Thailand Skips Cambodia in International Anti-Scam Center Over Trust Issues

BANGKOK — Police General Thatchai Pitaneelabutr, Inspector General of the Royal Thai Police and head of the International Anti-Scam and Human Trafficking Syndicate Command Center (IAC), made the announcement following a ceremony to return over 1.7 million baht to scam victims.

Speaking about the establishment of the anti-scammer War Room that collaborates with international partners, Police General Thatchai revealed that Cambodia has not been invited to participate due to lack of cooperation.

“Cambodia hasn’t sent the data as previously coordinated with Thailand, and we’re also worried about potential leaks of the working group’s investigation information,” he said.

The War Room operates under the “MONEY CASH BACK” initiative, which focuses on freezing scammers’ assets and returning money to victims. India and Japan are the first two countries to begin working with the center through online systems, with other nations including China, the United States, and Myanmar expected to join.

Myanmar’s participation is particularly significant as most scammers operate under the control of ethnic minority groups along border areas, making this a priority issue for the Myanmar government to address.

Regarding Cambodia, Thai authorities have not extended an invitation due to the country’s lack of cooperation. “Cambodia has not provided data as previously coordinated with Thailand, and there are concerns about potential leaks of investigation information from the working group,” Police General Thatchai explained.

Since its establishment on August 4, the center has begun full-scale operations, bringing together officers from all relevant Thai agencies under one roof. Cases involving damages exceeding 100,000 baht are immediately transferred to the center, enabling rapid coordination with banks to track financial trails and freeze assets.

 

When police identify final destinations, they coordinate with local officers for arrests. The system has already resulted in multiple arrests of suspects while withdrawing money from banks, with evidence gathered leading to expanded investigations.

“Combating scammer networks is challenging, but the center makes tracking and arresting criminal organizations much easier due to systematic and faster operations,” Police General Thatchai noted. “Beyond swift arrests, the center prioritizes rapid money recovery for victims.”

The Cyber Police Command’s Money Cash Back project returns funds to victims immediately upon discovering financial trails linked to victims. The system expects higher recovery rates as investigation processes become more streamlined.

Current statistics show money recovery rates have increased from less than 10% to 27%. Over 200 cases have successfully tracked financial trails to their endpoints and frozen assets, including digital currencies. In some instances, police have frozen funds even before victims realized they were being scammed, based on suspicious financial transaction patterns detected by the system.

The Patrol and Special Operations Division of the Metropolitan Police Bureau, in collaboration with AIS, has announced a plan to launch Thailand’s first 191 Emergency Location Service (191 ELS). This service will enable emergency caller location identification via the 191 emergency calls for Android smartphone users on the AIS network without the need to install any additional applications.

The system will use Advanced Mobile Location (AML) technology, which automatically transmits the caller’s location to emergency response centers when dialing 191.

This innovation will empower police officers to reach emergencies with greater accuracy and timeliness, reflecting the strength of AIS’s intelligent network in supporting public safety missions and elevating public services through the most effective use of technology.

Police Major General Worawit Yanchinda, Commander of Patrol and Special Operation Division (191), said that Emergency number 191 serves as the central mechanism for receiving emergency calls and providing assistance to the public in critical situations, whether in cases of crime, accidents, or disasters. Our officers operate 24/7 to ensure immediate response and support.

However, a key challenge we have consistently faced is inaccuracies or delays in identifying the caller’s location. Many callers do not know their exact address, cannot describe the location clearly, or are unaware of where they are, which may cause delays in assistance and increase risks to public safety.

To address this, the Patrol and Special Operations Division has partnered with AIS and Google with the goal to bring the 191 Emergency Location Service (191 ELS) to Thailand. This marks a significant milestone in modernizing and elevating the 191 emergency response system to international standards.

“The service will enable accurate pinpointing of a caller’s location, reduce errors, and shorten the time needed to locate incidents allowing officers to respond, manage emergencies, and assist the public more swiftly and effectively.”

