Parking Garage Collapses in NYC, Killing 1; 5 Injured

NEW YORK (AP) — A parking garage collapsed Tuesday in lower Manhattan’s Financial District, killing one worker, injuring five and crushing cars as concrete floors fell on top of each other like a stack of pancakes, officials said.

Vehicles tumbled into what looked like a frozen stream of sedans and SUVs. People nearby described a fearsome rumbling, followed by screams.

Ahmed Scott arrived to collect his car after work and found a disaster in the making.

In a video he shot from across the street, someone off-camera yells, “Guard! 911! 911! There’s a building collapsing on Ann Street,” followed by the sound of something crumpling. About 45 seconds later, two women run out, saying the building fell while they were inside it. A man stands on a fire escape as bystanders try to figure out how to help him get down. He eventually did, Scott said.

“I hope ain’t nobody else in there,” Scott recalled thinking, worrying for the garage workers he’d gotten to know.

To Jadess Speller, a student at nearby Pace University, the collapse “felt like an earthquake — like the earth opened up inside, like that’s how violent it was.” Other students described seeing cars falling in the building.

One vehicle landed on its end in the garage entrance, a photo posted by Mayor Eric Adams’ office showed.

Authorities believed they had accounted for everyone inside the building, but searches continued Tuesday evening to make sure no one was in any of the squashed cars, Fire Department Chief of Operations John Esposito said. One garage employee was rescued via a neighboring roof after being trapped on an upper floor, he said.

“He was conscious and alert and moving around, calling us. He just couldn’t get down,” Esposito said. Four of the injured were hospitalized and in stable condition, and the fifth refused medical attention, he said.

The garage caved in around 4 p.m., a few blocks from City Hall and the Brooklyn Bridge, and about half a mile (0.8 km) from the New York Stock Exchange. Pace evacuated an adjacent dorm and classroom building, and canceled all evening classes as it assessed the buildings’ safety. School officials sent the displaced students to a student center while working out other accommodations.

Don Mulligan was on the 17th floor of a nearby hotel when he heard a roar like a jet flying overhead and felt the high-rise sway.

“You knew something was happening,” said Mulligan, of Cincinnati. The hotel was evacuated, he said.

It wasn’t immediately clear what caused the collapse. City Buildings Department records show the three-story structure has been a garage at least since the 1920s, and there are no recent permits for construction.

Messages were left for a parking company that lists the garage as one of its properties.

The collapse left the building “completely unstable,” Adams said at a news conference. Esposito said firefighters had to pull out because of the danger, conducting searches instead with a drone and robotic dog.

The building was “all the way pancaked, collapsed all the way to the cellar floor,” acting Buildings Commissioner Kazimir Vilenchik said.

William Flashnick, 19, was in a Pace classroom when he and his friends thought they heard an explosion and ran to a window to look. As they opened the window, a plume of thick dust rose in the air.

When it cleared, they peered down into the parking structure, where cars were tossed asunder and a top deck had cracked open.

Flashnick initially worried for all of their lives. One of his first thoughts was of the World Trade Center, which looms over the neighborhood.

“We freaked out. Given the history of this place, it’s a little scary,” he said.

Michelle Yeoh Seeks New Challenges After Oscar Win

KUALA LUMPUR, Malaysia (AP) — Michelle Yeoh says she is looking for new challenges including as a producer, as she credited perseverance, hard work and passion for her historic Oscar win last month.

The 60-year-old became the first Asian to win the Academy Award for best actress for her performance as a laundromat owner in “Everything Everywhere All at Once.” The movie won a total of seven awards, including best picture.

Returning to her native Malaysia to celebrate her mother’s birthday, Yeoh said she felt a sense of relief after clinching the award.

“It was a roller coaster ride that started last year when the movie first came out. It was a whole year of not knowing, wanting, hoping, wishing,” she told a news conference. “During the journey, everyone was asking, ‘Do you want the Oscar?’ I said, hell, yes, of course I want the Oscar. Who doesn’t? I am not going to beat around the bush and say no because it represents so much to so many of us.”

Yeoh reiterated that her Oscar victory was a “beacon of hope” for Asian women.

“It shows us it can be done and all of you can do it,” she said.

