UNITED NATIONS (AP) — The U.S. and its Western allies clashed with Russia at the U.N. Security Council on Wednesday over responsibility for a deadly missile strike in Poland near the Ukrainian border, an event the U.N. political chief called “a frightening reminder of the absolute need to prevent any further escalation” of the nine-month war in Ukraine.

U.S. Ambassador Linda Thomas-Greenfield told the council: “This tragedy would never have happened but for Russia’s needless invasion of Ukraine and its recent missile assaults against Ukraine’s civilian infrastructure.” Russia’s U.N. Ambassador Vassily Nebenzia countered, accusing Ukraine and Poland of trying “to provoke a direct clash between Russia and NATO.”

The U.S. and Albania had called for a council update on the situation in Ukraine last week, and the meeting was dominated by Tuesday’s missile strike in Poland that killed two farm workers.

Nebenzia pointed to statements by Ukraine’s president and Polish officials initially indicating Russia was responsible. NATO’s chief and Poland’s president said Wednesday there is no indication it was a deliberate attack, and was likely a Soviet-era projectile launched by Ukraine as it was fending off Russian missiles and drones that savaged its power grid and hit residential buildings.

U.N. Undersecretary-General for political affairs Rosemary DiCarlo told the council that it was Russia’s “most intense bombardments” since its Feb. 24 invasion of Ukraine, and the impact “can only worsen during the coming winter months.”

She reiterated that attacks targeting civilians and civilian infrastructure are prohibited under international law, noted that “heavy battles” are continuing in eastern Donetsk and Luhansk and told council members “there is no end in sight to the war.” She also warned that “as long as it continues, the risks of potentially catastrophic spillover remain all too real.”

Thomas-Greenfield, the U.S. envoy, called the barrage of more than 90 missiles that rained down on Kyiv and other cities and targets devastating civilian infrastructure “a deliberate tactic” by Russian President Vladimir Putin.

“He seems to have decided that if he can’t seize Ukraine by force, he will try to freeze the country into submission,” she said.

Poland’s U.N. Ambassador Krzysztof Szczerski told the council “those innocent people would not have been killed if there had been no Russian war against Ukraine.” And Britain’s U.N. Ambassador Barbara Woodward said: “We should be clear that this is a tragedy that indisputably stems from Russia’s illegal and unjustified invasion. And it’s inhumane assault on civilians across Ukraine.

But Russia’s Nebenzia said he wanted to remind those blaming Russia that what Moscow calls its “special military operation” wouldn’t have been needed if the Minsk agreements after the upheaval in Ukraine in 2014 that called for a degree of self-rule for the Russian-backed separatist regions of Donetsk and Luhansk in the east had been fulfilled, and hadn’t led to an eight-year war.

Addressing the West, Nebenzia also said there would be no military action “if you had not interfered and did not supply Ukraine with weapons and ammunition” and encouraged Ukraine “to strive for peace on realistic terms rather than fuel its feverish fantasies about the possibility of victory over Russia, for the sake of which the Zelenskyy regime is senselessly throwing tens of thousands of its soldiers into the meat grinder.”

As for the missile attacks, Nebenzia said, “If you reacted to the terrorist actions of the Ukrainian special forces against Russia, we would not be forced to conduct precision strikes on infrastructure.”

“But since you’re acting as you’re acting, while the Kyiv regime is taking credit for non-existent military prowess, we are forced to achieve the goals set for the special military operation by weakening the military potential of Ukraine,” he said.

Britain’s Woodward strongly disagreed, telling the council, “We are in no doubt that Ukraine will prevail in the face of Russia’s aggression.”

Pointing to the Russian withdrawal from the southern Ukrainian city of Kherson, she said, “The liberation of Kherson shows the strength, courage and determination of the Ukrainian people to defend their right to sovereign equality and territorial integrity guaranteed under the U.N. Charter.”

BANGKOK (AP) — The war in Ukraine, great power rivalry Asia, inflation and food and energy shortages are on the agenda as leaders prepare for the third back-to-back gathering this week, a Pacific-Rim summit taking place in a heavily guarded venue in Thailand’s capital.

Leaders from the 21-member Asia-Pacific Economic Cooperation forum will meet formally in closed-door sessions Friday and Saturday. For some, it will be at least the third such opportunity for face-to-face talks in the past two weeks, though the U.S. is represented in Bangkok by Vice President Kamala Harris, who is attending instead of President Joe Biden.

