Russian Tourist Dies in Jet Ski Collision Off Phuket Coast

PHUKET — A Russian tourist lost his life in a tragic jet ski incident off Karon Beach in Phuket, Thailand on Tuesday evening. The victim, identified as Mr. Kirill, 58, was reported missing after being involved in a jet ski collision at sea.

The incident came to light when a fellow tourist sought help at a nearby beach shop. The shop owner, 29-year-old Jate, immediately alerted the Karon Police Station. While video footage of the sea area was provided, the actual collision was not captured on camera.

Local authorities, including the Pak Bang Water Rescue Center and various rescue foundations, launched an immediate search operation. At approximately 12:45 a.m. on December 18, local fishermen discovered the victim’s body trapped among rocks in the water.

Medical examiners from Vachira Phuket Hospital conducted a preliminary examination, estimating the time of death between 2-4 hours before discovery. No visible wounds were found on the body, and a full autopsy will be conducted as part of the ongoing investigation. The Russian Embassy has been notified to contact the deceased’s relatives.

This incident occurred amid an ongoing crackdown on illegal jet ski operations in Phuket. On the same day, maritime authorities conducted inspections around Laem Nga, Mali Island, and Pae Island, where they discovered 18 unlicensed jet skis.

Operators of these illegal vessels face fines of up to 10,000 baht per vessel under the Thai Waters Navigation Act and are prohibited from providing services until they comply with legal requirements.

Thai Local Politician’s Murder Shakes Prachinburi to Bangkok

BANGKOK — The murder investigation of prominent Prachinburi Provincial Council member Chaimest “Sor Jor Tong” Sittisanitpong, 48, has been escalated to the Central Investigation Bureau (CIB) in Bangkok. National Police Chief Pol. Gen. Kittirat Panpetch authorized the transfer on December 18, one week after the incident.

The case has sent shockwaves through local politics after Sor Jor Tong was fatally shot at the residence of Prachinburi Provincial Administration Organization (PAO) president Sunthorn “Ko Thon” Wilawan. The victim sustained 22 gunshot wounds – multiple shotgun blasts to the body and two 9mm bullets to the head – on December 11.

Police have arrested seven suspects, including the 85-year-old PAO president Sunthorn, whose house was the scene of the crime. While eyewitnesses and two gunmen testified that Sunthorn had retired to bed before his subordinates opened fire on Sor Jor Tong, all suspects face charges of intentional homicide and illegal possession of firearms and ammunition. All have been denied bail.

The investigation has sparked a broader crackdown on local power structures. From December 14 to 16, joint operations by the Crime Suppression Division, Provincial Police Region 2, and Prachinburi Provincial Police conducted raids at 57 locations, seizing over 70 firearms.

“This demonstrates our serious commitment to targeting and deterring influential figures in the region,” said Police Chief Pol. Gen. Kittirat. “Prachinburi will serve as a model for other provinces.”

The murder appears rooted in local political tensions. Sor Jor Tong, once considered Sunthorn’s right-hand man and adopted son, had begun challenging the established power structure. A leaked audio recording revealed that Sor Jor Tong had quarreled with Sunthorn over his wife Napaphat “Sor Jor Joy” Anyasasanichmon’s candidacy for PAO president. The dispute escalated when Sunthorn refused to support her nomination.

On the day of his death, Sor Jor Tong visited Sunthorn’s residence to resolve the conflict. Instead, he was gunned down from the second floor. Two of the arrested gunmen claimed personal vendettas against the victim.

The case has now drawn national political attention. While Sor Jor Joy initially declared she would not pursue the PAO presidency following her husband’s death, she reversed her decision after meeting with Captain Thamanat Prompao, a member of parliament from Phayao province with close ties to former Prime Minister Thaksin Shinawatra.

“I will run for Pheu Thai Party president of PAO Prachinburi to realize Sor Jor Tong’s dream,” Sor Jor Joy announced at her husband’s funeral, which Thamanat attended. “Despite my fears, I believe in the law and that justice will prevail. This is about fulfilling my husband’s wishes.”

Thamanat revealed that he had introduced Sor Jor Joy to Thaksin Shinawatra as a potential PAO candidate days before her husband’s death. The decision regarding her political affiliation – whether as an independent or under the Pheu Thai Party banner – remains pending.

Pheu Thai Party Secretary-General Sorawong Thienthong stated that the party awaits official candidate announcements. Any potential candidate seeking to run under the Pheu Thai Party must submit a formal application for review by the executive committee.

Honda, Nissan Eye Merger Talks To Form World’s 3rd Biggest Auto Group

TOKYO — Honda Motor Co. and Nissan Motor Co. are arranging talks on a merger that would create the world’s third biggest automaker group by volume, a source familiar with the matter said Wednesday, amid fierce global competition in electric vehicles dominated by overseas rivals.

Japan’s second and third largest automakers are considering the possibility of establishing a holding company, the source said, in an apparent bid to form an automobile alliance to challenge Tesla Inc. of the United States and Chinese EV makers such as BYD Co.

