Thaksin Shinawatra Remains a Divisive Figure, Even as a Convict

Thaksin Shinawatra, the former prime minister, was never free of controversy, even when he returned to Thailand and began serving an 8-year prison sentence.

Not even a full day after his imprisonment, he was admitted to a police hospital for treatment for high blood pressure, leading to criticism and rumors. For example, it was rumored that he was transferred to the Shinawatra-owned Rama Hospital IX on Wednesday night.

Subsequently, various individuals and groups, including a prominent petitioner named Srisuwan Janya, accused senior Corrections Department officials of helping Thaksin avoid being held in Bangkok Remand Prison. They called on the National Anti-Corruption Commission to investigate the matter.

Sahakarn Petchnarin, Deputy Permanent Secretary of the Ministry of Justice, confirmed on August 24 that Thaksin had not been released from the police hospital. He expressed confidence that the police hospital would be able to care for him.

However, the Corrections Department has been closely monitoring his condition as he remains in their custody. It is worth noting that images of Thaksin during his treatment are protected by law and may not be disseminated.

Regarding security measures, four correctional officers and six police officers from the rapid deployment unit are assigned to guard Thaksin at the Police General Hospital around the clock to ensure security and prevent potential disturbances.

In terms of social observations, there was speculation that Thaksin’s health deteriorated after he entered prison. Sahakarn added that being in a closed environment could have an impact on his health as it differs from his previous comfortable lifestyle. No psychiatrist has been sent to Thaksin yet, but his health is being treated based on medical records from abroad.

As for the visitation criteria, Thaksin may be visited during his treatment in the hospital according to the regulations set by the prison. Relatives and family members are allowed to visit him, but not more than 10 people. They are also not allowed to visit him during the first 5 days of his stay in the hospital.

All visits must be arranged in accordance with hospital regulations, including visits at specific times. If Thaksin’s stay in the hospital exceeds 5 days and people other than his relatives, such as diplomats, wish to visit him, they must inquire whether Thaksin would like to meet them.

For communication, Thaksin must contact the authorities and inform relatives. Since his detention, Sahakarn said that he last saw Thaksin entering the remand prison wearing a white shirt, navy pants, and he has not changed his clothes.

Sahakarn explained that in the past, prisons across the country have sent convicts who were critically ill and needed treatment to district-level hospitals, provincial hospitals, or regional hospitals. These include police hospitals, which are able to provide continuous treatment. However, because these are not high-profile individuals, the messages generally do not appear due to agreements between the Corrections Department and police hospitals.

“When the Corrections Department is unable to provide treatment, it is a common practice to prioritize saving lives, with physicians jointly diagnosing the need for transfer. Relatives cannot ask for treatment at a particular hospital,” stated Deputy Permanent Secretary of the Ministry of Justice.

“As the Pheu Thai Party is still in the process of forming a government, considering cabinet appointments, and the new government has not yet officially taken power, there is currently no app for digital wallets and no registration process has been initiated,” Treechada Srithada, deputy Pheu Thai spokesperson said.

She added that as the leading party in forming the government, she would indeed push the 10,000 baht digital wallet policy. The parties are preparing to implement the policy swiftly. Therefore, the attempts by malicious parties to spread false news about the repeal of the digital wallet policy are merely attempts to undermine the hopes of citizens.

As for the Digital Coin Policy, also known as Pheu Thai Digital Wallets, which distributes money directly to citizens’ wallets, details released during the campaign said it will be available to Thai citizens 16 and older with a 13-digit national ID card. Elderly people, people with disabilities and people receiving other forms of social assistance will receive the full amount without deductions, so there will be at least 50 million recipients.

The Pheu Thai Party stated that the 10,000 baht in the Digital Purse will be sent directly to citizens’ digital wallets under a system designed to benefit citizens as much as possible. The 10,000 baht provided to citizens will be in the form of vouchers, not cryptocurrencies.

Businesses that accept the 10,000 baht from users of the policy can later exchange the digital money for physical currency at participating banks. The Pheu Thai Party estimates that if 50 million individuals receive 10,000 baht each, this would amount to 500 billion baht, resulting in a 6-fold economic multiplier effect.

This would generate a circulation of 3 trillion baht in the economy. If the process of forming a government goes smoothly, this policy is expected to take effect before Songkran Festival in April 2024.

