Kishida Highlights Security Concerns on Trip to Europe, US

TOKYO (AP) — Japanese Prime Minister Fumio Kishida begins a weeklong trip Monday to strengthen military ties with Europe and Britain and bring into focus the Japan-U.S. alliance at a summit in Washington, as Japan breaks from its postwar restraint to take on more offensive roles with an eye toward China.

Kishida’s talks with U.S. President Joe Biden on Friday will highlight his five-nation tour that also takes him to France, Italy, Britain and Canada — some of Group of Seven nations with which Japan has stepped up defense ties. His first stop is Paris on Monday.

Kishida said his summit with Biden will underscore the strength of the Japan-U.S. alliance and how the two countries can work more closely under Japan’s new security and defense strategies.

Japan in December adopted key security and defense reforms, including a counterstrike capability that makes a break from the country’s exclusively self-defense-only postwar principle. Japan says the current deployment of missile interceptors is insufficient to defend it from rapid weapons advancement in China and North Korea.

Kishida said he will explain to Biden the new strategy, under which Japan is also reinforcing defenses on its southwestern islands close to Taiwan, including Yonaguni and Ishigaki, where new bases are being constructed.

“Will will discuss further strengthening of the Japan-U.S. alliance, and how we work together to achieve a fee and open Indo-Pacific,” Kishida told a NHK national television talk show Sunday, referring to a vision of national and economic security cooperation the two countries promote to counter China’s growing military and economic influence.

Under the new strategies, Japan plans to start deploying in 2026 long-range cruise missiles that can reach potential targets in China, nearly double its defense budget within five years to a NATO standard of about 2% of GDP from the current 1%, and improve cyberspace and intelligence capabilities.

The idea is to do as much as possible in a short time as some experts see growing risks that Chinese President Xi Jingpin may take action against self-ruled Taiwan, which Beijing claims as part of its territory.

Japan’s new strategy has been well received by the Biden administration and some members of the Congress. Experts say it would also widen cooperation with their main regional partners Australia and possibly South Korea.

“This is an opportunity to rethink and update the structure and the mechanisms of the alliance to reflect a much more capable partner that’s coming,” said Christopher Johnstone, senior adviser and Japan chair for the Center for Strategic and International Studies.

He said, however, that Japan’s focus on the strike capability and budget is a welcome but “a daunting agenda” that will require a lot of cooperation with the United States.

Paving the way for the summit, Japanese Defense Minister Yasukazu Hamada and Foreign Minister Yoshimasa Hayashi will fly to Washington to meet their American counterparts, Lloyd Austin and Antony Blinken, on Wednesday, followed by separate defense ministers’ talks Thursday.

The Biden administration, which also adopted its security strategy in October, expects Japan to assist in the supply and storage of fuel and munitions in case of a Taiwan emergency, experts say. Japan and the United States are also reportedly considering establishing a joint command.

During the talks at the White House, the two leaders are also expected to discuss China, North Korea’s nuclear and missile development as well as Russia’s war on Ukraine, Japanese officials said.

Cooperation in the area of supply chain and economic security will be also on the table. Last week, Japanese Economy and Industry Minister Yasutoshi Nishimura and U.S. Secretary of Commerce Gina Raimondo disussed in Washington the importance to work together to promote and protect critical and emerging technologies, including semiconductors, and export controls to address competitiveness and security concerns.

During his trip, Kishida will seek to further strengthen bilateral military ties with four other countries, Japanese officials say.

Japan’s joint development and production of its F-X next generation fighter jet with Britain and Italy for a planned deployment in 2035 will be a top agenda item during his visits in Rome and London on Tuesday and Wednesday.

Japan and Britain have also been discussing a Reciprocal Access Agreement that would remove obstacles to holding joint military exercises in either country. Besides the Japan-U.S. security treaty that allows U.S. troops to station in Japan, Tokyo has a similar agreement only with Australia, and Britain would be second.

During his talks with French President Emmanuel Macron, Kishida is expected to share concern over China’s growing activity in the South Pacific and confirm stepping up joint military exercise between the two sides.

Pro-Bolsonaro Rioters Storm Brazil’s Top Government Offices

RIO DE JANEIRO (AP) — Supporters of former Brazilian President Jair Bolsonaro who refuse to accept his election defeat stormed Congress, the Supreme Court and presidential palace Sunday, a week after the inauguration of his leftist rival, President Luiz Inácio Lula da Silva.

