PHUKET – Regarding the case, which made headlines in Thailand, Mr. Fehr, 45, a Swiss citizen who was accused of assaulting a Thai female doctor with a kick, gave a press conference with his Thai wife, Mrs. Sai, at Phuket City Hall on March 1, 2024.
They apologised for what they did to Ms.Tharndao Jandam, also known as “Dr.Pai,” a 26-year-old Thai doctor based in Phuket, after she filed a complaint against a Swiss man for allegedly kicking her in the back as she and her friend were sitting on a stairway attached to their villa near the beach in Thalang District, Phuket Province, on February 24.
The most significant point of controversy was that they threatened the doctor with arrest since they knew the senior police. It is also the discriminating phase; they say that “Thais can apologise to Farang (a foreigner), but no Farang needs to say sorry to Thai people.”

BANGKOK – The newly appointed BIMSTEC secretary embarked on a visit to Thailand, where discussions hint at the prospect of hosting a summit by the end of August. Thailand, as the host nation, is actively engaged in preparing for this gathering, which will convene member states to address pertinent issues regarding Myanmar.
During the briefing session on February 29 led by Mr. Cherdchai Chawaiwit, Director-General of the Department of International Economic Affairs at the Ministry of Foreign Affairs, and Indra Mani Panday, Secretary-General of BIMSTEC, emphasis was placed on advancing the cooperation framework, known as the ‘Bay of Bengal Initiative for Cooperation in Various Academic and Economic Sectors’.
Progress has been reported in the preparations for the upcoming BIMSTEC meeting, which will involve member countries Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand, the designated host.
Thailand assumed the Chairmanship of BIMSTEC on March 30, 2022, underscoring its commitment to transforming this cooperation into a resilient organization capable of responding effectively to the evolving global landscape. Thailand prioritizes rapid and comprehensive adaptation, sustainable development, and enhancing the collective capabilities of all seven member nations.

Thailand as host
Mr. Cherdchai underscored the paramount importance of BIMSTEC, highlighting its potential as a significant economic force. “Considering the global population, one in every five individuals resides in the BIMSTEC sub-region, comprising mostly young demographics with immense potential, crucial for future GDP expansion,” he emphasized. The collective population of BIMSTEC exceeds 1.7 billion, accounting for 22 percent of the world’s populace, with a combined GDP surpassing $4.5 trillion.
He noted BIMSTEC’s promising trajectory towards becoming a major economic powerhouse globally. For Thailand, reliant on tourism, the BIMSTEC sub-region stands out as one of the top three tourist contributors, crucial for Thailand’s tourism sector, a vital source of revenue.
In previous years, as the host nation, Thailand has advocated for the ‘Bangkok Vision 2030 (BIMSTEC Bangkok Vision 2030)’, a pivotal guiding document aimed at charting the course for various cooperative endeavors within BIMSTEC, emphasizing prosperity, sustainability, resilience, and openness.
Anticipating the forthcoming summit in late August and early September, Thailand endeavors to convene face-to-face discussions after a six-year hiatus, working to finalize an appropriate date with the six other member countries: Bangladesh, Bhutan, India, Myanmar, Nepal, and Sri Lanka. Thailand aims to garner support from all seven member nations to endorse the cooperation agreement, ‘Bangkok Vision 2030’, to fruition.
Furthermore, Thailand advocates for advancing the BIMSTEC Free Trade Agreement, a topic of deliberation spanning over two decades. Mr. Cherdchai acknowledged the complexities of the negotiations, which encompass various sensitive issues like products, services, investments, customs cooperation, and dispute resolution mechanisms. Despite past hurdles, he assured full dedication to advancing FTA negotiations during the upcoming BIMSTEC meeting.
“In addressing the challenges facing BIMSTEC’s progress, such as the longstanding impasse on the FTA, Thailand is committed to leveraging its role as host to facilitate substantive advancements,” emphasized Mr. Cherdchai.
New Secretary of BIMSTEC
The appointment of the new Secretary-General of BIMSTEC, Mr. Indra Mani Panday, coincides with significant progress in the preparations for the 2024 BIMSTEC Summit, marking the first in-person dialogue in six years since the 2018 Summit. During his visit to Thailand to assume his new role, Mr. Indra engaged in discussions with senior Thai officials, including Mr. Panpree Phitthanukorn, Deputy Prime Minister and Minister of Foreign Affairs, and Mr. Montree Dechasakulsom, Deputy Permanent Secretary of the Ministry of Transport.
Reflecting on Thailand’s pivotal role as one of BIMSTEC’s founding members since 1997, Mr. Indra acknowledged the nation’s enduring commitment over the past 27 years. As the current host, Thailand has diligently pursued various vital agendas, notably the Bangkok Vision 2030, with potential advancements anticipated at the upcoming summit, potentially unveiling the vision for Bangkok 2025, if possible.