Ms. Wanwisa Mingcharoen, Head of APAC, Platforms & Devices at Google, discussed the potential of the technology, “Android Emergency Location Service, which is based on AML, is a feature on Android devices that is designed to help first responders locate people in an emergency. We are supportive of efforts in Thailand to enable the reception of this life-saving data and look forward to working together to make ELS available in the Country in the future.”

The 191 ELS service will operate in accordance with AML standards, supporting Android smartphones on the AIS network to automatically transmit the caller’s location from the device directly to Police 191 without requiring the caller to access any application. The service will also extends to international tourists visiting Thailand.

AIS is the first network operator in the country to introduce this capability and has plans to expand the service to additional agencies in the future, reinforcing its commitment to enhancing the quality of life for people in a sustainable way.”

Mr. Jaturon Choksawat, Assistant Secretary-General of the NBTC, said Thailand’s telecommunications regulator, the NBTC is committed to advancing the use of networks and digital technologies for the public good, particularly in building an effective emergency communication system.

The 191 Emergency Location Service (ELS) represents a major milestone in enhancing national safety standards. The NBTC has therefore worked to support and coordinate with all stakeholders including government agencies, mobile operators, operating system developers, and emergency response units to ensure that this service can be fully implemented, widely accessible, and reliable.

BANGKOK — Tourist police arrested a 37-year-old Zimbabwe national who allegedly used romance scams to defraud multiple Thai women in Phuket before fleeing to the capital, authorities said Friday.

Mr. Valentine, who worked as an online English tutor, was apprehended at an apartment in Bangkok’s Lat Phrao district on August 21 as he was preparing to flee the country. He had been living illegally in Thailand for 1,339 days beyond his visa expiration.

The suspect was wanted on an arrest warrant issued by Phuket Provincial Court following complaints filed by several Thai women at Kathu Police Station in Phuket province.
The victims told investigators that the Zimbabwe English teacher had deceived them into romantic relationships, building trust and credibility before stealing their belongings and disappearing.

“He would establish romantic relationships with women to gain their trust, then steal their valuables when the opportunity arose,” a police source said. “This was his repeated pattern of behavior.”

The stolen items typically included mobile phones, laptops, cash, and other valuables, according to police reports. The suspect targeted women who had hired him for English language instruction. Following the thefts, he would disappear from Phuket, leaving his victims to discover both their missing possessions and his deception.

After determining that Zimbabwe suspect had fled to Bangkok, Phuket police coordinated with the Tourist Police Bureau to track down and arrest the suspect. The investigation led officers to the Lat Phrao apartment where he was staying illegally.

During the arrest, authorities discovered he had overstayed his visa by more than three and a half years. Valentine admitted to being the person named in the arrest warrant and acknowledged having relationships with Thai women. However, he denied committing fraud or deception.

“The suspect confirmed his identity and said he had relationships with Thai women, but claimed he did not deceive them,” an investigating officer said.

Police have charged Valentine with theft and immigration violations. He was later transferred to Kathu Police Station in Phuket for prosecution.

Thailand Revokes Nearly 10,000 Student Visas for Non-Compliance

BANGKOK — The Thai government has revoked student visas for nearly 10,000 foreign nationals who failed to meet educational criteria, as authorities crack down on the abuse of student visas for unauthorized employment in the country.

The Ministry of Higher Education, Science, Research and Innovation ordered immigration police to cancel the visas of students enrolled in short-term non-degree programs that do not comply with ministry regulations effective since May 14, 2025.

New Database System Tracks Foreign Students

Higher Education Minister Sudawan Wangsuphakijkosol announced that the ministry has developed a comprehensive database system in collaboration with immigration authorities to monitor foreign students in short-term educational programs.

The system requires all higher education institutions offering short-term courses to foreign students to submit regular reports on their educational programs to the ministry’s Office of the Permanent Secretary.

“This student database will be shared with immigration police to assist in visa approval decisions and prevent the misuse of student visas for illegal employment,” the minister said in a statement.

Monthly Progress Reports Required

Under the new regulations, educational institutions must establish protocols to verify foreign student attendance and submit monthly progress reports through the ministry’s foreign student tracking database.

