WASHINGTON (AP) — Navy divers began pulling pieces of the downed Chinese spy balloon from the depths of the ocean floor on Tuesday, using sophisticated reconnaissance drones dubbed the Kingfish and the Swordfish to locate the debris.
After collecting all of the balloon’s white fabric and shell structure found floating on the surface, the Navy has now shifted to an all-underwater search for the remnants of the massive balloon that a U.S. fighter jet shot down off the coast of South Carolina on Saturday, officials said.
Navy and Coast Guard personnel were using underwater drones to locate and map the debris field, and divers were in the water gathering up what they could, officials said.
The debris already collected was being hauled by small boats to a few area locations, including a Coast Guard station south of Myrtle Beach, and, depending on the size, will eventually go either to the FBI lab at Quantico, Virginia, or other sites where experts can analyze it, said the officials, who spoke on condition of anonymity to provide details of an ongoing military operation.
The head of U.S. Northern Command, Gen. Glen VanHerck, who is in charge of the recovery effort, and several Biden administration officials will brief members of Congress on the balloon on Wednesday and Thursday.
Lawmakers have raised a number of questions about whether the balloon was able to collect intelligence and transmit it back to China during the time it traveled eastward across the United States, after crossing the border from Canada into Idaho.
White House and Pentagon officials have largely avoided providing any details on the balloon’s capabilities.
Officials said Tuesday the U.S. was very aware of the sites the balloon crossed over — including nuclear missile silos and other military installations — and knows how to protect them from any intelligence collection. Even if the balloon was able to transmit, they said, it wasn’t getting any new or important information to send.
The officials were unwilling to provide any insight into what the U.S. has been able to glean about the balloon’s collection and transmission abilities.
The balloon, an estimated 200 feet (60 meters) tall, was carrying a long sensor package underneath, which VanHerck estimated was the size of a small regional jet.
U.S. counterintelligence teams hope to learn far more about the sensors and other equipment on the balloon as they retrieve it and study it.
The balloon debris is scattered in waters that are about 50 feet (15 meters) deep, but stretch across an area 15 football fields long and 15 football fields across, VanHerck said.
In new images released Tuesday morning, sailors from Explosive Ordnance Disposal Group 2 can be seen leaning over a rigid hull inflatable boat and pulling in broad swaths of the balloon’s white outer fabric and shell structure.
VanHerck has also said the recovery teams were taking precautions to safeguard against the chance any part of the balloon was rigged with explosives or was dangerous in any way.
A Navy warship, the USS Carter Hall, is heading the recovery effort, aided by three Coast Guard cutters — the Venturous, the Richard Snyder and the Nathan Bruckenthal — as well as the USNS Pathfinder, an oceanographic survey ship. A salvage ship is expected to arrive on Wednesday.
The Pentagon said Tuesday that Defense Secretary Lloyd Austin requested a secure call with his Chinese counterpart, Minister of National Defense Wei Fenghe, on Saturday after the balloon was shot down. China declined the request, said Brig. Gen. Pat Ryder, the Pentagon press secretary.
“Lines between our militaries are particularly important in moments like this. … Our commitment to open lines of communication will continue,” Ryder said.

