TOKYO – Japan’s Empress Masako, on the occasion of her 60th birthday Saturday, expressed renewed eagerness to “keep walking toward the future” as she thanked those who have supported her throughout the six decades of her life so far.

“I have deep gratitude to everyone who has taken care of me, starting with my parents, who raised me with love,” the empress said in a statement released by the Imperial Household Agency, adding that she felt “disbelief” at reaching her diamond jubilee.

Reflecting on events since entering the imperial family in 1993 with her marriage to then Crown Prince Naruhito, now emperor, the empress said that the Great Hanshin Earthquake in 1995 and the Great East Japan Earthquake and tsunami in 2011 were “realities that had to be accepted with profound shock and sorrow.”

She also lamented the lives lost in global conflicts, particularly those claiming the lives of children, stressing the importance of “understanding and respecting others through dialogue to build a peaceful world.”

The empress expressed relief at the easing of the coronavirus pandemic and gratitude for the dedication of health care workers.

She recounted the warm hospitality and her joy of interacting with locals when visiting regional areas in Japan. She also described a goodwill visit to Indonesia in June as “a memorable stay filled with valuable experiences” despite initial reservations as she had not traveled abroad for official duties in quite some time.

A Harvard- and Oxford-educated former diplomat, the empress has been struggling with adjustment disorder since December 2003 while she was still crown princess and had made few public appearances until becoming empress.

In a separate statement, her doctors noted that although she is in the process of recovery, her condition fluctuates. They expressed the hope that she would receive sufficient rest to recharge, especially considering her increased attendance at events and ceremonies, as well as visits both in and outside of Japan this year.

With this year marking the couple’s 30th wedding anniversary, the empress said the unwavering support of her husband “enabled me to see this day.” She also expressed relief that their daughter, Princess Aiko, safely came of age two years ago.

“I hope she will spend the remaining years of her university life meaningfully,” the empress said.

Putin Will Seek Another Presidential Term In Russia

Vladimir Putin on Friday moved to prolong his repressive and unyielding grip on Russia for at least another six years, announcing his candidacy in the presidential election next March that he is all but certain to win.

Putin still commands wide support after nearly a quarter-century in power, despite starting an immensely costly war in Ukraine that has taken thousands of his countrymen’s lives, provoked repeated attacks inside Russia — including one on the Kremlin itself — and corroded its aura of invincibility.

A short-lived rebellion in June by mercenary leader Yevgeny Prigozhin raised widespread speculation that Putin could be losing his grip, but he emerged with no permanent scars. Prigozhin’s death in a mysterious plane crash two months later reinforced the view that Putin was in absolute control.

Putin announced his decision to run in the March 17 presidential election after a Kremlin award ceremony, when war veterans and others pleaded with him to seek re-election in what Kremlin spokesman Dmitry Peskov described as “spontaneous” remarks.

“I won’t hide it from you — I had various thoughts about it over time, but now, you’re right, it’s necessary to make a decision,” Putin said in a video released by the Kremlin after the event. “I will run for president of the Russian Federation.”

Tatiana Stanovaya of the Carnegie Russia Eurasia Center noted that the announcement was made in a low-key way instead of a live televised speech, probably reflecting the Kremlin’s spin effort to emphasize Putin’s modesty and his perceived focus on doing his job as opposed to loud campaigning.

“It’s not about prosperity, it’s about survival,” Stanovaya observed. “The stakes have been raised to the maximum.”

About 80% of the populace approves of Putin’s performance, according to the independent pollster Levada Center. That support might come from the heart or it might reflect submission to a leader whose crackdown on any opposition has made even relatively mild criticism perilous.

Whether due to real or coerced support, Putin is expected to face only token opposition on the ballot.

Putin, 71, has twice used his leverage to amend the constitution so he could theoretically stay in power until he’s in his mid-80s. He is already the longest-serving Kremlin leader since Soviet dictator Josef Stalin, who died in 1953.

In 2008, he stepped aside to become prime minister due to term limits but continued calling the shots while his close associate Dmitry Medvedev served as a placeholder president. Presidential terms were then extended to six years from four, while another package of amendments he pushed through three years ago reset the count for two consecutive terms to begin in 2024.