APEC’s official mission is to promote regional economic integration. Most of the business conducted happens on the summit’s sidelines in meetings such as a planned meeting between Chinese President Xi Jinping and Japanese Prime Minister Fumio Kishida.

The two Asian powers have a history of tense relations, a legacy of Japan’s World War II aggression compounded by territorial disputes and China’s growing military might. A Chinese Foreign Ministry spokesperson, Mao Ning, said the encounter would “carry great importance.”

Xi, Harris and French President Emmanuel Macron will also speak at a business conference held just ahead of the summit meetings that is mostly closed to media apart from outlets sponsoring the event.

The APEC meetings are being held in downtown Bangkok’s main convention center, which is cordoned off with some streets in the area completely closed to all traffic. Rows of riot police stood guard behind the barricades at a major intersection nearby, underscoring host Thailand’s determination to ensure the summit suffers no disruptions.

“The APEC meeting this year takes place amidst a dual jeopardy. We need not be reminded of the severe security conflicts that know not what victory looks like. Meanwhile, the world is staring at the hyper inflation married to recession, a broken supply chain and scarcity and climate calamities,” Don Pramudwinai, Thailand’s foreign minister said in opening a meeting of foreign ministers and commerce ministers who were working on draft statements due to be issued after the summit.

Apparently alluding to Russia and recent condemnation of its war on Ukraine, he also said there was a growing “cancel mentality” that makes “any compromise appear impossible.”

Before the summit, Thai officials said they were hoping to steer APEC toward long-term solutions in various areas, including climate change, economic disruptions and faltering recoveries from the pandemic.

“What we are going to do is to have all economies agree on a set of targets … climate change mitigation, sustainable trade and investment, environment resources conservation and, of course, waste management,” said Cherdchai Chaivaivid, director-general of Thailand’s Department of International Economic Affairs. “This is the first time that APEC is going to talk about this. This is the first time that we are going to open a new chapter in how trade, business, investment should be done.”

APEC’s official mission is to promote regional economic integration, which means setting guidelines for long-term development of a free trade area. Most of its work is technical and incremental, carried out by senior officials and ministers, covering areas such as trade, tourism, forestry, health, food, security, small and medium-size enterprises and women’s empowerment.

Leaders from the 21 economies on both sides of the Pacific Ocean often take the opportunity to conduct bilateral talks and discuss side deals. The Latin American contingent comes from Chile, Mexico and Peru. Other members are Australia, Brunei, Canada, China, Hong Kong, Indonesia, Japan, Malaysia, New Zealand, Papua New Guinea, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, the United States and Vietnam.

Russian President Vladimir Putin and Biden are no-shows this year. Putin has been avoiding international forums where he would be showered with criticism over the invasion of Ukraine. Biden will be hosting his granddaughter’s wedding at the White House.

That leaves Chinese leader Xi as the star attendee in Bangkok, where he also is making an official visit to Thailand just after obtaining a rare third term as top leader at a once-in-five years Communist Party congress.

Biden is giving ground to China in the competition for friends and influence in Southeast Asia by skipping the APEC meetings. But U.S. officials say Washington has demonstrated its seriousness in relations with the region through frequent visits by Cabinet members including Secretary of Defense Lloyd J. Austin III and other key senior officials.

As host, Thailand invited three special guests to the meeting: the French president Macron; Crown Prince Mohammed bin Salman, the prime minister of Saudi Arabia, and Cambodian Prime Minister Hun Sen, who was to represent the Association of Southeast Asian Nations but will not attend after getting COVID-19.

For Thai Prime Minister Prayuth Chan-ocha, the most welcome visitor may well be the Saudi leader, who is making an official visit to help restore friendly relations with Thailand after decades of disruption due to a theft of Saudi royal jewelry and the unsolved murders of Saudi diplomats in Bangkok.

“This is a good opportunity, that Mohammed bin Salman is visiting Thailand and both countries will resume a good economic relationship after over 30 years,” the chairman of the Thai Chamber of Commerce, Sanan Angubolkul, told The Associated Press. “To have the French president join us also shows how important this region is.”

