Opinion: Let’s Be Fair and Just About Sexual Assault Allegations Against Anyone, Including Prinn

The biggest Thai news over the past few days, or since Thursday, was undeniably the sexual harassment and rape allegations made by some twenty women against Democrat Party deputy leader Prinn Panitchpakdi.

Prinn resigned from all party posts on Thursday amidst mounting allegations. The reactions were swift and there are at least two things Thai society can learn from the ongoing cases as Prinn reported himself to Lumpini Police on Saturday to hear rape and indecency charges made against him.

First, Prinn must be presumed innocent until proven otherwise by the court. Toxic Thai politics means both sides of the political divide are already sold. Those against the Democrat Party, which is a government coalition partner, believed beyond doubt that Prinn is guilty, a serial sexual predator, and widely condemned him on social media.

On Friday, hashtag #Prinn was mentioned 197,000 times on Thai Twitter. Many people believe the Democrat Party is evil and thus Prinn must be guilty as charged. Forget about the police, prosecutor, or the court – Prinn and the Democrat Party have already been summarily condemned by these groups in Thai society.

Even if Prinn may have eventually managed to be freed from the charges, these people will most likely continue to believe Prinn was guilty nonetheless and likely say he had managed to buy the justice system. After all, his father, Supachai Panitchpakdi was a former deputy prime minister and a former director general of the World Trade Organization.

Police on Saturday already charged the LSE-educated Prinn with rape and two counts of indecencies after three women have filed police complaints with Lumpini Police. Now, the public should keep a close eye on the case but allow the justice process to work first. I say this even if the man is rich, powerful, well-educated, and with lots of connections, even if I am personally more swayed toward the accusers.

Second, those supporting the Democrat Party on the other hand also readily brush off the allegations as an attempt at political assassination. Some said why, the only woman who accused Prinn of rape and willing to reveal her identity publicly only came out to report to police after a year and not right after.

Others blamed woman who allegedly was raped inside Prinn’s spacious flat on Sukhumvit 3 on March 2021 for “asking for it” as no single woman should enters a man’s private compound unaccompanied.

One of the alleged rape victims, Anna Vidhyaphum, 30, was then single. She is being accused of making a false allegation for her own political gain because she is a candidate for a Bangkok City Hall Council seat for the opposition Ruam Thai United Party, while her husband, Nat Thanakitamnuay, is a prominent anti-government and monarchy-reform activist.

Anna told me on Friday she had to dose up her antidepressant medicine after the incident and only decided to come out this week after learning that the man flatly denied to the media when accused by some other women who were not willing to speak publicly.

“I didn’t think he would be a crook. He’s well dressed, well educated, and is socially known. I didn’t think he would have done that. But he did and no one could do anything,” Anna told me in an exclusive interview.

By Saturday, Nat told me his wife has decided to pull out from the race to prove that she was not doing this for political gain and will focus her time on public campaigns against misogyny and for women’s empowerment instead. Later on the same day, the Election Commission reminded Anna that under the elections law, she cannot quit. Anna thus announced that she will no longer be campaigning for the seat.

As for Prinn, my suggestion is, if you believe you are truly innocent, then fight the mounting allegations as transparently as possible – do not sneak into a police station from the back door again. But if deep down you know you are a serial sex offender, then, by all means, admit it to the society now and apologize to all women who have violated.

This is the least you can do to atone. After all, you were chosen by the Democrat Party to campaign against violence against women two years ago. Thai society expects a lot from you. I believe it is never too late for anyone to express remorse and apologize. Thai society can one day forgive you after you have been corrected by the Corrections Department.

As of Saturday, after hearing charges, Prinn who entered and left Lumpini Police Station from the normally locked back door told reporters who caught him that he is absolutely innocent.

Early this morning, Sunday, Prinn returned to the station again as police will be requesting the prosecutor to indict him. Hours earlier, the lawyer of the alleged victims claimed some of the victims were being offered around one million baht to be quiet and stop pursuing the case.