OKUMA, Japan (AP) — The tsunami-wrecked Fukushima Daiichi nuclear power plant ‘s operator says it began releasing its first batch of treated radioactive water into the Pacific Ocean on Thursday — a controversial step that prompted China to ban seafood from Japan.

TEPCO said an additional wastewater release pump was activated 20 minutes after the first. Plant officials said everything was moving smoothly so far.

Japanese fisher groups have opposed the plan for fear it will further damage to the reputation of their seafood. Groups in China and South Korea have also raised concern, making it a political and diplomatic issue.

In response to the release, Chinese customs authorities banned seafood from Japan, customs authorities announced Thursday. The ban started immediately and will affect all imports of “aquatic products” including seafood, according to the notice. Authorities said they will “dynamically adjust relevant regulatory measures as appropriate to prevent the risks of nuclear-contaminated water discharge to the health and food safety of our country.”

But the Japanese government and TEPCO say the water must be released to make room for the plant’s decommissioning and to prevent accidental leaks. They say the treatment and dilution will make the wastewater safer than international standards and its environmental impact will be negligibly small.

In a statement Thursday, International Atomic Energy Agency Director General Rafael Mariano Grossi said, “IAEA experts are there on the ground to serve as the eyes of the international community and ensure that the discharge is being carried out as planned consistent with IAEA safety standards.”

The United Nations agency also said it would launch a webpage to provide live data about the discharge, and repeated its assurance that the IAEA would have an on-site presence for the duration of the release.

The water release begins more than 12 years after the March 2011 nuclear meltdowns, caused by a massive earthquake and tsunami. It marks a milestone for the plant’s battle with an ever-growing radioactive water stockpile that TEPCO and the government say have hampered the daunting task of removing the fatally toxic melted debris from the reactors.

The pump activated Thursday afternoon sent the first batch of the diluted, treated water from a mixing pool to a secondary pool 10 minutes later. It then moves through a connected undersea tunnel to go out 1 kilometer (0.6 miles) off the coast. Officials said the water moves at a walking speed and will take about 30 minutes to exit from the tunnel.

The operator checked data and the progress on a set of four monitors that show the water volume, pump conditions and any alerts.

TEPCO executive Junichi Matsumoto said Thursday’s release was planned start small in order to ensure safety.

The wastewater is collected and partly recycled as cooling water after treatment, with the rest stored in around 1,000 tanks, which are already filled to 98% of their 1.37-million-ton capacity. Those tanks, which cover much of the plant complex, must be freed up to build the new facilities needed for the decommissioning process, officials said.

Final preparation for the release began Tuesday, when just one ton of treated water was sent from a tank for dilution with 1,200 tons of seawater, and the mixture was kept in the primary pool for two days for final sampling to ensure safety, Matsumoto said. A batch of 460 tons was to be sent to the mixing pool Thursday for the actual discharge.

Fukushima’s fisheries, tourism and economy — which are still recovering from the disaster — worry the release could be the beginning of a new hardship.

Fukushima’s current fish catch is only about one-fifth its pre-disaster level, in part due to a decline in the fishing population. China has tightened radiation testing on Japanese products from Fukushima and nine other prefectures, halting exports at customs for weeks, Fisheries Agency officials said.

Tony Hooker, director of the Center for Radiation Research, Education, Innovation at the University of Adelaide, said the water released from the Fukushima plant is safe. “It certainly is well below the World Health Organization drinking water guidelines,” he said. “It’s safe.”

“It’s a very political issue of disposing radiation into the sea,” he said. “I understand people’s concerns and that’s because we as scientists have not explained it in a very good way, and we need to do more education.”

Prime Minister Fumio Kishida said the release is indispensable and and could not be postponed. He noted an experimental removal of a small amount of the melted debris from the No. 2 reactor is set for later this year using a remote-controlled giant robotic arm.

In 2021, the Japanese government announced plans to release the treated water to the sea. Then, on Sunday, Kishida made a rushed visit to the plant before meeting with fisheries representatives and pledging to support their livelihoods until the release ends.

The hurried timeline raised skepticism that it was made to fit Kishida’s busy political schedule in September. But Economy and Industry Ministry officials say they wanted the release to start as early as possible and have good safety records ahead of the fall fishing season.

The March 2011 earthquake and tsunami destroyed the plant’s cooling systems, causing three reactors to melt. Highly contaminated cooling water applied to the damaged reactors has leaked continuously to building basements and mixed with groundwater.