GAZIANTEP, Turkey (AP) — Thinly-stretched rescue teams worked through the night into Wednesday, pulling more bodies from the rubble of thousands of buildings downed in Turkey and Syria by a catastrophic earthquake that killed more than 7,700, their grim task occasionally punctuated by the joy of finding someone still alive.
Nearly two days after the magnitude 7.8 quake struck southeastern Turkey and northern Syria, rescuers pulled a three-year-old boy, Arif Kaan, from beneath the rubble of a collapsed apartment building in Kahramanmaras, a city not far from the epicenter.
With the boy’s lower body trapped under slabs of concrete and twisted rebar, emergency crews lay a blanket over his torso to protect him from below-freezing temperatures as they carefully cut the debris away from him, mindful of the possibility of triggering another collapse.
The boy’s father, Ertugrul Kisi, who himself had been rescued earlier, sobbed as his son was pulled free and loaded into an ambulance.
“For now, the name of hope in Kahramanmaras is Arif Kaan,” a Turkish television reporter proclaimed as the dramatic rescue was broadcast to the country.
A few hours later, rescuers pulled 10-year-old Betul Edis from the rubble of her home in the city of Adiyaman. Amid applause from onlookers, her grandfather kissed her and spoke softly to her as she was loaded on an ambulance.
But such stories were few more than two days after Monday’s pre-dawn earthquake, which hit a huge area and brought down thousands of buildings, with frigid temperatures and ongoing aftershocks complicating rescue efforts.
Search teams from more than two dozen countries joined more than 24,000 Turkish emergency personnel, and aid pledges poured in.
But with devastation spread multiple several cities and towns — some isolated by Syria’s ongoing conflict — voices crying from within mounds of rubble fell silent, and despair grew from those still waiting for help.
In Syria, the shaking toppled thousands of buildings and heaped more misery on a region wracked by the country’s 12-year civil war and refugee crisis.
On Monday afternoon in a northwestern Syrian town, residents found a crying newborn still connected by the umbilical cord to her deceased mother. The baby was the only member of her family to survive a building collapse in the small town of Jinderis, relatives told The Associated Press.
Turkey is home to millions of refugees from the war. The affected area in Syria is divided between government-controlled territory and the country’s last opposition-held enclave, where millions rely on humanitarian aid.
As many as 23 million people could be affected in the quake-hit region, according to Adelheid Marschang, a senior emergencies officer with the World Health Organization, who called it a “crisis on top of multiple crises.”
“We don’t have a tent, we don’t have a heating stove, we don’t have anything. Our children are in bad shape. We are all getting wet under the rain and our kids are out in the cold,” Aysan Kurt, 27, told the AP. “We did not die from hunger or the earthquake, but we will die freezing from the cold.”
Turkish President Recep Tayyip Erdogan said 13 million of the country’s 85 million people were affected, and he declared a state of emergency in 10 provinces. More than 8,000 people have been pulled from the debris in Turkey, and some 380,000 have taken refuge in government shelters or hotels, authorities said.
In Syria, aid efforts have been hampered by the ongoing war and the isolation of the rebel-held region along the border, which is surrounded by Russia-backed government forces. Syria itself is an international pariah under Western sanctions linked to the war.
The United Nations said it was “exploring all avenues” to get supplies to the rebel-held northwest.
Turkey’s Vice President Fuat Oktoy said at least 5,894 people have died from the earthquake in Turkey, with another 34,810 injured.
The death toll in government-held areas of Syria has climbed to 812, with some 1,400 injured, according to the Health Ministry. At least 1,020 people have died in the rebel-held northwest, according to volunteer first responders known as the White Helmets, with more than 2,300 injured.
The region sits on top of major fault lines and is frequently shaken by earthquakes. Some 18,000 were killed in similarly powerful earthquakes that hit northwest Turkey in 1999.

The Criminal Court granted one-month bail to detained political hunger strikers Tawan and Bam Tuesday afternoon per request from Thammasat University Hospital which care for the two and were concerns about their deteriorating health. The two have been on hunger strike for twenty days now.
According to AP, Tantawan “Tawan” Tuatulanon, 21, and Orawan “Bam” Phuphong, 23, have been on hunger strike since Jan. 18 — much of that time refusing water as well as food — to back their demands for reform of the justice system, the release of political prisoners pending trial and for lawmakers to amend or abolish laws used against political dissidents.
Their lawyer, Krisadang Nutcharas, said they are in poor condition, and at risk of losing their lives.
“Their parents didn’t sleep last night and they have been here since morning,” said Krisadang at the Thammasat University Hospital in a northern suburb of Bangkok, the capital. “This is not a scripted drama to ask people for their sympathy.”
The two women agreed a few days ago to resume taking water. Refusing all liquids in addition to food can cause permanent injury and even death if carried on for an extended period.
The two activists are among at least 228 people, including 18 minors, have been charged with violating the lese majeste law, which carries a prison term of three to 15 years for insulting the monarchy. Critics say the law, also known as Article 112, is often wielded as a tool to quash political dissent.
Student-led pro-democracy protests beginning in 2020 openly criticized the monarchy, previously a taboo subject, leading to vigorous prosecutions under the law, which had previously been relatively rarely employed.
Sitthichok Sethasavet, a food delivery driver convicted in January of lese majeste, is also on a hunger strike and being kept at the same hospital.
The Criminal Court denies bail to political detainee Sitthichoke on Tuesday, said Thai Lawyers for Human Rights. The man has been on a hunger strike in prison for 22 days now. He is at Thammasat University Hospital under the supervision of the Corrections Department.

TAK — A baby girl was rescued on Tuesday morning after she fell down a 15-meter well near the Thai-Myanmar border.
Rescuers spent nearly 18 hours digging through the night to reach the 1-year-old child who fell into the 30-centimeter-wide well in Phop Phra district on Monday afternoon. The girl, a daughter of migrant workers from Myanmar, appeared to be in good health when she was taken to the surface. She was immediately taken to hospital for a medical examination.
The girl’s mother said she and her husband were harvesting cassava when she found out that her daughter went missing. She and her colleagues then searched the area without success, not until she suspected her daughter might have fallen into a nearby well. She called her daughter’s name into the hole and heard a baby crying.
More than 100 people were involved in the rescue mission. Three excavators carefully dug through the surface overnight, while an oxygen tube was lowered into the hole so the girl could breathe. Rescuers dug the rest of the way by hand and freed the child.
As the girl was brought to the surface, a crowd of onlookers cheered in relief, while her parents cried with happiness and thanked the rescuers.
“I have only one child and this incident has brought a shock to my family,” the girl’s father said. “I’d like to thank every Thai for helping my daughter. I promise I will take good care of my daughter.”

