Thailand Weighs Crypto Payment Zones for Tourists in Phuket, Hua Hin

BANGKOK — Cryptocurrency experts support the government’s idea of investigating the use of Bitcoin or other cryptocurrencies for payments in tourist destinations such as Hua Hin or Phuket.

They see this as a positive move that will encourage a more systematic approach to the use of cryptocurrencies and make it easier for foreigners to spend large sums of money, for example when buying condos or houses, without having to carry large amounts of cash. Thailand is seen as ripe for this move, with examples from over a hundred countries that have designated certain cities for cryptocurrency use, including the US, Switzerland, Argentina and Dubai.

This comes after former Prime Minister Thaksin Shinawatra discussed the government’s concept of having the Ministry of Finance look into setting up a “sandbox” zone in tourist cities such as Phuket or Hua Hin.

In these zones, Bitcoin and other cryptocurrencies could be used instead of traditional currencies. He also mentioned the issuance of a government-guaranteed stablecoin to increase economic liquidity and potentially boost GDP growth to 3.5 percent next year.

Mr. Pawoot Pongvitayapanu, CEO of Pay Solutions, a digital payment gateway provider, said that setting up such a sandbox area was a good idea as the use of bitcoin and cryptocurrencies already existed in Thailand but could not be fully monitored at present. By encouraging organized use, unregulated funds could be brought back into the system.

He pointed out that foreign nationals in several Thai provinces, who often have to spend large sums of money — several million baht to buy condominiums or houses — have to bring money into the country. The use of traceable cryptocurrencies could help to capture these previously uncontrolled funds. Payment solution developers are ready to participate in the testing phase.

Thailand is ready for cryptocurrencies

Mr. Pawoot added that from a technological perspective, the infrastructure for cryptocurrency payments is already in place. A few years ago, many companies tried to offer crypto payment options, but those efforts were halted due to legal concerns about currency regulations that could conflict with recognizing cryptocurrencies as a means of payment.

One option is to test whether Bitcoin and cryptocurrencies are recognized as legal tender. In terms of regulation, there are already crypto exchanges in Thailand that are regulated by the Securities and Exchange Commission (SEC). Their role may need to be expanded so that they can serve as the main channels for the settlement and storage of crypto transactions and the authorities can monitor them. This would bring the use of cryptocurrencies from foreign exchanges under local regulation.

“We do not need to build new systems from scratch. We just need to expand the existing regulated services,” he said. “However, a key point is that it could be difficult to determine the physical location of a user in a digital world if the system is in a sandbox with limited geographical reach. This is something that still needs to be investigated in practice
Merchants Still Concerned About Volatility

Assistant Professor Dr. Udomsak Rakwongwan from the Department of Mathematics at Kasetsart College and co-founder of the FWX platform said that efforts to allow cryptocurrencies as a means of payment for general retail purchases have been ongoing for a long time. Currently, regulators may revisit these discussions.

The main problem lies in usage. Many merchants are reluctant to accept Bitcoin or other cryptocurrencies because they cannot easily record them in their accounts and have to find ways to convert them into cash. Another problem is the volatility of the Bitcoin price, which can fall by up to 30 percent in a single day. Even stablecoins, while less volatile than Bitcoin, are still subject to exchange rate fluctuations.

About three years ago, some crypto exchanges offered to instantly convert digital assets received into Thai baht and transfer them to traders’ bank accounts. However, due to regulatory hurdles that had not yet caught up, these projects were put on hold.

Thailand Has Already Tested This

A similar sandbox-like experiment was already conducted during Devcon 2024 (Ethereum Developer Conference 2024) in Bangkok at the Queen Sirikit National Convention Center. SCB (Siam Commercial Bank) launched a sandbox that enabled crypto payments in a limited area by introducing a special digital wallet.

Merchants around the convention center could receive Bitcoin or crypto payments without realizing it, as they were automatically converted to baht as soon as they arrived in their accounts.

This sandbox was reserved exclusively for foreign participants of the conference, who had to undergo a KYC check so that the organizers could control who was allowed to use the experimental wallet. Merchants also had to register so that they could accept payments from these wallets. Setting up a test area for crypto payments is therefore feasible and could be extended from the convention center area to entire cities.

