“ELLE Fashion Week Fall/Winter 2019” returns once again as the leading fashion event of the region showcasing nine spectacular fashion shows from top Thai designers presenting their latest collections for the first time on the runway. Thailand to Roll Out Plain Cigarette Packs

BANGKOK — Cigarette packs will no longer feature branding when tougher smoking laws come into effect this Sept.

Brand colors and logos on cigarette packs will be replaced with standardized fonts and colors when new ministerial regulations become effective on Sept. 10.

New packaging will feature familiar graphic warnings, but will be almost identical across brands. All packaging must adopt the same drab green color.

When the new packs hit the market, Thailand will become the first country in Asia and eleventh in the world to introduce plain cigarette packaging, which is a policy being advocated by the World Health Organization.

Prakit Vathesatogkit, an advisor to the Department of Disease Control, said research has proven plain packaging discourages smoking.

“A preliminary survey has found plain cigarette packaging to be 57 percent less attractive than existing packaging,” Prakit said. “We hope to make at least 111,794 smokers quit each year.”

Existing stocks of cigarettes can be sold until Dec. 8. Those found to be selling cigarettes with old packaging may then be subject to a fine of up to 40,000 baht.

CHAI NAT — A school director is being transferred for allegedly serving a school lunch of instant noodles containing neither protein nor vegetables.

Former Wat Wong Duan school director Suthep Singhasom was transferred to an inactive post on Wednesday, after photos of stir-fried instant noodles apparently served at his school went viral in recent weeks.

The same day, the school reinstated a teacher, Aomari Kaengrit, who was laid off for speaking out about the lunches.

The scandal began when Aomari took to her Facebook on Aug. 16 to post photos of school lunches allegedly served that day. The incident then grew into a national media sensation when she shared photos of her office splashed with blood on Aug. 21.

“I just want to stand righteously for the students. Why do you have to do this? I can’t handle it anymore,” read Aomari post.

Aomari told press on Aug. 22 that she believed the intimidation was linked to her exposure of the school lunch situation, because she couldn’t recall being involved in any other conflicts.

The police are yet to identify a suspect in the blood-splashing incident. But netizens allege the school’s chef, Panthipa Aiemlaiat, posted a photo of plastic bags filled with blood (commonly consumed in dishes such as boat noodles) on her Facebook a day before the incident. She has since removed the post and denied her involvement in the attack.

“I posted the photo in the evening, well after the incident took place in the morning,” Panthipa told Khaosod on Wednesday. “I just wanted to defend myself by showing that the bags of blood are still with me. But I deleted the post after warnings from my friend.”

Meanwhile the school chef claims that she did put meat and vegetables in the stir-fried instant noodles. However, she admitted portions may not have been generous because she has found most students refuse to eat vegetables. She said she will resign on Friday due to public pressure.

One parent told reporters that her children have never received nutritious food, even though they were told the school allocates 10,000 baht per week to student lunches. The Chai Nat school district office has launched an investigation into the school’s lunches.

The school is attended by 104 students from kindergarten to Prathom 6.

Exhibition Glorifies Late PM Prem’s Debated Legacies

BANGKOK — A retrospective exhibition on the late Privy Council President and former PM Gen. Prem Tinsulanond showcases only the positive sides of his life and leadership. 

“Prem: The Great Iconic Statesman,” which runs until Sunday at the Bangkok Art and Culture Center, continues a long tradition of only praising glorified subjects. Prem, a military strongman who championed what his critics called a “half-leaf democracy,” passed away earlier this year at the age of 98.

Although the late statesman’s legacies are still widely debated in academic circles today, the direction of the exhibit unfortunately only encourages Thais to understand public figures in black and white.

The exhibit is organized by 15 private organizations, including Bangkok Bank and the Alumni Association of the prestigious Suan Kularb School, where Prem graduated. It depicts Prem as saintly, without an iota of controversy. 