Honda, Nissan, and Mitsubishi Motors Corp., which partners with Nissan, said in a statement that they are “considering various possibilities for future collaboration, but no decisions have been made.”

The merger would create an alliance rivaling industry giants Toyota Motor Corp. and Volkswagen AG in size, with combined sales reaching around 8 million vehicles if those of Mitsubishi Motors are included.

Honda and Nissan agreed in March to commence a feasibility study on a strategic partnership in EV production and software technologies to cut costs and improve competitiveness, with Mitsubishi Motors joining the talks in August.

At a press conference in August, Honda President Toshihiro Mibe said the talks did not involve a capital tie-up, although he did not deny such a possibility in the future.

Global automakers are struggling to secure funds to cover increasingly high costs for EV development due to expensive batteries and the massive resources required for software development, such as autonomous driving functions.

Honda, which traditionally preferred to develop cars in-house, has been ramping up collaboration with companies such as Sony Group Corp. and General Motors Co. in recent years.

Nissan, which agreed to review its decades-old capital alliance with Renault SA last year in a deal that lowered the French automaker’s influence over the Japanese company, has been exploring ways to increase its competitiveness.

Honda and Nissan are facing slumping sales in China, where local brands with more affordable EVs are grabbing market share from Japanese automakers.

Honda last month cut its net profit outlook for the current business year through March to 950 billion yen ($6.2 billion), which would represent a 14.2 percent decline from the previous year, due to weaker-than-expected auto sales in China.

Also in November, Nissan unveiled a plan to cut 9,000 jobs and reduce global output capacity by 20 percent, saying its business in the United States and China continued to struggle.

In 2023, Honda and Nissan sold 3.98 million and 3.37 million vehicles worldwide, respectively.

The Toyota group sold 11.23 million vehicles that year, maintaining top position for the fourth consecutive year, followed by Volkswagen with 9.24 million.

Following media reports on the potential merger talks, trading of Nissan shares was briefly halted by the Tokyo Stock Exchange ahead of the Wednesday morning session but resumed after the companies issued the statement.

Thai Police Bust Yakuza Scammer Ring Targeting Elderly in Japan

NONTHABURI — Thai Immigration Bureau Police announced a major breakthrough in dismantling a Japanese Yakuza-linked call center scam operation that targeted elderly victims in Japan.

Police Lieutenant General Panumas, Acting Commissioner of the Immigration Bureau, revealed details of the operation during a press conference on December 18 that the investigation began following a tip from the Japanese Embassy in Thailand about suspicious call center operations targeting Japanese citizens. The scammers specifically preyed on elderly residents in Japan, promising refunds of health insurance payments.

According to Pol. Maj. Gen. Pantana Nuchanart, Deputy Commissioner of the Immigration Bureau, the criminal group operated using a sophisticated two-step approach. The first team of scammers would impersonate government officials, contacting victims about supposedly unclaimed medical reimbursements worth millions of yen.

Victims were instructed to prepare at least 500,000 yen ($3,400) in their accounts before being manipulated into transferring the money to the scammers’ accounts. The operation was causing losses of tens of millions of yen daily.

Following extensive investigation, authorities raided two luxury pool villas in Pattaya, Chonburi Province. At the first location, police arrested Takayuki, 42, and Hajime, 40, who were identified as the operation’s controllers. Police seized 42 pieces of evidence, including mobile phones, tablets, and computers containing victim information and conversation scripts.

Investigators discovered that Takayuki was a former member of the “Yamaguchi” Yakuza syndicate in Japan. The operation was reportedly generating around 24 million yen (approximately $163,000, 5 million baht) daily in fraudulent gains.

At the second villa, authorities arrested three additional suspects: Kenjiro, 37, Takahiro, 34, and Katsuhito, 28, who worked as call center operators. Police confiscated 37 items of evidence, including phones, tablets, and documents containing victim information.

Given the serious nature of their crimes, all five Japanese nationals have had their permits to stay in Thailand revoked and are being held at Immigration Division 3 pending legal proceedings.

Police Colonel Ratchot Chotkun, Deputy Commander of the Immigration Police Investigation Division revealed that the investigation was initiated after a former member of the scam ring provided information to the Japanese Embassy. The informant disclosed that the operation had recently relocated from Malaysia to Thailand on September 29, and came forward due to guilt over defrauding fellow Japanese citizens.

Investigators are now expanding their probe to trace the fraudulent funds, some of which are believed to have been invested in Thai businesses.

Thailand Launches Global E-Visa System Starting January 2025

BANGKOK — Thailand’s Ministry of Foreign Affairs has announced the launch of a comprehensive electronic visa system that will be accessible worldwide beginning January 1, 2025. The announcement came during a launch ceremony presided over by Foreign Affairs Minister Maris Sangiampongsa at Vithes Samosorn on December 17.

During the ceremony, Worawut Pongprapapant, Director-General of the Department of Consular Affairs, revealed that his department has been developing the e-Visa system for over a decade to streamline the visa application process through technology. He noted that Thailand first launched the e-Visa system in Beijing, China, in February 2019, before evolving it into a sticker-less visa system in September 2021.

