BANGKOK – Prime Minister Srettha Thavisin posted a message on April 25, 2024, addressing eight Thai workers who have been held hostage in Gaza since the start of the Hamas-Israel War on October 7, 2023.
The statement was issued by PM Srettha and the leaders of 17 other countries, all of which have citizens who are missing or were taken hostage. The other countries are Argentina, Austria, Brazil, Bulgaria, Canada, Colombia, Denmark, France, Germany, Hungary, Poland, Portugal, Romania, Serbia, Spain, the United Kingdom, and the United States.
“Today, I joined fellow leaders of 17 countries with remaining hostages in Gaza in the Joint Statement, calling for the immediate release of all hostages, including our 8 Thai nationals.I view this matter as an urgent humanitarian issue and will continue to do my utmost for the safety and the release of our Thai nationals so that they can return home as soon as possible,” he stated.

Meanwhile, the Ministry of Foreign Affairs published the Joint Statement calling for the release of the hostages held in Gaza, as follows:
We call for the immediate release of all hostages held by Hamas in Gaza for over 200 days. They include our own citizens. The fate of the hostages and the civilian population in Gaza, who are protected under international law, is of international concern.
We emphasize that the deal on the table to release the hostages would bring an immediate and prolonged ceasefire in Gaza, that would facilitate a surge of additional necessary humanitarian assistance to be delivered throughout Gaza, and lead to the credible end of hostilities. Gazans would be able to return to their homes and their lands with preparations beforehand to ensure shelter and humanitarian provisions.
We strongly support the ongoing mediation efforts in order to bring our people home. We reiterate our call on Hamas to release the hostages, and let us end this crisis so that collectively we can focus our efforts on bringing peace and stability to the region.

According to Associated Press, the Israel-Hamas war was ignited by the Hamas-led attack on southern Israel on Oct. 7, in which some 1,200 people were killed, mostly civilians, and another 250 abducted.
The war has killed more than 34,000 Palestinians, two-thirds of them children and women, according to Gaza’s Health Ministry. The ministry doesn’t distinguish between civilians and combatants in its count but has said that around two-thirds of those killed were women and children.
The war has devastated Gaza’s two largest cities and left a swath of destruction. Around 80% of the territory’s population have fled to other parts of the besieged coastal enclave.
PATHUM THANI – The toxic love story of a student couple, in which the woman used a knife to attack the man, causing serious injuries, has gone viral in Thailand. As a result, Thammasat University’s Faculty of Science and Technology, the institution where the couple studied, has to issue a statement.
On April 25, the Faculty of Science and Technology declared that, in response to a social media accusation, it is investigating the matter and planning to work with the student disciplinary department to comply with Thammasat University’s student discipline standards.
It added that the freshman student was admitted to the ICU but has since left the ICU room and is now in a stable condition after being attacked by a third-year female student.
Thammasat University is a leading higher education institution in Thailand.
In this case, netizens widely discussed whether the female student should be allowed to attend classes as usual following the incident, which made her classmates frightened.
The police at Khlong Luang Police Station in Pathum Thani Province said they had no intention of concealing the case. However, the families of both sides knew each other and did not want the situation to become public.
This violent incident occurred on April 21, at 2:00 p.m., at the Golf View Dormitory in Khlong Luang District. A 19-year-old male student from Roi Et Province was stabbed in the neck by a 23-year-old female also from Roi Et in her room and fled down the first-floor hallway, prompting witnesses to notify police.
The woman ran to the dormitory roof. When the police arrived, she did not flee and subsequently admitted to stabbing her partner. The police officer indicated that the male student wished to end his relationship with the woman. He went there to return his room key card. However, the woman did not want to break up.
The male student fled down the first-floor hallway and waited for paramedics to take him to the hospital on April 25, 2024.
The police subsequently filed a charge of assault resulting in serious bodily harm. The prosecution took the woman to court, and her family posted a 100,000-baht bail. Following this, they had to wait to interview the injured person, wait for the doctor’s results, interview the treating doctor, and possibly submit any extra charges.
This case differs from domestic abuse, commonly known as “domestic violence,” in which women are the vast majority of victims in Thailand. According to data from the Department of Women’s Affairs and Family Institutions Operations Centre, females were 81% victims of domestic abuse in 2021, while males were 86% perpetrators.
Domestic abuse, according to the United Nations, affects people of all socioeconomic backgrounds and educational levels. Domestic violence refers to a pattern of abusive behaviour towards an intimate partner in a dating or family relationship, in which the abuser exercises power and control over the victim.
BANGKOK – The Department of Trade Strategy (DS) of the Ministry of Commerce has assessed the economic benefits that Thailand could derive from its same-sex marriage law. They suggest the government make Thailand a hub for all-gender weddings in Asia by highlighting Thailand’s legal readiness, excellence in organizing weddings and related business services.
The Ministry of Commerce refers to a study by the William Institute in the USA. The study found that the nationwide legalization of same-sex marriage in the USA boosted the economy by 3.8 billion dollars between 2015 and 2019.
This amount includes an estimated 3.2 billion dollars spent by same-sex couples on weddings, 543.8 million dollars on travel by wedding guests and 244.1 million dollars in tax revenue from weddings. It also created 45,000 new jobs.

