Singer-Cop Among Suspects in Pattaya Highway Extortion of Chinese Duo

PATTAYA — The group that extorted 700,000 baht from a Chinese duo on the highway, as exposed in a viral social media clip, includes two police officers who were the first to be arrested. One of them is also a famous police singer.

Following the scandalous case where Chinese tourists were allegedly stopped by a group of men claiming to be police officers on the motorway (Highway 7) heading towards Pattaya in Nongprue, Bang Lamung, Chonburi province, and then kidnapped and extorted for 700,000 baht on July 10, the latest investigation has revealed that actual officers from Region 2 Provincial Police were indeed involved.

On the morning of July 23, police arrested Sergeant Thitiwat, age 30, the first suspect, under a warrant from the Pattaya Provincial Court. He was brought in for questioning at Nongprue Police Station, where he denied all charges.

In the afternoon, Police Lieutenant Praderm, age 54, Deputy Inspector (Investigation) of Division 5, Investigation Bureau, the second suspect, turned himself in and also denied all charges. Local media reported that this officer is known as a talented singer for the Royal Thai Police, with a video of him singing “Police Will Come” available on YouTube.

Both officers are charged with “being officials jointly abusing authority, coercing or inducing others to hand over property or benefits, being officials jointly performing or omitting duties improperly to cause damage to others, or performing or omitting duties dishonestly.”

Additional charges include “jointly coercing others to act or not act by instilling fear of danger to life, body, liberty, reputation or property of the coerced person or others, or by using force until the coerced person must comply, and jointly detaining or imprisoning others, or acting in any way to deprive others of bodily freedom.”

Three other suspects – Woraphon Kaensawat (40), Wachira Bannakhon (48), and Kamon Wangsri (33) – face the same charges as the two police officers, with an additional charge of “jointly supporting officials in committing the offense of abusing authority.”

Investigators have seized two suspect vehicles: a white Toyota Fortuner and a black Ford Everest. Forensic police from Region 2 Chonburi have collected latent fingerprints as evidence.

The incident occurred on July 10, and footage was shared on social media on July 15, prompting Police Major General Thirachai Chamnanmor, Commander of Chonburi Provincial Police, along with investigation teams from Region 2 and Pattaya City Police Station, to begin searching for the Chinese victims who had not come forward.

 

On July 19, police found two Chinese nationals, Jin Cui (43) and Chen Wei (44), hiding in a condominium in Jomtien area. They claimed they were afraid to provide information to the police due to their illegal entry into Thailand.

Both men stated they had fled China due to arrest warrants related to gambling offenses. They entered Laos in early December 2023 and then illegally crossed the Mekong River into Thailand’s Chiang Rai province. From there, they were taken to Chiang Rai airport and then to Pattaya before being arrested.

The two Chinese nationals were handed over to Chonburi Immigration Police for illegal entry charges. Later, Pattaya police requested their transfer to Nongprue Police Station for questioning regarding the 700,000 baht extortion case.

Hamas and Fatah Sign Declaration in Beijing on Ending Yearslong Rift as War Rages in Gaza

RAMALLAH, West Bank (AP) — Palestinian factions Hamas and Fatah signed a declaration in Beijing on ending a yearslong rift, the groups said Tuesday, taking a step toward resolving a deep divide which has lingered for years despite repeated attempts at unifying the sides.

The two heavyweights of Palestinian politics signed the Beijing Declaration on “ending division and strengthening Palestinian unity,” according to Chinese state broadcaster CCTV, pledging to form a unity government for the Palestinian territories. But previous such declarations have failed, including a similar deal in 2011, casting doubt over whether the China-sponsored negotiations might actually lead to a resolution.

The declaration comes at a sensitive time, as the war in Gaza rages on into its 10th month and as Israel and Hamas are weighing an internationally backed cease-fire proposal that would wind down the war and free dozens of Israeli hostages held by Hamas.

The question of Palestinian political unity could complicate planning for a postwar leadership structure for Gaza, one of the thornier issues in the ongoing peace talks. Hamas won parliamentary elections in Gaza in 2006 and then overran the territory in a violent takeover the following year.

Gaza’s postwar future remains in doubt. Israel vehemently opposes any Hamas role in governing Gaza after the war. It has also rejected calls from the United States for the Fatah-dominated Palestinian Authority to run Gaza after the fighting ends.