Make no mistake, Prem made plenty of contributions. In 1980, the general achieved what four of his predecessors could not: defeating the communist insurgency that had been plaguing Thailand’s countryside. And he accomplished it in the bold move of offering communists a blanket amnesty.

“In defeating communism, force alone cannot be deployed. The principle of politics ahead of the military must be used,” the exhibition quoted Prem as saying.

Nor should we overlook his work ensuring political stability during the transition from the military autocracy of the 1970s to the semi-democratic regime of the 1980s, which in turn paved the way for a parliamentary democracy in Thailand. 

But the exhibition neither mentions the fact that Prem became PM in 1980 with the backing of the military in a quasi-democratic system referred to as “Premocracy”, nor the accusations that he continued to meddle in politics long after he formally stepped down from the role in 1988. 

Just months before the 2006 coup, Prem told army officers that the armed forces are akin to a horse that belongs to the King, while governments are merely jockeys who come and go. The message was widely interpreted as a green light for the military to rebel against the elected government.

When the most recent coup occurred in 2014, Prem also gave repeated blessings to coup leader Gen. Prayuth Chan-ocha. The coup leader “has rescued the nation and brought peace to all Thais,” Prem said that year. Three years later, he told Prayuth he had nothing but “admiration and pride” for his government. 

Instead, the exhibition insists that Prem “is more democratic than democratically elected PMs.”  “His Excellency worked 24 hours a day without resting,” it also says.

The three-floor exhibition also praises Prem for not taking public money for personal use. While this may be largely true, the Si Sao Thewes residence where Prem lived for decades until his death was paid for by taxpayers’ money – and not without controversy.

“Prem: The Great Iconic Statesman” does offer rare photos and interesting tidbits about the former military strongman (he learned to play piano while serving as PM). But a measured and fair retrospective it is not.

Koh Tao Murder Convicts Sentenced to Die by Supreme Court

BANGKOK — The Supreme Court on Thursday upheld the death sentence for two Burmese men convicted of murdering two British tourists on a popular island in 2014.

After a lengthy reading of its 60-page verdict, the court affirmed rulings by two lower courts that found Zaw Lin and Wai Phyo guilty of killing David Miller and Hannah Witheridge on Koh Tao in September 2014. The two men were also convicted of raping Witheridge.

The verdict was read at a court in Nonthaburi province, where Zaw Lin and Wai Phyo are incarcerated. 

Defense attorney Nakhon Chomphuchart said he will file a clemency appeal to His Majesty the King and ask him to suspend the death sentence. Under Thai laws, such appeals must be made to the monarch within 60 days of a verdict. 

Today’s ruling marked the end of a legal battle that pitted police authorities against mostly online skeptics who accuse the investigators of using sketchy evidence and framing the two suspects as “scapegoats.”

In the original verdict delivered in 2015, the court convicted Zaw Lin and Wai Phyo, both 26, largely on the basis of DNA traces police said were recovered from the crime scene and Witheridge’s body.

Although no other physical evidence or testimony directly linked the pair to the crime, the court noted the two men came into possession of a mobile phone that belonged to one of the victims. Miller was 24 at the time of his death; Witheridge was 23.

Under the Thai legal system, an appeal to a higher court does not constitute a new trial, but rather re-examination and re-interpretation of evidence and testimonies submitted to the lower court.

In a statement released on Wednesday night, the defense team said techniques used by police to collect DNA and other forensic evidence did not meet international standards.

“DNA & forensics evidence relied on to convict Zaw Law [sic] and Wai Phyo, and sentence them to death in Koh Tao murder case fundamentally flawed & unreliable in terms of international standards,” attorney Nakhon said in the online statement.

Police have repeatedly maintained the DNA was processed in accordance with usual protocols.

It is unclear whether the two convicts will actually face execution. Thailand has rarely carried out death sentences in recent decades.

Correction: An earlier version of this article erroneously stated that Zaw Lin and Wai Phyo were not eligible to file an appeal to His Majesty the King.