Bitcoin Tourism Worldwide

“Prachachat Business” has compiled information from countries that allow the use of Bitcoin and other cryptocurrencies for spending, particularly in tourism — an idea sometimes referred to as Bitcoin tourism. The concept is based on the belief that people who hold large amounts of Bitcoin generally do not want to convert it to cash, mainly to maintain the privacy and secrecy of their assets or as part of a lifestyle that rejects fiat currency.

Another simple reason is that using Bitcoin incurs network fees that are sometimes higher than the price of the goods purchased, making it less attractive for everyday transactions.

Nevertheless, these people have high purchasing power. With the right environment or ecosystem, it is possible to attract significant funds from this group.

El Salvador was the first country to embrace this concept by declaring Bitcoin legal tender in 2021. The country has established a second-tier payment network through its national digital wallet, Chivo. This facility allows users to pay with Bitcoin and stablecoins pegged to the US dollar without incurring any fees.

Stablecoins Gaining Popularity

Discussions with BNB blockchain developers and crypto payment solution providers suggest that the trend in daily use of cryptocurrencies is moving towards stablecoins — tokens pegged to fiat currencies — rather than Bitcoin. Many stablecoin projects have received recognition from governments and have been integrated by private companies into payment systems that combine traditional and digital currencies.

In Dubai, United Arab Emirates (UAE), for example, residents’ daily transactions via Visa or Mastercard terminals can be integrated with crypto payment applications. Users can load stablecoins onto a virtual debit card provided by payment gateway providers such as Kast or Alchemy (a Singapore-based company) and then pay at merchants ranging from small stores to large shopping malls.

They can choose to pay in AED or USD as if they were using a Visa or Mastercard credit/debit card. Merchants always receive their payments in AED, the currency of the United Arab Emirates.

In the United States, there are pilot zones such as the “Blockchain Bay” in San Francisco,” a technology center that plays a pioneering role in the integration of digital currencies. Buenos Aires in Argentina also has over 130 businesses that accept Bitcoin and other cryptocurrencies, making the city very crypto-friendly. In Zug, Switzerland — known as Crypto Valley — crypto payments are widely accepted.

Even in Singapore, which has not yet fully embraced cryptocurrencies, travelers can pay for certain services on digital platforms with stablecoins.

Austrian Tourist Arrested in Fatal Jet Ski Incident at Phuket Beach

KRABI — Police have arrested a 25-year-old Austrian man, identified only as David, in connection with a fatal jet ski collision that claimed the life of a Russian tourist at Karon Beach, Phuket. The incident occurred on December 17, 2024, when 58-year-old Kirill was swimming near Sue Puen Mon Bai restaurant.

Initially thought to be a drowning, witness accounts and CCTV footage revealed that a speeding jet ski struck the victim before fleeing the scene. Local fishermen discovered the victim’s body shortly after midnight on December 18. At first, authorities couldn’t identify the deceased, but a hotel-branded beach towel left on the shore led them to confirm he was a Russian tourist who had been traveling alone.

Further investigation of CCTV footage from a nearby hotel showed two foreigners riding jet skis in the area. Local jet ski rental operators identified the vessels as belonging to “Chao Mai” company, which had rented out three jet skis (numbers 5, 10, and 12) during the time of the incident.

Jets #5 and #12 were rented by two foreigners traveling together. Upon inspection, jet ski #5 showed scratches and paint damage on its front section, while #12 had no damage. The investigation revealed that jet ski #5 was operated by Mr. David, an Austrian national.

Following an intensive investigation, police tracked the suspect to a resort on Phi Phi Island in Krabi province. A joint operation involving Phi Phi Island Police, Karon Police, Immigration officials, and Tourist Police led to the arrest at approximately 6:30 PM on December 19.

Police Colonel Surasak Jaidee, superintendent of Phi Phi Island Police Station, led the arrest team with a warrant issued by the Phuket Provincial Court. The suspect faces charges of reckless endangerment resulting in death, though he currently denies all allegations. He has been transferred to Karon Police Station for further investigation.