“He is afraid to give up power,” Dmitry Oreshkin, a political analyst and professor at Free University of Riga, Latvia, told The Associated Press this year.

At the time of the amendments that allowed him two more terms, Putin’s concern about losing power may have been elevated: Levada polling showed his approval rating significantly lower, hovering around 60%.

In the view of some analysts, that dip in popularity could have been a main driver of the war that Putin launched in Ukraine in February 2022.

“This conflict with Ukraine was necessary as a glue. He needed to consolidate his power,” said commentator Abbas Gallyamov, a former Putin speechwriter now living in Israel.

Brookings Institution scholar Fiona Hill, a former U.S. National Security Council expert on Russian affairs, agreed that Putin thought “a lovely small, victorious war” would consolidate support for his reelection.

“Ukraine would capitulate,” she told AP earlier this year. “He’d install a new president in Ukraine. He would declare himself the president of a new union of Belarus, Ukraine and Russia over the course of the time leading up to the 2024 election. He’d be the supreme leader.”

The war didn’t turn out that way. It devolved into a grueling slog in which neither side makes significant headway, posing severe challenges to the rising prosperity integral to Putin’s popularity and Russians’ propensity to set aside concerns about corrupt politics and shrinking tolerance of dissent.

For the first time, voting in the presidential election will take place over three days from March 15 to 17, 2024, including in four regions of Ukraine partially and illegally annexed by Russia. The election commission argued that the practice of multi-day voting, used in other elections since the COVID-19 pandemic, is more convenient for voters.

Putin’s rule has spanned five U.S. presidencies, from Bill Clinton to Joe Biden. He became acting president on New Year’s Eve in 1999, when Boris Yeltsin unexpectedly resigned. He was elected to his first term in March 2000.

Although Putin has long abandoned the macho photo shoots of bear hunting and scuba diving that once amused and impressed the world, he shows little sign of slowing down. Photos from 2022 of him with a bloated face and a hunched posture led to speculation he was seriously ill, but he seems little changed in recent public appearances.

“He’s a wartime president, is mobilizing the population behind him,” Hill said. “And that will be the message around the 2024 election, depending on where things are in the battlefield.”

Deputy Police Chief Will Question A German Fugitive in Germany

German
Pol. Gen. Surachet Hakphan, Deputy Police Chief, discussed with Mr. Jens Mittag, the German police liaison officer of the Kingdom of Thailand at the Royal Thai Police Office on December 8, 2023.

BANGKOK – Thai police personnel have been told clearly that Thailand will not extradite the German suspect involved in child prostitution, who said in a DW documentary that he paid Thai officers a million baht bribe and escaped.

On December 8, Deputy Police Chief Pol. Gen. Surachet Hakphan met with Mr. Jens Mittag, the Kingdom of Thailand’s German police liaison officer, at the Royal Thai Police Office before revealing that Germany’s authorities had detained a German suspect since February, when he fled Thailand.

If a German citizen commits an offence outside the Kingdom, he will be prosecuted in Germany on that charge immediately, according to German law. As a result, bringing this man back to Thailand is difficult because the accused is already at the prosecutor’s office.

As a result, Pol. Gen. Surachet has chosen to visit Germany in January 2024. The prosecutor is expected to encourage the accused to provide relevant evidence, including questions regarding paying bribes to Thai authorities, while records and evidence will also be provided to German prosecutors.

For Thai authorities, they have already questioned the German suspect’s Thai lawyer, Mr. Parinya Promsak, regarding the withdrawal of money from the accused’s account. It is obvious that the suspect’s 1 million baht went towards paying bail and the lawyer’s administrative costs.

Parinya Promsak (centre), the lawyer for the German suspect involved in child prostitution, stated that her client’s claim is not true.

The accused could leave the country by following the court’s conditions for posting cash bail. As for whether bribes will be given to police officers or not and how, he will find them when he gets to Germany to question the accused.

Initially, the preliminary findings of the Police Region 2 investigation must be finished within 30 days, certifying that there will be no failure because he came to direct it directly.

In addition, in considering the overall picture of the Trafficking in Persons Report (TIP report), Thailand is now in good order and can be raised from level 2.5 to level 2, so this year. He will travel to the United States to explain when they started the ranking.