The DS has identified several businesses they believe will flourish due to same-sex marriage. These include hotels and wedding-related businesses. Wonders and Weddings, a Thai wedding planning company, predicts a surge in wedding bookings, with LGBTQIA+ couples accounting for 25 percent of total bookings.
Weddings are a significant milestone in many people’s lives, and LGBTQIA+ individuals are no exception. According to IPSOS, a global market research and consulting firm, 9 percent of Thailand’s population identifies as LGBTQIA+. This growing demand for celebrations is fueling the growth of the hotel and wedding-related industries. Thailand’s diverse range of services, tourist attractions, natural beauty, culture, and history make it an ideal destination for weddings.

Other businesses that could benefit from same-sex marriage are: Insurance and financial services, family planning and counseling services, entertainment and leisure businesses: BL dramas, which often feature LGBTQIA+ characters, have brought significant revenue to Thailand.
Same-sex marriage could further increase demand for this type of content and related merchandise. Hosting a World Pride event also presents an opportunity that could bring significant tourism and revenue streams to Thailand.
If Thailand’s same-sex marriage law extends to allow foreigners to register their marriages, the government should consider streamlining the registration process, particularly regarding paperwork, visas, and processing times. Additionally, supporting the development of high-quality wedding services will enhance the overall experience for foreign couples and promote Thailand as a premier LGBTQIA+ wedding destination.
The officers inspect a warehouse in Tail Ban sub-district, Samut Prakan Province on April 24, 2024.
SAMUT PRAKAN – Officials from the Consumer Protection Police Division (CPPD) and the Food and Drug Administration (FDA) today jointly announced the results of a raid on a warehouse where counterfeit cosmetics of well-known brands were stored.
Pol. Lt. Gen. Witthaya Sriprasertphap, head of the CPPD, reported that the police had received complaints from people who bought products online but received substandard products instead. When they investigated, they found cosmetic products that weren’t registered, had no Thai labels and were being sold far below market prices.
They then traced the warehouse and distribution location before obtaining a search order from the Samut Prakan Provincial Court to search a warehouse in Tail Ban sub-district, Mueang Samut Prakan district.
It is claimed that all the products are belonged to Mr. Qiu Chan Lin, a Chinese citizen who ordered trendy and popular products from China online.
During the raid, they found over 60 different types of counterfeit products, including toothpaste, skin care creams, and cosmetics. They found 2 clearly counterfeit cosmetic products, 18 that could be counterfeit, and 32 without registration numbers or Thai labels. In total, they confiscated around 31,000 pieces of evidence worth more than 20 million baht. They also arrested a woman who claimed to look after the warehouse.
The woman stated that all the products belonged to Mr. Qiu Chan Lin, a Chinese citizen who ordered trendy and popular products from China online. He then stored them in his warehouse and operated 44 online stores to advertise and sell them. The entire operation was run from China and had been running for about a year, shipping 2,000 to 3,000 items a day and potentially earning over 100 million baht a year.
The officers are gathering evidence to request an arrest warrant for Mr. Qiu. If he enters Thailand, they will take legal action immediately.

BANGKOK (AP) — Guerrilla fighters from the main ethnic Karen fighting force battling Myanmar’s military government have withdrawn from the eastern border town of Myawaddy two weeks after forcing the army to give up its defense, residents and members of the group said Wednesday.
Their withdrawal came after a contending armed Karen group, which has occupied the town and claimed responsibility for its security, provided assistance to army soldiers who had fled to a riverside spot there for safety.
The soldiers came from the army’s Infantry Battalion 275, whose base, about 4 kilometers (3 miles) to the west of Myawaddy, was captured on April 11 by the armed wing of the Karen National Union —- or KNU — and allied pro-democracy forces.
The fleeing soldiers reestablished themselves in an area next to one of Myawaddy’s two bridges connecting it to Thailand’s Mae Sot district.