Thailand Hosts Regional Talks to Find Solutions to Myanmar’s Bloody Civil War

BANGKOK (AP) — Two days of meetings on Myanmar ’s violent political crisis began Thursday in the Thai capital Bangkok, the latest in a long series of regional talks that have made no headway in restoring peace to the war-torn Southeast Asian nation.

Myanmar has been wracked by violence since its army in February 2021 ousted the elected government of Aung San Suu Kyi and violently repressed peaceful pro-democracy protests, leading to the establishment of an armed resistance movement. The military government has used harsh tactics, including air strikes, to suppress its opponents, but the war has only became fiercer, especially in the past year.

Thursday’s discussions were attended by foreign ministers and high-level representatives from Myanmar and its neighbors, Laos, China, India, Bangladesh and host Thailand. Thai Foreign Minister Maris Sangiampongsa described their talks as important because it was the first time that Myanmar and all five of its neighbors had met together.

Myanmar’s neighbors, fearing regional destabilization, particularly the massive movement of refugees from the fighting, have made numerous efforts to promote a peaceful solution to the crisis.

The 10-member Association of Southeast Asian Nations, ASEAN, has taken the lead in efforts to restore peace in Myanmar. Its members, excepting Myanmar, will hold talks in Bangkok on Friday.

ASEAN in early 2021 agreed on a “five-point consensus” for peace, but the military leadership in Myanmar did virtually nothing to implement it, frustrating the group’s fellow members to the extent they have barred leading members of Myanmar’s ruling military from attending their meetings.

The peace plan calls for the immediate cessation of violence in Myanmar, a dialogue among all concerned parties, mediation by an ASEAN special envoy, provision of humanitarian aid through ASEAN channels, and a visit to Myanmar by the special envoy to meet all concerned parties.

Only a very limited Thai-led effort of providing cross-border aid came to fruition. Thailand is widely seen as taking a conciliatory attitude toward Myanmar’s military government, which is condemned by many countries for its brutal war and suppression of democracy.

The six nations attending Thursday’s meeting “agreed that direct engagement with Myanmar is critical and necessary,” said Thailand’s Maris. “They see the value of meeting regularly. And they share the same understanding, more so than other countries, because they are direct neighbors directly impacted by the situation in Myanmar.”

Thai officials said Thursday’s talks “were held in a friendly and cordial atmosphere, with a frank and constructive exchange of views, in areas related to border security and combatting transnational crime, particularly illicit drugs and online scams. ”

They said Myanmar Foreign Minister Than Swe informed them about the military government’s political roadmap, focused on elections planned for next year.

Critics of the Myanmar government of Senior Gen. Min Aung Hlaing have expressed dissatisfaction at conciliatory approaches to his regime.

“Rather than ‘two-track’ diplomacy, Thailand is engaging in two-faced diplomacy – signing up to ASEAN statements seeking to condemn and isolate the junta, while at the same time quietly attempting to usher the junta back into the regional fold,” said Patrick Phongsathorn, senior advocacy specialist at Fortify Rights, a human rights group specializing in Myanmar affairs.

“As the junta’s atrocities escalate, the effects of which have had a massive regional spill-over, ASEAN must be steadfast in its rejection of Min Aung Hlaing and his cabal and any attempt to solidify their position through the sham elections planned for next year,” he said.

This expansion aligns with government initiatives to promote tourism beyond major urban centers.

Thailand’s positioning as a “World-Class Event Hub” contributed to a 25% increase in rides to major venues including Rajamangala Stadium, Queen Sirikit National Convention Center, Impact Arena, and BITEC Bangna. The Dine Out feature showed particularly strong performance in the fourth quarter, with an eleven-fold increase in usage, especially benefiting buffet restaurants like Mo-Mo Paradise, Kouen, and Sukishi.

SONGKHLA — The Economic Crime Suppression Division (ECD) has arrested a Malaysian-Thai couple suspected of involvement in a massive money laundering scheme linked to the “Ghost Company” operation at the Sadao border checkpoint.

Mr. Lim, 38, a Malaysian national, and his Thai wife Ms. Saowalak were apprehended at the Sadao Immigration checkpoint in Samnak Kham, Sadao district, Songkhla province on December 19. The arrests were made following criminal court warrants on money laundering charges.

