Myanmar’s Ethnic Karen guerrillas Claim to Have Seized the Last Army Base Defending Key Border Town

The Karen National Union, the ethnic group’s leading political body, said in a statement posted on Facebook that its armed wing, acting together with the affiliated Karen National Defense Organization and allied pro-democracy forces, had captured the garrison of the army’s Infantry Battalion 275, about 4 kilometers (3 miles) to the west of the town before dawn on Thursday, after besieging it since the start of the week.

The fall of Myawaddy would be another major setback in the army’s war against resistance forces since last October, when an alliance of three other ethnic rebel groups launched an offensive in the country’s northeast.

Over the past five months, the army has been routed in northern Shan state, where it surrendered control of several border crossings with China, and in Rakhine state in the west, and is facing active challenges elsewhere.

The nationwide conflict in Myanmar began after the army ousted the elected government of Aung San Suu Kyi in February 2021 and suppressed widespread nonviolent protests that sought a return to democratic rule.

Myawaddy, in Kayin state, is opposite the Thai district of Mae Sot in Tak province and is connected by two bridges across the Moei River It is Myanmar’s most active trading post with Thailand.

The fighting in Myawaddy has alarmed officials in Bangkok, who fear the prospect of large numbers of people fleeing across the border. Thai Foreign Minister Parnpree Bahiddha-Nukara said Tuesday that Thailand can accommodate about 100,000 people in safe areas on a temporary basis. Mae Sot district has in the past sheltered thousands of Myanmar villagers seeking safety.

With Infantry Battalion 275 garrison’s capture, all army outposts in the township have been seized and the resistance groups will pursue those soldiers who remain at large, said the statement from the KNU.

“We want to inform the public not to fear and to cooperate with us,” the statement said.

In a separate statement, the KNU said retreating soldiers seeking to cross into Thailand for refuge were hiding on the Myanmar side of the No.2 Myanmar-Thailand Friendship Bridge.

The Karen are the third biggest ethnic group in Myanmar, making up about 7% of its 58 million population. Like other minority groups living in border regions, the Karen have sought greater autonomy from Myanmar’s central government for decades, with the KNU and its armed wing, the Karen National Liberation Army leading their struggle.

Although the Karen are among the most experienced of the armed ethnic groups, they lack the heavy weapons some other rebel organizations have, and also suffer from factionalism. The Karen make up a large part of about 90,000 refugees from Myanmar who live in nine long-term refugee camps in Thailand after fleeing previous rounds of fighting.

A Karen guerrilla involved in the resistance offensive told the Associated Press that their combined forces had seized the Infantry Battalion 275 garrison late Wednesday night.

The guerrilla, who spoke on condition of anonymity because he is not authorized to release information, said the resistance forces collected weapons from the garrison on Thursday. The KNU statement included photos of what it said were captured weapons.

A journalist covering the fighting in the area also confirmed the seizure of the garrison and weapons, saying the soldiers withdrew from the garrison overnight. He along with other individuals in Myawaddy willing to speak about the situation, spoke on condition of anonymity because of fear for their safety.

A resident of Myawaddy living near the garrison told the AP by phone that the retreat of the soldiers came after the Border Guard Force units negotiated between the army and the combined resistance force. He said a jet fighter dropped two bombs near the garrison at 10:30 a.m. on Thursday but no casualties were reported.

The Border Guard Force units in Kayin state are nominally affiliated with the military but announced last month they were cutting their ties and establishing themselves independently under the name of the Karen National Army.

A member of the Karen National Union/ Karen National Liberation Army-Peace Council, another Karen organization based in Myawaddy confirmed to the AP that the new Karen National Army was playing in a major role in negotiations between the resistance and the Myanmar military.

He said the Karen National Army units had pledged to Myawaddy’s residents that they would try to not let a single bullet hit the town, and were patrolling and taking other security measures,

Another Myawaddy resident also told the AP that while he was driving in the town he saw hundreds of people evidently seeking to cross into Mae Sot in Thailand at the bridge checkpoints.