Since the current war broke out in Gaza almost 10 months ago, Hamas officials have said that the party does not want to return to ruling Gaza as it did before the conflict, and the group has called for formation of a government of technocrats to be agreed upon by the various Palestinian factions, which would prepare the way for elections for both Gaza and the West Bank, with the intention of forming a unified government.

But both Israel and the PA have deep distrusts about Hamas’ intentions.

Israel’s Foreign Minister, Israel Katz, swiftly rejected the agreement Tuesday, stating that no joint governance between Hamas and Fatah in Gaza will take place “because Hamas’s rule will be crushed.”

The two rival Palestinian groups, along with 12 other political factions, met with Chinese Foreign Minister Wang Yi, concluding talks that started Sunday, according to a post on social media platform Weibo from Chinese TV network CGTN.

The agreement also underscores China’s growing role in Middle East diplomacy, with success in the restoration of relations between Saudi Arabia and Iran.

“But to be sure, China is still the process of trying to earn credibility as a global mediator,” said James Char, a research fellow at the Institute of Defence and Strategic Studies at Nanyang Technological University in Singapore.

A joint statement issued after the most recent talks in Beijing gave no details on how or when the government would be formed, saying only that it would be done “by agreement among the factions.” According to the joint statement, the two groups are committed to the creation of a Palestinian state on lands Israel captured in the 1967 Mideast war.

The deal does not appear to bridge the two group’s diverging position on Israel. Hamas previously said it would accept a state based on the pre-1967 war borders, while also refusing to officially recognize Israel. The Fatah-dominated Palestinian Authority, meanwhile, abides by interim peace agreements with Israel signed in the early 1990s.

The agreement signed by the Palestinian factions promised to follow up on previous reconciliation agreements signed in both 2011 and 2022.

“The understanding in China is based on widening the scope of the membership on the PLO (Palestine Liberation Organization) to include other factions who have not joined it” including Hamas, said Jamal Nazzal, a Fatah spokesperson.

“It’s a long way ahead, and most of it will be implemented after a possible cease-fire,” he added.

Fatah and Hamas have been rivals since Hamas violently routed forces loyal to Palestinian President Mahmoud Abbas’ Fatah in Gaza in 2007, taking over the impoverished coastal enclave. The Fatah-dominated Palestinian Authority, headed by Abbas, administers parts of the occupied West Bank. It is widely viewed by the Palestinian public as corrupt, out of touch, and a subcontractor for Israel because of their joint security coordination.

Hamas members have never been part of PLO, the Palestinian government body responsible for international affairs. In a statement, Husam Badran, a Hamas political official based in Qatar, praised the agreement, describing it as a further “positive step towards achieving Palestinian national unity.”

But Tuesday’s deal doesn’t have a hard timeline.

“There is an opportunity … but it is not big, because it lacks a specific timetable for implementation,” said Hani Al-Masry, an expert on Palestinian reconciliation affairs.

Repeated attempts at mending the rift have failed, wrecked by the factions’ own bitter rivalry over power and the West’s refusal to accept any government that includes Hamas unless it expressly recognizes Israel.

United States President Joe Biden’s administration envisions a revamped Palestinian Authority ruling postwar Gaza and has sought a series of reforms that might make it a viable presence in the war-ravaged territory. Israel rejected that idea, but has not put forward a credible alternative for who will govern Gaza.

The Palestinian Islamic Jihad, a smaller militant group allied with Hamas, issued a statement Tuesday after the talks saying that it still “rejects any formula that includes recognition of Israel explicitly or implicitly” and that it had “demanded the withdrawal of the Palestine Liberation Organization’s recognition of Israel.”

AirAsia Launches Don Mueang-Hyderabad and Phuket-Siem Reap Flights

Thansita Akkarauttiprom, Commercial Director of Thai AirAsia, said on July 23 that AirAsia is fully expanding into international markets, all of which have high growth potential, especially Cambodia and India.

Currently, AirAsia’s international markets are receiving very good responses, with an average passenger load factor of 89% across all routes. Notable markets include China (92% load factor), India (91%), and ASEAN (89%).

“The overall international flight routes have grown significantly, with capacity returning to near 2019 levels. This is partly due to government measures such as visa-free policies and air rights negotiations, making travel easier and more economical. It’s an opportunity for tourists to experience more overseas trips, both Thai tourists going abroad and foreigners coming to Thailand,” said Thansita.

The latest new route, “Don Mueang-Hyderabad,” is a new destination in India that AirAsia has never flown to before. This route opening results from Thailand’s successful negotiation of air rights between Thailand and India, increasing international flight seats between the two countries.

