How a Warrant for Putin Puts New Spin on Xi Visit to Russia

WASHINGTON (MATTHEW LEE AP Diplomatic Writer) — Chinese President Xi Jinping’s plans to meet with Russian President Vladimir Putin in Moscow next week highlighted China’s aspirations for a greater role on the world stage. But they also revealed the perils of global diplomacy: Hours after Friday’s announcement of the trip, an international arrest warrant was issued for Putin on war crimes charges, taking at least some wind out of the sails of China’s big reveal.

The flurry of developments — which followed China’s brokering of an agreement between Saudi Arabia and Iran to resume diplomatic relations and its release of what it calls a “peace plan” for Ukraine — came as the Biden administration watches warily Beijing’s moves to assert itself more forcefully in international affairs.

U.S. President Joe Biden said Friday he believes the decision by the International Criminal Court in The Hague to charge Putin was “justified.” Speaking to reporters as he left the White House for his Delaware home, he said Putin “clearly committed war crimes.”

While the U.S. does not recognize the court, Biden said it “makes a very strong point” to call out the Russian leader for his actions in ordering the invasion of Ukraine.

Other U.S. officials privately expressed satisfaction that an international body had agreed with Washington’s assessment that Russia has committed war crimes and crimes against humanity in Ukraine.

Asked about the Xi-Putin meeting, Biden said, “Well, we’ll see when that meeting takes place.”

The Biden administration believes China’s desire to be seen as a broker for peace between Russia and Ukraine may be viewed more critically now that Putin is officially a war crime suspect, according to two U.S. officials. The officials, who spoke on condition of anonymity because they were not authorized to speak to the matter publicly, said the administration hopes the warrants will help mobilize heretofore neutral countries to weigh in on the conflict.

WHAT IS THE SIGNIFICANCE OF XI MEETING WITH PUTIN?

The visit to Russia will be Xi’s first foreign trip since being elected to an unprecedented third term as China’s president. It comes as Beijing and Moscow have intensified ties in steps that began shortly before Russia’s invasion of Ukraine with a meeting between the two leaders in Beijing during last year’s Winter Olympics at which they declared a “no limits” partnership.

Since then, China has repeatedly sided with Russia in blocking international action against Moscow for the Ukraine conflict and, U.S. officials say, is considering supplying Russia with weapons to support the war. But it has also tried to cast itself in a more neutral role, offering a peace plan that was essentially ignored.

The meeting in Moscow is likely to see the two sides recommit to their partnership, which both see as critical to countering what they consider undue and undeserved influence exerted by the U.S. and its Western allies.

WHAT IS THE SIGNIFICANCE OF THE ICC ARREST WARRANT ISSUED FOR PUTIN?

In the immediate term, the ICC’s warrant for Putin and one of his aides is unlikely to have a major impact on the meeting or China’s position toward Russia. Neither China nor Russia — nor the United States or Ukraine — has ratified the ICC’s founding treaty. The U.S., beginning with the Clinton administration, has refused to join the court, fearing that its broad mandate could result in the prosecution of American troops or officials.

That means that none of the four countries formally recognizes the court’s jurisdiction or is bound by its orders, although Ukraine has consented to allowing some ICC probes of crimes on its territory and the U.S. has cooperated with ICC investigations.

In addition, it is highly unlikely that Putin would travel to a country that would be bound by obligations to the ICC. If he did, it is questionable whether that country would actually arrest him. There is precedent for those previously indicted, notably former Sudanese President Omar Bashir, to have visited ICC members without being detained.

However, the stain of the arrest warrant could well work against China and Russia in the court of public opinion and Putin’s international status may take a hit unless the charges are withdrawn or he is acquitted.

WHAT IS THE VIEW FROM WASHINGTON?

U.S. officials have not minced words when it comes to Xi’s planned visit to Moscow. White House National Security Council spokesman John Kirby called Beijing’s push for an immediate cease-fire in Ukraine a “ratification of Russian conquest” and warned that Russians could use a cease-fire to regroup their positions “so that they can restart attacks on Ukraine at a time of their choosing.”