PM Asks Public to Judge Central Bank for Not Cutting Rates

"I don't want to argue with them anymore because I think my position on reducing interest rates is clear," Prime Minister Srettha Thavisin said on April 11, 2024.

BANGKOK – Prime Minister Srettha Thavisin expressed his disappointment again on Thursday that the Monetary Policy Committee (MPC) voted on April 10, 2024 to keep the policy interest rates at 2.5 percent per annum, despite his request for them to consider reducing it. He said that high interest rates are suppressing people’s purchasing power, so he asked the public to be the judge.

“I don’t want to argue with them anymore because I think my position on reducing interest rates is clear. They will find another reason to say that I am pressuring the Governor of the Bank of Thailand again. He has his independence, but I would like to remind him that independence does not mean being independent from the people’s hardship. He must also consider the people’s hardship.”

The Prime Minister also said that almost all academics now agree that the interest rate should be reduced. He said that if the interest rate is reduced, the economic side effects will be positive rather than negative. It will not weaken the baht, but will improve Thai exports. We currently export 60 percent of GDP and tourism another 20 percent. 1 US dollar can be exchanged for 36, 37, 38 baht, which will increase the amount of money available for spending in the country.

“When tourists come to our country, they do not just stay in big hotels or only benefit from the big tycoons. They come to shop, they come to eat, everyone benefits. I think this is a basic economic rule that everyone knows. I do not know what else to say, because I have already said a lot and I have said enough. It’s time for others to speak up.”

The Prime Minister asked where the Bank of Thailand’s Governor, Setthaput Suthiwatnarueput, was when he started the meetings of the Digital Wallet Policy Committee on March 27 and April 10. The governor was not there twice.

Mr. Piti Disyatat, Secretary of the Monetary Policy Committee, announced the results of the meeting that the MPC voted 5 to 2 to keep the policy interest rate at 2.50 percent per annum. Two members voted to reduce the policy interest rate by 0.25 percent.

The majority of those present agreed that the Thai economy is likely to record high growth. It is expected to grow by 2.6 percent this year and 3 in 2025. Exports are expected to gradually recover in the second half of this year and government spending is expected to increase again. This will lead to overall inflation of 0.6 percent this year and 1.3 percent next year, while core inflation is expected to be 0.6 percent this year and 0.9 percent next year.

“The Committee has always considered fiscal policy and tried to make it consistent. It was seen that monetary policy has limited effectiveness in solving structural problems. Therefore, it was decided to keep the policy interest rate in this meeting,” said Mr. Piti.

Mr. Piti also commented on the Prime Minister’s view that this is a sensitive issue and no one is 100 percent right or wrong. It is a matter of weighing the pros and cons. The Prime Minister must have weighed it differently, and the MPC will have to weigh it again in the next meeting under new assumptions.

The digital wallet scheme will kick off in the fourth quarter. He said it is unlikely to have a major impact on the economy this year. Most of it will happen in 2025. Therefore, he still believes that the overall impact will not be big enough to affect the implementation of the policy.

More Myawaddys flee to Thailand; Naypyidaw Air Base Attacked Again

MAE SOT – Anti-coup rebels in Myanmar claim to have attacked the Naypyidaw Aela Air Base in the capital Naypyidaw for the fourth time by the Brave Warriors for Myanmar (BWM), while the last major military base, the Pha Sone camp in Myawaddy, was seized by resistance fighters

According to the Yangon Modern News, the air base in Naypyidaw was attacked with five rockets at 4:50 a.m. on April 11, 2024, damaging an aircraft hangar with several planes inside and destroying a Thingyan pavilion under construction for Min Aung Hlaing and the military leaders.

Later, the Mountain Hawk Civilian Defense Force (MKCDF), which is organized by the Brave Warriors for Myanmar (BWM), has claimed responsibility for the attack, stating that the base was attacked because it is the main airbase for dispatching military aircraft to various regions and the main escape point for the military leadership.