An American was accused in the same case of purchasing the services of a minor and leaving through natural routes. International police coordination will take place. Next week, a red notice will be issued.

Thai Police Counter Alleged Chinese Content Attacking Thailand

Chinese content
The immigration police confronted a Chinese woman creating content about Soi Nana in Bangkok, signaling it as a dangerous place for women.

BANGKOK – The Thai police have responded to Chinese individuals creating content that portrays Thailand as dangerous. This comes after the Thai government concluded that such content negatively impacts Chinese tourists visiting Thailand.

The police warn that spreading false information may lead to backlash and restrictions for those who present inaccurate portrayals.

On December 8, the immigration police confronted a Chinese woman creating content about Soi Nana in Bangkok, signaling it as a dangerous place for women. Miss Wang, who entered Thailand with the Thai privilege card, admitted that she produced the content but claimed no intention to harm Thailand, emphasizing the aim to raise awareness among foreigners about certain areas women should be cautious.

Chinese content
Ms. Wang, who lives in a luxurious rented property, was summoned by immigration officers to answer questions about her TikTok video in which she stated that Soi Nana in Bangkok was unsafe for women.

Miss Wang posted the clip on TikTok, which was recorded at 11.30 p.m. A foreign man approached her and said, “How are you today?”. The woman then spoke to the camera in Chinese saying she could have been grabbed by him.

“I think a lone woman must not come here because it’s very dangerous. You never know what kind of people you’ll come across. Ninety nine percent of people walking on this street are not good people,” she later concluded.

Law enforcement informs the woman that her online selling activities, live streaming, in Thailand violate regulations governing the work of foreigners without permission. Despite her denial, the police are gathering evidence to proceed with legal action, including potential blacklisting.

“Ninety nine percent of people walking on this street are not good people,” Ms. Wang claims.

Thai authorities caution foreign content creators against generating negative and untrue content that impacts Thailand’s tourism image. They emphasize the intention to pursue legal action for offenses related to misinformation and creating content to gain likes on social media.

Simultaneously, Mrs. Puangpetch Chunla-iad, Minister attached to the Prime Minister’s Office, discussed with Mr. Han Zhiqiang, Ambassador. People’s Republic of China in Thailand the potential impact of the Chinese film “No More Bets” on Thailand’s tourism.

The film portrays issues like human trafficking and organ trade, possibly leading to misunderstandings among tourists. Thailand urges China to collaborate closely with the kingdom through information exchange to counter fake news.

The Chinese Ambassador reassures that Thailand remains a preferred destination for Chinese tourists, expressing confidence that the recent events will not affect their trust. He emphasizes the unchanged popularity of Thailand among Chinese travelers, particularly during the upcoming Chinese New Year festival.

The Tourism Authority of Thailand, or TAT, has set a target of 4–4.4 million Chinese visitors visiting Thailand in 2023 to drive the income of the Chinese tourist market to the target of 257,500 million baht.

However, the number of Chinese tourists who visited Thailand in 2023 from January 1 to December 3 was 3,053,186, the second highest after Malaysia, which had 4,065,198.

Chinese Navy Ships Are First to Dock at New Pier at Cambodian Naval Base Linked To Beijing

PHNOM PENH, Cambodia (AP) — Chinese naval vessels have become the first ships to dock at a new pier at a Cambodian naval base that the United States and some international security analysts say is destined to serve as a strategic outpost for Beijing’s navy.

The docking of the two ships, which received little publicity, coincided with an official visit to Cambodia this week by China’s top defense official, Vice Chairman of the Central Military Commission He Weidong.

News of at least two Chinese ships docking at the Ream Naval Base on the Gulf of Thailand came out indirectly, through a Facebook post on Sunday by Cambodian Defense Minister Tea Seiha. It said he visited the base to see preparations for Cambodian navy training and to inspect progress on infrastructure construction, but did not mention China by name.

He also posted photos showing Cambodian officials with Chinese Ambassador Wang Wentian, and reviewing Chinese sailors. At least two warships could be seen in the photos, one whose gangway identified it as the Chinese navy corvette Wenshan.