The complicated maneuvering is the latest development in the nationwide conflict in Myanmar that began after the army ousted the elected government of Aung San Suu Kyi in February 2021 and suppressed widespread nonviolent protests that sought a return to democratic rule.
Despite its advantage in arms and manpower, Myanmar’s army had been on the defensive since last October, when an alliance of three ethnic rebel groups launched an offensive in the country’s northeast. Resistance forces since then have captured major swaths of territory in northern Shan state on the border with China, made significant gains in Rakhine state in the west, and continue to pressure the army elsewhere.
The soldiers now encamped next to the 2nd Thai-Myanmar Friendship Bridge were given at least tacit protection there by Kayin state’s Border Guard Force, another armed Karen group that had been nominally affiliated with the military but announced last month they were cutting their ties and establishing themselves independently under the name of the Karen National Army.
The border guard units had been accused of providing protection to casino resorts in the Myawaddy area that have been decried as centers for organized crime, including online scam operations and human trafficking.

KNU spokesperson Padoh Saw Taw Nee told journalists on Wednesday that its forces had withdrawn temporarily from Myawaddy as Border Guard Force units brought the soldiers hiding near the bridge to the abandoned Infantry Battalion 275 base, where they raised Myanmar’s national flag in place of the standard hoisted by the guerrillas when it occupied it.
Photos and video clips of a handful of soldiers raising Myanmar’s flag on Tuesday were circulated by supporters of the military government on the Telegram social network. It wasn’t clear if any of the soldiers remained at the base after the photo opportunity, or if they returned to their campsite by the bridge.
The KNU is preparing to defend against an expected counterattack by the military government, and it keeping its units mobile rather than trying to hold territory.
A member of the Karen National Union/ Karen National Liberation Army-Peace Council, another Karen organization based in Myawaddy, told The Associated Press that the border guards had helped arrange the safe flight of the soldiers to their bridge encampment two weeks ago and provided them with food and weapons. He spoke on the condition of anonymity because he wasn’t authorized to release information.
Myawaddy’s residents say the Border Guard Force has played a major role in taking charge of security measures in the town.
Last Friday, the Karen guerrillas launched a small attack aided by drones against the soldiers hiding near the bridge, and Myanmar’s military responded with airstrikes, dropping several bombs nearby for two days, and forcing about 3,000 residents to seek shelter in Thailand.
Over 56,000 sq m of Solar Rooftops Installed, Significantly Reducing Energy Consumption and Creating Value for Community, Society, and Environment
Dr. Suchai Vachapaikul, Co-Managing Director of the General Management Group at Future Park and ZPELL, revealed that the two entities had successfully implemented a solar power generation system on their roofs, known as “solar rooftop,” spanning an impressive area of more than 56,000 square meters. This installation comprises a total of 14,658 panels and boasts a production capacity exceeding 5.41 megawatts.
The system generates up to 7.4 million kilowatt-hours (KWh) of electricity annually, leading to savings of up to 27% on the electricity consumed in the shopping center’s common areas. This represents a significant improvement compared to the corresponding period in 2023. This initiative aligns with the organization’s comprehensive sustainability policy. It emphasizes environmental stewardship and societal benefit by evolving the organization in tandem with a business model that adds value and coexists harmoniously with the community, society, and the environment.
Since their inception, Future Park and ZPELL have prioritized energy conservation and environmental stewardship. They initially installed a solar rooftop system covering an area of over 43,000 square meters in 2018. Recently, they expanded this initiative to the Big C building, adding over 13,000 square meters of solar rooftop coverage. This expansion includes 3,636 panels, a production capacity of 1.999 megawatts, with an investment budget of 52 million baht.
Dr. Suchai highlighted that besides being an environmentally friendly source of electricity, solar rooftop energy production also significantly reduces the release of carbon dioxide (CO2) into the atmosphere. This initiative has the potential to mitigate carbon emissions by as much as 7,779 tons. Additionally, Future Park and ZPELL are in the process of installing additional solar energy production systems. A 9-story parking building will soon feature 528 panels, with a production capacity of 322.4 kilowatts. This project, requiring an investment of 11 million baht, is scheduled to start in 2024, with electricity generation expected to begin by 2026.
In addition to harnessing solar and clean energy sources, Future Park and ZPELL are dedicated to minimizing energy consumption. A notable achievement in this regard is the enhancement of energy efficiency in their air conditioning system. Known as Chiller Optimization, this involves the intelligent control and scheduling of the cooling system’s operation, utilizing AI to regulate the circulation of cold water to decrease energy consumption. It is projected to achieve electricity savings of up to 6.49 megawatts per year by 2023. Additionally, it is expected to contribute to a significant reduction in carbon dioxide (CO2) emissions by up to 3,650 tons per year.
“Future Park and ZPELL are proud to play a role in reducing the country’s energy consumption. This reflects our commitment to conducting business operations that prioritize environmental and societal considerations as a whole,” concluded Dr. Suchai.
President Joe Biden speaks before signing a $95 billion Ukraine aid package that also includes support for Israel, Taiwan, and other allies, in the State Dining Room of the White House, Wednesday, April 24, 2024, in Washington. (AP Photo/Evan Vucci)
WASHINGTON (AP) — President Joe Biden signed into law on Wednesday a $95 billion war aid measure that includes aid for Ukraine, Israel and Taiwan and that also has a provision that would force social media site TikTok to be sold or be banned in the U.S.
The announcement marks an end to the long, painful battle with Republicans in Congress over urgently needed assistance for Ukraine.
“We rose to the moment, we came together, and we got it done,” Biden said at White House event to announce the signing. “Now we need to move fast, and we are.”
But significant damage has been done to the Biden administration’s effort to help Ukraine repel Russia’s invasion during the funding impasse that dates back to August, when the Democratic president made his first emergency spending request for Ukraine aid. Even with a burst of new weapons and ammunition, it’s unlikely Ukraine will immediately recover after months of setbacks.
Biden approved immediately sending Ukraine $1 billion in military assistance and said the shipment would begin arriving in the “next few hours” — the first tranche from about $61 billion allocated for Ukraine. The package includes air defense capabilities, artillery rounds, armored vehicles and other weapons to shore up Ukrainian forces who have seen morale sink as Russian President Vladimir Putin has racked up win after win.