Yeoh, who started her career in Hong Kong before becoming a Hollywood star, said she was blessed to have been able to work on diverse movies and with “forward thinking filmmakers to fight for what I truly believe in — representation, diversity, especially empowerment of women.” She said she refuses to be boxed in stereotypical roles but believes in pushing the envelope in her career.

While she has no interest in directing, she said she may branch out again as a producer.

“Directors have no life. I love my life too much,” she said in jest. “I love producing. I have produced before and now I can start to do so again … now I am able to branch out more because people have started to listen, and appreciate what you can bring forward. As an actor, I love what I can do. I am so lucky to be able to say it’s not a job, it’s really a passion.”

Yeoh said she will be heading back to London to complete the filming of “Wicked,” a two-part movie adaptation of the hit Broadway musical directed by Jon Chu. She said she hopes to return to Asia in the next few months.

“I am always looking for a challenge,” Yeoh said. “I believe there is so much to do in our part of the world. All of us collectively. Don’t isolate yourself. Don’t feel that I must always tell my story. We are collaborators, we are storytellers. Let’s work together and do great things.”

Thai Police Arrest Drug Trafficking Network, a Big Lot for Australia

Pol. Gen. Chinnaphat Sarasin, the deputy commissioner of the National Police, together with the investigation team, announced the arrest of a Malaysian-Hong Kong transnational drug trafficking network at the Narcotics Suppression Bureau (NSB) on April 18 , 2023. Police seized 94 kilogrammes of heroin and 162 kilogrammes of methamphetamine.

The case occurred between April 10-11, when NSB officials, together with the Seaport Interdiction Task Force (SITF), which consists of the Office of the Narcotics Control Board, the Customs Department and the Armed Forces Security Centre, investigated a warehouse in Bangkok’s Bueng Kum district. They found more than 30 kilogrammes of heroin stuffed in wood-like resin sheets destined for shipment to Australia.

After further investigation, the sender turned out to be Kanda Khunthong, 33. She was later arrested at a department shop in Rama 3 Road, Chong Nonsi Sub-District, Yan Nawa District, Bangkok. She confessed that she is a heroin shipper and used another person’s identity to ship the heroin.

She explained that she got the drug from a man she called “Boss” who spoke Chinese and that she had a person called “Ti” who helped her translate and hand over the money. Ti was later arrested. It is reported that a half-Thai, half-Australian person is the intended recipient of the drug.

Officials later found some traces of this network when they planned to ship drugs before the Songkran festival. Using the NSB’s Big Data system, police arrested the “boss”, whose first name is Leung, 63. It turned out that he is a Malaysian citizen and was the boss.

He was arrested at a petrol station near Rama 3 Road, Chong Nonsi Sub-District, Yan Nawa District, Bangkok with more than 2 kilogrammes of methamphetamine hidden in photo frames to be shipped to Japan.

Police then arrested Jailu Loungmad or Ti, a 36-year-old Tai Yai whose job was to transfer money. He was arrested at a petrol station in Soi Sathu Pradit 15. His Rama 3 Road residence was later searched and found to be a station where drugs were hidden in various items.

Police found more than 13 kilogrammes of methamphetamine hidden in a cupboard. The team also found methamphetamine in the form of flakes mixed with 2 silicones weighing 18 kilogrammes hidden in 2 picture frames. The methamphetamine in a thick liquid form weighing 1 kilogramme was also found at the scene as well as 1,250 liquid bottles labelled as massage oil which was found to contain drugs. The police will send them for further investigation. The police then arrested Kai, 62, from Hong Kong.

The team examined 2 other rooms in a residential complex near Bangkok’s Industrial Ring Road and found 64 kilogrammes of heroin and more than 128 kilogrammes of methamphetamine.

The NSB has conducted further investigations using the Big Data system and has concluded that the suspects were involved in other cases of sending parcels to different countries. They will try to expand the investigation.

Apple Inc Bets Big on India as It Opens First Flagship Store

NEW DELHI (AP) — Apple Inc. opened its first flagship store in India in a much-anticipated launch Tuesday that highlights the company’s growing aspirations to expand in the country it also hopes to turn into a potential manufacturing hub.

