Thailand’s Massive Drug Bust: 41% Rise in Cases Over 9 Months

BANGKOK —  The Narcotics Suppression Operations Center of the Royal Thai Police (NSOC-RTP) has instructed Provincial Police Regions 1-9, the Metropolitan Police Bureau and the Narcotics Suppression Bureau to cooperate with the Office of the Narcotics Control Board (ONCB) and related agencies in a nationwide operation to raid and search drug networks on Thursday.

Pol. Lt. Gen. Samran Nuanma, Deputy Commissioner General of the Royal Thai Police and Deputy Director of NSOC-RTP in charge of counter-narcotics, supervised the operation. All units began the operation at dawn on June 27, 2024.

After the completion of the operation, a follow-up meeting was held and attended by the Prime Minister Srettha Thavisin to receive the report from Pol. Gen. Kittirat Panpetch, the Deputy Commissioner General of the Royal Thai Police.

4.7 million meth pills seized

In this raid and search operation, 2,523 locations were searched nationwide, including 846 drug trafficking networks.

The results of the nationwide operation can be summarized as follows: 131 suspects were arrested, 1,617 arrest warrants for drug cases were executed, and the following items were seized: 4,784,018 methamphetamine pills, 590.83 kg of ice (crystal meth), 1.22 kg of ketamine, 73.43 kg of heroin, 45,439 ecstasy pills, 196 firearms, and assets with a total value of 327.78 million baht were seized or frozen.

Chiang Mai Province ranked first amomg all the 76 provinces in the country when it comes to the amount of methamphetamine seized since last October to the present, with 108 million pills confiscated, said the province governor Nirat Pongsittaworn. For the whole of Thailand, the figure for the period is over 500 million pills.

The Royal Thai Police said it will continue to intensify the fight against drugs, especially by arresting and confiscating assets of small dealers in communities, which directly affects the public.

In addition, efforts will focus on intercepting drug shipments from the border areas to the inner regions. This is evidenced by the Royal Thai Police arrest statistics for the last 9 months, from October 2023 to date. They show the arrest of 81,455 petty drug traffickers, an increase of 23,949 cases or 41 percent compared to last year.

Frozen assets 8.6 billion baht

Interceptions and arrests of medium-sized drug networks (100,000 to 500,000 methamphetamine pills) amounted to 208 cases, an increase of 60 cases or 40 percent. Arrests of larger drug networks (over 1,000,000 methamphetamine pills) totaled 171 cases, an increase of 67 cases or 64 percent. The expansion of arrests of network leaders or supporters resulted in 1,337 cases, an increase of 550 cases or 70 percent.

Arrests of suspects with outstanding warrants totaled 3,050 warrants, an increase of 980 warrants or 47 percent. Methamphetamine pill seizures totaled 738.5 million pills, an increase of 392.8 million pills, or 113 percent. The total value of seized and frozen assets amounted to 8.648 billion baht ($234 million).

PM urges officials to work harder

After hearing the report, the Prime Minister emphasized that the drug problem was a critical issue that the government needed to address urgently. Even though all government officials are working hard and have made numerous drug arrests, this problem is not yet resolved and remains a major issue. Many citizens are in tears because their children and grandchildren are still addicted to drugs in large numbers.

“It is crucial for officials from the administration, military, and police to work in unity. Don’t work separately; share information regularly, discuss problems in meetings. We need to work harder and set more challenging goals. If there’s a shortage of equipment or manpower in any area, let us know. The government is ready to provide full support,” he said.

The PM also pointed out that the price of methamphetamine has not increased, and demand remains high.

“Therefore, I urge you to continue working diligently. Once targets are set, raise them higher to create more challenges. Work every day, emphasizing border areas which are major points of drug influx,” the Prime Minister said.

Customs Dept Seizes Over 45 Million Baht

Meanwhile, Deputy Minister of Finance Julapun Amornvivat, with officials from the Customs Department and Immigration Bureau, held a press conference to announce the interception of illegal narcotics trafficking through various channels totaling over 45 million baht.

On June 21, during a search of a female passenger of South African nationality arriving from Nairobi, Kenya, at Suvarnabhumi Airport, Thailand, officers found 35 capsules of Category 2 narcotics, Cocaine, hidden in her body by ingestion, weighing approximately 415 grams with a value exceeding 1,245,000 baht. As a result, legal proceedings were initiated after her arrest.

On June 22, the investigation and suppression team intercepted a parcel containing suspicious items bound for South Korea. Despite being labeled as SNACK and MILK POWDER, the contents disguised Methamphetamine, a Category 1 Narcotic, in the form of pink and green pills marked with “WY.” The hidden drugs were found within two packets of powdered milk, totaling 13,850 pills valued at 415,500 Thai Baht.