“We do not believe that this is a step towards a just, durable peace,” he said. Biden’s national security adviser Jake Sullivan this week called on Xi to also speak with President Volodymyr Zelenskyy and the Ukrainian leader has also expressed interest in talks with Xi.

WHAT IS THE VIEW FROM KYIV?

Speaking before the ICC warrant was unveiled, Ukrainian analysts cautioned against falling into a potential trap ahead of the Xi-Putin meeting. “We need to be aware that such peace talks are a trap for Ukraine and its diplomatic corps,” said Yurii Poita, who heads the Asia section at the Kyiv-based New Geopolitics Research Network.

“Under such conditions, these peace talks won’t be directed toward peace,” said Nataliia Butyrska, a Ukrainian analyst on politics related to Eastern Asia. She said the visit reflects not so much China’s desire for peace but its desire to play a major role in whatever post-conflict settlement may be reached.

“China does not clearly distinguish between who is the aggressor and who is the victim. And when a country begins its peacekeeping activities or at least seeks to help the parties, not distinguishing this will affect objectivity,” Butyrska said. “From my perspective, China seeks to freeze the conflict.”

WHAT IS THE VIEW FROM MOSCOW?

Even if China stops short of providing military assistance to Russia as the U.S. and its allies fear, Moscow sees Xi’s visit as a powerful signal of Chinese backing that challenges Western efforts to isolate Russia and deal crippling blows to its economy.

Kremlin spokesman Yuri Ushakov noted that Putin and Xi have “very special friendly and trusting personal ties” and hailed Beijing’s peace plan. “We highly appreciate the restrained, well-balanced position of the Chinese leadership on this issue,” Ushakov said.

Observers say that despite China’s posturing as a mediator, its refusal to condemn the Russian action leaves no doubt about where Beijing’s sympathy lies.

“The Chinese peace plan is a fig leaf to push back against some Western criticism on support for Russia,” said Alexander Gabuev, a senior fellow at the Carnegie Endowment for International Peace. “The optics that it creates is that China has a peace plan, both parties of war endorsed it and were ready to explore the opportunities and then it was killed by the hostile West.”

WHAT IS THE VIEW FROM BEIJING?

Chinese officials have been boasting about their new-found clout in the international arena as their country’s foreign policy has become increasingly assertive under Xi.

In announcing the Xi visit, China’s foreign ministry said Beijing’s ties with Moscow are a significant world force. “As the world enters a new period of turbulence and change, as a permanent member of the UN Security Council and an important power, the significance and influence of China-Russia relations go far beyond the bilateral scope,” it said.

It called the visit “a journey of friendship, further deepening mutual trust and understanding between China and Russia, and consolidating the political foundation and public opinion foundation of friendship between the two peoples for generations.”

Why TikTok’s Security Risks Keep Raising Fears

TikTok is once again fending off claims that its Chinese parent company, ByteDance, would share user data from its popular video-sharing app with the Chinese government, or push propaganda and misinformation on its behalf.

China’s Foreign Ministry on Wednesday accused the United States itself of spreading disinformation about TikTok’s potential security risks following a report in the Wall Street Journal that the Committee on Foreign Investment in the U.S. — part of the Treasury Department — was threatening a U.S. ban on the app unless its Chinese owners divest their stake.

So are the data security risks real? And should users be worried that the TikTok app will be wiped off their phones?

Here’s what to know:

WHAT ARE THE CONCERNS ABOUT TIKTOK?

Both the FBI and the Federal Communications Commission have warned that ByteDance could share TikTok user data — such as browsing history, location and biometric identifiers — with China’s authoritarian government.

A law implemented by China in 2017 requires companies to give the government any personal data relevant to the country’s national security. There’s no evidence that TikTok has turned over such data, but fears abound due to the vast amount of user data it, like other social media companies, collects.

Concerns around TikTok were heightened in December when ByteDance said it fired four employees who accessed data on two journalists from Buzzfeed News and The Financial Times while attempting to track down the source of a leaked report about the company.

HOW IS THE U.S. RESPONDING?