Thousands of demonstrators bypassed security barricades, climbed on roofs, smashed windows and invaded all three buildings, which were believed to be largely vacant on the weekend. Some of the demonstrators called for a military intervention to either restore the far-right Bolsonaro to power or oust Lula from the presidency.

Hours went by before control of the buildings on Brasilia’s vast Three Powers Square was reestablished, with hundreds of the participants arrested.

In a news conference from Sao Paulo state, Lula accused Bolsonaro of encouraging the uprising by those he termed “fascist fanatics,” and he read a freshly signed decree for the federal government to take control of security in the federal district.

“There is no precedent for what they did and these people need to be punished,” Lula said.

TV channel Globo News showed protesters wearing the green and yellow colors of the national flag that also have come to symbolize the nation’s conservative movement and were adopted by Bolsonaro’s supporters.

The former president has repeatedly sparred with Supreme Court justices, and the room where they convene was trashed by the rioters. They sprayed fire hoses inside the Congress building and ransacked offices at the presidential palace. Windows were broken in all of the buildings.

Bolsonaro, who flew to Florida ahead of Lula’s inauguration, repudiated the president’s accusation late Sunday. He wrote on Twitter that peaceful protest is part of democracy but vandalism and invasion of public buildings are “exceptions to the rule.”

Police fired tear gas in their efforts to recover the buildings, and were shown on television in the late afternoon marching protesters down a ramp from the presidential palace with their hands secured behind their backs. By early evening, with authorities’ control of the buildings restored, Justice Minister Flavio Dino said in a news conference that roughly 200 people had been arrested and officers were firing more tear gas to drive away lingering protesters.

But with the damage already done, many in Brazil were questioning how the police had ignored abundant warnings, were unprepared or were somehow complicit.

Lula said at his news conference there was “incompetence or bad faith″ on the part of police, and that they had been likewise complacent when Bolsonaro supporters rioted in the capital weeks ago. He promised those officers would be punished and expelled from the corps.

The incident recalled the Jan. 6, 2021, assault on the U.S. Capitol by supporters of then-President Donald Trump. Political analysts have warned for months that a similar storming was a possibility in Brazil, given that Bolsonaro has sown doubt about the reliability of the nation’s electronic voting system — without any evidence. The results were recognized as legitimate by politicians from across the spectrum, including some Bolsonaro allies, as well as dozens of foreign governments.

Unlike the 2021 attack in the U.S., few officials were likely to have been working in the Brazilian Congress and Supreme Court on a Sunday.

U.S. President Joe Biden told reporters that the riots in Brazil were “outrageous.” His national security adviser Jake Sullivan went a step further on Twitter and said the U.S. “condemns any effort to undermine democracy in Brazil.”

Biden later tweeted that he looked forward to continuing to work with Lula, calling the riots an “assault on democracy and on the peaceful transfer of power in Brazil.”

British Foreign Secretary James Cleverly tweeted: “The violent attempts to undermine democracy in Brazil are unjustifiable. President @LulaOficial and the government of Brazil have the full support of the UK.”

U.N. Secretary-General Antonio Guterres also said on Twitter that he condemned the assault on Brazil’s democratic institutions but he was confident “the will of the Brazilian people and the country’s institutions” would be respected.

Earlier videos on social media showed a limited presence of the capital’s military police; one showed officers standing by as people flooded into Congress, with one using his phone to record images. The capital’s security secretariat didn’t respond to a request from The Associated Press for comment about the relative absence of the police.

“Brazilian authorities had two years to learn the lessons from the Capitol invasion and to prepare themselves for something similar in Brazil,” said Maurício Santoro, political science professor at the State University of Rio de Janeiro. “Local security forces in Brasilia failed in a systematic way to prevent and to respond to extremist actions in the city. And the new federal authorities, such as the ministers of justice and of defense, were not able to act in a decisive way.”

Federal District Gov. Ibaneis Rocha confirmed on Twitter he had fired the capital city’s head of public security, Anderson Torres. Local media reported that Torres is currently in the U.S.

The office of Lula’s attorney general asked the Supreme Court to order Torres’ imprisonment.

Bolsonaro supporters have been protesting Lula’s electoral win since Oct. 30, blocking roads, setting vehicles on fire and gathering outside military buildings, urging the armed forces to intervene. The head of Brazil’s electoral authority rejected the request from Bolsonaro and his political party to nullify ballots cast on most electronic voting machines.