ADANA, Turkey (AP) — The death toll from a 7.8 magnitude earthquake and multiple aftershocks rose to more than 5,000 on Tuesday as more bodies were pulled from the rubble of collapsed buildings.
Turkey’s Vice President Fuat Oktay said the total number of deaths in Turkey had risen to 3,419, with another 20,534 people injured. That brought the number of people killed to 5,102, with another 1,602 people confirmed dead on the Syrian side of the border.
Countries around the world dispatched teams to assist in the rescue efforts, and Turkey’s disaster management agency said more than 24,400 emergency personnel were now on the ground. But with such a wide swath of territory hit by Monday’s earthquake and nearly 6,000 buildings confirmed to have collapsed in Turkey alone, their efforts were spread thin.

Attempts to reach survivors were also impeded by temperatures below freezing and close to 200 aftershocks, which made the search through unstable structures perilous.
Nurgul Atay told The Associated Press she could hear her mother’s voice beneath the rubble of a collapsed building in the city of Antakya, the capital of Hatay province, but that her and others efforts to get into the ruins had been futile without any rescue crews and heavy equipment to help.
“If only we could lift the concrete slab we’d be able to reach her,” she said. “My mother is 70-years-old, she won’t be able to withstand this for long.”
Across Hatay province, just southwest of the earthquake’s epicenter, officials say as many as 1,500 buildings were destroyed and many people reported relatives being trapped under the rubble with no aid or rescue teams arriving.

In areas where teams worked, occasional cheers broke out through the night as survivors were brought out of the rubble.
The quake, which was centered in Turkey’s southeastern province of Kahramanmaras, sent residents of Damascus and Beirut rushing into the street and was felt as far away as Cairo.
The medical aid organization Doctors Without Borders confirmed Tuesday that one of its staff members was among the dead after his house in Syria’s Idlib province collapsed, and that others had lost family members.
“We are very shocked and saddened by the impact of this disaster on the thousands of people touched by it, including our colleagues and their families,” said Sebastien Gay, the group’s head of mission in Syria.
Gay said health facilities in northern Syria were overwhelmed with medical personnel working around “around the clock to respond to the huge numbers of wounded.”
In Turkey’s Hatay province, thousands of people sheltered in sports centers or fair halls, while others spent the night outside, huddled in blankets around fires.
Turkey has large numbers of troops in the border region with Syria and has tasked the military to aid in the rescue efforts, including setting up tents for the homeless and a field hospital in Hatay province. Defense Minister Hulusi Akar said a humanitarian aid brigade based in Ankara and eight military search and rescue teams had also been deployed.
A navy ship docked on Tuesday at the province’s port of Iskenderun, where a hospital collapsed, to transport survivors in need of medical care to the nearby city of Mersin. In the Turkish city of Gaziantep, a provincial capital about 33 kilometers (20 miles) from the epicenter, people took refuge in shopping malls, stadiums, mosques and community centers.
At least 3,381 people were killed in 10 Turkish provinces, with more than 20,000 injured, according to the latest figures from Turkish authorities on Tuesday. The death toll in government-held areas of Syria climbed to 769 people, with some 1,450 injured, according to the Health Ministry. In the country’s rebel-held northwest, groups that operate there said at least 450 people died, with many hundreds injured. Turkish President Recep Tayyip Erdogan declared seven days of national mourning.
Authorities fear the death toll will keep climbing as the rescuers look for survivors among tangles of metal and concrete spread across the region beset by Syria’s 12-year civil war and refugee crisis.
In the latest pledges of international help, South Korean President Yoon Suk Yeol said he was preparing to swiftly dispatch a 60-person search and rescue team as well as medical supplies and 50 soldiers. Pakistan’s government sent a flight carrying relief supplies and a 50-member search and rescue team early Tuesday, and said there will be daily aid flights to Syria and Turkey from Wednesday. India said it would send two search and rescue teams, including specially trained dogs and medical personnel.
Pakistani Prime Minister Shehbaz Sharif will travel to Ankara Wednesday to express his condolences and solidarity, according to a statement from Islamabad.
U.S. President Joe Biden called Erdogan to express condolences and offer assistance to the NATO ally. The White House said it was sending search-and-rescue teams to support Turkey’s efforts.