The war in Ukraine remains a likely thorn in APEC’s consensus-oriented efforts. None of the earlier APEC meetings this year issued statements due to disagreements over whether to mention the conflict.

Like Indonesia, which hosted the Group of 20 summit in Bali this week, and Cambodia, which hosted the ASEAN meetings, Thai officials have put the best possible face on the situation, contending that agreement on other points will allow APEC to move forward regardless.

Skeptics doubt the meeting will accomplish much.

“This APEC is only a photo opportunity for leaders. Its agenda has drawn much less attention than the ASEAN summit and G-20,” Virot Ali, a political scientist at Thailand’s Thammasat University, told The Associated Press.

“I don’t think we will see any progress from APEC. The current geopolitics, trade war, COVID-19, and Russia-Ukraine war are the issues that people are paying more attention to and feeling more impact from,” he said.

At 97, Malaysia’s Mahathir Makes Last Election Hurrah

KUALA LUMPUR, Malaysia (AP) — When two-time former Prime Minister Mahathir Mohamad said he wanted to earn his “work till death” title, he wasn’t joking.

At 97, Mahathir is back again in the election race as the head of a new ethnic Malay alliance that he calls a “movement of the people.” He hopes his bloc could gain enough seats in Saturday’s polls to be a powerbroker. Analysts said it is likely to be a spoiler party in a tight race.

Denounced for being an autocrat during his first 22-year rule until 2003, Mahathir was welcomed as a savior after leading the opposition to oust a long-ruling corruption-stained party in 2018. He became the world’s oldest leader at 92, and was to hand over power to his rival-turned-ally Anwar Ibrahim.

The euphoria was brief as their government fell in 22 months due to infighting. The United Malays National Organization — which had ruled since Malaysia’s independence from Britain in 1957 until its defeat — bounced back to power but the country has since been rocked by continuous political infighting. In all, Malaysia has had three prime ministers since 2018.

Mahathir, a master tactician, is no stranger to setbacks. He swiftly formed the Pejuang Malay party that now heads a motley bloc known as Gerakan Tanah Air, or Homeland Movement. But it seems an almost impossible mission as it’s fielding 116 mostly inexperienced non-political faces including activists, actors and lawyers, and lacks the machinery to reach out to voters.

Mahathir’s star power has also faded and he is up against three established groups including the UMNO-led coalition and Anwar’s Alliance of Hope. Still, his party may further split votes that could tip the balance in a tight race and his return cannot be ruled out.

“Malaysia’s political landscape is so fragmented that even Mahathir’s chances of returning to power, however minuscule it may appear, could not be totally discounted, especially when no single major coalition is likely to win an outright parliamentary majority and a compromise leadership figure may be needed,” said Oh Ei Sun of the Singapore Institute of International Affairs.

Mahathir is the last of a generation of old guards in Southeast Asia, which boomed economically under their authoritarian leadership and came to be known as the “tiger economies.” Indonesia’s Suharto died in 2008 and Singapore’s Lee Kuan Yew in 2015.

A maverick in the early days of his political career who survived expulsion from UMNO, Mahathir was the first commoner to become prime minister of Malaysia in 1981. While credited with Malaysia’s growth into a modern economy, his dominance was so stifling that critics once labelled him the “Great Pharaoh.” Opponents had been detained without trial, the media muzzled and a system of economic privileges for the Malay majority remained entrenched.

During the 1997-98 Asian financial crisis, he fixed the Malaysian ringgit to the U.S. dollar in a go-it-alone approach that triumphed when Malaysia recovered faster than its neighbors. This sparked a fallout with his deputy and longtime protege Anwar, who was sacked and later imprisoned on sodomy and corruption charges that critics said were politically motivated. Anwar’s treatment sparked massive street protests and a reform movement that later rose into a major political force.

But there are no permanent enemies in politics. The pair made up ahead of 2018 polls as a massive scandal involving the 1MDB state investment fund impelled Mahathir back into the political ring. Anwar was then serving time on a second sodomy charge he said was also trumped up.

Mahathir’s aura as an elder statesman gave many Malays courage to abandon UMNO, long perceived as defender of Malay rights, and led to the country’s first regime change. In his second stint, Mahathir oversaw a partial cleanup of the government. Former Prime Minister Najib Razak, whom he once supported for the top job, was imprisoned in a court case linked to the 1MDB saga and faces several other 1MDB trials. Najib’s wife and UMNO top leaders are also battling separate graft charges.

