Eight Thai Agencies Join German Climate and Energy Initiative

BANGKOK – Eight agencies signed on November 5, 2024 a Memorandum of Understanding (MOU) under Thai-German Cooperation on Energy, Mobility and Climate (TGC EMC) to formally demonstrate their commitment to collaborate on supporting Thailand’s climate goals.

This partnership aims to unite efforts for Thailand to achieve carbon neutrality by 2050 and reach net-zero emissions by 2065.

TGC EMC Project is funded by the International Climate Initiative (IKI) under Germany’s Ministry for Economic Affairs and Climate Action (BMWK).

In driving project implementation, GIZ joins hands with seven key Thai government agencies: Department of Climate Change and Environment (DCCE), Office of Natural Resources and Environmental Policy and Planning Office (ONEP), Energy Policy and Planning Office (EPPO), Department of Alternative Energy Development and Efficiency (DEDE),  Office of Transport and Traffic Policy and Planning (OTP),  Office of Agricultural Economics (OAE), and Bangkok Metropolitan Administration (BMA).

With partner organisations from different sectors, TGC EMC is unique in its “sector coupling” approach, which does not focus on a specific sector, but view climate challenges in their holistic nature that need to be solved through multilayered cooperation in a cross-sectoral manner.

The concept of “Sector Coupling” – integrating key sectors for the energy transition – is central to the MoU signing ceremony and subsequent workshop. Here, partners commit not only to collaboration but to working cross-sectorally, creating a cooperative framework designed to drive Thailand’s climate ambitions forward.

Following the MoU Signing Ceremony, multi-sectoral stakeholders further explore the concept and the need for cross-sectoral cooperation in a workshop titled “Achieving Higher Climate Ambitions through Sector Coupling”.

This workshop featured inspirational talks from experts in the transport, renewable energy, biomass, and industrial sectors, as well as focus group discussion to identify potential sector coupling solutions for Thailand. 

Organised at Mövenpick BDMS Wellness Resort Bangkok, the event is attended by 150 participants representing government agencies, cooperating partners, and associated stakeholders.

H.E. Dr Ernst Reichel, Ambassador of the Federal Republic of Germany in Thailand, noted that Germany is deeply committed to a carbon-neutral future, both at home and through partnerships around the world. TGC EMC, a Thai-German collaboration, exemplifies an interdisciplinary approach as it brings together the expertise of both countries. This unique cross-sectoral partnership serves as a model for comprehensive climate action across key areas—from energy and transport to industry and biomass.

“TGC EMC programme addresses climate change through a collaborative and comprehensive approach that is cross-sectoral, inclusive, and solution-oriented. This comprehensive integration is key to a successful energy transition and the decarbonisation of high-impact sectors. Only by linking these sectors can we maximise the potential for a cleaner, more sustainable future.” said Dr Reichel.

Dr Phirun Saiyasitpanich, Director-General of the Department of Climate Change and Environment (DCCE), said in his opening remark that the signing of the Memorandum of Understanding between eight partner organisations today is demonstrating the commitment of governmental partners to drive the TGC EMC project in alignment with Thailand’s carbon neutrality goals.

“This event is pivotal to the work of TGC EMC as it emphasises the significance of integration across various sectors or “sector coupling” in supporting Thailand to achieve carbon neutrality by 2050.”

Dr Phirun highlights that TGC-EMC is actively working across different thematic sectors to assist Thailand in developing innovative technological solutions, enhancing policies, and piloting and scaling up transition pathways. In particular, the Thai Climate Finance Initiative (ThaiCI), with a dedicated budget of 4 million euros, will be established as a climate-specific funding line under the Environment Fund to provide financial support for local climate change projects in Thailand. 

“For each sector to put in their best effort in pursuing decarbonisation is simply not enough. It is time that we go beyond our sector boundaries, and start connecting and linking with each other. Only by genuinely working together in an integrated manner, we could realise our potentials and achieve our ambitions”, Dr Phirun said.

Mrs. Insa Illgen, Programme Director of Thai-German Cooperation on Energy, Mobility and Climate (TGC EMC), addressed that the TGC EMC programme, together with partners, is committed to supporting Thailand over the next three years to implement transformative actions. The programme fully aligns with the Thai government’s 2050 climate neutrality target.

In her remark, Mrs Illgen shed light to the meaning of today’s theme “sector coupling”, which is not only central to the event itself, but in the efforts toward energy transition worldwide.

“To really make a difference, we cannot simply prioritise electricity and focus on increasing renewable energy generation. We must also adopt energy efficiency measures and broaden the application of renewable energy across all sectors – This is what we mean by sector coupling.” – Mrs Illgen said. 