White House National Security Council spokesperson John Kirby declined to comment when asked Thursday to address the Chinese foreign ministry’s comments about TikTok, citing the review being conducted by the Committee on Foreign Investment.

Kirby also could not confirm that the administration sent TikTok a letter warning that the U.S. government may ban the application if its Chinese owners don’t sell its stake but added, “we have legitimate national security concerns with respect to data integrity that we need to observe.”

In 2020, then-President Donald Trump and his administration sought to force ByteDance to sell off its U.S. assets and ban TikTok from app stores. Courts blocked the effort, and President Joe Biden rescinded Trump’s orders but ordered an in-depth study of the issue. A planned sale of TikTok’s U.S. assets was also shelved as the Biden administration negotiated a deal with TikTok that would address some of the national security concerns.

In Congress, U.S. Sens. Richard Blumenthal and Jerry Moran, a Democrat and a Republican, wrote a letter in February to Treasury Secretary Janet Yellen urging the Committee on Foreign Investment panel, which she chairs, to “swiftly conclude its investigation and impose strict structural restrictions” between TikTok’s American operations and ByteDance, including potentially separating the companies.

At the same time, lawmakers have introduced measures that would expand the Biden administration’s authority to enact a national ban on TikTok. The White House has already backed a Senate proposal that has bipartisan support.

HOW HAS TIKTOK ALREADY BEEN RESTRICTED?

On Thursday, British authorities said they are banning TikTok on government-issued phones on security grounds, following similar moves by the European Union’s executive branch, which temporarily banned TikTok from employee phones. Denmark and Canada have also announced efforts to block it on government-issued phones.

Last month, the White House said it would give U.S. federal agencies 30 days to delete TikTok from all government-issued mobile devices. Congress, the U.S. armed forces and more than half of U.S. states had already banned the app.

WHAT DOES TIKTOK SAY?

TikTok spokesperson Maureen Shanahan said the company was already answering security concerns through “transparent, U.S.-based protection of U.S. user data and systems, with robust third-party monitoring, vetting, and verification.”

In June, TikTok said it would route all data from U.S. users to servers controlled by Oracle, the Silicon Valley company it chose as its U.S. tech partner in 2020 in an effort to avoid a nationwide ban. But it is storing backups of the data in its own servers in the U.S. and Singapore. The company said it expects to delete U.S. user data from its own servers, but it has not provided a timeline as to when that would occur.

TikTok CEO Shou Zi Chew is set to testify next week before the House Energy and Commerce Committee about the company’s privacy and data-security practices, as well as its relationship with the Chinese government.

Meanwhile, TikTok’s parent company ByteDance has been trying to position itself as more of an international company — and less of a Chinese company that was founded in Beijing in 2012 by its current chief executive Liang Rubo and others.

Theo Bertram, TikTok’s vice president of policy in Europe, said in a Tweet Thursday that ByteDance “is not a Chinese company.” Bertram said its ownership consists of 60% by global investors, 20% employees and 20% founders. Its leaders are based in cities like Singapore, New York, Beijing and other metropolitan areas.

ARE THE SECURITY RISKS LEGITIMATE?

It depends on who you ask.

Some tech privacy advocates say while the potential abuse of privacy by the Chinese government is concerning, other tech companies have data-harvesting business practices that also exploit user information.

“If policy makers want to protect Americans from surveillance, they should advocate for a basic privacy law that bans all companies from collecting so much sensitive data about us in the first place, rather than engaging in what amounts to xenophobic showboating that does exactly nothing to protect anyone,” said Evan Greer, director of the nonprofit advocacy group Fight for the Future.

Karim Farhat, a researcher with the Internet Governance Project at Georgia Tech, said a TikTok sale would be “completely irrelevant to any of the alleged ‘national security’ threats” and go against “every free market principle and norm” of the state department’s internet freedom principles.

Others say there is legitimate reason for concern.

People who use TikTok might think they’re not doing anything that would be of interest to a foreign government, but that’s not always the case, said Anton Dahbura, executive director of the Johns Hopkins University Information Security Institute. Important information about the United States is not strictly limited to nuclear power plants or military facilities; it extends to other sectors, such as food processing, the finance industry and universities, Dahbura said.