A promised transition to Anwar, who was pardoned shortly after the polls, never happened as the government unraveled after Mahathir’s Bersatu party defected in early 2020. Mahathir also resigned abruptly in protest of Bersatu forming a new government with UMNO and others. He was then sacked from Bersatu. Refusing to join Anwar’s bloc, he went his own way.

“Longevity gives me the opportunity to continue fighting,” Mahathir said in a recent video on Facebook to explain why he isn’t bowing out of politics. “If I want others to fight against kleptocrats and state bandits, I must join.”

Mahathir, who has a history of heart ailments and had a heart scare earlier this year, is still in good shape and remains sharp-witted. He is defending his seat in the northern resort island of Langkawi. His son is also running.

He touted his alliance as a clean Malay movement opposing corrupt UMNO Malays, who under Najib are accused of plundering coffers and raising national debt. He warned an UMNO victory is a victory for corruption because party leaders would get off the hook on graft charges. Najib himself may be pardoned and have other 1MDB charges dropped to return as premier, he said.

“In the future, there may be a convicted criminal who becomes PM in this country. Do voters want this to happen?” Mahathir said.

The response to his election campaign has been lackluster.

In one event, the empty seats were glaring and gone were the thousands who turned up for his rallies in 2018. His schedule is sparse, with Mahathir resorting to releasing statements and videos on social media.

He tried to extend an olive branch to Anwar’s bloc and Bersatu to form a united front against UMNO, but was spurned. While success may be insurmountable this time, it will not be the last of Mahathir — once described by Anwar as an “indefatigable fighter.”

“As long as I live, I will continue to fight and this struggle is not over yet,” Mahathir said.

Poland: Russian-made Missile Fell on Our Country, Killing 2

KYIV, Ukraine (AP) — Poland said early Wednesday that a Russian-made missile fell in the eastern part of the country, killing two people in a blast that Ukrainian President Volodymr Zelenskyy decried as “a very significant escalation” of the war.

Serious questions about the explosion remain, including who fired the missile. Russia denied any involvement.

U.S. President Joe Biden said it was “unlikely” that the missile was fired from Russia, but he convened an emergency meeting of the Group of Seven and NATO leaders who were in Indonesia for another summit. It was not immediately clear whether Biden was suggesting that the missile hadn’t been fired by Russia at all.

The Polish government said it was investigating and raising its level of military preparedness. Biden pledged support for Poland’s investigation.

Zelenskyy’s comments, delivered in an evening address to the nation, came hours after a senior U.S. intelligence official told The Associated Press that Russian missiles had crossed into Polish territory and killed two people.

A second person said that apparent Russian missiles struck a site in Poland about 15 miles from the Ukrainian border.

A statement from the Polish Foreign Ministry identified the weapon as being made in Russia. President Andrzej Duda was more cautious, saying that it was “most probably” Russian-made but that its origins were still being verified.

“We are acting with calm,” Duda said. “This is a difficult situation.”

Biden’s decision to convene an emergency meeting of the G-7 and NATO leaders upended schedules for the final day of the Group of 20 meeting in Indonesia.

Biden, who was awakened overnight by staff with the news of the missile while attending the summit, called the Polish president to express his condolences. On Twitter, Biden promised “full U.S support for and assistance with Poland’s investigation,” and “reaffirmed the United States’ ironclad commitment to NATO.”

Meanwhile, NATO Secretary-General Jens Stoltenberg called the meeting of the alliance’s envoys in Brussels. The U.N. Security Council also planned to meet Wednesday for a previously scheduled briefing on the situation in Ukraine. The strike in Poland was certain to be raised.

Poland’s statement did not address whether the strike could have been a targeting error or if the missile could have been knocked off course by Ukrainian defenses.

In their statements, Poland and NATO used language that suggested they were not treating the missile blast as an intentional Russian attack, at least for now. A NATO statement called it a “tragic incident.”

If Russia had deliberately targeted Poland, it would risk drawing the 30-nation alliance into the conflict at a time when it is already struggling to fend off Ukrainian forces.

Polish media reported that the strike took place in an area where grain was drying in Przewodów, a village near the border with Ukraine.

