Four-year-old boy killed in a road accident in Ratchaburi

(29 October) Ban Pong Police to investigate a collision between a truck and a modified
motorcycle, which killed a four-year-old boy in Ratchaburi province.

Reportedly, witnesses claimed
the motorcycle tried to cross the road, while the truck was heading towards them in a speed. They
truck then crashed into the altered motorbike, causing both of them to fall in a puddle on the road
side. 

Mr.
Nimit Intrhom, 28, the father of the boy, and his brother, an eight-year-old boy, were severely
injured from the incident, and were later transported to Ban Pong
hospital. 

The
report did not mention what happened to the truck driver.

No Tax Reduction for Brand-Name Goods: Officials

(29 October) Deputy Minister of Finance and the director of Customs Department, Ms. Benja
Louicharoen, finally confirmed that the tax for luxury goods will not be cut.
 
According to the Deputy Finance Minister,
the latest report on luxurious goods import this year worth a total of THB 100 billion. The product
with highest total is perfume with THB 15 billion, increased by THB 4
billion.
 
Meanwhile, Bags comes in second with THB 11 billion, THB 3 billion higher. Next are watches
with THB 2 billion increase from THB 8 billion.
 
Clothing sector also earned THB 6 billion in total with THB 1 billion higher.
Eyeglasses doubled from THB 1 billion to THB 2 billion this year, and the rest is miscellaneous
merchandises.
 
The
deputy finance minister then admitted that there will be no tax cut on these luxurious import goods
as domestic entrepreneurs would be harmfully affected. Moreover, there is also no guarantee that the
prices will be reduced.
 
It
is now up to the Fiscal Policy Office to come up with another approach to support Thailand as a
shopping paradise, regarding the purpose of the government policy, said Ms. Benja.

A Collision Kills One Thai Man and Injured Malaysian National in Yala

(29 October) Betong police were alerted to investigate a road accident, which a Malaysian registered car
collided into a service van. 

Inside the car, four people were found trapped inside and were later rescued. However, the
driver, Mr. Chalermphon Manoharn, 32, from the local area, later died at the
hospital. 

Mr.
Chai Waihom, 36, a Malaysian national, Ms. Pikul Chandet, 29, and her three-year-old daughter were
slightly injured. 

Inside the van, Mr. Sachiya Sama, 49, a Betong resident, was rescued and later transported
to the nearby hospital. His passenger was barely harmed from the accident.

Initial investigation reported that Mr.
Chalermphon had been drinking since the night before the accident. A witness also told the police
that they had seen Mr. Chalermphon’s car was driven in a fast speed before diverted to the other
side of the road. 

A big
clash then took place and both cars yielded severe damages.

Police said that the legal process will
proceed after the investigation is finished.

Editorial 29 October 2013 : Truth and Amnesty

The stream against the Draft ‘Amnesty-for-all’ bill seems to have become stronger and
stronger, not only among Thai people, but also foreigners, as the situation during the 2010 Black
May resulted in the death of foreigners, too. 

The draft bill, which allows Amnesty to any party involving in the
military crackdown, including the ones who made decision that had caused the death to the victims,
raises questions whether how Thailand will answer to the global community.

So far, only Ms. Elisabetta Polengi, a
sister of the Italian photographer who died during the clash, has submitted an open letter against
the draft amnesty bill. 

Mr. Polenghi, though only represent one life, still holds special
meanings. Moreover, his death should also represents some particularly importance for the Global
Community to see how Thailand assesses the circumstances. 

One case study, which could be a good
example for the case is a peace and reconciliation process adopted by Rwanda after the Rwanda
Genocide, which resulted in a massacre of 1994 national ethnic
conflicts. 

The peace process,
then, did not run in a way which every party were given amnesty, but rather relied heavily on the
ruling of the Court of Justice, both domestically and internationally, to judge the wrongdoing of
the commanders. 

The
process in Rwanda is partly the same as how the new generation Germans learn that the massacre under
the ruling of Fuhre Adolf Hitler should never occur again.