The company’s CEO Tim Cook posed for photos with a few of the 100 or so Apple fans who had lined up outside the sprawling 20,000-square-foot store in India’s financial capital, Mumbai, its design inspired by the iconic black-and-yellow cabs unique to the city. A second store will open Thursday in the national capital, New Delhi.

“India has such a beautiful culture and an incredible energy, and we’re excited to build on our long-standing history,” Cook said in a statement earlier.

The tech giant has been operating in India for more than 25 years, selling its product through authorized retailers and the website it launched a few years ago. But regulatory hurdles and the pandemic delayed its plans to open a flagship store.

The new stores are a clear signal of the company’s commitment to invest in India, the second-largest smartphone market in the world where iPhone sales have been ticking up steadily, said Jayanth Kolla, analyst at Convergence Catalyst, a tech consultancy. The stores show “how much India matters to the present and the future of the company,” he added.

For the Cupertino, California-based company, India’s sheer size makes the market especially encouraging.

About 600 million of India’s 1.4 billion people have smartphones, “which means the market is still under-penetrated and the growth prospect is huge,” said Neil Shah, vice president of research at technology market research firm Counterpoint Research.

Between 2020 and 2022, the Silicon Valley company has gained some ground in the smartphone market in the country, going from just about 2% to capturing 6%, according to Counterpoint data.

Still, the iPhone’s hefty price tag puts it out of reach for the majority of Indians.

Instead, iPhone sales in the country have thrived among the sliver of upper-middle-class and rich Indians with disposable incomes, a segment of buyers that Shah says is rising. According to Counterpoint data, Apple has captured 65% of the “premium” smartphone market, where prices range up from 30,000 rupees ($360).

In September, Apple announced it would start making its iPhone 14 in India. The news was hailed as a win for Prime Minister Narendra Modi’s government, which has pushed for ramping up local manufacturing ever since he came to power in 2014.

Apple first began manufacturing from India in 2017 with its iPhone SE and has since continued to assemble a number of iPhone models from the country.

Most of Apple’s smartphones and tablets are assembled by contractors with factories in China, but the company started looking at potentially moving some production to Southeast Asia or other places after repeated shutdowns to fight COVID-19 disrupted its global flow of products.

“Big companies got a jolt, they realized they needed a backup strategy outside of China — they couldn’t risk another lockdown or any geopolitical rift affecting their business,” said Kolla.

Currently, India makes close to 13 million iPhones every year, up from less than 5 million three years ago, according to Counterpoint Research. This is about 6% of iPhones made globally — and only a small slice in comparison to China, which still produces around 90% of them.

Last week, India’s Commerce Minister Piyush Goyal said the government was in regular touch with Apple to support their business here and that the company had plans to have 25% of their global production come out of India in the next five years.

The challenge for Apple, according to Shah of Counterpoint, is that the raw materials are still coming from outside India so the tech company will need to either find a local supplier or bring their suppliers, based in countries like China, Japan and Taiwan, closer to drive up production.

Still, he’s optimistic this target could be met, especially with labor costs being lower in India and the government wooing companies with attractive subsidies to boost local manufacturing.

“For Apple, everything is about timing. They don’t enter a market with full flow until they feel confident about their prospects. They can see the opportunity here today — it’s a win-win situation,” Shah said.

J-Hope Becomes 2nd BTS Member To Join South Korean Army

SEOUL, South Korea (AP) — J-Hope, a member of K-pop sensation BTS, entered a South Korean boot camp Tuesday to start his 18-month compulsory military service, becoming the group’s second member to join the country’s army.

There was heated public debate in 2022 over whether to offer special exemptions of mandatory military service for BTS members, until the group’s management agency announced in October that all seven members would fulfill their duties.

In December, Jin, 30 and the oldest member of BTS, became the band’s first member to enter the army after revoking his request to delay his conscription.

South Korean TV footage Tuesday afternoon showed what they called a black minivan likely carrying J-Hope moving into the boot camp in Wonju, about 90 kilometers (55 miles) east of Seoul. Hybe Corp., the parent company of BTS’ management agency Big Hit Music, later confirmed the 29-year-old singer entered the camp.