Central Village Vows to Open Despite Ongoing Dispute

SAMUT PRAKAN — A luxury outlet mall announced Wednesday that it will open this Saturday, despite an ongoing dispute with the operator of Suvarnabhumi Airport.

Central Pattana, the developer of Central Village, insists that the project is ready to open as scheduled despite claims by Suvarnabhumi Airport’s private operator, Airports of Thailand (AOT), that it involves aviation risks and land encroachment.

“The project has followed all the required protocols and procedures needed to be in compliance with relevant government agencies,” the CEO of Central Pattana, Preecha Ekkunagul, said. “We ask for fair competition, which will benefit the country’s economy and tourism.”

In a statement, Central Pattana said it had developed the project legally over the past five years on a plot of land adjacent to the southern road to the airport, rather than on land expropriated by the AOT as the airport operator has accused. The developer also said it obtained construction permits from both the national aviation authority and local administration.

Central Pattana said the height of the project’s buildings is lower than the standards set by the International Civil Aviation Organization.

“There was no need to talk with the AOT as the project is outside its jurisdiction. We have followed all the regulations and sought permission from the Civil Aviation Authority of Thailand,” Preecha said.

The private operator of Suvarnabhumi Airport has accused the five billion baht project of encroaching onto government land and air navigation safety zones without a permit.

Under the air navigation act, any construction or planting of trees within defined areas surrounding an airport must be authorized by a competent official.

AOT took the bold step on Aug. 22 of blocking the entrance to the mall and erecting a sign to claim its land ownership rights. Central Pattana then retaliated by erecting its own sign and submitting a complaint to the Administrative Court to order the AOT to remove the barricades.

“We put the barricades up because we found a road linking the project with the main road that is trespassing on government land,” AOT president Nitinai Sirismatthakarn said. “That plot of land belongs to the Treasury Department, which has given management rights to the AOT.”

“We also asked the Civil Aviation Authority of Thailand to inspect the buildings for possible risks to air navigation such as radio frequencies and laser beams,” Nitinai continued.

He denied accusations the AOT is conspiring with duty-free retailer King Power, which won a concession from the AOT in May, to eliminate competition.

“The media just links this and that by themselves,” Nitinai said. “The offender is in plain sight, encroaching onto waterways and government land. Are we supposed to let it go?”

The development of the 40,000 sqm mall began in 2015, but the dispute broke out just days before its opening date. Upon completion, the mall will feature 235 international brands such as Polo Ralph Lauren, Kenzo, and Vivienne Westwood at discounted prices. The project will also include restaurants and a hotel.

HONG KONG (AP) — Chinese state media has published photos of the country’s Hong Kong-based troops’ armored carriers and a patrol boat undertaking what they call a routine rotation.

State news agency Xinhua said the 22nd rotation of the People’s Liberation Army’s Hong Kong garrison took place in the early hours of Thursday.

Nearly three months of fiery pro-democracy demonstrations in Hong Kong have sparked concerns that the military will be deployed in the semi-autonomous Chinese city. The Hong Kong garrison previously published a promotional video with scenes of soldiers facing off with people dressed like protesters.

Xinhua said the soldiers in the new rotation were educated on Hong Kong’s laws and vowed to defend the nation’s sovereignty. Troops stationed in Macao, another special administrative region, also completed a rotation Thursday.

O’Rourke Campaign Ejects Breitbart Reporter From Speech

NEW YORK (AP) — Beto O’Rourke’s presidential campaign said Wednesday that it ejected a Breitbart News reporter from an event at a South Carolina college because it wanted to ensure that students felt “comfortable and safe.”

The Texas Democrat’s campaign found itself in a public confrontation with the aggressive conservative web site a day after its senior editor-at-large, Joel Pollak, said he was booted from an O’Rourke speech. He said the campaign told him was being ejected because he’d been disruptive at past events.

O’Rourke spokeswoman Aleigha Cavalier said that Breitbart walks the line between being news and a perpetrator of hate speech. The campaign asked him to leave because of Pollak’s “previous hateful reporting” and the sensitivity of the topics being discussed with black students at Benedict College.