IS THERE PRECEDENCE FOR BANNING TECH COMPANIES?

Last year, the U.S. banned the sale of communications equipment made by Chinese companies Huawei and ZTE, citing risks to national security. But banning the sale of items could be more easily done than banning an app, which is accessed through the web.

Such a move might also go to the courts on grounds that it might violate the First Amendment as some civil liberties groups have argued.

Chookiat Ophaswongse, honorary president of the Thai Rice Exporters Association, said the export of Thai jasmine rice was affected after a rice factory in China counterfeited Thai jasmine rice using the Thai brand name and used chemical fragrances to sell it at a higher price.

He stressed that the issue is definitely affecting the Thai jasmine rice market in China.

However, Chookiat predicted that the problem will be short-lived as customers are now doubting whether they are buying genuine or fake Thai jasmine rice. He estimated that the problem would be solved within 1 to 2 months and customers would return to Thai rice as they have confidence in the quality of Thai rice.

Thailand exports about 100,000 tonnes of jasmine rice to China annually, which is worth about THB 20bn.

“The Ministry of Commerce should address the problem by providing customers in China with more knowledge about the quality of Thai jasmine rice so that they can make wise choices. It is difficult for Thai authorities to deal with counterfeiting in China because they are known for it and the market is too big. It is also hard to sue the offender because it costs a lot of money.”

Ronnarong Phoolpipat, director of the Trade in Services and Investment Bureau at the Ministry of Commerce, said the bureau is now looking into the matter by contacting the trade ambassador to China and talking to the Rice Department and the Intellectual Affairs Department about the assignment of Thai trademarks, which could be illegal and they could sue.

Regarding the counterfeit jasmine rice in China, the Office understands that the Chinese authorities will follow up on the matter according to their procedure and Thailand is in discussion with all parties to find a solution.

Microsoft Adds AI Tools to Office Apps Like Outlook, Word

NEW YORK (AP) — Microsoft is infusing artificial intelligence tools into its suite of office software, including Word, Excel and Outlook emails.

The company said Thursday the new feature, named Copilot, is a processing engine that will allow users to do things like summarize long emails, draft stories in Word and animate slides in PowerPoint.

Microsoft 365 General Manager Colette Stallbaumer said the new features are currently only available for 20 enterprise customers. It will roll it out for more enterprise customers over the coming months.

Microsoft is marketing the feature as a tool that will allow workers to be more productive by freeing up time they usually spend in their inbox, or allowing them to more easily analyze trends in Excel.

 

The tech giant based in Redmond, Washington, will also add a chat function called Business Chat, which resembles the popular ChatGPT. It takes commands and carries out actions — like summarizing an email about a particular project to co-workers — using user data.

“Today marks the next major step in the evolution of how we interact with computing, which will fundamentally change the way we work and unlock a new wave of productivity growth,” Microsoft CEO Satya Nadella said in a statement.

Mattel, Instacart and other companies have also been integrating generative AI tools like ChatGPT and the image generator Dall-E to come up with ideas for new toy cars and answer customers’ food questions.

Microsoft rival Google said this week it is integrating generative AI tools into its own Workspace applications, such as Google Docs, Gmail and Slides. Google says it will be rolling out the features to its “trusted testers on a rolling basis throughout the year.”

Microsoft’s announcement came two days after OpenAI, which powers the generative AI technology Microsoft is relying on, rolled out its latest artificial intelligence model, GPT-4.

Khunying (Lady) Sirivadhanabhakdi, a wife of Charoen Sirivadhanabhakdi and co-founder of TCC Group and Thai Beverage, died on March 17, 2023 at 80. The conglomerate is one of the largest companies in Thailand.

Khunying Wanna was born on 2 March 1943. She was the daughter of the magnate Gingju Saejew. She then married Charoen and has five children together, including Thapana Sirivadhanabhakdi, President and CEO of Thai Beverage.

Khunying Wanna was a veteran investor in real estate for more than 50 years and was a co-founder of TCC Group, one of the biggest conglomerates in Thailand. Before her death, she sat as the first executive vice chairman for Thai Beverage since 2018.