Prinn, the man who was once assigned by his party to campaign against sexual violence under the motto “Love with nonviolence” was asked by reporters this morning whether the bribery attempt was true or not, but Prinn refused to answer the question. He instead said the justice process is ongoing.

It could have been easy for Prinn to deny having or trying to buy some women off the legal cases, but he refused to do so. This is not reassuring at all and if true, money and influence may kill the justice process before it could get the chance to properly run its course.

The team flew over 120 kilometers on the water from the east coast of Thailand at Ocean Marina Pattaya to the upper part of the Gulf of Thailand, finishing at Surfspot Hua Hin, making a history for the water sports community in Thailand. Mariupol Mayor Says Siege Has Killed More Than 10K Civilians

KYIV, Ukraine (AP) — The mayor of the Ukrainian port city of Mariupol said Monday that more than 10,000 civilians have died in the Russian siege of his city, and that the death toll could surpass 20,000, as weeks of attacks and privation leave the bodies of Mariupol’s people “carpeted through the streets.”

Speaking by phone Monday with The Associated Press, Mayor Vadym Boychenko also accused Russian forces of having blocked weeks of thwarted humanitarian convoys into the city in an attempt to conceal the carnage there from the outside world.

Mariupol has been cut off by Russian attacks that began soon after Russian President Vladimir Putin launched the invasion of Ukraine in late February, and has suffered some of the most brutal assaults of the war. Boychenko gave new details of recent allegations by Ukrainian officials that Russian forces have brought mobile cremation equipment to Mariupol to dispose of the corpses of victims of the siege.

Russian forces have taken many bodies to a huge shopping center where there are storage facilities and refrigerators, Boychenko said.

“Mobile crematoriums have arrived in the form of trucks: You open it, and there is a pipe inside and these bodies are burned,” he said.

Boychenko spoke from a location in Ukrainian-controlled territory but outside Mariupol. The mayor said he had several sources for his description of the allegedly methodic burning of corpses by Russian forces in the city, but did not detail the sources of his information.

The discovery of large numbers of apparently executed civilians after Russian forces retreated from cities around the capital, Kyiv, this month already has prompted widespread condemnation and charges from Ukrainians and the West that Russia is committing war crimes in Ukraine.

Elsewhere Monday, U.S. officials pointed to new signs that Russia’s military is gearing up for a major offensive in Ukraine’s eastern Donbas region, switching its focus after Russian forces failed in their initial drive to capture Kyiv.

Moscow-backed separatists have been battling Ukrainian forces in the Donbas region since 2014, and have declared independent states. A major confrontation between the two countries’ fighters in Donbas would allow Russia to try to use its numbers and greater military might to capture more territory there. Western military strategists say Russia also hopes to force Ukrainian fighters out into the open in more conventional battles in the east, rather than the successful hit-and-run attacks Ukrainian fighters have often employed so far.

Russia has appointed a seasoned general to lead its renewed push in the eastern Donbas region.

A senior U.S. defense official on Monday described a long Russian convoy now rolling toward the eastern city of Izyum with artillery, aviation and infantry support, as part of redeployment for what appears to be a looming Russian campaign in the east.

More artillery is being deployed near the city of Donetsk, while ground combat units that withdrew from around the Kyiv and Chernihiv areas appear destined for refitting and resupplying before they position in Donbas, said the official, who spoke on condition of anonymity to discuss internal U.S. military assessments.

With their offensive in many parts of the country thwarted, Russian forces have relied increasingly on bombarding cities — a strategy that has flattened many urban areas and killed thousands of people.

Ukrainian authorities accuse Russian forces of committing atrocities, including a massacre in the town of Bucha, outside Kyiv, airstrikes on hospitals and a missile attack that killed at least 57 people last week at a train station.

In Bucha on Monday, the work of exhuming bodies from a mass grave in a churchyard resumed.