The process is not
aimed to be achieved in order to make avenge, but to create universal understanding in the
society. 

Thai
people are known to easily forget and forgive once they confront with issues. However, such phrase
should be outdated, as the country is trying to adopt the universal rule of
law. 

And
universality, here, means we must respect human rights and equality.
 
When basic right is violated, the society
should learn, together, not to make the same mistake again. 

Forgiving, in religious terms, is a way to
release sorrow from one’s mind. 

Meanwhile, amnesty, as it is internationally understood, is a way to avoid extreme penalty
or punishment.

And both ideas are different, in terms of helping the society to find the
truth.

Wrist Watch Scammers Assault Tourists

(29 October) Police from Chonburi’s Pattaya City Police Station rushed to Skaw Beach Hotel alley after being informed that a group of watch sellers had assaulted foreign tourists.
 
Arriving at the scene, they found 30-year-old Russian tourist Mr. Andrey Pratasov and three friends in battered conditions.
 
The three individuals claimed that about 6-8 watch sellers had approached them and tried to sell watches, which they claimed to be the luxurious original models.
 
The tourists then asked to test the merchandises but found them to be counterfeits and refused to buy.
 
The sellers were then enraged and allegedly assaulted the Russian tourists.
 
Local bystanders said that similar incident usually happens if foreign tourists refuse to buy the goods once they check on them.
 
After initial investigation and questioning, the police checked the CCTV and found the footage showing the hooligans attacking the tourists. The evidence from CCTV records will be used as evidence to bring the gang to justice, said Pattaya police.

VIP Bus-Refrigerated Truck Collision Kills two, Injures 18

(29 October) A collision, in which a bus running from Ranong Province crashed into a
refrigerated fish truck on Phetkasem Road left two passengers dead and 18
injured. 

The
truck was found on its side with passenger compartment in wreck. The driver was out on the road with
a broken leg. Whereas the 32-seated VIP bus was crushed on the driver′s side with the whole
windshield broken as well as the front roll window. 

During the crash, witness said they had seen two passengers on the
roll flew in the air, hit their heads with the bus′s metal part and got killed. Reportedly, they
were not wearing safety belts. 

Among the injured, mostly with cuts and bruises, were 13 Thai citizens, four Burmese and
one Korean. 

The
accident led to major traffic on Phetkasem Road, the main expressway route along southern Thailand,
both inbound and outbound. Reportedly, traffic were blocked for more than two kilometres as the
officers found that the two vehicles were difficult to be relocated. 

The cause of this accident, police said,
is yet to be investigated. However, a witness claimed the bus was riding on the right side of the
road until the fish truck crossed the lane. 

The witness also said that it was fortunately that he has got his safety belt on
so he was uninjured.

2010 Crackdown: Abhisit, Suthep Indicted For Murders

(28 October) Former Prime Minister, Mr. Abhisit Vejjajiva, and his deputy, Mr. Suthep Thuegsuban, have been indicted to face charges for authorising the military crackdown to quell the unrest during the 2010 demonstrations in Bangkok.

Mr. Nantasak Poonsuk, Spokesperson for the Office of Attorney General (OAG) said that the OAG agreed with the proposal made by the Division of Special investigation (DSI) that Mr. Abhisit and Mr. Suthep, who are currently serving as Democrat MPs, are guilty of the charges, which resulted in the deaths of 92 people. 
 
Evidence and witnesses presented indicated that Mr. Abhisit and Mr. Suthep’s decisions to allow the Centre for the Resolution of the Emergency Situation to launch the military crackdown and the use of live ammunition and real weapons in the military crackdown are considered as an ?overreaction? leading to several deaths and injuries, said the OAG spokesperson. 
 
Mr. Chavanont Intarakomalyasut, spokesperson for Democrat Party  responded to the OAT’s decision that it came as no surprise to Mr. Abhisit and Mr. Suthep, and that they would both  continue to fight the case in court.
 