“Our main target is the junta’s air force throughout the country. If the air force collapses, we will be able to carry out a revolution. That is why we are fighting the air force with determination. We would like to thank all revolutionary comrades who have supported every operation,” the statement said.

The rebels claim that this was the fourth attack on the Naypyitaw Ayla airfield. Although it is the most heavily guarded airbase, the rebels were still able to carry out the attack on their target.

This news comes after the Karen National Union (KNU) and the People’s Defense Force (PDF) captured the Pha Sone camp of the Myanmar military’s 275 Light Infantry Battalion in Myawaddy Township.

The resistance claimed to have launched four drones to drop many rounds of bombs on Battalion 275’s Phasong Camp, Myawaddy’s last major Burmese military camp. Then they seized the Phasong camp and took over weaponry such as an artillery grenade launcher and a considerable supply of ammo. More than 200 Myanmar soldiers left the camp and dressed in ordinary clothes.

All Burmese soldiers had taken cover inside the Myawaddy Permanent Border Post No. 2, which was opposite the Mae Sot Permanent Border Post No. 2, prompting Thai soldiers, the Special Task Force Rajamnu, to deploy fully equipped soldiers to surround the Mae Sot Permanent Border Post No. 2 at the foot of the 2nd Thai-Myanmar Friendship Bridge.

Meanwhile, people in Myawaddy City moved from the city centre to Mae Sot Permanent Border Checkpoint No. 1, Mae Sot District, Tak Province, to cross the border temporarily.

A Khaosod reporter from Tak Province claimed that Mae Sot Permanent Border Checkpoint No. 1 was overcrowded with Myawaddy people, generating traffic in front of the checkpoint. The majority of the villagers are children, women, and the elderly, who arrived in Mae Sot City as visitors with valid border crossing cards.

Three residents of Myawaddy, who live near Infantry Battalion 275 garrison, told the AP by phone that they took shelter with other locals at Buddhist monasteries near there when fighting intensified on Tuesday.

The residents, said three fighter jets had been bombing the fighting areas and nearby villages, overnight and in the morning.

Two other residents living in Myawaddy, said some townspeople were fleeing into Mae Sot in Thailand, but many others were working as usual despite the fighting on the town’s outskirts.

Thailand’s Prime Minister Srettha Thavisin said in an interview on Thursday that according to the reports he has received, Myawaddy town has not fallen and that this situation is an internal Myanmar issue. He has only instructed the army and the Ministry of Foreign Affairs to communicate to Myanmar that any violation of Thai airspace during fighting is unacceptable.

As far as the refugees are concerned, the Foreign Ministry has stated that it can take in 100,000 people and will have to wait and see how far the problem goes.

Air Chief Marshal Phanpakdee Pattanakul, Commander-in-Chief of the Royal Thai Air Force, indicated that F-16 jets are ready 24 hours a day and can intercept encroachers in less than 5 minutes.

According to Associated Press, Myawaddy, in Kayin state, is Myanmar’s most active trading post with Thailand, and its fall would be the latest in a series of shock defeats suffered by the army since last October, when an alliance of three other ethnic rebel groups launched an offensive in the country’s northeast.

Japanese Team Create Biodegradable Plastic Fit for Industrial Use

KOBE – A team of Japanese researchers said Wednesday it has developed a new bioplastic that is not only durable but degrades rapidly in seawater and can be mass produced.

The research by scientists at Kobe University and other organizations fuels hopes that the world’s oceans may one day be cleared of plastic waste.

According to the Organization for Economic Cooperation and Development, there was about 30 million tons of such waste in the sea in 2022.

The new bioplastic is made from polylactic acid, a kind of polyester that is derived from starches such as sugarcane and corn, according to the team’s report in the U.S. science journal ACS Sustainable Chemistry and Engineering.

Polylactic acid, also known as polylactide, has attracted attention as an alternative material to petroleum-based plastics, but the material is brittle and difficult to mold and dissolve.