Galyna Feoktistova waited for hours in the cold and rain in hopes of identifying her 50-year-old son, who was shot and killed more than a month ago, but eventually she went home for some warmth. “He’s still there,” her surviving son, Andriy, said.

In Mariupol, about 120,000 civilians are in dire need of food, water, warmth and communications, the mayor said.

Only those residents who have passed the Russian “filtration camps” are released from the city, Boychenko said.

Ukrainian officials say Russian troops are confiscating passports from Ukrainian citizens then moving them to “filtration camps” in Ukraine’s separatist-controlled east before sending them to distant, economically depressed areas in Russia.

Boychenko said Monday that improvised prisons were organized for those who did not pass the “filtering,” while at least 33,000 people were taken to Russia or to separatist territory in Ukraine.

President Volodymyr Zelenskyy warned Ukrainians on Monday that Russia might use chemical weapons in Mariupol. “We take this as seriously as possible,” Zelenskyy said in his nightly address.

Western leaders have warned since before Russian troops moved into Ukraine that Russia could resort to unconventional weapons there, particularly chemical agents.

A Russia-allied separatist official, Eduard Basurin, appeared to urge their use Monday, telling Russian state TV that Russian-backed forces should seize a giant metals plant in Mariupol from Ukrainian forces by first blocking all the exits out of the factory. “And then we’ll use chemical troops to smoke them out of there,” he said.

A Ukrainian regiment, without evidence, also claimed Monday that a drone had dropped a poisonous substance in Mariupol but said there were no serious injuries.

Pentagon spokesman John Kirby said in a statement that the U.S. could not confirm the drone report out of Mariupol. But Kirby noted the administration’s persistent concerns “about Russia’s potential to use a variety of riot control agents, including tear gas mixed with chemical agents, in Ukraine.”

Meanwhile, the United Nations children’s agency said nearly two-thirds of all Ukrainian children have fled their homes in the six weeks since Russia’s invasion began. The United Nations has verified that 142 children have been killed and 229 injured, though the actual numbers are likely much higher.

Elsewhere, Austrian Chancellor Karl Nehammer said he met Monday with Russian President Vladimir Putin in Moscow for talks that were “very direct, open and tough.”

In a statement released by his office, Nehammer said his primary message to Putin was “that this war needs to end, because in war both sides can only lose.” Nehammer said he also raised the issue of war crimes committed by the Russian military and said those responsible “will be held to account.”

Austria is a member of the European Union and has backed the 27-nation bloc’s sanctions against Russia, though it so far has opposed cutting off deliveries of Russian gas. The country is militarily neutral and is not a member of NATO.

In other developments, the head of the separatist rebel government in Donetsk claimed Ukrainian forces have lost control of the port area of Mariupol.

“Regarding the port of Mariupol, it is now under our control,” Denis Pushilin, president of the Donetsk People’s Republic, told Russian state television, according to Russian news agencies. The claim could not immediately be confirmed.

But Mariupol’s mayor said fighting continues at the port. “It is difficult, but our heroic military holds on,” Boychenko said.

Both sides are digging in for what could be a devastating war of attrition.

Russian forces will likely try to encircle the Donbas region from the north and the south as well as the east, said retired British Gen. Richard Barrons, co-chair of the U.K.-based strategic consulting firm Universal Defence & Security Solutions.

The ground in that part of Ukraine is flatter, more open and less wooded — so the Ukrainian ambush tactics used around Kiev may be less successful, Barrons said.

“As to the outcome, it’s finely balanced right now,” Barrons said. If the Russians learned from their previous failures, concentrated more force, connected their air force to ground forces better and improved their logistics, “then they might start to overwhelm the Ukrainian positions eventually, although I still think it would be a battle of enormous attrition.”

In a video address to South Korean lawmakers Monday, Ukrainian President Volodymyr Zelenskyy specifically requested equipment that can shoot down Russian missiles.

Russian Defense Ministry spokesman Maj. Gen. Igor Konashenkov claimed the military used cruise missiles to destroy four S-300 launchers near the central city of Dnipro on Sunday. He said the military also hit such systems in the Mykolaiv and Kharkiv regions.

