Gunfire On PCAD Tollway Convoy Kills 1

(1 April) Unidentified assailants opened fire on anti-government demonstrators' motorised convoy in Nonthaburi province today, killing one protester.

Three other protesters were wounded by the gunfire, which erupted as supporters of People's Committee for Absolute Democracy With the King As Head of State (PCAD) were marching on Ngam Wong Wan Expressway at around 14.30.

The protesters were returning from a Government Complex on Chaeng Wattana Road, where hundreds of PCAD supporters remain encamped, to their site near Government House in Bangkok.

Protesters showed reporters bullet holes on a bus in their convoy. 

The name of the deceased protester has not been released. It is understood that a total of four people were shot, 2 men and 2 women.

PCAD protest sites and marches have frequently come under gunfire and grenade attacks since their "Occupy Bangkok" campaign began in January, claiming many lives. The police have been heavily criticised for failing to arrest or prosecute the perpetrators in these attacks.

Germany at the Bangkok International Book Fair 2014

After taking a break for four years, Germany is returning to the Bangkok International Book Fair again. In collaboration with the Goethe-Institut, the Frankfurt Book Fair is again organising the German collective booth, where the Embassy of Germany and the German Book Centre are also present. We are pleased to invite you to visit our  Booth (L01) and activities. 

“Graphic Novel from Germany” is the highlight of this year. The guest artist, Reinhard Kleist, will held public lectures on the stage that will bring you closer to the world of comics and graphic novels in Germany. He will also demonstrate live painting at the booth that everyone can have a close look. 

Special collections from Germany at the booth are new literary releases, German literature in Thai translations, contemporary German graphic novels, the art galleries and museums in Berlin and the “Rights List Children’s Book on tour”. We also offer a book-rallye which you can join. 

Interested publishers and translators are also welcome to talk with us about book markets in Germany, the translation grant programme or other related fields . 

Reinhard Kleist is a German graphic designer and author of more than a dozen graphic novels, such as “The boxer”, “Castro”, “Cash – I see a darkness”, “Havanna” and “Berlinoir”. He won a lot of international awards, for instance the German Youth Literature Prize 2013 or the Grand Prix de Lyon 2013 for his recent work “The boxer”. He is now living in Berlin.

MTV Exit To Hold Two Free Concerts In Udon Thani On 24 May

Multi-platinum artist Bodyslam and top acts from around ASEAN to headline.

UDON THANI, Thailand,1 April 2014 – MTV EXIT today announced it is holding two free concert  sat Udon  Thani Hall in Central Plaza  on 24 May, to educate young people about the dangers of human trafficking. Multi-platinum artist Bodyslam will join top bands from around the ASEAN region, including Project E.A.R., Slot Machine, Cells and Scrubb. 

“MTV EXIT Live in UdonThani” was  originally slated to take place on 15 March at Vesuwan Stadium, but was  postponed due to an accident during the stage installation process on 13 March.  Due to heavy monsoon rains in northeast Thailand at this time of year, there  scheduled concerts will take place in an indoor venue. 

To accommodate a high demand for tickets atthe smaller venue, MTV EXIT will produce two shows on 24 May, the first at  14:00 and the second at 19:00. Priority ticketing will be offered to those who  registered their email addresses with MTV EXIT when they picked up tickets for  the original concert. 

Only those who registered email addresses  during ticket pickup are eligible for the priority tickets. The 15 March  concert ticket cannot be exchanged for a 24 May ticket. 

Any remaining tickets will be made availableto the public closer to the concert date. Instructions will be announced on MTV  EXIT’s social media pages and through its partner, WOW FM.

Sakon Nakhorn Village Gripped By Fear Of Temple Curse

(1 April) Residents of Na Piang village in Sakon Nakhorn are convinced their community has been haunted by a curse ever since a local temple was demolished.

According to a number of villagers, 30 residents have passed away due to various causes since the old temple was demolished in March 2013. Local administrators claimed they meant to construct a new temple over its compound, but budget issues have delayed the construction so far.

Villagers claimed that 9 of those fatalities died in March alone, including Mr. Sakhorn Promchantha, a member of the Na Piang Subdistrict Executive Organisation, who passed away on 30th March. 