The “Phuket-Siem Reap” route meets the demands of foreign tourists, offering a direct flight from Phuket to Cambodia’s World Heritage city. Siem Reap is a hot destination for foreigners, and this new route should facilitate easier travel for foreign tourists visiting Phuket to connect to this World Heritage site.

Promotions for the two new routes:

  • Bangkok (Don Mueang) – Hyderabad, India: Starting from 2,990 baht per flight

Thai Government Opts for Cannabis Act to End Political Deadlock

BANGKOK  — The conflict over whether “cannabis” should be reclassified as a narcotic was resolved with the government’s decision to legislate on this in parliament.

Previously, the Pheu Thai Party, the leading party in the ruling coalition, had pursued a policy to reclassify cannabis, but this was met with widespread opposition from cannabis entrepreneurs. This policy was also at odds with the stance of the Bhumjaithai Party, the second largest party, which had previously advocated the removal of cannabis from the narcotics list, leading to potential conflict within the ruling coalition.

On July 23, Deputy Prime Minister and Minister of Interior Anutin Charnvirakul from the Bhumjaithai Party acknowledged that Prime Minister Srettha Thavisin had discussed the matter with him and Health Minister Somsak Thepsuthin. The Prime Minister suggested that there should be a specific act of Parliament to regulate it, a decision for which Anutin expressed gratitude.

Anutin mentioned that there will be consultations between different parties to draft the law. The Bhumjaithai party has already tabled a bill in parliament. If the other parties agree, they can propose amendments and a committee can be set up to discuss it.

When asked if the push for the cannabis bill would be successful this time, unlike the previous government, Anutin replied: “This is an order from the Prime Minister.”

Somsak added that the prime minister was concerned about cannabis becoming a political issue. He pointed to two main avenues: first, the Narcotics Control Board (NCB) must review the draft notice to reclassify cannabis as a narcotic; second, the cannabis bills pending in Parliament, including one from the Ministry of Health, which is currently in the Council of State, four drafts in total.

“The result will be cannabis for medical and health purposes, for medicinal and economic benefit, but not for recreational use. This follows the established mechanisms of the NCB and the House of Representatives, which are democratic processes,” Somsak explained.

Regarding speculation that the resolution may have been influenced by former Prime Minister Thaksin Shinawatra, who recently played golf with Anutin in Khao Yai, Anutin denied having discussed cannabis with Thaksin. Somsak humorously added: “You journalists know more about it than I do”

Earlier, cannabis advocates had gathered to protest against the government’s plan to reclassify cannabis as a narcotic. Decha Siripat, president of the Khao Kwan Foundation and a traditional medicine practitioner who produces cannabis oil for treatment, stated that traditional medicine practitioners and patients will immediately protest in front of the government building if the government reclassifies cannabis as a narcotic.

“No country has reclassified cannabis as a narcotic after it was abolished; they just further declassified it. Germany, for example, is preparing to remove cannabis from the narcotics list. If cannabis is considered a narcotic, why aren’t alcohol and cigarettes also classified as narcotics, even though they are sold in supermarkets?” Criticized Decha.

Decha argued that the state’s reclassification of cannabis as a narcotic would allow monopolization by big capitalists, making it harder for traditional medicine practitioners to access cannabis and driving up prices, despite its long history as a medicinal herb.

However, on the same day, the Youth Network Against Cannabis and Drugs (YNAC) issued a statement attacking this decision of the government, saying it ignores the voices of over 200,000 people who signed in favor of returning cannabis to Schedule 5 narcotics.

The anti-cannabis group stated that implementing the Cannabis Act to control it would take at least 2-3 years. The process of returning cannabis to the narcotics list, which is currently underway, is close to completion, with only approval from the Narcotics Control Board remaining.

“Will the Prime Minister continue to allow cannabis to be free like this? Will the public and youth continue to suffer like this? Have you prioritized political benefits over the benefits of the people? Is that really the case?” the statement said.

BANGKOK — A Chinese-language billboard selling passports at the Huai Khwang intersection on Ratchadaphisek Road in Bangkok, which caused a stir on social media, has become a major problem that is being urgently investigated by state authorities.

On July 23, Pol. Lt. Gen. Thiti Saengsawang, chief of the Metropolitan Police Bureau, and Pol. Lt. Initially, the police accused her of being a foreigner working without a permit. The Metropolitan Police and the Immigration Department are now widening their investigation to identify the client.

