Tailor Admits to Slapping British Customer in Phuket Suit Shop

The incident occurred in a famous suit shop in Phuket.

PHUKETOn July 6, police at Cherng Talay Police Station in Phuket revealed progress on the case where a British female English teacher reported being slapped in the face by the owner of a famous suit shop in Phuket in front of her children, and she insisted on not settling the case.

The police disclosed that Mr. Daeng Phanupong, the tailor and the shop’s owner who is being sued, met with the investigating officers and the prosecutor on July 5 to acknowledge the charges.

The tailor gave a statement that before the incident, the British woman brought a suit to the shop for alterations, for which he charged 200 baht. She then expressed interest in ordering another suit, for which he quoted 5,000 baht. The British woman tried to negotiate the price down to 4,000 baht. He agreed but asked for a 2,000 baht deposit.

He claimed that she was then dissatisfied, used her phone to take photos inside the shop, and threatened to post them on social media. She also verbally abused the accused him severely, which angered him, leading him to slap her face.

The investigating officers also revealed that they requested the prosecutor to take advance witness testimony, as Mrs. Bed will be traveling back to her country. Additionally, the investigating officers are waiting for the medical certificate, which is an important document in determining the charges.

Thai law regarding assault is specified in Section 391, which states that whoever uses force to assault another person, without causing danger to the body or mind, shall be punished with imprisonment for a term not exceeding one month or a fine not exceeding 10,000 baht, or both.

Famous Russian DJ Arrested on Koh Phangan for 2023 Car Accident

DJ Vigen, a 36-year-old Russian national is arrested at his home in Moo 6, Ban Tai Subdistrict, Koh Phangan District, Surat Thani Province, on July 5, 2024.

KOH PHAGNAN — The famous Russian DJ chuckled slightly when tourist police appeared at his house to arrest him. He asked what he had done wrong before being told it was a criminal offense related to a car accident last year.

On July 5, Police Lieutenant General Saksira Phuek-am, Commander of the Tourist Police, ordered Phangan Tourist Police officers to arrest Mr. Vigen, a 36-year-old Russian national, at his home in Moo 6, Ban Tai Subdistrict, Koh Phangan District, Surat Thani Province.

Officials charged him with “driving negligently causing serious injury to others and damage to others’ property” according to an arrest warrant from the Koh Samui Provincial Court.

Background checks revealed that DJ Vigen is famous among Russians. He has traveled throughout Thailand and regularly returns to work in the country. His Instagram shows him visiting many provinces. This time, he had been back on Koh Phangan for four days to DJ at a party.

The case for which the court issued an arrest warrant on July 30, 2023, states that Mr. Vigen was driving a white Toyota Fortuner when he lost control and collided with an oncoming black and red Honda Click motorcycle, causing serious injuries and damage to both vehicles.

When officers moved to handcuff him, the Russian DJ said it wasn’t necessary as he would go with the police anyway. However, the police insisted it was standard procedure. They then handcuffed him and took him to the Koh Phangan Tourist Police Service Unit to record the arrest and transfer the suspect to Koh Phangan Police Station for further legal proceedings.

Thai Real Estate Sees Surge in Myanmar Investment Amid 2021 Coup

BANGKOK  —  Since the coup in Myanmar in February 2021, wealthy Myanmar citizens have poured a significant amount of their money into buying property in Thailand. This surge has prompted Myanmar’s military government to crack down on such purchases to prevent an outflow of capital and financial collapse.

Updated figures from the first quarter of 2024 have been shown in a report on foreign property transfers compiled by the Government Housing Bank’s Real Estate Information Center (REIC).

In the first quarter of 2024, Myanmar nationals were second only to the Chinese in purchasing condominiums in Thailand, both in terms of number of units and value. Myanmar nationals accounted for 10.0 percent of all foreign property transfers and 12.3 percent of the total value of foreign property transfers.

REIC’s continuous data collection over the years shows a remarkable increase in property transfers by Myanmar nationals as follows:

  • In 2021 (the year of the coup), there were 30 property transfers (25th place).
  • In 2022, there were 349 property transfers (rank 6), an increase of 1,063.3 percent compared to 2021.
  • In 2023, there were 564 transfers of ownership (rank 4), an increase of 61.6 percent compared to 2022.
  • In Q1 2024, there were 392 transfers of ownership (rank 2), an increase of 415.8 percent compared to the same period in 2023.