Dozens of fans showed up near the base after arriving via rented buses wrapped with large photos of J-Hope and words hoping for his safe service. Authorities mobilized soldiers and police officers to maintain order, and there were no immediate reports of safety-related accidents. Big Hit Music had pleaded with fans, who call themselves the “Army,” not to come to the site due to safety reasons.

“I love you, Army. I’ll see you again,” J-Hope, whose real name is Jung Ho-seok, said Monday in a message posted on the online fan platform Weverse, with photos of himself with a military buzz cut.

Five other younger BTS members — RM, Suga, Jimin, V and Jungkook — are to join the South Korean military one by one in the coming years. That means the world’s biggest boy band is expected to reconvene as a group again a few years later.

In South Korea, all able-bodied men are required by law to perform 18-21 months of military service under a conscription system meant to deter aggression from rival North Korea.

The law gives special exemptions to athletes, classical and traditional musicians, and ballet and other dancers if they have obtained top prizes in certain competitions and are assessed to have enhanced national prestige. K-pop stars and other entertainers aren’t subject to such privileges.

That has caused an intense domestic debate over whether it was time to amend the law to expand exemptions to entertainers like BTS members. Jin, who turned 30 in December, had faced an impending conscription because the law disallows most South Korean men from further delaying their services after they turn 30.

Lawmakers bickered over the issue at the National Assembly, while a series of public surveys showed sharply split opinions over possible service exemptions for BTS members. Defense Minister Lee Jong-Sup said at the time that it would be “desirable” for BTS members to implement their duties to promote fairness in the country’s military service.

Exemptions or dodging of military duties are a highly sensitive issue in South Korea, because the draft forces young men to suspend their studies or professional careers.

Formed in 2013, BTS expanded its popularity in the West with its 2020 megahit “Dynamite,” the band’s first all-English song that made BTS the first K-pop act to top Billboard’s Hot 100.

Hybe Corp. said in October that each member of the band for the time being would focus on individual activities scheduled around their military service plans.

Pai Holds ‘Relax Day’ Amidst Forest Fire – Air Pollution Crisis

The Tourism Authority of Thailand (TAT), Mae Hong Son office, together with the private sector and local authorities, organized the Pai Relax Day Festival, also known as the Post-Songkran Festival, on April 20-21, 2023, near the Pai River Bridge, Mae Hi sub-district, Pai district, Mae Hong Son province.

The main activities are a water zone, a water tunnel, a music spectacle, local sports such as beach volleyball and water boxing, and local food and souvenirs. There are also local activities and the famous tube floating on the Pai River.

The festival will focus on environmentally friendly products and reducing waste by using containers made of natural materials or those that can be easily decomposed. The festival encourages participants to bring their own containers for food and drinks. There will be bins for segregated waste. There are no fees, no registration or MC. Participants can wear any outfit.

Pai is one of Thailand’s most popular tourist attractions, both for Thais and foreigners. According to TAT, Mae Hong Son office, the average accommodation occupancy rate between April 13-17 was 35%. There were more foreigners than Thais as due to air pollution, Thai tourists cancelled their bookings by 10 to 15 per cent.

Although the number of foreign tourists decreased, there had been no cancellations. Some foreign tourists have travelled to beaches and the sea and are likely to return to Pai when the air pollution crisis improves.

Tiny particles in the air, also known as PM2.5, continue to increase in Pai. On 18 April 2023, a level of 189 micrograms per cubic metre was reported when a forest fire occurred at Doi Kio Lom Viewpoint, a popular roadside rest area in northwest Pai.

On April 17, 2023, the air pollution in Pai district is affecting locals and tourists after a severe forest fire occurred after some illegal forest fires took place. Officials had difficulty in bringing the fire under control as the location is a steep mountain. The officials could only establish a fireproof line to prevent the fire from spreading to the residential areas.

Kanokporn Kumsornyong, a local woman from Pai district in Mae Hong Son province, said the droplets in Pai are so strong that she does not want to leave her house as it affects her breathing. Even when she is in the house, she has to close all the windows and turn on the air purifier as it is getting harder to breathe.

She said that Pai is in this crisis and some people are illegally burning the forest around Pai district, which is obstructing the view and causing breathing problems.