“Two years since Jan. 6, Trump’s legacy continues to poison our hemisphere,” U.S. Sen. Bob Menendez, who chairs the Senate’s foreign relations committee, tweeted, adding that he blamed Bolsonaro for inciting the acts. “Protecting democracy & holding malign actors to account is essential.”

Opinion: Keep Calm and Let’s Cautiously Welcome Chinese Tourists Back

A file photo of tourists at the Grand Palace complex.
A file photo of tourists at the Grand Palace complex.

Short of physically blocking and shutting down all the major international airports in Thailand or overthrowing the government, there is nothing that will stop the influx of Chinese tourists back to Thailand starting today. Those who fear that Chinese tourist re-spread coronavirus will have no choice but to take better care of themselves, wear masks, get a booster shot, and avoid crowded tourist venues, hoping for the best for Thailand in the weeks and months ahead.

Many Thais depend on tourism revenues and very much look forward to welcoming back Chinese tourists, forecast by the government to start at around 300,000 in the first quarter of 2023. It has been almost three years where the Thai tourism industry suffered an unprecedented setback due to the lack of Chinese tourists and now virtually all in the industry, including the government of Gen. Prayut Chan-o-cha, are more than eager to take the risk and welcome Chinese, the largest pre-COVID tourist group, back.

After days of debating as a dozen nations including Italy, Japan, and more insisted that arriving Chinese travelers must be tested for COVID-19 upon arrival, Public Health Minister Anutin Charnveerakul declared earlier this week that Chinese tourists would not be discriminated against and will be treated just like those from other countries. Anutin also urged Thais not to bully Chinese tourists.

In the end, the Civil Aviation Authority of Thailand issued a new regulation effective today, Jan. 9, until Jan. 31 requiring all foreigners traveling by air to produce proof that they have received two vaccine doses. What’s more, those arriving from a country where they would be required to prove that they are not infected upon returning must possess COVID-19 insurance for the duration of their stay plus an additional coverage of seven days in case they become infected while in Thailand. Some wonder if the Thai government is now shooting itself in the foot.

“Great. So, they want to encourage Chinese tourism, and doing so will inconvenience all other nationalities in the process,” comments foreign Facebook user Ben Avenell on Khaosod English on Saturday, following the news about the new regulation. “A political and financial decision, but not a considerate or well-considered one.”

Like it or not, Chinese tourists are now back, and the number will likely grow in the weeks ahead. To them I say, welcome back to Thailand, and hope you will understand the anxiety suffered by some Thais about your arrival (because they do not trust your government’s low COVID infection and death figures).

Thus, it would be kind of you, Chinese tourists, to make sure that you are not infected before traveling to Thailand so as not to burden yourself and the host country. Also, please wear sanitary masks while traveling on public transport in Thailand. (No need for Hazmat suit unless you want people to stare at you.) Most of us are not racist and we are happy to have you back as long as you take necessary sanity and health precautions.

For Thais who are anxious, I hope you all remain as calm possible as the majority of the Thai people have been vaccinated. This is the real new-normal life, filled with uncertainties, that we all have to deal with. The government in turn will have to monitor and update the public more frequently and be flexible enough to be willing to adjust its policy according to the situation.

CP Foods promotes BCG model in egg production turning eggshells into biofertilizer

Charoen Pokphand Foods Public Company Limited (CP Foods) showcased the success of “Eggshell Fertilizer for Communities and Farmers in Chaiyaphum Province” initiative as part of the company’s waste-to-value program that aims to reduce waste to landfills and greenhouse gas emissions. The result of this program also benefits small-scale farms near its operation.

image4 1CP Foods’ Senior Vice President Chamrat Phettakhu, said the company is committed to driving business operations toward sustainability and creating food security according to the CPF 2030 Sustainability in Action. Employees are encouraged to align with the BCG model (Bio-Circular-Green economy) in order to generate innovations or value-added solutions across the value chain that also deliver positive impact to the community and environment.

The eggshell fertilizer project for communities and farmers in Chaiyaphum Province, which came from the employee’s initiative to turn manure and eggshells from the company’s hatchery and farm into biofertilizer and reduce the amount of waste going to landfills. The compost was distributed to farmers near the operations to increase their crop yield while lowering production costs.