Satellite photos taken Sunday by Planet Labs PBC analyzed by The Associated Press show what appear to be two Chinese warships docked at the base. They correspond to the images shared online by Tea Seiha.

The AP analysis, comparing the ship’s measurements and the images released by the minister, suggest they may both be Type 56 Chinese corvettes.

Controversy over Ream Naval Base initially arose in 2019 when The Wall Street Journal reported that an early draft of a reputed agreement seen by U.S. officials would allow China 30-year use of the base, where it would be able to post military personnel, store weapons and berth warships.

Cambodia’s then-Prime Minister Hun Sen denied there was such an agreement. He pointed out that Cambodia’s constitution does not allow foreign military bases to be established on its soil, but said visiting ships from all nations are welcome.

The base is situated on the Gulf of Thailand, adjacent to the South China Sea, where China has aggressively asserted its claim to virtually the entire strategic waterway. The U.S. has refused to recognize China’s sweeping claim and routinely conducts military maneuvers there to reinforce that they are international waters.

A Chinese base in Cambodia could become a chokepoint in the Gulf of Thailand close to the strategically important Malacca Strait.

AP23341332724002
This satellite image provided by Planet Labs PBC shows what appear to be two Chinese warships docked the Ream Naval Base in Cambodia on Dec. 3, 2023. (Planet Labs PBC via AP)

Basing rights in Cambodia would extend Beijing’s strategic military profile considerably, and tilt the regional balance of power in a way that would pressure adjacent Southeast Asian countries whose security concerns traditionally have been aligned more closely with the United States.

Washington has repeatedly made known its concerns about the base’s intended use. When China and Cambodia broke ground on its naval port expansion project in June last year, the U.S. Embassy in Phnom Penh reiterated Washington’s position that a Chinese “military presence at Ream could threaten Cambodia’s autonomy and undermine regional security.”

“The U.S. and countries in the region have expressed concern about the lack of transparency on the intent, nature, and scope of this project as well as the role the PRC (Chinese) military is playing in its construction and in post-construction use of the facility,” said an embassy statement sent to the AP.

China is Cambodia’s biggest investor and closest political partner. Beijing’s support allows Cambodia to disregard Western concerns about its poor record in human and political rights, and in turn Cambodia generally supports Beijing’s geopolitical positions on issues such as its territorial claims in the South China Sea.

Prime Minister Hun Manet, who succeeded his father Hun Sen in the leadership position earlier this year, said in a post Monday on the Telegram messaging platform that he and China’s visiting official He discussed the continuation of military cooperation through agreements between their respective defense ministries on human resource training and demining operations.

Hun Manet also recalled how, when he was serving as Cambodia’s army commander, he took the initiative to strengthen cooperation between the two countries’ armed forces, collaborating on a memorandum of understanding that led to improving unit-to-unit relationships and training exchanges that enhanced the ability of the Cambodian army.

Hun Manet’s first official trip abroad after becoming prime minister was to Beijing, reflecting his country’s warm relations with China.

The couple wed in a traditional Christian style at the beautifully decorated venue, La Chapelle Bangkok, which was transformed into a heavenly church. The enchanting and warm atmosphere of the setting made the ceremony one of the most romantic and warmest events of the year.

This led to the event brimming with flowers and glistering lights, resembling a heaven depicted in a fairy tale.

The groom, ‘Acme’ Worawat, revealed “The special thing about today is that I carefully selected all the songs to be used in the wedding, including a special song called ‘Pha Hom’ (Blanket), which is a special track I intentionally composed for her on DoubleDeep’s album. I recomposed it in the style of orchestration with musical vibes, requiring more than 30 musicians and singers to perform.

As for the main theme of our wedding, we collaborated, brainstormed, and  prepared everything. We want it to be beautiful and flawless because this is the most significant day for both of us. We desired a complete Christian wedding since we are both Christians.

We hoped to be wed before God’s eyes, with Him presiding over the ceremony to ensure that everything was faithfully carried out in accordance with Christian norm to pay great honor to Him and bless everyone who witnessed our wedding. Regarding our honeymoon plans, we plan to visit Greece and the Netherlands early next year.”