A type of polylactide with enhanced degradability, known as LAHB, has already been developed, but it is difficult to produce in bulk.

To address such shortcomings, the team utilized a bacteria known as lactate dehydrogenase capable of producing plastic, and through its genetic modification, the team managed to mass-produce LAHB.

LAHB by itself is cloudy white in color, but the team achieved a typical transparent appearance by adding a small amount of LAHB to conventional polylactic acid.

The Japanese government hopes to increase the country’s use of bioplastics to approximately 2 million tons by 2030.

Seiichi Taguchi, a Kobe University professor on the team, said the new bioplastic’s development “will help deter global warming, and has brought the government’s biomanufacturing initiative to an industrial level.”

Thai Air Force Deploys F-16 Jets To Protect Mae Sot Airspace

TAK – The Royal Thai Air Force dispatched two F-16 fighter jets to patrol over Mae Sot district in Tak province for more than 30 minutes on Wednesday to protect Thai airspace.

This happened after Thai villagers heard sounds of fighting in Myawaddy Township in Myanmar between the Karen National Union (KNU), the Karen National Liberation Army (KNLA) and the People’s Defense Force (PDF) and the Burma Army’s Battalion 275 Pha Song camp. This camp is the last stronghold of the remaining Burmese soldiers.

Local sources reported on April 10 that the attack by the anti-junta groups on the military camp caused fires in several areas around the site of the clash and caused black smoke to rise over Myawaddy town.

However, the resistance forces failed to capture the Pha Song camp as they were met with retaliatory fire from MiG-29 fighter jets, which dropped bombs that caused loud explosions that could be heard throughout the Thai-Myanmar border area.

At the Mae Sot 1 permanent border crossing, which is opposite the Myawaddy 1 permanent border crossing, artillery fire could be heard continuously throughout Myawaddy town, prompting villagers to hurriedly pack their belongings and flee their homes.

Most villagers walked across the Thai-Myanmar Friendship Bridge 1 to the permanent border crossing 1 in Mae Sot, causing traffic congestion on the Thai side and filling the area with large numbers of Myawaddy residents queuing to apply for temporary border passes to legally enter Thailand.

Ko Aung, a 35-year-old Myawaddy resident, said he and many other Myawaddy families had to make the difficult decision to leave their homes and cross the Myawaddy border to stay with relatives in Mae Sot district, Tak province.

The reason for this is the uncertainty about the situation after the fighting, which could spread to the Myawaddy town area at any time. The villagers therefore hurried to cross the border for their own safety. Many other residents of Myawaddy have not yet evacuated and are waiting to see how the situation develops overnight before making a decision.

Meanwhile, the fighting at Pha Song camp, 275 Myawaddy battalion, was reported to have claimed a large number of injured people on both sides throughout the day, but the exact number is unknown.

At the same time, soldiers from the Ratchamanu special unit, Mae Sot District Administration and the 346 Border Guard Police in Mae Sot District, Tak Province, along with armed vehicles and grenade launchers and armored vehicles, were deployed to secure the border along Mae Sot District at all points. They have also been instructed to increase their presence and armament in the area of the Friendship Bridge 1 between Thailand and Myanmar.

Panpree Phahitthanukorn, Minister of Foreign Affairs, stated in an interview on April 9 that if the situation worsens, the government has set up an assistance plan that will allow around 100,000 people to seek temporary shelter. And if there are more than 100,000 individuals arriving, those in charge of the of the agencies have indicated that they are prepared to proceed.

“We have also contacted other countries to assist because Thailand is not in a position to act alone,” he added.

BANGKOK (AP) — Thailand’s Prime Minister Srettha Thavisin on Wednesday revealed details of his government’s plan to stimulate the economy by giving digital cash handouts of 10,000 baht ($275) to an estimated 50 million Thais for spending at their local businesses.