The Pentagon said it had seen no evidence to support Russia’s claims. And Lubica Janikova, spokeswoman for Slovakia’s prime minister, denied Monday that the S-300 system it sent Ukraine had been destroyed.

Questions remain about the ability of depleted and demoralized Russian forces to conquer much ground after their advance on Kyiv was repelled by determined Ukrainian defenders.

Britain’s Defense Ministry said Monday that Ukraine has already beaten back several assaults by Russian forces in the eastern Donetsk and Luhansk regions — which make up the Donbas — resulting in the destruction of Russian tanks, vehicles and artillery.

Western military analysts say Russia’s assault increasingly is focusing on an arc of territory stretching from Kharkiv, Ukraine’s second-largest city, in the north, to Kherson in the south.

A residential area in Kharkiv was struck by incoming fire on Monday afternoon. Associated Press journalists saw firefighters putting out the fire and checking for victims following the attack, and saw that at least five people were killed, including a child.

Oleh Synyehubov, the regional governor of Kharkiv, said earlier Monday that Russian shelling had killed 11 people over the last 24 hours.

At this international innovation and invention competition, over 500 inventions from 20 countries across the world were exhibited and evaluated, including 35 inventions by Thai researchers and inventors from 17 organizations sponsored by the National Research Council of Thailand (NRCT).

Moreover, Assoc. Prof. Dr. Rungsima Yeetsorn said, “the KMUTNB’s team of researchers are glad for this achievement. This invention is the outcome of a research funded by the ITAP project of National Science and Technology Development Agency and SAHASINTHAI CO.,LTD. It took 2 years to develop this innovation. After being fully developed, this innovation was submitted for the national innovation competition. Then, we gained financial supports to participate the international competition and won the gold medal. We have a determination to keep developing this innovation continually, so that we will have new innovations that can be produced in our own country, such as latex and glue used in paint industry.

BMA speeds up the development to enhance quality of life of people living along canals

Mr. Khachit Chatchawanit, Permanent Secretary for the Bangkok Metropolitan Administration (BMA), revealed that the BMA, together with other related organizations, had implemented canal development in Bangkok Metropolitan area by constantly collecting waste and weeds and solving canal encroachment problem. The BMA has also implemented the dam construction projects along canals and wastewater collections systems in order to achieve desired goals on canal development and to be in line with the Thai government policy. Dam construction project along Lat Phrao Canal has cumulative progress of 55.6 percent. Dam construction project along Prem Prachakon Canal has cumulative progress of 13.40 percent. At the same time, Saen Saep Canal has plans for environmental restoration with more than 30 projects comprising the construction of strong and stable piers for more safety, sediment management, waste and weed collection and disposal, wastewater treatment, and improvement of environmental conditions along canals for better sanitation.

In addition, the BMA Traffic and Transportation Department has been working in accordance with plan on water transportation development in Bangkok metropolitan area and its vicinity. It has also designed details of transportation structure and system of “wheels, rails and boats” and bicycle lanes along Bang Lamphu Canal – Suwinthawong, Prem Prachakon Canal, and Lat Phrao Canal. Conditions of piers under the responsibility of the BMA Traffic and Transportation Department have been examined to be ready and safe for use. The BMA plans to develop and expand boat service route which starts from Bang Lamphu Canal, continues to Saen Saep Canal at Phan Fa Lilat Bridge, and terminates at Suwinthawong Road (Min Buri). If the boat service can be managed along the route, it can contribute to trade promotion and community lifestyle tourism in order to create jobs and generate income for the people living along canal in the long run.

CP Foods continues to expand green areas in Pasak Watershed Forest in Lopburi province

Charoen Pokphand Group and CP Foods showcased a successful result of the first phase of CPF Rak Nives at Phraya Doen Thong Mountain Project, Lopburi province, a green initiative that help conserve and restore 6,971 Rai (equivalent to about 1,115 Hectare) of watershed forest, bolster food security for communities surrounding the area.