In terms of value, the total value of property transfers by Myanmar nationals reached 2.2 billion baht (12.3 percent of the total) in the first quarter of 2024 alone, an increase of 344.1 percent compared to the first quarter of 2023, when 76 transfers worth 497 million baht took place.

The five provinces with the highest number of property transfers to foreigners are Chonburi, Bangkok, Chiang Mai, Phuket and Samut Prakan.

The majority are in the first two provinces: Chonburi with 1,521 transfers (38.6 percent of the total) and Bangkok with 1,498 transfers (38.0 percent of the total). Together, these two provinces account for 76.6 percent of the national total.

In terms of value, the top five provinces are Bangkok, Chonburi, Phuket, Chiang Mai and Samut Prakan. Here too, the first two provinces account for the majority: Bangkok with a value of 10.6 billion baht (59.4 percent of the total value) and Chonburi with a value of 4.1 billion baht (23.1 percent of the total value). Together, these two provinces account for 82.5 percent of the national total value.

Thai Cabinet to Consider Revised Controversial Submarine Deal with China

BANGKOK — The long-troubled procurement of Chinese submarines, stemming from a G2G contract during Thailand’s military government, has reached a conclusion and is being presented to the current elected government’s cabinet meeting.

It seems Thailand has limited options, as the key issue of desiring German-made engines, which became prohibited in 2020 due to EU sanctions on China, was actually a weakness in the contract from the beginning.

Admiral Cholathit Navanugraha, Assistant Commander-in-Chief of the Royal Thai Navy and Chairman of the Submarine Procurement Committee, explained that since the Navy signed the contract in 2017, it specified the procurement of MTU 396 diesel engines to power the submarines’ generators. The contract with China only specified the engine code, not that it must be purchased from Germany.

In 2021, China notified that they couldn’t procure engines with this code and would use CHD 620 instead. The Navy has been trying to resolve this issue since then, including sending a 23-person team to test the Chinese engines, which were confirmed to meet the original specifications.

Admiral Cholathit stated that the Navy has considered this professionally and carefully, as they will be using the submarine for at least 40 years. They’ve accepted time extensions and negotiated compensation to appropriate levels, believing this is the best way to continue the project.

Regarding why they don’t cancel the contract since China breached it, he explained that this involves international cooperation and relations. When China couldn’t procure the equipment, both sides negotiated to find a solution together.

“It’s like building a house and not getting the roof we wanted. We don’t stop building; we just consider if the new roof is reasonable. So the narrative that China is at fault and we should cancel isn’t accurate. If the replacement engine truly wasn’t suitable, we wouldn’t accept it,” the Assistant Commander said.

Currently, Thailand has paid China 10 out of 18 installments, or 60%, amounting to 7,700 million baht, with 40% or 5,500 million baht remaining.

The submarine construction in China for the Thai Navy is 64% complete. Thai Navy officials inspect in China after each work phase and pay accordingly. The submarine is expected to arrive in Thailand around January 2028. Guarantee period for the engines will be extended from 2 to 8 years.

“The Navy confirms that submarines are necessary to maintain maritime sovereignty and protect marine resources worth 24 trillion baht, as well as sea transportation routes,” Admiral Cholathit stated.

Therefore, the document signed by Defense Minister Sutin Klungsang proposing to the cabinet has two main points:

  1. The Navy requests to amend the agreement by changing the diesel engine from the German-made MTU 396 to the Chinese-made CHD620.
  2. They request an extension of 1,217 days for submarine delivery and authorization for the Navy to make future changes and for the Navy Commander to sign the amended agreement.

When asked about news that China would stop selling submarines to Thailand and sell to Indonesia instead, Admiral Cholathit confirmed this was untrue, having verified with CSOC, the Chinese government representative.

Thai Army Rescues 12 Moroccans from Myanmar Casino Call Center Scam

BANGKOK —  Sutin Klungsang, Minister of Defense, expressed his admiration for the performance of the Royal Thai Army forces who assisted Moroccan citizens who were deceived into working for a call center gang in Myanmar.

In this case, the State Security and Thai Border Affairs Committee was informed that the Moroccan Ambassador had requested assistance for over 150 Moroccan citizens trapped with a call center gang in Myanmar. However, intelligence revealed that about 21 people were in a casino opposite Phop Phra District, Tak Province.