Initially, various discussion topics have been outlined for the meeting, encompassing tourism, the Free Trade Agreement, cooperation in maritime transport, infrastructure, energy, and regional connectivity, notably the India-Myanmar-Thailand Trilateral Highway Project. These issues present significant geopolitical challenges. Mr. Indra is poised to facilitate coordination and dialogue, fostering the shared objectives of the BIMSTEC sub-region, particularly in establishing comprehensive economic, social, and academic cooperation.
Myanmar and BIMSTEC
The involvement of Myanmar within the BIMSTEC discussions is under close scrutiny given the country’s status as a member. Mr. Chatchai noted that according to the BIMSTEC agreement, all member states are entitled to participate in the meetings, leaving the question of Myanmar’s representation open. The specifics of who will represent Myanmar at the upcoming BIMSTEC summit remain uncertain.
In alignment with Mr. Indra’s perspective, “Myanmar is already a member of BIMSTEC. Bimstec is not a political forum. We talk about social and economic matters. We can use the platform to discuss various matters openly. I think we cannot rule out the possibility that one or two member states may raise the issue of the political situation in Myanmar for discussion. If it is close to the meeting schedule, if any events occur There may also be member states that can discuss this issue as well.”
Mr. Chatchai concluded by highlighting the potential of BIMSTEC to evolve beyond its current academic and economic cooperation framework. He expressed the shared belief among member states that BIMSTEC could develop into an international cooperation organization similar to ASEAN, emphasizing the collective vision for deeper and broader collaboration within the region.

The apartment owner claimed her building has been affected by the noise from beer bars.
CHONBURI – A business owner of an apartment in Soi Wat Bunkanchanaram, Village No. 12, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province, complained to the media that surrounding beer bar operators were playing music so loudly that it disturbed her guests. They are unable to sleep at night, posing serious problems for her business.
Kanchana Brusa, the apartment’s owner, stated that she moved from abroad during the pandemic and spent tens of millions of baht to buy a building and renovate it into a rental apartment. She had no idea the nearby buildings were nightclubs. Until the economy has recovered, beer bars have reopened for business and are constantly playing loud music.
She stated that there are around seven bars, each playing conflicting music. The noise was so loud that it caused the apartment’s mirrors to tremble to the rhythm of the music, causing problems and even disturbing the residents, and her apartment was seriously affected.
Initially she made friends with surrounding beer bar operators to find the way to live together. But in the end, the relationship didn’t improve. The beer bars are playing loud music to disturb theie guests.
As a result, she decided to use the law by asking officials to organise and rectify things. She had complained to the Damrongtham Centre three times, but there had been no progress and no clear resolution.

Furthermore, when beer proprietors host gatherings with loud music at night, she called the police emergency number (191) multiple times. When police patrols arrived to investigate, the bars turned off the music, but when the officers left, they resumed playing it again. It is as if nothing happened.
Kanchana displayed CCTV footage from one incident in which the music was so loud that the guest’s children screamed. Some customers developed headaches and vomited because they couldn’t sleep. Some individuals requested refunds after staying for less than a day.
When the economy has recovered, beer bars have reopened for business.
She stated she had requested technicians to replace the window glasses and add two layers of soundproofing panels, but it had no effect; the noise was still loud enough to shake the room’s windows as before.
“I’d want to appeal to the relevant agencies; the police, government personnel, and Pattaya administrators stepped in to help regulate and control loud music that disturbs neighbours. So that all kinds of enterprises surrounding us can coexist happily,” she stated.
The beer bar owners gathered in the presence of the media to explain that they had previously met to address the issue of loud noises and were ready to follow the law. They also want the owners of the apartment to talk and work out a solution because they both need to make a living.
The Indonesian Embassy representatives were invited on February 28, 2024, to hear the investigation at the Thai Immigration Bureau office.
BANGKOK – The police spokesman, Pol. Lt. Gen. Cherngron Rimpadee, said that an Indonesian TikTok user made up a viral story about a ruined honeymoon after her husband was allegedly turned away and deported by Thai immigration police because he had no cash on him.
As a result, the Immigration Bureau recorded this woman’s behaviour in the APPS notification system to monitor future travel to Thailand.
Pol. Maj. Gen. Cherngron mentioned that CCTV footage at Don Mueang Airport showed the woman, known as TikTok user Herjastipbkk, traveling alone to Bangkok in January. She did not attempt to hand her husband cash before he was allegedly rejected.
The police spokesman suspected that the woman was seeking more social media followers, as she sells goods online and has visited Thailand frequently.

