‘I’m a Red Shirt’: Paetongtarn Defends Coalition with Democrat Party

During a visit to Sukhothai Province, Paetongtarn Shinawatra gives an interview answering political questions on August 30, 2024.

SUKHOTHAI — Paetongtarn Shinawatra, Prime Minister and leader of the Pheu Thai Party, answered political questions for the first time after several unexpected events in the formation of the new government, especially the inclusion of the Democrat Party in the government coalition instead of the Palang Pracharath Party.

During a visit to Sukhothai Province on August 30, she gave an interview stating that a good government that can help the people must have stability, which is crucial. Since Pheu Thai did not invite Palang Pracharath to join, they need enough votes to amend various laws, otherwise, it might be hindered. Today, the Democrat Party’s executives are not the same as they were decades ago.

“Our coalition doesn’t mean Pheu Thai accepts the actions of past Democrat Party executives. Today, many things have changed significantly. We need a stable government. Getting the Democrat Party’s votes is a factor that gives us enough support,” PM Paetongtarn said.

When asked about the Red Shirts’ uneasy reaction to working with the Democrat Party, Ms. Paetongtarn pointed to herself and said, “This is a Red Shirt,” before explaining that political events from 10-20 years ago have passed, many things have changed, including the executives.

Although the name is still Democrat, much has changed within. She thought it was time to move forward, saying that if we dwell on politics, it will hold the country back, and numerous small lawsuits are unnecessary for running the country.

“As Prime Minister, I promise to be the PM for all Thai people. This must happen. I’m here to work for all people. I understand the Red Shirts’ feelings well. I can’t say I don’t understand, but are we ready to move forward today? To see a better country prepared for our children? Today we must be adults who are ready. This is important,” she said.

Ms. Paetongtarn compared the situation to a country that was once a dictatorship, saying Thailand wouldn’t trade with them, but when they become democratic, Thailand would resume trade. It’s about looking forward to the future. That’s the nature of it, so we must focus on that point

“I would like to ask the media to encourage and push the country forward together. Don’t focus on unimportant things. Don’t give importance to insignificant lawsuits or issues. Please help because this duty is heavy and not easy. We need cooperation from all sides.”

When asked about Palang Pracharath Party’s plan to file a lawsuit against her to independent organizations, Ms. Paetongtarn said she can’t stop them. The problems within Palang Pracharath should remain their problems, and she wasn’t involved in the decision. When reporters asked if it was because of General Prawit Wongsuwan, the party leader, Ms. Paetongtarn said there were many reasons they couldn’t work with Palang Pracharath.

Regarding Pol.Gen. Sereepisuth Temeeyaves, leader of the Seri Ruam Thai Party, who held a press conference attacking former PM Thaksin for dominating the party after withdrawing from the coalition due to feeling overlooked, Ms. Paetongtarn jokingly said that it might actually be her dominating her father. She then explained that everyone has their own identity and thoughts, with advice from everyone who can help work for the country.

On the progress of forming the government, she said it’s quite settled now, with only qualification checks remaining, which has already taken a week. She asked for a little patience, saying that once the vetting side responds and the list is finalized, she will submit it for royal endorsement as soon as possible. Otherwise, work will be hindered, such as today’s field visit being affected by being a government that hasn’t yet stated its policies.

When asked if the preparation of policies to be declared to the parliament is nearly complete, she replied that it’s almost finished.

126-Hour Search Ends in Tragedy, All 3 Bodies Recovered in Korat Hi-Speed Tunnel

The operation lasts more than 126 hours following the tunnel collapse in the Klong Khanan Chit section of Chanthuek sub-district, Pak Chong district, Nakhon Ratchasima Province.

NAKHON RATCHASIMA —  The search operation for three missing people in a tunnel built as part of the Thai-Chinese high-speed rail project in Nakhon Ratchasima ended in tragedy. The bodies of the three missing workers were found lifeless.