 

The committee then coordinated with the Royal Thai Army, which gathered intelligence on the exact location, finding it to be in a casino. Once all details were known, the Army coordinated with the DKBA forces to help negotiate with the casino personnel.

Intelligence revealed that 21 Moroccan citizens were tricked by a call center gang from their own country to come work. During negotiations, families of seven Moroccans had already paid ransoms for their release, and two others confirmed they wanted to stay. In total, 12 Moroccan citizens were to be released.

As of July 5, all of them have safely arrived on the Thai side. They were received by military personnel from the Ratchamanoon Task Force, Naresuan Force, and relevant officials, who will coordinate with the Moroccan Embassy in Thailand.

Fierce Fighting Breaks Out as Militias Launch New Attacks Against Regime in Myanmar’s Civil War

BANGKOK (AP) — New fighting has broken out in northeastern Myanmar, bringing an end to a Chinese-brokered cease-fire and putting pressure on the military regime as it faces attacks from resistance forces on multiple fronts in the country’s civil war.

The Ta’ang National Liberation Army, one of three powerful militias that launched a surprise joint offensive last October, renewed its attacks on regime positions last week in northeastern Shan state, which borders China, Laos and Thailand, and the neighboring Mandalay region with the support of local forces there.

Since then, the Myanmar National Democratic Alliance Army has joined in, and by Friday, combined forces from the two allied militias had reportedly encircled the strategically important city of Lashio, headquarters of the regime’s northeastern military command.

This is the next phase of October’s “1027” offensive, said Lway Yay Oo, spokesperson for the TNLA, which last week said the military provoked retaliation with artillery and airstrikes despite the cease-fire.

“In phase two, our number one aim is the eradication of the military dictatorship, and number two is the protection and safety of local people,” she said.

Thet Swe, a spokesperson for the military regime, which seized power from the elected government of Aung San Suu Kyi in February 2021, accused the militias of putting civilians in jeopardy by restarting the fighting.

“As the TNLA are starting to violate the cease-fire, the Tatmadaw is protecting the lives and the property of the ethnic people,” he said in an email to the AP, referring to the military by its Burmese name.

There was no indication that the third ethnic armed organization that makes up the Three Brotherhood Alliance, the powerful Arakan Army, has joined in the renewed fighting in Shan state, but its troops have never stopped fighting in its home Rakhine state, which was not covered by the Jan. 11 cease-fire.

The TNLA claims to have already captured more than 30 army outposts, and to now control the western part of Mogok, whose ruby mines make it a lucrative target. There is also fighting for the town of Kyaukme, which sits at a highway crossroads, and Nawnghkio to the southwest, which leads toward the major military garrison town of Pyin Oo Lwin along the same highway.

“That’s where you need to cut it off to prevent the military from sending reinforcements,” said Morgan Michaels, a Singapore-based analyst with the International Institute of Strategic Studies who runs its Myanmar Conflict Map project.

In Mandalay, the region west of Shan, a local People’s Defense Force — one of many armed resistance groups that have spung up in support of the underground National Unity Government, which views itself as Myanmar’s legitimate administration — joined the TNLA’s offensive.

Osmond, a spokesperson for the Mandalay People’s Defense Force who would only give his nom de guerre because of safety concerns, said his and other local resistance groups have seized nearly 20 military outposts.

The October offensive by the Three Brotherhood Alliance made rapid advances as the militias took large expanses of territory in the north and northeast, including multiple important border crossings with China and several major military bases.

The alliance militias have close ties to China, and it’s widely believed that the offensive had Beijing’s tacit approval because of its growing dissatisfaction with the military regime’s seeming indifference to the burgeoning drug trade along its border and the proliferation of centers in Myanmar at which cyberscams are run, with workers trafficked from China and elsewhere in the region.

China then helped broker the cease-fire in January, bringing the major fighting in the northeast to an end, even as other ethnic armed organizations and PDF groups launched their own attacks on regime positions elsewhere around the country.

With the renewed violence in the northeast, China’s Foreign Ministry told the AP it stood ready to again provide support for peace talks, but would not say whether it had been in direct contact with the Three Brotherhood Alliance or the military State Administration Council.