A week earlier, villagers said, a monk had also committed suicide in a local temple. 

Mr. Lorm Yawangphol, who identified himself as an experienced villager necromancer, told our correspondent that the residents were opposed to the demolition of the temple, and the religious sanctuary has been left unconstructed for over a year. 

"The villagers are convinced they have been cursed because of the temple incident," Mr. Lorm explained.

According to Mr. Lorm, many local residents have conducted religious ceremonies in their homes to ward off the purported evil spirits, and an effort is underway to gather a communal fund in the village in order to hire experienced monks from other districts for an exorcism ceremony.  

Some villagers also hung red clothes out in front of their homes in accordance with local beliefs that red shirts will deter any malevolent spirits.

Reds Press Charge Against Court For Annulling Election

(1 April) Pro-government supporters in many provinces have simultaneously filed complaints against the Constitutional Court for invalidating the 2nd of February general election.

The court has deemed the poll unconstitutional since the election was not completed in a single day as required in the 2007 Constitution, but Redshirts activists have argued that the verdict is unfair, as it was anti-government protesters who blocked election venues in many districts, causing the election in those affected areas to be canceled. 

The People's Committee for Absolute Democracy With the King As Head of State (PCAD) has denounced and boycotted the 2nd of February election as fraudulent, and insisted that "reforms" are needed before any election can be held. 

Termed "The National Complaint Day", the campaign encouraged the Redshirts to file a charge of treason and attempt to overthrow sovereign power of the Legislative Branch under Article 113 of the Criminal Codes against the 6 majority Constitutional Court judges who ruled in the election verdict.

At Mueang Police Station in Nakhon Panom province, over 200 Redshirts gathered to file complaints to the police, led by Mr. Praong Boonpong, former Minister of Labour, and Ms. Monpon Charoensri, a former MP.  

The demonstrators wore black to symbolise their disagreement with the court, and brought placards which read "How come 6 judges have more power than 20 million votes?" and "They robbed the people's rights".

After filing complaint with the police, Mr. Prasong told reporters that he finds it unacceptable that the government has spent over 3.8 billion baht organising the elections, many citizens have sacrificed their money and time to travel to their hometowns for voting, and candidates have dedicated their funds in the vote-canvassing campaign, only to have their efforts annulled by the Constitutional Court.

"The court rules without listening to the voices of more than 20 million people who went out to vote," Mr. Prasong fumed, "It's a grave crime against democracy".

Mr. Baworn Buppavet, a 77-year old Redshirt supporter at the rally, said the Constitutional Court should have listened more to the people, especially those who live in the countryside "areas the judges have always neglected". 

Around 40 Redshirts also rallied in Bang Phlat district of Bangkok to urge the police to take legal action against the Constitutional Court.

In Chiang Mai province, "Love Chiang Mai 51" group has mobilised their supporters to file complaints at local police stations, and plan to hold candle-lit vigils in front of the police stations this evening to voice their support for democracy in Thailand.

The group will also hold religious ceremony on 3 April to give blessing to thousands of local Redshirts who would join mass rally called by the United Front of Democracy Against Dictatorship (UDD) on 5 April, one of its group leaders said. 

Many Redshirts demonstrators in Ubon Ratchathani province also rallied in front of provincial police stations and lodged their complaint against the Constitutional Court judges.

Army: No Need For Martial Laws To Contain Rallies

(1 April) The Commander-in-Chief of the Royal Thai Army has denied reports that the military might impose martial laws to contain rival mass protests on 5 April.

Leaders of both anti-government and pro-government movements have called for mass demonstrations this Saturday as show of strength, raising fears that violent clashes might break out between the rival protesters, while a number of media reports indicate that the army may resort to martial laws to quell the unrest.

Clashes between the two rival groups in early December last year left 1 anti-government protester and 3 pro-government demonstrators dead. 

But Gen. Prayuth Chan-Ocha said there is no plan for martial laws. 

"The violence that many people are afraid of has not happened yet," Gen. Prayuth said "There is no need to speculate".

He also insisted that over 170 military checkpoints deployed around Bangkok's downtown area are necessary measures for providing public security, dismissing concerns from pro-government critics that the military has deployed the troops to intimidate the government.

