PATTAYA — Chonburi Immigration officers investigated the residence of foreigners who were carrying children to sell flowers, causing disturbance to foreign tourists in famous tourist areas of Pattaya.
After monitoring foreigners illegally selling flowers and goods in popular tourist areas like Walking Street in South Pattaya, officers learned that these foreigners were staying at an apartment in Moo 10, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province. Officers conducted a raid at 6:00 AM on November 15.
Officials found 19 foreign nationals residing there: 10 adults (9 Vietnamese and 1 Laotian) and 9 young children (all Vietnamese). They were taken to the Chonburi Immigration checkpoint.

After investigation, police charged all Vietnamese nationals with “being foreigners temporarily permitted to stay in the Kingdom while working or being employed without authorization.” They were fined and their permits were processed for revocation. They will be sent to Immigration Police Division 3 for deportation.
Additionally, Thai national Mr. Anek Prasomrat, the apartment caretaker, was arrested and charged with “being a house owner who failed to report foreign residents to authorities within 24 hours.”
Previously, Police General Kitt Ratt Panpetch, the National Police Chief, had issued urgent policies to suppress foreign criminal activities and combat human trafficking, which is a priority policy of the government due to human rights concerns. The Royal Thai Police is strictly and continuously enforcing these laws. If any officers are found to be involved in misconduct, decisive action will be taken.

BANGKOK — An Algerian man who posted on social media showing Rhesus and Pig-tailed Macaques as pets was arrested at his residence in Bangkok.
Attapol Charoenchansa, director general of the Department of National Parks, Wildlife, and Plant Conservation, revealed on November 15 that officers took action after receiving a public complaint to investigate a foreign national who allegedly kept a pig-tailed macaque and a long-tailed macaque as pets. Pictures of the wild animals were posted on TikTok and Instagram.
On November 14, Nawee Changpirom, director of the Natural Resources Coordination Department and head of the Wildlife Crime Suppression Team (Wild Hawk Unit), led officers from the Wildlife Conservation Office and Division 1 of the Natural Resources and Environmental Crime Department to execute a search warrant from the Phra Khanong Criminal Court. The search took place at Soi On Nut 66, Lane 19-12-2, Prawet District, Bangkok.

During the search, the suspect, identified as Djamel Zinedine, an Algerian national, was found in possession of four protected wild animals: two male long-tailed macaque juveniles and two male pig-tailed macaque juveniles, with a total estimated value of THB 30,000.
The suspect claimed that he had come to Thailand to study and had rented the property as a residence. He stated he had received the monkeys from an unidentified person and had no legal papers or permits to own or breed the animals.
The Algerian suspect (in a blue shirt) is charged with unlawful possession of protected wildlife, which carries a penalty of up to five years in prison, a fine of up to 500,000 baht, or both.
Authorities arrested the suspect and charged him with unlawful possession of protected wildlife under Section 17 of the Wildlife Preservation and Protection Act, B.E. 2562 (2019), which carries a penalty of up to five years in prison, a fine of up to 500,000 baht, or both.
The confiscated wildlife and related equipment were handed over to the Wildlife Conservation Office’s Wildlife Health Management Division for proper care and safekeeping.
Attapol emphasized the department’s strict measures against illegal wildlife trade, wildlife possession, and online wildlife trade, as well as activities in border areas and domestic markets. He urged the public to report any evidence of wildlife-related crimes through the department’s hotline number 1362.

The 29th Conference of the Parties (COP 29) of the UN Framework Convention on climate Change (UNFCCC) takes place from 11 to 22 November 2024 in Kabi, Azerbaijan. In recent years, we have witnessed the most severe drought in a century, intense rainfall, and devastating typhoons.
Typhoon Yagi swept across Vietnam, Myanmar and Thailand in September this year, and caused the severe and prolonged flooding in Northern Thailand. Taiwan was also hit by the super Typhoon Kong-rey this October. Climate change has greatly affected countries around the world.
As a responsible member of the international community, Taiwan is taking active measures to address climate change. President Lai Ching-te is promoting five key strategies for a net-zero transition.
This involves initiating a second energy transition; accelerating development of renewable energy sources such as geothermal, hydrogen, biomass, and ocean energy; advancing a twin digital and green transformation of our industries, and shaping net-zero lifestyles. We are thus pressing toward a fair transition that leaves no one behind.
In June, Taiwan established the National Climate Change Committee under the Office of the President to address climate governance and international cooperation from the perspective of national development. The committee is focused on seven areas: pathways to net-zero, diverse green energy and carbon reduction technologies, the twin green and digital transformation, sustainable green lifestyles, a fair transition, green sustainable finance, and a sustainable homeland and adaptive resilience. The committee allows for better communication of the government’s climate change response, accelerates policy implementation, and enhances public participation.
In a demonstration of commitment to emissions reduction, we has incorporated the 2050 net-zero emissions target into the Climate Change Response Act. Meanwhile, legislation has been completed to establish a carbon fee system, similar to a global carbon tax, that will take effect in 2025.
Taiwan has also pledged to launch an emissions trading system (ETS) in the next four years that will further integrate it with global markets. These policies align with Article 6 of the Paris Agreement, which encourages international collaboration on climate action through market mechanisms such as carbon pricing to reach more ambitious climate goals.
The carbon fee is just the first step in Taiwan’s carbon pricing system. Following on this, Taiwan will launch three major funds to stimulate development of green industries. The Green Growth Fund of NT$10 billion will be established to encourage the growth of emerging domestic net-zero industries. Funding from the insurance and financial sectors will support the Green Finance Innovation Fund for long-term investments in energy-saving, net-zero, and resource-circular industries.
Finally, the Taiwan Net-Zero Fund will work to meet domestic and international carbon reduction goals by partnering with domestic emissions-intensive industries, venture capital firms, and financial institutions to assess and invest in various carbon reduction technologies.
This fund will also bring Taiwan’s leading companies into global carbon reduction strategies, accelerate net-zero initiatives, and attract greater green investment. Such moves will enhance Taiwan’s international competitiveness, are in line with Article 9 of the Paris Agreement, which calls for developed countries to mobilize climate finance from diverse sources, and will lay a solid foundation for Taiwan’s sustainable development.
In terms of adaptation, Taiwan released its latest National Climate Change Science Report in May. This report provides foundational scientific data for local governments and ministries for use in short- and medium-term adaptation planning. It addresses the development of early-warning mechanisms and system monitoring to improve urban environmental resilience.
A multilevel disaster prevention system will be established that incorporates disaster prediction, response, and recovery measures to enhance disaster response capabilities and build a nation that is resilient thanks to integrated disaster prevention, adaptation, and net-zero goals. This aligns with Article 7 of the Paris Agreement, which calls on all parties to promote and implement adaptation policies. Taiwan will continue to use early-warning systems and monitoring measures to refine national adaptation policies.
Taiwan’s capabilities in renewable energy, climate adaptation, and low-carbon technological innovation can be of great help to global climate governance. Innovation and implementation will be critical drivers of climate action.
With the advent of carbon pricing and the promotion of related innovative technologies, Taiwan will participate in global climate action through enhanced domestic policies and systems. I strongly urge the international community to support Taiwan’s meaningful participation in the UNFCCC so that Taiwan can more effectively contribute towards global climate change efforts.