The operation lasted more than 126 hours following the tunnel collapse on August 24 at 11:40 p.m. in the Klong Khanan Chit section of Chanthuek sub-district, Pak Chong district, Nakhon Ratchasima Province.

On August 30, at around 6:00 a.m., the Rescue Team, including personnel from the Hunan Sunshine company from China, discovered the bodies of two more deceased workers: Mr. Hu Xiangmin, a Chinese national and construction manager, and Mr. Tong Qinlin, a Chinese national and contractor. This followed the recovery of the body of a worker from Myanmar on August 29.

The rescuers dug out the ground and built a support box through the pile of earth to get into the tunnel, about three meters from the original spot where the first body was found. The two recovered bodies were then taken to hospital for autopsies.

An autopsy report from Maharaj Nakhon Ratchasima Hospital on the Myanmar worker revealed that the cause of death was asphyxiation and that he probably died on the day of the incident. The reported signs of life on Wednesday, August 28, which gave the rescue team hope, could have been caused by the movement of objects at the construction site, such as falling rocks and soil.

Anutin Charnvirakul, Deputy Prime Minister and Minister of Interior, stated that the government’s rescue mission for this incident has now concluded. The site will be handed over to the project owner, the State Railway of Thailand (SRT). The investigation will be the responsibility of the police authorities.

He further said that after monitoring the rescue mission on-site for the past four days, he can confirm that all operatives have devoted all available manpower, including K-9 police dogs, and resources to assist the victims trapped in the tunnel. The outcome is something that all parties regret, as they were unable to save the lives of all three workers.

Anutin Charnvirakul, Deputy Prime Minister and Minister of Interior, arrives at the scence on August 30, 2024 and states that the government’s rescue mission for this incident has now concluded.

Ekkarat Sriarayanpong, Head of the Governor’s Office of the State Railway of Thailand (SRT), expressed his deepest condolences on behalf of the SRT and assured the families of the deceased of support. He also thanked all the rescue teams, government officials and private sector workers who participated in the search and rescue efforts that led to the recovery of the three trapped workers.

The Khlong Phai tunnel, located in the area of Khlong Khanan Chit, Chanthuek sub-district, Pak Chong district, is the third tunnel of the construction project and stretches over 1.5 kilometers. The search teams faced constant challenges as the ground above the tunnel was slipping, which prolonged the excavation.

In addition, the laying of the life-saving pipes encountered rock, forcing officials to resort to building a support box to prevent additional soil and rock from falling.

Earlier, Suriya Jungrungreangkit, Deputy Prime Minister and Minister of Transportation, had stated that the construction of this tunnel was the responsibility of the Nawarat Patanakarn Public Company Limited. When asked about the presence of Chinese workers on the project, he replied that the company probably appreciates the expertise of Chinese companies in building high-speed tunnels and has therefore hired specialists for their skills.

According to the Department of Enterprise Development under the Ministry of Commerce, Nawarat Patanakarn was registered on February 17, 1995 with a registered capital of 2.585 billion baht ($760 million).

The company is active in the service sector, particularly in the construction of non-residential buildings. The financial report for the year 2023 shows a total revenue of 10.12 billion baht($297 million) and a net loss of 925.36 million baht ($27 million).

Court Grants Bail to 8 Defendants in ‘Boss Red Bull’ Case

BANGKOK — The Criminal Court for Corruption and Misconduct Cases has accepted the indictment against eight defendants who allegedly used their power to cover up the case by altering the reported speed of the car driven by a Red Bull scion, which led to a fatal accident involving a police officer.

The court has provisionally released all eight defendants, but on condition that they are not allowed to leave the country.

On August 29, the Attorney General filed a lawsuit against Police General Somyot Poompanmoung and seven other defendants in a corruption case through the Special Prosecutor for Anti-Corruption Cases 1.