The project can reduce the amount of waste sent to landfills by 370 tons a year, and reduce greenhouse gas emissions by 75 tons of carbon dioxide equivalent a year. According to the social impact assessment (SIA), the program helps farmers save their costs, which are equivalent to 325,000 baht.

image6

Mr. Chamrat explained that about 150 tons of biofertilizer from the project were distributed to 60 small-holder farmers, and the local authorities in Chaiyaphum province for use in agriculture in more than 400 rai of area.

The project works with the Faculty of Agriculture at Khon Kaen University to study fertilizer nutrients. They found that the compost contains high levels of nitrogen and phosphorus, which improves plant yield by approximately 20% more.

In 2023, the company plans to expand the project, aiming to aid more nearby villages. It is expected that there will be around 30 farmers who will benefit from the extended project. In addition, the company will share its expertise with government agencies and those who are interested in organic compost production in a bid to help strengthen the economy in Chaiyaphum Province in accordance with the BCG model.

Mexico Nabs Son of Drug Lord ‘El Chapo’ Before Biden Visit

MEXICO CITY (AP) — Mexican security forces captured Ovidio Guzmán, an alleged drug trafficker wanted by the United States and one of the sons of former Sinaloa cartel boss Joaquín “El Chapo” Guzmán, in a pre-dawn operation Thursday that set off gunfights and roadblocks across the western state’s capital.

Defense Secretary Luis Cresencio Sandoval said Army and National Guard personnel had captured a son of “El Chapo.” Sandoval identified him only as Ovidio, in keeping with government policy.

Ovidio Guzmán, nicknamed “the Mouse,” had not been one of El Chapo’s better-known sons until an aborted operation to capture him three years ago. That attempt similarly set off violence in Culiacan that ultimately led President Andrés Manuel López Obrador to order the military to let him go.

Thursday’s high-profile capture comes just days before López Obrador will host U.S. President Joe Biden for bilateral talks followed by their North American Leaders’ Summit with Canadian Prime Minister Justin Trudeau. Drug trafficking, along with immigration, is expected to be a top talking point.

“This is a significant blow to the Sinaloa cartel and major victory for the rule of law. It will not, however, impede the flow of drugs into the U.S. Hopefully, Mexico will extradite him to the U.S.,” Mike Vigil, the DEA’s former Chief of International Operations, said Thursday.

Vigil said that Ovidio Guzmán was involved in all of the cartel’s activities, especially the production of fentanyl. A 2018 federal indictment in Washington, D.C., accused the younger Guzmán of conspiring to distribute cocaine, methamphetamine and marijuana in the United States.

The CDC said last July that more than 107,000 Americans had died from a drug overdose during the year ending January 2022, most of them involving opioids including illegally made fentanyl.

López Obrador’s security approach reversed years of what came to be known as the kingpin strategy of taking down cartel leaders, which led to the fragmentation of large cartels and bloody battles for dominance. López Obrador put all his faith in the military, disbanding the corrupt Federal Police and creating the National Guard under military command.

The capture was the result of six months of reconnaissance and surveillance in the cartel’s territory, and then quick action on Thursday, Sandoval said. National Guard troops spotted SUVs, some with homemade armor, and immediately coordinated with the army as they established a perimeter around the suspicious vehicles and forced the occupants out to be searched.

The security forces then came under fire, but were able to gain control of the situation and identify Guzmán among those present and in possession of firearms, Sandoval said.

Cartel members set up 19 roadblocks including at Culiacan’s airport and outside the local army base, as well as all points of access to the city of Culiacan, Sandoval said, but the Air Force was able to fly Guzmán to Mexico City despite their efforts, and he was taken to offices of the Attorney General’s organized crime special prosecutor.

Sandoval said Guzmán was a leader of a Sinaloa faction he called “los menores” or “the juniors,” who are also known as “los Chapitos,” for the sons of El Chapo.

Other “little Chapos” include two of his brothers — Iván Archivaldo Guzmán and Jesús Alfredo Guzmán — who are believed to have been running cartel operations together with Ismael “El Mayo” Zambada.

The Chapitos have been taking greater control in the cartel because Zambada was in poor health and isolated in the mountains, Vigil said. “The Chapitos know that if el Mayo dies, (the cartel) is going to break apart if they don’t have control.”

“It’s going to be very important that the U.S. requests Ovidio’s extradition quickly and that Mexico does it,” Vigil said.

Foreign Affairs Secretary Marcelo Ebrard confirmed that Mexico received a request in 2019 from the United States for Guzmán’s arrest for purposes of extradition. He said that request would have to be updated and processed, but he added that Guzmán must first face an open case in Mexico.