Srettha said at a news conference that the 500-billion-baht ($13.7-billion) plan, to be mostly funded out of the 2024 and 2025 fiscal budgets, will be rolled out in the last quarter of the year.

The stimulus and subsequent consumption are expected to boost gross domestic product growth by 1.2 to 1.6 percentage points, he said. The World Bank estimated Thailand’s year-on-year GDP growth at 1.5% in December.

Another portion of the funding will come from the state’s Bank for Agriculture and Agricultural Cooperatives, earmarked for covering payouts to about 17 million farmers.

The digital purchases will be allowed only in the recipients’ own districts, and will not be allowed for items including oil, services, and online purchases.

Srettha called the project a “life-changing policy for the people.” He expressed his disappointment that the project could not be carried out earlier but said the government needed to make it transparent and legal.

The plan, which was a major campaign promise by Srettha’s Pheu Thai party ahead of last year’s general election, had been previously criticized by economists for being an ineffective way to contribute to sustainable economic growth compared to other measures.

The ruling Pheu Thai party had also suggested digital wallet payments for all Thais 16 and older, while the current plan is limited to lower-income Thais, defined as people with yearly incomes not exceeding 840,000 baht ($23,000) and savings in financial institutions not totaling more than 500,000 baht ($13,700 ) .

The government was also criticized for initially suggesting that it would fund the plan by borrowing, which would incur a heavy public debt burden.

Thailand’s central bank has resisted pressure from the government to boost the economy by cutting interest rates, opting to keep its policy unchanged at a meeting on Wednesday.

But analysts expect the Bank of Thailand to cut its 2.5% benchmark rate later in the year, given that inflation has been falling for six straight months.

“While the economy is not exactly in a crisis, it is in need of more support,” Gareth Leather of Capital Economics said in a commentary. He noted that the central bank is keen to maintain its independence, but that it ultimately would likely cut rates at its next meeting, in June.

Thailand’s levels of household debt are relatively high, and higher interest rates raise borrowing costs, tending to discourage spending and investment.

Filipino Couple Held for Smuggling Thai Cannabis to the Philippines

A Filipino couple was arrested for smuggling cannabis from Thailand to the Philippines at their home, a townhouse in Bangkok's Prawet district.

BANGKOK – Dried cannabis is still illegal in the Philippines, so the profit from shipping cannabis from Thailand to Manila is very high.

Pol. Maj. Gen. Panthana Nuch-cha-nart, Deputy Head of the Immigration Department, announced on April 10 the arrest of Mr. John Andrew Tiangson, 35, a Filipino national, and Ms. Ena Bianca Marie Cruz, 30, a Filipino national, on charges of “being foreigners who entered and stayed in the Kingdom with an expired permit” at the Immigration Department Office in Muang Thong Thani, Pak Kret District, Nonthaburi Province.

The arrests on April 10 came after the Immigration Bureau’s Investigation Division 1 received information from Philippine security agencies about the seizure of a large shipment of dried cannabis packed in tightly sealed packages weighing over 10 kilograms in total. The cannabis was discovered by the Philippine Bureau of Customs in late February 2024.

The usual street price for the cannabis in question after transportation to the Philippines is 1,200 pesos per gram, or about 975 baht per gram, which equates to a total value of almost 10 million baht.

The seized cannabis was shipped from a parcel delivery service in Bangkok, which is located in an area with a large Filipino population. The investigation team began to investigate the company and eventually obtained information about the senders of the package, Mr. John Andrew Tiangson and Ms. Ena Bianca Marie Cruz, a Filipino couple.

A biometric check revealed that both individuals had overstayed their visas in the Kingdom for more than 9 years. Investigators then located the couple’s home, a townhouse in Bangkok’s Prawet district, and arrested them. 

In addition, the two foreigners will be blacklisted by the Immigration Bureau and banned from entering the Kingdom for ten years under the Ministry of Interior’s Order No. 1/2015 dated November 27, 2015 on banning certain foreigners from entering the Kingdom. The couple will then be deported to the Philippines for further prosecution.