On June 26, officials arrested a Thai female passenger attempting to smuggle narcotics out of Thailand at Suvarnabhumi Airport. She was bound for Malé-Velana International Airport, Maldives, carrying 2 kilograms of Methamphetamine concealed in grey plastic bags taped with brown adhesive, further wrapped in black plastic bags.

The drugs, with an estimated value of 2 million Baht, were seized. All illegal substances were hidden in specially designed compartments within a grey hard-shell suitcase with wheels.

Additionally, the Customs Department also seized attempts to smuggle hidden cannabis flower buds for export out of the country as follows:

On June 7, 2024, suspicious inflatable pool products were found during an inspection of outgoing goods destined for Singapore. It was discovered that the inflatable pool products contained a hidden quantity of marijuana weighing 95.059 kilograms, with an estimated value of 3.5 million baht.

On June 13, 2024, suspicious boxing equipment was found during an inspection of outgoing goods destined for the United Kingdom. Upon inspection, 106.94 kilograms of packaged marijuana worth 4 million baht were found hidden with the boxing equipment.

On June 21, 2024, suspicious adult diapers were found during an inspection of outgoing goods destined for the Netherlands. Upon inspection, 90 kilograms of packaged marijuana worth over 3.3 million baht were found hidden along with the adult diapers.

In the fiscal year 2024 (October 1, 2023 – June 26, 2024), the Customs Department reported statistics on 101 drug seizure cases valued at over 615.74 million baht.

Military Flees Bolivia Government Palace After Coup Attempt Fails, General Taken Into Custody

LA PAZ, Bolivia (AP) — Armored vehicles rammed the doors of Bolivia’s government palace Wednesday in an apparent coup attempt, but President Luis Arce vowed to stand firm and named a new army commander who ordered troops to stand down.

Soon the soldiers pulled back, along with a line of military vehicles, as hundreds of Arce’s supporters rushed the square outside the palace, waving Bolivian flags, singing the national anthem and cheering.Bolivia

Arce, surrounded by ministers, waved at the crowd. “Thank you to the Bolivian people,” he said. “ Let democracy live on.”

Hours later, the Bolivian general who appeared to be behind the rebellion, Juan José Zúñiga, was arrested after the attorney general opened an investigation. It wasn’t immediately clear what the charges were against him.

However, in a twist, Zúñiga claimed before his arrest that Arce himself told the general to storm the palace in a political move. “The president told me: ‘The situation is very screwed up, very critical. It is necessary to prepare something to raise my popularity’,” Zúñiga told reporters.

Zúñiga sajd he asked Arce if he should “take out the armored vehicles?” and Arce replied, “Take them out.”

Wednesday’s rebellion followed months of tensions, with economic hardship and protests growing ever stronger as two political titans — Arce and his one-time ally, leftist former President Evo Morales — battled for control of the ruling party.

Still, the apparent attempt to depose the sitting president appeared to lack any meaningful support, and even Arce’s rivals closed ranks to defend democracy and repudiate the uprising.

The spectacle shocked Bolivians, no stranger to political unrest; in 2019 Morales was ousted as president following an earlier political crisis.

As the crisis unfolded Wednesday, military vehicles flooded into the plaza. Before entering the government building, Zúñiga, general commander of the army, told journalists: “Surely soon there will be a new Cabinet of ministers; our country, our state cannot go on like this.” Zúñiga said that “for now,” though, he recognized Arce as commander in chief.

Zúñiga did not explicitly say he was leading a coup, but in the palace, he said the army was trying to “restore democracy and free our political prisoners.”

Shortly after, Arce confronted Zúñiga in the palace hallway, as shown on video on Bolivian television. “I am your captain, and I order you to withdraw your soldiers, and I will not allow this insubordination,” Arce said.

Surrounded by ministers, he added: “Here we are, firm in Casa Grande, to confront any coup attempt. We need the Bolivian people to organize.”

He added in a video message that he would not ”“allow, once again, coup attempts to take the lives of Bolivians.”

Less than an hour later, Arce announced new heads of the army, navy and air force amid the roar of supporters, and thanked the country’s police and regional allies for standing by him. Arce said the troops who rose against him were “staining the uniform” of the military.

“I order all that are mobilized to return to their units,” said the newly named army chief José Wilson Sánchez. “No one wants the images we’re seeing in the streets.”

Shortly after, the armored vehicles roared out of the plaza, tailed by hundreds of military fighters as police in riot gear set up blockades outside the government palace.

The incident was met with a wave of outrage by other regional leaders, including the Organization of American States, Chilean President Gabriel Boric, the leader of Honduras, and former Bolivian leaders.