This case stems from an incident that occurred around 5:20 a.m. on September 3, 2012, when Vorayuth “Boss” Yoovidhya crashed his Ferrari into the rear of a motorcycle driven by Pol. Sgt. Maj. Wichian Klanprasert, killing the officer at the entrance of Soi Sukhumvit 49.

In this Sept. 4, 2012, file photo, forensic police examine the motorcycle Sgt. Maj. Wichian Klanprasert was riding when he was killed in a hit-and-run by Vorayuth “Boss” Yoovidhya.

Thonglor Police Station investigators then conducted an investigation and collected evidence related to the traffic case, including a report from the Central Forensic Science Division. This report, which analyzed the car driven by Vorayuth using CCTV footage and real distance measurements, calculated an average speed of 177 kilometers per hour, with a possible margin of error of 17 kilometers per hour.

Investigators then forwarded the case to prosecutors at the Southern Bangkok Criminal Case Office and recommended that Vorayuth be prosecuted for reckless driving, causing death and property damage, and failing to stop to render assistance and report the accident.

On May 2, 2013, the Director-General of the Southern Bangkok Criminal Case Office decided to charge Vorayuth with reckless driving resulting in damage to others’ property and death, driving over the legal speed limit, and causing damage to persons and property without stopping to provide reasonable assistance. However, Vorayuth was not charged with driving under the influence causing death.

Later, the Deputy Commissioner General of the Royal Thai Police, who had been appointed by the Commissioner General, reviewed the case and did not object to the decision not to charge Vorayuth with driving under the influence of alcohol causing death. Consequently, the decision not to press charges was final.

In the meantime, the limitation period for the remaining charge of reckless driving causing death had expired.

As a result, the eighth defendant, an authorized prosecutor, issued an order not to prosecute Vorayuth for reckless driving causing death, and the Commissioner General of the Royal Thai Police, through the Deputy Commissioner General, did not appeal the prosecutor’s decision, so the order of non-prosecution became final.

Between February 29, 2016 and June 13, 2020, all eight defendants conspired to change the speed of the car driven by Vorayuth at the time of the accident from 177 kilometers per hour to 80 kilometers per hour as planned, even though this constituted a substantial departure from the truth and willful misconduct.

somyos
Police General Somyot Poompanmoung, former Police Commissioner-General, was granted bail on August 29, 2024 in a corruption case along with 7 other defendants who allegedly used their power to alter the reported speed of the car driven by Red Bull heir.

The National Anti-Corruption Commission (NACC) reviewed the actions of the eight defendants and determined that there was sufficient evidence to file criminal charges. It forwarded its report, documents and recommendations to the Attorney General to file charges. As a result, the Attorney General initiated proceedings against the eight defendants.

After reviewing the prosecutor’s complaint and the evidence presented, which included nine boxes and 30 files, the court accepted the complaint and scheduled a preliminary hearing for September 10, 2024 at 9:30 a.m.

In the meantime, all eight defendants applied for bail in the amount of 200,000 baht. The court granted provisional release on the condition that they are not allowed to leave the country unless they receive permission from the court.

This partnership aims to enhance medical services by creating a comprehensive health service zone and health accommodations (Comprehensive Medical Corridor) in Bangkok.

Assoc. Prof. Dr. Chanchai Sittiphan, Director of Chulalongkorn Hospital and Dean of the Faculty of Medicine at Chulalongkorn University, highlighted that this collaboration brings together the strengths of both organizations. Dusit Thani is well-known for its expertise in hospitality, while Chulalongkorn Hospital is recognized for its medical services.

“Hospital and Hostpitality We are neighbors in the heart of Bangkok’s business district, which makes our locations ideal for providing easy access to both medical treatment and temporary accommodation,” said Dr. Chanchai.

Assoc. Prof. Dr. Chanchai Sittiphan, Director of Chulalongkorn Hospital and Mrs. Suphajee Suthumpun, CEO of Dusit Thani Group have signed a Memorandum of Understanding (MOU) to enhance medical services by creating a comprehensive health service zone and health accommodations in Bangkok on August 28, 2024.