“Whether it’s dedicating an entire section of their website to ‘black crime,’ inferring that immigrants are terrorists, or using derogatory terms to refer to LGBTQ people, Breitbart News walks the line between being news and a perpetrator of hate speech,” Cavalier said in a statement.

Cavalier did not immediately outline what work from Pollak the campaign had found objectionable or whether this was a one-time action that would apply to Breitbart personnel in the future.

During a question-and-answer session with the press earlier this week, Pollak accused O’Rourke of misquoting remarks made by Trump following the Charlottesville, Virginia, demonstration by white supremacists.

The dust-up gave a shot of attention to Breitbart, which has plummeted in readership and influence from its apex, when former editor Stephen Bannon was a top aide to President Donald Trump.

Saying that Breitbart or Pollak, an Orthodox Jew who is married to a black woman, are racist is absurd, said Elizabeth Moore, spokeswoman for Breitbart News.

“The irony of Mr. O’Rourke, who has stated that he is the beneficiary of ‘white privilege,’ purporting to decide for black students who should be banned from events that are open to the press, or what they should feel, is not lost on us,” Moore said.

Exhibition on Leonardo da Vinci Coming to Beijing

BEIJING (Xinhua) — An exhibition titled “Leonardo da Vinci and His Circle” will open at the Art Museum of the Central Academy of Fine Arts on Sept. 12 as part of the global commemoration of the 500th anniversary of Renaissance master Leonardo da Vinci’s death.

Da Vinci was a genius driven by insatiable curiosity that led him to explore ideas in science, math, architecture, design, engineering, geology, cartography, sculpting, drawing and, of course, painting.

His surviving body of work as a painter is remarkably slim. Fewer than 20 artworks can be comfortably attributed to him, although two of them – “Mona Lisa” and “The Last Supper” – are among the most famous in the world.

The exhibition, which runs till Dec. 8, will display not only valuable original artworks by Da Vinci, but also the works by his students and followers.

The show is expected to enable visitors to have a more thorough and deeper understanding of his art and influence on later generations.

UK’s Johnson Asks Queen to Suspend Parliament Ahead of Brexit

LONDON (AP) — British Prime Minister Boris Johnson maneuvered Wednesday to give his political opponents even less time to block a chaotic no-deal Brexit before the Oct. 31 withdrawal deadline, winning Queen Elizabeth II’s approval to suspend Parliament. His critics were outraged.

Though Johnson previously had refused to rule out such a move, the timing of the decision took lawmakers — many of whom are on vacation — by surprise.

Johnson insisted he was taking the step so he could outline his domestic agenda, and he shot down the notion that he was curbing debate, saying there would be “ample time” to discuss Brexit and other issues.

Lawmakers reacted with fury, including John Bercow, speaker of the lower House of Commons, who was not told in advance of Johnson’s plan.

“Shutting down Parliament would be an offense against the democratic process and the rights of parliamentarians as the people’s elected representatives,” Bercow said. “Surely at this early stage in his premiership, the prime minister should be seeking to establish rather than undermine his democratic credentials and indeed his commitment to Parliamentary democracy.”

The main opposition Labour Party leader Jeremy Corbyn wrote to the queen to protest “in the strongest possible terms on behalf of my party and I believe all the other opposition parties are going to join in with this.”

The monarch, however, kept with her steadfast refusal to get involved in politics.

The House of Commons will convene from Sept. 3-10 and then was scheduled to go on a break until Oct. 9 — though lawmakers had suggested they might cancel that break and stay in session because of the Brexit crisis.

Johnson said he decided to ask the queen to give her speech that outlines the government’s legislative agenda on Oct. 14, and she approved suspending Parliament for a total of 32 days between Sept. 12 and Oct. 14. That makes it unlikely the lawmakers would have enough time to pass laws blocking the U.K.’s withdrawal from the European Union without a negotiated divorce deal by Oct. 31.