Her remarks built on a video keynote address by Philip Behrens from the German Federal Ministry for Economic Affairs and Climate Action (BMWK), who underscored the Ministry’s ongoing commitment and support for the Thai-German Cooperation on Energy, Mobility, and Climate. Behrens provided valuable insights into sector coupling as a crucial element in advancing sustainable energy transitions.

Brawl Breaks Out Between Uzbek Rival Groups on Pattaya Beach

PATTAYA – Local police responded to a late-night disturbance on Pattaya Beach Road after a confrontation between two groups of Uzbek nationals erupted into violence, causing alarm among tourists in the popular beach resort area.

The incident occurred at approximately 12:10 a.m. November 6 near Soi 13/4 on Pattaya Beach Road, when police were called to break up a physical altercation. Upon arrival, officers found two rival groups engaged in a heated dispute, with both sides sustaining minor injuries.

According to Kiranuwat, 42, a local beach chair vendor who witnessed and recorded the incident, the conflict stemmed from territorial disputes over operating areas along the beach. “A new group of Uzbek women had encroached on an established group’s territory, leading to tensions,” he explained.

The situation escalated when male associates of one group arrived to mediate, but negotiations quickly broke down. During the police intervention, one foreign male suspect resisted arrest, requiring officers to physically restrain and handcuff him.

Local residents report ongoing concerns about unauthorized activities along Pattaya Beach Road, noting that various groups frequently operate in the area despite regular patrols by tourist police.

PHUKETA viral motorcycle ride on Phuket’s Kamala Beach ended in a costly lesson for an Israeli tourist who claimed beach biking was legal in his homeland.

Mr. Amirah, 30, was tracked down by local police on November 5 after social media lit up with footage of his motorcycle adventure, dubbed “Kamala Beach Racing,” which showed his bike stuck in the pristine Thai sand.

Despite holding a valid international driver’s license, the tourist found himself facing police action after Kamala Police Station Superintendent Colonel Somsak Thongkliang ordered an investigation into the incident.

“There were no warning signs,” Amirah told police, explaining that such activities are permitted in Israel. He readily agreed to pay the 5,000 baht fine for causing public disturbance.

Previously in May, a similar incident occurred when famous YouTuber ‘SpriteDer SPD,’ who has 14 million subscribers, drove an electric vehicle onto Pak Nam Lang Suan Beach in Chumphon province to create content. The car became stuck in the sand, sparking widespread criticism.

Taiwan Makes Case for INTERPOL Inclusion in New Publication

The 92nd session of the INTERPOL General Assembly takes place from 4 to 7 November 2024 in Glasgow, United Kingdom. According to Article 2 of the Constitution of the International Criminal Police Organization (INTERPOL), one of the organization’s aims is to ensure and promote the widest possible mutual assistance between all criminal police authorities.

In recent years, transnational crime has evolved, exacerbated by the rapid advancement of information and communications technology. Criminal activities are increasingly of a cross-border, organized, and anonymous nature, with financial transactions taking place online. This puts all countries and peoples at risk.

To combat transnational crime, strengthening cross-border cooperation, enhancing law enforcement capabilities, and building capacity to safeguard justice have become key goals of the international community.

In addressing new types of transnational crime, INTERPOL President Ahmed Naser Al-Raisi stated on September 7 during International Police Cooperation Day that “by openly sharing intelligence, strategies, and resources, we are better equipped to confront global threats like transnational crime, human trafficking, and terrorism.”

Taiwan operates its own policing and justice, financial and trading, aviation and maritime transport, and border control systems. Having garnered extensive experience in combating transnational crime such as telecommunication fraud, drug trafficking, cyberattacks, organized crime, and terrorism, Taiwan’s law enforcement authorities have demonstrated their commitment to promoting peace and helping vulnerable people.

Its well-trained officers have also made Taiwan a significant partner to the international community, which has highly recognized Taiwan’s crime-fighting achievements. As global security is interconnected, cooperation between Taiwan and INTERPOL would help make the world a safer place.

Taiwan’s public safety is recognized globally.

The American Chamber of Commerce in Taiwan’s 2024 Business Climate Survey reported that the high degree of personal safety was the most attractive aspect of life and work in Taiwan to foreign business professionals. Indeed, this has been cited as the biggest attraction for eight consecutive years.

Former Director of the American Institute in Taiwan (AIT) Sandra Oudkirk also said that “Taiwan is the safest place I’ve ever lived.”