TEPCO plans to release 31,200 tons of the treated water by the end of March 2024, which would empty only 10 tanks because of the contaminated production of wastewater at the plant, though the pace will later pick up.

Srettha and the New Government May Start Work as Early as Mid-September

Srettha Thavisin of the Pheu Thai Party has assumed the position of prime minister after receiving the royal endorsement appointing him on Wednesday, August 23, 2023. He paid respect to the portrait of King Maha Vajiralongkorn at the party’s headquarters in Bangkok.

He later delivered a speech that his government’s four years will be period of change to lessen inequality, sufferings of the people and to return Thailand back to the international stage.

“I would like to invite all Thai brothers and sisters to together to be a force, together with the government, to propel Thailand forward,” said the new PM.

The Pheu Thai Party is expected to implement several policies, including measures to boost the economy in the first half of the year, the distribution of digital money of 10,000 baht, a  train subsidy of 20 baht in all routes, a 600-baht in the minimum wage, a 25,000-baht starting salary for college graduates, and a 3 trillion-baht tourism recovery plan.

In addition, the two coalition parties in the current government, the Palang Pracharat and the United Thai Nation, which together hold 76 seats, are sticking to their policy of increasing the minimum monthly allowance for senior citizens to at least 1,000 baht.

However, Srettha and his government must complete a number of procedures before beginning work in mid-September.

Acting Deputy Prime Minister caretaker Wisanu Krua-ngam, who has been involved in government for more than seven consecutive terms, explained the government’s timetable, which includes a period of about three weeks.

The caretaker government still has to continue the work and has cabinet meetings, even though the new prime minister has been formally appointed. The reason was that the new cabinet had not yet taken the oath of allegiance and had not yet presented its policies to Parliament.

The timetable for the new government is as follows:

  • The formation of the Cabinet could be completed within 1 week.
  • The list will be sent to the Prime Minister’s Office of the Secretary General for qualifications review, which will take about 1 week, a total of 2 weeks.
  • The next step would then be royal approval of the cabinet formation, i.e., presentation of the cabinet members to the king, which would also take about 1 week.

So from the present time to the possible formation of the cabinet, there are about 3 weeks left. However, even after the Cabinet is formed, it would not be operational until it presents its policies to Parliament within 15 days.

Therefore, it is estimated that the government could possibly begin its work toward the end of September. This is necessary because the government cannot undertake any significant activities or make any decisions until this policy statement has been made.

“Although the Cabinet may wait to deal with certain matters, other government agencies may need urgent decisions, such as appointments to certain positions, as in the police or military. In these cases, the cabinet cannot wait for the new government,” Wisanu said.

NEW DELHI (AP) — India on Wednesday made history as it became the first country in the world to land a spacecraft near the moon’s south pole, an uncharted territory that scientists believe could hold vital reserves of frozen water, and the fourth country to achieve a moon landing.

A lander with a rover inside touched down on the lunar surface at 6:04 local time, sparking cheers and applause among the space scientists watching in the southern Indian city of Bengaluru. After a failed attempt in 2019, India now joins the United States, the Soviet Union and China in reaching this milestone.

Indian Prime Minister Narendra Modi watched the historic landing from South Africa, where he is participating in the BRICS nations summit. “India is now on the moon. India has reached the south pole of the moon — no other country has achieved that. We are witnessing history,” Modi said as he waved the Indian tri-colored flag.

S. Somnath, chairman of the state-run Indian Space Research Organization, or ISRO, said the rover will slide down a flap from the lander within hours or a day and conduct experiments, including an analysis of the mineral composition of the lunar surface.

The mission is expected to remain functional for two weeks, he said. He also said India would next attempt a manned lunar mission.

India’s successful landing comes just days after Russia’s Luna-25, which was aiming for the same lunar region, spun into an uncontrolled orbit and crashed. It would have been the first successful Russian lunar landing after a gap of 47 years. Russia’s head of the state-controlled space corporation Roscosmos attributed the failure to the lack of expertise due to the long break in lunar research that followed the last Soviet mission to the moon in 1976.

Excited and anxious, people across India, home to the world’s largest population, crowded around televisions in offices, shops, restaurants and homes. Thousands prayed Tuesday for the success of the mission with oil lamps on the river banks, temples and religious places, including the holy city of Varanasi in northern India.