Pattaya police order Korean man to stop livestreaming after assaulting massage shop owner on Nov 14, 2024.
PATTAYA — An altercation occurred between a Thai woman and a Korean man at a traditional massage shop in Nongprue, Banglamung, Chonburi. Police received the report around midnight on November 14.
Ms. Narin Kongwongsa, 43, the shop owner, suffered a dislocated right arm with severe pain. Her boyfriend was also injured with a broken nose. First aid was provided before both were sent to the hospital.
The perpetrator, a Korean tourist, remained at the scene continuously livestreaming. Police ordered him to stop streaming before taking him to Pattaya Police Station, while massage staff criticized his behavior.

Kamala police officers bring intercepted package from Phuket Post Office for suspect to open, recovering stolen items, on November 13, 2024.
PHUKET — The owner of a guesthouse in Phuket was delighted when police managed to recover valuable and sentimental items stolen by a person close to her — the restaurant manager who was heavily in debt due to online gambling.
On November 14, police from Kamala Police Station in Kathu district, Phuket, announced the arrest of Ms. Chanuphon, 38, a restaurant manager at Daeng Guesthouse in Kamala, Kathu, Phuket. The stolen valuables were found in a package she was sending to her hometown in Nakhon Sawan.
The case began when Ms. Sophia Brussaard, 33, the owner of Daeng Guesthouse, filed a complaint at Kamala Police Station late in the evening of November 10. She submitted photos of the stolen items, including:

A 2.5-carat diamond ring worth 84,000 baht
A Rolex Datejust 31 wristwatch worth 578,815 baht
A Cartier Panthere wristwatch worth 159,000 baht
A gold ring worth 32,000 baht

All these objects were in a red, round jewelry box that was kept in a cupboard compartment in her guest room. Ms. Sophia last saw the jewelry box on October 12, 2024, and suspected an inside job involving employees of the guest house.

During the investigation, police discovered that only three employees had access to a spare key to the guest house rooms. One of them was Ms. Chanuphon, who was known to have a gambling addiction. After a behavioral investigation, the police suspected her of stealing the valuables. She was summoned for questioning on November 13.
Initially, Ms. Chanuphon denied the allegations, but her phone showed search histories for the prices of luxury watches and diamond rings that matched the stolen items. Confronted with this evidence, she confessed to selling the gold bracelet for 70,000 baht and sending the remaining items to Nakhon Sawan on November 13.
Pol. Col. Somsak Tongklieng, head of the Kamala Police Station, led the investigation team that intercepted the package at the Phuket Post Office and recovered the stolen items, including a Rolex and a Cartier watch, as well as diamond rings and earrings totaling nearly 1 million baht.
Chanuphon admitted to stealing all the items from Ms. Sophia’s room because she was in debt to online gambling. She planned to send the valuables to her boyfriend in Nakhon Sawan. Police charged her with theft and returned the seized items to Ms. Sophia.
Ms. Sophia thanked Kamala police for tracking down the culprit and recovering the stolen valuables. Some of them were heirlooms from her mother and had immense sentimental value beyond the monetary value.
SONGKHLA — A unique camping site near Ton Pliw Waterfall in Songkhla’s Rattaphum District has become a sanctuary for nearly 400 stray animals, offering free accommodation in exchange for pet food donations amid shortages.

“The animal shelter is separate from the main camping area where tourists enjoy riverside tents, bungalows, and our restaurant,” Pornsita explains. “Part of our camping revenue goes toward caring for these animals,” Pornsita says.