According to the Numbeo safety index, Taiwan ranks as the fourth-safest country in the world, with a crime rate fourth-lowest among 146 countries, following only Andorra, the United Arab Emirates, and Qatar.

Moreover, in 2023, the Expat Insider annual survey published by InterNations ranked Taiwan the fifth most-livable country—second for quality of life, eighth for safety, and first for quality of healthcare.

Timely intelligence sharing is key to combating transnational crime.

Taiwan enjoys strong law enforcement capabilities and cooperates with friendly partners in criminal investigations. Being able to exchange information in real time is crucial to combating transnational crime.

However, due to its exclusion from INTERPOL, Taiwan can only access critical intelligence indirectly. By the time that information is received, it is often outdated, creating a challenging situation that allows transnational crime to thrive and exacerbates the harm caused.

Without Taiwan, the international security network is incomplete.

This year’s theme for international police cooperation is “police integrity, accountability, and oversight,” which are values crucial to law enforcement and global security. These values form the foundation of public trust; are essential to preventing crime, protecting the vulnerable, and upholding justice; and play a vital role in international police cooperation.

Taiwan, strategically positioned and committed to strengthening international ties, is eager to share information and work with other countries to build a more peaceful, secure, and prosperous future for all.

Taiwanese passports, which enjoy visa-free entry to more than 100 countries and areas around the world, have become prime targets for transnational criminals. There have been numerous cases of such passports being illegally traded by crime syndicates in other countries.

Criminal elements in a number of countries have fraudulently used Taiwanese passports to engage in illegal activities, thereby threatening international security and seriously disrupting the global order. However, for international political reasons, Taiwan has been unable to participate in INTERPOL for over 40 years, and neither obtain the latest information on crimes nor share intelligence on suspects of major crimes such as fraud and drug trafficking in a timely fashion.

Likewise, Taiwan is unable to provide other countries with crucial information regarding emerging criminal methods, its experiences in investigating related crimes, and details on forged passports. Taiwan’s absence hampers efforts to prevent and stop criminal activities at their source.

Taiwan is willing and able to engage in joint law enforcement efforts.

In 2017, for example, after Australian national Lisa Lines allegedly convinced a lover to attack her ex-husband with an ax, seriously injuring and paralyzing him, she fled to Taiwan to hide and work. In September 2022, INTERPOL issued a red notice for Lines and a yellow notice for her young children.

However, Taiwan was not notified and remained unaware of the case until October 2023, when Australia contacted Taiwan to request assistance with the matter. Subsequently, Taiwan conducted an investigation and alerted both Australia and Palau, leading to the arrest of Lines when she traveled to Palau with her children. She was then extradited to Australia to face trial, and her children were escorted back to Australia.

In 2024, the INTERPOL Stop Internet Piracy (I-SOP) initiative sought to address copyright violations and piracy crimes, issuing a report entitled Paris 2024 Olympic Games: Awareness for Potential Digital Piracy Services.

The report highlighted a Taiwanese police investigation into the illegal broadcasting of Olympic events through the Unblock Tech TV box (also known as the Anbo box). INTERPOL later asked Taiwan to share its related experiences and suggest potential measures for combating set-top box and other digital piracy services in the future so as to better protect intellectual property rights.

Finance Minister: Thailand Must Prepare For Post-US Election Trade Challenges

BANGKOK — After the upcoming presidential election in the US, whether Donald Trump or Kamala Harris wins, Thailand must prepare for an intensified trade war, according to the Thai finance minister. The exchange rate will be decisive if export structures shift.

Deputy Prime Minister and Finance Minister Pichai Chunhavajira provided insights into the upcoming US presidential election, which will be held on November 5, or November 6 Thailand time. He noted that regardless of whether Trump or Harris wins, problems will arise as both are likely to prioritize their national interests.

In the past, the U.S. has had a “one man show” approach to global leadership, but now, with new global players, the U.S. needs to adjust its governance approach. Regardless of who wins the election, the challenges will remain, even if they will be different.

With the potential escalation of the trade war, Thailand needs to take a holistic approach and make the necessary adjustments. By adjusting effectively, Thailand can benefit; in fact, foreign investment incentives have reached a record high in the last decade. The country needs to focus on two key areas:

Develop and support local content production to encourage Thai entrepreneurs to improve.
Ensure that production remains in Thai hands and that products are not only assembled in Thailand.

As far as the exchange rate is concerned, there are two critical aspects. First, in the event of a devaluation of the baht, Thailand must maintain the stability of the currency and prevent it from depreciating below that of neighboring countries in order to maintain the competitiveness of exports.