Since 2016,CP Foods in collaboration with the Royal Forest Department and local communities around the Pasak watershed forest to conserve, restore and plant more trees in the areas, which is an important water source of the country.

In the first phase (2016-2020), the company has been able to restore 5,971 rai of green area (equivalent to about 955 Hectare) and is currently in the process of implementing the second phase (2021 – 2025) with plans to restore further 1,000 rai of forest.

In an effort to promote sustainability and food security in the precious forest, CP Group and CP Foods chairman, Soopakij Chearavanont and the executives recently planted 1,000 Wild Champak Trees, and released 100,000 fishes into natural water sources to be crucial food sources and occupation for communities in the future.

CP Foods chief executive Prasit Boondoungprasert said CPF Rak Nives at Phraya Doen Thong Mountain Project is the company’s commitment in conservation and increase the green area of Thailand, as well as to conserve one of the country’s most important watershed forests.

He added that, in the past 5 years, the project has helped to turn the once deserted forests into fertile forests, covering 5,971 rai, and in the second phase (2021-2025) it will conserve and restore 1,000 more rai. The company will continuously monitor the progress of the forest every year and some parts of the forest has been registered for the Thailand Voluntary Greenhouse Gas Reduction Project (T-VER) from the Greenhouse Gas Management Organization. “CPF operates its business by adhering to the 3-benefits philosophy in order for the company, society, and environment to grow in harmony with each other. This project shows CP Group and CP Foods’ commitment toward the sustainability of the country. Surapon Klinpun, Director of Forestation Promotion Office, Forest Resource Management No.5 (Saraburi), said that the area was once a wasteland with rocky and dry landscape, making forest restoration very difficult. However, CP Foods’ forestation project has tremendously transformed the area in the last five to six years.

CP Foods has provided experts to share knowledge on various types of forest planting, leading to tangible outcomes.

“The ecosystem of the area has been changed. The fertility and Biodiversity of the forest was restored. Villagers have food sources. In addition to more green areas, the project also helps create jobs for the surrounding communities and draws the community to participate in the conservation of trees in the project area, from collecting seeds, planting seedlings, removing weeds, etc..” he said, adding that “The Royal Forest Department will use this project as a model for forest restoration. Thank you, CP Foods, for supporting the agency towards the national strategic goal of increasing green areas,”

CPF Rak Nives at Phraya Doen Thong Mountain Project, Lopburi province is a collaboration effort between the Royal Forest Department, communities around Phraya Dern Thong Mountain and CP Foods to increasing biodiversity including building on the conservation and restoration of forests. The green effort also creates food security at the community level by encouraging local farmers to grow safe vegetables for their own consumption and selling at the community market. In addition, the project supports the community to undertake fish breeding and nursery projects, creating new careers and sources of income such as processing fish into fish products, fermented fish, fermented fish for sale, etc./

SAN FRANCISCO (AP) — Tesla CEO Elon Musk won’t be joining Twitter’s board of directors as previously announced. The tempestuous billionaire remains Twitter’s largest shareholder.

Twitter CEO Parag Agrawal tweeted the news, which followed a weekend of Musk tweets suggesting possible changes to Twitter, including making the site ad-free. Nearly 90% of Twitter’s 2021 revenue came from ads.

“Elon’s appointment to the board was to become officially effective on 4/9, but Elon shared that same morning that he would not be joining the board,” Agrawal wrote in a reposted note originally sent to Tesla employees. “I believe this is for the best.”

Agrawal didn’t offer an explanation for Musk’s apparent decision, although he dropped one major hint. The Twitter board “believed having Elon as a fiduciary of the company, where he, like all board members, has to act in the best interests of the company and all our shareholders, was the best path forward,” he wrote.

At 9:30 p.m., Musk tweeted an emoji of a face with round eyes and a hand over its mouth. The symbol is often used to suggest embarrassment or coy laughter, sometimes with a connotation of “Oops!” It was not clear what Musk meant by the tweet, and he didn’t elaborate on it.