The Russian Defense Ministry denied being behind “any strikes on targets near the Ukrainian-Polish border” and said in a statement that photos of purported damage “have nothing to do” with Russian weapons.

Polish Foreign Minister Zbigniew Rau summoned the Russian ambassador and “demanded immediate detailed explanations,” the government said.

The strike came to light Tuesday as Russia pounded Ukraine’s energy facilities with its biggest barrage of missiles yet, striking targets across the country and causing widespread blackouts.

The barrage also affected neighboring Moldova. It reported massive power outages after the strikes knocked out a key power line that supplies the small nation, an official said.

The missile strikes plunged much of Ukraine into darkness and drew defiance from Zelenskyy, who shook his fist and declared: “We will survive everything.”

In his nightly address, the Ukrainian leader said the strike in Poland offered proof that “terror is not limited by our state borders.”

“We need to put the terrorist in its place. The longer Russia feels impunity, the more threats there will be for everyone within the reach of Russian missiles,” Zelenskyy said.

Russia fired at least 85 missiles, most of them aimed at the country’s power facilities, and blacked out many cities, he said.

The Ukrainian energy minister said the attack was “the most massive” bombardment of power facilities in the nearly 9-month-old invasion, striking both power generation and transmission systems.

The minister, Herman Haluschenko, accused Russia of “trying to cause maximum damage to our energy system on the eve of winter.”

The aerial assault, which resulted in at least one death in a residential building in the capital, Kyiv, followed days of euphoria in Ukraine sparked by one of its biggest military successes — the retaking last week of the southern city of Kherson.

The power grid was already battered by previous attacks that destroyed an estimated 40% of the country’s energy infrastructure.

Russian President Vladimir Putin has not commented on the retreat from Kherson since his troops pulled out in the face of a Ukrainian offensive. But the stunning scale of Tuesday’s strikes spoke volumes and hinted at anger in the Kremlin.

By striking targets in the late afternoon, not long before dusk, the Russian military forced rescue workers to labor in the dark and gave repair crews scant time to assess the damage by daylight.

More than a dozen regions — among them Lviv in the west, Kharkiv in the northeast and others in between — reported strikes or efforts by their air defenses to shoot missiles down. At least a dozen regions reported power outages, affecting cities that together have millions of people. Almost half of the Kyiv region lost power, authorities said.

“Most of the hits were recorded in the center and in the north of the country. In the capital, the situation is very difficult,” said a senior official, Kyrylo Tymoshenko.

He said a total of 15 energy targets were damaged and claimed that 70 missiles were shot down. A Ukrainian Air Force spokesman said Russia used X-101 and X-555 cruise missiles.

As city after city reported attacks, Tymoshenko urged Ukrainians to “hang in there.”

With its battlefield losses mounting, Russia has increasingly resorted to targeting Ukraine’s power grid, seemingly hoping to turn the approach of winter into a weapon by leaving people in the cold and dark.

Dutch Foreign Minister Wopke Hoekstra took to a bomb shelter in Kyiv after meeting his Ukrainian counterpart and, from his place of safety, described the bombardment as “an enormous motivation to keep standing shoulder-to-shoulder” with Ukraine.

The strikes came as authorities were already working furiously to get Kherson back on its feet and beginning to investigate alleged Russian abuses there and in the surrounding area. The southern city is without power and water.

The retaking of Kherson dealt another stinging blow to the Kremlin. Zelenskyy likened the recapture to the Allied landings in France on D-Day in World War II, saying both were watershed events on the road to eventual victory.

But large parts of eastern and southern Ukraine remain under Russian control, and fighting continues.

In other developments, leaders of most of the world’s economic powers were drawing closer to approval of a declaration strongly denouncing Russia’s invasion.

On Tuesday, Biden and Zelenskyy pressed fellow G20 leaders at the summit in Indonesia for a robust condemnation of Russia’s nuclear threats and food embargoes. More discussion and a possible vote were expected Wednesday.

As Thailand Hosting, Experts Weigh in on APEC’s Achievements and Challenges.

Experts on Tuesday discuss opportunities and benefits of the upcoming APEC 2022 Summit in Bangkok during a symposium entitled “APEC-Thailand 2022: Challenges and Achievement” jointly organised by Thammasat University’s Pridi Banomyong International College and Matichon, the sister daily of Khaosod English, at the college.