The second aspect is that currencies fluctuate depending on the dollar, but unlike in the past, Thailand has sufficient liquidity and reserves to cope with this. The more critical focus should be on export capabilities.

Currently, the baht sometimes appreciates and sometimes depreciates against competitors’ currencies. A long-term view is essential as exchange rates become increasingly important, especially given the changing export dynamics. However, direct intervention is unlikely.

From the Commerce Ministry’s perspective, the director of the Office of Trade Policy and Strategy, Phunphong Nainan, said the outcome of the US election is likely to have a significant impact on Thailand’s economy. Both candidates have different policies on trade, investment and measures that could affect inflation rates.

In the event of a Harris victory, free trade is expected to receive more support. The US could rejoin the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), which would be an opportunity for Thailand to consider joining in order to expand trade with member countries.

Technological cooperation with Asian partners could benefit Thailand, especially in technology transfer and investment in Industry 4.0. Harris could take softer tax measures on China than Trump. However, this could still impact supply chains linked to China and push Thailand to diversify risks and seek new trading partners.

If Trump returns to office, tariffs, especially on Chinese imports, could be increased significantly, up to 60 percent or more. This could result in more manufacturing moving from China to Thailand, which would boost demand for Thai products in the US. However, the US could also impose non-tariff trade barriers, meaning that Thailand would have to improve its production standards in order to remain competitive in the US market.

In terms of investment, Harris’ potential victory could increase US investment in Thailand, particularly in the clean technology, renewable energy and innovation sectors. This could open up opportunities for Thai companies to invest in the US, boosting technology transfer and battery production in Thailand.

Harris’ policy could also encourage investment in 5G and AI, opening up opportunities for Thai telecom and software companies in the global supply chain. In addition, smart city initiatives could facilitate knowledge sharing between the two countries, and AgriTech partnerships could capitalize on Thailand’s strengths.

Conversely, Trump’s “America First” approach could lead to a decline in US investment in Thailand if he wins the election, particularly in the manufacturing sector, as tax incentives could lure US companies back to the country. This could have an impact on the Thai electronics and automotive supply industries.

In addition, technology transfer from the US could slow down, which could hinder the development of Industry 4.0 in Thailand. Investment in R&D and innovation by US tech companies could decline, limiting access to advanced technologies such as semiconductors and 5G, which could impact the Thai tech sector.

To prepare for potential policy uncertainties, Thailand should consider several measures. Companies should diversify their export markets beyond the US, encourage innovation and upgrade their products to maintain their competitiveness. Keeping a close eye on US trade and economic policies will allow Thailand to adapt quickly. Investment in clean technology and alternative energy should also be prioritized to address future energy shifts.

At the national level, Thailand should accelerate infrastructure and workforce development to support investment in clean technology and innovation. Promoting domestic R&D can reduce dependence on foreign technology.

Partnerships with other countries in the region will attract investment and build a resilient supply chain. Finally, Thailand should create a flexible, responsive investment policy that is aligned with global trends.

Children Among Myanmar Migrants Found Abandoned in Ranong Forest

RANONG — Nine Myanmar nationals, including five adults and four children aged 2-6 years, were rescued from deep forest after being abandoned by human traffickers along the Ranong-Chumphon mountain range in Southern Thailand. Local villagers discovered the group and alerted authorities.

On November 5, Col. Apichai Ruangrit, Commander of the 25th Task Force, received a report from the Kapoe Operations Unit about villagers in Ban Thong Lang, Moo 3, Ban Na subdistrict, Kapoe district, Ranong province, spotting suspicious-looking migrants with children walking in the deep forest, appearing exhausted and hungry.

A joint operation team, including local police, district officials, and village heads, was dispatched to investigate.

The authorities found five adults (one male and four females) and four young children aged 2-6 years hiding behind bamboo groves on a hillside. One of the two-year-olds was crying from hunger.

Nine Myanmar nationals, including five adults and four children aged 2-6 years, were rescued from deep forest along the Ranong-Chumphon mountain range on November 5, 2024.

Initial investigation revealed the group had traveled from Dawei, Myanmar, using temporary border passes through Koh Song province. They entered Thailand via longtail boat to Ranong Fish Port.

Human traffickers picked them up in vehicles but abandoned them in the forest. Their intended destination was Malaysia, where they have relatives working. They hadn’t paid for their journey, as payment was due upon reaching their destination.

The location where they were abandoned is along a route leading to Phato district, Chumphon province. Officials believe the traffickers abandoned the group due to fear of arrest, as military checkpoints had recently been set up along known trafficking routes.

The five adult migrants have been transferred to Kapoe Police Station for legal proceedings regarding illegal entry.