But longer term, it remains uncertain if Ukraine — after months of losses in Eastern Ukraine and sustaining massive damage to its infrastructure — can make enough progress to sustain American political support before burning through the latest influx of money.
“It’s not going in the Ukrainians’ favor in the Donbas, certainly not elsewhere in the country,” said White House national security spokesman John Kirby, referring to the eastern industrial heartland where Ukraine has suffered setbacks. “Mr. Putin thinks he can play for time. So we’ve got to try to make up some of that time.”
Tucked into the measure is a provision that gives TikTok’s Beijing-based parent company, ByteDance, nine months to sell it or face a nationwide prohibition in the United States. The president can grant a one-time extension of 90 days, bringing the timeline to sell to one year, if he certifies that there’s a path to divestiture and “significant progress” toward executing it.
The administration and a bipartisan group of lawmakers have called the social media site a growing national security concern.
TikTok said it will wage a legal challenge against what it called an “unconstitutional” effort by Congress.

“We believe the facts and the law are clearly on our side, and we will ultimately prevail,” the company said in a statement.
The bill also includes about $26 billion in aid for Israel and a surge of about $1 billion in humanitarian relief for Palestinians in Gaza suffering as the Israel-Hamas war continues. Biden said Israel must ensure the humanitarian aid for Palestinians in bill reaches Gaza “without delay.”
House Speaker Mike Johnson delayed a vote on the supplemental aid package for months as members of his party’s far right wing, including Reps. Marjorie Taylor Greene of Georgia and Thomas Massie of Kentucky, threatened to move to oust him if he allowed a vote to send more assistance to Ukraine. Those threats persist.
Former President Donald Trump, the presumptive 2024 presidential GOP nominee, has complained that European allies have not done enough for Ukraine. While he stopped short of endorsing the supplemental funding package, his tone has shifted in recent days, acknowledging that Ukraine’s survival is important to the United States.

Indeed, many European leaders have long been nervous that a second Trump presidency would mean decreased U.S. support for Ukraine and for the NATO military alliance. The European anxiety was heightened in February when Trump in a campaign speech warned NATO allies that he “would encourage” Russia “to do whatever the hell they want” to countries that don’t meet defense spending goals if he returns to the White House.
But in reality, the White House maneuvering to win additional funding for Ukraine started months earlier.
Biden, the day after returning from a whirlwind trip to Tel Aviv following Hamas militants’ stunning Oct. 7 attack on Israel, used a rare prime time address to make his pitch for the supplemental funding.
At the time, the House was in chaos because the Republican majority had been unable to select a speaker to replace Rep. Kevin McCarthy, R-Calif., who had been ousted more than two weeks earlier. McCarthy’s reckoning with the GOP’s far right came after he agreed earlier in the year to allow federal spending levels that many in his right flank disagreed with and wanted undone.