North Korea Says ICBM Test Aimed To Strike Fear Into Enemies

SEOUL, South Korea (AP) — North Korea said Friday it fired an intercontinental ballistic missile to “strike fear into the enemies” as South Korea and Japan agreed at a summit to work closely on regional security with the United States and staged military exercises around the region.

The missile was launched Thursday morning hours before South Korean President Yoon Suk Yeol met with Japanese Prime Minster Fumio Kishida at a summit partly aimed at rebuilding security ties between the U.S. allies in the face of North Korean nuclear threats.

With four missile displays in about a week, North Korea has ratcheted up its tit-for-tat response to ongoing U.S.-South Korean military drills that are the biggest of their kind in years.

The Biden administration wants better South Korea-Japan ties, which declined over historical issues in recent years, as it pushes to strengthen its alliance network in Asia to counter the North Korean nuclear threat and China’s rising influence.

Aside from their combined exercises that began Monday and run through March 23, the United States and South Korea are also participating in anti-submarine warfare drills, along with Japan, Canada and India, that began Wednesday.

North Korea’s official Korean Central News Agency said leader Kim Jong Un supervised the test-firing of the Hwasong-17 missile and stressed the need to “strike fear into the enemies” over what it called the “open hostility” shown to the North by the U.S.-South Korea exercises.

Launched at a high angle to avoid the territory of North Korea’s neighbors, the missile reached a maximum altitude of 6,045 kilometers (3,756 miles) and traveled 1,000 kilometers (621 miles) before landing in waters off the country’s eastern coast, KCNA said.

The South Korean and Japanese militaries assessed the flight similarly, indicating the the U.S. mainland is within the missile’s range. It remains unclear whether North Korea has developed nuclear bombs small enough to fit on its long-range rockets or the technology to ensure its warheads survive atmospheric reentry when fired at a normal trajectory.

North Korea’s official Rodong Sinmun newspaper published photos of Kim watching from afar as the missile blasted off from a launch vehicle parked on an airport runway.

Kim was accompanied by a girl who appeared to be his daughter, believed to be named Kim Ju Ae and about 10 years old. She has accompanied him to several military events since she was publicly revealed for the first time during another ICBM launch in November. Analysts say the intent of her public appearances at military events is to tie the Kim family’s dynastic rule of North Korea to the nuclear arsenal Kim sees as the strongest guarantee of his survival.

Rodong Sinmun also published photos implied to have been taken by a camera on the missile as it soared into space. They showed a rounded view of the Earth, with clouds scattered over what appeared to be the Korean Peninsula and Asian coastline.

The photos were apparently intended as proof the missile would be capable of accurately striking its target, said Cheong Seong-Chang, a senior analyst at South Korea’s private Sejong Institute.

While all of North Korea’s ICBM tests have been conducted on a high angle, Cheong said the North is likely coming closer to launching one of those missiles at an angle closer to normal ballistic trajectory across the Pacific Ocean, in what would be one of its most provocative weapons demonstrations ever.

KCNA said the ICBM launch sends a “stronger warning” to North Korea’s rivals who are escalating tensions with their “frantic, provocative and aggressive large-scale war drills.” The test also was designed to confirm the reliability of the weapons system, KCNA said.

Kim said it’s crucial for North Korea’s nuclear missile forces to maintain readiness to counterattack rivals with “overwhelming offensive measures anytime” and make them realize their persistent and expanded military actions will “bring an irreversible, grave threat to them,” KCNA said.

Lee Hyojung, spokesperson of South Korea’s Unification Ministry, which handles inter-Korean affairs, said it’s deeply regrettable that the North continues to use the U.S.-South Korean military drills as an excuse to stage provocative military demonstrations.

“It’s clear that North Korea’s reckless nuclear and missile development is the cause of escalating tensions on the Korean Peninsula,” she said, urging Pyongyang to return to dialogue.

Speaking at a lecture in Singapore on Thursday, U.S. Indo-Pacific Command chief Adm. John Aquilino said China has a role to play in the world if it adheres to the rules-based order, especially in regards to North Korea, which depends on Beijing as its major ally and economic lifeline.