The measures aim to close loopholes that allowed individuals to obtain student visas without genuine educational purposes, officials said.

Deputy Immigration Commissioner Police Colonel Yodsak Raksuwan confirmed that since the ministry’s announcement took effect in May, higher education institutions have submitted data on foreign students whose enrollment status did not comply with the new criteria.

“We have already revoked visas for nearly 10,000 students in this category,” Pol. Col. Yodsak told the meeting between ministry and immigration officials.

Crackdown on Visa Abuse

The visa revocations represent part of a broader government effort to prevent foreigners from using student visas as a pathway to unauthorized employment in Thailand.

Ministry Permanent Secretary Prof. Dr. Supachai Patumnakul led discussions with immigration officials to coordinate implementation of the new guidelines for short-term non-degree programs for international students.

The regulations specifically target short-term courses that may have been used to circumvent proper work visa requirements, sources familiar with the policy said.

September Briefing Sessions Planned

Assistant Permanent Secretary Dr. Panpimsakdi Arunee announced that the ministry and immigration authorities will hold joint briefing sessions with higher education institutions in September to clarify reporting requirements and ensure uniform implementation of the new database system.

“We want to create proper understanding of the procedures and ensure consistent practical implementation across all institutions,” Dr. Panpimsakdi said.

The briefings will focus on helping institutions understand how to properly submit student data and report educational outcomes for foreign students through the ministry’s tracking system.

Impact on International Education

The visa revocations mark a significant shift in Thailand’s approach to international education, particularly for short-term programs that previously operated with minimal oversight.

Educational institutions must now demonstrate that their foreign students are genuinely engaged in academic study rather than using student status to work illegally in Thailand.

The policy reflects growing concerns about visa abuse across Southeast Asia, where student visas have sometimes been exploited as an alternative to proper work authorization.

Universities and language schools offering programs to international students are expected to adjust their enrollment and monitoring procedures to comply with the new requirements or risk having their students’ visas cancelled.

Pattaya Police Hunt for Chinese Men Who Failed Kidnapping Attempt

PATTAYA — Thai police are conducting a manhunt for two Chinese men who attempted to kidnap a Thai woman at a pool villa in the early hours of Friday, binding her with cable ties before she escaped and alerted authorities. The suspects remain at large after ramming a police motorcycle during their getaway.

Woman Escapes After Being Bound

Police Colonel Anek Srathongyoo, superintendent of Pattaya City Police Station, said officers responded to reports of an armed kidnapping at a two-story villa with a private pool in Nong Prue subdistrict, Bang Lamung district at 3 a.m. on August 22.

The terrified victim told investigators that two Chinese men had threatened her at gunpoint, restrained her hands with cable ties, and locked her in a bedroom while waiting for her Chinese husband to return home.

“She managed to free herself, ran from the house in panic, and sought help from a neighbor who contacted police,” Col. Anek said.

Suspects Ram Police Motorcycle in Escape

When officers arrived at the scene, witnesses described seeing two Chinese suspects – one wearing a baseball cap and face mask – driving a white Toyota sedan with an unidentified license plate. The men spotted police and immediately attempted to flee the residential area. Officers positioned a motorcycle to block the villa’s exit, but the suspects showed no intention of stopping.

“They crashed into the patrol officer’s motorcycle, causing damage, and also struck a resident’s parked car before speeding away,” Col. Anek said. The officer was not seriously injured.

20-Kilometer Chase Ends in Escape

Police launched an immediate pursuit, setting up roadblocks based on the victim’s description of the suspects and their vehicle. The chase continued for more than 20 kilometers through Chonburi province.

“The suspects appeared familiar with local roads and used secluded routes to evade capture. They ultimately escaped via Huay Yai Road,” the superintendent said. Despite deploying multiple units to search the area, police were unable to locate the fugitives.

Conflicting Statements Complicate Investigation

A neighbor, whose identity was protected, confirmed the victim’s account: “The woman ran out asking for help, saying two Chinese men had tied her hands and intended to hold her for ransom. When police surrounded the area, the suspects rammed the officer’s motorcycle and fled in different directions.”