Foreign Ministry spokesman Tanee Sangrat said the immediate benefits include about ten thousand participants visiting Thailand for various APEC Summit related activities since the beginning of the year until the end of this week. On top of that, said Tanee, 2,200 foreign journalists have registered and many are now in Bangkok where he will this evening host them on the boats along the Chao Phraya River.

“Thailand has an opportunity to present its soft power, Thai food and culture. I’m hosting them on a cruise this evening.”

Tanee added that concrete gains from the summit will include how to cooperate to prevent future outbreak of pandemic and how to facilitate better travel links.

“Let’s be a good host. Thailand is renowned for this,” the spokesman said.

Other benefits to watch is how to further promote green economy. Tanee said many private corporations are better adapted to less wastage than government agencies and the issue of sustainable and green economy will be promoted further.

As the host, Taneed pointed out to the fact that Thailand has invited three special guests namely Cambodian PM Hun Sen, as Cambodia is the current ASEAN chair, French President Emmanuel Macron, an EU leader who is keen in advancing France-EU Indo-Pacific Strategy and Crown Prince cum PM of Saudi Arabia Muhammed Bin Salman Al Saud, adding that Saudi Arabia is an energy superpower and a kingdom which has just restored full diplomatic ties with Thailand.

“We cannot propel things forward if we do not have good fundamental bilateral ties,” Tanee explained.

Tanee said three statements can be expected, a Bangkok Declaration, ministerial declaration and main declaration.

Economist Anusorn Tamajai, who’s a board member of the college, said Thais should not just ask what they will gain from APEC Summit but consider long term benefits of the grouping.

“APEC is important for the world and thus undeniably important for Thailand. Many members are major powers and together constitute over 50 percent of world trade and 2.7 billion people as well as being a region which is growing continously.”

Anusorn casts doubt on APEC pushing for a greener economy without broad-based support from people, however.

He also urged the Thai government to compensate workers and people affected by the shutdown of roads and banning of hawkers and vendors in parts of Bangkok for a week this week. “Where will they get their income from otherwise?” Anusorn asks, adding that in the end the loudest voices stand to gain most from the summit and they are the big businesses.

While praising Thai diplomacy as one of the the finest in the world, the Thai government, Anusorn added, lacks new initiative that would direct APEC agenda.

Environmental activist Wanun Permpibul from Climate Watch Thailand points out that APEC has no space for civil society or people’s participation. “People need greater solidarity” if they were to succeed in pushing on environmental issues. She added that big corporations stand to gain most from circular or green economy. “Those affected by [pollution and environmental impacts] are not gaining.”

Former senior diplomat Kobsak Chutikul, another panelist, said the invasion of Ukraine by Russia which leads to antagonism between the US and Russia, both APEC members, could jeopardise the future of APEC itself particularly when the US plays host to APEC and if she decides not to invite Russia.

On a lighter note, Kobsak said some refers to APEC as “Another Political Excuse for Coffee” while of late, some “foul-mouthed” foreign diplomats in Bangkok see it as “Another Prayut Election Campaign”.

Kobsak also notes that while there exists a Business Advisory Council within APEC framework, after three decades, there is no People Advisory Council.

Thammasat University rector Assoc Prof Gesinee Witoonchart gave an opening remark on “APEC Challenges in Women’s Empowerment” by stating that while APEC is a venue to push for greater women’s empowerment and participation, only 5.5 percent of CEOs around the world are women. In Thailand, she said, it’s 21 percent as of 2020, a slight increase from 2019.

Broadening diversity is a challenge, said Gesinee, adding that many working women continue to have to work as a housewife at home after returning from office work. What’s more, the issue of violence against women continue to be a challenge, she added. Gasinee hopes APEC will push for greater acceptance of gender diversity because the world is where it is due to such diversity.

The last speaker is a Chinese student of Pridi Banomyong International College. Li Zhijie from China said APEC “will make the world understand Thailand and make Thailand understand the world”.

Ad for China, a member of APEC with President Xi Jinping arriving in Bangkok later this week, Li said China will look forward to working with its APEC partners and hoped that they will feel motivated to work with China.

“Chinese middle class will be a bigger market for ASEAN agricultural goods and raw materials. Thailand is the most favourite Asian country.”