US Doubts New Russian War Chief Can End Moscow’s Floundering

WASHINGTON (AP) — Russia has tapped a new Ukraine war commander to take centralized control of the next phase of battle after its costly failures in the opening campaign and carnage for Ukrainian civilians. U.S. officials don’t see one man making a difference in Moscow’s prospects.

Russia turned to Gen. Alexander Dvornikov, 60, one of Russia’s most experienced military officers and — according to U.S. officials — a general with a record of brutality against civilians in Syria and other war theaters. Up to now, Russia had no central war commander on the ground.

The general’s appointment was confirmed by a senior U.S. official who was not authorized to be identified and spoke on condition of anonymity.

But the White House national security adviser, Jake Sullivan, said “no appointment of any general can erase the fact that Russia has already faced a strategic failure in Ukraine.”

“This general will just be another author of crimes and brutality against Ukrainian civilians,” Sullivan said. “And the United States, as I said before, is determined to do all that we can to support Ukrainians as they resist him and they resist the forces that he commands.”

White House press secretary Jen Psaki echoed that thought. “The reports we’re seeing of a change in military leadership and putting a general in charge who was responsible for the brutality and the atrocities we saw in Syria shows that there’s going to be a continuation of what we’ve already seen on the ground in Ukraine and that’s what we are expecting,” she said.

The decision to establish new battlefield leadership comes as Russia gears up for what is expected to be a large and more focused push to expand Russian control in Ukraine’s east and south, including the Donbas, and follows a failed opening bid in the north to conquer Kyiv, the capital.

Dvornikov gained prominence while leading the Russian group of forces in Syria, where Moscow has waged a military campaign to shore up President Bashar Assad’s regime during a devastating civil war.

Dvornikov is a career military officer and has steadily risen through the ranks after starting as a platoon commander in 1982. He fought during the second war in Chechnya and took several top positions before being placed in charge of the Russian troops in Syria in 2015.

Under Dvornikov’s command, Russian forces in Syria were known for crushing dissent in part by destroying cities, lobbing artillery and dropping what were often crudely made barrel bombs in sustained attacks that have displaced millions of Syrian civilians. The United Nations says the more than decade-long war has killed more than 350,000 people.

In 2016, Russian President Vladimir Putin awarded Dvornikov the Hero of Russia medal, one of the country’s highest awards. Dvornikov has served as the commander of the Southern Military District since 2016.

Lt. Col. Fares al-Bayoush, a Syrian army defector, said Sunday that while the situation in Syria is different than in Ukraine because the Russian military was fighting insurgent groups and not Ukraine’s professional army, he expects a similar “scorched-earth” strategy.

Al-Bayoush said he believes the aim of naming Dvornikov as Ukraine war commander is to turn the war into “rapid battles” in several places at the same time.

“I expected him to use the scorched earth policy that was used in Syria,” al-Bayoush said, referring to Russian-backed attacks in Syria in which cities and towns were put under long sieges while being subjected to intense bombardment that left many people dead and caused wide destruction to infrastructure and residential areas. “He has very good experience in this policy.”

“This commander is a war criminal,” al-Bayoush said by telephone from Turkey.

Since Russia joined the war in Syria in September 2015, Assad’s forces have taken control of most of the country after being on the verge of collapse. The Russian air force carried out thousands of airstrikes since, helping Russian-backed Syrian troops take areas after fighters were forced to choose between an amnesty in return for dropping their arms or being taken by buses into rebel-held areas.

The last major Russian-backed offensive in Syria lasted several months, until March 2020, when a truce was reached between Russia and Turkey, which supported rival sides.

Sullivan on Sunday said the Russian general has a record of brutality against civilians in Syria and “we can expect more of the same” in Ukraine. But he stressed that the U.S. strategy remains the same in supporting Ukraine and its president, Volodymyr Zelenskyy.