After the landing, congratulations poured in from around the world, cementing India’s emergence as a modern space power.

“Your success will power the imagination and light the future of people around the world,” the U.S. State Department’s Bureau of Oceans and International Environmental and Scientific Affairs posted on X, formerly known as Twitter.

“Incredible!” European Space Agency’s director general Josef Aschbacher tweeted. “I am thoroughly impressed.”

NASA’s former science mission chief, Thomas Zurbuchen, who now works at ETH Zurich, a public research university in Switzerland where he is leading its space initiative, said he felt proud of the achievement.

India’s Chandrayaan-3 — “moon craft” in Sanskrit — took off from a launchpad in Sriharikota in southern India on July 14. Its landing marks a significant step forward for the nation’s progress in space exploration, ISRO said in a statement earlier.

Many countries and private companies are interested in the south pole region because permanently shadowed craters may hold frozen water that could help future astronaut missions.

The six-wheeled lander and rover module of Chandrayaan-3 is configured with payloads that would provide data to the scientific community on the properties of lunar soil and rocks, including chemical and elemental compositions.

India’s previous attempt to land a robotic spacecraft near the moon’s little-explored south pole ended in failure in 2019. It entered the lunar orbit but lost touch with its lander, which crashed while making its final descent to deploy a rover to search for signs of water. According to a failure analysis report submitted to the ISRO, the crash was caused by a software glitch.

The $140-million mission in 2019 was intended to study permanently shadowed moon craters that are thought to contain water deposits and were confirmed by India’s Chandrayaan-1 orbiter mission in 2008.

With nuclear-armed India emerging as the world’s fifth-largest economy last year, Modi’s nationalist government is eager to showcase India’s rising standing as a technology and space powerhouse. A successful moon mission dovetails with Modi’s image of an ascendant India asserting its place among the global elite and would help bolster his popularity ahead of a crucial general election next year.

The anticipation for a successful landing rose after Russia’s failed attempt and as India’s regional rival China reaches for new milestones in space. In May, China launched a three-person crew for its orbiting space station and hopes to put astronauts on the moon before the end of the decade. Relations between India and China have plunged since deadly border clashes in 2020.

Numerous countries and private companies are racing to successfully land a spacecraft on the lunar surface. In April, a Japanese company’s spacecraft apparently crashed while attempting to land on the moon. An Israeli nonprofit tried to achieve a similar feat in 2019, but its spacecraft was destroyed on impact.

Japan plans to launch a lunar lander to the moon over the weekend as part of an X-ray telescope mission, and two U.S. companies also are vying to put landers on the moon by the end of the year, one of them at the south pole. In the coming years, NASA plans to land astronauts at the lunar south pole, taking advantage of the frozen water in craters.

NASA Administrator Bill Nelson tweeted via X: “Congratulations @isro on your successful Chandrayaan-3 lunar South Pole landing! And congratulations to #India on being the 4th country to successfully soft-land a spacecraft on the Moon. We’re glad to be your partner on this mission!”

Pallava Bagla, a science writer and co-author of books on India’s space exploration, said the Russian failure days earlier did put India off. He also said lessons learned from India’s failed mission four years ago were incorporated and a flawless mission was executed on Wednesday.

“Indians didn’t get derailed. They continued the journey with strength and confidence that paid off,” he said.

The Surprises and Effects From the Votes For Srettha Thavisin

During the period when the government was formed under the leadership of Srettha Thavisin, Thai politics has repeatedly produced surprises, starting with the aftermath of the May 14 election and the return of Thaksin Shinawatra after 15 years. The formation of a center-right coalition government was also marked by unexpected twists and turns.

Although Srettha Thavisin received the expected bicameral votes, there were also some surprises in the 482 yes votes.

One of the biggest shocks was that 16 of 25 Democratic Party MPs voted for Srettha, reportedly infuriating former party leader Chuan Leekpai. Caretaker Democrat Party leader Jurin Laksanawisit on Wednesday, August 23, ordered an investigation and asked the 16 MPs who voted for Srettha to explain why they voted against the party’s resolution. Jurin said the party, with its 25 deputies, is not a “spare part” for other political parties.