Sinsamut Phromsuwan, president of the Pai Tourism Association, says dust pollution in Pai is above average and affects the health of people and tourists, especially tourists from China and Europe who have booked their trips in advance and cannot change planes.

Putin Visits Russian Troops in Occupied Ukraine

KYIV, Ukraine (AP) — Russian President Vladimir Putin visited headquarters of the Russian troops fighting in Ukraine early Tuesday, his second trip to the Russian-held territories there since March.

A video released by the Kremlin and broadcast by Russian state television showed Putin visiting the command post for Russian forces in the southern Kherson region. It showed Putin arriving by helicopter to receive reports from the top military brass about the combat situation.

The Russian leader then moved by helicopter to the headquarters of the Russian National Guard of the eastern Luhansk region to hear report from commanders.

In both locations, Putin congratulated the military on the Orthodox Easter that was celebrated Sunday and presented them with icons.

Russia annexed the Kherson and Luhansk regions along with the Donetsk and Zaporizhzhia regions in September in a move that was rejected by much of the world as illegal.

It was impossible to independently verify the footage of Putin’s visits to the two regions that was released by the Kremlin. The trip marked a second visit by the Russian leader to the areas that Russia occupied in Ukraine in as many months.

Last month, Putin visited the Russian-held Sea of Azov port city of Mariupol, which was captured by Russian troops in May after two months of fierce fighting.

Putin’s trips to the military headquarters come as Ukraine is preparing for a new counteroffensive to reclaim the occupied territories.

Russia’s war in Ukraine has turned into a stalemate amid heavy fighting in the country’s east, particularly around the town of Bakhmut, which for 8 1/2 months has been the stage for the war’s longest and bloodiest fight.

Ukrainian officials have said they’re buying time by depleting Russian forces in the battle while Kyiv prepares a counteroffensive. Ukrainian President Volodymyr Zelenskyy has argued that if Russia wins the Bakhmut battle, it could allow Putin to begin building international support for a deal that would require Ukraine to make unacceptable compromises to end the war.

Oleksiy Danilov, the secretary of Ukraine’s National Security and Defense Council, told The Associated Press in an interview in Kyiv that Ukraine’s allies are helping the government to achieve the level of technical equipment necessary to launch the attack, delivering heavy armored vehicles and ammunition.

He expressed confidence that Ukraine will be able to return all its occupied territories.

“We will defeat Russia,” he said. “If you have a strong inner spirit, you will definitely win. And we always had it strong. This is something that always annoyed the Russians.”

Secret Chinese police outpost revealed in NY; 2 men arrested

NEW YORK (AP) — Two men have been arrested on charges that they helped establish a secret police outpost in New York City on behalf of the Chinese government, and more than three dozen officers with China’s national police force have been charged with using social media to harass dissidents inside the United States, the Justice Department said Monday.

The cases, taken together, are part of a series of Justice Department prosecutions in recent years aimed at disrupting Chinese government efforts to locate in America pro-democracy activists and others who are openly critical of Beijing’s policies.

One of the cases concerns a local branch of the Chinese Ministry of Public Security, which operated inside an office building in Manhattan’s Chinatown neighborhood before closing last fall amid an FBI investigation. The two men charged with establishing the outpost were acting under the direction and control of a Chinese government official, and deleted communication with that official from their phones after becoming aware of the investigation, according to the Justice Department.

The men, identified as “Harry” Lu Jianwang, 61, of the Bronx, and Chen Jinping, 59, of Manhattan, were arrested at their homes on Monday morning. It was not immediately clear if they had lawyers who could comment on their behalf.

At no point did the men register with the Justice Department as agents of a foreign government, U.S. law enforcement officials said. And though the police outpost did perform some basic services, such as helping Chinese citizens renew their Chinese driver’s licenses, it also performed a more “sinister” function, including helping the Chinese government locate a pro-democracy activist of Chinese descent living in California, according to the officials.

“New York City is home to New York’s finest: the NYPD,” U.S. Attorney Breon Peace, the top federal prosecutor in Brooklyn, said at a news conference announcing the arrests. “We don’t need or want a secret police station in our great city.”