As the Indonesian Embassy recently cautioned Indonesians to carry cash when traveling to Thailand, Mrs. Devi Lestari, Advisor to the Ambassador and Head of Protocol and Consulate of Indonesia, along with embassy delegates, was invited on February 28, 2024 to hear the investigation after the TikTok clip went viral, negatively impacting Thai tourism.
The Deputy Director General of the Tourism Authority of Thailand (TAT), Mr. Nithi Seepae, was also invited to the meeting as the incident has implications for the visa waiver policy and the government’s efforts to boost tourism.
Pol. Lt. Gen. Cherngron explained and presented evidence at the meeting, indicating that Thai Immigration Police conduct a thorough examination of tourists who may enter the country to work illegally. They primarily focus on travel plans and accommodation reservations, with the availability of cash being just one factor. This is because many tourists now use credit cards and e-payment systems.
The woman’s behaviour has been recorded in the APPS notification system to monitor future travel to Thailand.
Therefore, the assertion that insufficient cash would lead to refusal of entry is not correct. In addition, most foreigners who are denied entry have no travel plans, no hotel reservations, and some even use fake hotel reservation receipts to deceive immigration officials.
It has been found that many Indonesians have been enticed to fly to Thailand to cross the border to neighboring countries as couriers, posing a risk of human trafficking. In the past, the Indonesian Embassy has thanked the Don Mueang Airport Immigration Police for always checking Indonesian citizens and emphasized that the Thai Immigration Police are always ready to welcome Indonesian tourists.

On February 29, 2024, the Thalang District Chief traveled to inspect a villa at Yamu Beach, Pa Klok Subdistrict, where a dispute between the Thai and the foreigner had occurred. It was found that the construction of the villa’s beach staircase violated the law, with steps 2 to 4 encroaching on public land. Therefore, the owner was ordered to take corrective action within three days.

Pol. Col. Nikorn Chuthong, superintendent of Thalang police station, explained that the police were notified on Feb. 24 by the wife of a Swiss man. They tried to negotiate and propose solutions to settle the dispute, but both parties were unable to reach an agreement. Therefore, the investigating officer recommended that a Thai doctor, Ms. Tharndao, conduct a medical examination and submit a report on Feb. 25.
Pol. Col. Nikorn confirmed that the police did not favour either side, as claimed. On the morning of February 29, investigators interviewed the doctor to obtain witness statements and gather medical examination records and other evidence for a trial, while the Swiss man was scheduled to meet the investigating officer on March 1 at 10:00 a.m.
Mr. Fehr initially sent a lawyer to provide information that he had not kicked the Thai doctor. Instead, he had slipped when he filmed people entering his villa. He claimed that his property had already been invaded before.

We should live together with respect instead of discriminating against each other,” she said.
Doctor Pai added that she still suffers from back pain after being beaten by the defendant who weighed over 100 kilograms. She had to receive injections at the hospital. She thanked everyone who encouraged her and helped her get justice. She hoped that real justice would prevail. As for the defendant, she would gladly accept his apology if he sincerely wanted to apologize and not out of fear of legal action.
Meanwhile, the governor of Phuket province has formed a committee to investigate the behavior of foreigners entering Phuket. This was done because some foreigners had behaved inappropriately in the past. If they were found to be behaving so illegally that their passports were revoked, strict measures would be taken.

Two Chinese men were arrested at the gate of the boarding pass at Suvarnabhimi airport.
BANGKOK – At a press conference on February 29, Immigration Bureau authorities announced the arrest of two Chinese men claiming to be Canadian nationals at the gate inside Suvarnabhumi Airport, Nong Prue Subdistrict, Bang Phli District, Samut Prakan Province.
Pol. Maj. Gen. Phanthana Nuchanart, Deputy Commander of the Immigration Bureau, revealed that immigration personnel received information from EVA Air that there were two suspicious Chinese passengers with Canadian passports who could not communicate in English. They notified airline officials that they planned to fly to Taipei, Taiwan, then change flights to Vancouver, Canada.

Immigration inspectors subsequently checked the two people who were at the boarding exit, Gate E3, at Suvarnabhumi Airport, and discovered that the two Chinese were using fraudulent Canadian passports. When officers searched their belongings, they discovered Chinese passports, indicating that the two had left Colombo, Sri Lanka, for Suvarnabhumi Airport with the intention of using fake Canadian passports purchased from a Colombo agent to board a flight to Taipei, Taiwan, a destination for illegal entry into Vancouver, Canada.
According to coordinating the verification of the two people’s citizenship status with the Canadian Embassy in Thailand, the information on both men’s Canadian passports does not match the official Canadian database.