“This is completely normal procedure,” House of Commons leader Jacob Rees-Mogg told Sky News.

But shadow chancellor John McDonnell tweeted: “Make no mistake, this is a very British coup.”

“Whatever one’s views on Brexit, once you allow a Prime Minister to prevent the full and free operation of our democratic institutions you are on a very precarious path,” he said.

Guy Verhofstadt, the European Parliament’s chief Brexit official, called Johnson’s move “sinister.”

“As a fellow parliamentarian, my solidarity with those fighting for their voices to be heard,” he tweeted. “Suppressing debate on profound choices is unlikely to help deliver a stable future EU-UK relationship.”

The pound plunged on the news, down to $1.2196 from almost $1.2300 the previous day.

The EU is adamant it will not renegotiate the agreement struck with former Prime Minister Theresa May on the terms of Britain’s departure and the framework of future relations. Without such a deal, Britain faces a chaotic Brexit that economists warn would disrupt trade by imposing tariffs and customs checks between Britain and the bloc, send the value of the pound plummeting and plunge the U.K. into recession. May resigned in defeat after failing — three times — to secure Parliament’s backing for her divorce deal with the bloc.

Hundreds of people packed College Green outside Parliament, waving EU flags and placards to express their anger, while 25 bishops from the Church of England released an open letter about their worries about the “economic shocks” of a no-deal Brexit on the poor and other vulnerable people.

A petition on a government website demanding that Parliament not be suspended has gotten more than 100,000 signatures — guaranteeing that it will be considered for debate.

Lawmakers already are asking a Scottish court to rule that suspending Parliament is illegal. If that fails, pro-EU legislators are also planning to try to pass a law banning a no-deal Brexit, although the government has now sharply limited their time to do that.

Another option is to bring down the government with a no-confidence vote. That would spark a 14-day period in which Johnson could try to overturn the result. If he failed, there would be a general election — but the government believes it would not have to be held until after the Oct. 31 Brexit deadline.

During that key 14 days after a no-confidence vote, another lawmaker could try to win Parliament’s backing in a vote. If they succeeded, Johnson should, in theory, have to step down and let the winner form a government.

But these rules were introduced in a 2011 law and have never been tested, leaving plenty of room for argument.

“If Parliament is suspended to suit Boris Johnson, it’s not just going to be suspended from discussing Brexit. We could go to war,” Labour spokeswoman on legal issues Shami Chakrabarti told the BBC. “People will work together to stop this unconstitutional suspension of Parliament and we will get greater unity on that even than on stopping a no-deal Brexit.”

On Tuesday, opposition lawmakers declared that they would join forces to try to stop a departure from the EU without an agreement, setting up a legislative challenge to Johnson and his past promises to complete the divorce deal.

Some 160 lawmakers have signed a declaration pledging “to do whatever is necessary” to prevent Johnson from bypassing Parliament.

Johnson has told European officials it won’t be possible to agree a deal on Britain’s departure from the bloc without the removal of controversial language on a “backstop” aimed at avoiding the return of a border between EU member Ireland and Britain’s Northern Ireland. He said at the close of the G-7 summit in Biarritz, France, on Monday that he was “marginally more optimistic,” of progress.

Scott Lucas, a professor of international politics at the University of Birmingham, said Johnson’s maneuver touched off the biggest crisis since the abdication of King Edward VIII to marry the divorced American socialite, Wallis Simpson.

“This is biggest constitutional crisis since the 1930s,” Lucas said. “Even World War II didn’t present a constitutional crisis because the coalition government and Parliament agreed the rules of the game.”

It’s also a potential economic crisis because of the projected drop in GDP, he added.

Johnson did earn support from one big backer: U.S. President Donald Trump. Just days after the two met at the G-7 summit, Trump reaffirmed his support by tweeting that the prime minister “is exactly what the U.K. has been looking for, & will prove to be ‘a great one!’ ”