Adding to the surprises, Gen. Prawit Wongsuwan, leader of the Phalang Pracharath Party and former deputy junta leader, did not show up to vote for Srettha despite his party being part of the coalition. In contrast, Gen Preecha Chan-o-cha, a junta-appointed senator and the younger brother of former junta leader Gen Prayut Chan-o-cha, voted for Srettha.

There are behind-the-scenes reports that Gen Prawit was displeased with the inclusion of the United Thai Nation Party Party in the government, which led to a reduction in his ministerial positions and an increase in negotiating power for the Pheu Thai.

Moreover, it is obvious that senators closely related to Gen Prayut voted for Srettha, while those connected to Gen. Prawit Wongsuwan voted against or abstained.

Gen. Prayut provided another surprise in the following days by congratulating Srettha on his election as prime minister and wishing him every success in his future work. He did not do this to Pita Limcharoenrat or the Move Forward Party when they won the election.

Upcoming steps in which surprises can be expected include the formation of a government, which involves negotiations over ministerial posts within different parties and the coordination of policies.

This process could prove challenging for Prime Minister Srettha Thavisin, who has extensive experience in business but limited political experience.

The General Administration of Customs of China (GACC) has sent back some Thai durians with a warning letter sent through the Thai Agricultural Ambassador in Beijing ordering a thorough inspection of each durian shipment to check for the presence of the fruitworm species “Mudaria luteileprosa“.

The Thai government took immediate action to address the problem, as China is the largest market for Thai durians.

The cumulative export of fresh durian from Thailand to China from January to May amounted to 480,000 tonnes, worth nearly 63 billion baht, according to the Department of Agriculture.

The latest affected durians were from Chumphon province. The Department of Agriculture suspended exports of the cautioned durians because of the potential impact on Thailand’s overall image as a durian exporter.

At the same time, the Department ordered continuous quality inspections of durians until the end of the season to ensure that Thai durians maintain a standard acceptable to consumers.

“Thai durians remain in high demand in the Chinese market, despite competition from neighboring countries. Moreover, more than half of the Chinese population has not yet consumed Thai durians. Ensuring consistent quality, from orchards to processing plants to export, is critical. It is also important to market Thai premium durians at higher prices than regular durians,” said Rapibhat Chantharasriwong, director general of the Department of Agriculture.

China recently registered 13 species of Thai fruit and established over 72,488 durian plantations and processing plants on August 21.

JINTAMAS SAKSORNCHAI  — Thailand’s divisive former Prime Minister Thaksin Shinawatra was transferred from prison to a hospital early Wednesday, less than a day after he returned from an extended exile and started serving an 8-year sentence.

He had returned to Thailand after 15 years abroad on the same day a party linked to him won a parliamentary vote to form a new government. Thaksin was then sent to prison to serve sentences from several criminal convictions made in absentia that he had decried as politically motivated.

The prison reported Thaksin had high blood pressure and low oxygen, he could not sleep and felt tightness in his chest, according to a statement from Sitthi Sutivong, deputy director-general of the Corrections Department.

Doctors at the prison’s hospital said he should be transferred to prevent life-threatening risks, the statement said. Corrections officials previously had said Thaksin, 74, was considered vulnerable due to his age and chronic conditions of his heart and lungs, high blood pressure, and back problems.

Hours after Thaksin’s return to Thailand, Pheu Thai party candidate Srettha Thavisin secured enough votes to become prime minister, ending over three months of suspense, legal wrangling and horse trading that followed May elections. The party had entered a coalition with military parties linked to a coup that removed it from power in 2014, and excluded the progressive Move Forward Party that won the most votes in the elections.

Srettha is expected to receive a royal endorsement as prime minister later Wednesday, according to Thai media.

Pheu Thai is the latest in a string of parties affiliated with Thaksin, who was ousted in a 2006 military coup. The coup that ousted him triggered nearly two decades of deep political divisions that pitted a mostly poor, rural majority in the north that supports Thaksin against royalists, the military and their urban backers.

A Pheu Thai government led by Thaksin’s sister, Yingluck Shinawatra, was ousted in the 2014 coup by then-army chief Prayuth Chan-ocha, who is now the outgoing prime minister.

It is widely speculated Thaksin returned out of hope that a friendly government will reduce his sentence, although he has said his decision had nothing to do with the Pheu Thai party’s bid for power and that he was ready to follow the legal process. The outgoing government has said Thaksin can request a royal pardon like any other inmate.