Police have taken both the Chinese husband and Thai wife in for detailed questioning, though Col. Anek noted their statements contained “conflicting and confusing” details. The exact motive remains unclear.

Debt or Business Dispute Suspected

Investigators are exploring several theories about the kidnappers’ motives, including debt problems, personal conflicts, or business disputes. The victim reported that the suspects told her not to be afraid and that “everything would be over” once her husband returned home.

“They assured her no one would get hurt, which suggests this wasn’t a random robbery,” Col. Anek explained. However, police have not ruled out theft as a possible motive.

The detective team is currently analyzing security camera footage from the area to track the suspects’ movements and identify their escape route.

“We are requesting time to thoroughly investigate this case,” Col. Anek said. “We will provide updates to the public as soon as new information becomes available.”

Lawyer Reveals Reasons Behind Thaksin’s Lese Majeste Acquittal

BANGKOK — A Thai court on Friday acquitted former Prime Minister Thaksin Shinawatra of royal defamation charges in a case dating back nearly a decade, with his legal team citing flawed prosecution evidence and biased witnesses as key factors in the victory.

The Criminal Court dismissed lese majeste and Computer Crime Act charges against the 75-year-old billionaire politician stemming from a May 2015 interview he gave to South Korean media while in self-imposed exile.

Court Cites Insufficient Evidence

Winyat Chatmontree, Thaksin’s lead attorney, said on August 22 that judges ruled on multiple grounds, primarily the prosecution’s failure to meet the burden of proof required under Thai law.

“Judges applied principles of evidence evaluation and determined that Thaksin’s interview contained more content than what appeared in the video clip presented as evidence,” Winyat told reporters following the verdict.

In their ruling, judges conducted a detailed grammatical analysis of Thaksin’s statements, examining subject, verb and object structures using Oxford dictionary standards. They ultimately concluded the defendant’s remarks did not reference the monarchy, a critical element required for lese majeste convictions under Article 112.

The Credibility Gap Between Two Sides

The ruling highlighted the credibility gap between defense and prosecution witnesses. The court recognized the expertise of defense witnesses including Thongtong Chandrangsu, former Dean of Chulalongkorn University’s Faculty of Law, and Wisanu Kruengam, former Deputy Prime Minister and renowned legal scholar.

In contrast, the defense successfully demonstrated that prosecution witnesses harbored bias against Thaksin. Evidence showed several had participated in anti-Thaksin rallies and expressed strong political opinions publicly.

“Some prosecution witnesses gave contradictory testimony and even fabricated words they claimed Thaksin had spoken to support their interpretation that his statements referenced individuals protected under Article 112,” Winyat explained.

No Concerns About Appeal

The case remained dormant for years because Thaksin lived in exile following the 2006 military coup that removed him from power. Legal proceedings could not advance without his physical presence in Thailand.

Thaksin returned to Thailand in August 2023 and was formally indicted last year. He was released on 500,000 baht ($13,000) bail with travel restrictions and passport confiscation.

When asked about potential prosecution appeals, Winyat expressed confidence in the verdict’s strength.

“Appeals are the prosecutor’s responsibility. They typically focus on legal interpretation issues. If prosecutors see grounds for appeal, that’s their prerogative, but I have no concerns,” he said.

Thaksin’s Reaction and Future Plans

Winyat described Thaksin’s emotional response to the acquittal: “When he heard the verdict, Thaksin smiled and thanked the legal team. He said he could now contribute fully to the nation’s benefit.”

The lawyer dismissed speculation that the acquittal might encourage Thaksin to flee before his September 9 court appearance on separate charges related to his hospital detention.

“Thaksin has confirmed he will definitely attend the September 9 hearing,” Winyat stated. “For those who persist in thinking Thaksin will flee or seek personal gain for his family, I won’t beg them to stop. But I ask society to use wisdom when listening to such individuals. The past has proven Thaksin didn’t flee and has fought his cases throughout.”

Since returning to Thailand, Thaksin has maintained a high public profile, traveling nationwide for appearances and making political observations that could potentially antagonize the conservative establishment responsible for his 2006 overthrow.