Bolivia, a country of 12 million people, has seen intensifying protests in recent months over the economy’s precipitous decline from one of the continent’s fastest-growing two decades ago to one of its most crisis-stricken.

The country also has seen a high-profile rift at the highest levels of the governing party. Arce and his one-time ally, Morales, have been battling for the future of Bolivia’s splintering Movement for Socialism, known by its Spanish acronym MAS, ahead of elections in 2025.

Following Wednesday’s chaos, reports on local media showed Bolivians stocking up on food and other essentials in supermarkets, concerned about what will come next.

But before supporters outside the presidential palace the country’s Vice President David Choquehuanca vowed: “Never again will the Bolivian people permit coup attempts.”

Vietnamese Debtors Claim Self-Defense in Pattaya Assault Case

PATTAYA — Two Vietnamese debtors, who are suspects in an assault case against a fellow Vietnamese national on South Pattaya Road, were arrested on Wednesday. They claimed that they had been provoked by a debt collector who insulted their parents, leading to a loss of temper.

They pleaded with society not to view them as members of a mafia gang.

Police Lieutenant Colonel Piyaphong Ensan of the Pattaya Tourist Police questioned two suspects: Mr. Boy, also known as Mr. Tran Chin Tin, 30, and Mr. Nguyen Anh Kiet, 31, who were brought to the Pattaya City Police Station to face charges of assault.

The investigation revealed that about three years ago, Mr. Boy had invested in a car pawn business in Vietnam with Mr. Xuan, 38. Recently, they faced legal issues due to pawning illegal vehicles. Pursued by creditors, Mr. Boy fled to Pattaya, staying with Mr. Nguyen, whose sister owns a Vietnamese restaurant there.

The suspects claim the incident was unplanned. They say Mr. Xuan, their creditor, confronted them at a restaurant and insulted their families, which provoked their violent reaction. They deny being part of organized crime or luring the creditor to harm him, as had been previously reported.

 

Police Lieutenant Colonel Thananon Athipansee, Deputy Superintendent of Pattaya City Police, stated that Mr. Xuan, the injured party, had a car pawn business in Vietnam. One of the suspects allegedly caused him to lose about 1.4 million baht through illegal vehicle pawning, leading to police intervention in Vietnam.

After the suspects fled to Pattaya to work at a relative’s Vietnamese restaurant, Mr. Xuan flew to Thailand to recover his debt. Instead, he was assaulted. Mr. Xuan insists on pursuing legal action against the two main assailants, while two others present were not directly involved in the violence.

Thai Banks Are the Top Suppliers of Financial Services to Myanmar’s Military, UN Expert Says

BANGKOK (AP) — Thai banks have become the main supplier of international financial services for Myanmar’s military government, enabling its purchases of goods and equipment used to carry out its increasingly bloody war against pro-democracy resistance forces and armed ethnic minority groups, a U.N. expert said in a report issued Wednesday.

The report by Tom Andrews, the U.N. special rapporteur on the situation of human rights in Myanmar, tracks how that country’s ruling military council has been able to continue procuring arms by shifting suppliers of financial services and military hardware as previous sources have been blocked by sanctions imposed by the United States, the European Union and other states.

The report charges that companies in Thailand, Myanmar’s eastern neighbor, have taken up the slack left by the withdrawal of Singapore firms’ business with the ruling junta.

It says the junta, formally known as the State Administration Council, “continues to engage with a broad international banking network to sustain itself and its weapons supplies.”

“Over the past year, 16 banks located in seven countries processed transactions related to SAC military procurement; 25 banks have provided correspondent banking services to Myanmar’s state-owned banks since the coup,” says the report, titled “Banking on the Death Trade: How Banks and Governments Enable the military Junta in Myanmar,” presented to the U.N. Human Rights Council.

Myanmar’s junta came to power in February 2021 after the army ousted the democratically elected government of Aung San Suu Kyi. After security forces used deadly force to suppress nonviolent protests, armed resistance arose and the country is now in a civil war. Myanmar’s military has been accused of carrying out widespread human right violations, including the bombing of civilians.

“The good news is that the junta is increasingly isolated,” Andrews said in a statement. “The Myanmar military’s annual procurement of weapons and military supplies through the formal banking system declined by a third from the year ending March 2023 to the year that followed — from $377 million to $253 million.”

“The bad news is that the junta is circumventing sanctions and other measures by exploiting gaps in sanctions regimes, shifting financial institutions, and taking advantage of the failure of (U.N.) Member States to fully coordinate and enforce actions.”

A previous report from Andrews documented that Singapore-based entities had become the military junta’s third largest source of weapons materials, despite a clear national policy opposing the transfer of weapons to Myanmar.