U.S. Homeland Security Investigations had posted a $5 million reward for information leading to the arrest and/or conviction of Guzmán early last year.

Alleged cartel members responded to Thursday’s operation by carjacking Culiacan residents and setting vehicles ablaze in the cartel stronghold. Local and state authorities warned everyone to stay inside.

Intermittent gunfire continued into the afternoon Thursday in Culiacan as Mexican security forces continued to clash with cartel gunmen and few people ventured out.

Airline Aeromexico said in a statement that one of its jets was struck by a bullet Thursday morning as it prepared for takeoff. Passenger video posted online showed people cowering on the floor of the plane. The company said passengers and crew were safe.

Later, Mexico’s Civil Aviation Agency said in a statement that an air force plane in Culiacan had also been hit with gunfire. In addition to the Culiacan airport, the agency said airports in Los Mochis and Mazatlan were also ordered closed and all flights cancelled for security reasons.

David Téllez was aboard that flight with his wife and children, preparing to return to Mexico City after visiting his in-laws.

Their plane had been waiting for its chance to take off as two large military planes carrying personnel landed as well as three or four military helicopters. Marines and soldiers deployed along the perimeter of the runway.

When the commercial flight was finally preparing to accelerate, Téllez heard gunshots in the distance. Within 15 seconds the sounds were suddenly more intense. “We heard gunshots and threw ourselves to the floor,” he said.

He did not know the plane had been hit until a flight attendant told them. The plane quickly returned to the terminal and they were hustled into a room. Late Thursday afternoon they were still in the airport, unsure of when they would be able to return to Mexico City.

Elsewhere in Culiacan, local reporter Marcos Vizcarra had sought shelter in a hotel after gunmen stole his car.

Then he explained via Twitter that armed men had entered the hotel where he had sought shelter “and are threatening guests to give them their car keys.”

Later, Vizcarra reported that they had taken his phone, but he had made it home safely.

Such attempts to create chaos often come in response to arrests of important cartel figures in Mexico. One of the most notorious came when federal security forces cornered Ovidio Guzmán in October 2019, only to let him escape after gunmen shot up the city with high-powered weapons.

López Obrador said at the time he had made the decision to avoid the loss of life.

López Obrador entered office highly critical of the toll of his predecessors’ drug war. He embraced the phrase “hugs, not bullets” to describe his approach to Mexico’s chronic violence, which would focus on social programs aimed at weakening the draw of organized crime.

But four years into his six-year term, the death toll remains high.

In July, Mexico captured Rafael Caro Quintero, once one of the godfathers of drug trafficking and the man allegedly responsible for the murder of a DEA agent more than three decades ago, just days after López Obrador met with Biden at the White House.

At the time, the capture was seen as a signal that Mexico could be willing to go after high-profile cartel bosses again, something López Obrador had been loathe to do.

McCarthy Fails for 3rd Day in Bitter GOP House Speaker Fight

Rep. Kevin McCarthy, R-Calif., talks to reporters as he leaves the House floor after the House voted to adjourn for the evening as the House met for a third day to try and elect a speaker and convene the 118th Congress on Capitol Hill in Washington, Thursday, Jan. 5, 2023. WASHINGTON (AP) — For a long and frustrating third day, divided Republicans kept the speaker’s chair of the U.S. House empty Thursday, as party leader Kevin McCarthy failed again and again in an excruciating string of ballots to win enough GOP votes to seize the chamber’s gavel.

Long after darkness, glimmers of a deal with far-right holdouts were emerging. But the day’s tally was dismal: McCarthy lost seventh, eighth and then historic ninth, 10th and 11th rounds of voting, surpassing the number of 100 years ago in the last drawn-out fight to choose a speaker. By nightfall, despite raucous protests from Democrats, Republicans voted to adjourn and return Friday to try again.

The California Republican soaked up the moment without visible concern: “Apparently, I like to make history.”

The contours of an agreement with holdouts from the conservative Freedom Caucus began to take shape, including several of the key rules changes they have been seeking for months. Those changes would shrink the power of the speaker’s office and give rank-and-file lawmakers more influence in drafting legislation.

At the core is the reinstatement of a House rule that would allow a single lawmaker to make a motion to “vacate the chair,” essentially calling a vote to oust the speaker — a move McCarthy had resisted because it had been held over the head of past Republican Speaker John Boehner, chasing him to early retirement.