The new THAI E-VISA system, accessible through www.thaievisa.go.th, will be implemented across 94 Royal Thai Embassies and Consulates-General, marking a significant modernization of Thailand’s visa application process.

The system is built on the concept of “3A’s” – Apply, Anywhere, and Anytime. Travelers will no longer need to queue at embassies or submit multiple physical documents. Instead, they can apply through a streamlined online process that features real-time data exchange with relevant agencies, including Immigration Bureau and National Intelligence Agency, enhancing security screening procedures.

The system will offer online payment options through a partnership between the Ministry of Foreign Affairs and Kasikorn Bank. While some countries will initially require applicants to present payment evidence at Thai diplomatic missions, the Ministry is working to implement worldwide online payment capabilities within the next six months.

“The e-Visa system will operate 24/7, regardless of holidays or office hours, allowing travelers to apply from anywhere outside Thailand at their convenience,” Worawut stated. The system aims to strengthen Thailand’s position as a premier destination for international visitors.

Regarding visa exemptions, officials clarified that the current arrangement allowing tourists from 93 countries to stay up to 60 days without a visa will remain unchanged. However, the e-Visa system will handle other visa categories, including student and work visas.

In response to aviation industry concerns, officials confirmed that travelers will receive their e-Visa copies via email, which can be presented at airport check-in counters, similar to traditional visa stickers but in digital format.

The initiative aligns with the government’s broader strategy to streamline visa processes and enhance Thailand’s appeal as a global hub for tourism, business, and international exchange.

A Top Russian General Is Killed in a Moscow Bombing Claimed by Ukraine

MOSCOW — A senior Russian general was killed Tuesday by a bomb hidden in a scooter outside his apartment building in Moscow, a day after Ukraine’s security service leveled criminal charges against him. A Ukrainian official said the service carried out the attack.

Lt. Gen. Igor Kirillov, the chief of the military’s nuclear, biological and chemical protection forces, was killed as he left for his office. Kirillov’s assistant also died in the attack.

Kirillov, 54, was under sanctions from several countries, including the U.K. and Canada, for his actions in Moscow’s war in Ukraine. On Monday, Ukraine’s Security Service, or SBU, opened a criminal investigation against him, accusing him of directing the use of banned chemical weapons.

An official with the SBU said the agency was behind the attack. The official, who spoke on condition of anonymity because they were not authorized to release the information, described Kirillov as a “war criminal and an entirely legitimate target.”

The SBU has said it recorded more than 4,800 occasions when Russia used chemical weapons on the battlefield since its full-scale invasion in February 2022. In May, the U.S. State Department said that it had recorded the use of chloropicrin, a poison gas first deployed in World War I, against Ukrainian troops.

Russia has denied using any chemical weapons in Ukraine and, in turn, has accused Kyiv of using toxic agents in combat.

Kirillov, who took his current job in 2017, was one of the most high-profile figures to level those accusations. He held numerous briefings to accuse the Ukrainian military of using toxic agents and planning to launch attacks with radioactive substances — claims that Ukraine and its Western allies rejected as propaganda.

The bomb used in Tuesday’s attack was triggered remotely, according to Russian news reports. Images from the scene showed shattered windows and scorched brickwork.

The SBU official provided video that they said was of the bombing. It shows two men leaving a building shortly before a blast fills the frame.

Russia’s top state investigative agency said it’s looking into Kirillov’s death as a case of terrorism, and officials in Moscow vowed to punish Ukraine.

Dmitry Medvedev, deputy head of Russia’s Security Council chaired by President Vladimir Putin, described the attack as an attempt by Kyiv to distract public attention from its military failures and vowed that its “senior military-political leadership will face inevitable retribution.”

In the past year, Russia has been on the front foot in the war, grinding deeper into the Donetsk region of eastern Ukraine despite heavy losses. Ukraine tried to change the dynamic with an incursion into Russia’s Kursk region, but it has continued to slowly lose ground on its own territory.

Since Russia invaded, several prominent figures have been killed in targeted attacks believed to have been carried out by Ukraine.

Darya Dugina, a commentator on Russian TV channels and the daughter of Kremlin-linked nationalist ideologue Alexander Dugin, died in a 2022 car bombing that investigators suspected was aimed at her father.

Vladlen Tatarsky, a popular military blogger, died in April 2023, when a statuette given to him at a party in St. Petersburg exploded. A Russian woman, who said she presented the figurine on orders of a contact in Ukraine, was convicted and sentenced to 27 years in prison.

In December 2023, Illia Kiva, a former pro-Moscow Ukrainian lawmaker who fled to Russia, was shot and killed near Moscow. The Ukrainian military intelligence lauded the killing, warning that other “traitors of Ukraine” would share the same fate.

On Dec. 9, a bomb planted under a car in the Russian-occupied Ukrainian city of Donetsk killed Sergei Yevsyukov, the former head of the Olenivka Prison where dozens of Ukrainian prisoners of war died in a missile strike in July 2022. One other person was injured in the blast. Russian authorities said they detained a suspect in the attack.