After that report was presented and its findings investigated by the Singaporean government, “the flow of weapons and related materials to Myanmar from Singapore-registered companies dropped by nearly 90%,” the new report says.

It says that while Singapore-based banks facilitated over 70% of the junta’s purchases that passed through the formal banking system in the 2022 financial year, “that percentage had dropped to under 20% by FY2023.”

Companies in Thailand, which is Myanmar’s eastern neighbor, have taken up the slack left by the withdrawal of Singapore firms’ business with the junta, the new report says, as exports from Thailand-registered entities “more than doubled — from just over $60 million to nearly $130 million” from FY2022 to FY2023.

“Many SAC purchases previously made from Singapore-based entities, including parts for Mi-17 and Mi-35 helicopters used to conduct airstrikes on civilian targets, are now being sourced from Thailand,” it says.

It singles out Thai banks as playing a major role in facilitating international business for Myanmar’s ruling military, citing the example of Siam Commercial Bank, which it said carried out just over $5 million in transactions related to Myanmar military procurement in FY2022, rising to more than $100 million in FY2023. The bank declined to immediately comment on the report.

Andrews’ report recounts the toll of the fighting so far in Myanmar: more than 5,000 civilians killed since the takeover, 3 million people displaced, and more than 20,000 political prisoners behind bars.

“By relying on financial institutions that are willing to do business with Myanmar state-owned banks under its control, the junta has ready access to the financial services it needs to carry out systematic human rights violations, including aerial attacks on civilians,” Andrews said.

“International banks that facilitate transactions that include Myanmar state-owned banks are at high risk of enabling military attacks on Myanmar civilians. I urge them to stop doing so. Banks have a fundamental obligation to not facilitate crimes -– and this includes war crimes and crimes against humanity.”

The company is convinced of the country’s potential and, in line with government policy, is committed to strengthening Thailand’s tourism and food industry by creating a global food hub in downtown Bangkok.

This will be achieved through a new model, the first of its kind in the world, targeting the wholesale and retail sectors, connecting food suppliers, buyers and sellers worldwide on both offline and online platforms. The Phenix project covers a strategic area in Pratunam with an area of over 69,000 square meters and a project value of over 10 billion baht.

“Phenix is now open and 80 percent of the retail space is leased. The company has spent 1 billion baht on renovating the site and allocated 200 million baht for marketing to attract tourists and foodies to this new Bangkok landmark in the Pratunam area. The goal is to attract 20,000 visitors per day, with an initial target of 10,000 visitors per day,” said Wallapa.

Pratunam is an excellent shopping destination, adjacent to affluent neighborhoods such as Ratchaprasong, Chidlom and Ploenchit. It is also an ideal location for a food hub that will help position Thailand as a global food destination, in line with the company’s commitment to promote the country’s food industry and wholesale trade.

Prime Minister Srettha Thavisin, who presided over the opening ceremony of the Phenix project, said it was an excellent opportunity for AWC to work with partners to promote tourism and the food industry. Samui Task Force Cracks Down on 52 Foreign Villas with Hidden Rentals

KOH SAMUI — The task force addressing state land encroachment on Samui Island is preparing to prosecute the owners of 52 villas for violating three laws: the Hotel Act, the Environmental Act, and the Building Control Act.

The Internal Security Operations Command Region 4 received complaints about construction on steep terrain in Koh Samui, Surat Thani Province, violating environmental and building control laws. Some properties were also operating as unlicensed hotels.

Local sources revealed that Chinese investors leased land for 30 years from Thai companies to build villas for sale to foreigners and rent out nightly through a vacation rental company online without proper hotel registration. This affects tourism, legal hotel businesses, and results in lost tax revenue.

On June 26, the task force inspected Khao Chaweng Noi area in Bo Put Sub-district, finding two unusual villa sites on steep terrain. The 52 villas are built on eight plots totaling 19 rai, exceeding the legally allowed slope for construction and offering nightly rentals.

The 52 three-story reinforced concrete villas were in various stages of construction. No owners, caretakers, or workers were present during the inspection. Officials recorded their findings and tagged the buildings.

A Russian tourist staying at one villa informed officials that they booked online with a foreign owner, paying 3,500 baht per night for four nights.

Col. Dusit Kesornkaew, the task force leader, stated that construction began in 2018 and continues to date. Irregularities include lack of building permits, construction on slopes exceeding 140 meters (where 70% of the area should remain vacant), and violations of the Hotel Act. He also noted the absence of a reception area, with bookings made directly with overseas villa owners.

He advised investors to comply with laws and not be misled by those exploiting loopholes in foreign business regulations to evade taxes. He suggested that investors check with Samui City Municipality and the local ISOC team about construction regulations for sloped areas before proceeding with any projects.