Even if McCarthy is able to secure the votes he needs, he will emerge as a weakened speaker, having given away some powers and constantly under a threat of being voted out by his detractors. But he would also be potentially emboldened as a survivor of one of the more brutal fights for the gavel in U.S. history.

Other wins for the holdouts include provisions in the proposed deal to expand the number of seats available on the House Rules Committee, to mandate 72 hours for bills to be posted before votes and to promise to try for a constitutional amendment that would impose federal limits on the number of terms a person could serve in the House and Senate.

The chairman of the chamber’s Freedom Caucus, Scott Perry of Pennsylvania, appeared receptive, tweeting the adage from Ronald Reagan, “Trust but verify.”

Lest hopes get ahead of reality, conservative holdout Ralph Norman of South Carolina said, “This is round one.”

“We’ve got some progress going on,” McCarthy said, brushing back questions about the lengthy, messy process. “It’s not how you start, it’s how you finish.”

With McCarthy’s supporters and foes locked in stalemate, the House cannot fully open for the new session, essentially at a standstill, unable to swear in elected members and conduct official business. And feelings of boredom, desperation and annoyance seemed increasingly evident on Thursday.

One McCarthy critic, Rep. Matt Gaetz of Florida, cast votes for Donald Trump — a symbolic but pointed sign of the broad divisions over the Republican Party’s future. Then he went further, moving the day from protest toward the absurd in formally nominating the former president to be House speaker on the 11th ballot. Trump got one vote, from Gaetz, drawing laughter.

As night fell before the second anniversary of the Jan. 6, 2021, attack on the Capitol by Trump supporters trying to overturn Joe Biden’s election, Democrats said it was time to get serious. The divisive speaker’s fight only underscored the fragility of American democracy exposed by that assault.

“This sacred House of Representatives needs a leader,” said Democrat Joe Neguse of Colorado, nominating his own party’s leader, Hakeem Jeffries, as speaker.

McCarthy could be seen talking, one on one, in whispered and animated conversations in the House chamber. His emissaries sidled up to holdouts, and grueling negotiations proceeded in the GOP whip’s office down the hall. Through defeat after defeat, McCarthy remained determined to persuade Republicans to end the paralyzing debate that has blighted his new GOP majority.

What started as a political novelty, the first time since 1923 a nominee had not won the gavel on the first vote, has devolved into a bitter Republican Party feud and deepening potential crisis.

Democrat Jeffries of New York won the most votes on every ballot but also remained short of a majority. McCarthy ran second, gaining no ground.

Pressure has grown with each passing day for McCarthy to somehow find the votes he needs or step aside. The incoming Republican chairmen of the House’s Foreign Affairs, Armed Services and Intelligence committees all said national security was at risk.

“The Biden administration is going unchecked and there is no oversight of the White House,” Republicans Michael McCaul, Mike Rogers and Mike Turner wrote in a joint statement. “We cannot let personal politics place the safety and security of the United States at risk.”

But McCarthy’s right-flank detractors, led by the Freedom Caucus and aligned with Trump, appeared emboldened — even though the former president publicly backed McCarthy.

Republican Party holdouts repeatedly put forward the name of Rep. Byron Donalds of Florida, ensuring continuation of the stalemate that increasingly carried undercurrents of race and politics. They also put forward Republican Kevin Hern of Oklahoma, splitting the protest vote.

Donalds, who is Black, is seen as an emerging party leader and a GOP counterpoint to the Democratic leader, Jeffries, who is the first Black leader of a major political party in the U.S. Congress and is on track himself to become speaker some day.

Another Black Republican, newly elected John James, nominated McCarthy on the seventh ballot as nominators became a roll call of the GOP’s rising stars. For the 10th it was newly elected Juan Ciscomani of Arizona, an immigrant from Mexico whose speech drew chants of “USA! USA!”

A new generation of conservative Republicans, many aligned with Trump’s Make America Great Again agenda, want to upend business as usual in Washington and are committed to stopping McCarthy’s rise without concessions to their priorities.

But those opposing McCarthy do not all have the same complaints, and he may never be able to win over some of them.

The disorganized start to the new Congress pointed to difficulties ahead with Republicans now in control of the House, much the way that some past Republican speakers, including Boehner, had trouble leading a rebellious right flank. The result: government shutdowns, standoffs and Boehner’s early retirement.

The longest fight for the gavel started in late 1855 and dragged on for two months, with 133 ballots, during debates over slavery in the run-up to the Civil War.