Far-right Republicans have also adamantly opposed sending more money for Ukraine, with the war appearing to have no end in sight. Biden in August requested more than $20 billion to keep aid flowing into Ukraine, but the money was stripped out of a must-pass spending bill even as Ukrainian President Volodymyr Zelenskyy traveled to Washington to make a personal plea for continued U.S. backing.
By late October, Republicans finally settled on Johnson, a low-profile Louisiana Republican whose thinking on Ukraine was opaque, to serve as the next speaker. Biden during his congratulatory call with Johnson urged him to quickly pass Ukraine aid and began a months-long, largely behind-the-scenes effort to bring the matter to a vote.
In private conversations with Johnson, Biden and White House officials leaned into the stakes for Europe if Ukraine were to fall to Russia. Five days after Johnson was formally elected speaker, national security adviser Jake Sullivan outlined to him the administration’s strategy on Ukraine and assured him that accountability measures were in place in Ukraine to track where the aid was going — an effort to address a common complaint from conservatives.
On explicit orders from Biden, White House officials also avoided directly attacking Johnson over the stalled aid.
Johnson came off to White House officials as direct and an honest actor throughout the negotiations, according to a senior administration official. Biden had success finding common ground with Republicans earlier in his term to win the passage of a $1 trillion infrastructure deal, legislation to boost the U.S. semiconductor industry, and an expansion of federal health care services for veterans exposed to toxic smoke from burn pits. And he knew there was plenty of Republican support for further Ukraine funding.
Biden praised Johnson and Senate Minority Leader Mitch McConnell, R-Ky., saying in the end they “stepped up and did the right thing.”
“History will remember this moment,” Biden said. “For all the talk about how dysfunctional things are in Washington, when you look over the past three years, we’ve seen it time and again on the critical issues. We’ve actually come together.”
At frustrating moments during the negotiations, Biden urged his aides to “just keep talking, keep working,” according to the official, who requested anonymity to discuss internal discussions.

So they did. In a daily meeting convened by White House chief of staff Jeff Zients, the president’s top aides — seated around a big oval table in Zients’ office — would brainstorm possible ways to better make the case about Ukraine’s dire situation in the absence of aid.
Steve Ricchetti, counselor to the president, and legislative affairs director Shuwanza Goff were in regular contact with Johnson. Goff and Johnson’s senior staff also spoke frequently as a deal came into focus.
The White House also sought to accommodate Johnson and his various asks. For instance, administration officials at the speaker’s request briefed Reps. Chip Roy, R-Texas, and Ralph Norman, R-S.C., two conservatives who were persistent antagonists of Johnson.
All the while, senior Biden officials frequently updated McConnell as well as key Republican committee leaders, including Reps. Michael McCaul and Mike Turner.
In public, the administration deployed a strategy of downgrading intelligence that demonstrated Russia’s efforts to tighten its ties with U.S. adversaries China, North Korea and Iran to fortify Moscow’s defense industrial complex and get around U.S. and European sanctions.
The $61 billion can help triage Ukrainian forces, but Kyiv will need much more for a fight that could last years, military experts say.
Realistic goals for the months ahead for Ukraine — and its allies — include avoiding the loss of major cities, slowing Russia’s momentum and getting additional weaponry to Kyiv that could help them go on the offensive in 2025, said Bradley Bowman, a defense strategy and policy analyst at the Foundation for the Defense of Democracies in Washington.
“In our microwave culture, we tend to want immediate results,” Bowman said. “And sometimes things are just hard and you can’t get immediate results. I think Ukrainian success is not guaranteed, but Russian success is if we stop supporting Ukraine.”
Biden lamented that the package did not include money to bolster U.S. border security. The White House had proposed including in the package provisions that it said would have helped stem the tide of migrants and asylum seekers coming to the U.S.
Republicans, however, rejected the proposal at the urging of Trump, who did not want to give Biden the win on an issue that’s been an albatross for the Democratic administration.
“It should have been included in this bill,” Biden said. “I’m determined to get it done for the American people.”
BANGKOK – Ms. Oramon Sapthaweetham, Director-General of the Department of Enterprise Development of the Ministry of Commerce, announced data on the issuance of permits to foreigners to invest and do business in Thailand under the Foreign Business Act in the first quarter of 2024 (January-March).