Lt.Gen. Paradorn Pattanatabutr, head of the National Security Council, echoed Gen. Prayuth's sentiment, expressing his belief that no clash or violence would take place on 5 April.

He explained that it is unlikely that the two rival protest groups would encroach their opponent's territory. "I've been informed that the UDD will hold their rallies outside Bangkok, while the PCAD will mobilise their supporters at Lumpini Park, which is an area where it is easy to maintain security," Lt.Gen. Paradorn said.

The NSC director insisted that the government can contain the protests with the existing Internal Security Act, and a declaration of martial laws would be unnecessary.

EU – Thailand Cooperation on Animal Welfare

The EU makes available its knowledge, technology and long experience in animal welfare research to Thailand and other Asian countries, in order to assist them in developing animal welfare standards that are appropriate to local conditions.

 Bangkok, The EU Delegation to Thailand on 25 March 2014 hosted a Press Conference about EU Animal Welfare policy and its implications for Thailand during a training workshop on the subject for experts from across SE Asia. Workshop participants come from the authorities in charge of animal welfare in the ASEAN Member States, as well as in a number of other Asian countries. 

Speakers from the European Union (EU), the Thai government and private sector, and the World Organisation for Animal Health (OIE) reviewed progress in EU – Thailand cooperation on animal welfare. The EU makes available its knowledge, technology and long experience in animal welfare research to Thailand and other Asian countries, in order to assist them in developing animal welfare standards that are appropriate to local conditions. 

The workshop, which is part of this process, is intended to increase participants' understanding of EU legislation on animal welfare and of how to implement equivalent standards in the ASEAN region, adapted to the local climate and cultural contexts. 

Dr Andrea Gavinelli (Head of Unit, Animal Welfare in the European Commission Directorate General for Health and Consumers) said that the aim of such activities was to pass on the knowledge the EU had built up over 40 years of Animal Welfare policy development. Although EU law in this field was not applicable outside the EU “it is a priority for negotiation with other countries on a cooperative basis – working with organisations like the World Organisation for Animal Health – because we believe that good animal welfare it is crucial not just for the animals but also in delivering long-term sustainability for agriculture”. 

Dr. Tritsadee Chaosuancharoen (Director General, Department of Livestock Development, Ministry of Agriculture and Cooperatives) emphasised the Thai interest in cooperating with the EU in this field: “The EU has great experience in this field that can provide a transfer of know-how to serve as the basis for Thailand’s Animal Welfare standards, which must also take account of the environmental and cultural differences that apply in our country”. 

Dr. Payungsak Somyanontanakul (Vice President, Charoen Pokphand Foods PLC – CPF) said that CP Foods had applied up to date standards of animal welfare in food production for over 20 years: “From farm to consumer it also makes good sense from a food safety perspective also”. 

Dr Gardner Murray, Chair of World Organisation for Animal Health/Regional Animal Welfare Strategy noted that workshops like the BTSF event were “very important building blocks for cooperation on animal welfare”.

Ex-Pageant Contestant Files Charge Over 'Nipple Photo'

(30 March) A former Miss Thailand World contestant has pressed charge against owners of a beauty clinic in Bangkok for advertising with a photo showing her nipple.

According to Ms.  Thanyarat Mongkolchengchai, 27, who ran in the 2007 Miss Thailand World contest, last October she was hired as an advertisement model by a beauty clinic in Soi Thonglor 18.

Ms. Thanyarat said the contract dictates that she would have the rights to review the photos taken in the photoshoot session, and to decide which photos can be used in the advertisement. 

However, Ms. Thanyarat told police, it emerged last week that the clinic has used one of her photos – which showed her right nipple – in both printed and online advertisement. 

"The photo is very inappropriate," Ms. Thanyarat said, "So I called them and asked about the photo, but the clinic kept evading my questions. They try to avoid any talks with me and shrug off any responsibility, so I have to ask for help from the police and the media".

She vowed to pursue the case in both criminal and civil courts, and would not stop until the clinic administration apologises and compensates her. 

The police said they will investigate Ms. Thanyarat's complaint and proceed to summon the clinic owners for further interrogation.