“Our policy is unequivocal — that we will do whatever we can to help Ukraine succeed,” Sullivan said. “Which means that we need to keep giving them weapons so that they can make progress on the battlefield. And we need to keep giving them military support and strong economic sanctions to improve their position, their posture at the negotiating table.”

Defense Secretary Lloyd Austin, meanwhile, spoke by video conference Sunday to a small number of Ukrainian troops in the U.S. who are now returning to their country. The group has been in the U.S. since last fall for military schooling and were given training on new drones the U.S. sent to Ukraine last week for the war with Russia.

Austin thanked the Ukrainian troop members for their courage and service and pledged continued U.S. support and security aid, according to Pentagon spokesman John Kirby. Kirby said the small group was given some advanced tactical training, including on the Switchblade armed kamikaze drones, as well as instruction on patrol craft operations, communications and maintenance.

In an interview Saturday with The Associated Press, Zelenskyy acknowledged that despite his hopes for peace, he must be “realistic” about the prospects for a swift resolution given that negotiations have so far been limited to low-level talks that do not include Putin.

Zelenskyy renewed his plea for more weapons before an expected surge in fighting in the country’s east. He said, with frustration in regards to supplies of weapons from the U.S. and other Western nations, “of course it’s not enough.”

Sullivan spoke on CNN’s “State of the Union” and NBC’s “Meet the Press. Psaki spoke on ”Fox News Sunday.”

Opinion: Why Thailand Abstain on the UN Resolution To Suspend Russia From UN Human Rights Council?

Condemn the Prayut Chan-o-cha’s regime and Foreign Minister Don Pramudwinai all you like for Thailand’s vote to abstain from supporting or opposing the resolution to suspend Russia’s membership to the U.N. Human Rights Council and from expressing grave concerns at the ongoing human rights and humanitarian crisis in Ukraine.

It is understandable for some Thais to feel outraged or ashamed of its own government’s lack of moral compass. Thailand on Thursday joined 57 other nations which abstained, including Iraq, Indonesia, Bangladesh, Malaysia, Saudi Arabia, Singapore. Well, it is still not as shameful as 23 nations who joined Russia in voting against the resolution, however. Still, we deserve to understand why.

The official explanation gave seven reasons to justify Thailand’s decision to vote to abstain. Here I will reproduce the key points and later offer my own take as to what might be the real reasons why Thailand chose to be a fence sitter on the vote.

First, Suriya Chindawongse, Thailand’s permanent representative to the U.N., explained that Thailand voted to abstain “because of the overriding importance that we attach to a transparent, impartial, and inclusive approach in the multilateral regime. A decision to suspend the membership of a Member State in any United Nations’ body cannot be taken lightly. The process must be done through careful consultations, based on principles, verified facts, and taking into account careful consultations, based on principles, verified facts, and taking into account constructive opinions as well as foreseeable consequences.”

The Thai representative also expressed Thailand’s “deepest condolences to the people of Ukraine and the bereaved families who lost their loved ones from the ongoing war in Ukraine” and said Thailand is “deeply concerned with the escalation of conflicts and humanitarian crisis in Ukraine” and called for ensure “unhindered provision of humanitarian assistance.”

It added that, “Another life lost is another life too many.”

What is more, Thailand also insisted that, “To objectively consider the situations, it would require well-rounded established facts and additional concrete evidence proven by reliable sources, including those presented to international courts.”

Suriya added that it supports an independent international commission of inquiry established by the Human Rights Council to commence its work “soonest to investigate.”

Thailand also urges all parties to comply with international humanitarian law and international human rights and promise to continue to provide humanitarian assistance. Finally, “Thailand reiterates our calls for continuation of political dialogues between the concerned parties to find peaceful and sustainable solutions.”

Well, if you are fully convinced and satisfied by what Suriya called “explanation of vote after the vote” then please clap your hands, congratulate the Thai government, be proud and there is no need to read the rest of this commentary.

