its rare flora and fauna.

Park rangers found guns and the carcasses of a number of animals nearby including a black panther. The panther had been butchered and its meat cooked up for soup.

Premchai was convicted on several charges including poaching and carrying weapons without a permit. In addition to his prison sentence, he was ordered to pay a share of a 2 million baht fine.

Two men arrested with him – a driver and a hunter – also received prison sentences and fines.

A still-unresolved case involving another of Thailand’s richest families is that of Vorayuth Yoovidhya, an heir to the fortune of the family that part-owns the Red Bull drinks company.

He repeatedly avoided meeting with prosecutors for more than four years, following his involvement in a car crash in 2012 that killed a traffic police officer. He eventually fled abroad, three days before a court issued an arrest warrant.