The partnership allows patients who do not need to stay in the hospital but require ongoing care to use hotel accommodation for convenience. Patients can receive medical care from the hospital just by across the street while enjoying the comfort of hotel services, including meals tailored to their specific dietary needs.

Asst. Prof. Dr. Ratthaphon Phak-at, Deputy Director of Chulalongkorn Hospital, explained that they are testing new services for patients who don’t need to stay overnight in the hospital. For example, patients preparing for a colonoscopy, surgery, or radiation therapy, where hospitalization isn’t required but continuous follow-up is desired, can stay at a nearby hotel. This setup helps reduce the stress and inconvenience of traveling back and forth to the hospital.

Nutritionists from the Thai Red Cross and Dusit Thani collaborated to create menus suitable for patients.

Additionally, patients who need a sleep test can stay at Dusit Hotel and easily follow up with their doctor at Chulalongkorn Hospital, located just across the street. The hotel will also provide meals specifically designed to meet the nutritional needs of patients, ensuring that they receive the right balance of calories, protein, and other nutrients as recommended by their doctors.

The Deputy Director of Chulalongkorn Hospital emphasized the importance of providing patients with specific dietary care alongside accommodation near the hospital. Given Dusit Thani’s expertise in food services, the hospital has partnered with the Dusit Hotel Group to create a nutritious and well-balanced menu.

This menu is carefully designed with considerations for calories, sodium, and other additives, all based on doctors’ recommendations. For example, cancer patients are provided with meals that focus on energy and high protein, while patients preparing for procedures like a colonoscopy are given low-fiber foods.

“Patient meals are often bland and unappetizing,” said the Deputy Director. “But through this collaboration, we’ve developed meal and snacks that are both delicious and nutritionally appropriate for each patient’s needs.”

Assoc. Prof. Dr. Ratthaphon noted that while this service is tailored for patients who can afford specialized treat, the hospital ensures that the same medical resources are used for all patients, regardless of their financial situation.

Mrs. Suphajee Suthumpun, CEO of Dusit Thani Group, stated that this service will be provided at ‘Dusit Suites Ratchadamri Hotel,’ located near Chulalongkorn Hospital. The collaboration with Chulalongkorn Hospital will help Dusit Thani expand its hospitality business and support health tourism, aligning with future population trends.

A Hong Kong Court Convicts 2 Journalists in a Landmark Sedition Case

HONG KONG (AP) — A Hong Kong court convicted two former editors of a shuttered news outlet on Thursday, in a sedition case that is widely seen as a barometer for the future of media freedom in the city once hailed as a bastion of free press in Asia.

Stand News former editor-in-chief Chung Pui-kuen and former acting editor-in-chief Patrick Lam were arrested in December 2021. They pleaded not guilty to the charge of conspiracy to publish and reproduce seditious publications. Their sedition trial was Hong Kong’s first involving media since the former British colony returned to Chinese rule in 1997.

Stand News was one of the city’s last media outlets that openly criticized the government amid a crackdown on dissent that followed massive pro-democracy protests in 2019.

It was shut down just months after the pro-democracy Apple Daily newspaper, whose jailed founder Jimmy Lai is fighting collusion charges under a sweeping national security law enacted in 2020.

Chung and Lam were charged under a colonial-era sedition law that has been used increasingly to crush dissidents. They face up to two years in prison and a fine of 5,000 Hong Kong dollars (about $640) for a first offense.

Best Pencil (Hong Kong) Ltd., the outlet’s holding company, was convicted on the same charge. It had no representatives during the trial, which began in October 2022.

Chung appeared calm after the verdict was handed down, while Lam did not appear in court.

Defense lawyer Audrey Eu read out a mitigation statement from Lam, who said Stand News reporters sought to run a news outlet with fully independent editorial standards. “The only way for journalists to defend press freedom is reporting,” Eu quoted Lam saying.