North Korea’s ramped-up weapons development, underscored by the dozens of missiles it test-fired last year, poses an increasing threat to South Korea and Japan and the country has also “developed the capabilities to threaten the United States as well,” Aquilino said.

“It is destabilizing, it’s unpredictable, it’s continuing, it’s not slowing down. The potential for the People’s Republic of China to help to dissuade the DPRK from executing these events would be helpful,” Aquilino said, using the initials of North Korea’s official name.

North Korea has long portrayed regular U.S.-South Korean military drills as rehearsals for a potential invasion, although the allies describe those exercises as defensive.

Many experts say North Korea uses its rivals’ drills as a pretext to aggressively expand its nuclear arsenal and overall military capability. They said it seeks to force the U.S. to accept the North’s status as a nuclear power and to negotiate ending sanctions against it from a position of strength.

Since last week, North Korea also has test-fired cruise missiles from a submarine and fired short-range missiles into the sea, attempting to show it could conduct potential nuclear strikes on both South Korean targets and the U.S. mainland.

Thursday’s launch was North Korea’s second of an ICBM this year. The Hwasong-15 launched in February is a slightly smaller weapon than the Hwasong-17.

At the summit between Yoon and Kishida, the leaders agreed to resume defense dialogue and further strengthen security cooperation with the United States to counter North Korea and other regional challenges.

“The ever-escalating threat of North Korea’s nuclear missile program poses a huge threat to peace and stability not only in East Asia but also to the (broader) international community,” Yoon said. “South Korea and Japan need to work closely together and in solidarity to wisely counter the threat.”

Marijuana Concerns in the Gunman-cop Case

Police Chief Pol Gen Damrongsak Kittiprapas said Thursday it will be up to medical experts to rule whether marijuana smoking played a role in the mental problems of killed police inspector Pol Lt Col Kittikarn or not after the drug test resulted in the blood of Kittikarn, marijuana drugs were found in his body.

The remark was made after what appeared to be a marijuana bong was found close to the killed officer.

Later, the investigative officers found many marijuana briquettes and dried marijuana packed inside many jars in Kittikarn’s house. At the back of the house, there are two fresh marijuana plants.

The use of marijuana for recreational purposes came under attack anew with a prominent physician posted on Facebook Thursday saying it can cause mental illness and depression.
Smith Srisont, a physician at Ramathibodi Hospital and president Forensic Scientist Association wrote: “Stop saying cannabis is not related to mental illness.”
Smith added there are many medical researches supporting it.

The inspector Kittikarn turned gunman died at Wednesday night at Bhumibol Hospital, after he was shot six when commando police storm in.

Damrongsak said Kittikarn had a history of mental illness and been admitted to a Psychiatric Hospital in Chiang Mai although he recently passed a mental health test. He said more intense mental health screening will be introduced and those deemed at risk will not be permitted to carry firearms.

Five Patong Police Are Removed After DOPA Raid Underage Sex Bar

Pol Maj Gen. Sermphan Sirikong, Phuket Provincial Police Commander, signed the order on Thursday, March 16, to remove five senior police officers from Patong Provincial Police Station for their recklessness after allowing the bar in Patong to provide underage girls as prostitutes to foreign customers.

The order came after special operation officers from the Department of Provincial Administration (DOPA) raided a bar called the Velvet on Wednesday night, located on Bangla Walking Street in Patong Beach, Kathu District, Phuket Province.

The NGOs, Operation Underground Railroad (O.U.R.), had provided information to the law enforcement in Phuket before they cooperated, sending an undercover officer to collect evidence and make sure that people there had committed an offense of human trafficking.

Then they set up two teams for the operation: the first one went to arrest two females who were providing underage girls to the foreign customers, and the second team went to help the victims.

The two women, one the bar manager and the other an agent, faced serious charges, including human trafficking for the purpose of sexual exploitation of children and opening a bar without permission.

The six underage girls, including the youngest, who is only 15 years old, are being sent to the National Referral Mechanism (NRM) for rehabilitation.