If you are still in doubt, perplexed, or feel outraged or ashamed of Thailand’s vote to abstain, then read on. I will try to provide you with my own unofficial plausible explanation. If I was to sicnerely write a sober one on behalf of the Thai government, on why Thailand voted to abstain on Thursday in New York City, it will probably read like this.

The Personal and Unofficial Explanation of Thailand’s Vote After the Vote by Pravit Rojanaphruk, permanent critic of the Thai state:

First, we decided to vote to abstain from kicking Russia out of the U.N. Human Rights Council because Russia is simply just too powerful. Thailand does not want to be unnecessarily antagonistic or adversarial towards Russia.

A vote to support the resolution may put Thailand on Russia’s list of “unfriendly countries.” We try to eat the cake and keep it as well as by expressing “our deepest condolences” to Ukraine, sending them a token of humanitarian aid, including a donation worth two million baht (that is about a petty 60,000 US dollars folks!), to ensure that the Ukrainian Embassy Charge d’Affaires Oleksandr Lysak will continue to thank us while Russian ambassador Evgeny Tomikin will thank us as well, and Russian tourists will continue to flock back to Phuket, Pattaya, and Bangkok after the “conflicts” is over, whoever wins. Ukraine should be thankful that at least we did not join North Korea, China, Vietnam or Eritrea in voting against it.

Money talks, and rubles talk too. Russians constitute the top foreign tourist to Thailand from the West. According to the statistics from the Disease Control Department, the month of February saw 17,599 Russians visiting Thailand, which makes them the largest group compared to all other nations as the Chinese continued to be barred from unnecessary travel abroad due to her COVID-19 measures.

This was followed by 13,964 from Germany and 11,278 from France. No money no honey, Ukraine, that is the cruel fact of life.

Please note, however, that we also made a call for an “independent investigation to ensure accountability.” This will buy time for Thailand, and we hope by then the invasion of Ukraine will be over. Brilliant, don’t you think?

By voting to abstain, we are not just buying time, appearing neutral, but also playing it hard to get to the U.S. and the EU. They will have to try harder to court us. We can also make conservative Thais believe that we are a proud and independent nation that can say no to the U.S. and the EU although this has nothing to do with such ideology at all.

Please do not expect sincerity and honesty in diplomacy. We ‘don’ a mask, excuse the pun, to engage in diplomacy. This is first and foremost about protecting Thailand’s interests, or well, at least the interests of those in power. Please do not be distracted by the rants of the hoi polloi in Thailand who are condemning us on social media, they are irrelevant.

Most Thais are parochial anyway and those making noise on social media or in front of the Russian Embassy in Bangkok are just a tiny minority who are being manipulated by the U.S. and the West and do not know what is best for Thailand. Do not worry about how history will judge us for by then we would be long gone, LOL.

Why should Thailand be used and manipulated by the West? We are no lackeys of the West, or China or Russia for that matter. This is not Thailand’s war or conflict, period. Give us a break. Don’t you think the U.S. and the West are sincere and not hypocritical? Look at Iraq, Afghanistan, Syria and learn.

Do not ask about moral compass or obligation from Prime Minister Prayut who was once a coup leader or from Foreign Minister Don. Don had no problem working for junta leader Prayut since Aug 2015, a year after the 2014 coup. Forget about honor and decency. You should know by now after all these years whom you are dealing with and what to expect from us.

If after reading this unofficial explanation you still feel upset because of our candid explanation, please try to smile. At least learn to smile a Siamese smile, which means many things and not necessarily a happy or sincere smile. This is Siamese diplomacy with a Siamese smile, at its finest.

In proud history, we switched sides during WWII after Japan was sure to lose. We can do it again if need be. Sincerity is always in acute shortage in the diplomatic profession. It is about the mask and how convincing we don it in public. If anything, Thailand is pragmatic, neutral between good and evil, right and wrong.

Well, we have declared it earlier: we are neutral, neutral not just between Russia and Ukraine, but neutral to all values that are good and honorable.