“China urges all parties in Myanmar to earnestly abide by the cease-fire agreement, exercise maximum restraint, disengage on the ground as soon as possible, and take practical and effective measures to ensure the tranquility of the China-Myanmar border and the safety of Chinese personnel and projects,” the ministry said in a faxed reply to questions.

The Myanmar army doesn’t appear to have been surprised by the TNLA attacks, with evidence that it mobilized forces and prepared defenses as well as security checkpoints and patrols ahead of the renewed offensive, Michaels said.

“They didn’t get caught completely off guard, although they’ve not been able to respond yet, there’s been no counter-offensive,” he said.

It is not yet clear what the TNLA’s objectives are, and it could be that the group is just looking to expand gains and consolidate positions now while the military is stretched thin by fighting on several fronts, and before new batches of conscripts are trained for service.

Already, 5,000 conscripts have been added to the military’s ranks and 10,000 more are expected before the end of the year. Thet Swe said they would not be sent into combat, but instead be used as sentries and other such duties, which would then free up better trained solders for the front lines.

“If the conscription carries forward and the military can halt these offenses and make it through to the end of the year, the next year there could be a counter-offensive,” Michaels said. “So this is the closing window to get this done.”

Likewise with the MNDAA, it is not clear whether it is planning to join the broader offensive or whether it intends to take encircled Lashio by force, lay siege to it, or simply tie up the troops now trapped there. The group did not respond to requests for comment.

“If you compare it to 1027 the first time, it’s not the same rapid collapse of the military,” Michaels said.

“The military is still taking losses but it’s just not the same kind of scale or pace. But if the MNDAA completely joins, then we’re looking at a different situation.”

A luxury house in Soi Khao Talo, Moo 10, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province, was reported for allegedly keeping wild animals. Police obtained a search warrant to investigate and found two lions.

On July 5, Pol. Maj. Gen. Theerachai Chamnanmor, Commander of the Provincial Police Region 2 Investigation Division, along with investigation officers, executed a search warrant issued by Pattaya Provincial Court on July 4. They searched a house suspected of containing illegally obtained assets.

 

This luxurious two-story house is built on over half an acre of land. Officers found two Chinese homeowners, a married couple, and three Thai individuals – two men and one woman. The search uncovered two luxury cars: a red Ferrari without license plates and a white Rolls-Royce with red plates registered in Bangkok. Additionally, two male lions were found in cages next to the house.

Pol. Maj. Gen. Theerachai stated that the two male lions found are controlled wildlife, requiring possession permits, which the homeowners did not have. As for the luxury cars, only import invoices were present, so they were seized for further investigation regarding tax payment and proper importation.

“Initially, officers have issued a document prohibiting the relocation of the lions and seized both cars for inspection,” he said.

National Park Department officials preliminarily disclosed that since the homeowners couldn’t produce possession permits, further investigation is needed to determine how they obtained the two lions and whether it was legal.

Previously, there have been several cases of people possessing lions without permits. Most owners were wealthy, and many cases involved foreigners. Notably, in Pattaya, there was a case of a female lion cub riding in a Bentley limousine down a busy street, driven by a Sri Lankan man and owned by Miss Pupe, a Thai woman from Ratchaburi Province.

Another case involved two male and female lions appearing in a video briefly coming out of a residence in Huai Yai District, Chonburi Province. In both cases, the lion cubs came from a farm in Nakhon Pathom Province.

Former K-Pop Star’s Ex-Fiancée Sought by Thai Authorities on Interpol Warrant

BANGKOK — Thai Immigration authorities are searching for Hwang Hana, a Korean socialite and former fiancée of famous singer Park Yoochun, who is on the run from an Interpol warrant.

The International Criminal Police Organization or Interpol has issued an arrest warrant for Hwang Hana, the former fiancée of famous singer Park Yoochun, after she fled to Thailand. The head of the Thai Immigration Department has ordered a manhunt for her.

On July 4, it was reported in the news that Pol. Lt. Gen. Itthipol Itthisarnronnachai, Commissioner of Immigration, ordered the investigation team to go to the scene to collect clues and speed up the search for Hwang Hana. Interpol had issued the arrest warrant after her involvement in a drug case.

The investigation team found that Hwang Hana entered Thailand on March 13, 2024, on Vietnam Airlines flight VN 629 from Da Nang, Vietnam, to Don Mueang Airport.