Dozens of residents and reporters lined up in the morning to secure a seat for the hearing, which was schedueld for 2:30 p.m. and began an hour late.

The delivery of the verdict was delayed several times for reasons including awaiting the appeal outcome of another landmark sedition case.

Resident Kevin Ng, who was among the first in the line, said he used to be a reader of Stand News and has been following the trial. Ng, 28, said he read less news after its shutdown, feeling the city has lost some critical voices. He said if the editors were found guilty, he would have “complex feelings.”

“They reported the truth, they defended press freedom,” said the man who works in risk management industry.

Their case is centered on 17 articles. That included stories featuring pro-democracy ex-lawmakers Nathan Law and Ted Hui, who are among a group of overseas-based activists targeted by Hong Kong police bounties; interviews with three participants in a primary election organized by the pro-democracy camp in 2020; and commentaries by Law and veteran journalists Allan Au and Chan Pui-man. Chan is also Chung’s wife.

Prosecutors accused some of the articles of helping promote “illegal ideologies,” as well as smearing the security law and law enforcement officers.

Kwok found that 11 of the 17 articles carried seditious intent, according to a press summary. He noted the intense political atmosphere at the time of their publication, when many residents were dissatisfied with or opposed to the governments of Hong Kong and China.

Prosectors said Stand News was a political platform as well as an online news outlet.

Chung previously denied that Stand News was a political platform, and emphasized the importance of freedom of speech during the trial.

“Freedom of speech should not be restricted on the grounds of eradicating dangerous ideas, but rather it should be used to eradicate dangerous ideas,” he said.

Stand News shut down in December 2021, following a high-profile police raid at its office and the arrests. Armed with a warrant to seize relevant journalistic materials, more than 200 officers participated in the operation.

Days after Stand News shut down, independent news outlet Citizen News also announced it would cease operations, citing the deteriorating media environment and the potential risks to its staff.

Hong Kong was ranked 135 out of 180 territories in Reporters Without Borders’ latest World Press Freedom Index, down from 80 in 2021. Self-censorship has also become more prominent during the political crackdown on dissent. In March, the city government enacted another new security law that many journalists worried it could further curtail press freedom.

The Hong Kong government insists the city still enjoys press freedom, as guaranteed by its mini-constitution.

Tourists and Taxi Drivers Clash in Phuket, Both Parties Fined

PHUKET  — Police officers from Wichit Police Station investigated a brawl incident near Wichit Songkram Road, Wichit Sub-district, Mueang District, Phuket Province. A 26-second video clip was shared on the “Hod Jang Phuket” Facebook page with the caption “Phuket heats up, Taxi vs Tourists in front of a famous mall.”

The video, recorded in the evening, shows a confrontation between foreign tourists and a group of taxi drivers near the Darasamutr School intersection, a waiting area next to a well-known mall in Phuket.

A netizen described the incident: Three Arab women were leaning on a taxi, and when the driver asked them not to lean on the car, they became irritated. Subsequently, a male from their group approached the taxi driver, leading to the altercation seen in the clip.

Many netizens commented on this incident, with some criticizing the tourists and others criticizing the Thai people. There was also criticism of the free visa policy, suggesting it leads to a high volume of tourists but low quality.

On August 29, police brought in five foreign tourists and three taxi drivers for questioning at Wichit Police Station. It was revealed that before the incident, the tourist group was waiting for a taxi to return to their hotel in Patong. While waiting, they leaned on a parked taxi, prompting the owner to ask them to move away. This upset the tourists, leading to an argument that escalated into a physical fight with punches thrown and bottles hurled.

After reviewing CCTV footage, investigators found that both parties willingly engaged in the fight. Both sides were charged with “jointly causing a noisy quarrel in a public way or place, or acting in any way to disturb the peace in a public way or place, punishable by a fine not exceeding 5,000 baht.” Following this, neither party wished to pursue the matter further, and they went their separate ways.