According to the Democrat spokesperson, the decision is known to have been planned in advance, as the DSI has been actively working on the case since the Phuea Thai government came to power. Moreover, the current government has also been eagerly pressuring Mr. Abhisit and Mr. Suthep to accept the ‘Amnesty for all’ bill.
 
Mr. Chavanont said that the responsibility to investigate the case should fall on the Office of the National Anti-Corruption Commission (ONACC), rather than the DSI, solely because the decision to calm the unrest was made while Mr. Abhisit and Mr. Suthep were holding top positions in the Government. 
 
He also said that under the administration of the Thaksin regime, Thailand′s rule of law had been totally ruined.
 
Mr. Abhisit and Mr. Suthep are ready to face the charge in order set a good example for the current and future Prime Minister, said Mr. Chavanont. The two individuals insisted that they will not accept amnesty in any form, and hence their spokesperson said it is ineffective if the government believes they could pressure Democrat MPs to accept the controversial Amnesty Bill. 
 
“We are doing our best to stand up against the bill, both within and outside the parliament”, said Mr. Chavanont.
 
The Democrat spokesperson also urged the government and the United Front for Democracy Against Dictatorship (UDD) to stop misleading the society and asked Thai people to go against the amnesty bill. 
 
“Everybody should face trial in court, to disclose the truth”, said Mr. Chavanont.

Rwandan Woman Arrested with 7 Million worth Meth

(28 October) Ms. Christine Sabimana, 31, was arrested and charged with drug trafficking by
Donmeaung Airport custom officers with possession of 2.097 kilograms of Methamphetamine worth of THB
7 million. 


The
arrest took place after Ms. Sabimana landed at Don Meung International Airport with AirAsia
Airlines, having flown in from Macau. The officers suspected her unusual behaviour and requested for
baggage X-ray and detected disturbed signs and glue smell. Once they ripped open the luggage, three
packages of methamphetamine wrapped with yellow duck tape were found. 

The suspect confessed and stated that she
lives in China and had been traveling from Guangzhou with the baggage to catch the flight in Macau.
Her passport showed she has been to Africa, Hong Kong and this was her first time in
Thailand. 

Reportedly, Ms. Sabimana didn?t allude to other dealers or her customers during the
investigation. 

Initial report suggested that police had charged Ms. Sabimana with drug trafficking, with
possession of Methamphetamine and importing the illegal drugs. 

The suspect will be sent to Narcotic
Suppression Bureau for further interrogation and prosecution.

Four Deaths in Train-Truck Crash

(28 October) Another train accident took place in a southern province  yet
again. 

A
sprinter train collided into a 4-door pick-up truck in Phatthalung province leaving 4 people dead at
the scene.
 
At
the railway crossroad, Mr. Satien Jidboon, 56, the owner of the truck was found dead behind the
wheel, whereas his wife and their toddler grandchildren were found in the canal below the
railway.
 
Auto parts were scattered as the train presumable dragged the truck for 200 meters to a
bridge overcrossing the canal.
 
It is believed that the family was returning to their hometown in Trang province, after
attending a merit-making festival in Phatthalung.
 
Reportedly, there was no railway crossing gate at the intersection. The train is
expected to resume in the evening, after accident scene clearance and the restoration of the track
and train cars are done.

Loy Krathong Celebration Postponed: Tourism Authority of Thailand

(28 October) Tourism Authority of Thailand (TAT) has announced the postponement of Loy Krathong Festival, as the nation is still in mourning for the death of His Holiness Somdej Phra Nyanasamvara, the Supreme Patriarch of Thailand.

The TAT's Deputy Governor for Domestic Marketing, Mr. Tawatchai Arunyik, made the announcement.

This year’s Loy Krathong festival falls on 17th of November, which will be the period of mourning for the death of the Buddhist Spiritual Leader. 
 
Last week, the government had announced the extension of the period to 30 days until the 23rd of November, any entertainment activities are omitted during the time. 
 
Further discussion on the festival celebration will be held in order to preserve the Thai tradition and promote tourism. Loy Krathong Festival is one of the key events attracting many visitors from both international and domestic markets.