Upon arrival, Hwang Hana reported her passport lost or stolen and personally applied for a new passport at the South Korean Embassy in Thailand, which was registered in the immigration system on April 3, 2024.

According to the officials’ investigation, it is believed that Hwang Hana is still hiding in Thailand as there is no record of her leaving the country. It is suspected that she has overstayed her authorized period of stay in the Kingdom.

If she is found, she will be arrested and prosecuted under Thai law. The authorities will also coordinate with the South Korean Embassy in Thailand to inform them of her arrest and arrange for her extradition to South Korea in accordance with the required procedures.

Hwang Ha Na is the only granddaughter of the founder of Namyang Dairy Products, a large Korean conglomerate. She was arrested in South Korea by the Drug Investigation Unit of the Gyeonggi Southern Provincial Police Agency on April 4, 2019, following suspicions of using and distributing drugs in 2018.

In an exclusive report by SBS, sources have revealed more details on Hwang Hana’s suspected usage of Philopon, also known as methamphetamine, from 2015. She reportedly then stopped using it for 3 years, until late 2018.

Park Yoochun was also under suspicion of purchasing 1.5 grams of Philopon with Hwang, who was his girlfriend at the time, on three occasions between February and March 2019, and of injecting the drug five times. He had previously stated at a press conference that he had never used drugs.

She was charged in 2020 with violating the Narcotics Control Act under suspicions of taking 0.5 grams of Philopon with a college student in the Gangnam district. She served her sentence of 1 year and 8 months in prison and was released after completing her sentence in 2022 with two years of probation.

Hwang was also allegedly linked to one of South Korea’s most notorious scandals, the Burning Sun case. This high-profile incident involved allegations of prostitution, human trafficking, and bribery, implicating numerous South Korean celebrities and public officials. The case sent shockwaves through South Korean society and entertainment industry when it came to light in 2019.

Vice Minister of Tourism and Sports Dr. Phonpoom Vipattipumiprates, along with TAT Deputy Governor of Tourism Products and Business Mr. Apichai Chatchalermkit, Executive Vice President – Sustainability PTT Global Chemical Public Company Limited, or GC Mr. Chaya Chandavasu, and Pae Arak Amornsupasiri, an actor who enjoys Beach Vibes-style travel, attending the event at Thanarat Hall, 1st Floor, TAT Building on July 4.

Dr. Phonpoom Vipattipumiprates said that in an effort to boost tourism during Thailand’s green season, TAT has launched the “Amazing Beach Life Festival” project, which is part of a “big event” lineup set to take place in the latter half of this year.

“The selection of Rayong, Phang-Nga, Phuket, and Songkhla as host venues was based on their long-standing reputation as popular tourist locations. This year, and in the coming years, we aim to earn 3.5 trillion Baht from tourists,” he said.

In addition, Mr. Apichai Chatchalermkit mentioned that the event is intended to stimulate more travel among foreign and Thai tourists with high purchasing power and special interests in beach vibes and beach life. This will help spread tourism benefits across local communities in the four beach resort destinations and nearby attractions during the off-season.

The TAT will again emphasize Sustainable and responsible tourism during the event. Among these are decorations that do not harm the environment and a stand that showcases sustainable tourism enterprises that have won awards at the Thailand Tourism Awards. Pae Arak noted that while fewer people typically travel during the rainy season, this event will showcase the unique beauty of the sea and offer many season-specific activities.

“I usually enjoy beach travel and surfing, even during the rainy season when the waves are higher than in the high season. This aligns well with the event organized by TAT. It demonstrates that we can enjoy the Thai sea year-round. You might spot me at the concert or participating in sports activities at this event,” he said.

The Amazing Beach Life Festival is set to take place across four locations, each with a unique concept:

Rayong: “Tropical Beach” – Showcasing the vibrant colors of Rayong, known for its cuisine and Eastern fruits, at Laem Charoen Beach from July 12 to 14, 2024.
Phang Nga: “Beach Rhythms” – Enjoy the Andaman Sea’s party atmosphere from July 26 to 28, 2024.

The festival will feature various activities catering to beach vibe lovers, including Beach Life activities such as SUP-Boarding, where attendees can try out the sport under expert guidance.