At the same time, Mr. Paitoon Ngammook, Director of Huai Khwang District Office, visited the site to check the facts about the Chinese-language advertisement soliciting the buying and selling of passports and nationalities for court cases. The building was found to have posted the sign illegally, in violation of the Building Control Act and the Clean and Order Act, and a fine of 5,000 baht was imposed on the building owner.

Mr. Paitoon concluded that the issue of advertising for the purchase and sale of citizenship or passports should be left to the police to determine what offenses are involved. Originally, the sign did not announce the sale of Thai citizenship. The lender of the advertisement is a company owned by a Singaporean.

Deputy Prime Minister and Interior Minister Anutin Charnvirakul said he had instructed the Ministry of Provincial Administration to coordinate with various agencies to not only follow up and take action on the shield issue but also on the illegal sale of passports.

He emphasized that the sale of passports of any country is illegal. It will also be investigated whether this is related to gray business groups or influential personalities using Thailand as a base for illegal activities, which need to be stamped out.

When asked if the problem will go away after public interest dies down, Mr. Anutin explained that it depends on the severity of enforcement. He mentioned the consistent crackdown on bars and drug enforcement and explained that these measures are not fleeting.

“I assure you that we do not discriminate against foreigners coming to Thailand, but we are against those who break our laws. We have to deal with criminals and expel them from the country. We help legal businessmen so that Thailand is safe and expands economically,” Anutin said.

Mr. Chaichana Detdecho, Chairman, House of Representatives Police Service Commission, noted that the sudden appearance of a signboard selling passports and offering citizenship services indicates that someone involved in the approval process must be held accountable. There is cause for concern about the oversight that allows such blatant advertising. The problem of gray Chinese investments infiltrating Thailand should not be overlooked.

“In addition to illegal businesses across the country, gray Chinese investment groups have occupied various areas to demonstrate their influence, especially in Huai Khwang district, which is becoming a base for these groups. The display of passport and citizenship changes in several countries is alarming and shows that Thailand is a hub for these illegal activities,” he added.

Mr. Akkaradech Wongpitakroj, Chairman of the House of Representatives Industry Committee, explained that the sign indicates a Chinese network involved in illegal activities related to foreigners in Thailand, affecting national security and increasing the influx of illegal Chinese workers, which in turn impacts Thai businesses and skilled workers.

“The Thai-Chinese visa-free agreement has a significant impact on Thai workers and businesses. Chinese are taking jobs away from Thais, especially in professions that are prohibited under labor law. I urge the Ministry of Home Affairs and the Ministry of Labor to address this problem immediately,” he concluded.

Pattaya Songthaew Safety Under Scrutiny Following Tourist’s Fatal Fall

PATTAYA — An accident involving a Hong Kong tourist falling from a songthaew on Pattaya Second Road in Nong Prue Subdistrict, Bang Lamung District, Chonburi Province, resulted in serious injuries and later death. The driver of this vehicle has already been charged.

The incident occurred on the morning of July 22, a 48-year-old Hong Kong tourist, Mr. Chi Fai Lam, fell from the back of a songthaew (a modified minibus) on Pattaya Second Road in Nong Prue Subdistrict, Bang Lamung District, Chonburi Province. He was seriously injured.

Upon receiving the report, Pattaya City Police Station officers contacted a volunteer rescue team to provide immediate assistance. They performed CPR on the man and rushed him to the hospital, but he died later.

Ms. Sriprai, a 56-year-old witness, stated that the songthaew driver refused to stop and help the man, even though people were shouting for assistance. Instead, the driver quickly fled the scene.

Police officials examined CCTV footage and identified the driver, Mr. Thongchai. He told police he wasn’t aware of the incident at all until he later received a call from the bus company.

“I really didn’t know that I had caused a tourist to fall from the vehicle. In the morning, I picked up about 7-8 tourists from the Dolphin Roundabout in North Pattaya, then drove along the beach road and dropped off tourists at the entrance of Walking Street. I checked that all tourists had disembarked and didn’t know when this tourist had boarded. I only found out when the vehicle owner called to inform me. I immediately came to meet the police officers,” Thongchai said.

 

Officials from Pattaya City Police Station charged him with “reckless driving causing death to others, being a driver causing damage to a person, failing to stop to provide assistance, or failing to identify oneself to the authorities.”