The couple’s arrest is connected to a widespread investment scam involving fake applications called “Nicshare” and “ComonApps.” Victims were lured with promises of high returns on stock trading investments, with scammers impersonating well-known stock market personalities to gain credibility. The scheme has reportedly caused damages exceeding 800 million baht ($23 million) to numerous victims.

Police investigation revealed that the operation involved both Thai and foreign nationals, with money circulation reaching approximately 5 billion baht ($144 million). This led to the issuance of arrest warrants for more than 50 suspects connected to the case.

According to investigators, Mr. Lim and Ms. Saowalak played key roles in the operation, converting fraudulently obtained funds into digital currencies to obscure their origin. They were also allegedly involved with the “Ghost Company” network, which established shell companies to create fake bank accounts supporting illegal business operations.

The arrest was made after authorities received intelligence about Mr. Lim’s planned entry into Thailand through the Sadao checkpoint. Ms. Saowalak was subsequently arrested while attempting to pick up her husband at the immigration checkpoint’s parking area.

Both suspects confessed to recruiting individuals to establish legal companies for opening bank accounts, which were then sold to others. Their client network reportedly extended across several ASEAN countries. Financial investigations have linked these accounts to call center scams, online gambling operations, and grey businesses.

This case follows a similar recent arrest in Bangkok of another Malaysian-Thai couple involved in money laundering through gambling websites. That investigation highlighted a pattern where foreign nationals marry Thai citizens to gain legal business ownership rights for money laundering purposes.

The investigation is ongoing as authorities work to track down additional suspects and examine related financial transactions.

Thai National Dies in Vanuatu Quake, Government Offers Condolences

BANGKOK —  One Thai national has been confirmed dead and three others injured following a powerful earthquake that struck Vanuatu earlier this week, according to Thailand’s Foreign Ministry.

The 7.3 magnitude earthquake hit approximately 30 kilometers from Port Vila, the capital city, on the afternoon of December 17, followed by a 5.5 magnitude aftershock. The disaster caused significant damage to buildings and infrastructure, triggering landslides and forcing the temporary closure of Port Vila International Airport due to runway damage.

Nigorndate Palangkul, Director-General of the Department of Information and Foreign Ministry Spokesman, confirmed the casualties and expressed the ministry’s deepest condolences to the deceased’s family. The Royal Thai Embassy in Canberra, Australia, which oversees Vanuatu, has been in contact with the local Thai community since the incident occurred and is coordinating with the Department of Consular Affairs to assist the victim’s relatives.

“The embassy is working closely with local authorities to handle all necessary procedures,” said Mr. Palangkul. “We have also checked on the three injured Thai nationals, who fortunately sustained only minor injuries and are recovering well.”

The Thai community in Vanuatu consists of approximately 40 people, though several had already returned to Thailand for the year-end holidays. According to the Foreign Ministry, the remaining Thai residents currently have adequate access to food and water supplies.

The embassy continues to monitor the situation closely and stands ready to provide necessary assistance to Thai nationals affected by the disaster.

Vanuatu has declared a state of emergency following Tuesday’s 7.3-magnitude earthquake. The official death toll was revised down to nine, though it was expected to rise as people remained trapped in fallen buildings, a spokesperson of Vanuatu’s disaster management office said. About 200 people have been treated for injuries.

The earthquake hit at a depth of 57 kilometers (35 miles) and was centered 30 kilometers (19 miles) west of the capital of Vanuatu, a group of 80 islands home to about 330,000 people. A tsunami warning was called off less than two hours after the quake, but dozens of large aftershocks continued to rattle the country.

The Asia-Pacific head of the International Federation of Red Cross, Katie Greenwood, speaking to The Associated Press from Fiji, said it was not clear how many people were still missing or killed.

“We have anecdotal information coming from people at the search and rescue site that are fairly confident that unfortunately those numbers will rise,” she said.

The capital’s main medical facility, Vila Central Hospital, was badly damaged and patients were moved to a military camp. Clement Chipokolo, Vanuatu country director at the Christian relief agency World Vision, said health care services, already strained before the quake, were overwhelmed.