On the Syrian side, the affected area is divided between government-controlled territory and the country’s last opposition-held enclave, which is surrounded by Russian-backed government forces. In the rebel-held enclave, hundreds of families remained trapped in rubble, the opposition emergency organization known as the White Helmets said in a statement. The area is packed with some 4 million people displaced from other parts of the country by the war. Many live in buildings that are were already damaged by military bombardments.
Strained medical centers quickly filled with injured people, rescue workers said. Some facilities had to be emptied, including a maternity hospital, according to the SAMS medical organization.
More than 7,800 people were rescued across 10 provinces, according to Orhan Tatar, an official with Turkey’s disaster management authority.

The U.S. Geological Survey measured Monday’s quake at 7.8, with a depth of 18 kilometers (11 miles). Hours later, another quake, likely triggered by the first, struck more than 100 kilometers (60 miles) away with 7.5 magnitude.
The second jolt caused a multistory apartment building in the Turkish city of Sanliurfa to topple onto the street in a cloud of dust as bystanders screamed, according to video of the scene.
Thousands of buildings were reported collapsed in a wide area extending from Syria’s cities of Aleppo and Hama to Turkey’s Diyarbakir, more than 330 kilometers (200 miles) to the northeast.

DES MOINES, Iowa (AP) — Someone in Washington state overcame steep odds Monday night to win an estimated $747 million Powerball jackpot.
The winning numbers were 05, 11, 22, 23, 69 and the Powerball 07.
Lottery officials said in a statement early Tuesday that a single ticket matched all six numbers and was worth $754.6 million.
The full jackpot is for a winner opting for an annuity distributed in one immediate but partial payout followed by additional payments over 29 years that increase by 5% annually. The winner also can opt for a one-time cash payment of $407.2 million.
Both prizes available are the amounts before taxes, Powerball said.
The lottery game’s website shows the jackpot for the next drawing on Thursday has dropped to $20 million.
Monday night’s win was the first Powerball jackpot win since Nov. 19, 2022. That winless streak allowed the prize to grow larger and larger until it stood as the ninth-largest in U.S. history.
Higher interest rates have allowed annuity payments to increase compared with earlier jackpots, when rates were lower. Most winners prefer the immediate cash prize.
The game’s abysmal odds of 1 in 292.2 million are designed to build big prizes drawing more players. That strategy certainly has worked recently, as someone in Maine won a $1.35 billion Mega Millions prize in January and a California player hit a record $2.04 billion Powerball jackpot last November. No one has claimed either of those prizes.
Powerball is played in 45 states, as well as Washington, D.C., Puerto Rico and the U.S. Virgin Islands.

A day after a Facebook page called “Jordub” announced the death of a media employee after persistent overwork and lack of relaxation on 5 February 2023, parent company True Corporation, along with its affiliates, published a letter to “all TNN employees”
The letter informs that Sarawuth Srisawasdi, Bird, died of a heart attack on February 4, 2023, while working at the TNN news channel.

A colleague of his said a housekeeper saw Sarawuth falling asleep on his desk at 4 am on 4 February. Assuming that he was resting, the housekeeper did not wake him until late morning when she became suspicious as his whole body was lopsided. She then called the police and the rescue team.
According to Thai labour law, a worker may not work more than 8 hours per day or as agreed, but never more than 48 hours per week. After a continuous working time of no more than 5 hours, the worker is entitled to a rest break of at least 1 hour per day.
A weekly holiday of at least 1 day a week at intervals of a 6 days period must be arranged for the employee.
For workers in the hotel industry, in the logistics industry, workers working in rural areas, or for other work covered by ministerial regulations, the employer and the worker may agree to accumulate leave within 4 consecutive weeks and postpone it to the agreed period.

In the case of continuous work, if interruption of work would cause damage or if it is an emergency, the employer may allow the employee to work overtime or on a holiday if necessary.
The worker is entitled to a rest period of more than 20 minutes before the start of overtime if the overtime is longer than 2 hours (unless the nature of the work requires continuous performance. The worker must give consent to the overtime or in an emergency situation).
Sarawuth’s funeral ceremony is held at the Mahawong Temple in Samut Prakan and the cremation ceremony will be held on 8 February 2022. Several of his colleagues attended the funeral to pay their last respects.
Overwork to the point of death has been around for a long time. In Japan, it’s called “karoshi”. In 2013, there was a case similar to Sarawuth’s death, when a journalist died of a heart attack.
What happened to Sarawuth has sparked a public debate, especially in the journalism industry. The BBC Thai Service reported on the incident, citing a study by Jeffrey Pfeffer, Stanford professor of organisational behavior, who has written more than 15 books, including the book: “Dying for a Paycheck”.
His work suggests that the work culture has become inhuman. On the one hand, entrepreneurs neglect their employees. On the other hand, in an economy where an employee can’t work full-time, instability occurs. Professor Pfeffer suggests that every worker must take care of his or her health. Should you work in an unbalanced workplace, you must resign.
“I want to tell you that if you are in a room full of smoke, you will find a way out of it because it is detrimental to your health. Everyone must ask for a law. We have to ask for it together.”