Police Lieutenant General Saksira Phuek-am, Commander of the Tourist Police, has ordered Pattaya Tourist Police officers to facilitate the deceased’s wife, who wishes to take the body back to Hong Kong for religious ceremonies. They will coordinate with the Chinese Embassy on July 23.

Officials will also assist the Hong Kong man’s wife in claiming damages from the songthaew driver. It’s known that there is protection from the Victim Protection Act and voluntary insurance, with coverage of 500,000 baht per policy in case of death.

Additionally, Pattaya Tourist Police and Pattaya City Police Station will call a meeting with songthaew operators to emphasize and establish measures for serving tourists to prevent such incidents.

The ad claimed to be from a company that has specialized in emigration services for over 13 years and was endorsed by government agencies. This raised questions among the public about the legality of acquiring citizenship in Thailand.

In the Huai Khwang neighborhood, often referred to as Bangkok’s second Chinatown, there are numerous stores with Chinese lettering. This billboard, measuring about 14×12 meters, was placed on a four-story building at the intersection.

When the reporters arrived to investigate, they found about 6-7 workers dismantling the billboard. When asked, one worker explained that his employer had instructed him to remove the billboard. When asked who the employer was, the worker did not answer and instead evaded the question.

 

Officers from Huai Khwang Police Station later confiscated the billboard and the installation equipment and took the workers for questioning to determine the employer and who ordered the advertisement.

Wiroj Lakkhanaadisorn, an MP from the Move Forward Party (opposition), commented that the situation, if real, is a serious problem and a slap in the face of the government.

“Considering the large non-Thai billboard, this shows a disregard for Thai law enforcement. The government and police should take this seriously. There is a large Chinese population in the Ratchada-Huai Khwang area, which is why the advertisement targeted Chinese speakers. This incident indicates that Thailand could become a hub for global threats,” he said.

Initially, Pol. Maj. Gen. Panthana Nuchnarat, deputy commander of the Immigration Department, confirmed that the sale of citizenship occurs worldwide, especially in countries with smaller populations seeking foreign business investment. However, he assured that such practices are not allowed in Thailand. The authorities will thoroughly investigate the case to determine the legality and possible violations of Thai law. If they are found guilty, legal action will be taken.

Pol. Maj. Gen. Panthana stated that initial investigations indicated that the advertisement was promoting the sale of nationalities in their respective countries and not in Thailand. The ad only used Thai advertising space, which does not appear to jeopardize Thailand’s security. Nevertheless, thorough checks are being carried out to prevent any impact on national security.

Police General Torsak Sukvimol, the National Police Chief, has also ordered the Metropolitan Police Bureau to urgently investigate the case of a Chinese-language billboard advertising passport sales. They are to determine who owns it, whether it violates any laws, and to swiftly pursue legal action against the offenders in all aspects, even though the billboard has already been taken down.

Furthermore, he has instructed the Immigration Bureau to thoroughly screen foreign nationals entering and residing in the Kingdom of Thailand to ensure compliance with immigration laws. This is to support and maintain a balance between tourism and national security. He emphasized that offenders, whether Thai or foreign nationals, must face legal consequences in all cases.

Later on July 22, Prime Minister Srettha Thavisin also followed up on the issue by visiting Huai Khwang Police Station to talk with the police. He stated that he came only to emphasize the importance of proper legal compliance, especially regarding the installation of advertising billboards. He also instructed the Huai Khwang police to address the problems of illegal Chinese businesses, or so-called ‘Gray Chinese businesses’, and drug issues in the area.

Police Colonel Prasopchok Iampinit, Superintendent of Huai Khwang Police Station, said that he has coordinated with relevant agencies to inspect the building where the advertising billboard was installed on July 23. There are three main issues to be investigated: 1. The permission for installing the advertising billboard, 2. The payment of advertising taxes, and 3. The buying and selling of citizenship and passports. For the third issue, consultation with the Ministry of Foreign Affairs and the Immigration Bureau will be necessary to determine whether advertising the buying and selling of citizenship and passports is permissible in Thailand.

“From what we know now, there are 8 countries where citizenship can be bought and sold. This mostly occurs in countries with small populations that invite foreigners to do business in their countries. We will have a meeting to discuss this tomorrow,” he said.

Paitoon Ngamook, the director of Huai Khwang District, reported that his office had received reports about the billboard. If it is found to have been placed without proper authorization under the Public Health Act, the penalty could be up to three months in jail, a fine of up to 60,000 baht, or both, with additional daily fines of up to 10,000 baht. Other offenses are punishable by the police.
